HomeMy WebLinkAboutPark Board Rules of Procedure 1979 LANSING PARKS AND RECREATION DEPT . — p�l� l OARD RULES OF PROCEDURE Approved 8/27/79 by i 1 -19-93P02 (��- - Council The Park Board, composed of citizens sharing the common goal of improving the general welfare of the City of Lansing through Park and Recreation services shall perform its function in accordance with provisions of Section 5-106 of the Lansing City Charter. 1 . The Park Board will organize at the first regular meeting of July by choosing one of its members as President and one as Vice President . They shall hold their office for one year . 2 . In the absence of the President the Vice-President will perform all the duties and have all the powers of the President . 3. The following committees are considered to be standing committees and membership will be named by the President on or before the August meeting: Parks , Forestry-Cemetery, Finance-Personnel and Recreation. Three members will be assigned to each committee. The President and Vice President of the Park Board will serve as ex-officio members of all standing committees . 4. Five members of the Park Board will constitute a quorum for the trans- action of business at all its meetings . In the absence of quorum, any number less than a quorum will adjourn the meeting or reschedule it at a later date . 5 . The Park Board will hold not less than one regular meeting each month on the third Wednesday at 7 : 30 p .m. in the Lansing City Hall , or other locations as posted in accordance with existing statutes pertaining to the meeting of public bodies . 6 . A special meeting may be called any time by the President upon notice to all members thereof, and public notification in compliance with existing statues relating to the meeting of public bodies . 7 . Roberts Rules of Order will be used in the conduct of meetings . 8 . All meetings of the Park Board shall be open to the public and the public will have the opportunity to be heard at all meetings of the _Board. 9 . Six unexcused absences of any Park Board Member in any twelve month period may constitute grounds for review by the Board relative to recommendations for removal from office. 10 . Minutes of all Board Meetings shall be filed in the office of the City Clerk as a matter of public record and no action taken by the Board at any meeting shall be valid or effective until a copy of the minutes of the meeting at which the action has been taken shall have been filed with the Clerk. 11. The Park Board shall , prior to December 1 , prepare a written report evaluating effectiveness and analyzing the status of priorities and services of the agencies it advises . Copies thereof shall be filed with the Mayor, Council and City Clerk. 12 . At a date established by the Mayor, the Park Board shall submit an itemized estimate of its expected income and expenditures during the next fiscal year for the Department of Parks and Recreation or activities thereof.
