RE: ELECTED OFFICERS COMPENSATION COMMISSION
SALARY RECOMMENDATIONS
Dear President Blair and Councilmembers:
The Commission, in making its salary recommendations,
considered several external and internal factors. One such
external factor was the salaries of other elected officials in
comparable communities. The Commission finds the City of Lansing's
compensation to be far below that of the other comparable munici-
palities. An internal factor considered was the salaries of the
City's Executive Management staff. It was strongly felt that the
Chief Executive Officer of the City should earn at least as much
or more than the staff this position directs. The Commission has
looked at the financial condition of the City for the fiscal year
1989-90, and it appears that such a modest increase as recommended
by this body would not create a financial hardship. Our recommenda-
tion was also based on the projected inflation rate of 5% for 1989,
and this recommended increase would be consistent with other
negotiated wage increases within the City's unions.
The Compensation Commission, after careful consideration,
submits the following recommendations:
RECOMMENDATION I - MAYOR
The Commission recommends the present salary for the
position of Mayor, which is $60,661, receive an immediate adjust-
ment of $1,500. It is further recommended that the salary for
this position be increased 5.5% on October 1, 1989 to $65,580.
Finally, a salary increase of 5.5% on July 1, 1990 to $69,190.
RECOMMENDATION II - CITY CLERK
The Commission recommends that the present salary of the
City Clerk, which is $40,142, receive an immediate adjustment of
$1,500. It is further recommended that the salary for this
position be increased 5.5% on October 1, 1989 to $43,932. Finally,
a salary increase of 5.5% on July 1, 1990 to $46,348.
RECOMMENDATION III - CITY COUNCIL
The Commission recommends that the present salary for
members of City Council, which is $10,700, receive an immediate
adjustment of $1,500. It is further recommended that the salary
for this position be increased 5.5% on October 1, 1989 to $12,206.
Finally, a salary increase of 5.5% on July 1, 1990 to $12,877.
