NEW BUSINESS:
Discussion of Mayor's leaving and other position changes within the City of Lansing.
DIVISIONAL ACTIONS/REPORTS FOR THIS MONTH: 1860 Permits were
issued for 2002, compared to last years total of 1901 permits. State assisted in an
environmental inspection on So. ML King in which an employee health complaint at
Check & Go was taken. Investigation progressed with State Health Department Analysis.
Corrections were ordered at the building to help alleviate the condition found.

one of five members, first meeting is Jan 215`

OLD BUSINESS: New Flood Zone Rehabilitation Code Policy — Was presented to the
State Amendments Committee Members, and Chief T. Berry gave his approval, as a Rood
document. Our normal flood zone policy was discussed also, and thought a good
document to meet the intent of this code section. This new policy will be mailed to
Contractors with new Fee Schedules after City of Lansing Approval.
NEW BUSINESS: Terror Alert - High.
>Chief Gary Biddinger, a member, reported on progress of State Amendments
Committee, and the new Plumbing Code(s), New School Construction Act 628, and how
they influence Mechanical Inspections. The Amendments Committee was expanded to 8
seats, with 2 Chief Mechanical Inspectors, and 6 Mechanical Contractors as
representatives from around the State. Members will make Amendments to the New State
Mechanical Code(s) and hold Public Hearings toward the end of August, previous to
implementation. Requested changes should be announced soon, for consideration by the
Board. >List of current considerations was passed to the Board Members for their input.
>NOTE: November I Vh Board Meeting falls on a Holiday- This Meeting will be
moved to the next day November 12'h 2003, and Board Room has been scheduled for
7PM this date..
DIVISIONAL ACTIONS/REPORTS FOR THIS MONTH: 195 Permits were issued
to calendar date 2003, compared to last years total of 169 permits, this same time period
last year. Fire Marshall has implemented inspections of Industrial Businesses and
Mechanical Inspectors will be called, for items found in non-compliance. Two
Businesses have been inspected, and contacted for corrections to date.
>>Please remember our Soldiers, Especially Insp. Shields Son, and Gary's Grandson,
soon on their way to the Middle East, as proud Navy Members.

NEW BUSINESS: Update of Possible Changes of our Flood Policy, after discussion
with State Chief Building Inspector, for a new vote by board members. Tabled till next
meeting.
>Jack Nelson retiring April 10th, 2003, from the City of Lansing. Jack is semi -retiring up
North, and will become one of the best Realtors in that area along with his wife.
DIVISIONAL ACTIONS/REPORTS FOR THIS MONTH: 341 Permits were issued
this calendar year, date, 2003, compared to last years total of 273 permits this same time
period last year. Three Citations issued to Grand Rapids area people, for working on
Commercial installation of boiler without permits and with violations of install. Court
Hearing Pending, as individuals plead not guilty.

>Dan Greer from LCC, extended his gratitude and many `thanks', as he and his wife
appreciated more than you will ever know, the donations received. The Cancer was
localized in the bladder, which was successfully removed after a 61/2 Hour operation.
>Election of Chairman and Vice Chairman for 2003-2004 year. Nomination of Paul
Gilmore, Seconded, carried, for Chairman. Nomination for Vice Chairman by Gilmore,
Nominating Jim Lamar, for Vice Chairman, Seconded Ryan, Passed.
Next Scheduled Meeting after Summer Break.....Sept 9th, 2003. Have a good
summer. Meetings during summer break if required? Notice will be sent 2 weeks

Members are encouraged to report mechanical work that appears not to be permitted, if
you have observed a situation you can call the dispatcher during the working hours, and
have the staff check for permits. If no permits are in the system, you may request they
radio the Chief Inspector or his designates. [An exact address

[Continued] - should be given, time noted, and vehicle plate #'s or contractor name on
the vehicles would be beneficial]. Caution should be taken however to prevent an
encounter with the suspected violators. There are on occasions, contractors who have
filed for permits, and they may not yet be processed. We have captured many violators in
the past from your calls, and appreciate your help.

Restaurant off Lake Lansing Road in the new mall, East side of East Entrance. Due to
City of Lansing budget restrictions only main menu individual orders and non alcoholic
drinks are provided. [If you wish Pre -Meal Appetizers, and alcoholic drinks, they will
have to be purchased on your own]. Another person attending this event with you, of
your choice, is desired.
If there is an appeal that month, the dinner date will be reset, and we will meet normally
in Board Room.
NEW BUSINESS:
>Report on State Hearings on proposed amendments, Sept. 22, 9:30 717 W. Allegan St.,
Forum Conference Room. New Code Books Ordered for Jan 2004 Implementation.
>Discussion of Private Home Inspectors.
>Letters of support received by Chief Biddinger, from Michigan Chapter of ACCA, and
SMACNA Metropolitan, Detroit Chapter, asking Governor Grandholm to endorse the re-
appointment to the State Mechanical Board of Rules. (Gov. Appointment for 2003-05).
Chief Biddinger completed paper work from Gov. Office for a background check, and is
waiting for results.
DIVISIONAL ACTIONS/REPORTS FOR THIS MONTH: 1333 Permits issued this
calendar year/date 2003, compared to last years total of 1415 Permits, this time period
last yr. Training continues for Inspectors, with recent Conferences and Seminars, Brian to
PIAM Weds. In Traverse City.

permitted. Administrative Action in progress regarding this matter.
>State Intrepretation, Tennison Letter - Co -Mingling air issue. Lots of discussion, &
concensus to wait for T. Berrys response, prior to further action from the board.
>New Code Books Ordered for Jan 2004 Implementation will be delivered to Board
