It is with great sadness that I read in the Lansing StAte Journal about
the fire at the Davi.es on Oakland -
Avenue -You saved some lives, and I hope you are proud of your hard work. Yours
is indeed an honorable and nonble profession, one requiring great strength,
endurance, professionalism and compassion. Most citizens tend to forget, me
included. Tragedy causes us to remember that we take you for granted and
forget to tell you know much more secure we all feel knowing that you are there
to protect and help our families.
Four year old Jessica will probably receive an abundance of gifts and
cards from our community. In her current condition I am sure she can't
appreciate any of the good wishes or prayers we're all providing for her and
her family. Life for Susan Campbell must be worse than any hell.
The enclosed toys are "for the three children who escaped without much
harm. Christmas will be sad and lonely for these children, and Jessica will
be receiving many gifts, I'ekpect: Fear, nightmares, lonliness, worry and
so many other horrible feelings face these young children that my heart is
breaking for everyone. I'm praying especially hard for Jessica and Susan.
Please also make sure that Susan received this check to help her rebuild
her life.
Though I live in Traverse City, this family is in my pr ajers and thoughts.
My husbaNd died in a tradgdy; I've had a child in that burn unit myself, and
our tragedy was also around Christmas time. The support of the community
was wonderful, and I still thank God for it. Lansing is generous and kind. You
guys are worth 1�ur weight in gold, and then some.
Thank you for handling this matttr for me.My best wishes for a blessed
Christmas.

-- -- -The rrequest_ for donations resulted in a total collection of $238.00.
This certainly is very generous and speaks highly of the Department
and its personnel.
Of the monies collected $70.00 was used to purchase gifts of toys
and clothing for Richard, who is ten years old, is totally deaf,
and has a learning disability, and for little Veronica who is two
years old. The balance of the collection will be added to the trust
fund which has been set up to address the children's future needs.

The Lansing Fire Board met in regular session at the No. 1 Fire
Station, 120 East Shiawassee, Lansing, Michigan, on Thursday,

COMMUNICATIONS

COMMAND REPORTS
Chief Hopkins proudly introduced former Deputy Chief Daniel Decker as
the new Assistant Chief replacing A/C Larry Devlin. 14 of 21
applicants were interviewed for the position. A/C Decker stated he
was looking forward to serving the department as Assistant Chief with
Chief Hopkins, who is a very progressive Chief.
Chief Hopkins gave the Alarm Comparison Report. In February three
civilians were injured in fire related incidents. On February 25,
Jessica Edwards, age 7 months, died as a result of burns during a fire
at 1110 North. Pennsylvania.
The Fire Department in conjunction with the Building Department is
checking on the feasibility of having a smoke alarm ordinance. There
have been 13 fire deaths since 1980. It is hoped that future
incidents will be avoided with the passage of an ordinance.

The Lansing Fire Board met in regular session at the No. 1 Fire Station, 120 E.
Shiawassee, Lansing, Michigan, on Thursday, May 11, 1989. The meeting was called
to order by Chairman John Lewis at 7:30 p.m.

John Lewis, Lance Lynch, Connie Marin, Russell Sheathelm and Max Zemer.
EXCUSED: Commissioner Gordon Steinhauer.
ALSO IN ATTENDANCE: Assistant Chief Larry Pung, Assistant Chief Dan Decker,
Melvin McWilliams, Jo Flaherty, Deputy Chief Vern Foess, Sheila Ide, Mike Young,
Joe Rowan and Dixie Gilmore.
REVIEW OF MINUTES
The April 13, 1989 minutes were approved as written.
COMMUNICATIONS
The following communications were read by the Acting Secretary and approved:
April 18, 1989 thank you from Bath Township Fire Department for LFD's
participation in their charity basketball tournament which raised $600 for the
Sparrow Hospital Burn Unit.
March 14; 1989 thank you from Mary at Waverly Park to Firefighters Mike Young and
Tim Moede for "a job superbly executed . . . during insulin shock."
April 4, 1989 copy of an interoffice communication from Ron Onufer, Principal
Legislative Assistant to Mayor McKane, expressing appreciation for the Fire
Marshall's assistance before and during the five hour council meeting of April 3,
1989. Special mention was made of Fire Inspector Don Sturdivant's and Deputy
Chief Vern Foess' assistance.
April 7, 1989 letter from Gregory Harris thanking the LFD paramedics and 911
operator for their efforts to save his mother the evening of March 19, 1989.
Ambulance crew Mike Jones and Jerome Tolbert and Engineer #2 crew Lt. Ronald
Freeman, Engineer Joseph DeFors and Firefighter Bernard Robke responded to the
call. Paramedics Jones & tolbert revived Mrs. Harris, who had suffered a heart
seizure, and transported her to Sparrow Hospital where she died three hours
later. Mr. Harris commended "Lansing's most conscientious and professional
paramedics" for their efforts.
April 14, 1989 letter of appreciation from G. V. Whitener, President of the
Michigan Fire Chief's Association Executive Board for the hospitality extended by
LFD in providing room for several of their board meetings. Special thanks was
extended to Assistant Chief Larry Pung for his assistance.
April 17, 1989 letter of appreciation from Marie Slusser, Director, Area 8
Special Olympics for LFD's continued support of the Special Olympics Program for
the mentally impaired of Ingham and Eaton counties.
April 18, 1989 communication from Michael E. Botke, Unit Director of the Boy's &
Girl's Club of Lansing, requesting use of the Marshall Street Station for their
"2nd Annual Car Wash", Saturday, May 20, 1989.
April 19, 1989 copy of an inter -office communication to Mayor McKane from Human
Relations Director, Jacqueline Warr expressing her desire to "explore"
implementation of a child care facility at Fire Station #4.
April 28, 1989 letter of appreciation from Stanley R. Morrison, Chief of the
Holt -Delhi Township Fire Department to LFD for its contribution of an alarm box
for their use "as a tribute to any fallen firefighters as a "last alarm."
April 28, 1989 communication from Darleen E. Hartig, Chairman, Award/Recognition
Committee for the American Legion Auxiliary, informing LFD that AEMT/FF Dennis
Bickerstaff would be recognized for "his outstanding service and contributions to
the Department and to his community" on Saturday, May 20, 1989 at 6:30 p.m. at
the Forty Et Eight Chateau.
April 27, 1989 communication from Mary Disney for LFD's prompt response to.a fire
alarm at her residence April 9, 1989. She made special mention of Deputy Chief
Foess, Lt. Harry Powers, Captain Terry Hinman, Captain Robert Kelly and Captain
Andrew Jackson.
May 3, 1989 communication from Steven G. Hosler, President, The Hundred Club of
Lansing, commending "the efforts of Firefighters Mike Jones and Jack Sharp, Lt.
Jack Redburn and Captain Lee Sawdy" at the housefire at 916 N. Chestnut, in which
a child's life was lost. The letter made note of "the great risk and danger they
encountered, and the injuries they suffered" in their efforts to save the child.
Commissioner Lynch indicated "The 100 Club" is a group of people who contribute
$100 a year to provide financial support in the event of death suffered by police
or firemen. The organization is only 5 years old and has approximately $85,000
deposited in the bank.

Commissioner Zemer attested to Ms. Ide's competence and professionalism.
COMMAND REPORTS
Deputy Chief Larry Pung reported on the following:
The Explorers Car Wash is scheduled for May 20, 1989 at Station #10.
He expanded on the communication from the American Legion Auxiliary regarding
Dennis Bickerstaff. Firefighter Bickerstaff performed a surgical procedure to
open up an airway on an accident victim, therefore, his name had been submitted
to the auxiliary for recognition. Everyone was invited to attend the May 20,
1989 dinner and program.
On June 5-6, 1989 hazardous equipment vendors will display their products at the
Fire Academy Training Center on Alpha Street. Attendance from other firefighter
units in southern Michigan is expected. All interested parties were invited to
attend.
The City of Lansing is in full support of the seat belt program currently being
promoted nationwide. He reported the Explorer's would be assisting the City by
conducting surveys at malls and other locations to gauge seat belt usage.
All commissioners and interested parties were invited to attend Memorial Day
Services on Saturday, May 27 at approximately 11:00 a.m. to honor fallen
firefighters in the line of duty or during the past year.
He reported 6 LFD personnel would be involved in 1-2 week out -of -department
schooling: 4 in chemistry (2 at the National Fire Academy and 2 at the Michigan
State Police secondary complex) and 2 for computer training at the National Fire
Academy. In addition, Deputy Chief Pung reported that he recently completed the
third phase of a three-year Executive Fire Officer program at the academy. He
expressed his appreciation for the opportunity to take advantage of the program.
In closing he reminded the Board of "Arson Awareness Week" and referred to the
Fire Marshall's May 11, 1989 article in the State Journal which covered the
issue.
Assistant Chief Dan Decker reported the following:
To follow up on Deputy Chief Pung's comments on arson, he reported on the rash of
fires due to arson in the Miller/Pennsylvania area. Six fires in this area were
reported on April 22. Investigation is continuing.
He reported on the May 2, 1989 fire on N. Chestnut which resulted in the death of
a child. He cited several problems, those being the "balloon" type construction
of the 100 year old home which provided no fire stops; the language barrier with
the Vietnamese family; and the location of the child. At this time it does not
appear the fire was accidental and investigation is concentrating on the 16 year
old sister. Deputy Chief Decker indicated that 3 children have died in the last
6 months in fires where adult supervision was present. In 2 of these incidents,
there was a lack of an operating smoke alarm.
EMS HASMAT training was held and was conducted in fully encapsulated suits to
familiarize the trainees with the difficulties they may encounter in dealing with
ambulance victims and administering medication. He reported that Vincent Nathan
is formulating an outline for schooling for the HASMAT people, and if accepted by
LFD will teach the classes.
Deputy Chief Decker stated that LFD is currently working on a news release system
whereby the media could dial a number to access the Fire Department schedule and
to further contact a News Information Officer should additional information be
needed.
He reported Chief Hopkins had met with area chiefs to discuss the possibility of
a Metro HASMAT response team. No firm position has been established as yet.
He reported that rigs would be present at the Neighborhood Watch Picnic in
Francis Park on May 23 and the Safety Patrol Picnic at Francis Park on May 25.
COMMITTEE REPORTS
EMS
Chairman John Lewis reported on an April 20, 1989 communication from Alfreda
Schmidt, Chairperson of the Public Safety Committee for the Lansing City Council.
The communication deals with "lengthy response time to certain geographic regions
when the unit assigned to the region is unavailable." Commissioner Steinhauer
will be formulating a recommendation from the EMS Committee for the June board
meeting. Copies of the subject communication will be forwarded to each board
member so they will be familiar with the content prior to the meeting.
POLICIES & PROCEDURES
Commissioner Green reported that his committee will be reviewing a revised copy
of a draft of the rules for the Fire Department. The union has responded to the
most recent draft and he will forward copies of that response to the
commissioners so they will have an opportunity to review and offer comments prior
to the June meeting. A copy will also be provided to Chief Assistant City
Attorney, Melvin McWilliams.
BUILDING - No Report.
PERSONNEL
Commissioner Marin said numbers are still unavailable from the March examination.
Chairman Lewis commented there was a good turnout for the exam, with 20 females
and a good ratio of minorities participating. Once Personnel responds, the
results will be shared with the Board. Assistant Chief Decker indicated the
agility test is being reviewed with the Municipal League to gauge the validity of
that test. He indicated an "unproportionate amount of upper body strength" is
required in the test which favors male applicants.
FINANCE
Commissioner Sheathelm noted that City Council will be voted on the new fiscal
year budget Monday, May 15.
The April finance report indicated a payroll of $612,342.44 and incidental
expenditures of $127,176.83 for a total April expenditure of $739,519.27.
Chairman Lewis invited comments from members and attenders.
Safety Director Sheila Ide said she plans to visit many different locations and
attend different meetings to familiarize herself with the City.
Commissioner Marin commented on the significance female firefighter personnel
make in fire career interest by females during Career Days at the schools.
Deputy Chief Decker expressed LFD's pride of Mike Young and Vern Foess. Their
names were favorably mentioned several times in communications to the department.
Chairman Lewis urged attendance at the May 27 Memorial Day observance at Mt. Hope
Cemetery. He continued that much needs to be addressed at the June meeting,
including response to the City Council Public Safety Chair, the rules and
regulations, and thought to the election of new board officers. He indicated his
own term will expire the end of June.
Commissioner Zemer moved to adjourn at 8:15 p.m. which was seconded and approved.

The Lansing Fire Board met in regular session at the No. 1 Fire
Station, 120 East Shiawassee, Lansing, Michigan, on Thursday,
June 8, 1989. The session was called to order at 7:30 p.m. by the
John Lewis, Chairman.
ROLL CALL
PRESENT: Commissioners Charles Green, Ronald Hatcher, John Lewis,
Connie Marin, Russell Sheathelm, Gordon Steinhauer, and
Max Zemer.
EXCUSED: Commissioner Lance Lynch.
ALSO IN ATTENDANCE: Chief Sam Hopkins, Assistant Chief Larry Pung,
Assistant Chief Dan Decker, Dianna Emerson, Jo Flaherty,

REVIEW OF MINUTES
The May 11, 1989, minutes were approved as written.
COMMUNICATIONS
The communications were approved as read by the Secretary, Dianna
Emerson. See attachments.
PRESENTATION
Councilperson Alfreda Schmidt and Council Financial Analyst Greg
Koessel were present to discuss the review of ambulance service
conducted by the Public Safety Committee of the Lansing City Council.
Mrs. Schmidt wanted "the Board to understand that this evaluation was
predicated by the reassignment of ambulances to different station
locations in the fall of 1988, thereby, intensifying" her "long-
standing concern regarding ambulance coverage in the south end of the
city. The fact that this concern was recognized by the Mayor, who has
recommended the placement of a non -transport ambulance at Station #5,
serves to validate" her "concern while also alleviating the primary
problem - at least on an interim basis."
Mrs. Schmidt states "... the proposal to consolidate dispatch centers
is not a recommendation to either reduce the Fire Department Budget or
to infringe on any element of management or administrative control
currently vested in the Fire Department." It is her "intent and
obligation to take under advisement the comments and opinions of all
interested parties prior to passing judgment on any of the
recommendations under consideration."
After a discussion of nearly one hour, Chairman Lewis stated the issue
would be referred to the Fire Board's E.M.S. Committee for review and
asked that the Union be included.
Commissioner Steinhauer asked to be excused from the meeting at
8:31 p.m. because of another commitment.
COMMAND REPORTS
Asst. Chief Pung reports a former ambulance has been converted as a
multi-purpose vehicle for use by the Fire Prevention Bureau, i.e.
school programs, fire scenes.
Fitness evaluations and blood tests will be offered again in the near
future. They will also serve as a basis for comparison to previous
testing.
The City and Dow Chemical have reached a settlement for repairs to the
training tower on Alpha Street. Dow will spend $50,000 to repair and
replace mortar joint problems in the tower portion. The City will
expend $70,000 to replace the mortar and seal the remaining parts of
the building.
The State of Michigan has paid for an upgrade of Fire Dispatch's alarm
receiving equipment will allow transmission in up to 16 various zones.
This accomodate some new equipment the State has purchased.
The annual Fire Chief's Convention will be held in Lansing on July 8
through July 10. Equipment will be displayed at the Lansing Center's
Exhibition Hall. The Fire Commissioners can attend at no cost by
going to the ticket area and signing in.
Asst. Chief Decker reported that on this past Monday and Tuesday there
was a hazardous materials vendors' display at the Training Academy.
Approximately 30 area fire departments were in attendance. The
vendors were pleased with the outcome and would like to return next
year.

19.
Mike Shannon has been hired to teach a National Fire Academy Chemistry
Class on June 22 and 23 at the L.F.D. training academy.
Three department employees are attending classes at the National Fire
Academy in Emmitsburg.
There i-- a possibility that a new engine with a 1,000 gallon water
capacity will be purchased.
The first visual inspection of the new ambulance in Orlando, Florida,
will be conducted soon.
The June 4th fire on South Cedar Street is still under investigation.
Chief Hopkins provided updates on the ambulance runs as the vehicles
are housed now: #41 - 2,159 runs; #45 - 2,159 runs; and 449 (south
end) - 1,857 runs.
As a result of a recent fire death and previous deaths, the Fire
Department will be establishing a major fire safety campaign. Real
estate brokers will also be asked to remove window indicators from the
windows of homes for sale so that once the home is resold and in the
event of an emergency there won't be any confusion for the
firefighters.
Chief Hopkins said Chicago has a successful smoke alarm program. He
will be receiving information from them in the immediate future.
Commissioner Sheathelm said the ambulance run statistics have almost
evened out; relocating the ambulances was a good thing to do.
COMMITTEE REPORTS
Commissioner Green, Policies & Procedures Committee Chairperson,
indicated his committee would be meeting this month.
Commissioner Marin, Personnel Committee Chairperson, provided
statistics from the firefighter's written examination. There were 335
applicants and 216 showed up for the testing. The agility test will
be held on July 10th.
Captain Robert Burghdoff retired on June 6, 1989, after approximately
26.5 year of service with the department.
Commissioner Sheathelm, Finance Committee Chairperson, reported on the
expenditures for the month of May 1989. Payrolls totaled $624,233 and
miscellaneous expenses were $35,586 for a grand total of $659,819.
GENERAL ORDER
Jo Flaherty thanked Chief Hopkins for the nice compliments on her
hazardous materials participation. She has recently been elected as
president of a new state wide association for local L.E.P.C.s.
Commissioner Sheathelm reminded the Board members that at the July
13th Board meeting the election of officers would take place.
Commissioner John Lewis stated this Board meeting would be his last
meeting. He stated he appreciated the privilege of serving on the
Lansing Fire Board with the other members and working with the
Administration. It has been a very good, educational experience.
Chief Hopkins extended his appreciation to Commissioner Lewis and
wished him well in future endeavors.

to review reports and other pertinent information without any formal
action by the Board.

COMMAND REPORTS
Asst. Chief Larry Pung reported the annual Michigan Fire Chief's
Convention held in Lansing ended Tuesday noon on July 11. Vendor and
local fire agency attendance at the conference was very good. The
Lansing Fire Department's Honor Guard was present for the opening
ceremony at the conference. The Explorer Post Scouts were also there
helping out.
Asst. Chief Daniel Decker reports the new ambulance should be
delivered tomorrow. It will be placed at the No. 9 Fire Station as
Ambulance #49. Ladder #2 will be refurbished and should be back by
October.
The revamped ambulance for use as a Fire Prevention vehicle is in
service.
#58 Engine will be refurbished by Central Garage and place in reserve
in the near future.
Chief Sam Hopkins reports Phil Sabin has graduated from Lansing
Community College's paramedic program.
Agility testing for entry level firefighters are being held as
follows: July 10 and 20, and August 17. There is the potential of
being able to hire 6 to 8 new people who are already licensed
paramedics.
An area chiefs' hazardous materials meeting will be held on July 24th.
Mutual aid responses will be discussed.
The Chief has met with the Personnel Department to discuss a childcare
facility at the No. 4 Fire Station facility. An opinion is being
sought from the City Attorney's Office concerning this matter. It is
not clear at this time whether or not approval is needed from the City
Council and the Lansing Fire Board. The facility would accommodate up
to 35 youngsters.
COMMITTEE REPORTS
Commissioner Gordon Steinhauer, E.M.S. Committee Chairperson, read a
report from his committee regarding the City Council Public Safety
Committee ambulance service review. Copies of the report will be
mailed to the Board members as soon as the committee reviews its
report for accuracy.
Chief Hopkins provided an update for the Policy and Procedures report.
Within the department they have been working on procedures and are in
the process of entering the information on the computer.
Commissioner Max Zemer, Buildings and Equipment Chairperson, has given
copies of the latest Ladder Testing Report to members of his
committee. The committee will be meeting soon to review and discuss
the report.

LANSING FIRE BOARD
OFFICIAL PROCEEDINGS - AUGUST 10, 1989
The Lansing Fire Board met in regular session at the No. 1 Fire
Station, 120 East Shiawassee, Lansing, Michigan, on Thursday,
July 13, 1989.
The Secretary, Dianna Emerson, called the roll and a quorum was
present. Results: 6 Commissioners present, 1 excused and 1 vacancy
(Chairman). Max Zemer, Vice Chairperson, was excused. The Secretary
asked for nominations from the floor for the appoint of an acting
Chairperson for the duration of the meeting, who would also conduct
the election of officers for the Fire Board. Gordon Steinhauer was
unanimously appointed as Acting Chairperson.
The session was called to order at 7:35 p.m. by Acting Chairperson,
Gordon Steinhauer.
ROLL CALL
PRESENT: Commissioners Charles Green, Ronald Hatcher, Lance Lynch,
Connie Marin, Russell Sheathelm, Gordon Steinhauer - 6
EXCUSED: Commissioner Max Zemer - 1
VACANCY: 1
ALSO IN ATTENDANCE: Ass-istant Chief Dan Decker, Board Secretary
Dianna Emerson, City Attorney Melvin McWilliams, Tom Shaver, Rick
Houghton, Orval Huff, and David Weisenberg.
APPROVAL OF MINUTES
The minutes of the June 8, 1989, and July 13, 1989, meeting were
approved as written.
ELECTION OF OFFICERS
Acting Chairperson Steinhauer requested nominations for the position
of Fire Board Chairman. Commissioner Lynch nominated Commissioner Max
Zemer. Commissioner Sheathelm supported the nomination. Commissioner
Marin moved that a unanimous vote be cast for Commissioner Zemer for
appointment as Chairperson of the Lansing Fire Board. The motion was
supported by Commissioner Green. The motion passed unanimously.
Acting Chairperson Steinhauer asked for nominations for the position
of Fire Board Vice Chairperson. Commissioner Green nominated
Commissioner Gordon Steinhauer and Commissioner Lynch supported the
nomination. Commissioner Sheathelm moved that a unanimous vote be
cast for electing Commissioner Steinhauer as Vice Chairperson. The
motion was supported by Commissioner Green. The motion passed
unanimously.
Acting Chairperson Steinhauer stated nominations would be accepted for
the position of Secretary. Commissioner Lynch nominated Dianna
Emerson and the nomination was supported by Commissioner Green.
Commissioner Marin moved that Dianna Emerson be appointed as Fire
Board Secretary and the motion was supported by Commissioner Green.
The motion passed unanimously.

COMMAND REPORTS
Assistant Chief Decker reported on results of the agility tests that
have been completed so far. A discussion followed.
COMMITTEE REPORTS
Commissioner Gordon Steinhauer, E.M.S. Committee Chairperson, read a
memorandum to Max Zemer regarding the City Council ambulance study. A
discussion followed. Commissioner Marin made a motion that the report
be approved and forwarded to the Mayor, and that courtesy copies be
sent to City Councilperson Alfreda Schmidt. The motion was supported
by Commissioner Green. The motion passed unanimously.
Commissioner Sheathelm provided the June and July monthly expenditure
reports.
OTHER BUSINESS
Commissioner Steinhauer passed out copies of a article he had received
entitled "Disputes Erupt Over New Dispatch System."
GENERAL ORDER
Commissioner Sheathelm stated he hoped that plans were in the works
for building a new station or a combined station.
Commissioner Lynch extended his congratulations to Max Zemer, Gordon
Steinhauer, and Dianna Emerson.
Commissioner Lynch asked the Fire Administration to look into getting
John Lewis a plaque for his service on the Fire Board.
Commissioner zemer will be doing new Committee assignments. if anyone
has a particular request, they need to contact him.
Commissioner Steinhauer indicated he appreciates the confidence the
Fire Board members have shown in him by allowing him to be Chair
Pro -Tem at this evening's meeting and through electing him as the new
Vice Chairperson.
Commissioner Steinhauer asked Attorney Melvin McWilliams how the Board
could be allowed to conduct future business without a quorum and
without taking any action on business discussed during the meeting.
Melvin McWilliams stated the Board needs to adopt an administrative
rule making it possible.
The meeting adjourned at 8:07 p.m.
The next regularly scheduled meeting of the Lansing Fire Board will be
on Thursday, September 14, 1989, at 7:30 p.m. at the No. 1 Fire
Station, 120 East Shiawassee, Lansing, Michigan.

Please allow me a few moments of your time to describe to you
my appreciation for your participation in the most recent Michigan
Fire Chiefs Conference.
As you may be aware both the opening ceremony and the Memorial
Service are very integral parts of this conference. The manner
in which you and your counterparts performed in these two programs
was most commendable and inspirational. This fact can be further
evidenced based on the numerous complimentary comments I received
from the attendees. The fact that you are willing to give of
personal time and expertise contributes significantly to the sincerity
and concept of the Honor Guard program.
In closing I could only add that the Honor Guard has consistently
represented the Lansing Fire Department in a manner which makes
all the department members proud. For this reason I hope that
you can continue to be a viable organization for many years to
come.

fire department/paramedics when they were called to Jim's and my home '\,0--� i11
on July 18 and again on July 19 when my father needed assistance.
The teams arrived promptly, I presume from the Todd Avenue station, and
they worked quickly, professionally, and compassionately. I know Tito
Zaldivar was one of the paramedics on Tuesday- I don't know other
names, unfortunately. Even though my Dad passed away at the hospital
on Wednesday, the paramedics did everything they could. My family and
I appreciate everything they did.
I have always been proud of the Lansing Fire Department and their work.

COMMUNICATIONS
A thank you note from Frank Wheeler to Paramedic Tim Moede (Ambulance
#41, Run #8722) for his kindness and thoughtfulness, which will never
be forgotten.
A letter from Joan Lenhard, Coordinator of Handicapper Programs for
Lansing Parks and Recreation, regarding a tour of #1 Fire Station in
August. She thanks Tom, Pam, and Jerome for being able to accommodate
the large number of children. "The tour was definitely the highlight
of the morning for the group of children." ..... and they "thoroughly
enjoyed themselves."
A thank you letter from Walter Remus to Orval Huff and David Gates
concerning an incident on August 16, 1989. He needed assistance and
the ambulance arrived quickly. He credits these two men with saving
his life.
A thank you letter from Dottie Sontag, Client Services Coordinator,
Easter Seal Society of Michigan, regarding the use of #8 Station on
August 19 for a wheelchair clinic. Personnel involved: Captain
Malatinsky, Lieutenant Keast, Engineer Parks, Engineer Craft,
Firefighter Austin and Firefighter Stebbins. It was the Easter Seal's
first endeavor in recent years, and they were able to service twelve
wheelchairs. The above personnel went out of their way to cooperate
in such a friendly manner, "and they are to be commended for their
public spirit."
A two page letter dated August 31, 1989, from Captain Robert Kelly to
the Administration concerning an incident on July 2, 1989, when Engine
#4 was dispatched to 707 Armstrong to assist Ambulance #49 at 1739
hours. Upon arrival the group found a woman, approximately 90 years
old, with a food obstruction in the airway that was eventually removed
by suctioning. Captain Kelly described the incident in detail. He
states the following personnel demonstrated true professionalism and
heroics. Ambulance #49 Crew: Peter Haueter and Curtis Stewart.
Engine #4 Crew: Captain Robert Kelly, Engineer Phil Thomas, and
Firefighter Marvin Helmker. The success of this run was due to the
unique combination and cooperation of the crews involved. Captain
Kelly is submitting a request for these crew members to receive a Life
Saving Award as described under Section F, Sub -section 3, of the
Awards and Citations Program Procedure for fire personnel.
COMMAND REPORTS
Assistant Chief Larry Pung reported on a State of Michigan Health
Assistance Program that will subsidize the department's fitness
program.
Asst. Chief Pung announced the annual Borderline Funfest would begin
on Friday, September 22, 1989, 12 noon, at the Lansing Police Pistol
Range. Softball games will begin later that afternoon. Festivities
will conclude on Saturday.
Assistant Chief Dan Decker reported on the fire at 3200 South
Washington. 100 people were evacuated from the complex. There was
one fatality. A discussion followed.
Another fire fatality occurred on South Magnolia, July 4, 1989.
Asst. Chief Decker reported that oral interviews for firefighter
positions took place last week and concluded this week. (48 people
were eligible for an interview. 3 people did not show up.) A
discussion followed.
COMMITTEE REPORTS
Chairman Zemer stated a new committee list would be available at the
October meeting. The list will remain basically the same, however,
people can contact him with their preferences for committee
assignments.
Commissioner Gordon Steinhauer, E.M.S. Committee Chairperson, reported
his committee has not met since the last Board meeting. The Board
sent a letter responding to the City Council ambulance study to Mayor
Terry McKane and Councilperson Alfreda Schmidt. Commissioner
Steinhauer is anticipating further communication with Councilperson
Schmidt.
C.P.R. training will begin in November.
Commissioner Connie Marin, Personnel Committee Chairperson, expressed
concern about the department's affirmative action plan and whether or
not those goals are being met. A discussion followed.
Commissioner Russell Sheathelm, Finance Committee Chairperson,
provided the monthly expenditure report for August 1989: Salaries
totaled $646,081.18 and miscellaneous expenditures totaled $36,973.69
for a grand total of $683,054.87.
OTHER BUSINESS
Commissioner Gordon Steinhauer said he has asked Attorney Melvin
McWilliams to identify language to deal with conducting informational
Board meetings in the absence of a quorum. City Attorney Al Knot
stated Mr. McWilliams was working on that issue and it should be
available by the November meeting.
GENERAL ORDER
Captain Terry Hinman from No. 7 Fire Station (Red Shift) extended a
personal invitation to Fire Board members to attend an Open House at
the No. 7 Station on Saturday, October 7, 1989, 9:00 a.m. to 5:00 p.m.
This event will be a kickoff for Fire Prevention Week. There will be
refreshments, activities for children, and displays of new and antique
fire apparatus. This event is being hosted by the Captain Hinman, the
Lansing Fire Department, Local 421, Mayor Terry McKane, Councilman
James Blair, and the Mid -Michigan Antique Fire Apparatus Association.
Approximately 2,000 invitations will be mailed out and the event will
be publicized through the local media and the Westside Neighborhood
Association. The last open house was held in 1978 and 700 to 800
people attended. Captain Hinman would like to see this become an
annual event held at a different station each year.
Chairman Zemer thanked Captain Hinman for the personal invitation.
City Attorney Al Knot said it was two years ago that his office made a
commitment to the Fire Board and he indicated his office is ready to
answer questions and provide advice anytime it is requested.
Commissioner Sheathelm stated the Maintenance Division could use
clerical assistance on a half-day basis. Also, he feels the Fire
Department is not getting enough public relations exposure on work
done by the personnel and department.
Asst. Chief Decker replied the department had two part-time people not
too long ago. Anyway, Captain Pardee will be allowed to come back to
work on a light duty assignment. Captain Pardee will be filling in at
the Maintenance Division. In the near future the department will be
receiving two personal computers: one for the Maintenance Division
and one for Office #2. These computers will be helpful to both
offices.
Asst. Chief Decker stated that Thayer "Butch" Lillie has been
appointed as the department's Public Relations Officer. The
department is purchasing a tape recorder and having a private phone
line installed for the release of departmental information to the
media.
The Secretary, Dianna Emerson, announced that JoAnna Trierweiler will
be appointed as a new Fire Commissioner after City Council has
rendered their approval of the Mayor's appointment.
Also, Mrs. Emerson has had contact with Councilperson Alfreda Schmidt
regarding the ambulance study. Mrs. Schmidt will be responding to the
Board's reply in the near future.
Chairman Zemer thanked the commissioners for his appointment as
Chairman of the Lansing Fire Board.
An announcement was made that the Annual Firefighters Retirement
Dinner and Dance will be held on Friday, October 6 at the old Union
Hall on Lansing Road.

The Lansing Board of Fire Commissioners met in regular session at
Fire Station No. 1, 120 East Shiawassee, Lansing, Michigan, on
Thursday, October 12, 1989. The meeting was called to order by the
Chairman, Max Zemer, at 7:30 p.m.
ROLL CALL
PRESENT: Commissioners Charles Green, Lance Lynch, Connie Marin,

ALSO ATTENDING MEETING: Chief Sam Hopkins, Asst. Chief Dan Decker,
Asst. Chief Larry Pung, Board Secretary Dianna Emerson, City Attorney
Melvin McWilliams, Fire Engineer Joe Rowan, and Finance Budget Analyst

REVIEW OF MINUTES
The minutes of the September 21, 1989, meeting were approved as
corrected. On Page 2, Command Reports, Paragraph 4, the fire fatality
occurred on July 4, 1987, not 1989. The suspect had plead guilty to
the crime last month.
COMMUNICATIONS
A card was received on September 23, 1989, from the senior citizens at
3200 South Washington Apartments: "Warmest Thanks .... For everything
you've done..'.for being the special people that you are ... thank you so
very much."
See attached communication from William Dunker, D.O., Project Medical
Director, Tri -County Emergency Medical Services Council dated
October 3, 1989, to Ken Sailor and Mike Gurecki.
COMMAND REPORTS
Asst. Chief Larry Pung reported on the outcome of the Borderline Fun
Fest held on September 22 and 23. The Lansing Firefighters won the
softball and waterball competition. They did well in the pistol
match. In all $3,650 were collected for charity: $1,825 for The 100
Club and $1,825 for The Old Newsboys Association.
Asst. Chief Dan Decker reported the Lansing Fire Department would be
participating in a simulated hazardous materials incident on
Wednesday, October 18, 1989. The simulation begins at 9:00 a.m. on
Grand Trunk Rail Property in the vicinity of Baker and South Street.
It will last approximately 3 hours. The Commissioners are invited to
attend this event. Spectators should arrive prior to 8:45 a.m.
(Police will not allow admittance after that time.)
Chief Sam Hopkins gave an update on other departmental programs, i.e.
hazardous material responders, paramedics. The Medical Toxicology
Course began on September 12, with Michael Kelly, M.D., as the
instructor. The 12 -week course is directed toward Paramedics in order
to assist them when treating patients exposed to hazardous materials.
All L.F.D. Paramedics are attending and will be certified in the use
of a special Response/Antidote Kit that will be located on Rescue 5
when it is placed in service.
Chief Hopkins has made recommendations for hiring 14 people. He
interviewed approximately 50 people in all. The request for hiring
entry level firefighters should be reviewed/approved at the City's
hiring meeting next week.
COMMITTEE REPORTS
Commissioner Gordon Steinhauer, E.M.S. Committee Chairperson, reported
on items from Lt. Ken Sailor's September monthly report on E.M.S.
activities.
Commissioner Steinhauer read a letter from Mayor Terry McKane dated
9/26/89, which responds to the Fire Board's reply to the City Council
ambulance study. At this time, Councilperson Alfreda Schmidt has not
responded to the Board's reply.
Commissioner Russell Sheathelm, Finance Committee Chairperson,
reported on the September 1989 expenditures. A payment of $69,808 was
made to the Grumman Credit Corporation for two Engines. There was a
discussion concerning the payment of taxes ($1,928) to the City
Treasurer for mall maintenance. Total expenditures are summarized:

Grand Total: $787,856.01
OTHER BUSINESS
Commissioner Steinhauer stated that approximately two months ago he
voiced concern about the need to develop procedural guidelines for
conducting a Board meeting when a quorum is not present. The
Commissioner had a progress report to make. Melvin McWilliams from
the City Attorney's Office has provided verbiage from the Lansing
Traffic Board's rules. The term "quorum" is defined and then
reference was made to this passage:
"Whenever a quorum is not present at a regular or special meeting,
those present may adjourn the meeting to another day or may meet as a
Committee of the Whole for the purpose of considering such matters as
are on the agenda. No action taken at such a meeting shall be final
or official."
Commissioner Steinhauer feels the above is appropriate language to
pursue. A discussion followed. Commissioner Connie Marin made a
motion to forward the language to Commissioner Green's Policy and
Procedures Committee to modify it for incorporation into the Fire
Board's rules. The motion was supported by Commissioner Steinhauer.
The motion passed unanimously.
Commissioner Steinhauer thanked Mr. McWilliams for discussing this
problem with him and providing the appropriate background information.
GENERAL ORDER
Commissioner Sheathelm stated the Fire Department needs more exposure
(publicity) on things accomplished by personnel. These things do not
necessarily have to be fire related. He is pleased to see that the
department has put a news information telephone line in service on
Monday, October 9, 1989. The recorded message will be updated each
morning at 8:00 a.m. and throughout the day as major incidents occur.
The department will also be putting some Public Service Announcements
on the line. The department's Public Relations Officer is Chief
Dispatcher Thayer Lillie.
Asst. Chief Pung said the Open House at the No. 7 Fire Station was a
success and well -attended. Approximately 800-900 people signed the
guest book. Many positive comments were received from the visitors.
Chief Hopkins encouraged people to attend the hazardous material
simulation on October 18th.
Commissioner Steinhauer is pleased the Lansing Fire Department is a
forerunner in the country in the area of training to be successful
hazardous materials responders.

NOVEMBER 9, 1989
The Chairman, Max Zemer, called the November 9, 1989, meeting of the
Lansing Board of Fire Commissioners to order at 7:30 p.m. with the
following Commissioners present: Charles Green, Lance Lynch, Connie
Marin, Russell Sheathelm, JoAnna Trierweiler, and Max Zemer. Gordon
Steinhauer was excused and Ronald Hatcher was absent. The Secretary,
Dianna Emerson, stated a quorum was present.
The following people also attended this meeting: Chief Sam Hopkins,
Asst. Chief Dan Decker, Asst. Chief Larry Pung, Board Secretary Dianna
Emerson, City Attorney Melvin McWilliams, Jo Flaherty (Mayor's
Office), John Lewis (former Commissioner). Several Fire Department
personnel were also present: Robert Labioda, Brian Gaukel, Larry
Hufnagel, David Weisenberg, Kevin Radigan, and Sam Colegrove.
Chairman Zemer introduced and welcomed aboard the newest member of the
Lansing Fire Board, JoAnna Trierweiler. Commissioner Trierweiler will
represent the City At -Large and her term will expire in June 1993.
The minutes of the October 12, 1989, meeting were approved as written.
Former Fire Commissioner John Lewis was present to receive a plaque
given by the Board and Fire Department in appreciation for his service
to the Fire Department. Mr. Lewis stated that knowing and serving
with the people associated with the department was both gratifying and
rewarding. He thanked the Fire Commissioners, Board Secretary,
Mayor's Staff, Attorney's Office, and Fire Administration. He also
gave special mention to three former Commissioners whom he enjoyed
working with: Eva Medrano, Richard Paulson, and Rudy Wilson. Mr.
Lewis wished luck and success to the Fire Board. Chief Sam Hopkins
expressed his regrets to John Lewis that he chose to not accept Mayor
McKane's choice to reappointment him to the Fire Board. Chief Hopkins
thanked him for his contribution and wished him success in the future.
COMMAND REPORTS
Assistant Chief Larry Pung reported on the Safety Council Dinner that
he and Chief Hopkins attended with five other department personnel,
who were ambulance and apparatus drivers with accident free driving
records. Lt./Paramedic David Abendroth was nominated and selected as
E.M.S. Driver of the Year. The Fire Department is proposing to be
more involved in the program and will do something within the
department to recognize good drivers.
Assistant Chief Dan Decker reported on the TRANSCAER exercise from
October 18. This simulation was one of three nationwide. The
feedback was positive.
Specifications are out for a rescue type apparatus. Bids are due
November 30, 1989, with delivery approximately six weeks after a
purchase order is mailed out.
Chief Sam Hopkins read a letter from retired Fire Captain Robert
Burghdoff who retired about three months ago. He thanked the
department for the retirement plaque and stated he had been proud to
wear the Fire Department uniform.
Chief Hopkins stated the Lansing Fire Department is superior to most
other departments in the State and country in what the department
does. He appreciates the efforts put forth by the entire staff and
the support received from the Mayor's Office.
The Chief reported on a 24-hour toxicology course for the paramedics.
The Chief encouraged the Fire Commissioners to visit the stations.
Chief Hopkins will be participating in the final inspection of Ladder
#2, which should be back in service in three weeks.
A child care program (primarily for Fire personnel) was discussed.
Time is being spent with Spartan Motor Company representatives to
design and develop a hazardous materials decontamination vehicle.
This concept is new to industry.
Chairman Zemer asked the Secretary, Dianna Emerson, to read City
Council Resolution #0431 dated October 16, 1989, Page 445, as he
wanted the Board members to be aware of this situation. (See attached
copy of the resolution.) A discussion followed.
The Chief asked the Fire Board to be more involved with E.M.S.
concerns. Chairman Zemer stated he would have the E.M.S. Committee
contact the Chief.
COMMITTEE REPORTS
Commissioner Russell Sheathelm, Finance Committee Chairperson,
reported on the October 1989 expenditures. Total expenditures are
summarized:

Grand Total: $684,953.81
Chairman Zemer passed out the 1989/1990 Fire Board Committee
Assignments. A chairperson needs to be appointed for the Planning
Committee.
OTHER BUSINESS
Commissioner Russell Sheathelm asked why the age limit for entry level
firefighter positions in 18 years and didn't it use to be 21 years?
Chief Hopkins stated the department can establish the age and
education requirements, and the age was currently 18 years. Attorney
Melvin McWilliams stated his office hadn't reviewed any age issues
lately. He is certain the age limitation is tied in with the federal
government's age regulations.
Commissioner Sheathelm stated the hazardous materials demonstration on
October 18 was excellent and well executed by the staff.
GENERAL ORDER
Firefighter/Paramedic Sam Colegrove spoke about the department's
involvement with the Area Special Olympic Medical Council. It is
estimated that 35 people from L.F.D. volunteer their own time as
EMTs/Paramedics to travel to on-site locations around the State during
Special Olympic activities. The Council will also be using the
department's protocol for contagious diseases.
John Lewis stated there is a problem with the City's hiring protocol
if only 3 of the 14 new hirees are qualified paramedics. If you
cannot hire the people you need to do the job..... there's a glitch.
The department's proposed hiring procedure was discussed.
Jo Ellen Flaherty thanked the Fire Administration and Local 421 Union
for supporting and endorsing the re-election of Mayor McKane. On
behalf of the Mayor and herself, they pledge to work cooperatively
with the department.
Commissioner Connie Marin would like to see the personnel's uniforms
identified with names. Chief Hopkins stated the Awards Committee was
looking into that as well as having something added to the name badges
denoting achievements in valor and various meritorious service.

Commissioners will be held on Thursday at 7:30 p.m., December 14,
1989, at the Fire Station No. 1, 120 East Shiawassee, Lansing,
