I. CALL TO ORDER
The meeting was called to order at 6:00 p.m, by Chairman Robert
Morris in the 2nd Floor Conference Room located at 119 North
Washington Square, Washington Square Annex.

III. APPROVAL OF AGENDA
The agenda was approved as outlined.
IV. OLD BUSINESS
A. Historic Preservation Grants (Review of Work)
1. 327 Seymour - Bill Acheson advised members that difficulty
arose with the Davis Bacon Act in restoration of this
property. All commercial buildings have to meet the
Davis Bacon Act criteria, which says that a prevailing
wage must be paid. The problem centers around "time
sheet" entries which must be kept current on a daily
basis. He further told Commission members that criteria
must be developed for each loan as to what is allowable
under the program.
2. 1219 N. Turner - Commission members reviewed plans
for the restoration of this property. Determinations
made by Commission members are contained in a letter
sent to Mr. Robert P. Busby, a copy of which is attached
to and made a part of these minutes.
3. 1216-18 North Turner - Commission members reviewed
plans for the restoration of these properties.

4. 512 West Ionia - Commission members reviewed plans for
the restoration of this property. Determinations made
by Commission members are contained in a letter sent to
Mr. & Mrs. Dallas R. Brink, a copy of which is attached
to and made a part of these minutes.
5. 1217 West Shiawassee - Commission members reviewed
plans for the restoration of this property. Determinations
made by Commission members are contained in a letter
sent to Ms. Susan Ashcraft, a copy of which is attached
to and made a part of these minutes.
B. Cherry Hill Update - Bill Acheson advised members that the
Cherry Hill Historic District Report had been submitted to
City Council, reviewed in the Physical Development Committee,
and will be followed by a public hearing by the City Council
to enact an ordinance to grant Historic District status.
Letters were sent to Dr. Martha Bigelow, Director of both
the Michigan Historical Advisory Council and the Michigan
Historical Commission in December 1989, advising that the
Cherry Hill Neighborhood had petitioned for status as a
local historic district. A letter of response was received
from Dr. Bigelow acknowledging receipt of the Local Historic
District Study Committee Report and an outline of her plans
to present the documents to both preservation bodies at
their next scheduled meetings. Dr. Bigelow's letter also
stated that the Local Historic District Study Committee Report
satisfies the requirements of the state enabling legislation
and that no modifications were recommended. Mr. Acheson
further announced that the Cherry Hill Neighborhod had
received a $10,000 grant from the Neighborhood Builders
Alliance to improve the exterior of structures in the neighbor-
hood. Up to $1 ,000 per structure will be allowed. He
informed members that part of these structures will be in
the historic district and improvements will need to be approved
by the Commission.
V. NEW BUSINESS
A. Work Program 1990 - Commission members reviewed the Work
Program for 1990. Following discussion, it was Moved,
Supported, and Carried to have Mr. Alan Tubbs, Director
of the Planning and Municipal Development Department, or
his representative, explain the overall area development
concept of Michigan Avenue. The following three items were
added to the 1990 Work Program: Awards, Michigan Avenue,
and Lansing Community College. A copy of the revised
1990 Work Program is attached to and made a part of these
minutes.
B. 1990 Meeting Dates - It was the consensus of Commission
members to continue meeting the first Thursday of every
month. A copy of the 1990 Meeting schedule is attached to
and made a part of these minutes.
VI. ADJOURNMENT
There being no further business, the meeting was adjourned at
8:15 p.m.

RESTORATION PROPOSAL
Dear Mr. Busby:
The Historic District Commission reviewed your plans for the restoration of
1219 Turner. At the January meeting, the following determinations were made
by the Commission in regard to your project.
1. Detailed, to scale drawings should be submitted showing the
elements affected. In this case, interior structural drawings
may also be necessary. These drawings need not be done
by an architect for the purpose of the commission, however,
since this is a commercial building, you should check with
the Building Safety Division to determine if the work planned
will require sealed prints.
2. Painting of the exterior of the cast iron and the restoration
of any missing parts will be an acceptable activity. The
paint colors must be cleared with the commission prior to
application.
3. Tuck -pointing, as required on the exterior, will be acceptable.
4. Repair of structural components of the interior stairway to
the basement and the leveling of the first floor joists will be
eligible.
5. Replacement windows of approved style are allowed.
6. Work financed with funds received through our Historic
Preservation Program for non-residential restoration must meet
standards outlined by the Davis -Bacon Act. This is, all
laborers and mechanics employed by contractors or sub-
contractors must be paid wages not less than those prevailing

on similar construction in the locality as determined by the
Secretary of Labor. Before you begin work, you should
contact this office. We will help you set up proper procedures
to ensure conformance with the Davis -Bacon Act.
This building is worthy of sensitive restoration. The Historic District
Commission will help in the building's restoration if what is done is in keeping
with the history and style of archicture of the building. Please contact me if
you have any questions.

Dear Mr. Busby:
The Historic District Commission reviewed your plans for restoration of 1216-1218
Turner at the January meeting. ' The following determinations regarding your
project were made:
1. Detailed to scale drawings showing elements of the building
affected. Drawings by an architect are not necessary for
the purposes of the commission, however, the Building Division
may require prints sealed by a professional for structural
work proposed.
2. The repair of structural components and interior elements
are not generally eligible unless they can be related directly
to the historical or architectural integrity of the building.
In this case, these are items that have been water or fire
damaged that may qualify.

RESTORATION PROPOSAL"
The Historic District Commission has reviewed your proposal for restoration
work on 512 West Ionia. The Commission made the following determinations:
1. Scale elevation drawings must be submitted for exterior
restoration, especially the proposed porch work. These need
not be sealed architectural renderings, however, they must
be to scale and in sufficient detail to provide a guide for
work to be done.
2. The porch work must be done in a style in keeping with the
period and architecture of the structure. This includes the
replacement of non -period elements such as the cast steps
and wrought iron handrails,
3. The chimney visable from the front of the property should
be replaced with one that is compatible with the period of
the home. This should be done in conjunction with the
replacement of the -hot water boiler in the building.
4. Non -period replacement windows should be re -done with a
style that is more compatible with your Victorian home. This
Is especially recommended for the casement windows on the
north side of the building.
5. The tuck -pointing proposal is recommended as long as the
work is done appropriately.
6. Eaves troughing is an allowed element, however, placement
sensitive to the structure will be required.

Attached are some examples of the type of work that is required. These
elements of the structure's exterior must be addressed in order to access the
preservation loan fund.
The subject building is one that deserves sensitive restoration. The Historic
District Commission wishes to help with your restoration if that restoration is
done in a manner compatible with the building's architecture. Please submit
the additional requested information as soon as possible. Contact me if you
have any questions.

RESTAURANT PURPOSE
The Lansing Historic District Commission has reviewed your proposal for the
historic restoration of the building at 1217 West Shiawassee. The Commission
has made the following determinations in regard to the restoration:
1. Scale elevation drawings must be submitted for all exterior
restoration. These drawings need not be sealed architectural
renderings, however, they must be to scale and in sufficient
detail to provide a guide for work to be done.
2. The porch should be replaced with a "Craftsman" style porch
to match the style of the home. This does not seem to be
what is proposed. A colonial design is not appropriate for
this home.
3. Replace all exterior stairs with appropriate wooden steps and
rails. Cast concrete steps are not correct.
4. The doors on the house, if original, should be repaired if
possible. If this is not possible, then all replacements must
be of original design.
5. Painting should be done in colors and style approved by the
Historic District Commission. Please submit these details with
your designs.
G. Deck kits are normally not compatible with older architecture,
however, the Commission is willing to consider a design
sensitive to the building.

In the absence of a quorum, it was the concensus to proceed
informally with the meeting.

A. Historic Preservation Grants - Commission members reviewed
slides and plans of the following properties:
1 . 720 N. Seymour (HPP-22-89) - New fencing and restoration
has been completed. No. action taken due to lack of
quorum. Commission members recommended Ms. Sandborn
be contacted and advised that if she can share restoration
work, she may qualify for a grant.
2. 126 W. North Street (HPP-1-90) - Determinations made
by Commission members were contained in a letter sent
to Mr. John E. Patenge, a copy of which is attached to
and made a part of these minutes.
3. 217 E. Hillsdale (HPP-2-90) - Determinations made by
Commission members were contained in a letter sent to
Mr. Dale Goodrich, a copy of which is attached to and
made a part of these minutes.
4. 509 Cherry (HPP-3-90) - Determinations made by
Commission members were contained in a letter sent to
Mr. Dale Goodrich, a copy of which is attached to and
made a part of these minutes.
5. 117 S. Hosmer (HPP-4-90) - Mr. Acheson read a letter
received from Martha M. Bigelow, Director for the Bureau
of History and Executive Secretary, Michigan Historical
Commission informing the Commission that the Ethel
Apartments at 117 S. Hosmer Street, has been listed in
the State Register of Historic Sites. Determinations made
by Commission members were contained in a letter sent
to Mr. Dale Goodrich, a copy of which is attached to
and made a part of these minutes.
6. 108-10 S. Hosmer (HPP-5-90) - Mr. Acheson read a letter
received from Martha M. Bigelow, Director for the Bureau
of History and Executive Secretary, Michigan Historical
Commission informing the Commission that the Penfil
Apartments at 108-110 S. Hosmer Street, has been listed
in the State Register of Historic Sites. Determinations
made by Commission members were contained in a letter
sent to Mr. Dale Goodrich, a copy of which is attached
to and made a part of these minutes.
B. Cherry Hill Update - Bill Acheson advised Commission members
that following a 30 day waiting period, the Cherry Hill Historic
District is now officially approved.
C. Public Hearing 2/5/90 - When asked, Commission members
had no comments concerning the public hearing held on
February 5, 1990.
D. Work Program 1990 - Commission members reviewed the 1990
Work Program. "Standards for the Historic District" was
added to the Work Program.
E. Sixty Percent Ordinance - Bill Acheson advised Commission
members that this Ordinance is still help up in Committee.
F. Michigan Square Project - Bill Acheson advised Commission
members that Mr. Alan Tubbs is scheduled to address the
next Historic District Commission meeting concerning the
Michigan Square Project.

in the Historic Preservation Loan Program. The Commission feels that your
property at 126 West North qualifies for the program.
Exterior siding restoration (including removal of old asbestos siding, repair of
clapboard siding, and the repair of drooping eaves) is an acceptable activity.
In addition, painting of the restored clapboard siding may be included. Paint'
colors must be cleared by the Commission.

The Historic District Commission has reviewed your application to
participate in the Historic Preservation Loan Program. The
Commission feels that your property at 217 East Hillsdale qualifies
for the program.
The repair of the front porch qualifies for the program as long
as the work done reflects the age and style of the structure.

Kitchen modernization does not normally qualify for this program.
If some direct effect can be shown on the historical architecture.
or the structural integrity of the structure, especially the
exterior of the building, such repairs will be considered.
The Commission notes that there is a front yard parking situation
on the property. If a better solution to this design problem
were to be found, further contribution for other parts of the
home might be considered.
If you wish to participate in the program, please submit the
required materials as soon as possible. You should also note
that this building is in the Cherry Hill Historic District. This
requires all building permits for this structure be approved by
the Historic District Commission.

Dear Historic Preservation Loan Applicant:
The work you propose for 117 South Hosmer Street has been reviewed
for eligibility in Lansing's Historic Preservation Loan Program.
The staff has determined that the property is one of historic and
architectural significance. This reinforced by the recent listing of
the property on the State Register of Historic sites.
The property is, therefore, eligible for a Historic Preservation Loan.
The proposed exterior brick work (tuck pointing and cleaning) is a
fundable activity. Any building exterior work done including
replacement of windows should be reviewed for detail and proper
elevation drawings submitted.
The United States Secretary of the Interior's standards for restoration
should be followed in any exterior work. The staff and the Historic
District Commission will be pleased to provide any information and
advise necessary to complete your project.

Dear Historic Preservation Loan Applicant:
The work you proposed for 108-110 South Hosmer has been reviewed

The staff has determined that this property is one of historic and
architectural significance. This is reinforced by the recent inclusion
of the property on the State Register of Historic places. Therefore,
it does qualify for a Historic Preservation Loan.
The proposed exterior brick work (tuck pointing and cleaning) is a
fundable activity. Any building exterior work done, including the
replacement of windows, should be received and proposed elevation
drawings submitted. The United States Secretary of Interiors's
standards for restoration should be followed in any exterior work.

A. Work Program
Commission members reviewed the Work Program for 1990.
B. Michigan Square Project - Mr. Alan E. Tubbs, Director of
the Planning & Municipal Development Department for the
City of Lansing, presented an overview of developing the
Michigan Square Project. He described the project as a
means to create a dramatic Michigan Avenue approach to the
downtown area. He explained that the City is acquiring
properties on both sides of Michigan Avenue, between Cedar
and Larch Streets, for future development of a plaza which
ties in with the Capitol Loop concept. Some of the existing
buildings will be removed for the expansion of the Lansing
Center. The interim use of this area will be parking lots.
C. Chapter 1220.03(a), Historic District (Sixty Percent
Requirement) - Mr. Acheson advised Commission members
that this Ordinance has been held up in the Physicial
Development Committee. The Committee will set a public
hearing on the issue.
VI. NEW BUSINESS
A. Historic Preservation Grant Applications - Commission members
reviewed slides and plans of the following property:
1. 601 Cherry (HPP-6-90) - Determinations made by
Commission members were contained in a letter sent to
Ms. Jeanne W. Blair, a copy of which is attached to
and made a part of these minutes.
B. BZA-3038 - 208 N. Walnut/326-28 W. Ottawa - David J.
Anderson and Kathy A. Stull have requested a zoning variance
for this property for parking. A 17 space variance is
requested. These buildings are part of the proposed Ottawa/
Walnut Historic District. The staff supports the variance.
The Commission voted unanimously to send a note of approval
to the Board of Zoning Appeals.
C; 1206-08-10 Turner Anchor Project - The request for appraisal
has been amended to include the lot at the rear (East) and
accross the alley from the 1206-10 property.
D. 515 Cherry Street - Plans for the alteration of the porch at
515 Cherry Street to include barrier free access were
discussed.
E. Conference -Restoration May 12, 1990 - Commission members
were informed of the May 12th conference at the Lansing
Public Library. Mr. Acheson will be participating in the
conference as a panal moderator. In addition, a new display
has been developed for the conference.

The Historic District Commission has reviewed your application to
participate in the Historic Preservation Loan Program. The
Commission feels that your property at 601 Cherry Street qualifies
for the program. This shingled Colonial Revival home is considered
to be a National Historic Register quality building by the Michigan
History Division.
At ,the April meeting, the Commission made the following comments
in regard to 601 Cherry:
1. Landscaping is not an eligible activity. It has been
determined that most landscaping is not historic in nature.
Also, many landscaping items will not endure the ten
year period required for the loan to have been forgiven
(see interest and conditions of the information sheet
attached).
2. Repair and replacement exterior stairways and railings
are eligible items. However, work must be done that is
in keeping with the period and architecture of the
structure. This includes the repacement of non -period
elements where possible.
3. The replacement of the roof is an eligible item on a
historic home. Style and material must be approved by
the Commission.
4. Detailed to -scale drawings must be submitted showing the
elements affected. These drawings need not be done by
an architect, but should be of sufficient detail to provide
a guide for work to be done. Please submit these with
the financial form included with this letter.

May 3, 1990
I. CALL TO ORDER
In the absence of a quorum, it was the consensus to proceed
with the public hearing. The Special Public Hearing was
called to order by Bill Acheson at 5:45 p.m. , in the
Planning $ Municipal Development Department's conference
room, 119 North Washington Square Annex, 2nd floor.
II. ROLL CALL
The following three Historic District Commission Board
members were in attendance: Messrs. Brian Bridson; Al
Eger and James Brown.
At 6:20 p.m., Historic District Commission Board member
William Whitbeck arrived, thereby constituting a quorum.
Also in attendance were staff members: Mr. William Acheson
and Mrs. Jeanette Ristow.
111. STAFF COMMENTS
Following introduction of Commission members, Bill Acheson
outlined the Ottawa/Walnut Historic District, which involves
4 structures at 208 North Walnut, 318, 320-22, and 326-28
Ottawa. He reviewed procedures and various steps necessary
to establish a historic district. He further explained that
Ordinance requires a public hearing prior to the Commission
submitting a recommendation to the Mayor and City Council
for approval of a district designation establishment. Mr.
Acheson made an indepth slide presentation of the proposed
Ottawa/Walnut district, its boundaries, and individual
properties. He pointed out that the Board of Zoning Appeals
heard an appeal for a 17 car parking variance which was
needed in order to refurbish these properties. The Board
of Appeals and the Downtown Neighborhood Association asked
that this historic district be installed. The Planning Board
granted these buildings "Class All nonconforming use status
which removes limits on repair and restoration that may be
done to this structure.
Copies of the report on the proposed Ottawa/Walnut Street
Historic District were made available to attendees for their
review. Bill Acheson further explained that the Historic
District Commission's ordinance calls for 60% of the property
owners in any proposed historic district to approve of that
district before it can be considered by the Historic District
Commission and the City Council. In this case, the two
owners have both submitted an application and signed a
petition for designation of this area as a historic district.
At this point on the agenda, Mr. Whitbeck, Commission
Chairperson, opened the meeting for public comments:
MR. DAVID ANDERSON, 320 West Ottawa, who is co-owner of
the properties with his wife Cathy A. Stull, further described
the two townhouses as two separate buildings with a common wall
and discussed future renovation plans.
Mr. ROBERT MORRIS, 311 Seymour Street, described in detail
the owner's plans to restore each building. The use of the
buildings will be a mixed use, one apartment and office suites.
Discussion ensued to future expansion of this district and the
possibility of renaming the district. Bill Acheson explained that
the name of the district could be changed at the time of the
public hearing. Mr. David Anderson told Commission members
that he would like to have the designation of a historic district
for these properties.
Following additional discussion and a favorable audience response,
it was Moved, Supported and unanimously Carried that the
boundaries of the Ottawa/Walnut District, as proposed by the
owners, be adopted. It was further the consensus of Commission
members that additional expansion of this district should be take
place when feasible.
There being no further discussion, the meeting was adjourned at
6:30 p.m.

Commission members were contained in a letter sent to
Mr. Alan P. Raisky, a copy of which is attached to and
made a part of these minutes. The Commission approved
$5,000.
4. 406-10 S. Washington (HPP-13-90) - Determinations made
by Commission members were contained in a letter sent
to Mr. H.A. Welch, a copy of which is attached to and
made a part of these minutes. Commission members were
to drive by the structure to determine the number of
facades involved.
D. Rehabilitation Standards Review - Chairman Brown requested
Commission members review pages 5 and 6 of the Standards
of Rehabilitation as received from the Secretary of the Interior
to determine if the Commission concurs with those standards.

Unit Definition
For purposes of calculating award eligibility, a "unit" shall be
defined as one structure facade, where it is assumed that the typical
request will be based on the burden to preserve the historic character
of primarily the front elevation of a two -and -one-half story, twenty-five
(25) ft. high, twenty-five (25) ft. wide structure, other elevations
imposing no extraordinary burden of work.
Where peculiarities of style or location present more than one
elevation of a distinctly formal character, the added burden of compliance
with Department of the Interior and local standards shall be acknowledged
by considering that structure as having two units of eligibility.
The determination of the number of units eligible for assistance
shall be recommended by the Historic District Commission at the time of
its evaluation of the structure's worthiness for assistance.

The Commission is further recommending that your building qualify for a maximum
of $8,000. Specifically, the funds available may be used as follows:
1. Replacement and repair of original glass blocks qualifies as
long as the new material used and installation closely replicates
the original material and installation.
2. Replacement windows qualify if the replacements closely
replicate the originals in design, material, finish and color.
The original number, location and size of the windows should
remain the same. The repair of original windows is preferred.
3. Exterior storm windows are allowed if the storms do not damage
or obscure the windows or frames.
4. The repair of original doors is preferred to replacement. if
replacement is necessary, then the replacements must replicate
as nearly as possible, the originals.
5. The repair of the first floor storefronts will be recommended
if the original overall form of the storefront is retained.
The framing of each part of the original entrances to follow
the original contour of the facade should be done. The
material used in the repair should be compatible with the
rest of the building in color and texture. Please use remaining
physical evidence to replicate overall form and detailing.
Surviving details should be retained and missing parts replaced
if possible.

The Historic District Commission has reviewed your application to participate
in the Historic Preservation Loan Program. The Commission feels that your
property at 1200 South Genesee Street qualifies for the program.
The Commission made the following determinations in regard to the proposed
work at the May 3, 1990, meeting:
1. Detailed to -scale drawings of the elements affected as necessary
will be required. These drawings need not be done by an
architect, however, they must have sufficient detail to provide
a guide for the work to be done.
2. Detailed cost estimates of labor and material costs will also
be required.
3. Porch work qualifies for the program if it is done in keeping
with the style of architecture of the structure. This includes
the replacement on non -period elements where possible.
4. The repair, restoration and preservation of the windows qualify
for the program (the protection of the original windows is
also permitted) . The replacement on non -period elements
should be done where possible. The windows, when completed,
must be in a style in keeping with the architecture and
period of the structure.
5. Restoration of original doors is preferred. If replacement is
necessary, the replacement must match the original in style
and texture as closely as possible. This would include the
restoration of original weatherstripping as requested -in your
application.

Dear Ms. Debree:
The Historic District Commission has reviewed your application to participate
in the Historic Preservation Loan Program. The Commission feels that your
property at 216 East Hillsdale qualifies for the program. This is a shingle
style house with great potential.
At the regular May 3, 1990, meeting, the Commission made the following
determination about the property:
1. Detailed to -scale drawings must be submitted showing an
elevation of the elements of the structure affected. These
drawings need not be done by an architect. However, they
must be of sufficient detail to provide a guide for work
prepared.
2. The stucco work on your building does not appear to be original.
The Commission recommends that a more appropriate shingle or
clapboard -wall covering be applied. This will probably be a
more permanent long-range solution to your exterior wall
problem. If, however, the stucco finish can be documented as
original, such repair work would qualify for the program.
3. The beautiful front porch of the building should be restored
and preserved, as should all of the original elements of the
structure's exterior.
4. Detailed cost estimates of all work and material costs will
be required.

I. CALL TO ORDER
The meeting was called to order at 6:10 p.m. by Chairman
James D. Brown in the 2nd Floor Conference Room located at 119
North Washington Square, Washington Square Annex.

III. APPROVAL OF MINUTES
Hearing no corrections, the Chair declared the meeting minutes
of January 11 , 1990, March 15, 1990, April 5, 1990, and the public
hearing of May 3, 1990, approved as published.
IV. INTRODUCTION OF NEW MEMBER
Commission members welcomed newly appointed member, Judy
Gardi.
V. APPROVAL OF AGENDA
The agenda was established as outlined.
Vl. OLD BUSINESS
A. Rules of Procedure - Bill Acheson presented to Commission
members for consideration and adoption, a draft copy of the
Historic District Commission's Rules of Procedures. Following
discussion, it was the consensus of Commission members to
have the Historic District Commission's Rules of Procedure
typed as revised for presentation at the next meeting, a
copy of which is attached to and made a part of these
minutes.
B. Ottawa/Walnut Historic District - Update - Bill Acheson
advised Commission members that progress is being made on
the restoration of the Ottawa/Walnut Historic District. The
porches have been removed and extensive excavation is being
done all around the building.
C. Cherry Hill Historic District - Update - Bill Acheson advised
Commission members that information and pictures are being
gathered for a book which will include all of the houses in
both Historic Districts. The book will picture each house
and be available to everyone in each district. Judy Gardi
informed Commission members that the Cherry Hill Historic
District was trying to obtain a Secretary of State plaque
which designates the area as a historic district. The next
step will be to determine where the plaque should be placed.
D. Work Program 1990 - Commission members reviewed the revised
1990 Work Program. Following discussion, it was the
consensus of Commission members to again revise the 1990
Work Program. At this time, each Commission member chose
an item or items on the 1990 Work Program which he or she
would be responsible for. These responsibilities are included
in the revised 1990 Work Program, a copy which is attached
to and made a part of these minutes.
E. Standards for Rehabilitation - Chairman Brown advised
Commission members that all decisions regarding requirements
and funding have to be consistent. Commission members
commenced reviewed of the ten Standards for Rehabilitation.
F. 107 S. Pennsylvania - Following discussion, it was Moved
by Bridson, Seconded by Eger, and unanimously Carried to
approve the application for 107 S. Pennsylvania.
Determinations made by Commission members were contained
in a letter sent to Mr. Orlando Spagnuolo, a copy of which
is attached to and made a part of these minutes.
G. 406-10 South Washington - Commission members reviewed slides
and plans of 406-10 South Washington. Determinations made
by Commission members were contained in a letter sent to
Mr. H.A. Welch, a copy of which is attached to and made a
part of these minutes.
VII. NEW BUSINESS
A. Demolition Permit - 427 S. Logan - Mr. Acheson explained
that a demolition permit for this building has been held for
Commission review because the State of Michigan has indicated
that it was a significant property. However, subsequent
review found it not to be significant, so the building was
demolished. Upon viewing slides of the building, the
Commission agreed with the Planning Division action.
B. Historic Preservation Grants - Commission members reviewed
slides and plans of the following properties:
1. 533 South Grand (HPP-14-90) - Following discussion, it
was Moved by Eger, Seconded by Bridson, and
unanimously Carried that if paint removal is done within
National Guidelines for Preservation and portions of the
porches replicated, then the Commission will approve a
two unit program for this structure. Determinations
made by Commission members were contained in a letter
sent to Mr. James Cash, a copy of which is attached to
and made a part of these minutes.
2. 305 North Chestnut (HPP-15-90) - Following discussion,
it was Moved by Gardi, Seconded by Bridson, and
unanimously Carried to approve the application for 305
North Chestnut as applied. Determinations made by
Commission members were contained in a letter sent to
Mr. Leslie C. Linsemier, a copy of which is attached to
and made a part of these minutes.
3. 500 West Ionia (HPP-16-90) - Following discussion, it
was Moved by Gardi, Seconded by Eger, and unanimously
Carried to approve the application (11 units) for 500
West Ionia as applied. Determinations made by Commission
members were contained in a letter sent to Mr. Leslie
C. Linsemier, a copy of which is attached to and made
a part of these minutes.
4. 527 Cherry Street (HPP-17-90) - Following discussion,
it was Moved by Eger, Seconded by Bridson, and Carried
with 3 Yeas and 1 Abstention to approve the application
for 527 Cherry Street. Determinations made by
Commission members were contained in a letter sent to
Mr. Douglas Smith, a copy of which is attached to and
made a part of these minutes.
5. 528 Cherry Street - Following discussion, it was Moved
by Eger, Seconded by Bridson, and Carried with 3 Yeas
and 1 Abstention to approve the application for 528 Cherry
Street as applied. Determinations made by Commission
members were contained in a letter sent to Mr. Douglas
Smith, a copy of which is attached to and made a part
of these minutes.
6. 223 East Hillsdale (HPP-19-90) - Following discussion, it
was Moved by Eger, Seconded by Bridson, and Carried
with 3 Yeas and 1 Abstention to approve the application
for 528 Cherry Street. Determinations made by
Commission members were contained in a letter sent to
Mr. Douglas Smith, a copy of which is attached to and
made a part of these minutes.
7. 534 Cherry Street (HPP-20-90) - Following discussion,
it was Moved, Supported, and Carried with 3 Yeas and
1 Abstention to approve the application for 534 Cherry
Street. Determinations made by Commission members were
contained in a letter sent to Mr. Douglas Smith, a copy
of which is attached to and made a part of these minutes.
C. SLU-9-90, 201 North Walnut - Following discussion it was
Moved by Gardi, Seconded by Bridson and unanimously
Carried not to support the demolition of 201 North Walnut
for a parking lot. Determinations made by Commission
members were contained in a letter sent to the Planning
Board, a copy of which is attached to and made a part of
these minutes.
VIII. ADJOURNMENT

HISTORIC DISTRICT COMMISSION
CITY OF LANSING

Part I.
RULES OF ADMINISTRATIVE PROCEDURES
The following rules of procedure are adopted by the Historic District Commission
to facilitate the performance of its duties and the exercising of its
responsibilities, functions and powers.
Section 1.0 Officers
1.1 SELECTION - The Commission shall, at the July meeting, nominate/
elect from among the voting members, a Chairperson and Vice
Chairperson. A Commission member shall not hold the office of
Chairperson for more than two consecutive years, and also, a
Historic District Commission member shall not hold the office of
Vice Chairperson for more than two consecutive years. The Planning
Department Director shall be the designated Secretary of the
Commission. In event of his/her absence, the Planning Director
shall appoint a member of his staff as a secretary designee.
1.2 TENURE - The Chairperson and Vice Chairperson shall take office
immediately following their selection and shall hold office for a
term of one year or until their successors are selected and assume
office.
1.3 DUTIES -
A. The Chairperson shall preside at all meetings and perform
such other duties as may be ordered by the Commission.
B. The Chairperson shall appoint all committee members for a
term of one year and shall designate one committee member as
Chairperson for a term of one year, or until his/her successor
has been selected. The Chairperson may reassign members or
redesignate committee chairperson at his discretion.
C . The Vice Chairperson shall act in the capacity of the
Chairperson in his absence, and in the event the office of the
Chairperson becomes vacant, the Vice Chairperson shall succeed
to this office for the unexpired term and the Commission shall
select a successor to the office of Vice Chairperson for the
unexpired term.
D. The Chairperson and the Planning Department Director/Designee
shall be ex-officio members of all committees.
E. The Secretary shall execute all documents in the name of the
Board, perform the duties hereinafter listed, and shall perform
other such duties as the Board may determine.
Section 2.0 Duties of the Secretary
2.1 MINUTES -
A. The Secretary shall be responsible for maintaining the minutes
of Commission meetings and shall have them available in suitable
volumes. Copies of the minutes shall be distributed to all

voting Commission members prior to the meeting at which they
will be considered.
B. The minutes of the
Commission meetings shall
be
filed in the
office of the City
Clerk as a public record
and
no official
action taken by the
Commission at any meeting shall
be validated
or effective, until
a copy of the minutes of
the
meeting at
which such action was taken shall be filed with
the
City Clerk.
2.2 RECORDS -
The Secretary shall be responsible for keeping a record of all of
the Commission's transactions.
2.3 COMMUNICATIONS, PETITIONS, ETC. -
All
communications,
petitions
and reports
shall be addressed to
the
Commission and
delivered
or mailed to
the Secretary.
Section 3.0 Meetings
3.1 REGULAR MEETING -
Meetings of the Historic District Commission will be held the first
Thursday of every month at 6:00 p.m. in the Planning Division
office, and at such other times and places as designated by the

Commission at a regular meeting. By majority vote, the time and
place of meetings may be changed.
3.2 SPECIAL MEETINGS -
A. Special meetings shall be called at the request of the Chairperson
or of five members of the Commission. Notice of special meetings
shall be given by the Secretary to the members of the
Commission at least forty-eight (48) hours prior to such meeting
and shall state the purpose and time of the meeting. If the
Secretary is unable to contact Commission members, notice shall
be left at the members' usual place of residence.
B. The Chairperson may designate special meetings for Public
Hearings, planning discussions, and deferral of hearings and
petitions to a subsequent meeting.
3.3 PUBLIC -
All regular and special meetings, hearings, records of the
Commission, its resolutions, transactions, findings and
determinations, as well as acts shall be open to the public.
3.4 QUORUM -
A. Four members shall constitute a quorum for the transaction of

business and the taking of official action. Simple majority of
members eligible to vote may approve business. Any amendment
to a motion is by majority vote of the members present.
B. Whenever a quorum is not present at a regular or special
meeting, those present may adjourn the meeting to another
day or may meet as a Committee of the Whole for the purpose
of considering such matters as are on the agenda. No action
taken at such a meeting shall be final or official, unless and
until, ratified and confirmed at a subsequent meeting at which
a quorum is present.
3.5 DISQUALIFICATION -
Historic District Commission members are urged to abstain from
voting on any issue where there may exist a greater than remote
personal interest in that issue. When any issue involves a member's
own pecuniary interest, affects his/her employer, or bears on
some other associated fact, that member should state his/her
interest.
Abstention shall occur prior to every instance of potential conflicts
of interest following the introduction of the issue into the business
of the meeting. A record of such votes shall be entered into the
records of the meeting. ANY MEMBER OF THE BOARD WHO IS
SO DISQUALIFIED SHALL NOT SUBSEQUENTLY INTERCEDE ON

BEHALF OF ANY SUCH MATTER WITH MEMBERS OF THE COUNCIL
AND/OR OTHER UNITS OF GOVERNMENT.
3.6 ATTENDANCE -
A. A Commission member shall be regular in attendance. In the
event a Commission member is absent twenty-five (25) percent
of the meetings in any calendar year, unless such absence be
excused, any Commission member may ask the subject member
to explain his/her absences. If the absences are not excused,
the Commission member may be asked to resign.
B. Such procedures do not prohibit a member from voluntarily
resigning from the Commission.
C. Following the roll call of Commission members at any meeting,
the Chairperson shall ask if any of the absent members had
requested that their absence be excused. The Secretary or
any member of the Commission will relate to the Commission
any such request made to them and the reasons for that request.
A motion to excuse or not excuse that member may be approved
by a majority vote.
3.7 ORDER OF BUSINESS -
Agenda: The Secretary shall prepare an agenda for each meeting

and the order of business shall be as follows:

3. Hearings:
a. Advertised Public Hearing

3.8 MOTIONS -
Motions shall be restated by the Chairperson before a vote is
taken. The names of the persons making the motion and its
second shall be recorded.
3.9 VOTING -

Voting shall be recorded by verbal yeas and nays, unless otherwise
ordered by the Chairperson.
3.10 COMMISSION ACTION -
Action by the Commission on any matter on which a hearing is
held shall not be taken until the hearing has been concluded.
3.11 PARLIAMENTARY PROCEDURE -
Except where otherwise specified, meetings shall be conducted
according to the Roberts Rules of Order, with the exception that
the Chairperson shall have a vote.
Section 4.0 HEARINGS
4.1 SPECIAL HEARINGS
Notice of special hearings for the purposes of presenting preliminary
Historic Districts, obtaining public opinion on problems, or
discussion of a particular problem with interested parties will be
given in the most practical manner and to persons, or group
representative most interested.
4.2 NOTICE OF DECISION -

A written notice containing the decision of the Commission will be
sent to petitioners and originators of a request for the Commission
to study a special problem. Such notice will also be sent to the
City Council along with details of the petition and the circumstances
involved in arriving at said decision.
4.3 PUBLICITY -
All public releases regarding committee discussions and decisions
reached at the Executive Session of the Historic District Commission
or releases of any other information relating to the work of the
Historic District Commission shall be made by the Chairperson or
the Secretary, with approval of an Executive Committee member.

Preservation Loan at both their June 7 and August 9 meetings. At the August
meeting, the Commission determined that the building at 107 South Pennsylvania
qualified for the Historic Preservation Loan Program. The Commission further
recommended that your building is eligible for up to $10,000 (100% match
required) .
Preservation work on the building will qualify for funding provided:
1. Detailed to scale drawings are submitted showing elevation of the
work affected. Drawings sealed by an architect are not required
for the purposes of the Commission, however, the Building Safety
Division may require prints sealed by an architect if a building
permit for work is required. Please contact the Building Safety

RE: 406-10 South Washington Avenue (HPP-13-90) Historic Preservation Loan
On August 9, 1990, the Historic District Commission qualified your building at
406-10 South Washington for a facade restoration amount not to exceed $10,000.
This is an upgrading of the $5,000 decision made on June 7, 1990 (see attached
COPY of letter dated June 18, 1990). This additional amount carries with it
the provision that, in addition to period window replacement and brick repair,
the lower storefront areas (excluding the Capitol Fur portion) receive some
remedial treatment to restore their compatibility with the building's architecture.
Sign treatment is a very important component of this treatment.
Detailed scale drawings should be submitted showing the elements of the building
( affected. The Commission and this office will need to review and approve the
plans and the approved plans implemented prior to the disbursement of Historic
Preservation funds. Also, all Davis -Bacon wage guidelines outlined in the
June 18 letter apply.

The Historic District Commission reviewed your application for a Historic
Preservation Loan at a special meeting on August 9, 1990. The Commission
determined that your building at 533 South Grand Avenue qualifies for the
program for an amount up to $10,000 (100% match required).
The proposed exterior restoration work will qualify for funding subject to:
1. Submittal of detailed to -scale drawings showing elements of the
building affected. Drawings by an architect are not necessary for
the purposes of the Commission, however, the Building Safety Division
may require prints sealed by a professional for structural work
proposed. The elevations for exterior work should have sufficient
detail to provide a guide for proposed work.
2. Detailed estimates and proper invoices for costs will be required
prior to payment of funds.
3. Porch work qualifies for the program if it is done in keeping with
the style of architecture of the structure. This includes the
replacement of non -period elements where possible and the replication
of original porches.
4. The repair and restoration of brick qualifies as long as paint is
chemically stripped in the gentlest possible way (no sandblasting)
and repair is done with care to match original style texture and
color of brick and mortar.
You should be aware that work on commercial and office structures financed
with funds received through our Historic Preservation Program must meet
standards outlined by the Davis -Bacon Act. That is, all laborers and mechanics

employed by contractors or subcontractors must be paid wages, not less than
those prevailing on similar construction in the locality as determined by the
Secretary of Labor. Before you begin work, you should contact Vivian Preston

and forms you will require in fulfilling the Davis -Bacon requirement.

RE: 201 NORTH WALNUT (SLU-9-90)
The Historic District Commission has been made aware of a proposal to
demolish the structure at 201 North Walnut in favor of parking., This proposal
is presented to you as a special land use (SLU-9-90) .
On August 9, 1990, at a special meeting, the Commission voted unanimously
not to support the demolition at 201 North Walnut. As you know, the Planning
Board and the City Council approved the Ottawa/Walnut Historic District in
May of this year. This Historic District lies adjacent and east of 201 North
Walnut. This office "neighborhood," especially those buildings with facades
facing Ottawa Street, has an important architectural and historical relationship
with the State Capitol Building. The removal of the structure at 201 North
Walnut is not acceptable given its contribution to the Ottawa Streetscape,
The development of a parking lot at this site would diminish the Ottawa/Walnut
Historic District, as well as the State Capitol Building.
At present, the
properties at 208 North Walnut and
326-28 West Ottawa
are in the
process of
extensive period restoration. This
is a significant step
toward the
revitalization of Lansing's downtown. The removal
of this building
would have
a negative
effect upon future restoration in the
area, setting back
the efforts
by the
Historic District Commission, the
City Council, and
yourselves,
as well as concerned owners and tenants of
the downtown area.

I. CALL TO ORDER
The meeting was called to order at 6:14 p.m. by Chairperson
James D. Brown in the 2nd Floor Conference Room located at 119
North Washington Square, Washington Square Annex.

the 1990 Work Program as published.
3. Standards for Rehabilitation - Following discussion, it was
Moved by Eger, Seconded by Bridson, and unanimously
Carried to review the Cherry Hill proposed Standards for
discussion at the next regular meeting.
4. 201 North Walnut - Mr. Acheson indicated that this special
land use proposal to remove the building at 201 North Walnut
for parking is being held in the Planning Board of Zoning
and Ordinance Committee.
VI. NEW BUSINESS
Historic Preservation Grants - Commission members reviewed
slides and plans of the following properties:
a) 713 North Walnut (HPP-22-90) - Following discussion, it
was Moved by Gardi, Seconded by Eger, and unanimously
Carried to approve the application for 713 North Walnut.
Determinations made by Commission members were
contained in a letter sent to Ms. Lucy Esmay, a copy of
which is attached to and made a part of these minutes.
b) 311 East Grand River (HPP-21-90) - Following discussion,
it was Moved by Eger, Seconded by Bridson, and
unanimously Carried to approve the application for 311
East Grand River as applied. Determinations made by
Commission members were contained in a letter sent to
Mr. Jay Williams, a copy of which is attached to and
made a part of these minutes.
2. Historic Preservation Network Conference - Commission
members discussed the upcoming Historic Preservation Network
Conference in Marshall, Michigan October 6-7, 1990. Mr.
Acheson will submit a request for two Commission members
to attend.
3. Capitol Loop Open House - Commission members discussed
the Capitol Loop open house by JJ&R on September 20, 1990.
Bill Acheson advised Commission members that he has
submitted a list of houses to the Michigan Department of
Transportation (MDOT) that are considered historically
significant. Some of the homes, as a result of this project, will be
moved, but he has not yet received clarification from MDOT which homes
are to be moved. Chairperson Brown requested that a Commission
member attend this open house if possible.
4. HPP-10-90, 905 West Genesee - Mark Fineout, owner of the
property at 905 West Genesee, advised Commission members
of his plans for restoration of this property. Following
discussion, it was Moved by Gardi, Seconded by Whitbeck,
and unanimously Carried to approve the application as amended
for 905 West Genesee. Determinations made by Commission
members were contained in a letter sent to Mr. Mark A.
Fineout, a copy of which is attached to and made a part of
these minutes.
5. Historic District Invisibility - Chairperson Brown advised
Commission members that the City Clerk has omitted the
Historic District Commission meetings on their weekly list of
Board meetings. Mr. Acheson advised that our meetings
are posted in the Clerk's office, and the omittance will be
checked into.

The Historic District Commission re -reviewed your application to participate in
the Historic Preservation Loan Program on September 13, 1990, at your request.
The Commission is again recommending that your building qualify for a maximum
of $8,000. Specifically, the funds available may be used as follows:
1. Replacement and repair of original glass blocks qualifies as
long as the new material used and installation closely replicates
the original material and installation.
2. Replacement windows qualify if the replacements closely
replicate the originals in design, material, finish and color.
The original number, location and size of the windows should
remain the same. The repair of original windows is preferred.
3. Exterior storm windows are allowed if the storms do not damage
or obscure the windows or frames.
4. The repair of original doors is preferred to replacement. If
replacement is necessary, then the replacements must replicate
as nearly as possible, the originals.
5. Roof surface replacement and repairs are covered activities.
6. Landscaping is not covered by the program.

The Lansing Historic District Commission reviewed your application to participate
in the Historic Preservation Loan Program at a regular meeting
September 13, 1990. The Commission voted 5-0 to recommend the building at
311 East Grand River be included in the program.
The Commission further recommends that E maximum loan amount of $5,000 be
applied to the following items:
1. Replacement windows if they replicate the originals in design, material,
finish and color. The original number, location and size of the
windows should remain the same. The repair of original windows is
preferred.
2. The repair of original doors is preferred to replacement. If
replacement is necessary, then the replacement must replicate, as
nearly as possible, the originals.
3. Tuck -pointing, cleaning and replacement of bricks is acceptable if
the overall detailing and form is compatible with the size scale,
material and color of the building.

drawings sealed by an architect if a building permit for work is required.

1. CALL TO ORDER
The Special Public Hearing was called to order by Chairperson
James D. Brown at 4:43 p.m, in the Planning & Municipal
Development Department conference room, 2nd floor, Washington
Square Annex.

The following five Board members were in attendance, thereby

III. STAFF COMMENTS
Following introduction of Commission members, Bill Acheson outlined
the history and showed slides of the property at 509 Cherry
Street. He stated the reason for the public hearing was approval
of a building permit for this property, which is in the Cherry
Hill Historic District. He further stated that the Planning Division
supports the owners proposal, copies of which were made available
to attendees for their review and attached to and made a part of
these minutes.
At this point on the agenda, Mr. Brown, Commission Chairperson, opened
the meeting for public comments:
MR. JOSE CELEDON, 509 Cherry, who is the owner of the property,
described in detail his plans to restore the two front porches and showed
Commission members a sample of the new porch design.
Following additional discussion and a favorable audience response, it
was Moved by Gardi, Seconded by Sawyer -Burleson, and unanimously
Carried to approve the application for a permit for work to be performed
at 509 Cherry Street. Chairperson Brown signed the Certificate of
Approval. It was Moved by Gardi, Seconded by Bridson, and unanimously
Carried to approve the Certificate of Approval form. The original
Certificate of Approval was given to Mr. Jose Celedon, a copy of which

Following additional discussion, it was Moved by Whitbeck,
Seconded by Gardi and unanimously Carried that the Commission
deny the application as it relates in part to the access ramp
proposed for the front of the building and further that the
Commission approve the application as it relates in part to the
interior construction that needs to be done, and further the
Commission authorizes staff to send a letter in support of Dr.
Hutcheson's application for a generalized exception to the barrier -
free requirements for this building.

VI. OLD BUINESS
A. Standards for Rehabilitation - Commission members reviewed
a draft of the Proposed Cherry Hill Preservation Standards.
Following lengthy discussion, it was the consensus of
Commission members to wait until a revised draft is produced
before adopting these standards. It was also suggested
that Judy Gardi circulate the revised draft throughout the
Cherry Hill neighborhood. A copy of the revised "Proposed
Cherry Hill Preservation Standards" is attached to and made
a part of these minutes.
" B. Historic Preservation Conference - Mr. Acheson advised
Commission members that Judy Gardi and Brian Bridson will
attend the Historic Preservation Conference in Marhall,
Michigan. Mr. Acheson further informed Commission members
that attendance at the conference in Charlotte, North Carolina
would deplete all available conference funds and suggested
that Commission members focus instead on local conferences.
NEW BUSINESS
A. HPP Applications - Commission member Whitbeck stated that
Commission members still want a meeting with the Historic
Preservation Grant administrators to discuss the role of the
Historic District Commission. Chairperson Brown advised
Commission members that a meeting scheduled at 4:45 p.m. -
on October 4 with James Foulds, Planning Division Director,
was cancelled. Bill Acheson informed Commisssion members
that he met with Alan Tubbs, Department of Planning &
Municipal Development Director, Roy Pugh, Chief Housing
Inspector, and Jim Foulds, Planning Division Director to
review the HPP Loan system. As a result of that meeting,
a new application form is being designed in order to make
the entire application process easier. When a person applies
for a Historic Preservation Loan, the Commission will make a
recommendation and write a letter to Ron Stonehouse,
Development Division Director, instead of the applicant.
Mr. Acheson will contact the applicant to determine if any
problems exist and try to keep the entire process moving.
Mr. Acheson told Commission members that 4 or 5 applications
need just a little more documentation before being paid.
Chairperson Brown again requested a meeting before
November 1 regarding this process.
B. Davenport College Plans - Commission members reviewed plans
and slides on the houses on Lenawee. Mr. Acheson told
Commission members that Davenport College has not done
any screening or buffering in this area and that they will
be contacted reagarding this.

PROPOSED
CHERRY HILL
PRESERVATION STANDARDS
The Lansing Planning and Zoning Code, Chapter 1220, Historic Districts (the
"Ordinance"), calls for the use of "Preservation standards and guidelines in
the review of activities that will affect Historic District resources." The U.S.
Secretary of the Interior's Standards for Rehabilitation are to be used by the
Historic District Commission ("Commission") as parameters for specific guidelines
related to Historic Districts; the Standards for Rehabilitation and these
Preservation Standards, as they relate to the exterior features of a district
resource, will be used by the Commission in its review of permits under
Section 1220.5 of the Ordinance. The following is a listing of the Secretary
of the Interior's Standards (revised 1990) with specific Cherry Hill guidelines
in bold type:
1. A property shall be used for its historic purpose or be placed
in a new use that requires minimal change to the defining
characteristics of the building and its site and environment.
In the Cherry Hill District, the use of property shall be that
which will preserve the historic architectural characteristics of
that property.
2. The historic character of a property shall be retained and
preserved. The removal of historic materials or alteration of
features and spaces that characterize a property shall be
avoided.
The removal of authentic porches, windows and doors is
discouraged. Repair of existing historic features shall be preferred.
When replacement is necessary, compatibility with period and
architecture shall be required.
3. Each property shall be recognized as a physical record of its
time, place, and use. Changes that create a false sense of
historical, development, such as adding conjectural features
or architectural elements from other buildings, shall not be
undertaken.
Original features shall be documented through use of Lansing Public
Library photographic data as possible. If changes are proposed,
historical evidence or original status, if available, shall be required.
4. Most properties change over time; those changes that have
acquired historic significance in their own right shall be
retained and preserved.
The evolution of structures (additions, etc.) will be accepted in
Cherry Hill. However, proposed changes shall be evaluated on a

case by case basis and compatible features shall be encouraged.
5. Distinctive features, finishes, and construction techniques or
examples of craftsmanship that characterize a property shall
r be preserved.
Original siding, windows, doors, trim, porches and other features
shall be identified and preserved to the maximum extent possible.
Restoration shall be sensitive to these distinctive parts of a historic
structure.
6. Deteriorated historic features shall be repaired rather than
replaced. Where the severity of deterioration requires
replacement of a distinctive feature, the new feature shall
match the old in design, color, texture and other visual
qualities and, where possible, materials. Replacement of
missing features shall be substantiated by documentary,
physical, or pictorial evidence.
The original exterior elements and features shall be identified,
retained and restored to the maximum extent possible. Repairs
should be accomplished by recommended preservation methods in
the Department of the Interior's Guidelines for Rehabilitation.
Replacement, when necessary, shall be done according to
photographic data available at the Lansing Public Library and other
evidence as needed.

7. Chemical or physical treatments, such a sandblasting, that
cause damage to historic materials shall not be used. The
surface cleaning
of
structures, if
appropriate, shall be
undertaken using
the
gentlest means
possible.
Surfaces that were originally unpainted shall remain that way. A
protective coating may be applied if water penetration is a problem.
8. Significant archeological resources affected by a project shall
be protected and preserved. If such resources must be
disturbed, mitigation measures shall be undertaken.
The Historic District Commission staff shall be notified of such
resources, when discovered, as soon as possible.
9. New additions, exterior alterations, or related new construction
shall not destroy historic materials that characterize the
property. The new work shall be differentiated from the old
and shall be compatible with the massing, size, scale, and
architectural features to protect the historic integrity of the
property and its environment.
Intrustions on the streetscape of the district shall be discouraged
to the maximum extent possible.

10. New additions and adjacent or related new construction shall
be undertaken in such a manner that if removed in the future,
the essential form and integrity of the historic property and
its environment would be unimpaired.
Any new construction in the district shall be completed only after
it is shown not to harm the form and integrity of any district
resource. The commission may make comments on construction
that might occur adjacent to the Historic District.

V . OLD BUSINESS
A. Michigan Avenue - Chairperson Brown advised Commission members
that his firm is putting together a packet of information that explains
the reasons why alternatives should be considered as opposed to
tearing down the buildings on Michigan Avenue. Copies of JJ&R's
proposal to demolish the buildings were distributed to Commission
members for their review.
B . Historic Preservation Loan Program - Chairperson Brown advised
Commission members that he recently met with Jim Foulds , Planning
Division Director, and William Acheson in order to determine what the
Commission's responsibility is regarding the Historic Preservation
Loan Program. Mr Brown stated that, according to both gentlemen,
the Commission is essentially in an advisory capacity to (1 )
determine the significance of a structure and (2) review applications
to determine what impact the granting of such a loan would have on
the structure through its restoration and make a recommendation to
the Development Division, who is the funding source of the Historic
Preservation Loan Program.
Chairperson Brown further reviewed the Commission's role in the
overall decision -making process within the City of Lansing's
framework. He told Commission members that he wanted to make the
Historic Preservation Loan Program an "Action" program as well as
a "Reaction" program. He stated that the Commission has been
waiting for applicants to come in to the Commission, but the
Commission could integrate itself much more with the City's decision
making and goal objectives by working with the Planning Commission
to target areas and determine what homeowners we should approach
to make them aware of our program. Commission members discussed
various areas that could be targeted for this program.
Commission members reviewed the revised Historic Preservation Loan
Program application form. A copy of the revised form is attached to
and made a part of these minutes.

C . Standards for Rehabilitation - Prior to adoption by the Commission,
Judy Gardi will circulate copies of the Standards for Rehabilitation
to the Cherry Hill Neighborhood Group. Commission members were
asked to submit any changes or corrections to William Acheson.
D . HPP-22-90 Review; 713 North Walnut - Commission members reviewed
restoration plans of the structure at 713 North Walnut. Following
discussion, Mr. Acheson advised Commission members that a request
to grant this property "Class A" nonconforming status will go to the
Planning Board and, at that time, a letter of support from the
Commission may be requested.
E . Davenport College - William Acheson advised Commission members he
will try to get together with Judy Gardi as soon as possible to discuss
Davenport College's parking.
VII. NEW BUSINESS
A . HPP-23-90; 726 Seymour - Following discussion, it was Moved by
Whitbeck , Seconded by Bridson , and unanimously Carried tc
determine the structure at 726 Seymour historically significant.
Determinations made by Commission members were contained in a
memorandum to Ron Stonehouse , Development Division Director, a copy
of which is attached to and made a part of these minutes.
B . 326-28 West Ottawa - Commission members reviewed pictures of the
work in progress at 326-28 West Ottawa. Mr. Acheson advised
Commission members that Jack Nelson, Plan Review Specialist of the
Building Safety Division, requested a letter from the Commission
requesting a variation from the Uniform Building Code specification
in regard to the 30'' porch railings used in restoration rather than
the 42" railing required. A copy of the memorandum written to Jack
Nelson is attached to and made a part of these minutes .
C . Review of trip to Marshall, Michigan by Judy Gardi and Chairperson
Brown - This. conference raised questions regarding Historic District
Commission Ordinances relating to membership and the appointment
of an architect and a historian to the Commission. Another question
related to recent changes in state laws and whether our Ordinance
reflected these changes, i.e. , a study commission could be appointed
to designate historic districts rather than having them petitioned as
they are in Lansing. Mr. Acheson informed Chairperson Brown that
the Commission's Ordinance does reflect the membership statement as

well as recent changes. Chairperson Brown further stated that,
according to the speakers at the conference, funding is available for
Historic District Commissions and is easy to obtain by submitting an
application. Mr. Acheson will contact Katherine McCracken, Certified
Local Government contact, to see if any funding is available .

At a regular meeting on November 1, 1990, the Historic District Commission
reviewed HPP-23-90 (726 Seymour), an application to participate in the Historic
Preservation Loan Program. It is the Commission's opinion that the building at
726 Seymour has significance and, therefore, qualifies for the program.
The porch work completed by the property owners, Mr. and Mrs. Sheldon, is
recommended for funding. Work was done to repair the 3" drop on the north corner
of the front porch, new skirting boards were added, and rings and bases for three
porch pillars were replaced in original style. The Commission recommends that
the $405 loan request ($405 loan + $405 match = $810 total) be honored once all
program requirements are satisfied. The Commission thanks you for this

326-28 WEST OTTAWA, PORCH RAIL REQUIREMENTS
As per your instruction, I am waiting to support a variation from Uniform
Building Code Specification in regard to the porch rail at 326-28 West Ottawa
Street. This address is included as part of the Ottawa -Walnut Historic District,
a local historic district. Chapter 1220.03(n) of the City's Code of Ordinances,
calls for the U.S. Department of Interior Standards for Rehabilitation as design
criteria for Lansing's Historic Districts. The application of these standards
to the restoration of structures to historic district was made to assure the .
reconstruction of missing or altered elements as original.
The original railings on the front proches of 326-28 Ottawa, according to
available documentation, were as shown on City Visions drawing dated July 2,
1990, for the property in question. Applying the strict Uniform Building
Code specifications for railings on this project would not allow the recreation
of those original elements which are necessary to maintain the historic integrity
of the structure. I would recommend that the original version of the railings,
as shown in the July 2, 1990, City Visions drawing, be allowed.

MINUTES
December 6, 1990
1. CALL TO ORDER
The meeting was called to order at 6:12 p.m. by Chairman James D . Brown
in the 2nd Floor Conference Room located at 119 North Washington Square,
Washington Square Annex.

IV. APPROVAL OF MINUTES

approve the minutes of November 1, 1990, as published.
V. PUBLIC HEARINGS- None
VI. OLD BUSINESS
A. Historic Preservation Loan Program - Commission members reviewed
and discussed the revised Historic Preservation Loan Program
application form which requests additional information needed for the
Community Development Block Grant Program. Mr. Acheson reported
that approval has been received from the City Attorney for the Lien
Agreement and several applications are ready for disbursement of
funds. Determination was made that one applicant could not receive
funding due to a conflict of interest. Commission Chairman Brown
again stressed that the Commission should make this an active rather
than passive program. Discussion ensued as to ways the Commission
could inform the public about the Loan Program. Neighborhood
Organizations were suggested as a good target. Mr. Acheson told
Commission members that he would map out the Reconnaissance Survey
properties and try to define the Neighborhood Association Groups'
lines. The Commission will decide at the next meeting which
neighborhood should be approached .
B . Standards for Rehabilitation -Cherry Hill - Bill Acheson informed
Commission members that Judy Gardi distributed the .Standards for
Rehabilitation at a recent Cherry Hill meeting. The attendees wanted
the opportunity to review the Standards and then discuss them at
their next meeting.
C . Grants -State of Michigan - Bill Acheson informed Commission members
that he has requested information from the State of Michigan
regarding grants for Historic Districts. To date, he has not received
any information from them. He will also contact Kathryn McCracken
regarding the qualification for Certified Local Government
designation .
D . Memberships in Various Organizations -Preservation Forum and the
National Trust for Historic Preservation - Bill Acheson reviewed with
Commission members applications for membership in the Preservation
Forum and the National Trust for Historic Preservation. Commission
members agreed that it would be beneficial for each member to join.
VII. NEW BUSINESS
A. HPP-24-90 - 1310 West Shiawassee - Following discussion, it was
Moved by Eger, Seconded by Sawyer -Burleson, and unanimously
Carried to determine the structure at 1310 West Shiawassee

historically significant. It was also Moved by Sawyer -Burleson,
Seconded by Ceasar, and unanimously carried to support up to $7,500
to restore the existing exterior of the structure and encourage the
applicant to seek an alternative for the aluminum storm door with
something wood framed. Determinations made by Commission members
were contained in a memorandum to Ron Stonehouse , Development
Division Director, a copy of which is attached to and made a part of
these minutes.
B . Michigan Avenue -Approach to the Capitol - Commission members
reviewed drawings of the Approach to the Capitol made by a student
in the architecture program at the University of Michigan, who was
employed by Chairman Brown's firm this past summer. A drawing was
presented of the facade of the 500 block as it originally looked and
compared to a rendering of the proposed parking lot. Restoration is
an alternative to demolishing the existing buildings.

SUBJECT: 1310 WEST SHIAWASSEE, HPP-24-90.;
At a regular meeting on December 6, 1990, the Historic District Commission
reviewed HPP-24-90 (1310 West Shiawassee), an application to participate in the
Historic Preservation Loan Program. It is the Commission's opinion that the
building at 1310 West Shiawassee has significance and, therefore, qualifies for
the program.
The Commission also recommends that the exterior of the structure be
restored to original style and the aluminum screen door (front door) be replaced
with a wood frame door of original style to the home.
Additionally, the Commission would like to say that this is a wonderful
home that deserves restoration.
