Washington Square Members Present: Sharon Kellogg, Ford Ceasar, Joan Barker, Robert Christensen Dave Sharpe and Elmer Manson Members Absent: Tom Greene Staff Present: James Foulds , William Acheson and Virginia Mitchell Meeting was called to order by Mr. Foulds at 7:05 AM. Mr. Foulds presented the agenda and ask if there were any changes or additions. There were none. Mr. Foulds reviewed portions of the Historic District Ordinance that pertained to . the establishing of membership; terms of. office and procedures ; demolition and removal of district; yard variances , grants and enforcement procedure. Goals and objectives of the Commission were discussed. It was agreed that it is the responsibility of the Commission to educate and inform the public of the advantages of having a Historic District. Several ways to do this were discussed including a news conference when the State of Michigan certifies Lansing's Historic District Ordinance. Mr. Christensen indicated that should be within the next several weeks. It was suggested that a brochure be drafted listing the advantages of a Historic District. The Commission inquired as to what the City would -do to assist the Historic Districts and what advantages they would offer citizens who -live within a District. Mr. Foulds indicated that an example of how the city would assist is typical of the Cherry Hill area where a Master Plan Amendment is soon to be completed. Items such as curb and gutter and sidewalks would then be processed through the Citv' s Capital Improvement Plan. It might also be possible to include monies for plaques or signs indicating Historic Districts in future City budgets . Mr.: Foulds presented the Commission with a draft of Rules and Procedures and requested the members review and make comments regarding them prior to their adoption. Mr. Manson suggested that a specific time be established for the public to speak on any one item at meetings. Mr. Foulds indicated that the Planning Board incorporates a 5 minutes limit in their procedures with the ability to grant additional time at the Boards desire. Joan Barker suggested we contact Ann Arbor to see what advice they might have for the Commission regarding start up procedures. Mr. Christensen indicated Louisa Peifer would be the contact person for Ann Arbor. Mr. Foulds will contact her. It was moved by Ford Ceasar and supported by Elmer Manson that election of officers be delayed until the next meeting. APPROVED Mr. Foulds provided copies of a grant submitted to the State of Michigan by the Planning Division requesting $9,000 to cover the cost of architectual students to perform a survey of 6200 homes in the City of Lansing. The City of Lansing would provide in-kind costs for office space, copying, printing and etc. for a total project cost of $23,600. The survey would include several areas throughout the city such as the Central Business District, North Lansing, Barnes/Moores Park/ Sycamore Street/Pennsyvania Avenue/Cherry Hill and Ferris Park. The survey will be used to plan for more intensive survey evaluation and possible registration on the National Register as well as evaluation of future development plans in the City. Mr. Foulds presented information regarding Michigan Historic District Network's conference September 28 and 29 in Ypsilanit, Michigan. Registration and travel expenses would be available from the City for members wishing to attend. Mr. Foulds stated Mr. Green had indicated earlier he would like to attend. Mr. Manson moved that the meeting be adjourned. The commission discussed the. following topics as proposed "Goals and Objectives : 1 . Promotional brochure explaining the Historic District Commission and the Cadvantages of historic districts. . 2. Historic walking or driving tour of Lansing's historic resources . The Commission discussed the possibility of sponsoring Thom Greene' s walking tour materials. 3. Media coverage - how to obtain. it? What to promote? 4. Promote the "Historic District Ordinance" designation when it is approved by the federal government. 5. Prepare a list of potential historic districts and begin to initiate discussions about having them designated (e.g. North Lansing, &26/8 N. Seymour) i� -b It was agreed that the commission would further discuss these items at the January 3, 1985 meeting. The Commission reviewed the proposed ' Rules of Procedure' and unanimously adopted them. The Commission requested that the staff contact Mr. Randall regarding 303 S. Washington Avenue and inquire if the Commission could provide any assistance. The Commission requested that the staff contact Hank Reniger to see if there was interest in establishing North Lansing as a local district. Sharon Kellogg was elected Chairperson of the Commission and Elmer Manson Vice `= Chairperson. The Commission inquired as to the status of the federal approval of Lansing's Historic Ordinance.
