MAYOR’S ARTS AND CULTURE COMMISSION
Meeting Minutes
Letts Community Center
July 7, 2025
BOARD MEMBERS: Kevin Bonds – Chair (2nd); Morgan Butts – V. Chair (4th); Charles Calati –
Secretary (At-Large); Shirley Carter-Powell (At-Large); Diane Gardin (At-Large);
Mary Toshach (At-Large); Alyssa Turcsak (4th); Stephanie Palaygis (4th); Clara
Martinez (1st)
CALL TO ORDER: Kevin Bonds called the meeting to order at 3:30 pm
1. ROLL CALL - The Chair called the role. All were present except for Mary Toshach who was excused.
2. ADDITIONS/DELETIONS TO AGENDA - The Chair called for additions or deletions to the agenda.
There were none.
3. AGENDA APPROVAL – The Chair called for the approval of the agenda. Calati moved to approve. The
motion was seconded by Martinez and approved unanimously.
4. BOARD MEETING MINUTES
A. June 2, 2025 Minutes - A motion was made by Calati and seconded by Gardin to approve the minutes
as presented. It passed unanimously
5. NEW BUSINESS
B. Art Impact Grant: Taylor Haslett of Greater Lansing Arts Council presented information on a $75,000
grant for a new public art project opportunity space (ex: Miller & Washington). Development similar to
Pleasant Grove & Holmes. The guidelines for applying for the grant are scheduled to be available in
August. A letter of intent would be issued in October. The Commission agrees to grow a partnership
with the Greater Lansing Arts Council. Much discussion was had regarding compensating the artist for
the work.
A. Art on M.L. King bridges: Taylor Haslett of Greater Lansing Arts Council reported that they have
$20,000 to fund an art project to enhance the look of the bridges over I-496. She is seeking the
Commission’s help in getting the word out for artists and/or ideas
C. By Laws/Rules of Procedure review – The agenda item was tabled to the August meeting.
6. OLD BUSINESS
A. Public Art Committee Status Report - Calati gave a brief report on his efforts to consolidate
information received from the Arts Council and other sources.

A. Mayor’s Office - none
8. INFORMATION
A. No new information
9. STATEMENTS OF CITIZENS - No citizens were present.
10. ADJOURN – Powell moved to adjourn the meeting at approximately 4:40 pm. It was seconded by
Martinez and passed without dissent.
