CITY CLERK'S CONFERENCE ROOM - 9TH FLOOR LANSING CITY HALL 124 WEST MICHIGAN AVENUE Present: City Clerk - Chris Swope, City Assessor Representative - Diane Lee, City Attorney Representative - Don Kulhanek, City Election Coordinator - Bruce K. Utter The meeting was called to order by City Clerk, Swope at 1:03 P.M. I. Clerk Swope shared the names of the three election inspectors for this precinct with Ms. Lee and Mr. Kulhanek. Ms. Lee made a motion to accept the Clerk's suggestion for election inspector appointments. Mr. Kulhanek seconded the motion. The motion was called and passed unanimously. H. Clerk, Swope suggested that because there are only 61 potential voters in this precinct, one voting station would be sufficient. A motion was made by Ms. Lee to allocate one voting station for this precinct. The motion was seconded by Mr. Kulhanek. The motion was called and passed unanimously. III. The public accuracy test was performed by Clerk Swope and Election Coordinator Utter with Ms. Lee and Mr. Kulhanek observing the process and checking the results. The test went smoothly and the results of the test agreed with the results planned by Clerk Swope. IV. There was no public comment. V. The meeting was adjourned at 1:15 P.M. Utter, Election Coordinator Official Proceeding of the City of Lansing Election Commission August 1, 2006 Meeting was called to order by City Clerk Swope at 2:00 p.m. Members Present: Chris Swope, City Clerk Matt Dingman, City Assessor Don Kulhanek, Assistant City Attorney Others Present: Michelle Greko, City Clerk Secretary Bruce Utter, Election Coordinator Motion was made by Assessor Dingman to accept the establishment of the Absentee Counting Board for the August 8, 2006 State Primary Election. Motion Carried Motion was made by Assessor Dingman to accept the assignments of the Election Inspectors as submitted by Clerk Swope for the August 8, 2006 State Primary Election. Motion Carried Motion was made to begin the Public Accuracy Test of the Election equipment. Motion carried. The test was done and completed and approved by all members. Motion was made by Assessor Dingman to adjourn the meeting. Motion Carried Adjourned at 3:15 p.m. Approved on October 31, 2006 Official Proceeding of the City of Lansing Election Commission October 31, 2006 Meeting was called to order by City Clerk Swope at 2:10 p.m. Members Present: Chris Swope, City Clerk Matt Dingman, City Assessor Not Present: Don Kulhanek, Assistant City Attorney Others Present: Michelle Greko, City Clerk Secretary Bruce Utter, Election Coordinator 11. Approval of Minutes Motion was made by Assessor Dingman to accept the printed proceedings of the City of Lansing Election Commission Meeting of August 1, 2006. Motion Carried Assistant City Attorney Kulhanek arrived at 2:15 p.m. IV. Establishment of AV Counting Boards Motion was made by Assessor Dingman to establish Ten Absentee Counting Boards for the November 7, 2006 State General Election. Motion Carried V. Assignment of Election Inspectors Motion was made by Assessor Dingman to accept the assignments of the Election Inspectors as submitted by Clerk Swope for the November 7, 2006 State General Election. Motion Carried City Attorney Kulhanek asked if all proper political party representation was indicated in the election inspector assignments. Clerk Swope confirmed that all parties were represented. VI. Public Accuracy Test The Election Commission performed the public accuracy test of the Election Equipment. Motion was made by Assessor Dingman to approve the results of the Public Accuracy Test of the Election equipment. Motion carried. Adjourned at 3:05 p.m. Official Proceedings of the City of Lansing Election Commission December 21, 2006 Meeting was called to order by City Clerk Swope at 10:10 a.m Members Present: Chris Swope, City Clerk Matt Dingman, City Assessor Don Kulhanek, Assistant City Attorney Others Present: Michelle Greko, City Clerk Secretary Bruce Utter, Election Coordinator 11. Approval of Minutes Motion was made by Assessor Dingman to accept the printed proceedings of the City of Lansing Election Commission Meeting of October 31, 2006. Motion Carried 111. Public Comment There were no speakers for public comment. IV. Realignment of Lansing City Voting Precincts Clerk Swope explained the separation of the voting locations on the map as it would be arranged for the 10 Absentee Counting Boards. He said that he also was looking at the State requirements for the number of registered voters per location. Assessor Dingman asked if combining these locations would decrease the number of precincts. Clerk Swope said that the number of precincts would drop down from 62 to 43. Motion was made by Assistant City Attorney Kulhanek to accept the resolution to reduce the number of Election Precincts and to adopt the amended recommendation to include the 425 area in the description of Precinct 2-8. Adjourned at 10:30 a.m. Approved: July 3. 2007 City of Lansing Election Commission WHEREAS, Michigan Election Law provides that the Election Commission of any city that has been divided into 2 or more election precincts, may by resolution, alter or rearrange the city into election precincts as said election commission may deem necessary and convenient for conducting primaries or elections in said city; and WHEREAS, the Lansing City Clerk has detennined that it would be beneficial in terns of cost and service to voters to reduce the number of Election Precincts; and WHEREAS, Michigan Election Law allows a maximum of 2,999 registered voters in Precincts where electronic voting equipment is used; and WHEREAS, the realignment of precincts will not affect any representative districts within the City of Lansing; and WHEREAS, City Clerk Chris Swope has recommended the attached list of precinct boundaries be adopted; NOW, THEREFORE, BE IT RESOLVED the Lansing Election Commission hereby approves the following precinct descriptions effective January 1, 2007; City of Lansing Precinct Descriptions 2007 Ward 1 Ward 1 Precinct 1 Starting at the intersection of Turner St. and Sheridan Rd. go south and southeast on Turner St. to North St., thence west and then northwest on North St. to N. Approval of Minutes Motion was made by Assessor Dingman to accept the printed proceedings of the City of Lansing Election Commission Meeting of October 31, 2006. Motion Carried 111. Public Comment There were no speakers for public comment. IV. Realignment of Lansing City Voting Precincts Clerk Swope explained the separation of the voting locations on the map as it would be arranged for the 10 Absentee Counting Boards. He said that he also was looking at the State requirements for the number of registered voters per location. Assessor Dingman asked if combining these locations would decrease the number of precincts. Clerk Swope said that the number of precincts would drop down from 62 to 43. Motion was made by Assistant City Attorney Kulhanek to accept the resolution to reduce the number of Election Precincts and to adopt the amended recommendation to include the 425 area in the description of Precinct 2-8.
