DIVISIONAL ACTIONS REPORT: Area Housing Inspections are going well, and
the Inspections have been very heavy for January 2005.2035 Permits for the
calendar year 2004, compared to last year of 1744.

> Tabled Discussion Last Meeting: Request for Policy Change - Contractors
Registered with City not pulling Permits, and starting a job without permits —
Lamar. Discussion - Mr. Lamar presented his comments regarding a contractor
that stated he would get a permit later that day, and did not get the permit for 3
days. Board informed about new State Changes in the mill regarding this issue—
Motion to table until the State finishes new Act 230 Changes. Motion to table —
Metoyer, Second — Lamar, All Aye votes, Tabled.

>New Changes Proposed by Henry Green/ Committee to ACT 230 Law discussed.
>New Residential Energy Code for Residential discussed, Effective Feb 28th 2005.

DIVISIONAL ACTIONS REPORT: Area Housing Inspections are still going well,

INTRODUCTION OF GUESTS:
>Clare Lindeman — Citizen At Large/requesting seat on Board.
Mr. Lindeman provided information on his many years of background experience,
in the Mechanical Field since 1962, and has desire to take over Eric Shields position
when he vacates his seat and moves out of Jurisdiction, as Mr. Shields indicated
previously, in June of this year. Questions were asked to verify Mr. Lindeman is
fully qualified, and he was given instructions for application thru Mayors -Office.
Motion For Board Approval/disapproval. Board Motion results will be sent to the.
Mayor's Office, for his consideration in granting Mr. Lindeman the future vacated
seat. Motion Metoyer, Second Gilmore All Aye. Board recommends Mr. Lindeman.

OLD BUSINESS:
After the Inspector/Contractor Meeting requested by Johnston Supply last month it
created a response from a local Mechanical Contractor to the contact the State.
Contractor then called the Lansing Chief Mechanical Inspector with his comments,
and was updated as to the facts of what is in the process of becoming a State Bill.
Contractor appeared satisfied with information after a 45 Minute Conversation.
Then asked we monitor the State Journal for ads from non -licensed individuals, and
take action on these individuals apparently unlicensed.
>Henry Green State Committee — Update on proposed changes to Act 230.
>Senate Bill 150 — Discussion of Bill enabling Censure of Inspectors.
>Reply Letter from Governor — Responding to letter sent by Chief Biddinger.

NEW BUSINESS:
>Cris Segerlind is now Building Official for Lansing & Office Manager of Building
Safety, due to Gary Brydges Retirement.
>New State Residential Energy Code has an Injunction. Code will not go into effect
now as scheduled.
DIVISIONAL ACTIONS REPORT:
>Cal attended 3 days of a Conference at Clare last week, for Act 54 Required
Credits.
>Housing Complex Furnace Inspections are fairly well completed for the 2004
Permits. However, Long Blvd. and the Complex off Miller are also bidding multi -
furnace change outs presently. 663 Inspections were made in Feb. 2005 by the City
Mechanical Inspectors. Permits issued so far this year [2005)were 314, compared to
last Years 326 as of this same time period. However, Some of the permits are for
multi -unit dwellings again.
>Arbaugh Building at 401 S. Washington, is being remodeled with apartments
upstairs, and businesses on the first floor. 5 Stories. Permit was over 6,000.00

NEW BUSINESS:
>Governor Grandholm's Appointment Office Called Chief Biddinger and asked
that he remain on the State Board until at least his Target retirement date of April
18th, 2006. Chief Biddinger was appointed to this Board by Governor Engler, and is
in his 4th year on the Board from an initial 2 year Appointment.
>Discussions: Mayors's Budget - May 1st no employee with the City will take their
city cars home, due to scale back city budget requirements. Other `Concessions' are
being worked out presently to balance the city budget, without lay offs of employees
promised. >Proposed changes in meeting dates for Board, as cost cutting reduction?
DIVISIONAL ACTIONS REPORT:
607 Inspections were made in March 2005 by the City Mechanical Inspectors. 485
Permits issued so far this year [2005] compared to last Years 489, as of this same
time period. However, some of the permits are for multi -unit dwellings again.

419 Inspections were made in April 2005 by the City Mechanical Inspectors. 617

time period.

>Chief Biddinger Says if the city offers a retirement incentive during the summer
break, this may be the last Board Meeting he will be attending. Therefore
`goodbyes' and `good luck', are extended to all the Members. Gary has appreciated
the help and assistance over the years of all the Board Members, and in acting as a
lighthouse with your guidance. "You are very dedicated individuals, and will not be
forgotten for your service, expertise, and your friendship. I wish you all well, and I
will truly miss you. I hate leaving, I have loved my job, but you have to know when

Its time to go, and apparently it has arrived. My Retirement date is tentatively
scheduled for August 26th. There may be an open house for me, that I hope you
attend. May God Bless you, and your families in the future, and best of luck to you
all. To the Inspectors, I will ask you to stay the course we have set, and keep up the
great jobs you have done In the past to protect our Public.
>Brian Shields, the Sr. Mee/Inspector, is assuming major duties as Chief Inspector,
due to the pending retirement of Chief Biddinger. I hope you all will offer your
assistance to Brian during this transition until a new Chief is appointed, as it sure
makes the job easier.

DIVISIONAL ACTIONS REPORT:
507 Inspections were made in May 2005 by the City Mechanical Inspectors. 768
Permits issued so far this year [2005], compared to last Years 799, as of this same
time period. Kudos Letters were extended to Dave Burton & Cal Baxter, for finding
a life threatening situation, and having it immediately corrected. We all find
situations as part of our jobs that keep the public safe, but this one was very
unusual, and warranted a pat on the back for these Inspectors. Their Action had
definitely alleviated a potentially serious problem for the Contractors involved.
BOARD MEMBER COMMENTS:
NEXT SCHEDULED MEETING: Summer Break next meeting will be Sept 13th,
2005 — Unless an Appeals requires a special meeting of which you will be notified.

Pat Ryan asked for the approval of the June 14, 2005 & September 13, 2005 minutes. Marcus
Metoyer Jr. made a motion to approve the minutes. Motion seconded by Jim Lamar. Motion

Old Business: Discussed update to Act 192 Forbes Mechanical Contractors Act
New Business: Informed the Board of the official retirement of Gary Biddinger and that Brian
Shields is interim Chief as the City personal department goes through the hiring process for the
new Chief.

The November 2005 meeting of the City of Lansing Mechanical Board of Appeals was called to
order at 7:00 p.m. by Pat Ryan. Pat Ryan led the Pledge of Allegiance. Q

Marcus Metoyer made a motion to approve the minutes of October 10, 2005. Seconded by Paul
Gilmore, motion carried.
Old Business: Forbes Mechanical Contractors Act 192 of 1984, Brian Shields has been asked to
attend the next revision meeting of the Act on December 16, 2005.
New Business: Brian Shields has been asked by Tennison Berry, Chief Mechanical Inspector of
the State of Michigan to be on the Michigan 2006 Mechanical Code Committee.
The 2005 Mechanical Board Meeting/Christmas Dinner was discussed.
DIVISIONAL ACTIONS REPORT: There were 439 Inspections were made in October 2005 by the
City Mechanical Inspectors. There have been 1,713 Mechanical Permits issued so far this year
(2005) as compared to the 1,672 of this time last year.
The next Mechanical Board Meeting is scheduled for December 13, 2005.
