The 2006 meeting of the City of Lansing Mechanical Board of Appeals was called to order aV7:00
p.m. by Pat Ryan, Chairman. The following members were in attendance:

Petitioners Present: An introduction was made of the Petitioner Rich Yabs, Building Contractor,
representing the owner, Tim E. Brogan both of whom were both present.
Public Present: None
Chairman Pat Ryan asked for the approval of the December 10, 2006 minutes. Jim Lamar made a
motion to approve the minutes. Motion seconded by Paul Maxwell Gilmore Jr. Motion carried.

MBA -001-2007 220 S. Washington Sq. Rich Yabs
Rich Yabs is requesting a variance to the 2003 Michigan Mechanical Code Section 306.5 regarding
a permanent means of access to the roof to service Mechanical equipment. He is requesting to have
a mobile ladder on site verses a permanent ladder to avoid wrongful use. (The ladder provides
access to the roof.)
After some discussion, it was decided to table the appeal until the February 13, 2007 Board Meeting
so further investigation of the situation could be done.

Brian Shields gave the Divisional Actions Report as follows:
For the calendar year 2006 the Mechanical Division issued 1,786 permits down 212 from 2005.
The Mechanical Division made 3,780 inspections stops in 2006.
There were 241 Inspections made in December 2006 by the City Mechanical Inspectors.
So far 32 permits have been issued as compared to 40 for the same period in 2006.

The 2006 meeting of the City of Lansing Mechanical Board of Appeals was called to order at
7:00 p.m. by Pat Ryan, Chairman. The following members were in attendance:

Vice Chairman Richard Cortright asked for the approval of the January 9, 2007 minutes. Paul
Maxwell Gilmore Jr. made a motion to approve the minutes. Seconded by Marcus Metoyer Jr.,
motion carried.

Petitioner:
Rich Yabs
Case MBA -001-2007 from the January 9, 2007 Board meeting was tabled until further
investigation of the situation could be done. It was regarding petitioner Rich Yabs requesting a
variance to the 2003 Michigan Mechanical Code Section 306.5 for a permanent means of
access to the roof to service Mechanical equipment. He requested to have a mobile ladder on
site verses a permanent ladder to avoid wrongful use. (The ladder provides access to the roof.)
Chief Mechanical Inspector Brian Shields reported that on January 10, 2007 he and Mechanical
Board member Jim Lamar had visited the jobsite to review first hand the location of the roof
access in question. We found that a permanent ladder was not required.
Jim Lamar made a motion to approve the use of a ladder system. Seconded by Richard
Cortright, motion carried.

Brian Shields gave the Divisional Actions Report as follows:
There were 294 Inspections made in January 2007 by the City Mechanical Inspectors.
So far 154 permits have been issued as compared to 217 for the same period in 2007.

Old Business: CO Detectors Information & History brought in by Marcus Metoyer Jr
New Business: The Board Members clarification is needed on the installation instructions for
Metal -Fab flexible aluminum liner. (Direct connection to a single gas fired
appliance.) Discussion tabled until the next Mechanical Board meeting.

Divisional Actions Report: The City Mechanical Inspectors made 304 Inspections in April 2007.
There have been 510 Mechanical Permits issued for 2007 as compared to 570 for this time in 2006.

Divisional Actions Report: City Mechanical Inspectors have made 453 inspections in March
2007. There have been 634 Mechanical Permits issued for 2007 as compared to 765 for this
time in 2006.
