ABSENT: Bill Down & Marcus Metoyer Jr. STAFF PRESENT: Board Secretary — Chief Mechanical Inspector Gary Biddinger, Senior Inspector Brian Shields, and Inspector Calvin Baxter MINUTES OF LAST MEETING: Motion Paul Gilmore, Mike Courter 2°d, Carried HEARINGS/DELEGATES/INDIVIDUALS FROM THE FLOOR: None OLD BUSINESS: Failed to add the following in December Notes: Cancellation of December 2000 meeting due to snow, was properly posted in designated areas. Discussion regarding fee schedules and application guides for City of Lansing, will be included in new business tonight. NEW BUSINESS: Discussions: **Joe Delaney Plumbing Chief — Retirement Open House tomorrow from 2 to 4. *City Attorney Representative is working with this Division and the Judges to obtain compliance with corrections by a ruling from the Judge to violators to correct violations instead of just paying Citations and ignoring corrections requested, or face jail time. *Inspector Brian Shields submitted Area Fee Schedules to Board Members as a follow up of Building Official Jack Nelson. Mr. Nelson has asked that all Board Members do a study of Fees for outlying Areas, and make comparisons/suggestions in lieu of the pending Fiscal Year Budget requirements. Study is to be used if there is a need for increases, and have a more uniform item[s] schedule with the area jurisdictions, and still comply with State Requirements regarding Fees. Commercial Hood Prices, Bill Downs proposed earlier last year should also be reviewed and modified. *Permit Applications — Need for new Applications? *Inspector Cal Baxter submitted documentation due to a Mechanical Supply House request for a ruling, regarding some new material for use as duct panning and or duct wrap insulation. The material seems to meet duct work standards and will be allowed. *Meeting Schedule for 2001 handed out to Members. DIVISIONAL ACTIONS/REPORTS FOR THIS MONTH: 32 permits for the first two weeks of Jan 2001. Several `not enough heat' calls to Division have been made, and referred to the fact that we are presently under extreme cold temperatures out of our Design Temperatures as per Code. HEARINGS/DELEGATES/INDIVIDUALS FROM THE FLOOR: None OLD BUSINESS: Carried from last meeting: Discussion regarding fee schedules and application guides for City of Lansing. Would like these changes by the May 1St State Code implementation date. April Meeting will be the last change date. Proposed to the Board was a draft of proposed Mechanical Permit Fees. Discussion was held on all the Fee items, and modifications were made to some of the proposed permit fees. The proposed Fees are to be submitted to the Building Safety Division Manager for review. NEW BUSINESS: *Information of Code Comparisons handed out on updates from old code 1998 to new 2000, given to Board Members. *Vote to reinstate Mr.Gilmore & Mr. Metoyer as June 2001 is Term Expiration Date. Motion To retain both Courter 2"d Chandler Carried *Discussion of City of Lansing Permits involving Inter City Departments/Conflicts of Act 230. *Information - City Attorney Representative has submitted a Form to use for Third Citation Offenders who have not cleared up a code violation. DIVISIONAL ACTIONS/REPORTS FOR THIS MONTH: As of Monday the 12th there were 191 Permits issued for Calendar 2001. Two Court cases are pending for non-compliance. Calvin Baxter MINUTES OF LAST MEETING: Motion for approval of April Minutes. Motion Lamar 2nd Gilmore Carried. HEARINGS/DELEGATES/INDIVIDUALS FROM THE FLOOR: Appeal >B/O Jack Nelson explained Mr. Lester Morgan Appeal to the Mechanical Board and facts regarding the Appeal to the Board. >Appeal may not be valid with this Board. Not an exact Code Section from the City of Lansing Mechanical Code Book, of which are only to be heard by Mechanical Board. >Written by a Code Officer Randy Eberback as a Violation of the Housing Code, and by City Ordinance, Housing Ordinance Violations Appeal should be performed through the Building Board of Appeals. B/O Jack Nelson stated rules of Appeals for this case. >Discussion proceeded by Board Members with questions to B/O. >Mr. Morgan stated that the call was not true, and explained his Case for the Board. Stated that Randy is misusing the law, there is not a Professional Cleaner, and his version of events that transpired during the inspection, and stated that these sections Mr. Eberback slated were not legal to call, and were not involved with Mechanical Code. >B/O Jack Nelson restated 1426.03 4h paragraph regarding the Board only hear items from the Mechanical Code Section. Motion by Paul Gilmore: To refer the issue to the Building Board of Appeals and that the Mechanical Inspectors do an inspection prior to the June 12`s Meeting with the Landlord, Mr. Lester Morgan. Second by Mr. Lamar. More discussion transpired after Mr. Morgan left the Board Meeting and subsequent Motion by Mr. Gilmore "Motion that Vice Chairman Jim Lamar Citizen At Large go along on the inspection of Mr. Morgan's Property to assist in evaluating the complaint." Second Mr. Courter. Vote - Carried OLD BUSINESS: >Informed a City Employed Mechanical Contractor has applied his license with the State License Bureau, for strictly City use. >North Precinct- finally complied with Access requirements. NEW BUSINESS: Recognized Marcus and Neal have b/days this mo. June 8th is Mechanical Board Ball Game. This is the last meeting for the 3 Mo. Summer Break, unless a special meeting is called. DIVISIONAL ACTIONS/REPORTS FOR THIS MONTH: Several Training Sessions last Month were attended by Mechanical Inspectors to satisfy Act 54 State Training Requirements. Training included Venting, CSST Gas Piping, New Residential Codes, and International Fuel Gas Codes. >No Citations were issued this month. 537 Permits were issued as of 5-07- 01, and Inspectors are clearing last years permits at a good pace holding 6 Month and older permits within 3% of completion as verified by internal audit. >Most of this % is jobs nearing completion. See Attached document sent to Building Board of Appeals. Discussion about disposition of the Appeal from Mr. Morgan as it was sent to the Building Board of Appeals, per City Policy. Vote: >Vote For Chairman, and Vice Chairman for 2001- 2: Motion Gilmore, Second Courter -Positions stay the same, Carried. >Vote to allow new air cleansing system in Holiday Inn Complex, which allows for less ventilation air as required by Chapter 4 of the Michigan Mechanical Code. Motion- Courter - Moved to allow this system pending there are no problems down the road, and if there are problems later, they will have to comply the system to present Code Standards. Second-Metoyer, Vote - Carried. DIVISIONAL ACTIONS/REPORTS FOR THIS MONTH: 1252 Permits issued to date. Fall MIAM Conference Scheduled for Sept. 27 to 29`h at Traverse City for all the Mechanical Inspectors. HEARINGS/DELEGATES/INDIVIDUALS FROM THE FLOOR: None OLD BUSINESS: All Mechanical Inspectors attended the Fall Conference at Traverse City Holiday Inn, Sept 27-29, for State Training Hours Required by State Act 54, to gain necessary hours required for Inspector Certification. Discussion of training and new industry products that will appearing on the market were shown to the Board. NEW BUSINESS: >Discussion of Adding Pledge of Allegiance to open the Board Meeting will require a flag in meeting room. >Discussion regarding the use of mixing boxes at chimney openings. Board agreed with Inspectors that when Double Wall `B" vent is required, the Mixing Box should be replaced with like material. Single wall venting requirements would leave the device acceptable if no previous stress noted. >Discussion regarding the Landlord's Organization Calls in protest of the Code Requirement for replacing one forced air furnace within multi -units as Code states Return Air from one dwelling unit shall not be discharged into another dwelling unit 918.7. The Call was forwarded to the State Authority. Board Members agreed this is a State Issue. >Inspector Night Oct 300' at the Point After Rest. S. M. L. King Blvd. at 6PM. DIVISIONAL ACTIONS/REPORTS FOR THIS MONTH: >1400 Permits issued to date. Exactly the Same amount as last years to this date. >Several calls regarding Code Questions by Mechanical Contractor's on new Code. >Long discussion of Michigan Residential -Code requirements were discussed with Board Members from a condensed version prepared by Board Secretary.
