CALL TO ORDER The meeting was called to order at 6:16 p.m. by Chairman James D . Brown in the 2nd Floor Conference Room located at 119 North Washington Square, Washington Square Annex. II . PUBLIC HEARING Chairman Brown convened the public hearing at 6:30 p.m . with an opening statement that the reason for the public hearing was for consideration of a building permit submitted by property owner, Mr. Jesse Lothamer. Mr. Lothamer has submitted a permit application for 533 South Grand Avenue, which is located in the Cherry Hill Historic District. City Ordinance requires the Historic District Commission to hold a public hearing for review of permits in a Historic District. Mr. Lothamer' s permit application is for interior renovation, exterior restoration and the construction of a barrier - free access ramp along the north side. The building will be converted for office use on the first floor and a single residential unit on the upper floor . The exterior of the building will be restored following restoration of the interior. Copies of the Staff Report were made available to attendees for their review and are attached to and made a part of these,minutes . Bill Acheson made a slide presentation and reviewed the history of the property. Commission members reviewed the site plan showing the proposed parking layout as approved by the Board of Zoning Appeals in 1988. The property owner, MR. JESSE LOTHAMER, of 215 South Washington, described his plans to construct a barrier -free access ramp at the site, as well as the future use of the building. Following discussion, it was Moved by Bridson , Seconded by Sawyer - Burleson, and unanimously Carried that the Commission deny the building permit application for the barrier -free access ramp and to support Mr. Lothamer' s application for exception. If the application for exception is denied, the staff was authorized to assist Mr. Lothamer to modify the ramp so as to minimize the effect on the Historic District. This modified ramp will be reviewed and approved by the Commission prior to construction. It was Moved by Gardi, Seconded by Sawyer -Burleson and unanimously Carried to support the restoration of the exterior subject to Commission review and approval of proper plans which shall be submitted in the near future. These plans will include the restoration of all period elements, including the porches. It was also recommended by the Commission that the original exterior doors be included in the plans for the exterior restoration . VI. OLD BUSINESS A. Historic Preservation Loan Fund - Bill Acheson informed Commission members that there are four loans amounting to $22,200 that are almost ready to be paid. B . Standards for Rehabilitation -Cherry Hill - Judy Gardi informed Commission members that the Standards for Rehabilitation for Cherry Hill were presented to the Cherry Hill Neighborhood Group and to date, she has had no negative feedback. It was the consensus of Commission members to request a letter from the Cherry Hill Neighborhood Association supporting the Standards for Rehabilitation. Ms. Gardi consented to take this request to the Cherry Hill Neighborhood Group. C . Michigan Avenue -Approach to the Capitol - Chairman Brown informed Commission members that he is making progress in his goal for restoration of the existing buildings along Michigan Avenue's Approach to the Capitol. VII. NEW BUSINESS A. Upcoming Conferences & Seminars - Brochures of two upcoming conferences/seminars were distributed to Commission members. Members should contact Bill Acheson if they are interested in attending. Commission members were interested in information regarding the upcoming Historic Preservation Network conference. B . General Information - Commission members reviewed a map prepared by Bill Acheson which outlined the Reconnaissance Survey properties. Discussion ensued relative to the Reconnaissance Survey, and its benefits to the city. Mr. Acheson stated that this survey aided in targeting potential historic districts. He described the Commission' s efforts to create historic districts in North Lansing and Cherry Hill. Judy Gardi and Bill Acheson pointed out on the map to Commission members the areas where each Neighborhood Association Group is located. Commission members discussed potential areas that could be targeted for historic districts. Chairman Brown suggested that Mr. Ron Springer, a preservation expert from East Lansing, be -invited to the next meeting to explore 3 different ways of promoting historic districts, any problems encountered through previous experience, and what impact, if any, the East Lansing property owners experienced with the historic districts. Commission members expressed an interest in the determination of the conflict of interest claim of Robert Morris. Mr. Acheson will contact Robert Morris to see if he received a determination from the City Attorney. It was the consensus of Commission members to contact the Ingham County Historical Society for potential new members . C. 1991 Work Program - Commission members reviewed a draft of the 1991 Work Program. Following discussion, it was the consensus of Commission members to revise the 1991 Work Program, a copy of which is attached to and made a part of these minutes . VIII. Constructed in 1877 for Mr. Alvin Whitehead, a pioneer merchant in Lansing. James Seager, a partner in the Ransom E . Olds Motor Company and owner of Seager Engine Works, lived in the house after the turn of the century. HISTORIC DISTRICT REVIEW ADDRESS: 533 South Grand Avenue Page 2 DEVELOPER'S PROPOSAL: To convert the lower floor for office as proposed by Mr. Cash. The upper floor would remain vacant. The exterior and interior of the building are to be restored. The exterior is to be completed after all interior work is completed. In addition, an access ramp is proposed extending from the north side of the building to the Grand Avenue sidewalk. STAFF RECOMMENDATION: The staff recommends that the exterior restoration of this building be approved, provided this restoration is done as recommended to &fr . Cash by City Visions Inc. The staff also recommends that the Commission deny the proposal to place an access ramp to the building. It is further recommended that the Commission support the applicant' s application for an exception to barrier —free rules. The State of Michigan has placed the Alvin Whitehead -James Seager house on the State Register of Historic Sites. According to the Bureau of history, it is a very well preserved example of Itahanate design; one of Lansing's more notable late Victorian brick residences. Historically, it is significant because it was the residence of two prominent Lansing business persons. The Bureau of History has documented that Mr. Alvin Whitehead (1841-1898) had the structure built. Mr. Whitehead, originally from Lake Elizabeth near Pontiac, was a pioneer merchant in Lansing. James Seager, a native New Yorker, moved' to Lansing in 1902 after working as a railroad surveyor and copper miner. He established the Seager Engine Works using his copper mining profits. By 1905, Seager was a partner in the Ransom E. Olds Motor Company. The Commission determined that the building at 533 South Grand Avenue is a significant structure in the Cherry Hill Historic District. Promotional Video - Vice -Chairman Eger introduced Rob Edwards who attended the meeting to discuss the development of a promotional video for the Commission. Mr. Edwards has seen the Commission's slide show and display. Several possibilities fora video were discussed, including displaying various homes in the Historic District. The Commission envisions making the video available to neighborhood associations, public groups, and the local history room of the Public Library to promote and inform interested groups what the Historic District Commission is all about and what it can do. Mr. Edwards informed Commission members that the cost of producing a video would range from a minimum of $1 ,000 to a comprehensive and first-rate video at $6,000. He further stated he wi I I provide to the Commission information regarding Trade Show packages. It was the consensus of Commission members to look for a grant to produce such a video. For a minimal fee, providing funds were available through the Planning Division, Mr. Edwards could tape Cherry Hill's dedication ceremony this Spring. 2. Michigan Avenue -Approach to the Capitol - Bill Acheson informed Commission members that demolition permits for structures at 537 East Michigan (Famous Taco), and 520-522 East Michigan (the Chiropractic Association), will be signed by Alan Tubbs, Planning & Municipal Development Department Director. These structures are not in a historic district; therefore, the Commission wi I I not be able put these demolitions on hold. These structures will be demolished for the Michigan Square Project. Mr. Acheson has informed Commission Chairman Brown of these demolition permits. 3. Rules of Procedure -Bill Acheson informed Commission members that to date, the Rules of Procedure have been sent to the City Attorney; however, a final determination has not been received. Commission members reviewed slides of the restoration of the brick structure located at 117 South Hosmer (HPP-4- 90) (Ethel Apartments). Following discussion, it was Moved by Gardi , Seconded by Sawyer -Burleson and Carried unanimously to support $10,000 to restore the existing exterior of the structure. Determinations made by Commission members were contained in a memorandum to Ron Storehouse, Development Division Director, a copy of which is attached to and made a part of these minutes. b. Commission members reviewed restoration plans of the Ethel Apartments, 108-110 Hosmer (HPP-5-90) . Fol lowing discussion, it was Moved by Gardi , Seconded by Sawyer - Burleson and Carried unanimously to support $10,000 to restore the existing exterior of the structure. Determinations made by Commission members were contained in a memorandum to Ron Stonehouse, Development Division Director, a copy of which is attached to and made a part of these minutes. C. Commission members reviewed slides of the historic district at 326-28 Ottawa. Following discussion, it was Moved by Gardi , Seconded by Bridson, and unanimously Carried to support $5,000 toward the restoration of this structure. Determinations made by Commission members were contained in a memorandum to Ron Stonehouse, Development Division Director, a copy of which is attached to and made a part of these minutes. 5. Cherry Hi I I Update - Judy Gardi informed Commission members that 1 ,200 early blooming flowering plants were planted in the Cherry Hill Neighborhood. By May 18, 1991, all lights will be changed to historic lamp posts throughout the area. At the forthcoming dedication ceremony, there will be a sign with "Welcome to Cherry Hi I I ." Historic Preservation Loans - 2. 201 North Walnut (SLU-9-90) -Bill Acheson informed Commission members that the owner of this structure has reactivated his special land use permit and wants to tear this structure down and use it as a parking lot. It was Moved by Gardi, Seconded by Bridson and Carried unanimously to oppose the demolition of 201 North Walnut for a parking lot and to send a letter to the Planning Board stating the Commission's objections. A copy of the proposed letter is attached to and made a part of these minutes. VI . Promotional Video- Bill Acheson informed Commission members that Planning Division staff could produce a video for use by the Commission. Staff member Bill Acheson, Rob Edwards, and Karen Schmidt met with Ron Onufer of City Council to discuss availability of City Council's video equipment. Mr. Edwards offered his assistance in producing the video. Suzanne Sawyer -Burleson informed Commission members that grants up to $7,000 are available through the Michigan Council of Humanities for humanitarian type videos. Following discussion, it was the consensus of Commission members for Ms. Sawyer -Burleson to pursue searching for additional grant funds. 2. Michigan A•:anue-Approach to the Capitol - Bill Acheson advised Commission members the City is continuing its demolition of the buildings in the 500 block of Michigan Avenue. The future demolition of the building at the corner of Larch and Michigan, next to the Lansing Center, is also being considered. 3. Historic Preservation Loan Program - Bill Acheson informed Commission members that funds have been advanced for restoration at 713 Walnut; 515 Cherry Street; 117 South Hosmer; 108 and 110 South Hosmer; and 327 Seymour through the Historic Preservation Loan Program. c . New Business 1. Historic Preservation Loans - Bi I I Acheson told Commission members that three loans are pending and a couple of new applications are expected to be processed in June. 2. Old Business Work Program (Review) - Bill Acheson reviewed the 1991 Work Program. Commission members were asked to submit items for the development of a 1992 Work Program which could be discussed at the next regular Commission meeting. Following discussion, it was Moved by Sawyer -Burleson, Supported by Bailen, and unanimously Carried to add the Work Program to the next regular Commission meeting agenda. 2. Historic Preservation Loan Program (Update) - Bill Acheson informed Commission members that through the Historic Preservation Loan Program, seven projects have been paid and completed, utilizing $63,512 of Community Development Block Grant funds, and $110,778 of private money, for a grand total of $174,290. Four projects remain with either work in progress or are completed and have not been paid for. Chairman Eger outlined the Historic Preservation Loan Program for the new Commission members. Bi i I Acheson reviewed the Anchor Project, 1210 North Turner Street. 3. Promotional Video - Suzanne Sawyer -Burleson informed Commission members that two grants totaling $10,000 to $15,000 are possibly available for the production of a promotional video. Commission member Bai len stated that he sells advertising for Continental Cablevision and they could run a 30 second spot. Suzanne Sawyer -Burleson indicated she will follow up on the grants and ascertain what amount is available. Also, she will secure additional information from Mark Bai len regarding a 30 second promotion. The Promotional Video should be added to the next meeting's agenda. Stonehouse, Development Division Director FROM: William -Acheson, Senior Planner, Planning Division Planning & Municipal Development Department DATE: January 8, 1992 SUBJECT: 125-27 SOUTH EIGHTH STREET (HPP-12-91) Four members of the Historic District Commission, three at a special Historic District Commission meeting on December 12, 1991, and the other on December 17, 1991, reviewed an application to participate in the Historic Preservation Loan Program, for 125-27 South Eighth Street. This application was submitted by Ruth Kruger. It was found that this structure was constructed as a four unit in 1918. It appears to be a very late edition of the folk Victorian style with colonial revival influences. The structure's massive two-story front porch is a most striking feature. The Commission, based upon the foregoing, recommends the inclusion of 125-27 South Eighth Street in the Historic Preservation Loan Program for an amount not to exceed $10,000 for the following work: 1) Restoration/repair of front porch and steps as original. This includes structural repairs and painting with colors compatible with the period of the building and the replacement of non -period handrail for steps with a rail which is compatible with the style and period of the building. Details of railings and paint color must be approved by staff. 2) Scraping and painting windows and trim provided all original features are retained and paint color is appropriate to the style and period of the structure. Color must be approved by staff. 3) Installing storm and screens on all windows will be allowed if they do not damage or obscure on ginal windows and frames and are appropriate size and color. 4) The original front doors and storm doors that are in place should be preserved. 5) Replacing gutters and downspouts provided they do not obscure original features and they are placed to protect - the structure. Their color and style must be compatible with the color and style of original trim. Memorandum to Ronald G. Stonehouse January 8, 1992 Page 2 6) Replacing roof shingles with those which are a color and style which are complementary to the architecture and period of the structure. 7) Placing vinyl siding in the rear and- sides of the structure is allowed only if the siding is of a texture, color, gloss and style which closely approximates the original wood siding. All architectural details such as corner boards, window trim and moldings shall be retained. Historic preservation funds should only be applied to this siding if the necessary porch, window, door, and other work does not meet match for the S10,000 recommended. 8) Garage restoration is recommended if the original details are retained, especially the original half glass doors that are still in place on both garages on the property. Any necessary replacement doors should match the originals in appearance and mechanical operation. It should be noted that one of the garages extends onto another property. This may require additional approvals and/or lean agreements. It was also noted, for the applicant's information, that detailed estimates and proper invoices for costs will be required prior to the payment of funds. Detailed specifications, descriptions and drawings, where appropriate, of building elements should be submitted and approved prior to construction.
