HomeMy WebLinkAbout1982 Fire Board MinutesLANSING FIRE BOARD OFFICIAL PROCEEDINGS - MARCH 4, 1982 The Lansing Fire Board met in regular session at the Central Fire Station, and the meeting was called to order by Chairman Paulson. Present: Commissioners Paulson, Barker, Lewis, Lynch, Sheathelm, and Squires - 6 Excused: Commissioners Kauffman and Owen - 2 Also attending this meeting were: Fire Chaplain James Schalkhauser, Lt. Robert Bissell, Engineer Sam Hopkins, Fireman Pat Debnar, Fire- man John Lance, Fireman Craig Rice, Fireman Jack Sharp, and members of Explorer Post #421. The minutes of the previous meeting were approved as printed. Communications were approved as read and placed on file with copies sent to the parties concerned. CHAIRMAN'S REPORT Chairman Paulson announced a communication was received from Mayor McKane indicating Advisory Boards would be utilized more. Each Commissioner was asked to review Chief Holliday's letter to the Mayor describing the Fire Department's goals and priorities for 1982. Chief Holliday, Assistant Chief Smith, Chairman Paulson, and Admin. Asst. Dianna Emerson attended the budget hearing with the Mayor on February 25, 1982. The Mayor will submit his budget package to the City Council on March 22, 1982, for their review. Commissioner Nolan Owen has submitted his resignation from the Lansing Fire Bbard effective March 31, 1982. Commissioner Owen has served as a member of the Board since June 1, 1971, and his past dedicated service to the Board and Lansing Fire Department has been appreciated. This.resignation leaves an opening in the 2nd Ward. A "Letter of Understanding" between the City of Lansing and Local #421 dated January 5, 1982, was given to the board members. The agreement contains modifications, additions, or deletions in the Rules and Regula- tions of the Lansing Fire Department, June 1981. Chairman Paulson introduced Fireman Pat Debnar to the members of the Board and briefly outlined his heroic efforts when responding to a fire at 1213 East High Street on August 20, 1981 at 2358 hours. Fireman Debnar rescued eight month old Matthew Morse from his crib and carried him to safety. Chairman Paulson presented Fireman Debnar with a Citation for Meritorious Service as a tribute for action exceeding the call of regular duty, which was signed by the Fire Board and Fire Chief. Fireman Debnar was personally congratulated by each member of the Board. Lansing Fire Board Official Proceedings - March 4, 1982 Page Two COMMITTEE REPORTS Commissioner Sheathelm reported on the January 1982 Monthly Report and indicated the Miscellaneous & Operating Expense, Operating Supplies, Repair & Maintenance, and Equipment accounts should be checked to utilize available funds. Chief Holliday requested the Planning Committee to research the possibility of women in the Fire Department, i.e., accommodations, etc. Commissioner Squires reported on the February 18th meeting relative to ambulance service for special interest groups, particularly for sporting events. The E.M.T. Committee learned during this meeting that the paramedics have been assigned not only to football games, but to track meets, kickball outings, church festivities, and a garage sale. Several suggestions were made during the meeting with the paramount objective being that the best interest of all citizens be served equally. Statistics indicate that the men serviced forty football games during the period from September 11, 1981 -through November 13, 1981. During that time three injured were transported from the field and nine nonplayer related runs were made. It was the concensus of those present at the February 18 meeting that these runs would have received the same response time from their designated stations as do the majority of Lansing's citizens. The E.M.T. Committee requests support from the Fire Board to the following resolution: WHEREAS, the E.M.T. Committee has studied the various requests of the ambulance services for special events, i.e., football games, track meets, art shows, church festivities, kickball, etc., and WHEREAS, the Lansing Fire Department ambulance services can no longer be at the mercy of a select group at a given time, rather, they must maintain the same response time to all people equally, and WHEREAS, private ambulance services or off-duty personnel are available for hire by private interest groups, therefore, ren- dering them the same type of service they are accustomed to, at their expense and not at the expense of the Fire Department. NOW, THEREFORE BE IT RESOLVED, that the Lansing Fire Board recommend to the administration that a policy be developed in response to special interest group requests for ambulance and/or emergency services personnel utilizing the guidelines as discussed. BE IT FURTHER RESOLVED, that this policy be finalized and available to the Lansing Fire Board at their meeting on April 1, 1982. Lansing Fire Board Official Proceedings - March 4, 1982 Page Three The resolution was supported by Commissioner Lynch. No further discussion evolved. The resolution passed unanimously. Commission Squires also gave the following E.M.S. monthly report. The Paramedic refresher course at Lansing General Hospital is in its second month with five Paramedics in the class. Fireman Ronald Jenkins is in his second term of Paramedic training at Lansing Community College. Reports from his instructors indicate Ron is in the top.of his class. Engineer Lynn Bullard has decided not to continue in the Paramedic program. Lynn was one of the first six Paramedics. Thank you, Lynn, for an excep- tional job serving the citizens of Lansing and the Fire Department. Also, Thomas A. Shaver relinquished his Paramedic license on February 17, 1982. We extend our thanks to Tom for performing a fine job. E.M.S. held a three hour Cold Water and Near -Drowning Seminar for first responders and emergency room personnel on February 24. The seminar was held in the City Council Chambers, and put on video tape for future showings to all firefighters. Bids were received from three ambulance manufacturers are being evaluated. Bids for a Type III range from $37,995 to $45,452 and a Type I from $38,091 to $45,229. Comm. Squires stated the E.M.T. Committee wanted to see the bids. Cindy Thompson from Cablevision filmed a program "Look Alive Lansing" in which Ambulance 441 and the crew are a part. Instructor/Coordinator Roy Zigler was interviewed for the program. The program was shown on Channel 11 on March 8. Chief Holliday announced that Fire Prevention may be able to move to the basement of the No. 8 Fire Station around March 26, 1982. In the future, a Fire Board meeting may be held there to acquaint the Commissioners with the facility. Commissioner Lynch presented questions regarding the Evidence Room for Fire Prevention. Chief Holliday informed the Commissioner that flammable liquids would be stored in a "flammable liquids" building outside of No. 8 Station. In the future when the budget situation looks better, a fan may be installed for the Evidence Room. Commissioner Lynch reported that Mayor McKane approved four Captain promotions. The following men were promoted to the rank of Captain. These men will be working in the Fire Suppression Division at various stations. MAURICE J. SMITH, Ca tain Status Effective 2/21/82 (Due to Retirement of Deputy Chief Cummings) Commissioner Lynch received a letter of recommendation from Acting Deputy Chief Richard Bailey and Lieutenant Marvin Stump that Mr. Robert Mikschl of 221 East State Road receive a Citizen's Award for rescuing his friend from drowning while the two were fishing at 100 Island Street on February 15th. Supported by Commissioner Lewis. The motion carried unanimously. Commissioner Lynch reported that four disc._ actions occurred during :?e the month of February, and each incident wa:; .. d well with cooperation between Administration and Local #421. COMMAND REPORTS Chief Holliday reported the Lansing Fire Department currently has nineteen vacancies. Seven employees retired in February: Deputy Chief Harold Cummings, Retired 2/7/82 Captain Richard Keyes, Retired 2/7/82 Captain Roland Smith, Retired 2/16/82 Chief Peter J. Decker, Retired 2/11/82 Deputy Chief Clifton Clevenger, Retired 2/22/82 Asst. Chief Richard Patterson, Retired 2/26/82 Mayor McKane has told Chief Holliday that the twenty-two promotional vacancies including the Assistant Chief vacancy and vacancy in Fire Preven- tion will be addressed after the budget is turned into City Council The Alarm Comparison Report for February 1982 shows a drop of 33% in building fires and a drop of 62% in false alarms compared to February 1981. Three fire personnel were injuried at fires during February, fortunately though none of the incidents were serious. Members of the Lansing Fire Department and Lansing Police Department have met and organized a Water Safety Policy, which has been submitted to the Mayor. Chief Holliday introduced Engineer Sam Hopkins,Post Advisor Post for Explorer Post #421. Engineer Hopkins explained that Explorer ly has thirteen members from ages 14 through 21 years. Thefollowidentembers were present at the Fire Board Meeting: John Cheeny, postMary Rayl, Vice President; Andrea Collinson, Secretary/Treasurer; Chun Uug, Roxanne Nye, and Dianne Applebaum. The Post meets every Monday night at the No. 1 Fire Station. Uniforms for the group were purchased by Fire Lansing Fire Board Official Proceedings - March 4, 1982 Page Five Fighters Local #421. Occupational study plans include: 1. CPR - Certified by the Red Cross (Completed); 2. Basic First Aid - Instructors: Fire Dept. EMTs and Paramedics; 3. Fire Service Instruction (Fire Fighting, Apparatus, etc.). In the near..future.they will be participating in scouting activities as a First Aid Standby Unit. Last year the Post participated in the 4th of July Parade with the Michigan Historical Museum. The Post is willing to perform activities for the Fire Board and Fire Department. The Fire Prevention Bureau investigated eight fires during the month of February. There were four court cases (two involved arson and two false alarms), no warrants, and one probate petition involving fires set at Everett High School. The response area for Platform No. 1 has been altered to include additional areas. Everyone is pleased with this decision, and the area may be expanded in the future. The Platform can respond to any area with authorization from a Deputy Chief in charge of a given fire. Three file cabinets were obtained from the City Warehouse. Additional used office equipment Will be obtained for Prevention as it becomes available. Engine No. 5 was stripped of all equipment on March 1, 1982. The rig was sent to Lance Body Shop in Lansing for repairs. The estimated time for repairs is two weeks. The 5" hose from Engine No. 5 was placed on the Maintenance pickup truck and is ready for use at any fire scene. Engine No. 7 is tentatively scheduled for rust repair work at Almont Fire Apparatus. This is warranty work at no cost to the City. Assistant Chief Larry Smith reported the Alarm Division instructed thirteen senior officers on Master Alarm Boxes. Twenty-seven alarm boxes were removed and twenty-five sold in February. Asst. Chief Smith gave the following report from the Training Division. The subject of ventilation was aired on Channel 28 T.V. Eight senior officers completed the "Fire Ground Commander" class. This course received very favorable comments and shall be given to other officers in the future. Two men remain on sick leave with duty injuries. Everyone was pleased to see Carl Rinckey return to work. Welcome back, Carl'. GENERAL ORDER Commissioner Sheathelm complimented Chief Holliday and Inspector Larry Devlin on presenting an excellent program on Fire Prevention and the Lansing Fire Department at the Eastside Commercial Club on March 4th. They were well received by the group. Commissioner Lynch reported that he attended a hearing on February 23, 1982, with Chief Holliday and Assistant Chief Smith at the State Capitol, House Lansing Fire Board Official Proceedings - March 4, 1982 Page Six Chambers, regarding twelve House Bills introduced by the Special Committee to Study Fire Safety (HCR -48). These bills and others, if passed, would in conjunction with present statutes, satisfy most of the needs outlined in the final report, "Summary of State and Local Fire Related Needs," submitted to the Governor. These bills include a funding mechanism to carry out these mandates through a restricted fire safety fund, financed by the present Fire Insurance Premium Fee and an additional 1% fee on all fire insurance premiums. These bills were developed with the assistance and support of all major fire associations in this state. Eleven of the House Bills are related to safety and the other contains the 1% fee on all fire insurance premiums. If the additional 1% Fee Bill passes, our Fire Prevention Inspectors' time in making inspections will be reimbursed to the City. Chief Holliday recommends the Fire Board to support these bills and seek support from the Mayor and City Council. Commissioner Lynch made the motion that the Fire Board draft a letter of support for these House Bills and direct copies to all individuals involved. Chairman Paulson mentioned the next Public Hearing was scheduled for April 7, 1982, and the Board members could draft the letter making the recommendation at the April lst board meeting. The motion was supported by Commissioner Sheathelm, and passed unanimously. Chief Holliday thanked Chaplain Jim Schalkhauser for handling his duties as Fire Chaplain in a terrific manner. Reverend Schalkhauser has agreed to continue to devote his services to the Lansing Fire Department as Fire Chaplain. Chief Holliday also thanked the Commissioners and members of the Lansing Fire Department for welcoming him warmly and helping him in getting acquainted with his new responsibilities as Fire Chief. OTHER BUSINESS Commissioner Lynch stressed how important it is to get the Assistant Chief's vacancy filled. Chief Holliday replied a letter requesting approval to fill the position was sent to the Mayor. John Lance and Craig Rice expressed concern regarding vacancies and unfilled promotions. Chief Holliday explained directives had been forwarded to the Mayor's Office and hopefully some decisions would be made after the FY 82/83 Budget process was completed. COMMITTEE REPORTS Commissioner Sheathelm, Finance Committee Chairman, reported on the November Monthly Status Report. The Finance Department's Budget Status Report for December of 1981 should be available by January 20, 1982, to be used as a guide in estimating expenditures for the second six months of Fiscal 1982. The Fire Board Finance Committee met on Wednesday, December 16, 1981, to .review the proposed 1982/1983 Budget Request, and the Finance Committee gave their approval. Commissioner Sheathelm presented each Board Member with a copy of the 82/83 Budget Summary Sheets for further review. A discussion followed. Commissioner Sheathelm moved that the 1982/1983 Budget Request be approved. Supported by Commissioner Owen, and passed unanimously. The preliminary budget review with Jan Lazar, Budget Director, will be held on Tuesday, February 2, 1982, at 8:30 a.m. The Mayor's budget review will take place on Thursday, February 25, 1982, at 8:30 a.m. Commissioner Squires, E.M.T. Committee Chairman, indicated that the blood - pressure screening at Lansing City Hall was not held in December. The program will continue in 1982, and start in February and each following month on the third Tuesday from 1:30 p.m. to 4:00 p.m. The 1981 statistics are: Approximately 144 citizens screened per month, with the average of 12 citizens found to have high blood -pressure. Commissioner Squires stated the Ambulance Specifications were finalized and sent to Purchasing to be put out on bid. A new ambulance "Nature of Call Code System" has been rewritten and put into effect. Also, a new schedule for Paramedics has been worked out that will help to reduce the "burnout" problem that exists in No. 1 Station. The Commissioner informed Asst. Chief Smith that she would be getting in touch with him to obtain information from the past two years regarding ambulances stationed at football games. Commissioner Owen, Buildings and Equipment Committee Chairman, reported Fire Station No. 5 at 1821 Todd Avenue was still shutdown due to painting and cleaning, and the finishing date is unknown. Renovations to the basement at the No. 8 Station, 815 Marshall, are scheduled to begin within two weeks for the new Fire Prevention quarters. The Board members will be kept informed of the progress. - 1 - Official Proceedings of the Lansing Fire Board January 7, 1982 - Page Two COMMAND REPORTS Chief Decker reported the hiring freeze on the vacancies is still in effect, and the Fire Department is currently short twelve people. 178 applications remain on hand. The Fire Chief's resignation was delayed per request of Mayor Graves and Fire Board Chairman Paulson to allow more time to hire a new Fire Chief before the position is vacant. The Chief reviewed the Alarm Comparison Report and noted three months had passed with no firefighter injuries. Civilian Stephen VanNote died on December 30, 1981, when exposed to smoke and fire at 2223 Wellesley, and Civilian Evelyn Leisure may die after suffering burns and smoke inhalation from a motorhome fire at 930 West Holmes Road. A total of two fire deaths occurred in 1981. The total alarms in 1981 were 10,472 - down 464 alarms from 1980. Fire Prevention reports four court cases in December and three probate petitions ( 2 false alarms and 1 false fire alarm). Chief Decker stated he has been communicating with the Mayor's Office and Attorney's Office regarding the 61 -minimum manning. As of January 1, 1982, the Suppression Overtime Account #101-339-000-708 had a balance of $17,352.08 for the 56 -Hour Mandatory Overtime, Shift Change Overtime, and 61 -Minimum Manning Overtime. $3,000 is expended every payperiod for the 56 -Hour O.T. The Chief will continue to stay in touch with Council and Mayor McKane. Preparation for the 1981 Annual Report is under way, and should be available in the latter part of February. There are currently seven promotional vacancies that have been sent directly to Mayor McKane for approval. The Mayor has eliminated the Personnel Moratorium Committee and all other administrative committees until further notice. Assistant Chief Patterson presented the December Sick Leave Report. One man, Walter Barnes, is off on duty injury. Citations for Patrick Debnar and the two civilians have been signed and will be awarded in the near future. The Training Division has been conducting Command Officers School in No. 1 Fire Station's Classroom everyday for five days for all Deputy Chiefs and Senior Captains. The instruction strictly covers Fire Ground Tactics. Assistant Chief Smith reports the Alarm Division removed twenty-one street boxes and one radio box in December. The Purchasing Department has sold a total of 35 street boxes in December. These boxes are available for purchase through the Purchasing Department, 119 North Washington Square Annex, lst Floor, for a cost of $27.00. (Take the receipt from Purchasing to the Alarm Division to pick up the unit.) Dispatch - 911 reports no problems, and is functioning well. GENERAL ORDER Commissioner Sheathelm suggested the Mayor's.Office contact the Lansing State Journal about printing an article about the Alarm Box removals. Official Proceedings of the Lansing Fire Board January 7, 1982 - Page Three GENERAL ORDER - Continued Chairman Paulson mentioned the water safety presentation would occur towards the end of this month with the Council, Police and Fire Boards also invited. With concern regarding the 61 -minimum manning, Commissioner Sheathelm wondered whether or not vacations could span a larger period of time rather than the two week period. The Commissioner was informed the union contract mandates twelve people per vacation period, which is two weeks. Commissioner Owen recommended interviewing applicants for the Fire Chief's position begin the week of January 11th. There were eleven applications. Interviewing will be conducted by all Fire Board members who can participate. All members received copies of the resumes which were submitted. Chairman Paulson offered his home for the interviews. Commissioner Sheathelm made the motion to accept Chairman Paulson's offer; supported by Commissioner Squires, and passed unanimously. The interviews will be conducted on the following evenings from 7 p.m. to 9 p.m. with forty-five minutes allowed for each interview: Wednesday, January 13; Thursday, January 14; Tuesday, January 19; and, Thursday, January 21, 1982. Commissioner Sheathelm told the Fire Board members Charlie Benke passed away on Wednesday, January 6th. Charlie resided at 831 North Pennsylvania Avenue and visited No. 6 Station almost daily until it closed June 15, 1977. In 1974, Charlie was made an "Honorary Fireman." The Lansing Fire Depart- ment sent flowers to his funeral services. Engineer Griggs and Fireman Rice presented questions regarding the qualifi- cation list for the Fire Chief's job established by City Council. A dis- cussion followed. Chief Smith, Chaplain Schalkhauser, Dan Poorman of the Lansing State Journal, Lt. Bissell, Lt. LaLonde, Eng. Griggs, Eng. Bissell, Eng. Thomas, Eng. McElroy, Fireman George, Fireman T. A. Shaver, and Fireman G. Cook. The minutes of the previous meeting were amended by Commissioner Sheathelm as follows: Under General Order, Page Three, Paragraph #2, Comm. Sheathelm wants to clarify that he thought vacations spanned a 91 -2 -month period. Chief Decker informed him later the period covered twelve months. There were no other corrections, and the minutes were approved as amended and placed on file. Communications were approved as read and placed on file with copies sent to parties concerned. COMMITTEE REPORTS Finance Committee: Chairman Paulson indicated the FY82/83 Budget Analysis had been received from the office of the Budget Director. The budget hearing with Mayor Terry McKane will take place on February 25, 1982, at 1:30 p.m. Chairman Paulson will be attending the hearing and indicated other board members may also attend. Each commissioner received a com- pleted copy of the 1983 Budget Summary with the first six months actual expenditures and the second six months estimate of expenditures. Chairman Paulson reported the following information for the E.M.T. Committee: Larry Wahl and Thomas L. Shaver have decided to relinquish their Paramedic license January 31, 1982; this drops total of Paramedics to seventeen. Ronald Jenkins is still in Paramedic school at Lansing Community College, and is doing very well. L.C.C. is in their second term of Paramedic students riding along with our Paramedics on Monday mornings and Wednesday afternoons. 'Phis ride -a -long program has proven to be very good experience for the students. A meeting with Dr. Wiegenstein and all the Advanced Life Support Ap encies in the Tri -County area was held at the No. 1 Station Classroom on January 20th. The meeting was held to discuss the new Rules & Regulations that the Michigan Department of Public Health is trying to pass for State Wide E.M.S. Control. The following personnel are attending a Paramedic Refresher Course at L.C.C.: Larry Houghton, Gary Clevenger, Ralph Craft, Jeffrey Austin, Engineer Lynn Bullard, and Engineer Clarence Griggs. Instructor/Coordinator Roy Zigler is enrolled in a refresher course of E.K.G. interpretation and related pharmacology. On Sunday, January 24, 1982, Lt. Zigler gave a Official Proceedings of the Lansing Fire Board February 4, 1982 - Page Two Paramedic demonstration and talk to the Eagles sponsored teenage group, "Thunderbirds." Commissioner Lynch, Personnel Committee Chairman, presented a request from Larry Devlin and Gordon Adsit recommending the award of citations for meritorious service to civilians Terry Nevins and James Brown, who assisted in extinguishing a fire on September 6, 1981, which involved a man that later died. Commissioner Lynch moved that citations be presented to these people. Supported by Commissioner Lewis, and approved unanimously. III Fireman I Phillip Vasilion to Fire Engineer II Official Proceedings of the Lansing Fire Board February 4, 1982 - Paae Three -These promotions meet the criteria outlined in the agreement between the City of Lansing and Local #421 of the International Association of Firefighters (AFL-CIO) dated July 1980/1982. Commissioner Lynch moved the promotions be approved by the Board, and that a letter detailing these promotions be forwarded to Mayor McKane for his approval. Supported by Commissioner Lewis; carried.unanimously. COMMAND REPORTS Assistant Chief Patterson reported Captain Rolland Smithhas submitted a letter of retirement effective February 16, 1982, and Deputy Chief Clifton Clevenger's retirement will be affective February 22, 1982. The Fire Department will have eighteen vacant positions effective February 22, at which time the personnel roster will contain two hundred thirty-eight uniform personnel. The January Sick Leave Report indicated Walter Barnes and Robert Brown are still off-duty. Assistant Chief Patterson gave the Training Division Report. Councilman Lindemann and Lansing Police Sgt. Doug Williams, Commander of the Police Dive Team, met with representatives from the Lansing Fire Department to discuss the Water Safety Program. Police and Fire personnel will parti- cipate in this program together. Deputy Chief McNamara and'Captain Hodges have rode the.new truck at the Capitol City Airport, and discussed our role in airport emergencies. The City Attorney has not answered our request in regards to insurance coverage for that unit if Lansing needed its assistance. Fire Ground Commander classes were conducted at #1 Station twice weekly by Captain Hodges for senior Captains and Deputy Chiefs with training aides of video tapes. All four hospitals have been toured by responding companies. Capt. Hodges and Capt. Hellum attended an Initial Fire Attack Seminar during a weekend at the Michigan State Police Academy at their own expense. All stations were instructed in the use of 5" hose now on #5 Engine. Assistant Chief Patterson indicated that as a result of the recent Union agreement regarding 59 -minimum manning, #2 Ladder will be put out of service with two of those men driving red cars, and the extra man will be put .on #2 Engine. Fire Prevention had eleven call-backs on various cases in January, and was involved in four court cases, one warrant, and three probate petitions. The Alarm Comparison Report between January 1981 and January 1982 shows alarms are currently up: Ambulance runs - up 44, still and fire alarms. - up 41, and building fires - up 2. ].�iise alarms are down eleven from January 1981. There was no estimated loss cciused by arson in January 1982. The year end summary shows the amount of guns declined for the first time in ten years. The per capita loss in 1981 raised to $12.79 compared to $11.86 in 1980, based on population of 127,107. Official Proceedings of the Lansing Fire Board February 4. 1982 - Paae Four Assistant Chief Patterson attended a meeting with Seagraves.. The company is out of bankruptcy; a Wisconsin man has purchased eighty-seven percent of the outstanding stock and intends to acquire the rest. The new owner has wiped the slate clean of the City`s: outstanding debt of $19,200 on #5 Engine. (.The $19,200 was held back and used to refurbish.#3 Ladder.) Assistant Chief Patterson advised the Commissioners the hiring freeze was still in effect. Commissioner Lynch wondered how long the Squrt would be out of service. Asst. Chief Patterson informed him the injectors had leaks and the parts. were on order. Commissioner Lynch recommended #5 Engine be stationed at No. 1 Station until the Squrt was repaired. Assistant Chief Smith gave the following Command Report: Apparatus was moved back into No. 5 Station on January 15, 1982. Dispatcher Michael Christensen has requested return to Suppression. Posting of the Dispatch. position has been sent to all stations and divisions. Ambulance Paramedics were transferred to #5 Station the lst and 2nd of February to initiate a system of rotation on ambulance and firefighting apparatus. This should alleviate the problem of personnel "burn out" and maintain firefighting skills. The Alarm Division removed thirty alarm boxes in January, and a total of thirty-two boxes were sold. The Fire Department Annual Report will go to printing next week. Overtime in Suppression is being monitored closely, and the Mayor and Finance Department are being kept informed. GENERAL ORDER Commissioner Barker was pleased with the recent publicity on the removal of the alarm boxes. She was informed no negative response has been received from the public on their removal. The Commissioner requested information on the Paramedic Division (names of current Paramedic and E.M.T. personnel). Chairman Paulson asked all Board members to review the Budget Analysis and submit their input to him. OTHER BUSTNESS No additional comments were made. Present: Commissioners Paulson, Barker, Lewis, Lynch, Sheathelm and Squires - 6 Excused: Commissioner Kauffman - 1 Also attending this meeting were: Fire Chaplain James Schalkhauser, Chief Mark Holliday, Ass't. Chief Lawrence Smith, Ass't. Chief Lawrence Pung, Fire Marshal Gordon Adsit, Captain Rodney Ray, Nolan Owen, Councilman Tony Benevides, James Squires, and Dondi MacArthur. The minutes of the previous meeting were amended to read six men retired in February not seven. The minutes were approved as amended. The communications were approved and placed on file. Copies were sent to the parties concerned. CHAIRMAN'S REPORT Chairman Paulson introduced the new Assistant Chief, Lawrence Pung. Assistant Chief Pung will be responsible for Suppression -Personnel which includes: rules and regulations, department policies, staffing and transfers of station personnel, sick leave and vacations, personal welfare and clothing, and department supplies. Assistant Chief'Smith's responsibilites in Suppression -Training include: Training Academy, pre -fire planning, communications and public relations, reports and records, ambulance section, and firefighting equipment. The Lansing Fire Department and Board regret to see the retirement of Deputy Chief Richard Grant. Deputy Chief Grant has been a very dedicated man, and he will be missed by all. Chairman Paulson encouraged ideas from the Board members regarding the Fire Department. The 82/83 FY Budget Hearing with the City Council is scheduled for 2:00 p.m. on Wednesday, April 14, 1982, in the City Council Chambers. The Commissioners are invited to attend. Commissioner Barker was appointed as the new Chairman of the Buildings and Equip- ment Committee. She replaces Nolan Owen who recently resigned from the Board as of March 31, 1982. Lansing Fire Board Official Proceedings - April 1, 1982 Page Two CHAIRMAN'S REPORT -CONTINUED Chairman Paulson presented Nolan Owen with a plaque as a small token of appreciation from the Lansing Fire Department, Board of Commissioners, and the Citizens of Lansing. Mr. Owen served as Commissioner from June 1971 through March 1982. The Chairman thanked Mr. Owen for his years of dedicated service. Nolan Owen said he would continue to support the interests of the Fire Department and he had enjoyed serving as a Commissioner. COMMITTEE REPORTS Commissioner Sheathelm, Chairman of the Finance Committee, reported on the February 1982 Monthly Report. During the next four months, expenditures should be made to utilize available funds. Last budget year approximately $255,000 was returned to the General Fund that was primarily unexpended salaries. Commissioner Squires, Chairman of the E.M.T. Committee, had several items to report. Blood -pressure monitoring for Fire personnel will be held during the balance of the year. This activity will be voluntary and no records will be kept. Paramedic refresher course at Lansing General Hospital was completed with all five firefighters passing. This class completes their continuing education requirements for their next relicensing period. Instructor/Coordinator Roy Zigler completed a refresher class in E.K.G. Interpretation at L.C.C. A demonstration of E.M.S. equipment by Midwest Medical Supplies was given at No. 5 Station to our Firefighter/Paramedics on March 10, 1982. The new style 1/2 backboard was a major concern. Instructor/Coordinator spent two twenty-four hour shifts in the station riding Ambulance #41 for the evaluation of our newer E.M.T.'s in the field. Guidance was given and received in certain areas of their patient care. C.P.R. classes for all Fire Department personnel have been scheduled and will continue until all personnel have been trained. Firefighters Larry Wahl and Thomas L. Shaver Have been reli.censed as Paramedics as of March 31, 1982. The number of Paramedics currently in our Department is seventeen. Chief Holliday reported four people are interested in entering Paramedic school this fall. The E.M.T. Committee would like to be on record relative to the manpower levels and so-called "Burn Out" of our Paramedics, etc. Here is an outline of some of the Committee's concerns and possible solutions for consideration. 1.) For several months the manpower level of the paramedics has been sub -standard. 2.) Several comments have been heard relative to the "Burn Out" problems in this area. 3.). Some paramedics have expressed concern relative to the six-year requirement in their service in this particular field, which to some of them is one-fourth of their career with the Lansing Fire Department. POSSIBLE SOLUTIONS: 1.) A concerted effort on the part of administration to encourage participation on the part of the department's personnel in the area of emergency medical treatment. A possible incentive program for those serving in these services. 2.) A determin- ation as to specifics relative to "Burn Out" or possible "Cop Out". 3.) A study relative to reducing the six-year commitment to a four-year term. Lansing Fire Board Official Proceedings - April 1, 1982 Page Three COMMITTEE REPORTS -CONTINUED The E.M.T. Committee is very concerned over the manpower levels and encourages consideration of this matter. The Chairman reported incentive programs were being discussed. Commissioner Squires also read the recommended department policy for E.M.S. vehicles and equipment, which is as follows: 1.) First line ambulances should not attend any special events. 2.) All Educational/Public Relations programs shall be the responsiblity of the Instructor/Coordinator. (Sec. 65, 66, Rules and Regulations of the Lansing Fire Department - approved June, 1981). 3.) Where manpower is available, with the consent of the Instructor/Coordinator and/or the Assistant Chief, a Reserve Vehicle, and/or Equipment, may be sent to a special event. (Sec. 69, Rules and Regulations of the Lansing Fire Department - approved June, 19811. 4.) Exceptions may be granted by the Instructor/Coordinator and/or the Assistant Chief, where the Vehicle will remain in service, remain in its normal response area, have no Equipment removed from it, and have immediate access to major throughway. All exceptions should be cleared through the Instructor/ Coordinator's office at least (48) hours before implementation of the request. Commissioner Squires moved that this policy be approved. The motion was supported by Commissioner Lynch, and it carried unanimously. Chairman Paulson thanked the E.M.T. Committee for their input and asked them to continue to meet and contribute information to Chief Holliday. Fire Prevention moved into their new offices in the basement of #8 Station at 815 Marshall on Monday, March 29, 1982. Notice of an open house on Wednesday, April 21, 1982, at 4:00 to 5:30 p.m., have been sent out. The new ambulance was ordered March 25, 1982 from Wilson's Professional Vehicles, Inc. of Midland, Michigan per bid of $39,282,34. Expected delivery date is 90 to 120 days. Commissioner Jan Squires will be notified when inspection is going to be made. Engine #7 is still at Almont for warranty work. It was to be ready Friday, but when Ray Feldpausch went to pick it up, he noticed some other problems and left the Engine there. Ladder X69 will be out of service next Tuesday, April 6, 1982 to install a new Waterous High Pressure pump with work completed Friday, April 9, 1982. COMMAND REPORTS Chief Holliday stated L.F.D. would have twenty-two vacancies effective April 18, 1982 which includes the following three retirements: Deputy Chief Richard Grant - retiring 4/4/82 Years of Service: 35 years and 2 -months; Captain Duane Hellum - retiring 4/4/82 Years of Service: 27 years and 2 months; Captain Arnold Besonen- retiring 4/18/82 Years of Service: 28 2 years. The number of applications on hand is still 178. The staff meetings in the Chief's office every Tuesday at 8:30 a.m. have been very successful. Fire Prevention responded to eight callbacks in March. As a result of a fire at 519 South Chestnut, an arson suspect was placed in the Mental Health Ward at St. Lawrence Hospital. A tentative hearing for the twelve House Bills introduced by the Special Committee to Study Fire Safety (HCR -48) is set for April 15, 1982. The Chief has requested cost factor information from the State of Michigan. Commissioner Kauffman has submitted his outline of the House Bills. The Mayor has sent the Chief a letter asking for additional information. Assistant Chief Pung told the Board members how privileged he feels to be Assistant Chief. He has served the Fire Department proudly for eighteen years and he looks forward to assuming his new responsibilities as Assistant Chief. Assistant Chief Pung provided details regarding the new Child Passenger Safety Law, which becomes effective April 1, 1982. Emergency rigs are not exempt from this new law. He has requested a legal opinion from the City Attorney. The Lansing Area Safety Council has very graciously allowed the Fire Department the use of three child restraint systems. Commissioner Squires said the child restraint systems were a good idea that should not be discouraged within the department. At this time the Lansing Fire Depattmeftt is complying with the law as written. Assistant Chief Pung indicated hands on training with the Water Safety Program will begin in a couple of weeks with both the Fire and Police Departments partici- pating. River marking is being studied to help in pinpointing a river location when an incident occurs. Walter Barnes is scheduled to return to duty on April 19, 1982 after being off work since December 18, 1981. Assistant Chief Smith gave the following command report. Fire Ground Commander classes have been completed on both shifts. The "Handling Natural Gas Emergencies" class was given to all available senior officers by a Consumers Power representative. Pre -fire planning and Emily Petersen, the Drafting Aide, have moved to the Fire Prevention Bureau, No. 8 Station on March 29, 1982. Thayer Lillie, Chief Dispatcher, intends to have the Fire Department's dispatchers go to the 9-1-1 Center to observe their operation in hope that it will effectively aid in creating a more harmonious intra -departmental working relationship. Dispatch is checking with the E.M.S. Coordinator as to the possibility of dispatchers riding Ambulance 041 whenever time permits. (Thayer or Rodger will be available to rel6ve them.) This opportunity should aid the dispatchers in'learning more about the complexities of ambulance operation, which should aid in an overall smoother operation. Lansing Fire Board Official Proceedings - April 1, 1982 Page Six Chairman Paulson suggested all members of the Board familiarize themselves with 9-1-1. The City is giving some thought to combining 9-1-1 and our Dispatch Division. Alarm Division - During month of March 27 alarm boxes were removed and 25 were sold. Fire Garage - A new hoist was installed on March 15, 1982 in the fire garage capable of lifting 61,900 lbs. The old hoist could only lift 36,000 lbs. and could not lift any of our ladder trucks or Engines #1, #5, and #8. Apparatus was serviced by draining water tanks; using jacks and on the ground after O.S.H.A. gave citation for exceeding the old hoist capacity. All rigs except the Firebird, can be safely hoisted. Suppression - Through the Union Activities Committee, funds were provided for a key box used in Car A. Labor was furnished by Fireman Charles Strahan.and after many hours of meticulous work, he produced a beautiful key box. Commissioner Sheathelm mentioned that the Alarm Division's most time consuming job was not removing the alarm boxes, but removing the wire. He suggested obtaining people to roll up the wire, such as the Explorer Scouts or the individual that is required to do volunteer work as part of his restituion. This idea will be checked into further. GENERAL ORDER Commissioner Sheathelm complimented Fire Marshal Gordon Adsit and his personnel for preparing their new facility so quickly. Mr. Adsit explained how they moved all of their own equipment with assistance from the Maintenance Division equipment and men. A letter of thanks was sent to the City's Administrative Services Department for preparing the offices. Commissioner Lynch told how glad he felt having had an opportunity to serve on the Fire Board with Nolan Owen. Commissioner Lewis expressed his family's deepest appreciation to the Fire Department's ambulance crew for their professionalism on Tuesday, March 30, 1982. His wife was taken from work to emergency hospital. She had nothing but praise on the treatment received from Gary Clevenger and Ronald Jenkins. Commissioner Lewis told Nolan Owen it had been nice working with him. Commissioner Barker stated she didn't realize the fire stations sold bicycle licenses and she wanted to know what becomes of the revenue from it. The Chief told her that the licensing through the stations was written in the City Ordinance and the money is turned into the General Fund. The bicycle licenses are renewable every three years. The stations are conveniently located in the community for the children, and it creates good public relations with the kids. Commissioner Barker was pleased to read in the Annual Report the 3 to 5 year objective to implement a physical fitness program. Chief Holliday stated the Training Academy would be opened up to volleyball, basketball, etc., in hopes Lansing Fire Board Official Proceedings - April 1, 1982 Page Seven to make the programs pleasurable while accomplishing fitness goals. The vehicles stored at the Academy are in the process of being removed. OTHER BUSINESS Commissioner Sheathelm complimented Dianna Emerson, the Administrative Assistant, on coordinating a very professional Annual Report. (Dianna thanks Raquel Montalvo for her assistance and the divisions for providing statistics and other pertinent information.) Commissioner Squires thanked Gordon Adsit, Fire Marshal for his hospitality. Chief Holliday commended the Fire Prevention personnel on the move to their new offices. The Tri -County Chiefs' meeting was held there on March 25, 1982. The Chief and Fire Marshal have been meeting with the City Attorney on adopting the Uniform Fire Code. The Chief wants the Alarm Superintendent and Fire Marshal to set up a criteria and fee for the installation of master alarm boxes. COMMENTS BY GUESTS Tony Benevides, 3rd Ward Councilman, was introduced, and he said he was impressed with the Board meeting. He recommended that the Fire Department forward copies of letters of appreciation to City Council. Reverend Schalkhauser stated he would be distributing a personal letter to all fire personnel and their families offering his services as a counseller. All counselling will be confidential, and if he can't aid the individual.<s), he will refer the people to the proper individuals. The counselling can be for marital problems, job related problems, drugs, alcohol, anything. He welcomes ideas for programs to meet the personal needs of the employees and their families. Every member of the Board approved the Fire Chaplain's request and thanked him for his generosity. The Mayor's office is presenting a program on "Quality Work Life" at the Lansing Civic Center on April 14, 1982 at 10:00 a.m. to 12:00. noon. The Chief and two Assistant Chiefs will be attending this program. Also union representatives have been invited. Former Commissioner Owen gave a farewell speech to the Board Members and the Chief. CHAIRMAN'S REPORT Chairman Richard Paulson informed everyone present that Commissioner Russell Sheathelm has been progressing well after his surgery and he is expected to return home sometime next week from Sparrow Hospital. Off-duty fire personnel will be manning a Fish Bowl for MDA during the three days of Riverfest '82 at Riverfront Park. Chairman Paulson suggested the Lansing Fire Department consider the possi- bility of selling the old Trauma Unit for a very minimal amount. Dr. Oxer of Ingham Medical Community Mental Health might be interested in utilizing the unit to transfer mental patients. Also, Lansing Community College may be interested in acquiring the unit. The Chairman asked each Commissioner to review the letter received from Councilman Patrick.E. Lindemann, Chairman of the Public Properties and Safety Committee, regarding the $80 charge for ambulance service to persons covered by insurance,or Medicine/Medicaid. The Fire Board will be requested to submit a presentation to that Committee sometime in October. Lansing Fire Board Page Two Official Proceedings - September 2, 1982 COMMITTEE REPORTS Chief Mark Holliday reported the following information for the Finance Committee. The FY 82/83 Budget indicated we could only purchase seven portable radios, but due to favorable bids received on August 17, 1982, there are sufficient funds to purchase thirteen units plus two Scott Air Interface Kits. The Chief reported that a request has been made to the Board of Water and Light to change the electrical rate from a 3 to a 4 rate. The rate change would be in effect for a minimum of one year with an estimated savings of $1,000 per year. Commissioner Jeanne Barker, Chairman of the Buildings and Equipment Committee, submitted this report. All, ladders, with the exception of Reserve #6 Ladder, are back in service after the testing by the National Testing Company. #6 will not be returning to service. Engine #3 will be in Almont for another two weeks. The new ambulance will arrive in two weeks. Lt. Zigler and Rich Ryals of.the Central Garage assisted in driving the unit back from Florida. The unit is currently in Midland for the finishing touches. #5 Fire Station is in the process of changing its boiler. Commissioner Lance Lynch, Chairman of the Personnel Committee, moved that the Fire Board give full support of the promotion of William Besley to Assistant Chief. Supported by Commissioner Barker. Carried -unanimously. Commissioner Lynch reported the 240 -hour firefighter training began on Monday, August 30,.1982. Ten of our new recruits are being trained along with two people from outside departments. On September 20, 1982, another new recruit, Carl Yarsevich, will be hired. Verbal approval has been received from Ronald DeMaagd, the Mayor's Executive Assistant, to promote ,one Captain, one Lieutenant,and one Engineer due to William Besley's promotion. And tentative approval has been received to promote an Engineer due to the retirement of Engineer Kyle Eveleth on September 14, 1982. COMMAND REPORTS Chief Holliday reported thepersonnel level is at full complement with_ 243 people. The applicant file has been reduced to 50 names of individuals who responded to our recent letter. The Personnel Department currently does not have a testing.procedure for any additional firefighter applicants. No new applications are being accepted until a test procedure is established. The Lansing Fire Department received full restitution in the amount of $1,0.00 concerning a false fire alarm on October 19, 1980. The Alarm Comparison Report indicates there were only eight false box alarms in August, 1982, compared to 33 false box alarms in August, 1981. Fire Prevention had twelve callbacks in August. Three involved possible arson and three involved children playing with matches. They also had one court case and one warrant issued. Lansing Fire Board. Page Three Official Proceedings September 2, 1982 COMMAND REPORTS - Continued In conjunction with the Third Annual Michigan Firemen's Memorial Festival to be held Saturday, September 18, 1982, at the D.N.R. Airport in Roscommon County, the Fire Fighters Local 421 donated a"fire alarm box to be installed at the memorial site. The box was given to Assistant Fire Chief Barney Calka of the Sterling Heights Fire Department on Friday, August 13, 1982. The following people made the presentation: Mayor Terry J.-McKane, Chief Mark R. Holliday, Asst. Chief Lawrence F. Pung, Local 421 President Rolland R. Case, and Fire Board Chairman Richard E. Paulson. Assistant Chief Pung conducted a press conference with Channel 10 News on Tuesday, August 31, 1982, with Fireman Roberto Urrabazo, head of the Food Drive Committee. Information was also disbursed to other local media agencies. All fire stations are drop-off points for the Food Drive. The Chief referred to a recent article in the July, 1982, Arson News, regarding "Recent Court Decisions." Page 10 of the article refers to a case involving Susan Farnsley. Assistant Chief William Besley stated three people are being sent to the. Fire Ground Commander School on October 2 and 3, 1982, in Farmington Hills. It is hoped that four people can attend the Hazardous Materials Classes at the National Fire Academy in Maryland around the first of the year. Asst. Chief Besley attended a meeting with the Personnel Department pertaining to a Spanish Class for fire personnel. The details are being worked out. Asst. Chief Besley reported that the Fire Department assisted in flushing out the Brenke Fish Ladder. He also mentioned that Chairman Paulson was going to be the Master of Ceremonies for the Annual Retirement Party. Assistant Chief Lawrence Pung gave the-sick-repo.rt-.� Duane Hastings has applied for duty disability retirement. He is currently undergoing evaluation with the doctor. Robert Kelly will return on September 5, 1982. Asst. Chief Pung reported on the property appraisal received on the properties located on Miller Road and South Waverly Road. RE: Act 285 referenced in the August 5th Board Minutes on Page One. Both properties are valued at $42,000.00 each. The Property Management Division is writing up an exchange agreement that will be reviewed by the City Attorney. Asst. Chief Piing attending a meeting with the Personnel Department along with Chief Holliday, Reverend Schalkhauser, Rolland Case, and Paul Hufnagel regarding the C.A.R.E.S. program the City is going to initiate. The program is similiar to the Employees Assistance Program being conducted by Reverend Schalkhauser. Chief Holliday and Asst. Chief Pung attended'a Chiefs' Conference in Grand Haven.on Thursday, August 26, 1982. Meetings were held with Larry Theisen of the Finance Department regarding the upcoming FY 83/84 Budget and the Suppression Overtime Account. GENERAL ORDER Commissioner Barker congratulated Asst. Chief Besley on his new promotion. Commissioner Zemer stated that he was happy to see the City of Lansing becoming involved with the C.A.R.E.S. program. The Board of Water and Light has had success with the program. OTHER BUSINESS Reverend Schalkhauser commented on the C.A.R.E.S. program. Chief Holliday asked Commissioner Kauffman to assist in the planning of a computer program for Office #2. Lansing Fire Board Chairman Paulson and Mayor Terry McKane introduced the following firemen and civilians for presentations of Awards for Meritorious Service. The Fire Board of the City of Lansing, Michigan awards citations for Meritorious Service to Firemen Gary Burnett, David Morris, and Thomas Roush as a tribute for action exceeding the call of regular duty. On April 11, 1982, these firefighters battled smoke and intense heat to rescue two children during a fire at 327 West Willow after gaining entrance through an upstairs window. The Citizens of Lansing appreciate their heroic efforts, although unfortunately, the young children passed away later that day. The Lansing Fire Board of the City of Lansing, Michigan awards citations for Meritorious Service to Civilians James Brown and Terry Nevins. On September 6, 1981, at 1614 hours, a fire occurred at 3333 Kilberry where neighbors'James Brown and Terry Nevins attempted to save the life of Jackson William Armstrong who received,extensive burns over 95% of his body. Disregarding their own safety, both men approached the victim who was fully engulfed in flames, extinguished the fire, and treated him for burns and shock. In spite of their efforts, Mr. Armstrong passed away on September 17, 1981, but the Citizens of the City of Lansing appreciate their heroic actions. The Lansing Fire Board of the City of Lansing, Michigan awards a citation for Meritorious Service to Civilian Robert Mickschl. On Monday, February 15, 1982, while fishing at 100 Island Street, Robert Mickschl of 221 East State Road rescued his friend, Russell Burt of 301 South Clemens, from drowning after Mr. Burt stepped into a deep spot. The Citizens of Lansing appreciate Mr. Mickschl's heroic action. - 1 - Lansing Fire Board Official Proceedings - May 6, 1982 Page Two Chief Mark Holliday and Chairman Richard Paulson presented Mayor McKane with a fire coat, fire helmet, and fire boots. Mayor McKane thanked them for the clothing and expressed his appreciation for the outstanding service given by the Lansing Fire Department Personnel, Administration, and the Lansing Fire Board. He is extremely proud of the Department as it is one of the finest in the country. CHAIRMAN'S REPORT Chairman Paulson distributed copies of the Rules of Administrative Procedure for the Lansing Fire Board (effective July 1, 1977) and copies of the list for the Lansing Fire Department's Radio Unit Numbers. Chairman Paulson informed everyone present that the L.F.D. will be holding a Memorial Service on Saturday, May 29, 1982, at 11:30 a.m., to be held at the grave of the unknown fireman (Lot 110 Section C) at the Mt. Hope Cemetery. And Chairman Paulson introduced the following resolution contributed by Fire Chaplain James Schalkhauer and himself. The LANSING FIRE BOARD HEREBY RESOLVES THAT the members of the Lansing Fire Department and the Citizens of the City of Lansing, Michigan remember those who have paid the supreme act of giving their life to save the lives or property of their fellow citizens. We should also pray for and extend our most sincere sympathy to their friends and families. We should be continually mindful that the greatest love anyone can show is to give their life that another might live. In this sense let it be realized that the act which took the lives of our beloved Firefighters was not the sole act responsible for their deaths. Their lives were given to their fellow citizens when they answered their first alarm. Lansing Fire Board Official Proceedings - May 6, 1982 Page Three Chairman Paulson said he sent a letter to the Box 23 Associates expressing thanks for the delicious shrimp dinner held on May 4, 1982. The members that attended thoroughly enjoyed both the excellent meal and the warm fellowship provided by the members of the Box 23 Associates. It also' served to acquaint some of the commissioners with the valuable service they provide to the firefighters. Chairman Paulson indicated to Commissioner Kauffman, Chairman .of the Planning Committee, that they should be compiling some information on women in the Fire Department. Commissioner Kauffman stated he has obtained information from the Tampa Fire Department, and he will be contacting Chief Holliday. COMMITTEE REPORTS Commissioner Sheathelm, Finance Committee Chairman, reported on the April Monthly Report. Commissioner Squires, E.M.T. Committee Chairman, gave the following report. Roy Zigler devoted considerable time in April to C.P.R. Classes for all fire personnel; the first half of the course is completed and the second half (practical application) started. Lt. Zigler attended a two day seminar at the State Police Academy entitled "E.M.S. Management in Fire Service," Everett High School's Career Day, and a four day seminar at the Higgins Lake Conference Center. The blood pressure screening held at Lansing City Hall on April 20, 1982, turned up the following results: 56% Normal, 8% Normal on Treatment, 22% Borderline, 10% Borderline on Treatment, 2% High, and 2% High on Treatment; a total of 115 people were screened. Commissioner Lynch, Personnel Committee Chairman, reported that Union Contract negotiations had begun and that Chief Holliday would be involved in the non- economic portion. Deputy Chief Clarence Peterson's retirement on April 9th made the total number of retirements in April - 4 men. There are currently twenty-three vacancies in the Department. The Fire Administration is hoping to receive approval to hire six new recruits. The Administrative Office is also waiting for written approval from the Mayor's Office to make the following promotions: 2 Deputy Chiefs, 2 Captains, 2 Lieutenants, and 1 Engineer. The following three men were finally promoted: Charles Zerkle to Deputy Chief, Rolland'Case to Captain, and LaVerne Foess to Captain. Two actions of written discipline occurred within the past couple of weeks. Both were cases of reporting late for duty. The action included 24-hour suspension for each man and they were each placed on one year probation. COMMAND REPORTS Chief Holliday mentioned the following people have been scheduled to speak to members of the Lansing Fire Department at informal meetings. The legal aspects of fire crimes and courtroom procedures will be discussed. Each of these meetings will be held in the Board Room at the No. 1 Fire Station. Kallman, Judge Ingham County Circuit Court Chief Holliday discussed men on the department receiving traffic citations while on duty, and referred to the Lansing Fire Board Proceedings of May 5, 1977: "Marvin Stump thanked the Board for their support in the settlement of his traffic ticket. He stated that in this last appearance before the Board, that they told him they would put in writing they would back personnel involved in accidents while on duty and that so far, nothing has been posted in the stations to that effect. Commissioner Canady told him it was a matter of policy of the Board to always defend personnel involved in accidents while on duty. The Chairman stated that let the Minutes show "If a person in .the department is involved in a traffic accident, the Board will see that he is defended." Also, on May 3, 1982, another communication was circulated to all stations and divisions regarding traffic citations: In the event an employee receives a citation in the City of Lansing while operating fire department equipment in the line of duty, and does not feel that the traffic citation was warranted or proper, contact my office and we in turn will notify the City Attorney's office with a request that they review the citation and dismiss it. Traffic citations for flagrant acts are excluded. Chief Holliday has requested assistance from the Parks & Recreation Department in mowing grass at the fire stations, especially No. 8 and No. 10. Chief Holliday said Asst. Chief Pung has been busy updating all of the applica- tions for employment on hand, and he is rewriting the hiring policy, which will be based on qualifications only. The policy will be submitted to the Human Relations Director, Richard Letts, asking for his input, and to the Fire Board for their input. There are currently 178 applications on hand that go back approximately five years. We are currently waiting to put through seven promotions; each of the men have passed their promotional physicals. And a request has been made for permission to hire six recruits. The training costs,for FY 81/82 have been updated. The Chief reported that Fire Prevention had six callbacks during April. Several of the cases still remain open. There were no court cases in April, two warrants (Paul McKay for false alarm at 619 West Madison; Patricia Ann Button for arson at 621 Cherry), and two probate petitions (Anthony Frison for a false alarm at Pattengill Jr. High; James Lewis - mental petition signed by Judge Owens). Patricia Button was released from a mental institu- tion one year ago; they are trying to obtain a mental petition on her. Notice #16 has been reduced dramatically on the "10" Communication's Code. Channel 2 will be utilized more, and radio courtesy is also mentioned in the memo. The 1972 Board adoption of the Fire Department's Affirmative Action Plan need updating and copies will be forwarded to them for reviewing. Lansing Fire B.oazd Page Five Official Proceedings - May 6, 1982 On Friday, April 30, 1982, Chief Holliday, Assistant Chief Larry Smith, and Assistant Chief Larry Pung met with the Ann Arbor Fire Department. While they were there they had an opportunity to meet with a female fire- fighter, Mindy Kerr. They felt it was very beneficial to speak with her and they have invited her. to sit in on interviews with female applicants. Commissioners Barker and Squires were both opposed to having her involved in any interviews; they stressed the women applicants should not be treated any differently than the men applicants. Chief Holliday replied he thought her presence might be helpful to any woman considering employment with the department - Ms. Kerr could answer questions the women might be wondering about. But in actuality, once a woman was hired, there would not be any special preparations for her within the department. Effective Friday, May 7, 1982 at 1800 hours, the Lansing Police Helicopters, Air 80 and 81, are equipped with a Fire Department radio that will be utilized for emergencies only. Both helicopter units may be contacted on Channel #2 when they are in service. The Chief mentioned the Fire Prevention's "Match Program" that Inspector Larry Devlin has been involved with. Dawn McFarland, mother of a young boy that has participated in the program, has sent a letter expressing her family's gratitude for the help and kindness shown in instructing the boy in the proper use of fire. Assistant Chief Pung gave the following reports. The Alarm Division removed and sold thirty alarm boxes. Personnel from our Dispatch and 911 have observed each others dispatching operations; results have been excellent with notable attitude changes for the better. The drill tower at Training has been used by fire personnel for physical fitness. Unit #80 (Van) placed in May 8th public auction. All stations have been equipped with a hose inflator, three life vests (personal flotation devices), and two throw bags. Personnel are receiving training in the use of the hose inflators. Sgt. Black and Lieutenant Shultz. -conducted a Hazardous Material P.I.N. Class for officers on duty. (P.I.N. means Product Identification Number.) Binoculars have been placed in both Deputy Chief cars. Engine #1 is at Bud Kouts for warranty rust repair. Next week Engine #3 is going to Almont at,Fire Trucks, Inc. for body restoration, pump .replacement, and a deck gun. Ladder #6.is receiving a new upper water tank and preven- tative maintenance service, and should be back in service on May 7, 1982. Engine #6 will be getting a new water tank; both the interior and exterior will be coated with special paint. The clutch and pressure plate are being replaced in #10 Engine. All of these rigs are now out of service with the garage personnel working overtime every night to put these equipment back into service. There are no reserve pumpers, when one breaks down, the garage works on it until it's repaired. Only old #1 Ladder and Squad #3 in reserve. The Training Division will be conducting water rescue training with the Lansing Police Department. These sessions will incorporate Fire and Police personnel, equipment, and methods as a cooperative effort. Captain Wilkins has been off with a twisted ankle; Engineers Dorn and Jensen are suffering from back related injuries. Tom Jensen is scheduled for back Lansing Fire Bnard Official Proceedings - May 6, 1982 Page Six surgery on May 17th. Bob Brown has received additional knee surgery. Lt. Barnes is back to work after being off since December 18, 1981. Engineer Clarence Griggs has been attending school through the State for Fire Certification and he is doing well. As of Monday, May 3, 1982, he was -qualified for the lateral transfer to Inspector II as per the current union contract. GENERAL ORDER Commissioner Sheathelm reported the Fire Prevention Open House on April 21st was a great success. Firemen Roush and Morris attended the funeral for the Fire Chief in Hamilton; they went on their own time, but L.F.D. provided the transportation. Nothing definite has been done for setting up an Honor Guard. On April 24, 1982, Chief Holliday, Asst. Chief Pung, Commissioner Paulson, and Commissioner Sheathelm attended the City Council Budget Hearing, and it went very well. Chief Holliday expressed his appreciation for the Fire Board's involvement, it was very beneficial. Commissioner Barker said she is devastated that we currently have twenty- three vacancies. Chief Holliday informed her that duty injuries were used as part of the impact in both the budget hearings with the Mayor and City Council. These vacancies certainly have affected the minimum manning and caused excessive use in the overtime account. Commissioner Barker appreciates receiving the weekly Council Proceedings. She has been reviewing them; they are very helpful. Commissioner Barker asked the other Board members to consider changing the time of the Board meetings to 5:30 p.m. The Police Board will be meeting at 5:30 p.m. beginning with their June meeting for a six month trial period. This item was tabled for discussion at the June 3rd meeting. Commissioner Lynch wants the Fire Board to submit a formal request for six permanent parking positions outside the #1 Fire Station on East Shiawassee. Chairman Paulson will draft a letter on this subject. The loud air conditioner -that was recently placed in Dispatch was discussed. Commissioner Lewis reported that he was at the scene of the Oldsmobile shooting incident. The Lansing Fire Department personnel worked under very adverse conditions with the highest degree of professionalism. These men were at the scene: Phillip Vasilion, Ralph Craft, Russell Thocker, Kenneth Jones, Randall Johnson, Robert Burghdoff, Roberto Urrabazo, and Victor Rairigh. Thank you men for a job well done! Commissioner Squires said Ray Feldpausch, the Garage Superintendent, should be commended -on working with DuPont in researching for a paint method that will extend the life of our fire apparatus. Mr. Feldpausch has always been most helpful .in assisting the Fire Department. Lansing Fire Board Official Proceedings.- May 6, 1982 Page.Seven Commissioner Paulson recommended that the Board Meetings be held at a different station at the beginning of each quarter. The annual meeting will be held in July, and at the June meeting a decision for that meeting location will be made. Chairman Paulson will be drafting a letter to the Mayor and City Council on their proposal to charge an ambulance service fee. The Fire Board agreed unanimously that they were against the fee. Chairman Paulson announced that a Scout Fair will be held at Riverfront Park on May 22, 1982 between 10 a.m. to 7 p.m. Four off-duty personnel from the Lansing Fire Department have volunteered their services for that day. Chairman Pauslon read a letter from the City of East Lansing Fire Chief, Jack Gregg, expressing appreciation for the mutual aid provided to them by the Lansing Fire Department at the apartment building fire at 1050 Waters Edge on April 30, 1982. The Chief was asked to check into liability insurance on the Board members. Assistant Chief Pung mentioned that Auto Owner's Insurance has made available at no cost until July 1, 1982, insurance on the new airport rig when and if it is utilized within the City of Lansing limits. A quotation will be submitted for providing for the cost of insurance for the FY 82-83 prior to July lst. COMMITTEE REPORTS Finance Committee Report - The Lansing City Council approved the final budget on Monday, May 17, 1982, and the Administrative Office is waiting to receive the official copy. The overtime for the Suppress -ion Division has: been quite heavy due to maintaining minimum manning. Every account is being monitored very closely, and a few purchases will be made to expend available funds in some of the accounts. Assistant Chief Pung gave the E.M.S. Report: Lt. Zigler devoted the month of May to C.P.R. Classes at No. 8 and No. 10 Stations. The Emergency Medical Technician Course has been written and approved by the Midhigan Department of Public Health. This course will be used for the new recruits. And the Instructor/Coordinator attended the Annual Safety Patrol Picnic at Frances Park for first-aid coverage. Commissioner Lynch gave the Personnel Committee Report. He informed the Fire Board members. that the Internal Audit Division recently performed a• sick leave audit on the Lansing Fire Department employees -to see if any improvements could be made and the Administrative Office has.received the final report. The Adminstrative Office is requesting.that the Mayor's. Office approve retaining the Maintenance Assistant's position. The Fire Department has received authorization to hire six recruits. The positions were posted to City of Lansing employees with 52 signing the posting, and 25 out of the 52 qualified for the agility test that will be given on Wednesday, June 9th. The Mayor's Office has given verbal approval to promote an Engineer due to the retirement of Richard E. Bowers on June 1, 1982 after 27 years of service. Engineer Bowers was a very dedicated, hard working man, and he will be missed by all. Lansing Fire Board Page Two Official Proceedings - June 3, 1982 Commissioner Lynch.mentioned some of the letters that were included in each Commissioner's packet: Commissioner Paulson's•letter to the Mayor and Council President Lucile Belen against an ambulance service charge, a personal letter from Commissioner Paulson regarding the FY 82/83 Budget, a letter addressing the parking situtation at No. 1 Fire Station, and letters on the Maintenance III position. COMMAND REPORTS Chief Holliday indicated that approximately twenty-five people would be run through the agility test and at least one woman would be involved. These people are City of Lansing employees. The layoff situation at City Hall has been frozen due to legal problems. Assistant Chief Pung is still up- dating the outside applications. The Chief was pleased to report that building fires for the month of May were down from the previous year, as were false box alarms and false radio box alarms. The false telephone alarms through 911 were up considerably. Chief Holliday is also very pleased with the arson investigations performed by the Fire Prevention Bureau. There were eleven callbacks in May, four court cases, one warrant, and two probate petitions. Through District Court, Paul McKay, was sentenced to 48 hours of volunteer work with the Lansing Fire Department for turning in a false alarm. On May 28, 1982, the Fire Marshal, Gordon Adsit, was involved in a special incident that involved the disposal of sixty sticks of dynamite at 324 East South Street. Assistant Chief Pung reported that the Training Division had been meeting with the Board of Water and Light in coordinating procedures for pole top manhole rescues. Engine #1 will possibly be back next week - the front axle was replaced. Engine #3 is still at Almont. The Fire Department had four pieces of equipment in the Memorial Day Parade on Saturday, May 29th. Lt. Sawdy and Engineer Leadbitter operated the antique Model T Ford in the parade on their day off, and Local X6421 donated candy to be thrown. After the parade,the Lansing Fire Department held a memorial service at the Mount Hope Cemetery at the grave of the unknown fireman. Local #421 is discussing donating a.display, case to be built at the No. 1 Fire Station; it will con- tain several antiques and other items pertaining to the Fire Department. Fire Marshal Gordon Adsit recently attended the 1982 N.F.P.A. Annual'Meeting and Fire Safety Exhibit in San Francisco, California. The staff meetings with Kim Eddie, Assistant Chief Prosecutor, and Judge James T. Kallman were very successful. On June 8th the members of the Fire Department will be meeting with.Attorney Tom Rasmusson. The sick leave report was reviewed. Commissioner Barker stressed concern in regard to the number of duty injuries. A discussion followed. GENERAL ORDER Chief Holliday has had input into non -economic items in the union negotia- tions-. Everyone is pleased with the Chief Negotiator. The National Fire Protection study indicates the national conviction rate averages 25% --- the City of Lansing Fire Department has a 66% conviction range. The list for construction companies that will assist with high reaching equip- ment during a multiple alarm will be updated. A letter of thanks was sent to the Reverend Patterson and Carolyn Smith, a Lansing Police Department Explorer Scout, for the Black Recognition Day to area firefighters and policemen. Eight off-duty personnel attended from the Lansing Fire Department. Morning church services were Held at the Union Missionary Baptist Church on 1020 West Hillsdale with a picnic and softball game later on at Frances Park. This event may become an annual affair. The Chief issued one reprimand in May. Chief Holliday stated he has verbally reaffirmed the policy to respond outside the City Limits for the Board of Water and Light when their employees need emergency assistance. Glenn Daiss, Supt. of the Alarm Division, has been requested to store ten alarm boxes in the Maintenance Division for historical purposes. One will be placed in the Chief's office, one in the Board Conference Room, and possibly one at the grave of the unknown fireman. An alarm box is already on loan to the Impression Five Museum. Dr. Ed Oxer of Community Mental Health has been requesting a contract with the Lansing Fire Department .for ambulance service in transporting mental patients to St. Lawrence Hospital. They are willing to pay only $20 per run. The Chief has denied their request due to the problems that may occur with the patients, the $20 fee, and its interference with regular emergency runs. They would probably have 300 responses each year. A discussion followed. Commissioner Kauffman moved that the Chief be supported in his decision to deny service to Community Mental Health. Supported by Commissioner Barker, and passed unanimously. Commissioner Barker's request to reschedule the Board meetings at an earlier time was discussed. It was decided that the Board meetings would continue to start at 7:30 p.m. At the annual meeting on July 1, 1982, Commissioner Paulson will conduct an election for Chairman and Vice Chairman, and assignments to committees will be made. COMMITTEE REPORTS Commissioner Kauffman, Chairman of the Planning Committee read a report Lansing Fire Board Official Proceedings — July 1, 1982 Page Two Assistant Chief Pung added we had approximately four women applicants for the Lansing Fire Department. Commissioner Squires, Chairman of the E.M.T. Committee expressed her personal experiences of May 28, 1982 where she and her husband rode the ambulance. There was a 52 year old lady who fell off her bike and had a possible broken hip and her main concern was the cost of the service. "How do I pay for this?" Another incident occurred on the corner of Waverly and Grand River and she observed a number of police officers at the scene, but our men had complete charge of the situation. She extended her appreciation to the two men on duty that day. Commissioner Squires also invited the Board to see the new Ambulance Type III which is to be shown Tuesday, July 6, 1982. Assistant Chief Pung reported on the incident at No. 7 Station where at approx- imately 2:41 a.m. a car struck the building. The frame of the overhead door. received extensive damage, but not the door. No one was in the station at the time, as the crew was out on an ambulance assist. Administrative Services, Maintenance and the insurance people temporarily repaired the damage that same day, and Engine #7 was back in service at 5:00 p.m. A police report was made out and the fire company was temporarily housed at No. 1 Station. Commissioner Lynch, Chairman of the Personnel Committee, reported that Fireman James Stampski be promoted to Engineer on June 13, 1982, filling vacancy created by the retirement of Engineer Richard Bowers. Also Fireman Richard Lewis is scheduled to be promoted to Engineer to fill Engineer Clarence Griggs position. Commissioner Kauffman moved the promotions be approved and Commissioner Barker seconded it. The Mayor's office has authorized the hiring of eight new recruits. There was a posting of these positions to, all City employees. Twelve individuals were given the agility test and eight successfully completed it. These eight along with thirteen previously tested applicants were interviewed. Scores were compiled and an Eligible Hirees List was established. The seven top scores on the list were selected, one Police Officer was selected because of a scheduled lay- off in the Police Department. The selected individuals are presently being processed for hiring with a target starting date (July 11, 1982). With the exception of the Police -Officer, all hirees are Paramedics or state certified E.M.T.s, and we intend to employ these strictly as ambulance personnel while the one individual receives his E.M.T. training. At that point all recruits will receive training in the various phases of firefighting. Commissioner Lynch also commented on the hiring procedures. A compliment was given to the new Administratic who has set up new guidelines, procedures and a point system. Scores were based upon education, experience, agility test, application date, and 50% given for the interview. Commissioner Paulson concurred on the excellent guidelines that were used for hiring and stated that both Personnel and Human Relations were involved. Assistant Chief Pung told members that the same people interviewed all applicants with each candidate given 45 minutes for the interview. Persons involved in the Lansing Fire Board Official Proceedings - July 1, 1982 Page Three interviews were Assistant Chiefs Pung and Smith, James Ballard, Union Steward, Katherine Draper, and Toni Glascoe from Personnel observed these proceedings for two days. COMMAND REPORTS Assistant Chief Smith reported that Deputy Chief Meaton has requested to bt_! placed on pension effective July 6, 1982 having completed 35 years of service. Necessary promotions will be made to fill the openings. Also effective June 27, 1982 Engineer Clarence Griggs was laterally transferred to Fire Prevention to fill the vacancy when Chief Holliday was appointed. E.M.T. Ronald Jenkins graduated from the Paramedic Course on June 18, 1982 at Lansing Community College. Commissioner Paulson, Assistant Chief Smith and Instructor/Coordinator Zigler attended the ceremonies. Congratulations were extended to Ronald Jenkins and his family. The six month Alarm Comparison was presented by Assistant Chief Smith who stated that ambulance alarms were up 116 for the first six months of this year, still and fire alarms increased by 39 and building fires were down by 4. False box alarms were down by 83, false telephone alarms through 9-1-1 were down 13, and false radio box alarms down by 12. On June 19, 1982 Vonnashay Denise Holten, age two was fatally injured by smoke inhalation in a fire at 612k W. Lapeer.. Eugene Diamond, age 4 was fatally injured by smoke inhalation in the same fire. Also Fireman Russell Thocker, burned his right hand and wrist in a fire at 3658 Delta River Drive. On cardio pulmonary resusitations (difference due to n.ew recordkeeping methods), Commissioner Lynch commented that must mean that they must be certified by the Michigan Heart Association. Assistant Chief Smith will report back at the next meeting with a clarification. The lay-off situation remains frozen City -Wide due to legal problems. Saturday, July 3, 1982, fire apparatus and 421 Explorer Scouts will participate in the. Parade at 10:30 a.m. Assistant Chief Pung reported on the Training Division, stating that river rescue training with the Lansing Police Department had been cancelled by Sargent Doug Williams and rescheduled for July. The Training Division thanks all other divisions and personnel who helped .conduct the agility test. Agility test for 25 candidates were scheduled for June 9, 1982. Fourteen show -ups, four failed submergence test and eight completed all phases. The._ Aerial Testing contract has been awarded to National Testing. They will be testing all of our Ladder Trucks, and our Firebird in late July or first of August. Training is involved in foam school, 3% foam being replaced with A.F.F.F. which is a non -corrosive substance. Also completing poletop and manhole procedures. The Alarm Division removed 30 boxes. An ordinance change requiring a charge for master boxes to be on our system is ready for an opinion from the City Attorney. Lansing Fire Board Official Proceedings - July 1, 1982 Page Four Work has slowed in this division because of vacations and the possible loss of a position. #1 Engine was returned to service after the installation of a heavier front axle and springs. New water tanks for #10 and #2 Engines are being ordered. Extensive repair and refurbishing to #8 Ladder is underway. #4 Engine is scheduled to be refurbished by Daleiden's, who made the lowest bid. #3 Engine is progressing at Almont. F.ire.'Prevention had nine fire investigations last month, four were caused by arson. The Sick Leave report was reviewed. Commissioner Zemer reported on manhole and poletop rescue procedures. An excellent job, great acoustics. Phase -III program on hold because of budget. GENERAL ORDER Commissioner Squires talked about the Memorial Service and that Explorer Post 421 looked very nice and proud in their uniform. OTHER BUSINESS Commissioner Paulson discussed the proposed ambulance service charge. A letter was sent to the Mayor and Council expressing the Board's opposition to a charge. Chairman Paulson and Commissioner Lynch scheduled a meeting with Ronald DeMaagd, Executive Assistant to Mayor, which was postponed because of negotiations, a later meeting is scheduled. Chairman Paulson, told members that Finance had projected a revenue of $160,000, and that Finance would do the billing from our reports with only the insured being billed. It was the concensus of the Board that the entire Board meet with the Mayor and Council Committee regarding ambulance charges. Councilman Benevides recommended that the Board express their opinion to the Mayor + and Council. Commissioner Lynch requested that a legal opinion be obtained from the City Attorney in -regard to ambulance calls and restraint of trade pertaining to private services. Commissioner Paulson stated that Holt -Delhi Township were expressing harassment on their billings, stating that they would be turned over to collection agencies if ambulance service charges were not paid. Commissioner Paulson appointed Max Zemer to the Personnel and Buildings and Equipment Committee. Fire Chaplain Schaulkhauser voiced his concurrence with the Board in regards to charge for ambulance service and would like to attend any meetings with the Mayor and Council. Holliday, Assistant Lawrence F. Pung, Engineer Larry Flitton, Engineer Gary Thomas, and Duane Vernon of the Box 23 Associates. The minutes of the July 1, 1982, meeting.were approved as printed. Communications were approved as read and printed in the agenda with copies sent to the City Council and the parties concerned. CHAIRMAN'S REPORT Chairman Richard Paulson read the invitation from the Roscommon County Area Firemen's Association in regards to their Third Annual Michigan Firemen's Memorial Festival on Saturday, September 18, 1982, at the D. N. R. Airport in Roscommon. County. Prior to that date, Chief Holliday, Chairman Paulson, Union President Case, and Mayor McKane will present the Association with a fire alarm box, which was purchased from the City of Lansing by Local 421. All the commissioners are invited to attend and they will each be notified of the date of the presentation. Chairman Paulson and.Vice Chairman Lynch met with the Mayor's Executive Assistant, Ronald DeMaagd, to discuss the proposed ambulance charge. This matter has not been resolved. COMMITTEE REPORTS Commissioner Russell Sheathelm, Chairman of the Finance Committee, reported that the unexpended balance at the end of Fiscal Year 1981/1982 was $303,832.01. Of that amount, .$233,648.51 were unexpended salaries, overtime, longevity, food allowance, and holiday pay. $43,397.42 were encumbered for items ordered that will be received in the new fiscal year. Commissioner Ralph Kauffman, Chairman of the Planning Committee, presented a proposal from the City of Lansing, Planning Department, and Bruce Stratton, Developer, requesting review of Act 285, which is an even exchange of two parcels of land. Bruce Stratton wants to obtain the City's parcel on Miller Road (si.te of future fire station) in exchange for a parcel on South Waverly Road. Each property measures 8.7 acres. Commissioner Kauffman stated the Lansing Fire Board Page Two Official Proceedings - August 5, 1982 property on South Waverly Road was just as good and possibly even better than the property presently owned on Miller Road. The Planning Board is in favor of the trade. Mr. Stratton plans to construct a $30 million develop- ment, which would be quite a contribution to the tax roll. Commissioner Kauffman moved that the Lansing Fire Board endorse the exchange concept of the City's proposal and that a resolution be -sent. Supported by Commissioner Lynch. A discussion followed.. The motion carried unanimously. Chairman Paulson gave the E.M.T. Report. Lieutenant Zigler prepared an E.M.T. course for the new recruits, and Gerald Dunn is receiving instruction. Lt. Zigler started an ambulance driving class:. Three E.M.T.'s: John Donovan, Ernest Carpenter, and William Cochran are riding the ambulances 8 -hours a day, 5 --days a week for experience. Three paramedics. (Brian Davis, Sam Colegrove, and Barry Gaukel) and one E.M.T. Specialist (Marvin Helmeker) are on 24 -hours shifts. Commissioner Jeanne Barker, Chairman of the Buildings and Equipment Committee, provided the following information. For a cost of $17,000-a new drum -roll overhead door can be installed at No. 2 Station that will increase the height to 11'3". Captain Sample is checking into this project more. The brickwork at No. 7 Station has been completed after the accident which occurred on Thursday, July 1, 1982, when a young girl crashed into the station with her car. On Friday, July 30, 1982, the No. 8 Fire Station's electricity rating was changed from Rate 3 to Rate 12. The special "Rate 12" is available to buildings that are completely electric, and this conversion should result in a savings of approximately $4,000 per year. Beginning the week of August 9, 1982, the National Testing Company of Folcroft, Pennsylvania will be coming to Lansing to check our ladder trucks. The safety check will take 8 hours for each vehicle. Ladder #9 will be going to Seagraves in the near future for repairs and that unit will be checked afterwards through a company hired by Seagraves. Engine #3 will be in Almont for another two to three weeks; then the engine will be sent to Fire Trucks, Inc., for pump certifi- cation. Engine #4 is being sent to Daleiden's in Kalamazoo for refurbishing when Engine #3 is back from Almont. Engine #4 will be gone for 6 - 8 weeks. The engine in #22 was lost when water went into the combustion unit. The Fire Garage will attempt to salvage the engine from #211 and place it into #22. Commissioner Lance Lynch, Chairman of the Personnel Committee, reminded the commissioners about the luncheon for Assistant Chief Lawrence Smith on August 12, 1982. Commissioner Lynch moved that the promotion of.Richard Miller to Deputy Chief be approved. Supported by Commissioners, Lewis and Paulson. Passed unanimously. Commissioner Lynch reported that eight new recruits started in July and the Fire Department has received permission to hire two more new men. Supported by Commissioners Sheathelm and Lewis. Carried unanimously. Commissioner John Lewis, Personnel Committee Member, spoke about the Fire Department and its minority recruiting program. Chief Holliday said they hoped to develop a good, new recruiting program in the near future to obtain people with a qualified background. Members of the department and the board will assist in the recruiting aspects. A discussion followed. COMMAND REPORTS Chief Mark Holliday stated Fire Prevention had eight callbacks, three court cases, three warrants, and four probate petitions in July. The Chief noted that two of the warrants issued for false alarms were on people who are currently on probation. Chief Holliday reported that the manpower level is currently at full complement. The long term sick leave has been kept at a minimum. Tom Jensen is recovering from back surgery; Robert Manns will return on Monday; Duane Hastings is seeking a duty disability due to problems with his back; and, Joe Rowan is expected back soon. Assistant Chief Larry Pung sent 144 letters out to an attempt to update the applicant file. The letter asked the applicants to contact us every six months to remain in the active file. 35 people have called and stated they are still interested, and approximately 25 letters have been returned unforwardable. Chief Holliday has made a reques.t for two different schools. The first request involves sending three men to the Fire Ground Commander Training Seminar in Farmington Hills, Michigan on October 2 and 3, 1982. The second request isfor a two-part Hazardous Materials Class at the National Fire Academy in Emmi.tsburg, Maryland. A total of six men would attend the sessions. (There will be three possible sessions with two men attending each.) Three men from Suppression, two from Fire Prevention, and one from the Training Division will be trained. The schooling lasts four weeks and the City need only pay for meals. The Academy pays for lodging, books, tuition, and.transportation to and from Maryland. A total of 48 personnel would be trained by returning academy graduates. No additional fire appara- tus would be necessary to implement this -program. The Chief is waiting for approval from the Finance Department. Captain Wilkins will be attending Radiological Monitoring School in Elkhart, Indiana. Assis.tant Pung reported on the Fisher Body incident. Lansing Fire Board Page Four Official Proceedings - August 5, 1982 Chief Holliday mentioned that the Alarm Division will be setting aside antique fire alarm boxes to be placed in each fire station. The Chief's office will have one and one has already been placed in the Board Room for display. Chief Holliday, Asst. Chief Pung, and Captain Sample recently attended the State Fire Chiefs' Convention in Midland and had an opportunity to see equipment demonstrated. The one day trip was very informative. Chief Holliday and Asst. Chief Pung attended a Labor Relations. Seminar sponsored by the Michigan Municipal League and the Michigan Charter Townships. They each learned a great deal of information. On July 25th five off-duty personnel went to Milford, Michigan, to attend a Hazardous Materials Seminar that focused on railroad incidents. Asst. Chief Pung advised the members that Reserve Ladder #6.is out of service due to the advice of Seagraves. The unit will be sidelined until checked by the National Testing Company. Assistant Chief Pung stated he has been waiting for an opinion from the City Attorney on the ambulance charge. Asst. Chief Pung said Ray Feldpausch, the Garage Superintendent, would be attending the NationalChiefs.'. Convention in Philadelphia at no cost to the City. If anyone has any information they would like him to acquire, they should contact Ray. Asst. Chief Pung indicated the position for the new assistant chief is on hold, and that he and the Chief have a meeting set up with Ron DeMaagd this coming Monday, August 9, 1982, regarding the position. GENERAL ORDER Commissioner Barker said she was pleased.with the letter the Lansing Fire Department received from Rick and Linda Becker, the owners of The Silver Dollar Saloon and Mother Lode Restaurant, regarding the fire on July 29th. Chairman Paulson stated he was in the process of writing a letter to Mrs. Becker thanking her for the assistance she gave in locating the fire. Commissioner Barker presented Duane Vernon, Chief of the Box 23 Associates, with a Senate Concurrent Resolution extending praise and commending them on their committment to the Lansing Fire Department. Mr. Vernon thanked Commissioner Barker for the resolution and requested her to present it at the Box 23 Associate Dinner at No. 1 Fire Station on Tuesday, October 5, 1982. Commissioner Paulson complimented and commended Assistant Chief Larry Smith. on the years he dedicated to the Lansing Fire Board as. Administrative Assistant and Assistant Chief. CHAIRMAN'S REPORT Chairman Richard Paulson thanked the Box 23 Associates for the fine dinner that evening at the No. 1 Fire Station. The members of the Fire Department and Fire Board greatly appreciate the relationship that has existed over the years with the Box 23 Associates. Chairman Paulson indicated the ambulance charge probably would not be implemented in FY83, but that it may reappear in FY84. Graduation for ten Lansing, one East Lansing, and one Eaton Rapids Fire Department recruits will take place on Thursday, October 14, 1982, 3:00 p.m. at the No. 8 Fire Station. Fire Chaplain James Schalkhauser was honored with a Proclamation at the Council Meeting on Monday, September 27, 1982, and he was also honored at the Early Bird Forum on Tuesday, September 28, 1982. Budget considerations for the Fiscal Year 1984 are currently under way. COMMITTEE REPORTS Commissioner Jan Squires, Chairman of the E.M.T. Committee, gave the following report. The month of August was devoted to an Emergency Medical Technician Course for fire recruits. Fireman Gerald Dunn completed this course -and passed his State E.M.T. Examination. Blood pressure screening was held at Lansing City Hall on Tuesday, August 24, 1982. The new ambulance arrived from Daytona, Florida on September 4, 1982. This new ambulance (k44) will replace Ambulance 443 at No. 4 Fire Station. 443 will be,placed in Lansing Fire Board Page Two Official Proceedings - October 5, 1982 second line service. Lt. Zigler evaluated Paramedics and E.M.T.s in the field from September 7 through September 27, 1982. At this same time,.all the equipment on all three ambulances were re -marked according to their stations. Authorization was received from the Michigan Department of Public Health to relicense the Fire Department's Advanced Mobile Emergency Care Service and ambulances. Lt. Zigler taught a Life Saver Program to eighteen people on Saturday, September 18, 1982, at Reverend Schalkhauser's church. Commissioner Jeanne Barker, Chairman of the Buildings and Equipment Committee stated the FY84 Building Maintenance Request has been completed with copies sent to Administrative Services and the Finance Department. She also said she has a detailed analysis on fire apparatus currently in operation. That report was prepared by Ray Feldpausch from the Central Garage. This report will help the Fire Department's Apparatus Committee determine the FY84 equipment request. Commissioner Lance Lynch, the Personnel Committee Chairman, reported a new man would begin employment on Monday, October 11, 1982; his name is Kirt Baker. Former Alarm Supt. George Beak (retired 1969) passed away and the flags at the stations were flown at half mast. Commissioner Lynch made a motion that the Fire Board Chairman, Mr. Paulson, be directed to write a letter to the Mayor requesting an increase in pay for the Fire Chief, Mark Holliday. Supported by Commissioner Lewis. Passed unanimously. Commissioner John Lewis of the Personnel Committee reported on a meeting he attended at the No. 1 Fire Station on Monday, September 27, 1982, regarding a Minority Recruiting Program. The U. S. Fire Administration sent Beth Emshoff from the Minneapolis Fire Department to our department for two days (.September 27 and 28). It was a very productive meeting 'with the following personnel attending: Members of Administration, the Union, Human Relations, Personnel, Council, a Fire Fighter, and the Fire Chaplain. Commissioner Squires stressed that her and Commissioner Barker would like to be informed of future meetings regarding this -subject. COMMAND REPORTS Chief Mark Holliday indicated the Fire Department would be at full complement with 243 personnel on October 11, 1982, when the new man enters the Suppression Division. The Chief called attention to a picturial display of the Lansing Fire Department involved with the Board -of Water and Light in a Pole Top Rescue Practice Session. Asst. Chief Besley spoke to the Lansing Exchange Club and received a $100 donation for the Fire Prevention Bureau. Chief Holliday gave a report on firefighter gloves. The Alarm Comparison Report was reviewed thoroughly for the Box 23 Associates. Asst. Chief William Besley stated a Honor Guard of five people would be attending George Beak's Memorial Service. Four men attended a Fire Ground Commander Course in Farmington Hills, Michigan, on October 2 and 3, 1982. Lansing Fire Board Page Three Official Proceedings - October 5, 1982 Asst. Chief Besley said fourteen men would be attending a Hazardous Material Program in Durand on Friday, October 8, 1982. The Apparatus Committee held its first meeting on Tuesday, October 5, 1982. The Torrent Engine will be in the Veteran's Day Parade on Thursday, November 11, 1982. The Model T is having its tires recapped - it will not be in the parade. Asst. Besley reminded everyone of the Retirement Party on Saturday, October 16, 1982. Asst. Chief Lawrence Pung reported that the Fire Department Administration had a total of eight separate meetings with Suppression personnel. The staff meetings were conducted in the mornings at No. 1 Station and in the afternoons at No. 9 Station. The Chief and Assistant Chiefs met with Vivian Preston, the City's Program and Grant Coordinator, in regards to education grants. The City Personnel Department has approximately 200 applicants waiting to be tested at the entry level for employment in the Fire.Department. Completed Link -up Surveys have been sent to the Michigan Municipal League for analysis. The multiple alarm procedure is being updated. Asst. Chief Pung attended the C.A.R.E.S. Training Session on Tuesday, October 5, 1982. They have been requested to come directly to the Fire Stations to instruct the supervisors on duty. GENERAL ORDER Commissioner Barker thanked the Box 23 Associates for the dinner. Commissioner Lewis mentioned the Madison Fire Department Video Tape entitled "Women Under Fire" will be available for reviewing in the near future.. Commissioner Squires indicated the Lansing School District has been hiring off-duty ambulance personnel to cover their Friday evening football games. The Fire Department has been lending the men the equipment and a radio. This arrangement has been satisfactory for all parties involved. OTHER BUSINESS Commissioner Paulson stated the Planning Committee would be getting together to implement three year and six year period programs. for a Capital Improve- ment Budget. Chief Holliday reported receipt of a plaque from Wayne and Mary Haney, owners of Buck and Mary's Restaurant and Motel, expressing their sincere appreciation for the assistance they have received from the Lansing Fire Department and Fire Prevention in the past twelve years. Chief Holliday has ordered sewer and hydrant maps to be placed in the Command Post operated by Emergency Services. Fire Chaplain Schalkhauser discussed a recent survey he asked the Fire personnel to complete. He received 108 replies and will give an informative report to the men in the future. McKane to Duane Eller of the NuTread Tire and Service Company for his company's generous donation of new tires for the 1917 Model T Chemical Fire Rig, which has made it possible once again for this rig to be used in parades. Commissioner Paulson asked each commissioner to submit personal background data to him for possible reference in the future. COMMITTEE REPORTS The Finance Committee reported the FY84 Budget work is in process. The regular budget and alternativebudget will be submitted to the Fire Board for approval. The Planning Committee will be involved in amending the Fire Department Rule Book due to the changes in the new union contract. Commissioner Squires, E.M.T. Committee Chairman, reported her Committee would be meeting after the Fire Board meeting regarding minimum manpower for paramedics. Blood pressure screening was offered on Election Day at Maplewood School, No. 3, No. S, No. 7, and No. 10 Fire Stations. The old telemetry units were tested with Ingham Medical Hospital and one unit has been turned into the Radio Lab for repair. Lansing Fire Board - December 2, 1982 Page Two Official Proceedings Commissioner Barker, Chairman of the Buildings and Equipment Committee, received a report.from Ray Feldpausch of the Central Garage that all ladder trucks have been repaired and brought up to N.A.P.A. Standards. Certifica- tions have been requested. Commissioner Lynch, Personnel Committee Chairman, moved that the Fire Board accept with regret the retirement of Captain Lowell Richard on December 19, 1982, at 0730 hours, and Captain Donald Reynolds on January 7, 1983, at 0730 hours. Supported by Commissioner Kauffman; the motion carried unanimously. Commissioner Lynch mentioned that the City Personnel Department has not yet established a testing procedure for new employees. COMMAND REPORTS Chief Holliday introduced Captain Donald Reynolds and expressed his gratitude to Captain Reynolds for his outstanding.service to the Lansing Fire Department. Chief Holliday indicated there are sixty applications on file at the Fire Department and another 250 applications are on file at the City Personnel Office. Fire Prevention had eight callbacks in November to investigate fires. There were also four court cases, one warrant, and four probate petitions. The alarm response procedure was discussed and all commissioners stated they wanted to be notified of working fires. Assistant Chief Besley reported the Training Division was providing the Wastewater Treatment Plant with Self -Contained Breathing Apparatus Classes for their personnel. Assistant Chief Besley reports C.A.R.E.S. will be presenting their Employee Assistance Program to Fire Department.personnel starting December 15, 1982, on, through. January. A Public Relations program is being developed and in the future there will be a press party that will include a tour of No. 1 Station and Dispatch. The Commissioners will be invited. Assistant Chief Pung reported that at a recent Cabinet Meeting in the Mayor's Office there was discussion regarding one year contracts with future department heads.. Personal Scott Face Masks have been issued to each individual and additional masks are on the rigs. Two ambulances are being repaired due to recent accidents and the Department has been without a.reserve ambulance this past week. Engine #3 has been in repair for seven months. The union signed the contract on November 10, 1982, and each Commissioner has a copy. The Annual MD Party will be held on December 18, 1982, 2:00 - 4:00 p.m. at the Union Hall. g GENERAL ORDER Commissioner Barker will miss the January'6, 19.82, Board Meeting. COMMITTEE REPORTS Finance Committee Report - Budget hearings within the Fire Department will start November 8, 1982. Commissioner Paulson read the following Emergency Medical Services report. Lt. Zigler gave a one hour first -aid -program to the Board of Water and Light employees. The new Ambulance, #44, was put into service at No. 4 Station on October 6, 1982, at 1600 hours. Lt. Zigler gave two one-hour first-aid presentations at Sexton High School covering safety in workshops. Commissioner Barker, Chairman of the Buildings and Equipment Committee, reported that the Maintenance Division has master -keyed a door -at each Fire Station and every fire vehicle has been provided with a master key. The State of Michigan has tested and certified the new boiler'at No. 5 Station. The Fire Department has received new Scott Face Masks, which will enable the department to be in compliance with the Health Department Code Article #3502 and the Department of Labor Part 74, Rule 7431 by issuing each individual employee their own mask. The Radio Lab received thirteen new Motorola portable radios. Squad #1 - the transmission is being rebuilt and a clutch engaged PTO is .being installed to replace the gear engaged PTO. Engine #3 - still in the process of being refurbished. Engine #9 - a new tank is being built for'it. Lansing Fire Board Page Two Official Proceedings - November 4, 1982 Commissioner'Lynch, Chairman of.the Personnel Committee, reported the retirement -of -Engineer Kyle Eveleth on September 14, 1982, and the duty disability retirement of Engineer Duane Hastings on'September 15, 1982. A new firefighter, Kirt Baker,.started on October 11, 1982. All twelve recruits successfully graduated on October 14, 1982, after completing the 240 -hour training. There were ten men from the Lansing Fire Department, one man from the Eaton Rapids Fire Department, and one woman from the East Lansing Fire Department. Commissioner Lynch stated there were•two verbal reprimands issued in October and two men received written reprimands that involved suspension without pay. The Alarm Response Procedure was reviewed. Commissioner Lynch moved that the procedure be approved as written. Supported by Commissioner Barker. Aye - 4; Nay.- 0. Passed unanimously. This motion shall be ratified at the meeting of December 2, 1982. The Lansing Fire Department's newly.revised organizational chart was reviewed. The applications for hire are on hold until a new testing procedure has been completed. The Chief reviewed Fire Prevention's court cases and callbacks. Asst. Chief Besley requested.a decision regarding the removal of embroidered names -from the work shirts.- A discussion followed. A decision was made to stop the practice of the embroidered names now, and that the previous board minutes regarding the names be reviewed to determine what course of action shall be taken. Asst. Chief Besley announced the Lansing Fire Department would be partici- pating in the Veteran's Day Parade on November ll, 1982, with -the following equipment and Explorer Post #421: Ambulance #44, Torrent Engine Company, Model T, and the Firebird. Asst. Chief Besley stated Cristo Rey was working on providing the department with a Spanish Speaking Class that may begin January 14, 1983. The classes will be limited to twenty people. Asst. Chief Pung reported the sample testing from the Michigan. Municipal League is being reviewed. The sick leave report was reviewed.
