JANUARY 8, 2009
MEMBERS PRESENT: STEVE RECK, EMMETT KELLY, TIM WAITE,
MEMBERS ABSENT: BILL POND, TIM HAGGART
STAFF PRESENT: FRANK EIROSIUS, SR., CHIEF PLUMBING INSPECTOR

Chairman Tim Waite called the meeting to order at 7:06 p.m. On a motion by Steve Reck,
supported by Emmett Kelly, the minutes of April 17, 2008, and October 9, 2008 were approved
unanimously.
Old Business: Following a discussion that took place on April 17, 2008 with the Building
Safety Manager; Chief Plumbing Inspector; the Plumbing Board Members; and Public Service
Representatives; Frank Eirosius reported to the Plumbing Board that an e-mail was sent to the
City Attorney's Office requesting an interpretation regarding the working relationship and
boundary lines of each department determined by the jurisdiction of the Plumbing Inspectors
according to the Plumbing Codes and the jurisdiction of Public Service according to City of
Lansing Ordinances.
The Board Members asked if the City Attorney had responded yet with the interpretation and
Frank responded no. After lengthy discussion, the Board Members decided to table the
discussion until they hear back from the City Attorney's Office.
New Business: None
At 8:26 p.m. a motion was made by Steve Reck and seconded by Emmett Kelly to adjourn. The
motion was carried unanimously.
Next plumbin board meeting will be February 12, 2009 at 7:00p.m.

With absences, there were not enough Plumbing Board members present to make a quorum.
Therefore, no official business was conducted.
Frank Eirosius discussed with those present and they agreed that due to everybody's busy
schedules, it would be more practical to schedule the Plumbing Board of Appeals meetings to
meet every other month starting with February of each year. If there is need for an appeal
during the unscheduled month it will be posted. The appeals boards for the other trades had
already gone to this schedule.
Old Business: Approve minutes of January 8, 2009
New Business: None
Next Plumbing Board meeting will be April 9, 2009 at 7:00 p.m.

There were last minute a-mails & phone calls of Board Members not able to attend. Therefore
there would be no meeting because, there were not going to be enough Plumbing Board
members present to make a quorum and no official business to discuss.

Chairman Tim Waite called the meeting to order at 7:07 p.m.
Drain Layers Exam: The plumbing board members present found Glen Miller, Mitchell
Komaromi & Seelah Hills to be qualified to take the drain layers exam.
Dave Burton, Plumbing Inspector administrated the drain layers exam. Test scores were as
follows:
Glen Miller 89%
Mitchell Komaromi 84%
Seelah Hills 76%
Old Business:
At the April 17, 2008 Plumbing Board meeting there was a lengthy discussion between the
Plumbing Inspectors, the Plumbing Board and the Public Service Department regarding
inspections of building sewers on private property. This does not include inspections in the
public right-of way. After lengthy discussion, an agreement was reached between the Plumbing
Board and the Public Service Department to table this matter until interpretations from the City
Attorney and the State Plumbing Board could be received.
Immediate following that meeting Frank Eirosius, Chief Plumbing Inspector reported to the
Plumbing Board that an e-mail was sent to the City Attorney requesting an interpretation
regarding the discussion with Public Service on the working relationship and boundary lines.
It has been almost a year and the board wanted to know if the City Attorney's Office had
responded. Frank responded no. After some lengthy discussion, the board decided to wait on
until the interpretation is received from the Attorney's Office.

New Business:
Frank gave the Plumbing Board the Lugnuts game dates. Those dates didn't work for them so
no plans were made to attend this year.
A discussion was made that the State of Michigan will likely approve aerosol glue and primer
spray cans and the board is waiting on that approval.
The plumbing board also discussed the residential sprinkler systems that they are also waiting
for the outcome from the State of Michigan.
At 8:39 p.m. a motion was made by Tim Waite and seconded by Emmett Kelly to adjourn. The
motion was carried unanimously.
Next Plumbing Board meeting will be June 11, 2009 at 7:OOp.m.

Chairman Tim Waite called the meeting to order at 7:08 p.m. On a motion by Tim Waite, supported by
Emmett Kelly, the minutes of May 14, 2009, were approved unanimously.
Old Business: The Plumbing Board members asked if Frank Eirosius had received a response back
from the Public Service Department and the City Attorney's office regarding inspections of building
sewers on private property. Frank stated that he had been subpoenaed regarding the matter and asked
questions, however he has not heard back from them with their decision.
New Business: Case number PBA-001-2009 regarding 1601 E. Michigan Avenue was filed by
petitioners Alexander and Linda Beal. The petitioners were not present because they had called to
revoke the appeal. They said they would be in compliance within 14 days from September 10, 2009.
The Board discussed Rinni continuous water heaters. After lengthy discussion they decided to handle
the continuous water heaters like any other water heater having the Plumbing department make their
decisions on an individual basis.
Frank informed the Plumbing Board that a new House Bill # 4730 was introduced which addresses
smoke detectors in residential homes.
The Board also had a lengthy discussion regarding geothermal systems and how to address a system
that goes into a residential home.
At 8:39 p.m. a motion was made by Bill Pond and seconded by Emmett Kelly to adjourn. The motion was
carried unanimously.
Next Plumbing Board meeting will be October 8, 2009 at 7:00 p.m.
