With the absences, there were not enough Plumbing Board members present to make a quorum.
Therefore, no official business was conducted.
Jokay Maxie from Public Services Department was present at the request of the Plumbing Board to
discuss changes or any problems that exist in the drainlayer's applications and drainlayer's examination.
After a lengthy discussion, the Plumbing Board will probably make a few minor changes.
The next Plumbing Board Meeting will be February 10, 2000

The meeting was called to order at 7:30 p.m. by Chairman Reck. On a motion by Mr.
Haggart, supported by Mr. Sherwood, the minutes of May 13, 1999, November 18, 1999,
and December 9, 1999 were approved. Motion carried unanimously.
Old Business:
The Plumbing Board discussed their concern as to what effect the I.P.C. would have on
insulation requirements for medical gas to maintain health and safety. The Plumbing
Board also discussed their concern that the I.P.C. would be the same standards for
certification of backflow preventors.
New Business:
A Drain Layer Examination was administered by Frank Eirosius to Mr. John Verlinde with a
score of 40%. 70% is passing.
Chairman Steve Reck presented the Plumbing Board with is annual report which he sends
to the Mayor. The Plumbing Board thought it was an very excellent report, the Plumbing
Board passed a motion and carried it unanimously to accept the report.

A motion was made by Mr. Pond, seconded by Mr. Sherwood to adjourn the meeting at
9:50 p.m. The motion carried unanimously.
The next Plumbing Board Meeting will be April 13, 2000

The meeting was called to order at 7.-30 p.m. by Chairman Reck. On a motion by Mr.
Haggart, supported by Mr. Pond, the minutes of March 9, 2000, were approved. Motion
carried unanimously.

PBA-002-2000 920 Townsend General Motors Body Shop
Mr. Matthew Pettit,representing SmithGroup, Inc., was present for this appeal. Mr. Pettit,
the petitioner is requesting approval for their design for overflow roof drains to tie together
with the regular roof drain piping inside the building under the floor. The petitioner stated
that both regular and overflow drains run independently to the underground. Roof sump
pipe size is 8" which goes underground into a 10" pipe, then to a manhole, then to a 12"
pipe, then to another manhole, then to a 30" pipe which goes outside the building. The
system is overdesigned to handle rain water without any problem. GM has maintenance
people that will solve any problem before it starts. The petitioner also said this is not a
safety problem. It was deigned this way because given the size of the building and it's
structure, it is not practical or cost effective to go any other way. After some discussion,
Mr. Haggart made a motion to grant a variance which will allow the installation of the
overflow rood drains to tie into the regular roof drains underground because the job is too
far along to make any changes. The variance will authorize relief from Appendix D of the
Minutes for Plumbing Board 4ppeals—May 9, 2000 2
Plumbing Code. The motion was seconded by Mr. Gunthorpe. Motion carried
unanimously.
The Plumbing Board would like to notify the Mayor's Office that the Plumbing Board made
a motion that was supported and carried unanimously that Mr. Lynn Gunthorpe, Mr. Tim
Haggart, Mr. Stephen Reck and Mr. William Pond be reappointed to the City of Lansing
Plumbing Board because of their special skills which are required for their positions on the
Board In the past these positions have been difficult to fill.
Mr. Robert Burns is resigning from the Board and will not be reappointed.
Mr. Tim Waite, a resident of Lansing who is a Journey Licensed Plumber would like
to serve on the Plumbing Board and the Board will notify the Mayor's Office if Mr. Waite
decides to apply.
The Plumbing Department received a letter form Beta Design Group stating that at the 505
West Allegan job, they have designed the first floor plumbing fixtures to discharge into the
sewer ejector due to a structural problem. Beta engineers take full responsibility for the
design. The Plumbing Board was disappointed with Beta Design Group. The Board could
see no reason that the first floor fixtures could not discharge by gravity.
A motion was made by Mr. Pond, seconded by Mr. Sherwood, to adjourn the meeting at
9:45 p.m. Motion carried unanimously.

The meeting was called to order at 4:00 p.m. by Chairman Reck.
New Business:
PBA-003-2000 1014 Townsend General Motors Assembly Building
Mr. Nat Patel representing SmithGroup, Inc., and Mr. Steven Jensen, Mr. Eugene Handzinski and Mr.
John Banghart representing General Motors present for this appeal. The petitioner is requesting
approval for their design for overflow roof drains to tie together with the regular roof drain piping
underground, inside the building. The petitioners stated that the roof is designed for 100 years storm,
each roof sump can handle 14,000 sq. feet. The roof has a 2% slope and also '/d' slope per foot. The
valleys are designed to move one foot of water. GM hires a company to inspect the roof annually to
maintain their twenty year warranty. GM has complete confidence in the overflow roof drains. The
petitioners had concerns with the electrical 480 bus that run all through the building because if a leak
develops where the overflow drains run over the 480 bus, it could be a big health and safety problem.
Also, the roof drains are all oversize.
After some discussion, Mr. Haggart made a motion to grant a variance to use the SmithGroup, Inc.
design overflow roof drains to tie into the regular rood drains under the floor. The variance will
authorize relief from Appendix D of the Plumbing Code. Motion was seconded by Mr. Sherwood.
Motion carried unanimously.

The meeting was called to order at 7:30 p.m. by Chairman Reck. On a motion by Mr. Pond,
supported by Mr. Sherwood, the minutes of May 9, 2000, were approved. Motion carried
unanimously. On a motion by Mr. Pond, supported by Mr. Sherwood the minutes of May 12, 2000
special meeting were approved. Motion carried unanimously.
New Business:
PBA-005-2000 1145 S. Washington
Mr. Victor Izzo, Ms. Mary Izzo representing themselves as the property owner and Mr. Raymond
Scodeller representing the property owner, were present for this appeal. The petitioners are
requesting a variance to eliminate one urinal in the men's restroom and one water closet in the
women's restroom. The petitioners propose to have two unisex restrooms with each having one
water closet and one lavatory with one of the unisex being barrier free. The petitioners also said
their business is very small, only 1200 sq. ft. The seating is only 16 or 17 people. They serve
drinks and deli, there would be no cooking of food. After a discussion, Mr. Pond made a motion to
grant a variance because he felt the extra water closet and urinal is for up to 50 people. The
variance will authorize relief from table 9-3 of the amendment of the plumbing code. Motion was
seconded by Mr. Gunthorpe. Motion carried unanimously.
PBA-004-2000 819 N. Walnut three unit rental
Ms. Patricia Renner, Ms. Emmy Lou Renner property owner, and Ms. Sandra Schafer, were
present for this appeal. The petitioner is requesting a variance for plumbing remodeling. Revent
bath tub on first floor, shower on second floor 28"wide, code requires 32"wide new plumbing in
walls. Mr. Eirosius, plumbing inspector for this job, said there is new waste piping in the walls that
has not been inspected, and the bath tub need revent a shower is only 28" wide. The petitioner
said there is no new waste piping in the walls. The plumbing board said that the plumbing permit

was issued to a master plumber who is fully responsible for the plumbing work and the burden
should not be put on the property owner. After some discussion, Mr. Gunthorpe made a motion to
put a water or air test on waste piping to be done by the plumber at no cost to the property owner
and witnessed by Mr. Eirosius When the test is approved,job will be final. Motion was seconded
by Mr. Pond, motion carried unanimously.
Old Business:
The plumbing board discussed the difference in the new code and when it will go into effect.
A motion was made by Mr. Sherwood, seconded by Mr. Gunthorpe, to adjourn the meeting.
Motion carried unanimously.

The Plumbing Board members present spent some time discussing the difference between I.P.C.
and U.P.C. The I.P.C. is being mandated in the State of Michigan. Plumbing Board members that
have used the 1997 I.P.C. felt the I.P.C. is 10 years backward and very confusing. Next Plumbing
Board meeting will be October 12, 2000.
