1989 Mechanical Board Minutes
OFFICIAL PROCEEDINGS of the MECHANICAL BOARD February 14, 1989 MEMBERS PRESENT: Ralph Griese, Ernest Fox and Marcus Metoyer MEMBERS ABSENT: William Krejcik and Bill Downs STAFF PRESENT: Ralph W. Goff The meeting was called to order at 7:30 p.m. by Vice-Chairman Griese. The minutes of the previous meeting, January 10, 1989, were read and approved by a motion from Mr. Metoyer, seconded by Mr. Fox. Motion carried HEARING OF DELGATES & INDIVIDUALS: None OLD BUSINESS: None NEW BUSINESS: There was a brief discussion concerning the activities of the Coalition Against Unfair Utility Practices and their case against Consumers Power Company. It was noted that on December 7, 1989, the Ingham County Circuit Court ruled in favor of the Consumers Power Company to have the case dismissed and maintained that all but one portion of the case brought by the Coalition on behalf of all heating and cooling contractors in the State was valid and is allowing the case to proceed to trial . There was also discussion about Joseph Sloan and his efforts to get the State to agree to let either the mechanical or plumbing contractors take out permits to install water heaters. A motion was made by Mr. Metoyer, seconded by Mr. Fox to adjourn the meeting. Motion carried. Respectfully submitted, 1ph W. Goff The meeting was called to order at 7:30 p.m. by Chairman Krejcik. The minutes of February 14, 1989, were read and approved on a motion by Mr. Griese, seconded by Mr. Fox. HEARING OF DELEGATES & INDIVIDUALS: None OLD BUSINESS: None NEW BUSINESS: Mr. Fox informed the Board that he has sold his business to Wayne Premer and he will be working in the capacity of General Manager. There was discussion concerning the Coalition Against Unfair Utility Practice, the activities of the Capitol Area Heating and Air Condi- tioning Association meetings, and the summer activities of the Association. Goff The meeting was opened by Vice-Chairman Griese. The minutes of the previous meeting, April 11 , 1989, were read and approved by a motion from Mr. Downs , seconded by Mr. Metoyer. Motion carried. HEARING OF DELEGATES & INDIVIDUALS: None OLD BUSINESS: None NEW BUSINESS: A brief discussion was held concerning the elimination from the Building Safety' s proposed budget for a part-time Mechanical Inspector. Ralph Goff, Chief Mechanical Inspector, stated that they had 500 active permits , and that the Mechanical Section was 250 permits ahead of last year at this time. Mr. Goff felt the Mechanical Section would have a difficult time completing timely inspections. A motion was made by Mr. Downs , seconded by Mr. Metoyer to adjourn the meeting. Goff The meeting was called to order at 7:30 p.m. by Chairman Fox. The minutes of the previous meeting July 11 , 1989 were read and approved by a motion from Mr. Downs, seconded by Mr. Metoyer. HEARING OF DELEGATES & INDIVIDUALS: None OLD BUSINESS: The Board was informed that the resumes received from applicants to fill the vacancycreated when Ralph Gruise retired, ' have been forwarded to the Mayor's office. NEW BUSINESS: A brief discussion was held in regards to our new ordiance. The ordiance went into effect the day after it was published in the paper, August 9, 1989. Goff The meeting was called to order at 7:30 p.m. by Chairman Fox. The minutes of August 8, 1989, where read and approved on a motion from Mr. Downs, seconded by Mr. Metoyer. Motion carried. HEARING OF DELEGATES & INDIVIDUALS: None OLD BUSINESS: Copies of the new Mechanical Ordinance and Fee Schedule were passed out to each Board Member. NEW BUSINESS: The Board looked at some new strapping material for supporting round pipe. They asked for more information from the manufacturer to determine if it was strong enough to support pipe. Mr. McDonald informed the Members that furnace efficiency ratings would be changing, most likely lower, as the testing for efficiency was being changed. Goff The meeting was called to order at 7:30 p.m, by Chairman Fox. The minutes of September 12, 1989, were read and approved on a motion from Mr. Downs, seconded by Mr. McDonald. Motion carried. HEARING OF DELEGATES & INDIVIDUALS: None OLD BUSINESS: A motion was made by Mr. Downs, seconded by Mr. Fox to allow the use of the Vinyl Duno Stop 1.5 x 100' , manufactured by Duro-Dyne, to support round pipe only for a six month trail period ending April 1990. At that time the Board will review its use. NEW BUSINESS: Mr. Goff advised the Board that the 1988 Uniform Mechanical Code requires that all new homes have additional combus- tion air introduced into the house. This could cause a problem with introducing uncontrolled air into an energy efficient house. The Board was asked to review another method of introducing the combustion air through a device attached to the return air duct that will bring into the house an amount of air equal to the amount lost through stack action of the vent, windows and doors. After a lengthy discussion it was agreed that if a grill or diffuser was installed in the supply air near the furnace that this would satisfy the combustion air requirement. Goff The meeting was called to order at 7:30 p.m. by Chairman Fox. The minutes of October 10, 1989, meeting were read and approved on a motion from Mr. Metoyer, second by Mr. McDonald. Motion carried. HEARING OF DELEGATES & INDIVIDUALS: None OLD BUSINESS: None NEW BUSINESS: Mr. Goff, Chief Mechanical Inspector, discussed the possibilities of raising the permit fees approximately 8%, and con- solidating some fees for replacement systems in residential , and having a flat fee. The proposed increases will be submitted for Board approval at the December meeting. A motion was made by Mr. McDonald, second by Mr. Metoyer to adjourn the meeting. Motion carried. Goff The meeting was called to order at 7:30 by Vice-Chairman Metoyer. The minutes of the November 14, 1989, meeting were read and approved by a motion from Mr. Downs, second by Mr. Krejcik. Motion carried. HEARING OF DELEGATES & INDIVIDUALS: None OLD BUSINESS: The Board members reviewed the proposed fee increase after enn—g-it y discussion. It was agreed that the proposed fee increase was much to high. A motion was made by Mr. Krejcik, second by Mr. Downs, that the fees only be increased 5% across the board. Motion carried. NEW BUSINESS: Forms were handed out by the Chief Mechanical Inspector regarding information that will be required each time a Mechanical Permit is applied for.
