HomeMy WebLinkAbout2015 Election Commission MinutesOfficial Proceedings of the City of Lansing Election Commission April 28, 2015 Meeting was called to order by City Clerk Swope at 2:00 p.m. Members Present: Chris Swope, City Clerk Don Kulhanek, Chief Deputy City Attorney Angela Bennett, Acting City Assessor Others Present: Bruce Utter, Election Coordinator Monica Zuchowski, Assistant Clerk I. Approval of Minutes Moved by Chief Deputy City Attorney Kulhanek to approve the minutes of the City of Lansing Election Commission Meeting of April 7, 2015. Motion Carried. II. Public Comment There was no public comment. III. The Election Commission performed the public accuracy test. Moved by Chief Deputy City Attorney Kulhanek to accept the results of the Public Accuracy Test. Motion Carried. V. New Business The City Clerk explained that several polling locations will be relocated prior to the August 4, 2015 election. There will be a Special Meeting of the Election Commission to accept the changes before the resolution goes to City Council for approval. The Clerk's Office is working on plans to redraw some precinct lines for the 2016 elections. VI. Adjournment Adjourned at 2:10 p.m. Official Proceedings of the City of Lansing Special Meeting of the Election Commission May 15, 2015 Meeting was called to order by City Clerk Swope at 8:31 a.m. Members Present: Chris Swope, City Clerk Don Kulhanek, Chief Deputy City Attorney Angela Bennett, Acting City Assessor Others Present: Monica Zuchowski, Assistant Clerk II. Public Comment There was no public comment. I11. It was moved by Acting City Assessor Angela Bennett to approve the following: CITY OF LANSING ELECTION COMMISSION RESOLUTION TO CONSOLIDATE PRECINCTS FOR THE LANSING CITY PRMARY ELECTION TO BE HELD ON TUESDAY, AUGUST 4, 2015 WHEREAS, the City of Lansing anticipates a low voter turnout for the City Primary non-partisan election on August 4; and WHEREAS, consolidating precincts in polling locations that have more than one precinct voting at them would save funds by reducing the number of Election Inspectors, lowering programming expenses, and reducing equipment delivery costs; and WHEREAS, MCL 168.659 allows for the City Election Commission to consolidate two or more precincts in local elections, provided the new consolidated precinct does not exceed 5,000 registered voters; and WHEREAS, state law does not require notice to be sent to voters if the precinct consolidation does not change their polling location; and WHEREAS, Precincts 3-22 and 3-26 share a polling location, Precincts 2-19 and 2-20 share a polling location, Precincts 3-24 and 3-25 share a polling location, Precincts 2-14 and 2-18 share a polling location, Precincts 2-16 and 2-21 share a polling location, Precincts 4-38 and 4-40 share a polling location, Precincts 4-36 and 4-37 share a polling location, Precincts 1-10 and 2-11 and 4-34 share a polling location. THEREFORE, BE IT RESOLVED that the following precincts be consolidated for the August 4, 2015 City Primary Election: 3-22 and 3-26 voting at Alfreda Schmidt Southside Community Center 2-19 and 2-20 voting at Henry North Elementary School 3-24 and 3-25 voting at Attwood Elementary School 2-14 and 2-18 voting at Gardner Middle School 2-16 and 2-21 voting at Forest View Elementary School 4-38 and 4-40 voting at Willow Elementary School 4-36 and 4-37 voting at Letts Community Center 1-10, 2-11 and 4-34 voting at South Washington Office Complex. Motion Carried. V. New Business There was no new business. VI. Adjourned at 8:33 a.m. Official Proceedings of the City of Lansing Election Commission July 7, 2015 Meeting was called to order by City Clerk Swope at 10:03 a.m. Members Present: Chris Swope, City Clerk Janene McIntyre, City Attorney Randy Endsley for Angela Bennett, Acting City Assessor Others Present: Monica Zuchowski, Assistant Clerk I. Approval of Minutes Moved by City Attorney McIntyre to approve the minutes of the City of Lansing Election Commission Meetings of April 28, 2015 & May 15, 2015. Motion Carried. II. Public Comment There was no public comment. III. Establishment of AV Counting Boards for July 7, 2015 Election Moved by City Attorney McIntyre to approve the establishment of the AV Counting Boards for the August 4, 2015 Election, and authorize the City Clerk to make adjustments as necessary. Motion Carried. IV. Assignment of Election Inspectors for July 7, 2015 Election Moved by City Attorney McIntyre to adopt the proposed assignments of the Election Inspectors as submitted for the August 4, 2015 Election, and authorize the City Clerk to make adjustments as necessary. Motion Carried. V. New Business There was no new business. VI. Adjournment Adjourned at 10:08 a.m. Official Proceedings of the Special City of Lansing Election Commission Meeting August 24, 2015 Meeting was called to order by City Clerk Swope at 10:35 a.m. Members Present: Chris Swope, City Clerk Angela Bennett, Acting City Assessor Others Present.- Monica resent:Monica Zuchowski, Assistant Clerk Il. Public Comment There was no public comment. III. Consideration of Precinct Consolidations for November 3, 2015 Election Moved by Acting City Assessor Bennett to adopt the precinct consolidations for the November 3, 2015 election. Motion Carried. V. New Business There was no new business. VI. Adjournment Adjourned at 10:37 a.m. Official Proceedings of the City of Lansing Election Commission October 6, 2015 Meeting was called to order by City Clerk Swope at 10:01 a.m. Members Present: Chris Swope, City Clerk Janene McIntyre, City Attorney Others Present: Monica Zuchowski, Assistant Clerk I. Approval of Minutes Moved by City Attorney McIntyre to approve the minutes of the City of Lansing Election Commission Meetings of April 28, 2015 & May 15, 2015. Motion Carried. II. Public Comment There was no public comment. III. Approval of Minutes Moved by City Attorney McIntyre to approve the minutes of the City of Lansing Election Commission Meetings of July 28, August 24 and October 6, 2015. Motion Carried. II.
