Goff The meeting was opened at 7:30 p.m. by Board Chairman Ralph Griese. The minutes.of the previous meeting, December 11, 1984, were read and rejected as printed. A motion was made by Ernest Fox to have the last sentence under New Business removed. After the removal of the last sentence, the minutes would be accepted as printed. The motion was seconded by Bill Downs. Vote: Unanimous Hearing of Delegations and Individuals: None Unfinished Business: The mechanical division received new information regarding the venting system of the Lennox G-16 furnace. After reviewing the information supplied by Lennox, American Gas Association and the International Conference of Building Officials regarding the venting system of the Lennox G16 furnace, it was decided that it will no longer be necessary to continue the moratorium imposed against their installation. Review of Applications of Persons Seeking Licenses: None Examination and Scoring of Licensing Examinations: None New Business: The board members asked if the Chief Mechanical Inspector, Ralph W. Goff, would contact the Department of Labor concerning their methods of registering mechanical contractors. The members also asked if they could be better informed concerning the number of inspections made and the number of permits issued. A motion was made by Ernest Fox and seconded by Jacob Heuss to adjourn the meeting. Goff The meeting was opened at 7:30 p.m. by Board Chairman Ralph Griese. The minutes of the previous meeting, January 8, 1985, were read and approved as printed by a motion from Jacob Heuss. The motion was seconded by Bill Downs. Vote: Unanimous Hearing of Delegations and Individuals: None Unfinished Business: A lengthy discussion was held regarding last years inspection activity. It was agreed that the mechanical division is grossly understaffed. The number of permits issued between January 3, 1984 and January 4, 1985 were 1,363. The following inspections were conducted during that period: rough inspections 1,405, final inspections 810, safety inspections 472. Review of Applications of Persons Seeking Licenses: None Examination & Scoring of License Examinations: None New Business: The new contractor registration procedure was reviewed. A motion was made by Jacob Heuss and seconded by Bill Downs to use the registration procedure as outlined. Vote: Unanimous A new energy saving device submitted by Robert A. Skinner of Fuel Savers Inc., 24437 VanDyke Road, Centerline, Michigan, was presented for board approval. After much discussion, it was decided more time was needed to study the literature and determine if the use of this device on heating system would be violating the code. A motion was made by Jacob Heuss and seconded by Marcus Metoyer to table any action on this matter until the March meeting. Jordan, Consumers Power Donald Fuller, Central Michigan Chimney Neal Davis, American Chimney James Hinshaw, Capitol Area Chimney Ann Blake and Orlo Blake, 118 West St. Joseph, Lansing, MI The meeting was opened at 7:30 by Board Chairman Ralph Griese. The minutes of the previous meeting, February 12, 1985, were read and approved as printed by a motion from Jacob Heuss. The motion was seconded by Ernest Fox. Vote: Unanimous Hearing of Delegations & Individuals: Ann and Orlo Blake of 118 West St. Joseph, Lansing, MI asked the board members if it would be possible to use the Superior fireplaces insert, model GN 1000 installed in their apartment building located at 118 West St. Joseph, Lansing, MI. The mechanical inspection division of the City of Lansing has refused to permit the use of these appliances because they do not meet code requirements and have not been installed according to the manufacturers installation directions. Ralph Goff, Chief Mechanical Inspector, showed the board members a set of installation directions for another Superior fireplace that could be used in this building model GF 4000N. After much discussion regarding this motion, the board denied the Blakes' request and suggested they install the model GF 4000N unit. Neal David and Donald Fuller, representing the American Chimney Lining Systems, Inc., presented a chimney lining demonstration which depicted the possible uses of this product to reline chimneys which have become unusable because of deterioration. This product has been tested and listed by a nationally recognized testing agency. After much discussion, the board felt that since there was a read need for this product in the Lansing its use would be approved. Board of Mechanical Construction Examiners Minutes Page Tw March 12, 1985 On January 8, 1985, each board member; was handed a notice requesting that items six and seven of the meeting agenda be removed. Ralph Goff, Secretary of the Mechanical Board, re -read the notice and indicated that as it has been posted for 60 days, the items should be removed per vote approval. Vote: Unanimous On February 12, 1985, a request by Robert Skinner of Fuel Savers Inc., was received to install a device called I.F.C. Heatsaver in the Lansing area. This item was had been tabled at the February 12, 1985 meeting. The board members again reviewed the literature submitted by Mr. Skinner and agreed it did not comply to code. A motion was made by Jacob Heuss to deny Mr. Skinner's request to install this device in the Lansing area. The motion was seconded by Marcus Metoyer. The minutes of the previous meeting on April 9, 1985, were read and approved as printed by a motion from Ernest Fox. The motion was seconded by Bill Downs. Vote: Unanimous Hearing of Delegates and Individuals: Gary Vandenberg of Buy Van Sales, presented to the Board a set of installation instructions and gave a talk about the TJernlund Side wall vent system. After a lengthy discussion, the Board felt this product had a number of safety features that would prevent any flue gases from escaping should any part of the system fail. A motion was made by Bill Downs and seconded by Jacob Heuss to approve the installation of the TJernlund Side wall vent system in the Lansing area. Vote: Unanimous Unfinished Business: None New Business: An inspection report for the month of April was given by Ralph W. Goff. Residential Inspections: 177 Rough and 37 Final Commercial Inspections: 29 Rough and 23 Final Safety and Resale Inspections: 55 A motion was made by Jacob Heuss and seconded by Bill Downs to adjourn the meeting. Vote: Unanimous Hearing of Delegates and Individuals: None Unfinished Business: None New Business: Two articles that just recently appeared in the Woman's Day Magazine and the Readers Digest concerning unsafe venting of gas appliances were read and discussed. It was agreed that the board should through the Consumers Power Company start an ad campaign alerting the residents of Lansing of the potential dangers existing on gas fired furnaces. Goff The meeting was opened at 7:30 p.m. by Chairman Jacob Heuss. the minutes of the previous meeting, August 13, 1985 were read and approved with one minor change, the addition of board member Ralph Griese to Members Present. The minutes were approved with the addition of board member Ralph Griese listed as being present. The motion was made by Ralph Griese and seconded by Bill Downs. The motion was seconded by Jacob Heuss. Vote: Unanimous New Business: A. long discussion was held concerning venting of appliances into the many old chimneys in the Lansing area. The members of the board asked Ralph Goff to contact Ronald Jordan of Consumers Power Company and see if he or one of his representatives could attend the October Board meeting. Discussion will concentrate on ways the Mechanical Division and Consumers Power can alert the general public on how to recognize potential venting problems or chimney problems. Vote: Unanimous HEARING OF DELEGATES AND INDIVIDUALS: None UNFINISHED BUSINESS: The list of registered contractors requested at last months board meeting were distributed to the board members. Corrected copies of the August board meeting were also distributed. NEW BUSINESS: Bill Moliter of Consumers Power Company was introduced to the board. Bill was invited to attend our board meeting to discuss the venting problems we are all facing and to provide some input as to how Consumers Power is handling this problem in their service area. We also wanted to talk about how we could jointly inform the public as to what to look for in recognizing if theymay have a potential venting problem or a bad chimney. We talked,at great length about many ways these things might be done. Mr. Moliter is going to talk to other people at his office for some additional ideas.
