MECHANICAL BOARD MEETING
JANUARY 10, 1995

The meeting was called to order at 7:30 p.m. by Chairman Paul
Gilmore. The minutes of the November meeting were not available to
be read. They will be distributed on February 14, 1995.
OLD BUSINESS
The Board was informed that the appointment of Marcus Metoyer, Jr.
was progressing and we may have him on board for our February 14,
1995, meeting.
Christopher Swoop, co-owner of Total Comfort Heating, has submitted
a resume and an application to the Mayor's Office for approval to
be on the Mechanical Board.
We talked briefly about a name changed for the board as we will be
hearing appeals when our new ordinance is approved. No decision
was made in that regard.
NEW BUSINESS
None.
A motion was made by Mr. Krejcek, seconded by Mr. Downs to adjourn
the meeting. Motion carried.

MARCH 14, 1995

Staff Present: Ralph W. Goff
The meeting was called to order at 7:40 p.m. by Vice Chairman
William Krejcik. A motion was made by Mr. Metoyer, seconded by Mr.
Swope to accept the minutes of February 14, 1995. Motion carried.
OLD BUSINESS
None.
NEW BUSINESS
The new board members were welcomed to the group. Each received a
copy of the 1994 Uniform Mechanical Code, a set of tabs for the
code book, a copy of our proposed ordinance, a copy of Roberts
Rules of Order newly revised, a booklet titled "Your Right to Know
- A Citizens Guide to the Michigan Open meetings & Michigan Freedom
of Information Acts" and the Employee Right -to -Know Act. A short
discussion was held regarding the information handed out.
A motion was made by Mr. Swope, seconded by Mr. Metoyer to adjourn
the meeting. Motion carried.

APRIL 11, 1995

The meeting was called to order by Chairman Paul Gilmore at 7:30 p.m. A motion was
made by Bill Downs, seconded by Marcus Metoyer to accept the minutes of the March
14, 1995, meeting. Motion carried.

Old Business:
The items referred to in the March 14, 1995, minutes were mailed to the two absent
board members.
New Business:
Each member was mailed an agenda for April, May and June meetings. We will not
have a meeting in June as we take a summer break the months of June, July and
August.
Board Secretary Ralph Goff explained how Consumers Power Company, through the
"Reduce the Use" Program, are paying to have 95% efficient furnaces installed into
homes where the tenant, renter or owner has high fuel bills. They disregard the
financial status of the owner of the house. The installations are being performed by
out-of-town contractors. Mr. Krejcik suggested that we ask Lynn Briggs, lobbyist
for Air Conditioning Contractors of America (A. C. C. A.) to look into this process
and see if the work could not be performed by local contractors.
A motion was made by William Krejcik, seconded by Bill Downs to adjourn the
meeting. Motion carried.

The meeting was called to order by Chairman William Krejcik at 7:30 p.m. A motion
was made by Marcus Metoyer Jr., seconded by Paul Gilmore Jr. to accept the minutes
of the May 9, 1995, meeting. Motion carried.
Hearing of Delegates & Individuals:
CASE MA -001-95 2222 Kirbitz
This appeal was submitted by Clayton Stevens, Masters Heating and Air Conditioning
for the owner Ralph Roberts.
A furnace was installed at 2222 Kirbitz in the bathroom which is the location of the
original installation.
Arguments in Support of this Appeal:
There is no other location in the house to install the furnace and the furnace has
been in this location for 25 years and has not caused a problem.
Gary Biddinger stated that the problem is combustion air in a confined space.
Ralph Goff stated that relief is granted from this provision when the room is
considered a confined space and there is a register in the immediate area of the
furnace capable of supplying a sufficient amount of combustion air.
William Krejcik said he would be more comfortable if some outside air was added to the
furnace and the furnace room was ventilated into the attic.
Marcus Metoyer Jr. made a motion supported by Paul Gilmore Jr. to allow the
variance request with the following stipulations: the bathroom needs a supply air
grill capable of providing air at all times the furnace is operating, add a fresh air
duct directly from out -doors to the return air system capable of providing 240 c. fm.
Motion carried.
Old Business:
A report was made to Lynn Briggs of Air Conditioning Contractors of America to
lobby against the Public Service Commission granting additional funding for the
Reduce the Use Program if they do not open the bids to competitive bidding.
New Business:
The Boards Christmas luncheon has been scheduled for December 12, 1995, at 1:20
p.m. We will meet at the Pretzel Bell, 1020 Trowbridge Rd., East Lansing.
A motion was made by Marcus Metoyer Jr., seconded by Christopher Swope to
adjourn the meeting. Motion carried.

We had a brief discussion in regards to the new tabs for our code books that are
produce by I . C . B . O. and compared them with the old style produced by Lawton
Printing. The Board also discussed the heating and air conditioning systems being
installed by the members of the Capital Area heating and Air Conditioning
Association for the Lansing City Rescue Missions Victory Center at 517 S Cedar
Street.
A motion was made by Paul Gilmore, seconded by Bill Downs to adjourn the meeting.
