DEMOLITION HEARING BOARD
February 28, 1985
The meeting was called to order by James Kzeski at 7:30 P.M.
HEARING OFFICERS PRESENT: J. Paul Thompson and Gloria Jones
GUESTS PRESENT: Glenn Servis and Jeff Ritter
1st Case - 7000 South Cedar
The multiple structures at the above referenced address are currently
being held in trust by David Dean of the First of America Bank.
The son of the owner, Glenn Servis , was present for the hearing.
Mr. Servis stated that currently the property is for sale. He noted
that because of financial problems he is unable to bring the structures
and property into a habitable condition.
James Kzeski noted that the land is valued at $106,000 and the market
value for the seven buildings is $13,000.
Paul Thompson explained the demolition hearing process and the future
hearing to be held by the City Council . Various avenues for handling
and solving the dangerous situation at the above referenced address
were also discussed.
Mr. Thompson ruled that the structures be made safe or demolished
within 15 days.
2nd Case - 302 South Larch
The owner, Mr. James Smith, was not present for the hearing. Mr. Kzeski ,
the building official , gave a brief history., of the structure. It has
been vacant for several years and there has been no progress in
bringing the structure up to code.
Gloria Jones ruled that the structure be made safe or demolished
within 15 days.

lst Case - 301 South Larch
The owners of the above referenced property were not present for
the hearing. Mr. & Mrs. Timothy Fasold are listed as deed holders.
Prior to' the hearing, Mr. Kim Capello, tax payer of record, requested
that the hearing on this case be delayed. Mr. Kzeski denied the
request due to the deteriorated condition of the property.
The assessed value of the structure is $3,950 and the repairs
would amount to approximately $4,400. Based on the past corres-
pondence and the deteriorated state of the structure, Mr. Thompson
ruled that the house be made safe or demolished within 2 weeks.
2nd Case - 604 Magnolia
Mr. Paul Forsberg, representative of the owner, Ms. Lorna Johnson,
was present for the hearing. The ownership of the structure was
discussed. Mr. Forsberg noted that his sister, Ms. Lorna Johnson,
was unaware of the situation until a few days prior to the meeting.
Mr. Usman was purchasing the property on land contract from the
owner. In that payments have not been received, Ms. Johnson is
now in the process of foreclosing.
The building is assessed at $4,617 and the repairs are estimated
at $5,300. Estensive ceiling, foundation and electrical work is
necessary.
Mrs. Jones ruled that the house be made safe or demolished within
30 days.
3rd Case - 528 West Maple
Mr. McKissie, owner of the above referenced property, was not present
for the hearing. The church is severely damaged and is assessed at
zero. The estimate for repairs is $31 ,000. Mr. Kzeski noted that
the roof has collapsed and is open.
Mr. Thompson ruled, based on the past correspondence and condition
of the structure, that the property be made safe or demolished within
2 weeks.

4th Case - 2000 West Saginaw
The owner of the above referenced property, Mrs. William Limber,
was present for the hearing. The owners of the property discussed
the need for time in order to sell the property. Although the
structure has no value and the repairs needed would be extensive,
the land value due to its location is substantial . Mr. Kzeski noted
that the structure is actually a shell with a partially collapsed
roof.
Mr. Thompson ruled, based on testimony from the owner and her relatives
and past correspondence, that the structure be made safe or demolished
within 30 days.
The meeting adjourned at 8: 15 p.m.

lst CASE - 5312 SOUTH WAVERLY: The owner, Richard T. Smith, was
not present for the hearing. Mr. James Kzeski , Director of Building
Safety, gave background information regarding the structure at
the above address . He reported that there are two garages on
the property in addition to the house. The total assessed value
of the building is $5,400 and the land is assessed at $2,700 for
a total assessment of $8,100. The repairs necessary are estimated
at $10,500.
Mrs . Jones ruled that based on the past correspondence and the
length of time the structure has been vacant, the house must be
made safe or demolished within 2 weeks.
The meeting adjourned at 7:50 p.m.

HEARING OFFICER PRESENT: Ron Barros
BUILDING OFFICIALS PRESENT: James Kzeski and John Salmons
lst CASE 1107 SOUTHFIELD:
The owner, Mr. Spencer Ketchum, was present for the hearing.
He stated that most of the electrical work done was completed
by B & D Electric the rest he did himself.
Mr. Barros noted that although a building permit had been obtained
and work was currently completed and some other work still continuing
no inspection had been requested to date. Mr. Barros noted that
there was a splice in the riser which is illegal . Mr. Ketchum
was informed for the need for this to be corrected. The need
for other inspections was also relayed to Mr. Ketchum.
Mr. Ketchum stated that he felt that all repairs would be completed
within 30 days. He also noted that he would contact the respective
Inspectors to have the construction inspected.
Mr. Barros ruled that the structure be made safe or demolished
within 30 days.
2nd CASE 1017 W. KALAMAZOO:
The owner, Marion Howell , was present for the hearing.
Ms. Howell stated that originally she had wanted to make repairs
and rent it. Due to her health and financial means, she has no
plans to repair it at this time. During the six or seven years
it has been vacant she stated that she has paid the taxes and
she feels that it is over assessed. The assessed valuation of
the structure is $9,188. The estimated cost of repairs is $10,800
(exterior only) .
Mr. Barros ruled that the house be made safe or demolished within
2 weeks .

3rd CASE 530 SOUTH CHESTNUT:
The owner, Mr. Roland Coulter, was not present for the hearing.
Mr. Kzeski informed the hearing officer that the assessed value
of the property is $5,472 and the estimated cost of repairs is
$6,000.
Mr. Barros informed Mr. Kzeski of the dangerous state of the dilapidated
garage. Mr. Buckner and Mr. Cody, neighbors of the above referenced
structure, also noted the dangerous state of the garage.
Mr. Salmons stated that the City of Lansing 's contractor had already
been notified of the situation and that the demolition of the
garage was imminent.
Mr. Barros ruled that the house be made safe or demolished within
2 weeks .
The meeting adjourned at 8:15 p.m.

BUILDING OFFICIALS PRESENT: James Kzeski and John Salmons
The meeting was called to order at 7:30 p.m. by James Kzeski .
lst CASE 915 W. Kalamazoo
The owner, Linda Grays, and her attorney, Mr. Starr, were present
for the hearing. Mr. and Mrs . Willie Sams, prospective purchasers
were also present.
Mr. Starr indicated that he had already taken steps to gain clear
title for Ms. Gray. This action was necessary because of the
death of Ms. Gray' s husband. Mr. Starr indicated that Ms . Gray's
intent is to sell the property.
Mr. Kzeski noted that the vacant five unit apartment does meet
the criteria for the demolition process.
Mr. Thompson ruled that the structure be made safe or demolished
within 2 weeks.
2nd CASE 1447 Roosevelt
The owner, Mr. C.M. Dykema, and Mr. Moye, a neighbor, were both
present for the hearing.
Mr. Moye noted that since the upper window is not boarded, animals
are getting into the house.
Mr. Dykema stated that he would like to hire a contractor to
have the structure restored into a saleable condition. Mr. Dykema
reported on the background of the structure. His emphasis was
the unwanted habitation of the structure by squatters from ACORN.
The squatters left the structure in a deplorable condition.
Mrs . Jones ruled that it be made safe or demolished within 2
weeks..
3rd CASE 1904 N. East Street
The owner, Nettie Everett, was not present for the hearing.
Mr. Kzeski reported to the hearing officers on the condition
of the structure and the garage. The assessed value of the structure
is $5,900 and the estimate for repairs of the fire damaged structure
is $+8,000.
Mr. Thompson ruled that the structure and garage be made safe
or demolished within 2 weeks.
The meeting adjourned at 8:30 p.m.
