HEARING OF DELEGATES AND INDIVIDUALS FROM THE FLOOR: None OLD BUSINESS: Last Months Fee change discussion was to be sent to the Council for future agenda and consideration is pending Division Action. NEW BUSINESS: Again Members expressed appreciation for the Christmas Dinner, and requested next year that the wife's might also attend, so noted. *Open Meetings Act read and discussed. *Mechanical Board Meeting Dates were Revised for Calendar Year 2000, and submitted for posting in the required designated City Offices. *Act 463 discussed that was signed by the Governor Dec 281h 1999, requiring all State Jurisdictions to adopt State Codes for uniform enforcement throughout the State of Michigan and time tables meeting this requirement. More information and details are being requested from the State Construction Code Bureau, Division of Industry Services, and it is known that the Met. Detroit area is against this new bill as was discussed a State Journal article regarding this information. *Motion Jim Lamar, Second Paul Gilmore to have all 1999 Minutes Signed by the present Chairman Bill Krejcik as previous Chairman's are absent from meeting. Carried, DIVISIONAL ACTIONS/REPORTS THIS MONTH: Testing and Oral Interviews progressing for Mechanical Job Opening/Posting, and should be completed by Jan. 14'h. 46 mechanical permits have been issued since Jan 3', 2000. New Mechanical Inspector Cal Baxter scored highest on his hiring exams (Written and Oral) and is scheduled to start work Feb 14'h, 2000. NEW BUSINESS: *Updated Information on Senate Bill 463 now Public Act 245 were discussed depth. This Act was signed into law December 28'' 1999, requiring all State of Michigan Jurisdictions to adopt the next State of Michigan Mechanical Code and Part 9 Amendments. This Act will provide uniformity of one State Mechanical, Electrical, Plumbing and Building Code. Information and details were submitted for Board Review. The new Code Books are not in yet for review and consideration of content by the Board Members. DIVISIONAL ACTIONS/REPORTS THIS MONTH: Over 149 permits have been issued as of this date. AT BUILDING SAFETY OFFICE CONFERENCE ROOM ROLL CALL 7:30 PM: MEMBERS PRESENT: Vice Chairman Neal Chandler Citizen At Large, Paul Gilmore Mechanical Contractor, Jim Lamar Citizen At Large, Bill Downs Mechanical Contractor. NEW BUSINESS: Condolences to Mr. Jim Lamar and family due to the death of his mother. *Updated Information on Public Act 245 discussed. Specifically the meeting at the State Conference Room #3, at 2 PM March 6', Hosted by Mr. Henry Green. Requirements and specific Sections of Public Act 245 were detailed at this meeting. This Act will provide uniformity of One State Mechanical, Electrical, Plumbing and Building Code. Information and details were submitted for Board Review. The new CodeBooks were given to the Members and Sections detailed that need reference or amending were discussed. We have until Monday March 20t' to submit any changes felt necessary for State Review. These will be hand carried to Chief Tennison's'office by 8 AM that day, by the Secretary of this Board or the Senior Mechanical Inspector.. MOTION: Jim'Lamar, Supported Paul Gilmore, Carried, To contact the State regarding Local Jurisdictions still requiring Mechanical Contractors to register their License(s) with them, and to make sure the new Public Act 245 does not prohibit this past practice. ABSENT: Paul Gilmore Jr., Mechanical Contractor MINUTES OF LAST MEETING: Minutes of March, 2000 Meeting approved HEARING OF DELEGATES AND INDIVIDUALS FROM THE FLOOR: None OLD BUSINESS: Motion —by Mr. Lamar at the last meeting, regarding registration of local contractor's was included in questions sent to the State and was verified by Chief Tennison Berry That no change was made to this item by the new Act. 245. FLOOD ZONE POLICY: Several calls have been made to the Mechanical Division regarding water heater placement requirements in flood zones. MOTION — by Bill Downs, supported by Mr. Jim Lamar, carried -"That policy for water heaters be sent to the Plumbing Board for resolution, as we use their Code for installation." *Updated information on Public Act 245 discussed. *Pleased to officially announce that the rumors last month were correct and GMC is going to build yet another plant in Delta Township. Lansing Inspector's will join Delta Township Inspector's in inspecting this plant. Act 425 will allow combined inspection procedures with inspection guidelines established by the Building Officials of both Jurisdictions. *The aggressive actions by the Mayor and his Staff have brought this to reality and will definitely strengthen the economy in our area. NEW BUSINESS: Chairman William Krejcik resignation letter read -Mr. Krejcik has moved from Lansing. Mr. Krejcik's work will be surely missed by the Board, and a thank you letter was issued for his years of service to this community. *Nominations to fill the vacancy were Mr. Chandler as new Chairman and Mr. Jim Lamar was nominated as Vice Chairman -Carried. *Updated information on State Codes discussed. NEW BUSINESS: Neal Chandler & Marcus Metoyer birthdays recognized. Ball Game Cancellation discussed, future date is being checked on, will advise as to time. Updates on Act 245 discussed. New AGA self closing/manuel gas valves were discussed, as well as supporting material sent for review from a new gas valve Co. called Magne Flo, Flow Control Specialist. Boyne Highlands Conference and State Training discussed. Previous Staff meeting with Freddie Thomas (Mayor's office) discussed regarding 2 terms per Board Member, unless due to Technical Knowledge Required Members may be extended. MOTION: Paul Gilmore, SUPPORTED- Jim Lamar, that older members be retained, due to Technical knowledge required for decisions of this Board, by vote of Board Members subject to Building Safety Mgr. Approval and the Mayors approval. — CARRIED/UNAMIOUS. MOTION: Gilmore, SUPPORTED-Metoyer-Carried to retain Bill Downs for another Term. Member Individual Comments: Licensing of City Employees discussed resulting from rumors, and Members informed the City Attorney made a decision supporting the State Requirements for Contractor of Record per Act 230. DIVISIONAL ACTIONS/REPORTS THIS MONTH: 531 Mechanical permits have been issued as of this date. Two Citations were issued my the Division for installing mechanical systems in a commercial building & installing without a permit. Adjournment: So moved and approved, the meeting adjourned at 90 PM.
