WATERFRONT DEVELOPMENT BOARD

Chairman Canady called the meeting to order at 12:12 p.m. Mr. Nieratko
had requested an excused absence (out of town).
Jim submitted additions to the agenda: Willow -Pine Street Master Plan
study informational meeting September 27, 1989. One aspect of the study
will concern riverfront access, extension of the River Trail, cultural
activities along the riverfront,-etc. Regarding the Riverfront Develop-
ment Study, a Waterfront Development Board member should be on the
Consultant Selection Committee. Members interested in serving on the
committee should contact either Mr. Foulds or Jim.
With those additions, the agenda was approved; motion McPharlin, second
Janssen; motion carried; unanimous.
The minutes of the meeting of August 25 were approved; motion Howland,
second Janssen; motion carried; unanimous.
Old Business: Tabled Item: Project Subcommittee Proposal. Mr. Tableman
deferred to Mr. Reickel.
New Business: Job Description of Riverkeeper. Jim said there is as yet
no job description; the idea is still in the conceptual stage.
Jim introduced Mr. Reickel, Director of the Parks and Recreation Depart-
ment. Mr. Reickel said his goal is to reach organizations and boards to
bring together quality of life and Parks and Recreation issues in a
single concerted thrust for the City.
The Parks Department is in the process of updating the 5 -year Master
Plan. The Waterfront Development Board will be asked to participate in
the process.
Regarding a Waterfront Development Board project, Mr. Reickel suggested
that Mr. Tableman meet with Pete Stoughton of the Parks and Recreation
Department to look at some options for a Board project. Mr. Reickel
will mention at the September 20 Parks Board meeting that the Waterfront
Development Board would like to meet jointly with the Parks Board.
Mr. Reickel expressed his thanks for the Wat.arfront Development Board's
support, and for the invitation to meet with the Board. Jim thanked Mr.
Rickel for his attendance.
There being no more business to come before the Board, the meeting
adjourned at 12:57 p.m.

Motion to approve the minutes from the August 16, 1989 meeting was made by
Ronald Middaugh and seconded by Richard Ryals. It was requested that a note be
made to the minutes that the sump pump that was under repair and left unattended
and unmarked was under water at the time.
GENERAL SAFETY REVIEW
Injuries for September 1989 -
Step ladder foot sunk into the ground causing employee to fall off ladder injuring
back. Always check ground before setting up ladder. A film on ladder safety is
available thru the Safety office if anyone desires to use it for training.
A firefighter developed a rash after working with foam during a training exercise.
Question was raised as to whether it was definitely determined that the foam was
the cause since, according to Larry Pung, a new type foam was not being used.
Investigation of the incident where a four wheeled John Deer motorized cart with
flotation tires overturned causing the employee to jump clear, showed that the cart
hit a washout and that factor combined with the employees weight caused enough
momentum to tip the cart.
It was again stressed that where heavy or awkward loads are concerned, two people
should do the lifting. (back injury)
Two employees have slipped and/or fallen in ponds or moats at the zoo resulting in
lost time injuries. It was suggested that consideration should be given to the
footwear being worn and that non -slip strips could be used in these areas.
One of the tree trimming crews was cleaning/filling a stump hole and operating a
boom beneath electrical wires. The bell drop snagged the wires and pulled the
electrical conduit out of the anchors. This could have been an energized situa-
tion. By MIOSHA standards equipment should have a 10' clearance from all overhead
lines or .power should be shut off.
MOTE: The supervisors recommended action section on the accident report is meant
£or supervisors to comment on chanes that need to be made to correct similar sit-
e*,uations in the future. If necessary, Sheila will be available to help supervisors
think thru the incident to make recommendations. It is also important that a clear
explanation of accidents be given in order to determine what actually occurred.
The back of the report can be used if necessary.

OLD BUSINESS
Sub -committee is still working on the eyeglass program, in the meantime, the
frame selection from NuVision has been expanded. Sheila is writing a policy on
safety glaoses - Wearing of and obtaining.
A landscape architect has looked at the Police firing range and suggested that
the concrete be taken out, the berms rebuilt and drainage provided. However,
an engineer is still needed to redesign the range and put the recommendations
into effect.
Ray Feldpausch and Sheila Ide looked at and participated in a six hour defensive
driving program. It specializes in training the experienced driver. Sheila
suggested that more specialized training might be needed for emergency tactical
driving. The cost was $30.00 per person.
A third party administrator for workers compensation and medical provider is in
the contract stages.
Sheila asked for feedback on the respirator policy distributed at last months
meeting. The committee asked that if she desires feedback that a deadline be
set so that it doesn't get put on the back burner on everyones agenda or assume
no feedback means agreement. The policy may have to be more specific for the
Fire Department rather than the generic policy developed.
NEW BUSINESS
Referring back to the defensive driving program, the question was raised as to
what effect such a program would have on insurance rates. Doug Rubley indicated
that our insurance rate is based on
,experience instead of a manual rating. Auto
Owners says that if there are positive results due to defensive driving the City
would pay less down the road but no immediate effect would be seen on the premium.
It was decided that if a program was established it would have to be conducted in
an experimental mode so that the advantages and impact of the program could be
shown to council in order to continue funding. Dave Purvis and Doug Rubley will
form a sub -committee to look into how this could be accomplished.
Dave Purvis reported that the RFP for consultants to draw up specifications for
asbestos abatement in all facilities is in progress. Two underground tanks have
been removed at Wastewater with no contamination problems. The Central Garage
tanks can't be removed and will be filled.
A sixteen hour asbestos training program for in-house employess in Admn. Serv.
has been completed. This is for glove bag removal only.
MIOSHA Reporter (copy given to committee) indicates that fines will be raised for
employers who habitually violate safety standards under MIOSHA. All fatality cases
where there is evidence of willful violation will be scrutinized for referral for
criminal prosecution. Vehicle safety standards may also be developed.

Motion to approve the minutes from the July 19, 1989 meeting was made by
Phil Dorland and seconded by A1.Albert. Passed.
GENERAL SAFETY REVIEW
Injuries for July 1989 - When possible,. get help lifting heavy items or find an
alternate method to move the object. (back injury)
There were five reported cases of poison ivy. If large areas of poison ivy are
found notify the Park Department for spraying.
The necessity for wearing proper protective equipment was brought out in three
injuries. A firefighter suffered a puncture wound/laceration to his arm while
doing debris clean-up inside a building because he was not wearing his fire
jacket. Two cases of objects in eyes (chlorine & bugs) where eye protection
was not being worn. A directive to wear.safety glasses at all times needs to
be enforced by supervisors. A suggestion was made that signs be posted altering
employees as to the proper safety equipment required while performing certain job
functions.
Examine procedure for removing and lifting manhole covers. (hernia)
Employees should not climb on equipment unless it is required in their job.
(back injury from fall)
Post areas where there are hidden dangers. A sump pump that was under repair
was left unattended with the grating removed and another employee stepped in
the open hole. (lost time knee injury)
Suggestions made regarding the backing of packers:
a. mount camera on rear of truck
b. do a computerized map out of route directions to eliminate unnecessary
backing
C. change location of radar so that it isn't covered by trash
OLD BUSINESS
Expansion of frame selection for safety glasses is being explored by a sub-
committee. Finance is willing to pay extra for frames if it means employees
will wear safety glasses.

Safety issues at the Police Department firing range are more complex than anticipated.
Administrative Services indicated that an engineer may need to be - called in regarding
design and to solve the drainage problem.
The defensive driving class is set for August 22, 1989 and Sheila requested that a
representative from each department be there to evaluate the content of the program
for presentation to their employees.
NEW BUSINESS
Safety Rule Book needs to be completely revised. Input from all department will be
needed so that areas specific to them alone can be addressed. It was suggested that
the S.O.P.'s from Police Department may be a guide for format.
Sheila asked for input on topics that should be addressed for new employee safety
orientation.
A respirator protection program, in it's draft form, was presented to committee.for
review and comment.
Administrative Service employees will be participating in a 16 hour training course in
the handling of asbestos in small quantities.
Two firms have been contracted for underground tank removal.
Commercial Driving License law going into effect January 1, 1990. Everyone has to
take a knowledge test and road testing. However, road testing may be grandfathered
for those currently possessing a Class I or II license.
