Members Present: Chair – Shelley Davis Boyd, Vice-Chair – Calvin Jones, Jonathan Smith
(left 10:00 A.M.), Rawley Van Fossen, Bryan Britten
Members Absent: Treasurer – Catharine Rathbun, Dr. Alane Laws-Barker, Chaz Carrillo

Call to Order
Chair Davis Boyd called the meeting to order at 9:31 A.M.
Approval of LBRA Board Meeting Minutes – Friday, April 4, 2025 (ACTION)
MOTION: Member Van Fossen moved to approve the LBRA meeting minutes from the Friday, April 4, 2025 Board
of Directors meeting, as presented. Member Smith supported the motion.
YEAS: Unanimous, motion carried.
Budget Update
Kris Klein provided a budget update.
820 W. Miller Redevelopment Project Brownfield Plan #86 (ACTION)
Project and Brownfield Plan request presented by Aurelius Christian and developers Melissa White and James
Denning. Member Smith asked about project financing sources. Discussion ensued.
MOTION: Member Jones moved to approve the 820 W. Miller Redevelopment Project Brownfield Plan #86, as
presented. Member Van Fossen supported the motion.
YEAS: Unanimous. *Action invalid due to lack of quorum
Turner North Brownfield Plan #89 Policy Exemption (ACTION)

Kris Klein presented on the project and exemption request. Member Van Fossen asked about MSHDA’s viewpoint
on eligible activities. Discussion ensued.
MOTION: Member Van Fossen moved to approve the Turner North Brownfield Plan #89 Policy Exemption
Request, as presented. Member Jones supported the motion.
YEAS: Unanimous. *Action invalid due to lack of quorum
New Vision Lansing TPB Updates
Karl Dorshimer provided several updates, including a status update on pending agreements related to the
development.
