This meeting was called to order at 5:34 p.m. by Chair Ron Embry. R. Freeman conducted roll call. A quorum was
established
M. Horste moved to approve the agenda as presented. Second by V. Williams. Motion carried.
T. Woods moved to approve the minutes of August 26, 2025. Second by M. Horste. Motion carried.
There were no public comments or communications.
Director Coleman stated that HRCS has numerous projects going on and asked A. Crank, HRCS Contract Management
Administrator, to provide the ongoings of the Contract Team. A. Crank shared that today’s HRCS Grantee Training was well
attended with over 70 people, which exceeded past attendance numbers. Fifty-seven agencies were present, which included 13
new agencies. Positive feedback was received. Approximately 70% of the contracts have been processed and will proceed
with payments. The Grant Application Training is scheduled for November 6th, which will be virtual. The Community
Homelessness Study meeting will be held on Thursday, September 25th at Foster Community Center from 9 a.m. to noon
which would entail discussions of the priorities to establish goals and objectives, persons and agencies who could implement
the plans.
Director Coleman reported that the ModPods have arrived. HRCS is exploring the possibility of assembling one for
placement in the lobby of City Hall. An internal team has been formed to address infrastructure, rezoning, site visits, set-up,
and technology, etc. The external teams will be established at the Thursday, October 30th meeting, 5:30 p.m. – Foster
Community Center. An update will be work streams/committees will be rolled out so community members can sign-up to
work within a committee to propose rules, regulations, programming, and locations. Thirty locations have already been
visited. A standardized check sheet is being used to score each site. The goal is to present the top five locations being
considered. In the meantime, community meetings will be held in wards, perhaps at neighborhood meetings, to share
particulars, who, what, and the why related to the ModPods. This information will be first shared in a meeting with City
Council leadership. The challenge will be budgeting as it relates to infrastructure. A $600,000 funding request has been
submitted to Ingham County. There was detailed discussion regarding the ModPods.
The City has received a court order to report to the courthouse weekly regarding an encampment, which is in litigation due to
it being on private property. Discussion evolved around the safety, living conditions and health concerns of those occupying
the encampment. It is hoped that this matter could be wrapped up by mid-November.
Deputy Director Moses reported on the Opioid Awareness Campaign: Pathway to Wellness: A Community United. The
campaign will consist of billboards, CATA internal bus signs, social media, radio spots and an interview with the participation
of Dr. Woods, a city website page with a listing of resources will be developed. It was shared that the awareness campaign
should include churches. Thanks were expressed to board members who spoke at the City Council Committee of the Whole.
R. Freeman reported on the ongoing coat drive through November 7th. Thereafter, Community Connect will be held on
Thursday, November 20th at the CATA Transportation Center. CATA has been very supportive of in-kind and financial
donations towards this outreach. Maurer’s Sanitary Cleaners, for the fourth year, will once again clean the donated coats.
HRCS Advisory Board members are welcome to volunteer for sorting and counting coats and the day of the coat distribution.

The Office of the City Attorney (OCA), Matthew Staples introduced Patrick Abood, who will be the new assignment for the
HRCS Advisory Board.
There was no unfinished or new business.
