Dr. Thomas Woods

This meeting was called to order at 5:30 p.m. by Chair Ron Embry. R. Freeman conducted a roll call. A quorum was
established.
T. Woods moved to approve the agenda. Seconded by P. Dripchak. Motion carried.
M. Horste moved to approve the February 25, 2025, minutes as presented. Seconded by T. Woods. Motion carried.
There was no public comment.
Reference was made to the notice of Financial Statement from the City Clerk office, which is due by May 1, 2025. Director
Coleman shared that R. Freeman was a notary and was available to assist.
P. Dripchak moved for the March 3rd meeting to take place of the March 25th meeting. Seconded by M. Horste. Motion
carried.
Director Coleman shared that HRCS will be hosting a homelessness study public meeting on Tuesday, April 8th at Foster
Community Center with a similar format of the Community Input Session held in February 2024. It was suggested that the
April 8th public meeting replace the April 22nd meeting. M. Horste moved for the HRCS Advisory Board April 22nd meeting
be consolidated into the April 8th public meeting. Seconded by P. Dripchak. Motion carried.
Chair Embry placed the meeting in the hands of Director Coleman for the continuation of the General Fund and Racial Equity
Grant Scoring. She proceeded with an overview of actions taken for agencies that were reviewed at the February 25th
meeting. Thereafter, the board reviewed the remaining agencies that required attention.
P. Dripchak moved for the meeting to be extended until 7:10 p.m. to complete the list. Seconded by S. Gehle. Motion
Carried
Due to agency conflicts the following motions were made:
P. Dripchak moved to be recused from voting. Seconded by T. Woods. Motion carried.
G. Lopez moved to be recused from voting. Seconded by T. Woods. Motion carried.
R. Embry moved to be recused from voting. Seconded by T. Woods. Motion carried.
S. Gehle moved to accept the general fund and racial equity grant recommendations. Seconded by T. Woods. Motion carried.
The meeting was adjourned at 7:11 p.m.
