PLUMBING BOARD MEETING
January 13, 1994
MEMBERS PRESENT: John Brady, Bob Burns, Loren Nichols, and Tom Eifert.
MEMBERS ABSENT: Lynn Gunthorpe and Steven Reck
STAFF PRESENT: Joseph Delaney
The meeting was called to order by chairman Brady at 7:30 p.m. On a motion by Mr.
Eifert, supported by Mr. Burns, the minutes of December 2, 1993 were approved. Motion
carried unanimously.
UNFINISHED BUSINESS:
There was some discussion about the Studor Admittance Valve. John Brady siad the State
of Michigan has not approved the Studor Admittance Valve.
NEW BUSINESS:
Chairman Brady gave each of the Board members a copy of the year-end report which goes
to the Mayor. There was quite a discussion on backflow preventers. The Plumbing Board
will be sending a letter to the Mayor asking that a meeting can be set up with the Board of
Water and Light so that a program can be set up, so that all backflow preventors can be
reinspected and tested. This will allow Lansing to maintain safe, potable water.
A motion was made by Mr. Nichols, seconded by Mr. Burns, to adjourn the meeting at 9:41
p.m. The motion was carried unanimously.

February 10, 1994

The meeting was called to order by chairman Brady at 7:30 p.m. On a_motion by Mr.
Nichols, supported by Mr. Eifert, the minutes of January 13, 1994 were approved. Motion
carried unanimously.
UNFINISHED BUSINESS:
On February 1, 1994, the Lansing Plumbing Board sent Mayor Hollister a letter asking his
assistance to encourage the Board of Water and Light to work with the Plumbing Board on
developing a re-testing procedure of backflow preventors. With the new Mayor;s very
busy schedule, they understand why the Mayor's office did not get back with them'. The
Plumbing Board said that if they did not hear from the Mayor's office:by the end of
February, they would be personally contacting the Mayor's Assistant. The Plumbing,Board
feels that it is their responsibility to see that the citizen's of Lansing have safe:drinking
water. Most major cities in the State of Michigan have a reinspection program for backflow
preventors. „
NEW BUSINESS:
The Apollo Hot Water Heater, which also is used to heat coils for air handling units,. does
not in compliance with the Uniform Plumbing Code, Section 1002(b) for both Potable Water
and for Heating. The Plumbing Board unanimously agreed that the Apollo should.not be
used in Lansing.
The Plumbing Board also looked at the issue of Locks on Public Restroon doors They
found that there is nothing in the codes or the Health Department by-laws which address
locks on public restroom doors. For security and to prevent vandalism, the Plumbing
Board sees nothing wrong with having locks on the doors, as long as keys. are made
available.
One drain layers examination was administered, by Mr. Eirosious to Mr. Nick Jorae, with
a score of 66 a; 70 o is passing.
Mr. Eirosious reported that he is now certified in Medical gas to inspect, install, and teach.
The Plumbing Board congratulates Frank in his accomplishment.
It was also reported that the Michigan Plumbing and Mechanical Contractoirs Association's
1994 Exposition and Convention will be in Grand Rapids, Michigan, on February.l7 and 18,
1994.
The Plumbing Board gave Mr. Brady a special thank you for the excellent valentine
refreshments. Mr. Gunthorpe notified the Plumbing Board by phone that he would be more
than happy to bring refreshments for the March Meeting.

Dear Mayor_Hollister,
The Lansing Plumbing Board is concerned that the quality of Lansing's water, furnished by the
Board of Water and Light, remains safe for potable water uses. The use of backflow preventers
helps to ensure pure water, but these devices must be re-tested periodically. Lansing needs to
have a local Cross Connection Control Program. The Plumbing Board has had meetings in the
past with a representative from the Board of Water and Light, but we have not been able to start a
program such as we need. Many cities have these programs in place such as Flint, Kalamazoo,
Southfield, Muskegon and Jackson.
Mayor Hollister, the Lansing Plumbing Board is asking your assistance to encourage the Board of
Water and Light to work with us on developing a Cross Connection Program with the focus on
backflow preventer re-testing.
Our next Plumbing Board meeting is Thursday, February 10, 1994 at 7:30 p.m. in the City Hall
Annex basement. We hope to take action at this meeting.

PLUMBING BOARD MEETING
April 14, 1994
Members Present: John Brady, Loren Nichols, Tom Eifert, Lynn Hunthorpe,

Members Absent: Bob Burns

The meeting was called to order by Chairman Brady at 7:30 p.m. Mr. Gunthorpe and Mr.
Eifert have some corrections to the March 10, 1994, minutes on "Hearing of Individuals":
Mr. Ron Jones with First Company Aquatherm System was asked what keeps the hot water
from going into the cold water. Mr. Jones said he would send some literature on the check
valves the aquatherm used. Mr. Jones said he would send a report on the stagnate water
when the aquatherm system is not used in the summer season. Mr. Jones said he would
send literature on a time circling pump that could be used in the summer when the
aquatherm system is not being used which would help keep the water from becoming
stagnate. With those corrections a motion was made by Mr. Nicols and supported by Mr.
Reck. The minutes of March 10, 1994, were approved. Motion carried unanimously.
Hearing of Individuals: Mr. Bill Maier: representative for the Board of Water and Light
for quality water. Mr. Maier explained how their reinspection of backflow preventions
program works. Basically their main concern is to protect the city water main, the
Plumbing Board is also very concerned about protecting the water inside the building and
we need a program for all backflow preventions. Mr. Maier and the Plumbing Board had
a very lengthy discussion and everyone agreed that the City of Lansing needs to maintain
safe water, that we can work together and come up with a workable program. Mr. Maier
said that he would be at the May 21, 1994, meeting and hopes to have some more
information. The Plumbing Board thanks Mr. Maier for his time and his concern.
Unfinished Business: Hydro systems, the Plumbing Board had a little discussion and would
like to see if I.A.P.M.0. has approved it. No action was taken.
On the aquatherm system from First Company, the Plumbing Board asked if there has been
any response from Mr. Ron Jones. Joseph Delaney said as of today we have not had a
response. The Plumbing Board took no action and will wait for information from Mr. Jones.
New Business: Two drain layers examinations were administered by Mr. Eirosius to Mr.
Todd Scarlett with a score of 88% and Mr. Randy Sherrell with a score of 79 0. 70% is
passing. The Plumbing Board and the plumbing inspectors thank Mr. Brady for the
trophies he gave each person which are gratefully appreciated. The Plumbing Board also
gave Mr. Brady a special thank you for the excellent refreshments.
A motion was made by Mr. Eifert, seconded by Mr. Gunthorpe, to adjourn the meeting at

May 12, 1994

The meeting was called to order by Chairman Brady at 7:30 p.m. On a motion by Mr.
Nichols, supported by Mr. Eifert, the minutes of April 14, 1994, were approved. Motion
carried unanimously.
Hearing of Individuals: Mr. Bill Maier: representative for the Board of Water and Light.
Mr. Maier said that the Board of Water and Lights' main concern is to protect the City water
main. Mr. Maier also said that there are 380 high hazard seits in the City of Lansing and
the Board of Water and Light is keeping a close eye on them. The Plumbing Board is also
very concerned about thoses sites and about the protection inside the building and we need
a program for all backflow prevention. Mr. Maier said that the Board of Water and Light
is working on a program and he will keep the Plumbing Board informed. Mr. Maier and the
Plumbing Board had a very lengthy discussion and everyone agreed that the City of
Lansing needs to maintain a safe water system. Mr. Maier said that he had planned to have
more information about a workable program. Mr. Eifert said if Mr. Maier needs to meet with
the Plumbing Board before the next meeting we can make special arrangements. The
Plumbing Board wishes to invite Mr. Maier to our September 8, 1994, meeting. The
Plumbing Board thanks Mr. Maier for his time and concern.
Mr. Tim Butler said that the fitting (Air Gap Eductors System) they are using is a good
protection device and is approved by different agencies and that it is safe to be used
without a backf low preventer.. Mr. Brady said that fitting is not L.A.P.M.0. approved and
the City of Lansing is enforcing Uniform Plumbing Code. Mr. Brady advised Mr. Butler
that basically their main concern is to protect the City of Lansing water supply. Mr. Eifert
questioned the hose connection between water supply, fitting and chemicals. Mr. Butler
and the Plumbing Board had a lengthy discussion. The Plumbing Board took no action and

his time.

New Business: None.
A motion was made by Mr. Eifert, seconded by Mr. Burns, to adjourn the meeting at 8:49.

PLUMBING BOARD MEETING
August 11, 1994
Members Present: Tom Eifert, Lynn Gunthorpe, Tim Haggart, Loren Nichols,
and Steven Reck
Members Absent: Bob Burns
Staff Present: Joseph Delaney and Frank Eirosius
The meeting was called to order by Vice Chairman Eifert at 7:30 p.m. Mr. Eifert welcomed
Mr. Tim Haggart as a new member to the Plumbing Board. A motion was made by Mr. Reck,
supported by Mr. Gunthorpe to approve the minutes of May 12, 1994. Motion carried
unanimously.
ELECTION OF OFFICERS: Tom Eifert was nominated for the position of Chairman. Mr.
Eifert accepted the nomination. The members unanimously approved Mr. Eifert as
Chairman.
Hearing of Delegations and Individuals: Mr. Paul Prentice, who represents Dale Prentice
Company, was present on behalf of Aerco Hot Water Systems. Mr. Prentice was appealing
to the Plumbing Board for the use of a single wall Aerco Portable water heat exchanger
installed at Oliver Tower. Mr. Prentice handed out some literature and one was on
differential pressure switches. Mr. Prentice talked about the efficiencies of the single wall
thermal system. The Board members asked Mr. Prentice many questions. Mr. Prentice
thanked the Plumbing Board for their time. The Plumbing Board had a very lengthy
discussion and the Plumbing Board decided not to accept the single wall heat exchanger
because the Uniform Plumbing Code spells it out in Section 1003 (K) , the plumbing
contractor should have been aware of the plumbing code and the chemical that is added to
the steam could make a serious situation which would not be in the best interest of the
public.
New Business:
The Plumbing Board worked on the amendments for the 1994 Uniform Plumbing Code and
hopes to complete the amendments with one more meeting.
A motion was made by Mr. Nichols, seconded by Mr. Haggart, to adjourn the meeting at
10:32 p.m. The motion was carried unanimously.

September 8, 1994
Members Present: Bob Burns, Tom Eifert, Tim Haggart, and Steven Reck
Members Absent: Lynn Gunthorpe and Loren Nichols
Staff Present: Joseph Delaney and Frank Eirosius
The meeting was called to order by Chairman Eifert at 7:30 p.m. Mr. Haggart had a
correction to the August 11, 1994, minutes. The minutes should have stated that Mr.
Gunthorpe was nominated as Vice Chairman, accepted the nomination, and was unanimously
approved by the members as Vice Chairman. It was moved by Mr. Burns to approve the
Minutes of August 11, 1994, with the above noted correction. Motion supported by Mr.
Reck. Motion carried unanimously.
Old Business
The Plumbing Board completed the amendments for the 1994 Uniform Plumbing Code. It was
unanimously moved and supported that the amendments be accepted. The Board asked if
the single wall heat exchanger at Oliver Tower has been changed. Joseph Delaney said a
letter was sent to the plumbing contractor stating the heat exchange should be changed by
September 16, 1994.
Mr. Maier, a representative for the Board of Water and Light, will be asked by the
Plumbing Board to attend the October 13, 1994, meeting. Mr. Maier stated at the May 12,
1994, meeting that he would like to attend the next meeting to work out a program on
reinspection of backflow preventors.
New Business:
There was a discussion about using copper pipe for underground, the Plumbing Board
unanimously agreed not to use copper pipe for gas for underground or above ground.
A motion was made by Mr. Haggart, seconded by Mr. Burns to adjourn the meeting at 10:15
p.m. The motion was carried unanimously.

PLUMBING BOARD MEETING
November 10, 1994
Members Present: Bob Burns, Tom Eifert, Tim Haggart, Lynn Gunthorpe and
Loren Nichols
Members Absent: Steven Reck
Staff Present: Joseph Delaney
The meeting was called to order by Chairman Eifert at 7:30 p.m. Mr. haggart had a correction
to the October 13, 1994, minutes. The minutes should have stated that Mr. Steven Reck was
present at the meeting. It was moved by Mr. Nichols to approve the minutes of October 13,
1994, with the above noted correction. Motion supported by Mr. Gunthorpe. Motion carried
unanimously.
Old Business
The Plumbing Board voted to table what Plumbing Code to use for 1994 because some board
members want more time to study the joint model code.
Joseph Delaney reported that the double wall heat exchanger has been installed at Oliver
Tower.
New Business:
Mr. and Mrs. Daily of 528 S. Francis Ave. had an appeal for the use of a tub and shower faucet
that is has no pressure balance. After a discussion the Plumbing Board said if the Dailys' send
a letter to the City of Lansing saying they take full responsibility, then the Board would not
have a problem.
Karen Cherven had an appeal to install a lavatory in on the first floor half-bath without a re-
vent. There is a full bath on the second floor. Due to the extreme cost to run a re-vent, the
Plumbing Board said at the time the plumbing was installed in that home the pluming was legal.
Since it has a 4" stack and is only a two fixture unit the Plumbing Board sees no problem
without a re-vent.
Joseph Delaney said there was a problem at the Lansing Center with the indirect waste piping
not to code. The code states you can go five feet without a trap and fifteen feet without
venting. The piping that is installed now well exceeds what the code allows. The Plumbing
Board said for the health and safety of the public there shall be traps, venting and proper hub
drain opening.
There was some discussion about a heat exchanger installed at Nan Tay Apartments.
It was unanimously supported that the December 9, 1994, Plumbing Board meeting start at 6:15
p.m.
A motion was made by Mr. Gunthorpe, seconded by Mr. Burns to a� el eting at 9:45

1994 was a busy and hopefully successful year for the City of Lansing
Plumbing Board.
For many years, the plumbing board has strived to work with the Board
of Water & Light for the implementation of a backflow prevention
program. A safeguard service that will help maintain water purity from
the possibility of contamination. We are currently working with Board
of Water & Light representative Bill Maier, from the Water Division on
this agenda. The plumbing board hopes that 1995 will bring about an
effective backflow preventer installation and re-inspection program.
Drain layer exams were given as applications were received from public
service. Four ( 4 ) qualified applications were given written
examinations.
New equipment and devices were brought before the Board for approval.
Based on the uniform plumbing code, some were accepted for use.
1994 brought the retirement of our board chairman John Brady. John
Brady served 31 dedicated years to help protect the health and welfare
of Lansing 's public.
New plumbing board member Tim Haggard, will fill the position of
Journeyman plumber.

Nine (9) regular monthly meetings were held. One ( 1 ) special meeting
was conducted in August to discuss 1994 code changes. The September
meeting brought the acceptance of the 1994 Uniform Plumbing Code.
In 1994, 1, 538 plumbing permits were applied for and inspections
conducted.
Chief inspector Joseph Delaney and assistant Frank Eirosius do a fine
job. They provide timely inspections and enforce code compliance in a
diplomatic manner.
The City of Lansing Plumbing Board will continue to work for safe and
effective plumbing systems for Lansing's citizens.
