Capitol Ave. at 7:00 pm January 8, 2008 The January 2008 meeting of the City of Lansing Mechanical Board of Appeals was called to order at 7:00 p.m. by Richard Cortright. The following members were in attendance: Richard Cortright Paul Maxwell Gilmore Jr. Jim Lamar Marcus Metoyer Jr. Members absent: Pat Ryan Staff Present: Brian Shields, Chief Mechanical Inspector Cal Baxter, Mechanical Inspector Petitioners Present: None Vice Chairman Richard Cortright asked for the approval of the November 13, 2007 and December 11, 2007 minutes. Marcus Metoyer Jr. made a motion to approve the minutes. Motion seconded by Jim Lamar. Motion carried. Old Business: None New Business: The 2006 Michigan Mechanical Code & 2006 International Fuel Gas Code Books were distributed to the Board Members Jim Lamar turned in a letter of resignation from serving on the Mechanical Board effective January 11, 2008, due to health issues and a conflict in time. The Board Members expressed their feelings of loss over the resignation and that Jim would be missed. Other Business: None Public Comment: None Divisional Actions Report: City Mechanical Inspectors have made 195 inspections in December 2007. There have been 30 Mechanical Permits issued for 2008 as compared to 19 for this time in 2007. The next Scheduled Meeting is February 12, 2008 at 7:00 pm. There have been 157 Mechanical Permits issued for 2008 as compared to 144 for this time in 2007. The next Scheduled Meeting is March 11, 2008 at 7:00 pm. Old Business: None New Business: 2006 Michigan Residential Code is available and will start being enforced August 1, 2008. Brian Shields gave the Board an update of the last State Boad of Mechanical Rules. Brian Shields also gave an update of the recent storm damage as he is part of the Damage Assessment Team. Pat Ryan brought a vent kit for Lennox 80 % efficient furnaces to reduce the need for chimney liners. The Board wanted further information on proper listings for this equipment. Len Burns Chairman Pat Ryan stated that he is the Contractor on this job so do to the conflict of interest; he would abstain from voting. Pat Ryan introduced Len Burns who is requesting to be allowed to use the make-up air inlet at the rear of the building per Bill Belder, P.E. Design, as submitted to Building Safety Planning Department. This is contrary to Chapter 4, Section 401.4.1 of the 2006 Michigan Mechanical Code. After much discussion and no alternate method introduced to meet the intent of the Code, Richard Cortright made a motion to deny the petitioners request to use ventilation air openings to the alley behind 220 S. Washington Sq., as per Chapter 4 Sec 401.4.1 of the Michigan Mechanical Code 2006 because it does not meet the Code. Seconded by Marcus Metoyer, motion to deny use carried unanimously. New Business: The Board made a suggestion to have the Board Meetings every other month starting February 10, 2009. Special Sessions will be held on the other months if needed.
