DOWNTOWN MALL AND ENVIRONS ADVISORY BOARD
January 11, 1994
The Downtown Mall and Environs Advisory Board meeting was
called to order at 8 : 15 a.m. by John Decker, President, on Tuesday,
January 11, 1994 in the 10th floor City Hall conference room.
Members present were John Decker, Nancy Achenbach, Grady Porter,
and Dave Berridge .
Others in attendance were Diane Townsend, Parks & Recreation
Department and Michael Amadasu, Transportation Division. R. Eric
Reickel of Parks & Recreation joined the meeting in progress .
Motion to approve the minutes of the meeting of November 9, 1993
was made by Grady Porter and seconded by Nancy Achenbach. Motion
passed unanimously.
There was no old or new business on the agenda.
Motion to excused the absence of Geno Sal Gani was made by Dave
Berridge and seconded by Nancy Achenbach. Motion passed
unanimously . Terry Eagle and H.A. Welch were both unexcused
absences .
During remarks by Board members Dave Berridge introduced Michael
Amadasu who was recently hired by the Transportation Division as
Supervisor of Parking Facilities . Michael shared some of his
background and experiences with the Board.
The meeting was adjourned at 8 :50 a.m.

DOWNTOWN MALL AND ENVIRONS ADVISORY BOARD
February 8, 1994
The Downtown Mall and Environs Advisory Board meeting was called to order at 8:03 a.m. by
John Decker, President, on Tuesday, February 8, 1994 in the 4th floor City Hall conference room.
Members present were John Decker, Nancy Achenbach, H.A. Welch, G. Sal Gani and Dave
Berridge.
Others in attendance were Diane Townsend,Parks&Recreation Department and Shirley Lowery
of the Capitol Area Girl Scouts Council.
Motion to approve the minutes of the meeting of January 11, 1994 was made by Dave Berridge
and seconded by Nancy Achenbach. Motion passed unanimously.
Receipt of Communications/Petitions for Information/Referral - a letter appearing in the
Lansing State Journal editorial page on 12/21/93 regarding the holiday lights in the downtown area
was read for informational purposes only (copy attached).
Request for Use of Downtown Mall and Environs:
a. A motion to recommend approval of the request for use of the mall from the Capital
Area Community Services, Inc. on Friday,February 18, 1994 to solicit funds for "Walk for
Warmth" was made by G. Sal Gani and seconded by Nancy Achenbach. Motion passed .
unanimously.
b. A motion to recommend approval of the request for use of the downtown mall for
the sale of Girl Scout cookies on Thursday, March 10, 1994 from Shirley Lowery of the
Capital Area Girl Scouts Council was made by Nancy Achenbach and seconded by H.A.
Welch. Motion passed unanimously.
New Business:
a. Election of officers:
Motion by Nancy Achenbach, seconded by H.A. Welch to nominate John Decker as
Chairperson. Motion passed unanimously.
Motion by Dave Berridge, seconded by John Decker to nominate Nancy Achenbach
as Vice-Chairperson. Motion passed unanimously.
Motion of excused absence:
There was no motion of excused absence. Both Terry Eagle and Grady Porter are unexcused
absences. Diane Townsend was asked to call Terry Eagle before the March meeting since this is
his seconded unexcused absence.
Motion to adjourn was made by H.A. Welch and seconded by Nancy Achenbach. The meeting was
adjourned at 8:30 p.m.

March 8, 1994
The March 8, 1994 meeting of the Downtown Mall and Environs Advisory Board was called to
order at 8:05 a.m. by Chairperson John Decker.
Members present were: Nancy Achenbach, John Decker, H.A. Welch, and Dave Berridge.
Others present were: Diane Townsend of Lansing Parks & Recreation. Robert Gardner,
Robert Ebright, Wladyslaw Bye, Rcesie and Clint Davis.
Phil Dorland joined the meeting in progress.
A motion to approve the minutes of the February 8, 1994 meeting was made by H.A. Welch
and seconded by Dave Berridge. Motion passed unanimously.
Additions to the agenda were: 6. Request for use of Downtown Mall and Environs j. Q106
Friday night Mall Concerts; k. Dancing Goat Coffeehouse; 1. Wladyslaw Byc; and S. New
Business b. Permission to open transient businesses before May 1, 1994.
Request for use of the Downtown Mall and Environs:
a. Downtown Sports Page, 333 S. Washington Ave. - request for Business
Extension/Temporary Encroachment License by Steve Morris. Motion to
recommend approval of the request, provided a letter from the owner of the
premises is received, was made by Dave Berridge and seconded by H.A. Welch.
Motion passed unani nously.
b. Car Capitol Celebration - request for Business Extension/
Temporary Encroachment License. Motion to recommend approval of the
request was made by Dave Berridge and seconded by H.A. Welch. Motion
passed unanimously.
C. Lunch Time Cafe, Inc., 307 S. Washington Square - request for Business
Extension/Temporary Encroachment License by Vic Hansens. Motion to
recommend approval of the request, provided a letter from the owner of the
premises is received, was made by Nancy Achenbach and seconded by H.A.
Welch. Motion passed unanimously.
d. J. Case Bookimart, 316 N. Capitol Ave. - request for Business
Extension/Temporary Encroachment License by Jeff Case was tabled. Letter
will be sent indicating that a drawing of the proposed outdoor set up, plus a letter
from the owner of the premises, will be needed before the Board can take action.
Dave Berridge indicated that the Transportation Division would not be opposed to
allowing the request.

e. Motion to recommend approval of Todd Behovitz at location #3 was made by
Nancy Achenbach and seconded by H.A. Welch. Motion passed unanimously.
f. Motion to recommend approval of Rcesic Davis at location #4 was made by
Dave Berridge and seconded by H.A. Welch. Motion passed unanimously.
g. Motion to recommend approval of Bob Ebright at location #2 was made by
Nancy Achenbach and seconded by H.A. Welch. Motion passed unanimously.
h. Motion to recommend approval of Bob Gardner at location #1 was m,.de by
Dave Berridge and seconded by H.A. Welch. Motion passed unanimously.
i. Motion to recommend approval of Deborah Gardner at location #6 was made
by Dave Berridge and seconded by H.A. Welch. Motion passed unanimously.
j. WJXQ Q106 - - request for Business Extension/Temporary Encroachment
License - tabled - Diane Townsend will set up a meeting with Q 106, LPD,
Transportation Division, Downtown Business Association representative to
review the request.
k. Dancing Goat Coffeehouse - request for Business Extension/Temporary
Encroachment License by Judith Corlett. Motion to recommend approval of
the request, provided a letter from the owner of the premises is received, was
made by H.A. Welch and seconded by Nancy Achenbach. Motion passed
unanimously.
1. Motion to recommend approval of Wladyslaw Bye at location #7 was made by
Nancy Achenbach and seconded by H.A. Welch. Motion passed unanimously.
New Business:
a. Report by Phil Doi-land on Downtown Mall Maintenance Contract Assessment -
FY 93-94 - Brief discussion was held. It was explained that there was no change
in the proposed contract. It was suggested by H.A. Welch that the flower planter
boxes were looking so bad that it would be better to remove them. It was also
suggested that the mechanical sweepings be increased and the hand sweeping
done by temporary summer employees be decreased. A motion was made by
Nancy Achenbach and seconded by H.A. Welch to recornrnend approval of the
resolution (copy attached) approving the contract as it stands. Motion passed
unanimously.
A motion was made by Dave Berridge and seconded by Nancy Achenbach to
develop a task force to study the contract and make recommendations on possible
re-structuring of the contract to better serve the current needs of the downtown
business area. Motion passed unanimously. Suggestions for possible inclusion
on this task force was for Dave Berridge, Phil Dorland, and H.A. Welch.
b. A motion to recommend a request from the transient businesses owners to allow
them to open on or after March 15, 1994 was made by Nancy Achenbach and
seconded by H.A. Welch. Motion passed unanimously.

A motion for excused absence for G. Sal Gani and Grady Porter was made by Nancy
Achenbach and seconded by H.A. Welch. Motion passed unanimously. Teary Eagle was
unexcused.
Remarks by the Director of Parks & Recreation or his designee: Diane Townsend informed
the Board that during the course of the meeting a message had been handed to her indicating that
Teary Eagle had called and was resigning from the Board because of schedule conflicts and
would follow-up with a letter.
Remarks by Board members: Nancy Achenbach told the Board about contact she had with
the Corvette Club. They are holding their national convention in Lansing and would like to put
on a car show in the downtown area. Nancy Achenbach and Diane Townsend will keep the
Board infoi7ned as this progresses. H.A. Welch expressed frustration with absentee owners of
property in downtown who do not share the same concerns regarding improving the businesses
in the downtown area. A motion was made by H.A. Welch and seconded by Nancy Achenbach
to approach Robert Johnson, Special Assistant to the Mayor to explore possible ways to remedy
the situation. Motion passed unanimously.
Motion to adjourn was made by Nancy Achenbach and seconded by H.A. Welch. The meeting
was adjourned at 9:20 p.m.

Downtown Mall and Environs Advisory Board Meeting
April 12, 1994
The regularly scheduled monthly meeting of the Downtown Mall and
Environs Advisory Board was called to order by Chairperson John
Decker at 8 : 10 a.m. on Tuesday, April 12, 1994 .
Board members in attendance were: Grady Porter, H.A. Welch, Nancy
Achenbach, John Decker and Dave Berridge.
Others in attendance were: Les Bidle, Diane Townsend, and Terry
Hunt.
Motion to approve the minutes of the March 8, 1994 meeting was made
by Nancy Achenbach and seconded by Grady Porter. Motion passed.
Motion to approve the agenda with additions of 6 . f . Capitol Center
business extension; 6 .g. MichUHCan charitable solicitation and
rally; was made by H.A. Welch and seconded by Nancy Achenbach.
Motion passed.
Request for Use of Downtown Mall and Environs :
a. Alzheimer' s Association - Request for charitable
solicitation April 15, 1994 11 : 00 a.m. to 6 : 00 p.m. - Motion
to recommend approval was made by Grady Porter, seconded by
H.A. Welch. Motion passed.
b. Lansing Lions Club - Request for charitable solicitation
April 22, 1994 11 : 30 a.m. to 2 : 00 p.m. - Motion to recommend
approval was made by H.A. Welch, seconded by Grady porter.
Motion passed.
C. Capital City Corvette Club - Request to hold a car show
on Saturday, July 9, 1994 from 5 : 00 p.m. to 11 : 00 p.m. as
described on application. Motion to recommend approval of the
request with the stipulation that the City assistance being
requested is not a part of that approval was made by H.A.
Welch, seconded by Grady Porter. Motion passed.
d. R & H Shoe Store - Request for business extension at 305
S. Washington Square for shoe display April 1 - October 31,
1994, 10 : 30 a.m. to 5 : 00 p.m. Monday - Friday, and 10 : 30 a.m.
to 3 : 00 p.m. Saturday. Motion to recommend approval provided
appropriate right-of-way is maintained was made by H.A. Welch,
seconded by Grady Porter. Motion passed.

e. Sara' s Lunch Box - Request for business extension for
outside seating at 117 S . Washington Square from 11 : 00 a.m. -
2 : 00 p.m. , Monday - Friday from April 18 - September 30, 1994 .
Motion to recommend approval was made by H.A. Welch, seconded
by Grady Porter. Motion passed.
f . Capitol Center - Request for business extension at 108 S .
Washington Square to place a hot dog vending cart with
refreshments, chips and ice cream, May 16 - September 30,
1994, 11 : 00 a.m. - 1 : 30 p.m. Motion to recommend approval,
with the stipulation they provide their own trash can, was
made by Nancy Achenbach, seconded by H.A. Welch. Motion
passed.
g. MichUHCan - Request for charitable solicitation and rally
in the 100 block of North Washington Square. Motion to
recommend approval was made by H.A. Welch, seconded by Grady
Porter. Motion passed.
Tabled Items :
a. WJXQ Q106 request for Friday night concert series -
Request for use of the Downtown Mall and Environs for Friday
night concerts in the 200 block of South Washington on dates
and times indicated on application. Motion to recommend
approval was made by Nancy Achenbach, seconded by H.A. Welch.
Motion passed.
b. J. Case Bookmart request for Business Extension - tabled
until May meeting - letter sent requesting further
information.
There was no new business or old business to be discussed.
Motion of Excused Absences :
None. Motion made by H.A. Welch, seconded by Nancy Achenbach
to recommend removing Terry Eagle from the Downtown Mall and
Environs Advi§ory Board without his written resignation, in
accordance with his telephoned request of March 10, 1994 . Motion
passed. Diane Townsend will send a letter to Terry Eagle informing
him of the action taken by the Board.
Public May Comment:
Les Bidle reported that he had an employee quit without notice
,so was slightly behind schedule on maintenance. The tree grates
will be cleaned further and he hopes to have a full crew out on the
mall maintenance before the end of the month.

There were no remarks by the Director or his designee.
Remarks by Board Members :
Nancy Achenbach asked if it would be possible for a fund to be
set up so downtown merchants could make donations for specific
items ( ie: new benches in front of their business location) . It
was also suggested that possibly the maintenance contract could be
revised so that a portion of the money collected could be set aside
for regular replacement of benches . The Board asked Diane Townsend
to look into the possible cost of replacement benches for the
Downtown Mall area. H.A. Welch asked about the locations of the
flower tubs . The Board asked that Diane Townsend look into the
locations where the flower tubs were originally installed versus
where they are currently being set and see what could be done to
get them placed closer to the original plan.
Motion to adjourn was made by Grady Porter, seconded by H.A. Welch.
Meeting was adjourned at 9 : 00 a.m.

May 10, 1994
The regularly scheduled monthly meeting of the Downtown Mall and
Environs Advisory Board was called to order by Chairperson John
Decker at 8 : 10 a .m. on Tuesday, May 10, 1994 .
Board members in attendance were: G. Sal Gani, H.A. Welch,
Nancy Achenbach, John Decker and Dave Berridge .
Others in attendance were : Les Bidle, Diane Townsend, and Diane
Brewer . Kyle Carmany joined the meeting in progress .
Motion to approve the minutes of the April 12, 1994 meeting was
made by Nancy Achenbach and seconded by H.A. Welch. Motion passed.
Motion to approve the agenda with additions of 6 .b . Capitol City
Riverfest - Outdoor Exhibitions; 6 . c. Kyle Carmany - Street
Musician was made by H.A. Welch and seconded by Nancy Achenbach.
Motion passed.
Request for Use of Downtown Mall and Environs :
a . Sidestreets Deli - Motion was made by H.A. Welch and
seconded by Nancy Achenbach to recommend approval of the
request for business extension by Sidestreets Deli for outside
seating. Motion passed.
b. Capital City Riverfest - Motion was made by Nancy
Achenbach and seconded by H.A. Welch to recommend approval of
the request by Capital City Riverfest for an outdoor
exhibition for the Lansing Gus Macker . Motion passed with 3
yes and 1 no (Dave Berridge felt it could have waited until
next month) . Concern was expressed by all Board members over
the conflict with the Fire Department on closing Allegan
Street again this year.
C . Kyle Carmany - Motion was made by Dave Berridge and
seconded by H.A. Welch to recommend approval of the request
for a street musician license with the restrictions that he

cannot operate at any time there is a conflict with another
event or when a property occupant objects to the music.
Motion passed.
Tabled Items :
a . J. Case Bookmart request for Business Extension - Diane
Townsend reported that Dr . Case had responded to the request
from the Board asking for further information . Motion was
made by Dave Berridge and seconded by Nancy Achenbach to
recommend approval of the request from J. Case Bookmart for a
business extension. Motion passed.
New Business :
There was discussion by the Board over the possible impact of
the upcoming Q106 concert in the Downtown Mall area. Concern was
expressed, that in light of the recent controversy generated by a
Q106 announcement, there was some reason to be concerned about
possible physical confrontations or picketing of the Q106 event by
some of the hispanic residents . The Board asked Diane Townsend to
take necessary action if any problems were foreseen .
Old Business :
None
Motion of Excused Absences :
Motion was made by H.A. Welch and seconded by Nancy Achenbach
for an excused absence for Grady Porter. Motion passed. Motion
was made by Nancy Achenbach, seconded by H.A. Welch for an excused
absence for G. Sal Gani at the April meeting. Motion passed.
Public May Comment:
Les Bidle reported that the irrigation replacement and repairs
project was proceeding.
Remarks by the Director or his designee :
Diane Townsend reported that she had been pursuing the issue
of bench repair or replacement in the Downtown Mall and Environs .
Motion was made by Nancy Achenbach and seconded by Geno Sal Gani to

recommend that the Parks and Recreation Department request
$10, 000 . 00 in the next budget, and in subsequent budgets until it
is received, for replacement of four foot (4' ) benches in the
Downtown Mall area. Motion passed. It was suggested that Lansing
Community College might be contacted to see if either their trades
or landscape schools might- be able to assist.
Diane Townsend also reported that Phil Dorland had been made
aware of the discrepancy between where the planter tubs were
supposed to be set and where they are currently placed. He will be
working with the Field Services crews to make new planter tub
location placements and get them into the proper places .
Remarks by Board Members :
Dave Berridge and Les Bidle discussed the snow removal
procedures for around parking meters. John Decker will write a
letter to the Mayor asking him to appoint a task force to reconcile
the problem. Currently the City crews come through and shovel the
snow from the streets into the curb area which blocks the meters,
then the maintenance crew from Anderson Associates comes through
and shovels a path from the sidewalk area into the parking meter
pushing the snow back into the street. This leaves the parking
customer without adequate access to the meter without tramping
through the snow piles where the street curb meets the sidewalk.

Downtown Mall and Environs Advisory Board Meeting
June 14, 1994
The regularly scheduled monthly meeting of the Downtown Mall and Environs Advisory
Board was called to order by Chairperson John Decker at 8:10 a.m. on Tuesday,
June 14, 1994.
Board members in attendance were: G. Sal Gani, H.A. Welch, Nancy Achenbach,
John Decker and Dave Berridge.
Others in attendance were: Les Bidle and Phil Dorland. Kyle Carmany joined the
meeting for a short time as did R. Eric Reickel.
Motion to approve the minutes of the May 10, 1994 meeting was made by G. Sal Gani
and seconded by H.A. Welch. Motion passed.
Motion to approve the agenda with additions of 5. Letter of resignation from Grady
Porter and 6.e. Street Musician - Donald Cadwell and 6.f. Business Extension - Russell
Weston was made by H.A. Welch and seconded by G. Sal Gani. Motion passed.
Receipt of Communication/Petitions for Information/Referral:
John Decker read the letter of resignation from Grady Porter effective immediately.
Request for Use of Downtown Mall and Environs:
A. George B. Rule - Motion was made by Dave Berridge seconded by Nancy
Achenbach to recommend approval of the craft/flower site #2 contingent upon
compliance with the necessary paperwork. Motion passed.
B. Mark Richardson Knox - Distribute literature, charitable solicitation for Baha'i Faith.
Motion was made by Nancy Achenbach to recommend approval of Zone 2 in front
of the Knapp's Center. Seconded by G. Sal Gani with the condition that if a
problem develops they can readdress the Board's recommendation. Motion
passed.
C. LHF, Inc. DBA Steve's Downtown - Business extension. Tabled until next meeting.
The Board questioned the serving of beer, wine and liquor outside. Additional
input is needed from other agencies including but not limited to the Lansing Police
Department and the Liquor Control Commission.
D. Mid-Michigan Investments, DBA, Omars Showbar - Business extension. Motion
was made by Dave Berridge to reject the business extension based on the
previously approved use of the area for Gus Macker. No second made.
Motion was made by G. Sal Gani to recommend approval. Second by H.A. Welch.

Remarks by the Director or his Designee
Phil Dorland shared with the Board the Mayor's recommendations to City Council
on June 13, 1994 for the appointment of Kim Gasaway-Ross (replacing Grady
Porter) and Judith Corlett (replacing Terry Eagle) to the Board.
R. Eric Reickel spoke to the board about mail benches indicating that they should
be inventoried each year and requested for replacement as needed. Mr. Reickel
indicated that we should schedule a group walk-through especially when the two
new members are appointed. This would include appropriate city staff.
The Board requested that we have the July 12th meeting scheduled from
8:00 A.M. to 10:00 P.M. with a walk-through.
Remarks by Board Members
Dave Berridge questioned the Tour-de-Michigan route and if they were coming
before this Board to obtain a license. Mr. Steve Widder is to be contacted to
obtain the appropriate coordinator's name to discuss this with.

Environs Advisory Board was called to order by Chairperson John
Decker at 8 : 05 a.m. Tuesday, July 12 , 1994 .
Board members in attendance were: Nancy Achenbach, John Decker,

John Decker introduced and welcomed Judith Corlett to the Board as
the newest Mayoral appointee.
Motion to approve the minutes of the June 14, 1994 meeting with
corrections was made by Dave Berridge and seconded by Nancy
Achenbach. Motion passed. Corrections to the June 14, 1994
meeting are as follows : Request for Use of Downtown Mall and
Environs :
D. Mid-Michigan Investments, DBA, Omars Showbar - Business
extension. Concern was expressed regarding the business
extension based on congestion in the area for the Gus
Macker tournament. Motion .was made by G. Sal Gani to
recommend approval . Second by H.A. Welch. Motion

Motion to approve the agenda with addition of 6 . a. Capitol Caravan
Shrine Club was made by Nancy Achenbach and seconded by Dave

Diane Townsend read a copy of the letter sent by Jane Dykema to Tom
Shiels issuing a permit for setting the Historical Marker for the
Old Newsboys in the 100 block of North Washington Mall (copy

Capitol Caravan Shrine Club - request for charitable
solicitation. Motion to recommend approval of the request was
made by Dave Berridge and seconded by Nancy Achenbach. Motion

Tabled Items :
Request from LHF, Inc . , DBA Steve 's Downtown - business
extension. Input obtained from Lansing Police Department
indicated that their request to serve beer and wine outside,
had been granted. Motion to recommend approval of the request
for a business extension for outside seating on Wednesday' s
only until 11 : 00 p.m. was made by Nancy Achenbach and seconded
by Judith Corlett. Motion passed.

Les Bidle and Jeff Anderson brought the Board up-to-date on
the recent maintenance on the Mall . Tree trimming and shrub
pruning in the berms was almost complete.
Remarks by Board Members :
The Board decided to postpone the mall walk until the
September meeting. At that time the board will look at maintenance
problems, upkeep on empty buildings and lots, electrical problems,
etc .
A motion to adjourn was made by Judith Corlett and seconded by Dave
Berridge. Motion was adjourned at 8 : 46 a.m.

As you requested, I have marked the location where the Michigan
Historical Marker to honor George E . Palmer is to be placed . The
location .is marked with the word "marker" and a line in green paint
on the sidewalk. Please see the attached sketch . This in no way
relieves the Old Newsboys Association or your contractor of your
obligation to call MISS DIG prior to installation of the marker.
The placement of the marker can be adjusted slightly if needed
after the utilities have been located by MISS DIG and with my
approval . It .is my hope that only one square of sidewalk will be
disturbed. Any sidewalk or brick that is disturbed will be
replaced at no cost to the City.
I have enclosed a Right of Way permit application for the permit to
proceed with the installation of the historical marker . Please
sign it where I have indicatAd and return it to me (all four copies
intact) so that it can be issued .
I think that this will be a very nice addition to the Washington
Mall and look forward to the completion of this worthwhile project.

A special meeting of the Downtown Mall and Environs Advisory Board

be selected. Diane will get with Public Service and Planing
Department representatives to determine a new site.
Request for Use of the Downtown Mall and Environs :
A. A motion to recommend approval of the Blue Care Network
"Tour de Michigan" request for a Temporary Encroachment
License on August 23, 1994 was made by H.A. Welch and
seconded by Nancy Achenbach. Motion passed.

H. A. Welch brought up the information that the grant funding
the Neighborhood Police Officer position in the downtwon area had
not been renewed. The Board instructed the secretary to write a
letter to Mayor Hollister requesting that the position be retained.

November 18, 1994 from 5 : 00 p.m. to 9 : 00 p.m. was made by

Tabled Items :
Diane Townsend reported that the Public Service and Parks and
Recreation Department' s had agreed on a new location and the Public
Service Department had arranged to install the historical marker
for the Old Newsboys Association in the 100 block of the north
Washington Mall.
There was no New Business or Old Business .
The meeting between Public Service Department, Anderson Associates,
Parks and Recreation Department, and representatives from the
Downtown Mall and Environs Advisory Board on snow removal was
discussed. Lenora Jadun, Director of Public Service, will be
submitting a written report to the Mayor. The problem of snow
removal in the downtown area will not be an easy one to find a
solution to, however everyone will work together to try and find a
solution.
The Downtown Mall and Environs Advisory Board took a walk
around the Downtown Mall area along with Les Bidle and Jeff
Anderson. The purpose of the walk was to look for repairs, discuss
maintenance issues, and check for downtown businesses or vendors
who were in violation of the Downtown Mall and Environs ordinance,
chapter 812 . Diane Townsend will contact the necessary City
agencies regarding maintenance questions .

was made by Dave Berridge and seconded by H.A. Welch.

Public May Comment:
Les Bidle informed the Board he had made a written request to Phil
Dorland, Deputy Director, Parks and Recreation, to change the hours
for the workers on the north and south mall area who are cleaning
the picnic tables . The number of hours worked will remain the
same, just the time things are done will change. The Board agreed
it seemed like the practical thing to do.
Remarks by Board Members :
H.A. Welch expressed concern about possible traffic congestion at
8 : 00 a.m. and 5 : 00 p.m. around the proposed downtown transportation
center. Dave Berridge agreed to some concerns about close-in
parking for the workers in the offices in the building. Judy
Corlett expressed concern about pedestrian security in the area
since there could be a more diverse, transient people brought to
that area. Les Bidle was concerned about the additional
maintenance required for a proposed plaza area in the center of the
complex. The majority of the Board were concerned that the process
had taken place without any solicitation from them, since they are
responsible for overseeing and coordinating activities in the
downtown mall area. The Board agreed to call a special meeting for
Tuesday, October 18, 1994 at 7 : 30 a.m. in the 4th floor, City Hall
conference room and invite Sandy Draggo from CATA, and other
members of the downtown transportation center committee to the
meeting to discuss their proposal with them.

Request for Use of the Downtown Mall and Environs :
A. Motion to recommend approval of the request from Capital
Area Community Services for use of the Downtown Mall for
solicitation of funds and the annual "Walk for Warmth
event on December 9 & 10, 1994 was made by Dave Berridge
and seconded by H.A. Welch. Motion passed.

Old Business :
a. Proposed downtown development of the 400 block of South
Washington Avenue - tabled until January
b. Downtown Mall and Environs Advisory Board walk findings
were discussed. Diane Townsend showed the Board the memo
she had sent to Parks and Recreation Department staff
regarding needed repairs . Staff will respond to those
which are theirs and will advise where to refer those
which they cannot do .
A motion for excused absence for Kim Ross and Judith Corlett was
made by Nancy Achenbach and seconded by H.A. Welch. Motion passed.

Les Bidle informed the Board that the holiday lights will be
hung by his crew by November 14th.
Remarks by Board Members :
John Decker shared with the Board the information that in 1995
new holiday lights will be purchased for the trees in the Downtown
Mall and Environs which should allow more lights to be placed on
each tree.
It was decided that there should be a December meeting, which
will be held December 13, 1994 .

Request for Use of the Downtown Mall and Environs :
A. Old Newsboys Assoc. annual paper sale, December 16, 1994
- Motion was made by Nancy Achenbach and seconded by
H.A. Welch to recommend approval of the request. Motion
passed.
B. Brown Bag lunch concert series - WILS-FM - Motion was
made by H.A. Welch and seconded by Dave Berridge to
recommend approval of the request. Motion passed. A
meeting will be held at a later time to discuss the City
Assistance requested in the application.
There were no Tabled Items or New Business .
Old Business :
A. Snow removal around parking meters remains a problem.
Diane Townsend shared information from her recent
discussion with Lenora Jadun. Snow removal around
parking meters is going to remain a problem without more
money available to deal with it. There simply is no easy
or cheap solution to the situation.
B. Downtown Mall and Environs Advisory Board walk findings
were discussed. Diane Townsend shared with the Board the
memo from Phil Dorland in response to the memo which had
been sent out (copy attached) . Diane Townsend will
follow-up with Public Service on those items which are
their responsibility.
A motion for excused absence for Geno Sal Gani was made by H.A.
Welch and seconded by Nancy Achenbach. Motion passed.
Public May Comment:
Bob Johnson suggested public restrooms are needed in the
downtown mall area. The Board will take the matter up again as
expansion and new businesses coming to town warrant.
Remarks by Board Members :
Dave Berridge and other shared with the Board their feeling
that the new parking program allowing merchants to cap meters in
front of their business for their customers during the holiday
season, has been generally well received. H.A. Welch expressed his
hope that it would be extended to year-round.
Concern about the number of Cooley Law School students parking
in meters on Washington, especially on Saturdays, was discussed.
These students park on the street for free, taking up public
parking places and making it difficult for people to come downtown
on Saturdays to shop. The possibility of charging for parking at
meters on Saturday was also discussed. This will continue to be
looked into as a possible revenue source for the City and a way to
curb some of the student on-street parking. Dave Berridge shared
with the Board that Transportation is currently testing some new
parking meters in the downtown area which have a two (2 ) hour time
limit on them. The testing will continue for 30-60 days . A motion
was made by Nancy Achenbach and seconded by H.A. Welch to have Bob
Johnson discuss with the Cooley Law School administration, on
behalf of the City, the problem of student parking in the 300 block
of South Washington and attempt to find a solution. Motion passed.
Concern was expressed by Board members over the condition of
some of the vacant buildings in the downtown area. Some of them
have broken windows, etc . and are in need of repair. A motion was
made by H.A. Welch and seconded by Judith Corlett to have Bob
Johnson speak with Dennis Sykes, the code compliance officer to
insure the vacant buildings are in compliance with existing
building codes . Motion passed.
There was further discussion about the number of trash barrels
in the downtown mall area, especially the 400 block. Diane

Recently the Downtown Mall and Environs Advisory Board took a walk
around the downtown Washington Mall area to look things over.
During the course of that walk, the following things were noted
and/or questions were asked regarding maintenance on the Mall .
Since neither Les Bidle nor I could answer their questions, could
you please look this list over and let me know the answers to these
questions before their November 8th meeting?
Why are the drinking fountains not operating? Can they be
repaired so that they will be operational next year?
When will the asphalt in the sidewalk be replaced in the 100
block of E. Kalamazoo (on the north side of the street by the
bike shop) ?
Will the kiosk in the 200 block of S. Washington, at the
southeast end of the block, be repaired? When?
Are there plans the replace and/or repair any or all of the
brick work on the Mall? When?
Could a canopy be attached to the girders in the 300 block of
North Washington? If yes, can Parks buy it and attach it?
Can you repair the trash barrel at the northeast corner of the
200 block of South Washington? If not, can it be replaced?
Can the broken tree grate in the 200 block of North Washington
be repaired or replaced ( it should be blocked off in the
meantime) ?
Can you remove the graffiti on the wall around the parking lot
to the south of the building Continental Cablevision was in
previously ( I think L.C .C . now has offices in there) ? In
addition, there is graffiti on the outside of one of the
office buildings across the court from there, can we remove it
or ask them to remove it?

Advisory Board
1, Drinking fountains were not operational due to a shortage of repair
parts and staff on the repair crews . We are attempting to keep
staffing priorities on repairs . If this works out, then the
drinking fountains should be operational next year.
2 . 100 block E. Kalamazoo asphalt. You will have to confer with the
Public Service Department on sidewalk repairs .
3 . The kiosk in the 200 block of S. Washington has been repaired.
4 . I am not aware of any plans for replacement of brickwork on the
Mall . Residual money has been used for repair work through Parks
and Recreation. The Public Service Department, when issuing a
permit that disturbs the walk, requires replacement by the permit
holder.
5 . A canopy was and could be attached to the girders in the 300 block
North Washington. Since the Parks and Recreation base budget has
no money for repairs this fiscal year, we are not in a position to
purchase a canopy. The cost for replacement and maintenance could
be built into the special assessment district.
6 . We have been unable to locate a trash barrel that needs repair.
7 . Paul Dykema, Forestry Manager has scheduled tree grate replacements
in December. Cutting work is to be scheduled with our mechanics
soon.
8 . The graffiti is on private property. To my knowledge, the City
does not have the right to remove it. Possibly the. property owners
could be contacted by someone on the Board.
