Capitol Ave. at 7:00 pm �- MARCH 8, 2007 CO MEMBERS PRESENT: STEVE RECK, BILL POND, EMMETT KELLY, TIM WAITE MEMBERS ABSENT: TIM HAGGART, CHRIS SHERWOOD STAFF PRESENT: FRANK EIROSIUS, SR., CHIEF PLUMBING INSPECTOR DAVE BURTON, PLUMBING INSPECTOR Vice-chairman Steve Reck called the meeting to order at 7:18 pm. Tim Waite made a motion to approve the minutes of December 14, 2006. Seconded by Emmett Kelly the minutes were approved unanimously. Bill Pond made a motion to approve the minutes of January 11, 2007. Seconded by Tim Waite the minutes were approved unanimously. Drain Layers Exam The Plumbing Board members present found Jim Stover, John Fechner, and Scott Chapman qualified to take the drain layers exam. The drain layers exam was administered by Chief Plumbing Inspector Frank Eirosius on February 15, 2007. Jim Stover scored 76%. John Fechner scored 88% Scott Chapman scored 50% Elections for the Board Chair& Vice Chair There was a discussion about nominations for the Board Chair and Vice Chair, After lengthy discussion nominations were taken for the Chair. Tim Waite was nominated for the Chair and accepted the nomination. A nomination was made for the Vice Chair. Emmett Kelly was nominated. Mr. Kelly declined. Steve Reck was nominated for the Vice Chair and accepted the nomination. A motion was made by Bill Pond and seconded by Emmett Kelly to elect Tim Waite as the Chair and Steve Reck as the Vice Chair. Motion carried unanimously. Minutes for Plumbing Board of Appeals— March 8, 2007 Page 2 Old Business: None New Business: The Plumbing Board discussed the working relations with the Public Service Department regarding boundaries; i.e., where the responsibilities of the Public Service Department start and where they end. As to the Plumbing Code of 2003, the plumbing starts and ends at the private property lines, and Public Service starts at the end of the property lines including public storm and sewer connections and piping. The Plumbing Board needs an opinion from the City Attorney on where a Drain Layers License are needed and how they interact with the 2003 Plumbing Code and Act 733. The Plumbing Board also needs an opinion from the City Attorney on the enforcement end of the Ordinance that is being used by Public Service regarding Drain Layers inspections and Drain Layers permitting. They are also looking for what their liabilities might be in case of a lawsuit. The Plumbing Board would like to set up a meeting with the City Attorney discussing their liabilities in the case of a lawsuit and also have a meeting with Public Service regarding the issuing of Drain Layers permits and licenses. A motion was made by Emmett Kelly to send a letter from the City Plumbing Board to introduce ourselves to Andy Neuman, the new Assistant Chief Plumbing Inspector for the State of Michigan. The motion was seconded by Steve Reck and carried unanimously. At 8:43 p.m. a motion was made to adjourn the meeting by Bill Pond and seconded by Emmett Kelly. The motion carried unanimously. The plumbing board members present spent considerable time discussing the 2003 Plumbing Code. At 8:24 p.m. a motion was made by Bill Pond and seconded by Emmett Kelly to adjourn. Old Business: None New Business: The Plumbing Board members present spent considerable time discussing changes in the 2004/2006 Plumbing Code. The State Plumbing Board will be checking each applicant for moral character; a complete back ground check on each person before that person is qualified to take the journey exam. Drain Layers Exam: The Plumbing Board members present found Dave White to be qualified to take the drain layers exam. Dave Burton, Plumbing Inspector administered the drain layers exam. Dave White had a test score of 88% on the exam. At 8:34 pm a motion was made by Bill Pond and seconded by Steve Reck to adjourn. The motion was carried unanimously.
