Chairman Steve Reck called the meeting to order at 7:06 p.m.
Drain Layers Exam.
The Plumbing Board members present interviewed, Michael J. Clarke II and found him qualified to
take the drain layers exam. Dave Burton, Plumbing Inspector, administered the drain layers exam.
Michael J. Clarke II scored 77% on his exam.
Old Business:
On a motion by Tim Waite, supported by Bill Pond, the minutes of December 9, 2005, were
approved unanimously.
New Business:
The Plumbing Board members present spent considerable time discussing the new changes in the
2006 Plumbing Code.
A motion was made by Bill Pond and seconded by Emmett Kelly to adjourn. The motion was
carried unanimously.
The meeting adjourned at 8:24 p.m.
The next regularly scheduled plumbing board meeting will be May 11, 2006 at 7:00p.m.

Vice Chairman Steve Reck called the meeting to order at 7:07 p.m. On a motion by Tim
Waite, supported by Emmett Kelly, the minutes of April 13, 2006, were approved
unanimously.
Drain Layers Exam: The Plumbing Board members present interviewed, Robert Kelly and
found him qualified to take the drain layers exam. Frank Eirosius, Sr., Chief Plumbing
Inspector administered the drain layers exam.
Robert Kelly scored 94% on his exam.
Old Business: None
New Business:
Present from the Board of Water and Light were Nicholas T. Burwell, Manager of
Environmental Services Resource Center and Daniel J. Flynn P.E. Principal Consultant,
Project Engineering Resource Center.
The Plumbing Board members present spent considerable time discussing with Mr. Burwell
and Mr. Flynn how to accomplish the replacing of non standard water service piping in the
City of Lansing or better known as the lead service line replacement.
After a lengthy discussion with the Board of Water and Light representatives, Mr. Burwell
presented five scenarios that represent typical situations found in the field and asked "When
a plumbing permit is required?"

After additional discussion, the only question that was left unanswered was when is a
license not required. According to public act 733 of 2002 as per section15, paragraph2, A
LICENSE IS NOT REQUIRED FOR THE FOLLOWING WORK: (Section B) The installation
of a building sewer or water service pipe provided that a permit is secured from the
responsible enforcing agency and inspections are performed. The installation shall comply
with applicable code.
The Plumbing board explained to the representatives of the Board of Water and Light that
license and permit are required by the state plumbing act 733 of 2002.
A motion was made by Tim Waite and seconded by Emmett Kelly to adjourn. The motion
was carried unanimously.
The Meeting was adjourned at 8:22 p.m. `

Contrary to section NFPA 99 C; Section 4-3.2.2.2; vacuum system piping network (C) minimum
sizes, the petitioner is requesting to utilize existing half inch copper piping in lieu of installing a
new three-quarter inch piping vacuum system has a minimal requirement for vacuum systems.
The petitioner stated that during the installation of medical gas piping for the above reference
project within the accelerator vault a lead baffle system was discovered above the ceiling. The
baffle system would require removal and reinstallation to accommodate the installation of the
required medical gas piping system as per NFPA 99 C. Petitioner stated also that the half inch
copper medical gas piping previously installed for anticipated future medical gas installation was
installed somewhere in the early 1990's and this department does not show any plumbing
permits so he doesn't know who installed the system. The petitioner also stated that the current
design calls for both oxygen and medical vacuum lines to be installed and that medical vacuum
installation requires a minimum of three-quarter inch piping, therefore the vacuum piping system
presently in place, is too small. The petitioner also stated that the State of Michigan Department
of Health has insisted that the renovation includes medical gas within all treatment rooms. This
has been accommodated with the exception of this room in question. The petitioner stated due
to patient volume and care, it is not feasible to accommodate or even cease operations for at
least three weeks, which is how long it would take to remove the baffled system and install new
three-quarter inch piping to accommodate NFPA 99 C; Section 4-3.2.2.2 the minimum

requirement for vacuum systems. The petitioner said that per manufacturer of the equipment,
the half inch line would be acceptable and that the intent of the code would meet the
requirement as per manufacturer. He also stated that it is going to be 2008 until this project is
scheduled for remodeled
After a lengthy discussion with the board members present, a motion was made by Bill Pond
and seconded by Emmett Kelly to deny the appeal. One board member had to recuse himself
from voting, and the motion carried unanimously.
The appeal was denied for the reason that the NFPA 99 Q Section 4-3.2.2.2 vacuum system
piping network (C). Minimum Size reads as Mains and branched shall be not less than 7/8 inch
od (3/4 inch nominal) size. Drops to individual vacuum inlets shall be not less than 5/8 in od (1/2
inch in nominal) size, except that the tube attached immediately to the station inlet body and not
extending more than eight inches from the station inlet.
A motion was made by Emmett Kelly and seconded by Bill Pond to adjourn. The motion was
carried unanimously.

Christopher J. Willshaw was found by the Plumbing Board members present to be qualified to take the
Drain Layers exam. Frank E. Eirosius Sr. administered the drain layers exam.
Christopher J. Willshaw scored 92% on the exam.

Raychel Morrish was present for the appeal. The petitioner requested a variance for an on-demand
water heater that was installed quite a while ago. There are only two people in the home, with one
bathroom, kitchen, & laundry facility. The petitioner also stated that they are aware that the flow rate
on the on-demand water heater is not up to Code and that they only can use one faucet or hot water
outlet at a time. As per Michigan Residential Plumbing Code, Section P2903 requires the system and
these devices to be sized as distribution system line with a reference to conditions based upon
demand. The petitioner stated before they sell their home with the on-demand water heater, they will
bring it up to Code. After a lengthy discussion, the Plumbing Board members present came to a
conclusion that they need sufficient hot water to all plumbing fixtures; kitchen sink, bathtub, laboratory
& laundry facilities. Steve Reck made a motion; seconded by Emmett Kelly the appeal was denied.
