STAFF PRESENT: Joseph Delaney
The meeting was called to order by Chairman Brady at 7:30 p.m. On a motion by
Mr. Nichols, supported by Mr. Burns, the minutes of December 10, 1992, were read
and approved. Motion carried unanimously.
NEW BUSINESS:
Mr. Richard Morris, representing Cast Iron Soil Pipe Institute, was a guest at
the meeting. Mr. Morris had some inspiring words of wisdom and gave everyone
present a catalog and handbook on cast iron pipe and fittings.
There was discussion regarding water heater replacement as to who it was governed
by. The Members expressed their disappointment with the City Attorney' s opinion
on water heater replacement. A motion was made by Mr. Eifert, supported by Mr.
Burns, that each Board Member write a letter to Mr. Knot and City Council asking
for the reasoning behind Mr. Knot' s opinion. Motion carried unanimously.
There was discussion regarding the roof drains at the new Michigan Manufacturer' s
building. It was decided by the Members that this building must comply with the
U.B.C. which states that all overflow roof drains shall be an independent system.
A motion was made by Mr. Nichols, supported by Mr. Eifert, to adjourn the meeting
at 9:35 p.m. Motion carried unanimously.
Mr. Burns stated that he would be more than happy to furnish the refreshments for
the February 11, 1993, meeting.

The meeting was called to order by Chairman Brady at 7:31 p.m. On a motion by
Mr. Nichols, supported by Mr. Eifert, the minutes of January 14, 1993, were read
and approved. Motion carried unanimously.
OLD BUSINESS: Chairman Brady sent a letter to Mr. Al Knot, City Attorney, to
express the Plumbing Board' s disappointment with his opinion on installation of
replacement water heaters. Mr. Brady ask Mr. Knot to attend the next Board
meeting to meet with the Members. Letter to be made a part of the minutes. Mr.
Brady stated he had heard from Mr. Knot and he would be able to attend a meeting,
however, the regularly scheduled date was not convenient for Mr. Knot, therefore,
the March meeting was scheduled for March 4, 1993.
There was discussion regarding Waraflex corrugated stainless steel tubing. After
a lengthy debate a motion was made by Mr. Reck, supported by Mr. Eifert, that the
City of Lansing does not approve this material because it is not approved by
U.P.C. and I.A.P.M.O. Motion carried unanimously.
NEW BUSINESS: Mr. Eirosius ask the Board about medical gas for a job in the 1800
block of West Mt. Hope. The Board Members stated that there is a code change in
the U.P.C. adopted in 1992, Appendix F, which covers all medical gas, gases, air
and vacuums. Mr. Gunthorpe told of the danger and the fact that a lot of small
clinics around the country have actually had patients die because of improper
installation. He further stated any installation of this kind should be
installed under Appendix F, and certified by a third party after installation is
complete. Again, this is all covered in Appendix' F and is very important.
On a motion by Mr. Burns, supported by Mr. Gunthorpe that the year—end report
prepared by Chairman Brady for the Mayor and Council be accepted. Motion carried
unanimously.
There was discussion regarding the overflow roof drains at the Lansing Center
addition. A motion was made by Mr. Gunthorpe, supported by Mr. Burns, that the
overflow roof drains shall be an independent system as stated in the U.B.C.
Motion carried unanimously. It was decided by the Board that should this
decision go the the Building Board of Appeals that they would like to be notified
of the meeting.

A special thank you was given to Mr. Burns for the excellent refreshments he
furnished.
A motion was made by Mr. Eifert, supported by Mr. Nichols, to adjourn the meeting
at 9:47 p.m. Motion carried unanimously.

Dear Mr. Knot:
The Lansing Plumbing Board was extremely disappointed by your opinion of
November 19, 1992 concerning the installation of water heaters In the City of Lansing.
The purpose of this communication is to submit information on the water heater issue,
which may affect your findings.
Act 226, P.A. 1929, as amended, Section 1, references the definition of plumbing,
which you have pointed out, has a clarification provided the Attorney General's office
regarding water heaters in Section 1(b).
I would request your consideration on the law and code integration pertaining to water
healers. Act 226, P.A. 1929, as amended, Section 1(d) states:
(d) The water piping and plumbing appliances, including the wafer pressure
system other than municipal systems, within the building residence or structure;
Plumbing appliances are by definition covered in the State Plumbing Code, the BOCA
National Plumbing Code 1990 Edition, Article 2, Definitions, reinforces the plumbing
law as follows:
Plumbing Appliance.- Any one of a special class of plumbing fixtures which
is intended to perform a special function. ll's operation or control can be
dependent upon one or more energized components, such as motors, controls,
healing elements, or pressure or temperature sensing elements. Such fixtures
can be manually adjusted or controlled by the user or operator, or can
operate automatically through one or more of the following actions.- a time
cycle, a temperature range, or a pressure range, a measured volume or
weight.
I believe, this provides information that water heaters are addressed in the plumbing
law, while the device is not mentioned in the mechanical law.

GUESTS PRESENT: Dennis Rapson, Plumbing Inspector, City of East Lansing, and
Michael West, Director, Lansing Mechanical Contractors Association
The meeting was called to order by Chairman Brady at 7:30 p.m. On a motion by
Mr. Eifert, supported by Mr. Nichols, the minutes of February 11, 1993, were
approved. Motion carried unanimously.
OLD BUSINESS:- Mr. Jack Roberts, Senior Assistant City Attorney, represented Al
Knot, City Attorney, regarding the recent opinion on water heater installation.
Mr. Roberts and the Board had a very lengthy discussion regarding this opinion.
Mr. Roberts stated that a clarification on the opinion regarding existing water
supply connections will be forth coming. The Board thanked Mr. Roberts for his
attendance. Mr. Roberts expressed pleasure in meeting the Board and would try
to answer any further questions they had.
Mr. Gunthorpe talked about the problem with medical gas in the building on West
Mt. Hope. He stated with explanation and education to the owner it solved a very
dangerous situation.
NEW BUSINESS: Mr. Delaney reported on a dangerous condition which Michigan Soft
Water Company had created on Chilson Street.
Chairman Brady reported that the Plumbing Inspector' s Association of Michigan' s
Spring Conference is in Frankenmuth April 15, 16, and 17, 1993.
Mr. Delaney reported that the Building Board of Appeals will meet at 2:00 p.m. ,
April 13, 1993. The next Plumbing Board meeting has been changed to April 1,
1993.
On a motion by Mr. Nichols, supported by Mr. Burns, the meeting adjourned at 9:45
p.m.

The meeting was called to order by Chairman Brady at 7:30 p.m.' on a motion by Mr.
Nichols, supported by Mr. Gunthorpe, that the minutes of March 4, 1993, were
approved. Motion carried unanimously.
OLD BUSINESS: Mr. Larry Gunthorpe, Gunthorpe Plumbing & Heating, Inc. , spoke to
the Plumbing Board to explain medical gases. Mr. Gunthorpe attended a four day
school for medical gas in California, and is now certified in this field. Mr.
Gunthorpe discussed the importance of proper installation and said nitrous oxide
causes heart failure and does not show up in an autopsy. Each of the Board
members were provided with a brochure about testing and education on medical
gases along with many malpractice settlements which resulted in deaths occurring
in hospitals and dentist offices from anesthetist.
Chairman Brady asked if anyone had heard from the Jack Roberts, Senior Assistant
City. Attorney, regarding the opinion on water supply connection for water
heaters. It was determined that- no response had been received todate.
Mr. Eifert read a letter from a committee regarding backflow preventers;
discussion followed.
NEW BUSINESS: There was discussion on existing masonry chimney' s. The Board
agreed with Section 1322 on water heaters venting into an existing masonry
chimney.
On a motion from Mr. Reck, supported by Mr. Eifert, the meeting adjourned at 9:45
p.m.

The meeting was called to order by Chairman Brady at 7:30 p.m. On a motion by
Mr. Reck, supported by Mr. Burns, the minutes of April 9, 1993, were approved.
Motion carried unanimously.
OLD BUSINESS: There was discussion about medical gas. There was discussion
about the Board of Water and Light regarding the lack of reinspection of backf low
preventers.
NEW BUSINESS: Mr. Delaney reported that the Administration would like to
increase plumbing permit fees. The Base Fee for residential, commercial and
industrial is at $35.00 and would go to $40.00; residential water heater
replacement and/or repair is at $30.00 and would go to $35.00. This is proposed
to offset increased costs. After a lengthy debate a motion was made by Mr.
Burns, supported by Mr. Reck to approve the plumbing permit increases. Motion
carried unanimously.
Two gentlemen took the Drain Layer' s Examination; scores as follows:
David E. Hrzyzaniak 96% Passed
Freddie L. Harris 70% Passed
Being no further business, Mr. Nichols made a motion to adjourn at 10:12 p.m. ,
supported by Mr. Reck. Motion carried unanimously.

The meeting was called to order by Vice-Chairman Eifert at 7 :30 p.m. A motion
was made by Mr. Gunthrope, and supported by Mr. Reck to approve the minutes of
May 13, 1993.
Election of Officers
John Brady was nominated for the position of Chairman. Mr. Brady sent a letter
of accepting the nomination, and was unanimously approved by the members as
Chairman. Tom Eifert was nominated for Vice-Chairman. Mr. Eifert accepted the
nomination and the members unanimously approved Mr. Eifert as Vice-Chairman.
UNFINISHED BUSINESS: The Plumbing Board is still very concern about the City of
Lansing doing reinspection on backflow preventers, because of water contamination
when the Board of Water & Light lose their water pressure.
NEW BUSINESS: The Plumbing Board has some questions about the Michigan Barrier
Free requirements and the ADA standard. Joe Delaney said the State is still
working on a brochure to put out to the Public.
Mr. Thomas Shinaver took the Drain Layer's examination and passed with a score
of 86%. The Plumbing Board told Steve Reck to tell Mrs. Reck a special thank you
for a excellent dessert that she made. Mr. Burns said the he would be more than
happy to bring refreshments for the October meeting.
A motion was made by Mr. Reck, and supported by Mr. Gunthorpe, to adjourn the
meeting at 9:27 p.m. Motion was carried unanimously.

Mr. Joe Raica took the Drain Layers examination and passed with a
score of 84% .
Joe Delaney reported on the International Association of Plumbing
and Mechanical Offficials 64th Annual Education and Business
Conference. Mr. John Brady reported an. overview of the B.O.C .A.
1993 national plumbing changes . Mr. Brady also reported that on
friday, October 22 , 1993, at 10 : 00 , the State Plumbing Board will
have a public hearing on the new proposed l State

There was discussion on Backflow Preventors and Medical Gas Systems.
NEW BUSINESS:
Chairman Brady reported that he has recieved a letter from Mayor-Elect David Hollister,
inquiring about the City of Lansing Plumbing Board. Some of the questions asked were
concerning by-laws and rules of procedure, the attendance policy, and five top priorities
of the board for the coming year. The Plumbing Board and Chairman Brady answered
Mayor-Elect Hollisters questionnaire. The letter is attached.
The Plumbing Board retired to the Parthenon Restaurant for their annual Christmas
Dinner.

Dear Mayor-Elect Hollister:
The Lansing Plumbing Board at it's December 2, 1993 meeting agreed that most of the
questions you posed in your letter dated, November 19, 1993, about the Plumbing Board are
answered in the Bylaws and Rules of Procedure. I have enclosed a copy of these bylaws and
rules for your information. The attendance policy of the Board is explained in the bylaws and I
am happy to report that the member's attendance record is good and they are concerned that
Lansing will continue to operate under the most effective plumbing code possible.
The five top priorities of the Board for the coming year are as follows:
1. To make sure Lansing's citizens continue to have questions answered about their plumbing
system installations and timely inspections.
2. To work with the Board of Water and Light concerning a Backflow-Preventer Re-inspection
Program for the City. We will need your help, Mayor Hollister, to protect Lansing's water
system.
3. Medical Gas systems in local hospitals, labs and doctor's and dentist's offices need to be
monitored to ensure safe installations.
4. The 1994 Uniform Plumbing code will be available this year. The Board must examine and act
on the new changes for use in Lansing.
5. To consider new products and materials that may be available for installations in Lansing.

The Plumbing Board works closely with two excellent Plumbing Inspectors, Chief
Inspector Joseph Delaney and Assistant Inspector Frank Eirosius.
As Director of the Building Safety Division, Jack Nelson is helpful to the Board,
especially, when we are working out code changes that must be approved by the City Council;.
Our next regular Board meeting is Thursday, January 13, 1994. We would welcome
your attendance at this meeting.
