OLD BUSINESS:
Flood Control issue update. Chairman Metoyer contacted John Grace MDEQ, for
any help or advice he might obtain on the Flood Control Issue, and was to be sent
material that has not arrived yet by mail.
Ethics Training has been completed for all Members of the Mechanical Board
NEW BUSINESS:
End of Year Letter prepared for Mayor from Mechanical Board.
Members Voted to accept this document as written.
City Mechanical Inspector Kevin Peabody had been selected to sit on the Eaton
County Board of Appeals. Member Krejcik expressed concern that if Mr.
Peabody was placed on full time this year, would this not be a possible conflict
and maybe the Building Manager should check the charter in regards to a possible
conflict.
State ERRATA discussed that was sent out to contractors. Discussion followed
that possibly heat exchanger change outs would not be covered in the section
where permits are not required. Division was asked to follow up with the State
Official to confirm if permits are or are not required for heat exchanger change
outs.

Newsletter discussion on study of carcinogens, and possible hazards in new
construction materials, and clothing, issued for safety awareness.
Progress of the City Ordinance/1998 IMC has cleared the City. Previously it was
indication from the State that we were all set regarding our Amendments a letter
had been received recently stating that the Ordinance had not cleared the
Construction Code Commission, and was part of the agenda for the Jan 13th, 1999
meeting for passage or rejection.
CORRECTIVE ADMINISTRATIVE ACTIONS TAKEN THIS MONTH:
Citation issued by Biddinger- A maintenance company replacing seals in boiler at
a 9 Apartment Dwelling Building on Eureka Street, unit 3 years old and no
permits in file by the State or City of Lansing. Building owned by mother of
Maintenance Individual. At first subject refused entry, violation of State Act 230
and City Codes.
Illegal wood burner North Grand River -Violation Notice - Shields
INDIVIDUAL COMMENTS FROM THE BOARD MEMBERS: Jim Lamar
expressed concern over a Code Section of 6" maximum clearance on Pressure
Relief Pipes [on water heaters and boilers] from the floor, was in his opinion to
high, and if relief happened when an occupant was near it could scald someone.
Mr. Lamar would like this Section reviewed and asked how this level was
determined.

OLD BUSINESS:
Flood Control issue update. John Grace MDEQ has not responded to requests for information?
T. Berry contacted 1-14-99 and he stated all heat exchanger change outs should be permitted to
oversee the quality of work, not necessarily testing, but to see the workmanship, seals, all screws
in place, etc.
Kevin on Eaton County Board? Disclosure Form sent to Ethic's Board for determination of any
conflict. Report next month.
Jim Lamar Question on 6" clearance was researched by Brian — Sec. Attached, and discussed by
members.
Rick Coules Flex -L called and was asking about the marketability of a flex connector "B" rated
if his Company made this product, and issue discussed by Board Members on pros and cons of
product.
NEW BUSINESS:
Board Members issued new corrected phone call address sheet, as an informational document.
Ordinance cleared by the Construction Code Commission Jan 13", 1999 meeting, and the City is
enforcing new Code and Ordinances as of Jan 14" 1999.
Brian -Wood burner issue in private garages, -T. Berry Ans. Wood Burners cannot be installed in
private garages.

State errata change to Part 9 discussed which differs from our City Ordinance
regarding gas piping Permit Exemption. *Biddinger asked for a resolution
regarding meter change outs as Consumers plans on around another 10,000 of
these this year which would require permits unless the Board feels the Permit can
be exempted under Ordinance 106.2, item j.
Motion Gilmore supported Chandler and LaMar, `To allow Change Outs [Gas
Meters moved from inside the basements in dwellings, to outside the dwellings] to
be allowed without a permit required by Consumers, as this would in essence be
the same as Item j. Ordinance Section 106.2, covering gas replacements of 10 feet
and not more than 6 fittings'. Motion —All Ayes. Passed.
Division letter discussed, Commending Mr. Benson — Article State Journal -
Regarding the smell of gas at a Residence in Lansing, and alerting authorities.
CORRECTIVE ADMINISTRATIVE ACTIONS TAKEN THIS MONTH:
Citation issued by Shields - A Licensed Boiler Contractor that was not Currently -Registered
failed to pull a State or City Permit for two boilers, one of which caused a fire at a newly
remodeled 5 story building in Old Town. Violation of State Act 230, and City Codes.
Citation Issued by Biddinger- Mechanical Company out of Brighton, for installing horizontal
Cat. 1 furnace in a masonry chimney by itself - at an old Bank Building in Old Town, without
City Mechanical License Registration, or having a Permit. Observed @2:20 PM Jan 22nd, 1999.
Relined/pulled permit/registered/& finaled by 1/25/99.
2 Death Investigations — One Fire Related — Trailer Fire, & One Cancer Death -Family members
were approaching a law suit against a Housing Area on South End, for the conditions found in
the dwelling. See Pictures. Discussion on how many scented candles were reported used at this
dwelling and discussion of research article Members had read regarding carcinogens from these
candles.
INDIVIDUAL COMMENTS FROM THE BOARD MEMBERS:
George Brian Shields received a letter of Commendation for a job well done finding a unit heater
was unvented allowing most of the flue gasses into a work space, which was done by the owner:
"To get more heat into the area".

Tennison Berry, Chief of Mechanical, State of Michigan, reported he is on the Code Council
change committee for IMC, and is working with committee members to change some of the
difficult parts of the 1998 Code. i.e. combustion air section.
NEW BUSINESS:
Discussion of full time status for Kevin Peabody and the need for the extra full time position due
to the extremely high amount of inspections the Division makes warranted a letter of support for
pushing the position to full time this year. Chairman Metoyer to post a letter to Jack & Mayor -
Supported & passed unanamously.

OLD BUSINESS:
Chairman Metoyer sent information this last month regarding CO, Burning of Candle Hazards
and related Sooting Problems regarding the threats of Candle Use. This information was also
passed on to the MIAM Inspectors of Michigan Organization and will become a topic of there
future Monthly Publications to Michigan Inspectors.
Chairman Metoyer presented the Secretary Biddinger letters of support for the full time position
request documented at the March Meeting of the Board, and these were passed on to Mgr. Jack
Nelson.
NEW BUSINESS
Secretary Biddinger relayed to the Board New Positions attained on the MIAM Association and
that one is with the Code Study Committee with side duties assigned as liaison with Lynn
Briggs, whom will be assigned soon, as the MIAM Lobbyist.
Letter read from Senator Rogers regarding the Board's support of changes in the Act 230.
Sr. Board Member Bill Downs requested that the Board be able to suggest changes in the pay
schedule for permits as it cost more for a restaurant permit then the new Buildings Downtown.
Secretary notified the Board that suggestions could be made for changes and these would be sent
to the Building Manager for review of inconsistencies, and recommendations sent to City
Council if the need was clear change would be required.
DIVISIONAL ACTIONS/REPORTS THIS MONTH
Total Inspections for the Month of March- 145 -M -9P Brian, 81 -Kevin and 154 -Gary — No
Citations, I death from plugged chimney and 1 fire investigation with suspicious cause.
Discussion regarding this report as being well accepted for insight of members as to volume and
details of inspections involved.

**Sr. Board Member Bill Downs requested that the Board be able to suggest changes in the pay
schedule for permits as it cost more for a restaurant permit then the new Building Downtown.
Secretary notified the Board that suggestions could be made for changes, and these would be sent
to the Building Manager for review of inconsistencies, and recommendations sent to City
Council if the need was clear. Discussion & TABLED FOR STUDY and added to Agenda for
Sept 1999 meeting.
NEW BUSINESS:
Handouts discussed: Consumers Energy/Gov. Jobs Opportunity/New Boiler Operator Proposals.
*Wayne County Circuit Court Case -Water Heater dip tube issue discussed.
*Interested parties: Public Hearing will be held on Tuesday, June 15, 1999, at 10 AM at the
Office of the Bureau of Construction Codes, Conference Room 3, 151 Floor, regarding proposals
and revisions to the Boiler Code and Electrical. — Discussion followed.
*Any Code changes felt needed by Board Members, can be submitted this Summer break to
Secretary Biddinger which will be forwarded to appropriate Committee for review. - Discussion.
*Summer Break -No Board Meetings will be held during Months of June, July & August, unless
Emergency Appeals are required. Members will be notified two weeks in advance, if this
happens
*Lugnut Ball Game is available for Board Members only, [no other family members], due to a
combined session with the Electrical Board. Manager Nelson, reported the date of availability is
August 17`h .
DIVISIONAL ACTIONS/REPORTS THIS MONTH
*Total Inspections for the Month of April, 119M-12 P - Brian, 88 — Kevin, and —Gary 171 — No
Citations. *I death caused by kitchen stove, [investigated by Chief Biddinger], determined a pan
cooked dry igniting its contents. The owner apparently tried to subdue the flame by using drapes
from his bedroom where he apparently was sleeping while the pan was heating, caught himself
on fire, and later died from the burns.
*Another fire [investigated by Inspector Shields], deemed mechanical not the cause.
*2020 -informational.

HEARING OF DELEGATES AND INDIVIDUALS:
Mr. & Mrs. Thomas & Pamela Patchak-schuster owners of 1651 Sunnyside Ave. recently had a
furnace installed in the flood zone, and were present to listen to the Board discussions of flood
control, and Code Policies. These individuals voiced their concern as to what the implications are
going to be with their situation. Board Members asked the Chief Inspector to inspect their
furnace and make recommendations for compliance. A date was set for inspection.

HEARING OF DELEGATES AND INDIVIDUALS: Mr.Earl Barringar Jr. of 1506
Clifton Ave. spoke before the Board against the Flood Zone Issue of the City Codes. Mr.
Barringar also felt it was unfair to have the requirement that his new furnace be a horizontal unit
when his old furnace was sitting on the floor. Discussion followed explaining to Mr. Barringar
the changes in Code this year.
OLD BUSINESS:
*Board Member Bill Downs requested that the Board ask for two alterations in the Mechanical
Permit Fee Schedule. The following two items were requested after a unanimous vote.
1. Roof Top units include the ductwork as a complete system charge instead of additional fee for
each. 2. Commercial Kitchen Hoods up to [5] in one building kitchen area be entered into the
flat fee schedule as 100.00. Additional Hoods over [5] in one building kitchen would require an
additional flat fee of 100.00 for 6 to 10 hoods.
*Flood Control Policies - After a long discussion the Board made the following
recommendations for accepted policy. *New Buildings will comply strictly with Code raising
the equipment out of the 100 -year flood area depth. *Existing Buildings having basement
f imaces with a flood depth of 8" or less, or on the immediate fringes of the 100 year flood plain
will require Contractor's to raise the equipment on 8” Blocks, and install a sump pump to help
extract any water migration. *Existing furnaces in the 100 year flood plain that are situated in
the 8" or more flood level will require the installation to be a horizontal unit suspended from the
floor joists as close as listed clearances will allow, and have a sump pump installed to help
extract water migration. *Further all Air Conditioning Condensers will be- placed on 8" blocks
Minimum in the flood Zone. The Board Members feel this policy would be of minimal expense
to the Homeowner, and essentially show that the City is trying to comply with
Building/Mechanical Code Sections requiring some means of protection for Mechanical
Installations.

DIVISIONAL ACTIONS/REPORTS THIS MONTH: 1,760 Mechanical Permits were
issued so far this calendar year to this date. This is surpassing any previous year. Mechanical
Inspector Kevin Peabody's last day is tomorrow and his position is posted as of this date.

ROLL CALL 7:30 PM: City expressed its appreciation to the Board Members with a
Christmas Dinner at Damon's on Lake Lansing Road at 7:30. The Boards voluntary time, efforts,
and work to resolve Mechanical Problems are truly appreciated by the Mayor I am sure, as well
as City of Lansing Building Department, and especially appreciated by the Staff of the
Mechanical Division, we all Thank You.

MINUTES OF LAST MEETING: Minutes of November Meeting approved as written.
HEARING OF DELEGATES AND INDIVIDUALS: None, however one potential
problem may exist with a homeowner on Clifton Ave. which is in the flood zone, and the Board
Members were shown pictures of site and description.
OLD BUSINESS: Last Months Fee change was discussed with the Building Official, and
The issue will be sent to Council for their future agenda and vote.
Last Month's Flood Control Policy was readily acceptable and will be used as Department
Policy, subject to Appeal to the Board on specific cases.
NEW BUSINESS: Members expressed appreciation for the Christmas Dinner and requested
next year that their wife's might also attend, so noted.
DIVISIONAL ACTIONS/REPORTS THIS MONTH: Secretary reported 2,045
Mechanical Permits were issued this calendar year. *(updated Jan 3`d-2000) This has surpassed
any previous years permits. The Open Mechanical Position Job has been posted. Those qualified
people will start their interviews and testing soon.
