CALL TO ORDER After establishing a quorum, Chairperson Drew Macon welcomed everyone and called the meeting
to order at 5:33 p.m.
PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Patty Farhat.
PUBLIC COMMENT ON AGENDA ITEMS—None.
ADDITIONS TO THE AGENDA—None
APPROVAL OF MINUTES -Minutes from October,November and the special meeting in December need to be
reviewed.
EDUCATION PRESENTATION-Budget Supervisor Joe McClure and Commissioner Carnegie discussed the 2021
Fiscal Year Budget Proposal distributed for Board review. The board performs a fiduciary role in seeing that the core
services are maintained for Lansing Police. The proposal also demonstrated where the bulk of the department's budget
goes including overtime. Commissioner Carnegie thanked Commissioners Macon and Kowalk-Thompson for their
input, as well as,Mr. McClure for his hard work in compiling the proposal. He further explained the document is fluid
and there may be some changes as it goes before City Council for approval.
A motion was made by Commissioner Carnegie to approve the 2021 Fiscal Year Budget Proposal; supported by
Commissioners Noordhoek and Renfrew; motion approved unanimously(6-0).
ADMINISTRATIVE REPORT—CHIEF DARYL GREEN
Personnel:
• Authorized 203 positions and currently have 198 active positions.
• 8 individuals are in the police academy; 6 at Mid-Michigan and 2 at Ferris State University Police Academy.
• FTO Police(3)—Officer Fomby(in Step II of FTO), Officer Mansfield(new employee since December) and
we also have the returning of Officer Donovan Moore. Officer Moore was severely injured on the job and he
will be off work for another 5-6 months;progress is good. We will continue to train and teach Officer Moore
our systems while he cannot participate on an actual physical level at this time. Moore is assigned to Property
and Supply Unit and will be transitioned down to 15`floor Criminal Records division. He'll be writing reports

and interact with citizens,then will transition to Operations Training Division and start going administrative
paperwork before he can get back into uniform and start the training process.
• FTO Detention—Total of three in Field Training positions for Detention program. Theresa Levack just
completed the training program last week.New employee Justin Pulley and will start the FTO program working
under Officer Ouderkirk,Lead Detention Officer throughout the process. We have a total of 15 employees with
LPD Detention Center which means we are one under and that position is a female position. Currently have a
total of 8 males and 7 females. In need of one more female employee and will be working with HR to fulfill
that.
The Subpoena Officer and Court Officer Special Assignment:Normally the Subpoena officer position is assigned to
Operations and they work under our Traffic sergeant. The job entails picking up subpoenas for Lansing Police Officer
cases, detective cases and so forth. Subpoenas are picked up from the Ingham CO Prosecutor and City Attorneys offices
and we have now married the position of Subpoena Officer with our Court Officers. In reviewing budgeted hours,the
overtime increased by 100%in the last couple of months so working with union they agreed to marry the Subpoena
Officer position with the Court Officer position. There is now a total of three court officers who will be trained in similar
responsibilities to assist in coverage. By marrying these positions this is probably the most efficient and effective way of
reducing overtime costs relating to subpoena officer and court officer. This change will be monitored for 90 days for the
effectiveness.
Commissioner Kowalk-Thompson stated this seemed like a reasonable new system and look forward to the results.
Grants:
• Domestic Violence Grant—Officer Robert McBride will be assigned to the Investigations Division for this
grant. The expanded services available under this new investigator position would allow the consortium to
reduce recidivism through a collaborative effort of the Lansing Police,Ingham County Prosecutor's Office,
End Violent Encounters, Capitol Area Response Effort, and the 54-A District Court and its new specialized
Domestic Violence Court.
• Ingham County Prosecutor's Office would add a new Assistant Prosecuting Attorney(APA)to prosecute
the cases of domestic violence and would be able to move to a three-person prosecution unit for domestic
violence cases. This would allow the prosecution to have one APA dedicated to the new 54-A District
Court specialized Domestic Violence Court under Judge Cynthia Ward.
• The Prosecutor would also be able to assign a newly-funded position to cases that involve offenders who
are facing their second or third charge of Intimate Partner Violence(IPV), or for a violation of prohibited
behavior which resulted in Tier 3 notification.
• The grant is through the Michigan State Police for nine months with the possibility of being reissued for an
additional 4-5 years.
• The new APA has been added as of January 2"d 2020.
Commissioner Noordhoek asked what the dollar amount of the staffing. Chief Green stated the investigator position
would be$79,000 and the Prosecutors office approximately$120,000 for their prosecutor with fringes and benefits and
so forth.
Citizen Police Academy—29 Academy attendees. Program begins January 30t'and graduation date expected to be April
161h. Looking forward to a great session.
Commissioner Farhat-Officer Kasha Osborn indicated this was a very large class.
LEGAL ADVISOR REPORT Mary Bowen,Assistant City Attorney I would like to give recognition to Det.
Matt Salmon for working with the Eaton County Prosecutors Office on a homicide case. A colleague of Ms.
Bowen's posted on their Facebook page how instrumental Det. Salmon and his team were in assisting on
investigating a homicide case and how well they all worked with the prosecutor's office during this case.

HUMAN RELATIONS & COMMUNITY SERVICES—Nicholas Tate
Introduction by Chief Green—Mr. Tate works in Mayor Schor's office and is the Chief Administrative Officer and
Chief Labor Negotiator for the city of Lansing. I have worked very closely with him on dealing with contracts
specifically,most recent with Detention Teamsters and audits. He has done an outstanding job and definitely
committed and has a really good eye on what the city does. He is temporarily filling a void in HRCS.
Mr. Tate reported they had the mobile food pantry this past Saturday. Turnout was lighter than normal,most likely
due to weather conditions;however,they were able to still serve a lot of people. Mr. Tate is very happy with the
Greater Lansing Food Bank's participation and role in serving the community. The next mobile food pantry will be
March 17`h at St. Thomas and this group will be working more with the GLFB in the future.
In addition,we were able to temporarily bring back investigator Bernard Brantley during the hiring process for a
permanent HRCS investigator replacement. Commissioners Farhat,Noordhoek and Macon will be sitting on the
oral board for the interview process.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT—Chief Green reporting for Human
Relations
• Reference the Budget when it comes to Detention they did a desk audit in the Detention Center. HR
implemented some level changes. The some employees went from 32 to 34 job classifications. These were
significant increases per hour. This will have an effect on personnel costs. Property and Supply Division—the
civilian in this division saw a level move from 29 to 31 as well.
• HR moving forward three candidates for police cadets that have completed the process. Currently have two
cadets that are in the academy.
• Commission Investigator interviews scheduled for Thursday, January 23`d. Five scheduled to be interviewed.
UNFINISHED BUSINESS -To vote on the Police Commissioner Board meeting dates for 2020. Vice-Chairperson
Kowalk-Thompson made a motion to accept the dates as presented; the Board unanimously accepted(6-0),motion
carries.
CORRESPONDENCE SENT AND RECEIVED—None.
DEPARTMENT REPORTS—None.
BOARD COMMITTEE REPORTS
• Government/Community Liaison Committee-Vice-Chairperson Kowalk-Thompson stated she is still working on
getting the community calendar compiled of all events. Will be working with Ruth Grant and others in the city to
ensure we have a good moving document and present that when complete. I appreciate unanimous approval of the
Boards schedule for 2020. I think we've done a good job establishing meeting locations out in the community.
• Awards &Incentives Committee-Commissioner Farhat stated Friday morning at the Operations Center with
Commissioner Noordhoek.
• Budget Committee-Commissioner Carnegie thanked the Budget Committee and all participants with their serious
work in the Budget Proposal.
• Recruitment/Hiring Task Force-Chairperson Macon stated nothing to report that hasn't already been discussed in
regards to hiring.
• Ad Hoc Committee on Board Policies and Rules -Commissioner Noordhoek stated the committee has been working
on some additions and amendments to the meeting procedures for the Commission and will be presenting those in
the February meeting.

• Complaint Committee-Commissioner Farhat stated she had communication with Sgt. Kyle Schlagel and the new
lieutenant into Internal Affairs is Nathan Osborn and is looking forward to working with him. The will be meeting
first week of February.
COMMISSIONER'S COMMENTS
• Commissioner Renfrew—I have been able to go to the jail once a week and have watched new hires being trained by
the existing officers. He noted them to be very bright and attentive and fortunate to have them. Also very happy
with Chief Green and he's doing an excellent job.
• Commmissioner Carnegie—Thank you again to Chief Green who has made himself accessible with his daily schedule
to the Committee and in managing the department.Thank you again to Mr. McClure. Glad to have Mr.Tate's report
and welcome him for the hard work in the community they do.
• Commissioner Kowalk-Thompson—appreciated all the years of hard work Commissioner Carnegie has provided to
the Commission and have all the confidence in skill and ability and grateful for all your work. The budget proposal
was presented in a clear and concise manner and Mr. McClure clarified any questions presented. Mr. Tate has a very
impressive resume and the city of Lansing we are fortunate to have him on our team. Chief,your leadership is
unmatched and echo comments of others how you make yourself available to both citizens and the rank and file as
well as people who work in the city. We appreciate your hard work and effort.
• Commissioner Farhat—Agrees with previous comments before. I want to thank Commissioner Renfrew for going to
the jail every work.
• Commissioner Macon—Agrees with all Commissioners comments made before.
OTHER BUSINESS None.
PUBLIC COMMENT—
• My name is John Morin and moved to Lansing 20 years ago. Mr. Morin reported he has made numerous
complaints regarding breaking and entering at his residence and neighborhood and does not feel the officers have
adequately investigated the incidents.
• Daniel Arnold: I've seen change implemented in our city that I have enjoyed being a part of. Chief Green,you
shared with me about how you put in a new brochure box and filled it after my suggestion. Mr. Arnold
appreciates the Internal Affairs brochures for the public interest. In addition,he noted all the police contact
brochures are gone and need to be restocked.Mr. Arnold suggested having brochures for the National
Trafficking Hotline. Thank you for caring, Chief and Commissioners.

HUMAN RESOURCES REPORT-Hiring Specialist Kesha McKitty
• Three of the new cadets have passed the background check stage and are entering into the psychological testing
stage.
• Recruit—Six recruits are attending the LCC Academy and two are attending Ferris State Academy.
• Detention: One male detention officer was hired and in process to hire one female officer.
• Lead Detention Officer Reclassification—The position was reclassified from 32 to 34 and after appeal to a 37.
• Evidence Technician—Working on hiring for this unit, currently in testing phase.
• Police Technician Reclassification—This position was reclassified from 26 to 27 and after an appeal to a 31.
• There are two pending hires from the academy for police officers: 8 were interviewed, 6 went to background check,
2 came back unfavorable, 6 will continue on. As of 2/18/2020,HR is recommending 3 for hire.
• HR Investigator Position—There were 5 very good applicants. The position has been offered to one candidate and
he is currently in salary negotiations. Investigator Bernard Brantley will temporarily extend his retirement in order to
train the new person.

APPROVAL OF MINUTES Board members reviewed the Meeting of Minutes from October 2019,November 2019, as
well as,January 2020. A motion was made by Commissioner Kowalk-Thompson to approve all minutes; supported by
Commissioners Noordhoek and Carnegie; motion approved unanimously; (7-0).
EDUCATION PRESENTATION—Sergeant Sean Mills conducted a presentation of proposed new uniforms. The
uniforms have not been updated since the 1950's and the new look will take into consideration practicality,technology
and officer health and wellness. The new carrier vests are made to position above the hips which will re-distribute the 20
pounds of equipment officers wear daily. A police uniform study from the Mayo Clinic was presented and found injuries
to knees, hips,back and sciatic area were alleviated or decreased upon wearing the new carrier style vests. The new
material used for vests, shirts, and pants will have the ability to cool the body temperature during the warmer months.
Options for replacing metal badges to a more flexible Velcro type for detention and officer safety is being researched.
Uniforms have been ordered for seven officers to test and gauge community feedback. The cost of the new uniforms will
be grant-funded.
ADMINISTRATIVE REPORT-CHIEF DARYL GREEN
• FOIA Coordinator Laura Dixon has fully resigned. Laura stayed to assist in training the new FOIA Coordinator
Tamara Underwood.
• The six police recruits at the LCC Academy and two at Ferris State University Academy are performing very well.
• The Citizens Police Academy will be meeting on 2/20/2020 with various presentations from investigations,crime
analysis, CSI and traffic divisions.
• Budget—After speaking to the Chief Financial Officer,there is no Budget Presentation date established as of yet.
• Walnut Park Substation—New substation is about 98%completed with access key,restrooms,blackened windows
and cameras. CPO Bacigal has been working hard in the Walnut/Willow area and is doing a great job.
• Records Management System—The current records system(SRMS)is owned by Michigan State Police.The system
has been slow and not advantageous for our department. A new system TIMS (Talon Integration Management
System).is owned and operated by local company Core Technology. The brief introduction to this system appears
impressive to many of the staff. This system will link to LEIN,the jail management system,property/evidence
management system, and the Ingham Co Prosecutors Office for conducting e-submissions of police reports and
warrant authorizations.
Commissioner Kowalk-Thompson asked how cost effective this system would be. Chief Green explained it is very
cost effective to our budget and would not demonstrate an increase in associated technology budgeting.
• LPD Victim Advocates were awarded the 2019 Victim Services Unit of the Year by the Michigan Sheriffs'
Association. Chief Green recognized Sergeant Shawn McNamara for his hard work and dedication with this unit.
• A new neighborhood coordinator officer will be selected for the southeast corridor. This will be a large area to cover
and hoping this will be up and running by March 14'once an officer is selected.
• CATA CPO—LPD is in the final stages of obtaining a CATA-funded position for one officer to be stationed at
downtown CATA. CATA will provide salary, fringe benefits, etc. and will cover overtime too.

Commissioner Farhat complemented LPD Social Worker Bidwell for the hard work she does with the homeless at the
CATA station.
LEGAL ADVISOR REPORT-Mary Bowen,Assistant City Attorney
• Ms. Bowen complimented Officer Rendon for making himself available for court which resulted in a
guilty verdict on a serious assault case. Ms. Bowen stated how important it is for officers to attend court
and properly testify.
• OCA had the opportunity to participate in the Use of Force Training.
• OCA will provide annual training for officers reviewing such topics as: ticket writing versus warning,
warrants and other legal updates. Ingham CO Prosecutors office will also attend the annual training.
• OCA has been asked to conduct a similar training session for all new hires to understand the
responsibilities and relationship of the OCA and law enforcement.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT-HRCS Interim Director Willard

• HRCS was not present at meeting; however,Mary Bowen reported Kim Coleman has been named the new
director for Human Resources Community Services.

for the months October 2019,November 2019,December 2019, and January 2020; supported by Commissioner

BOARD COMMITTEE REPORTS
• Government/Community Liaison Committee Vice-Chairperson Kowalk-Thompson stated she would like to have
attended the training.
• Awards &Incentives Committee Commissioner Farhat reported the committee had a good meeting will meet again
in the next 3 weeks.
• Budget Committee Commissioner Carnegie reported budget was delivered on time to Mayor Schor's office and it is
in standing until scheduled.
• Recruitment/Hiring Task Force Chairperson Macon was not present to report.
• Ad Hoc Committee on Board Policies and Rules Commissioner Noordhoek presented policy 200.4 Board of Police
Commissioners Meeting with recommended changes from OCA. Mr.Noordhoek thanked Commissioner Chair
Macon and Vice-Chair Kowalk-Thompson for their contributions on revising policy. Motion was made to accept
changes, Commissioner Farhat and Carnegie seconded; changes approved(7-0).
• Complaint Committee Commissioner Farhat stated they recently met and will be meeting again.

COMMISSIONER'S COMMENTS
• Commissioner Carnegie congratulated the LPD Victim Advocates on their award on the significant role they play in
the community helping families in crisis situations. The recognition to this group will encourage the community to
join the group.
• Commissioner Milton stated he recently met with Council member Carol Wood, some pastors in the community and
discussed he senior companion and fostering care in the community of the elderly. This group will need volunteers to
work I homes, schools and nursing homes.
• Commissioner Renfiew is pleased with the new uniforms with officers being more comfortable.
• Commissioner Farhat—No comments.
• Commissioner Rodocker agreed the uniforms are a great idea especially for the female officers.
• Commissioner Noordhoek—No comments.
• Commissioner Kowalk-Thompson—No comment other than she is excited over the new records management
system.
OTHER BUSINESS None.
PUBLIC COMMENT Mr. Daniel Arnold appreciated a new notice posted in the LPD lobby for Human Trafficking.He
suggested a need for LPD to embrace a Culture of Gentleness training for officers when dealing with calls involving the
homeless. He stated he currently attends the Citizens Police Academy which is very positive,

Commissioner Sandra Kowalk-Thompson and extended the Board's sympathy at this time.

motion was made by Commissioner Kowalk-Thompson for approve these minutes; supported by Commissioner Farhat;
motion approved in favor(5-0)by roll call.
EDUCATION PRESENTATION: None.
ADMINISTRATIVE REPORT—Chief Daryl Green:
• Established new COVID-19 guidelines for LPD since February.
• Mitigation Phase I implemented on March 12, 2020 with new procedures for cleaning and sanitizing LPD
offices, cars,cell phones, as well as, switching to 12-hour shifts for patrol and practice social distancing.
o A main focus was the limit the exposure of possible COVID cases for police department and
community.

o Since March,there has not been any COVID-related illnesses of LPD staff.
o Conducted and maintained PPE inventory.
o Trained officers on usage of PPE,hygiene, and made sure vaccinations were up-to-date.
o Since March 12', any sick employees were to stay home.
o Since March 161', civilian employees were equipped to work from home to carry on operations.
o All trainings were cancelled and any meetings were handled by virtual meetings.
o Established alternative call responses. Requested citizens to utilize online reporting for certain crimes.
• Mitigation Phase 2:
o Continuing hygiene practices.
o Decontamination and quarantine sites established. Decontamination of buildings,equipment and
vehicles. In addition,rescheduling work to 12-hour shifts has lessened exposure.
o Special assignment officers were re-assigned to Patrol. Officers had vehicles assigned to also lessen
cross-contamination.
• All precautions established thus far have been for the protection of LPD personnel, families and the public.
• Mitigation Phase 3:
o Will be resuming some normal work routines. Civilians coming back on May 18'.
o Special assignments of VCl/SOD officers will be returning.
o LPD is taking COVID-19 recommendations from CDC and ICHD.
o Central Dispatch has been screening the 911 calls for any COVID-19 symptoms before officers arrived.
o Extra precautionary steps have been taken by the Detention Unit, taking samples for drug and
fingerprinting.
• Staffing:
o Captain Diehl, Sgt. Vaugh,Lieutenant Churchill and Detective Kasha Osborn were promoted to
respective ranks. Ofc. Anthony VandeVoorde will become the new Community Services Officer.
o Retirements: Sgt. Todd Johnson and Det. Quincy Scroggins. Preparing for some retirements in June.
o Hired a detention officer, three patrol officers and all seem to be doing well.
o Currently,there are six in the academy. Their tenure is on hold due to pandemic however hope to get
back into training in June.
o Have three at Ferris State University that will be starting soon.
• Protests:
o Numerous protests have occurred protesting the governor's executive orders.
o LPD is fully prepared and coordinating with Michigan State Police. The police are not to escalate
situation of protesting.
o Bike patrols are engaging with some leaders to communicate.
o Numerous open carry citizens were present at the protests. The Capital grounds is under the
jurisdiction of the Michigan State Police and LPD will only assist if requested or if there is an active
emergency.
• Budget: The budget was approved as of March 171h 2020.
• Ingham CO Radio Project: Moving ahead with project and training officers.
LEGAL AND ADVISOR REPORT: Mary Bowen,Assistant City Attorney
• Due to COVID-19,courts adjusted the scheduling and proceedings. The ordinance docket has resumed. Any
jury trials have been rescheduled after June to mid-July.
• City Attorney office is practicing social distancing.
HUMAN RESOURCES COMMUNITY SERVICES: Director Kim Coleman
• Director Coleman began her new position just as work schedules were adjusted due to COVID-19.Ms.
Coleman looks forward to working with newly hired HRCS Investigator Brian Aure and the Board.
• Ms. Coleman has been working with shelters for their needs, services and recovery during the pandemic.

• Reported all positions have been filled for detention officers and evidence technicians.
• Police Officers: Have 10 candidates interviewing. Five have passed,three have been selected to advance to
hire. All are in background currently.
• On May 18"for certifiables: 1 female passed and is in psychologic evaluation.
• On June 81h three males are schedule to graduate from the academy.
• Cadets: Have two to approve.
Chairperson Macon presented to the Board the resolution that allows for two cadets to be approved. A roll-call was
conducted and Commissioner Kowalk-Thompson moved for a resolution; six motioned to carry forward with
approving the cadets. Director Sanchez-Gazella will get a copy of the Resolution.

• Budget Committee—Commissioner Carnegie: Extending thank you to Joe McClure, commissioners,
department heads and leadership who worked hard on the budget. Chief Green thanked Commissioner
Carnegie for all the hard work he has done preparing the budget.
• Recruitment/Hiring Task Force-Chairperson Macon thanked Commissioners Farhat and Noordhoek for their
participating in the hiring process in January. Brian Aure was hired as the commission investigator. Mr. Aure
is a retired Westland Police Department officer and has already done tremendous reporting. The Committee
welcomes Mr. Aure.
• Ad Hoc Committee on Board Policies and Rules -Commissioner Noordhoek: No board policies or rules to
consider at this time.
• Complaint Committee-Commissioner Farhat: None to report.
• Commission Investigator Report: Investigator Brian Aure. Mr. Aure conveyed that he appreciates the
opportunity for his new position as investigator. He had only been on the job for five days when he began
working from home.
o In March, six citizen complaints were reviewed three coming from Internal Affairs. All were
informational only; no policy violations. Two more came in but was unable to reach the complainant.
o On April 6`h a total of 6 complaints were received; 2 routed through Internal Affairs which were
informational only; no violations found. Four complaints were from HRCS which were resolved and
informational only.
Commissioner Kowalk-Thompson noted the outstanding work and well written reporting of Mr. Aure for the
short time he has been working. Commissions Noordhoek and Farhat agreed. Chair Macon looks forward to
working with Mr. Aure. All on Board welcomes Mr. Aure.

COMMISSIONERS COMMENTS:
• Commissioner Milton: Conducting many counseling sessions over the telephone for members of the Lansing
area effected by COVID-19. Locating resources and praying for families of those who have lost loved ones to
the pandemic.
• Commissioner Farhat: Busy working from home and having conference calls.National Night Out is still
scheduled for October 6"'however needs confirmation.
• Commissioner Noordhoek: Glad to be healthy and able to attend another Board meeting. He thanks the Chair
for scheduling this Zoom virtual meeting.
• Commissioner Rodocker: Glad to hear everyone is staying at home and socially distancing.Her workplace
lost three employees to COVID and it has greatly affected the workplace environment and safety measures.
• Commissioner Carnegie: Gives outstanding work to everyone during this time of COVID. Complements to
Joe McClure for his work on the budget. He also welcomes Director Coleman and Mr. Aure to the committee
and looks forward to work with them. Thanks was given to Chief Green for his leadership of the Lansing
Police Department and departments in the city, Chair Macon, and Director Sanchez-Gazella for all their work.
• Commissioner Kowalk-Thompson: Thank you to all for their kind words for her father's passing. Her
comments mirror those of Commissioner Carnegie of the high quality leadership here. Commissioner Kowalk-
Thompson thanked Director Coleman,Mr. Aure,Mary Bowen and Director Sanchez-Gazella for all their work
and expertise they have given. She also complemented LPD's procedures put in place to prevent COVID
within LPD.
Lastly, effective July 2020 Commissioner Kowalk-Thompsons has submitted her resignation from the Board
after twenty years of serving. She remained on the Board through Chief Green's transition and has been very
proud to work with him. She will be serving until a replacement is found.
Commissioner Macon stated it's been a pleasure and honor working alongside with Commissioner Kowalk-
Thompson and appreciates all her contributions over the years to the Board and to Lansing Police Department.

EDUCATION PRESENTATION: Captain Katie Diehl, Staff Services Division—
• Captain Diehl provided updates to the Gang Resistance and Educational Training(G,R.E.A.T.)program.
• Updates on community policing of the CPO's were provided as they continue to work, communicate and
network with businesses on employee training and education and with fostering the goodwill for all business
establishments. Both the Neighborhood Watch and Business Watch are coordinated through our Community
Services unit. The Community Services unit also provides training seminars,robbery preventions, de-escalation
for businesses. The de-escalation training has been a tool for apartment managers to calm situations and
resolve issues with unhappy tenants. Other training seminars provided are for credit card fraud,bad check
fraud, shoplifting prevention just to name a few.
• Internal Affair(1A)Division has a dedicated lieutenant and sergeant to investigate and track alleged violations
within our department,particularly our civilian employees and police officers. IA tracks vehicle pursuits,firearm
discharges,vehicle accidents, accommodations and other reported complaints. Each of these are investigated
thoroughly and objectively. A determination is made whether to sustain allegations and the appropriate
disciplinary actions taken a place and that's overseeing a chain of command. Some of those outcomes have
resolved in discipline or additional training or possibly both. IA has seen a reduction in formal complaints

possibly a reflection of the continued efforts and training, especially with the de-escalation and better
communication overall.
Commissioner Farhat shared that the"National Night Out" committee feels that October may not be a good
month to have this event due to the weather conditions and would like to rename as"National Night In"to be held
in August.
ADMINISTRATIVE REPORT—Chief Daryl Green:
• LPD is in unprecedented times for policing and all of LPD understands this. Each day we see the great works
our officers are doing and continuing to do and I'm continuing to provide moral support to everyone to keep
morale high. Our officers definitely want the opportunity to prove themselves to the community with the
highest level of professionalism of policing.
• Chief Green expressed condolences to the families of two of the most recent homicide victims: Treasure
Steward-Adams, who was killed on 100 blk of East Claremore and her body was recovered in Chelsea Lake in
May. And also, Dhanthan Boggan who was killed on the 900 blk of Johnson on June 3Ta
• In reference to the shooting in the 900 blk of N. Walnut, a LPD police officer was shot and is doing well
however he still has a long road ahead for recovery.
• COVID-19:
o Still in a state of preparedness for the virus. Still under the vestiges of a pandemic and continue with
cautionary measures.
o No LPD personnel has tested positive for virus. This is amazing considering all the various people the
police interact with in the community.
• Grants:
o Thank you to Captain Backus for his grant writing skills. LPD was awarded the C.O.P.S. grant which is
community policing service grant for $625,000 and would fund five police officers. Currently, our
Administration is talking with the City Finance division on how to move forward with the grant or not.
o Also awarded was the Coronavirus Supplemental Funding Grant for $339,000. This grant is also being
discussed with the Finance Department if the grant can be accepted.
• Staff.
o Chief discussed a number of officers have decided to leave early and are purchasing early retirement credits.
Retiring are two lieutenant's, Bryan Curtis (day shift) and David Sileo (night shift). We will miss their
leadership and contributions.
o Sergeant Angie Matthews resigned to pursue a career in social work.
o Detective Frank Mobley,who was a community policing officer for many years,retired.
o Officer John Weldon resigned to pursue another career also.
This is a challenging time for the overall institution of policing and many officers are deciding to move on
to other careers and we wish them their best.
o New Detention officers: Taniesha Anderson and Alaysha Turnley.
o New Police officers: Jonathan Bynum,Beau Idalski, and Seth Osentoski,who all are graduates of Ferris
State University.
o New Cadets: Noelle Mwangi and Marquis Washington,who were previous LPD Explorers, are
knowledgeable about the department already.
o Promotion: Sgt. Sean Mills was promoted to the position of Lieutenant. The sergeant exam results have just
been received and will calculate which officers will be on the next list of sergeants. There are three open
positions for sergeants with a fourth position opening as well. Those will need to be filled as soon as
possible.
• Protests: The May 31"protest was unprecedented and an anomaly for the city of Lansing. Lansing continues to
have numerous protests occurring throughout the city on a daily basis.These protests are effecting our staffing
dramatically. LPD's primary mission in policing when it comes to protests is to safeguard not only the
constitutional rights but to also provide for the safety and security of those that are protesting and counter-
protestors. It's very challenging when protests are moving throughout the city without a clear direction of

movement, it becomes very challenging and drives resources downward when it comes to public safety.
However,we know as the police department in the capitol city we have a duty and responsibility. When
protests are learned,the protest leaders are provided ACLU's Protesting Best Practices which is beneficial for
protestors in communicating their message but also beneficial for LPD because it highlights the responsibilities
of the police to keep them safe.
The public should know LPD is conducting a full internal review of our response to the protests,review all the
equipment used,review policies what drove decision-making processes,review LPD tactics and how to make
improvements to be more effective and efficient. Chief thanks all who attended protest on May 31"and those
who have been helpful in mitigating come of the property damage witnessed on that day.There were a lot of
people trying to calm the situation down and Chief is very appreciative for them and the officers. No civilians
were injured; some officers were struck with projectiles although not serious. Ingham County Sheriff
Department had three patrol cars damaged during the May 3I't protest.
Det. Kasha Osborn is investigating all information of the young lady in the traffic situation whose care was
destroyed. Once enough information is obtained it will be sent to the Ingham Co Prosecutors office for review
of charges. Information and identification is also be obtained for anyone involved in any criminality at this
May 31't protest.
Social Worker,Jan Bidwell,has been busy trying to calm internal questions about the institution of policing
internally and also she has done a good job of helping our community address some of the issues and transfer
some of these into a more constructive fashion
LEGAL AND ADVISOR REPORT: Mary Bowen,Assistant City Attorney
• We are still in the middle of the pandemic however things are slowly starting to open back up. It is Ms.
Bowen's understanding the courts will be reopening soon around July 6`h with adherence to the social distancing
guidelines and LPD should be aware of this reopening. Courts are starting to do pre-trial and some of the
officers may be receiving subpoena's to appear for court for some of the second pre-trials and will also receive
additional correspondence regarding informal hearings.
HUMAN RESOURCES COMMUNITY SERVICES: Director Kim Coleman(Not present)
HUMAN RESOURCES REPORT: Director Linda Sanchez-Gazella,Reported by Chairperson Macon
• There are currently no vacancies although LPD did have a new hire start today. There is one person on the
hiring roster, a male, that is in the process of the background but it's on hold due to the pandemic.No other
positions will be posted due to a hiring freeze.
• For the police recruit there are three candidates who cleared the background check. All three candidates will be
moving forward to the psychological evaluation phase and one additional candidate has been selected to move
forward to the background check which is pending at this time.
• There will be certifiable interviews scheduled to be next week,Monday and Wednesday and the following
Monday, June 30"

• Commission Investigator Report-Investigator Brian Aure: Thanked Captain Diehl for her presentation when he
was in law enforcement community policing. In regards to the citizen complaints received for May,there were
four in total. These were informational and formal complaints and resolved informationally. Two came in
through the office of the Internal Affairs. Two of them came in through the office of the Commission
Investigator.
COMMISSIONERS COMMENTS:
• Commissioner Kowalk-Thompson: Shared her appreciation of Chief Green's professionalism and leadership
of the Lansing Police Department at this time and pray for the safety of our officers and community.
• Commissioner Carnegie: In deep prayer for our Chief and his leadership and extends his prayers and ask God
to look over him. He also extends to everyone thank you for their concerns for our city and pray that God will
continue to bless us and watch over us.
• Commissioner Renfrew: Extends farewell to Commissioner Kowalk-Thompson and whatever endeavors in the
future she takes on. He also commented what a fine department LPD is and progressive.
• Commissioner Rodocker: No Comment.
• Commissioner Farhat: Appreciates the time she has worked with Commissioner Kowalk-Thompson and
wishes Godspeed. Thank you to Chief Green and Commissioner Macon for all the outstanding work they have
done for the committee.
• Commissioner Macon: Thanked Chief for his leadership throughout this and appreciates the fielding of his
questions and concerns throughout the day at all hours of the day. It is very sad that this is the final meeting
for Commissioners Kowalk-Thompson and Commissioner Noordhoek,who is not in attendance.We do have
something to give to each of you for the tremendous service to the city of Lansing.Both commissioners have
been friends, mentors and tremendous leaders on this board and this board is a better place because they have
served on this. You have my sincere thanks and wishing all the best in their future endeavors.
Commissioner Kowalk-Thompson will attend one more meeting to make a full twenty years as a commissioner
and it's been her pleasure and honor to serve as a police commissioner for those years.

Lansing Police Department Chief Green and Michigan State Police.These are times of turbulence,fear and

-and attitude of TAV by anti-archaists protest,Antifa. ACAV means all cops are bastards. I tag various city
leaders in a post about the graffiti below Michigan Ave on the River Trail by the Lansing Center and received

no response. On a prior occasion, councilperson Brandon Betz explained to Mr. Arnold that he reports the
offensive graffiti to the city and they deal with it. Mr. Arnold does not know the world but I love the work of
LPD in the Lansing-area. Dispatch,police, fire and paramedics deal with every type of call and social work to
our vulnerable citizens. Let us know tolerate the bullying of special interest groups feeding the propaganda of
defunding the police and labeling all cops bad. LPD does tremendous work,patient with passionate protestors
that never seem to let up. Kudos to you. Tomorrow he is receiving acrylic paint to cover up hash-tagging
TAV under the Michigan Avenue bridge. Thank you for your time and service.

implemented any of the governor's plans with the training or intervening policies?Do you know anything
about that?
• Commissioner Macon—I think if you were to speak with the Chief as well as our training Lieutenant you will
find that the Lansing Police Department is miles ahead of where the governor has asked. I think what the
governor is asking for is the minimum standards but what we do within the Lansing Police Department in
terms of the training that our officers receive, we will see as additional information is published that the
Lansing Police Department is probably the leader in the community, if not the state in respect to the training
standards that the governor put out.

EDUCATION PRESENTATION: Kim Coleman and Teresa Bingman on Racial Justice and the Community.
• Attorney Teresa Bingman is the consultant and will be providing the leadership for the Mayor's Racial Justice
Equity Alliance(MRJEA). The purpose of the MRJEA is to obtain input from the community as it relates to
racial and social justice issues relating to police reform and systemic racism in the City of Lansing.
• Individuals serving on this committee will be appointed by the Mayor and will develop a plan and to provide
input that the Commissioners may be interested in. The alliance will be co-led by Chief Green and Director Kim
Coleman.
• MREEA will also work with the Board of Commissioners as a listening mode, available to provide any type of
input, as needed, as various police reforms are considered.
• A town hall meeting is scheduled for Thursday, 23`d of July from 5:30—7:00 p.m. This will be one of the first
efforts of MRJEA to obtain input from the community. Laurie Adam Simon,who is a member of the Mayor's
diversity committee,will also facilitate along with Director Coleman. Both have an understanding of the
Commission's authority and will follow the directive of this Commission and Chief Green in terms of how this
MRJEA will interact as a police reform.

• A steering committee will also be formed consisting of the Mayor's cabinet, Chief Green, Director
Coleman, as well as Commissioners from the Police and Fire Boards and the HRCS. Ms. Bingman believes
those are the entities who are best suited to provide high level input in this alliance.
ADMINISTRATIVE REPORT—Chief Daryl Green:
• Chief Green thanked Commissioner Farhat for her leadership and echoed the sentiments of Ms. Bingman and
Director Coleman of the vital role the Board of Police Commissioners have in the entire MREJA process and he
looks forward to their input and leadership.
• Violent crime increased in City of Lansing:
o On July 101h a homicide of a 59-year-old male occurred. A 33-year-old male was taken into custody. As
of this date, there have been a total of five homicides for 2020.
o The most recent shooting occurred in the 4900 blk of Dunckel where five people were shot while
attending an early morning party. Those five people sustained non-life threatening gunshot wounds.
o Statistics of Increase of Crime—2020 compared to 2019:
• Homicides: 2020 has had five homicides compared to a total of 13 in 2019.
■ Shootings: 2020 has shown an increase of 205 shootings compared to 197 in 2019.
• A "shooting"is defined as, whenever shots fired occurs and it can be determined and
supported by a person, a property or other type of evidence.
• Other Crimes:
• Felonious Assaults— 14.4%increase.
• Arsons—27.3%increase.
• Burglaries— 1.9%increase.
• Larcenies—6%increase.
• Rapes/Criminal Sexual Conduct— 14%increase.
o LPD is actively interacting with the community on tips and information about violent crimes. LPD
receives on the average 300+calls for service daily and although there are staffing challenges,they are
striving to answer each call.
o COVID-19: The first positive case was reported this month and unfortunately a total of two patrol
officers have tested positive. The officers are doing well and have been asymptomatic.
o Retirees: Officer David Lowndes, crime scene investigator, retired after 25 years. His experience and
skill will be greatly missed. Officer Sam Feamow has resumed the CSI responsibilities.
o Recruits: All have reported to be doing well at the police academy. The police academy was extended
two months due to COVID and the recruits are expected to graduate this Friday. Chief Green expects all
to be successful with the Michigan Council on Law Enforcement Standards(MCOLES) testing.
o Promotions: Officer Randall Hon was promoted to the rank of Sergeant and will be working the night
shift in patrol division in the south end.
o Detention: One new detention officer,Taniesha Anderson. She previously worked with East Lansing
Police Department Detention as a Detention Officer.
o Chief Green wishes to express his sympathy to Shirley Mitchner for the loss of her son, Brandon
Mitchner in June of 2014. Recently,Lt. Baldwin(Investigations Division),Mayor Schor, Deputy
Mayor Nicholas Tate, and Chief Green met with Mrs. Mitchner regarding her concerns on the
investigation of her son's death. Detective Hogan started the death investigation in 2014 until his
retirement and then it was reassigned to Detective Tracy Jones until 2017 when he also retired. Both
Det. Jones and Det. Hogan were two of our best and very experienced death investigators. During 2014
—2017, LPD requested the case be reviewed by Michigan State Police Detective/First Lt Thomas

deCiercq,who reviewed e report and concluded there was not enough evidence to support e
bringing of bring criminal charges.
Since this death occurred to now,Lt Baldwin has followed up on the case and has remained in direct
contact with Mrs. Mitchner. In spring 2020 all investigative reports,photographs,video footage and
autopsy reports were forwarded to the Ingham County Prosecutor Office(ICPO) for review. Assistant
prosecutor Bill Crino and other ICPO officers reviewed the entire case and found no
information/evidence to support a finding of homicide. ICPO concluded it was a tragedy and this was
most likely accidental.
Within the first month of being in his new position, Chief Green met with Mrs. Mitchner. The
conversation resulted in another request for MSP to review for any potential holes or gaps in the initial
investigations. First Lieutenant Eric Darling and his team reviewed the entire case and also reached a
conclusion that the death was a tragedy but there was not enough evidence to support the findings of a
homicide.
Essentially LPD never closes a homicide case. If someone walked in the door that has evidence to
support a homicide, we would review the associated evidence and further investigate. Even though a
case is never really closed,LPD does reach a point in some investigations whereas we have nothing else
to draw from, as in the Mitchner case.
Chief Green stated that the conversation with Mrs. Mitchner was tough and the entire situation is a
tragedy and our hearts go out to the Mitchner family and again,that investigation will remain open in
the capacity whereas, if any new evidence develops we will follow up on it as we have done since 2014.
LEGAL AND ADVISOR REPORT: Mary Bowen,Assistant City Attorney
• Reminder to LPD that the court is scheduling final pre-trials. This might have been mentioned previously but
the courts do require appearances by officers via Zoom. Thanks go out to the three officers that appeared
yesterday by Zoom.

decided to cancel the event this year due to COVID 19. The committee felt big neighborhoods could not safely

like to have a dinner or whatever,they are welcome to do so as long as they social distance and wear a mask.
Thank you to Mayor Schor as with the grant money he has provided for these events and hope for better times
in 2021.

PUBLIC COMMENT:
• Daniel Arnold: Big supporter of Lansing and is an active advocate for Lansing Police. He recently met with
Community Policing Officer Dillon Reust discussing distressing and meditation. Mr. Arnold reported more
resource brochures are needed in the Lobby area of headquarters. He also desires to attend police training
courses and lend his perspectives or be involved in a training scenarios, interested in the Operations front desk
and also serving in the detention center in some capacity with the chaplains. Mr. Arnold stated Chief Green is
stepping up as a great spokesperson for the City of Lansing and is Chief of Police at the right time.

ADMINISTRATIVE REPORT—Chief Dary1 Green:
• Chief spoke of the Transparency page on the LPD website which is a dynamic site and is constantly
evolving. There are a number of different sites within this page relating to Commissioner Carnegie's
discussion. Currently LPD is working to put the LPD Policies and Procedures on the Transparency page.
The website also includes the open statistical data portal where the number of police complaints are posted
monthly. The Transparency page also includes the police budget and various trainings as LPD strives to
move forward and excel in police performance.
• The Awards ceremony will be held virtual this year. This will allow the public to hear the stories behind
the awards.
• Recently a double homicide occurred on the 3400 blk of Pleasant Grove, one suspect has been arrested and
arraigned on open murder. Lost were the lives of Marcus Jackson Burton and Steven Jackson.Our
condolences to the family members. A press conference took place to give the families an opportunity to
community the tragedy to the community. Chief Green personally thanked State Representative Sarah
Anthony who delivered a very inspiring speech for quelling the violence in our community and Chaplain
Damon Milton for delivering very kind words to for the family and community members. He also thanked
Rachel Sweet from the Southwest Action Group who has done great work in area of Pleasant Grove and
Holmes to quell the violence and create high quality of living in that community.
• Recently a press conference was held in reference to accreditation with the Michigan Association of Chiefs
of Police. The Lansing Police Department is moving forward and pursuing accreditation which is a
standardized process of the best, organized,the most efficient and effective policies and procedures
throughout the nation. This accreditation is a systematic review of all of our policies and procedures and
practices. This will highlight some of the concerns voiced tonight and review the policies and procedures in
a deeper setting. There will be an internal review and the Board will be included in this process, especially
in the high liability policies, in particular the"Use of Force"policy.As best policies and practices change
throughout the county,the US Conference of Mayor's Report of Police Reform on Racial Justice will be a
critical document in crafting our policies and procedures.
• Six new police officers were sworn in who were in the police academy. Because of COVID-19 the academy
was extended approximately three months.These new officers are currently working with their training
officers and have been assigned mentors to assist them in acclimating themselves to the policing process
and especially for the current environment.
• Three new officers have been hired and will be heading to the academy. Two of them are Michigan State
University graduates and the third is a Central Michigan University graduate.

• In reference to our policy reforms: "No Knock Warrants"policy. We wanted to make sure we took a
voluntary process of looking how we serve and execute our search warrants and believe it was critical for
officer safety and community safety that when search warrants are executed LPD will announce their
presence. Our tactical teams collaborate with other agencies and they have been educated on the"No
Knock Policy"when in City of Lansing.
• Averill Woods Neighborhood: We sent a team of community police officers (CPO)who have been trained
to effectively communicate with communities. There was a complaint and concern of some activity,
specifically graffiti that many in the community believed may be related to a gang graffiti. This was
addressed quickly with community members. Seven to nine CPO's were sent out to the neighborhood
advising that gang activity would not be tolerated and how to contact LPD if any activity is noted.
• Chief Green thanked all Commissioners for all their time and support they have given,moving forward and
being a model police department.

• Office of the City Attorney continues to monitor statistical data for COVID and continuing to monitor the
Governor's Executive Orders and advising the city and various departments accordingly.

• We have one new female vacancy in the Detention Office. We have a one male who is in background;
however he is on hold until the female vacancy is filled to balance out positions. The position has been

• One cadet will be presented to the Board for approval. The letter for the Board's signature will be
forthcoming.
• For the police certified certifiables, we had six interviews and all passed. Pending approval for psychology
testing, one is moving forward. Have two still waiting on background checks which should be received in
2-3 weeks. Have one officer that will be moving forward.
• Police recruits: The committee will be having interviews on August 20,27 and 28". The department plans
to send 3-5 candidates to the January academy and the January Mid-Michigan Police Academy will start on
January 7'and the anticipated graduation would be May.

description has been approved and is with the city attorney for review. The Board will need to review this

COMMISSIONERS COMMENTS:
• Commissioner Rodocker: Thank you to all for attending this meeting and appreciate the leadership of all. Dr.
Carnegie's educational presented was appreciated and agrees that many points need to be addressed on the
Board. She would also like to see a policy and procedure book to review. Commissioner Rodocker would like
to see the Board privy to anything being released to the media or wherever beforehand and part of that
conversation.
• Commissioner Milton: Conducted a virtual platform with Judge Jamo, Judge ----, Judge Dunnings and also
Sheriff Wrigglesworth and Undersheriff Bouck and other community leaders. A prayer service was held at the
Capital and the Sheriff met with members and are talking and wanting to change policies and procedures.
Commissioner Milton is looking to getting involved more with the Black Lives Matter and working hard to
make changes for the better.
• Commissioner Renfrew: Recommends all unions representing at LPD be included. The City Council has a
committee on law enforcement----- I think we should work with them to be transparent.
• Commissioner Carnegie: Compliments Chief Green's work and working to treat everyone equally and
Commissioner Rodocker's comments. These are pertinent points needing to be addressed.
• Commissioner Farhat: For the new Commissioners joining, we would like them to take the Citizens' Police
Academy course.

• Daniel Arnold: [very bad connection]. He is looking forward to taking part in the Citizens Police Academy and
Citizens Academy and to serve in any way.
• Nancy Mahlow: Extended her thanks to all and many ideas shared as well as Commissioner Carnegie for his
thoughts brought forward. She also thanks Chief Green during this difficult time and is very sad to see the
problems experienced over the last 6 months. She is hopeful for the path LPD is taking for the better. Ms.
Mahlow is the chair of the Police Advisory Board which started 30 years ago and would like to be more
involved in working along with the Board and with police department. The Advisory Board is composed of
members from each ward, a representative from the school district sits on the Board, and are looking for new
Board members.

specifically graffiti that many in the community believed may be related to a gang graffiti. This was
addressed quickly with community members. Seven to nine CPO's were sent out to the neighborhood
advising that gang activity would not be tolerated and how to contact LPD if any activity is noted.
• Chief Green thanked all Commissioners for all their time and support they have given,moving forward and
being a model police department.

• Office of the City Attorney continues to monitor statistical data for COVID and continuing to monitor the
Governor's Executive Orders and advising the city and various departments accordingly.

• We have one new female vacancy in the Detention Office. We have a one male who is in background;
however he is on hold until the female vacancy is filled to balance out positions. The position has been
approved and will be posted when able.
• One cadet will be presented to the Board for approval. The letter for the Board's signature will be
forthcoming.
• For the police certified certifiables, we had six interviews and all passed. Pending approval for psychology
testing, one is moving forward. Have two still waiting on background checks which should be received in
2-3 weeks. Have one officer that will be moving forward.
• Police recruits: The committee will be having interviews on August 20, 27 and 28'. The department plans
to send 3-5 candidates to the January academy and the January Mid-Michigan Police Academy will start on
January 7`1'and the anticipated graduation would be May.

• Commission Investigator Report: Linda Sanchez-Gazella reviewed and updated the job description with past
Commissioner Drew Macon input and the Human Relations Community Services department. The new job
description has been approved and is with the city attorney for review.The Board will need to review this
position prior to it being posted.
COMMISSIONERS COMMENTS:
• Commissioner Rodocker: Thank you to all for attending this meeting and appreciate the leadership of all. Dr.
Carnegie's educational presented was appreciated and agrees that many points need to be addressed on the
Board. She would also like to see a policy and procedure book to review. Commissioner Rodocker would like
to see the Board privy to anything being released to the media or wherever beforehand and part of that
conversation.
• Commissioner Milton: Conducted a virtual platform with Judge Jamo,Judge ----,Judge Dunnings and also
Sheriff Wrigglesworth and Undersheriff Bouck and other community leaders. A prayer service was held at the
Capital and the Sheriff met with members and are talking and wanting to change policies and procedures.
Commissioner Milton is looking to getting involved more with the Black Lives Matter and working hard to
make changes for the better.
• Commissioner Renfrew: Recommends all unions representing at LPD be included. The City Council has a
committee on law enforcement ----- I think we should work with them to be transparent.
• Commissioner Carnegie: Compliments Chief Green's work and working to treat everyone equally and
Commissioner Rodocker's comments. These are pertinent points needing to be addressed.
• Commissioner Farhat: For the new Commissioners joining,we would like them to take the Citizens' Police
Academy course.
OTHER BUSINESS: None.
PUBLIC COMMENT:
• Daniel Arnold: [very bad connection]. He is looking forward to taking part in the Citizens Police Academy and
Citizens Academy and to serve in any way.
• Nancy Mahlow: Extended her thanks to all and many ideas shared as well as Commissioner Carnegie for his
thoughts brought forward. She also thanks Chief Green during this difficult time and is very sad to see the
problems experienced over the last 6 months. She is hopeful for the path LPD is taking for the better. Ms.
Mahlow is the chair of the Police Advisory Board which started 30 years ago and would like to be more
involved in working along with the Board and with police department. The Advisory Board is composed of
members from each ward, a representative from the school district sits on the Board, and are looking for new
Board members.

EDUCATION PRESENTATION: Captain Katie Diehl
• Captain Diehl explained the department's pursuit to obtain accreditation through the Michigan Association of
Chiefs of Police. Both Captain Diehl and Captain Rodney Anderson will spearhead this project. The
accreditation is a progressive way to calculate performances and adaption of standardized procedures with a clear
statement of objectives. Many agencies nationwide are becoming accredited. There will be a monthly newsletter
on the accreditation to show updates and progress.
• A new database is also being implemented to assist to streamline the procedure review process.
• Captain Diehl spoke also on the Recruitment fair which will held virtual this year due to COVID.
ADMINISTRATIVE REPORT—Chief Daryl Green:
• Chief Green extended his condolences to the family of those that died in a residence fire on the 1400 blk of
Elizabeth St. on 3Sept at 23:45 hrs. A grandmother and two of her grandchildren lost their lives in the fire. The
fire remains under active investigation at this time.
• Chaplain Damon Milton was thanked for giving Chief Green an opportunity to have a discussion with the
Lansing Clergy Forum association to discuss their concerns and appreciation for some of the recent reform
measures.

• Thank you to Commissioner Farhat,Executive Assistant Grant, Captain Diehl and the City Public TV for their
assistance on our first virtual awards ceremony.Noting that this was our best option to present the 2019 awards
in light of COVID 19.
• The Mayor's Racial Justice and Equality Alliance(MRJEA): Chief Green met with workgroups and they are
currently selecting co-leaders for the seven workgroups: arts and culture, communities and neighborhoods,
education and youth development,health(including environmental justice),jobs and economic development and
public safety.
• Operations Center: Chief Green has reported and requested repair of seriously damaged sidewalks at the
Operations Center. The Lansing School District is seeking to contract a company to make the repairs before
winter. There have been too many injuries reported from the ill repair of the walkways. In addition,lighting
upgrades throughout the building are being installed. Chief Green has also requested a wall be installed in the
lobby area to separate the school district from the police department for safety and security concerns.
• Hiring: One new police officer, Owen Rogus,was sworn in on September 14`I'. Officer Rogus comes from Port
Huron Police Department and will begin with Patrol.
• ALPACT: Advocates and Leaders for Police and Community Trust(ALPACT) are scheduled to meet by Zoom
meeting tomorrow at 2:00 p.m. if anyone wants the link we can provide that to you.
• Training: Chief Green and other departmental heads and the Mayor and his staff participated in"Implicit Bias"
training last month conducted by the Michigan Department of Civil Rights. Chief Green is now a trainer and will
present this training to officers.
• MSU: Chief Green recently spoke to MSU Police Department concerning the number of MSU students testing
positive for COVID and the quarantine restrictions issued. Because there are a number of apartment complexes
within the city of Lansing that house students,Lansing Police will help mitigate any parties in these complexes.
LEGAL AND ADVISOR REPORT: Mary Bowen,Assistant City Attorney
• The courts continue using Zoom Meeting. The Office of the City Attorney and the alleged victims are by Zoom.
The officer may see uptakes on formal hearings soon.The City Hall is still closed and OCA continues to monitor
the Executive Order for COVID.
HUMAN RESOURCES COMMUNITY SERVICES: Director Kim Coleman
• Nothing to report.
HUMAN RESOURCES REPORT: Director Linda Sanchez-Gazella
• Detention has an opening for a female detention officer and the position is currently posted.
• Recruits: 15 were interviewed, 11 passed verbal testing, 5 have moved forward and are in background check.
• Investigator position: HR and the Acting Chairperson Farhat need discuss and finalize the job description for
this position before it is posted.

• Sympathy is extended to the families of Martha Bibbs and Merritt Norvell,Jr. Ms. Bibbs was a humanitarian
and the first black personnel director for State of Michigan Mr. Novell was the first black athletic director at
Michigan State University.
• Chief also extended condolences to the family of David Kessler who was the victim of a homicide at 3600 block
of Donald St. Currently, there are no suspects and the investigation is ongoing.

• Crime statistics: To date, 2020 has had 12 homicides compared to 13 in 2019. Arrests have been made in 11 of
the 12 homicides in 2020. The Non-fatal shootings have definitely increased at for 2020 at 65 from 48 in 2019.
Heroin overdoses were 178 in 2019 compared to 156 for 2020 so far. The overdose fatalities has declined: 20 in
2019 compared to 12 in 2020.
• Congratulations to Ofc. Robert McBride in his promotion to Detective rank. He is currently assigned to the
Detective unit working domestic violence cases.
• Sgt.Nicholas Hughett has transitioned to Internal Affairs; Sgt. Kyle Schlagel has transitioned back to Patrol
Division. Sgt. David Burke went from Patrol to the Community Service Office overseeing the CPO's.
• There are currently 3 in the academy and they are doing well. They are reaching the three-quarters mark to join
field training.
• Eight training sessions of Implicit Bias are currently being given to all officers. The training speaks on diversity
and equality. There has been positive feedback on the diversity training.
o Commissioner Carnegie would like a Field Training Officer to conduct the education presentation in
December.
• ALPACT—Chief Green will be chairing the meeting. The Zoom information will be sent to the commissioners.
• Officers were reminded of mandate to wear masks at all times and distance 6 feet as much as possible when
conducting felony stops and when in contact with families. Two officers have been disciplined for violating the
policy.
o Dr. Carnegie thanked Chief Green for following all protocols for wearing masks.
• Update on social worker,Jan Bidwell: Jan is doing well. She conducted a training video for LPD on Box
Breathing Techniques and presented this to the Implicit Bias Training sessions.
• Chief Green presented FBI statistics on youth arrests after Lansing State Journal reported most arrests of youth
are with African-Americans. There are disparities: 187 youth arrested in 2019, 70%were black and charges
were from Resisting and Obstructing,hold for another agency,carjacking. The community and LPD is looking
for ways to connect with the youth to lower the rates. MRJEA will be addressing this issue and creating a plan.
o Commissioner Carnegie indicated the commissioners will need to take a stand on this issue;
Commissioner Jones said he supports Chief Green however has concerns with the department.
NEW BUSINESS: Election of Board Officers
• Recommendations for Board chair were requested. Commissioner Carnegie made motion for Acting
Commissioner Farhat to become Chairperson and supported by Commissioner Renfrew. Commissioner Renfrew
suggested that no other candidates come forward.
• Vice-Chair nominations: Commissioner Carnegie nominated Commissioner Renfrew. With no other nominations
brought forward, Commissioner Renfrew accepted Vice-Chair position.
• The vote by roll call to have Commissioner Farhat be Chairperson was unanimous at 5-0;the vote for
Commissioner Renfrew to the position of Vice-Chair was unanimous at 5-0.
• Both Chairperson Farhat and Vice-Chairperson Renfrew accepted the nominations.
• Commissioner Carnegie presented two questions:
o To Chairperson Farhat: 1)No unilateral decision making will be made on the Board without the
knowledge of other board members. Chairperson Farhat agreed. 2)Do Black Lives Matter?Yes.

she explained the posting was taken down and that they have candidates awaiting interview by the panel.

transparency,information and oversight by the Board.At this time the Committee needs more
information.

Commissioner Renfrew: He is very pleased with the department's ability to close the 11 out of the 12
homicides for 2020. This shows good work of the detectives and officers for the community.
Commissioner Milton: Would like to have more accountability of what is going on in the city.
Commissioner Carnegie: Congratulations to both Chairperson Farhat and Vice-Chair Renfrew on new
appointments. Thank you to Chief Green for work in department and developing new ways for accountability.
Carnegie voiced concern for the youth and arrests. The integrity of this commission is very strong and we're
doing the business to support our community. He spoke to Councilperson Brian Jackson and there are no public
safety concerns in his ward. Jackson inquired if COVID protocols were in place, and Chief Green affirmed all
protocols are in place.
Commissioner Farhat: Thank you for the selecting me as Chairperson and the commissions confidence.
Thank you to Vice-Chair Renfrew also.
OTHER BUSINESS: Chairperson Farhat, asked the board how they felt about meeting in person in November and
December, due to the new statistics of COVID-19 increasing. The board agreed that for November and December the
meetings should be held by Zoom due to this increase.

O Creating an official Board of Commissioners social media page stating this would be a good mechanism
for the citizens to discuss and help with transparency as well as information about board meetings.
■ Chairperson Farhat asked that this discussion will be suspended until December when
Commissioner Rodocker can be present.
■ Mary Bowen: Office of City Attorney can look into further however 1) social media page would
have to be managed in some particular way and unsure of the logistics; 2)if social media page is
maintained a municipality, there has to be rules of the comments—ie., allow all comments or do
not allow any.
O Re-instate the Recruiting and Hiring Sub-Comrittee. HR Director Sanchez-Gazella welcomed the
commissioners to meet with her and the hiring specialists. Chairperson Farhat requested any

APPROVAL OF MINUTES: Board members reviewed and approved the October 2011, 2020 Board of Police
Commissioners minutes. Commissioner Carnegie moved for approval of the minutes with Commissioner Milton
seconding the motion. All were in favor(5-0)by roll call.
EDUCATION PRESENTATION: Mary Bowen, Office of the City Attorney
• The presentation was of the Board of Commissioners duties and responsibilities under the City Charter and the
Robert's Rules and Order in conducting meetings and various articles.
• Open Meetings Act was also discussed.
• Ms. Bowen explained the Commissioner does have the ability to and power to subpoena however this is not a
court-ordered subpoena and is not enforced, and there is no recourse if there is no response to a subpoena.
ADMINISTRATIVE REPORT—Chief Daryl Green
• Major crimes have increased in 2020:
0 2020 has 15 homicide victims, 12 which were from violence, six being open and activity worked by
detectives. In 2019 we had a total of 13 homicide victims.
O For heroin overdose statistics: Currently observing 93 total overdoses and 17 are fatalities. Trending
high compared to 2019, there was 198 overdoses and 20 deaths for whole year.
• Baker Street Arrest Incident: Police were alerted to a video on social medial of officers making an arrest of a 25
year old male. This occurred on 11/10/2020 in the 1100 block of Baker St and involved a fight between 5-6
people. One suspect was being placed under arrest for an assault incident for a misdemeanor offense. Suspect
resisted and additional officers responded to assist arresting officer. The suspect continued to be combative and
during a lengthy struggle to secure the suspect, officers deployed a Taser. The suspect was eventually arrested
and transported to a local hospital for medical evaluation, standard protocol for any type of Taser deployment.
The suspect was cleared from the hospital and transported to LPD Detention center. Formal charges are sought
with Ingham County Prosecutor Office (ICPO). That case was dropped from ICPO pending further investigation.
Two officer sustained minor injuries during efforts to arrest subject. Three officers involved in arrest have been
placed on administrative leave; Michigan State Police (MSP)will investigate and conduct an independent review
of the incident and arrest and will present their report to Ingham County Prosecutor. LPD is fully cooperating
with the MSP investigation and limited on discussing further on this incident.
• A letter from the Lansing Branch of NAACP was released to the media requesting additional police training and
reform after the Baker Street incident and arrest. The NAACP specifically asked for the implementation of a
robust and comprehensive training on crisis intervention and de-escalation training for all police officers which
Chief Green supports. The NAACP also requests appropriate discipline for all officers that violated department
use of force policies and again, Chief Green supports that as well.
• Summary of Election Security Planning prior to the Presidential Election: LPD partnered with a group called
CP21 —Community Policing 21 Solutions. This company is owned by Chuck Ramsey, from the Obama
Administrations 21"Century Policing Task Force and they reached out to LPD reference information and
resources supplied by Governor's Association over voter protection. They assisted with various information to
help protect the 1"Amendment rights of those protesting, to have a sufficient and effective plan to guarantee the
safety of in-person voting. There was no reported incidents on the night of the election. CP21 Solutions does a
review of police departments across the county and give an assessment the departments and if in alignment with
the 21"Century Policing Task Force guidelines and pillars. This has been relayed to the Mayor's office as well
as his committee MRJEA relative to bringing a contractor to assist LPD with a review of our agency.

• Mayor's Reliance of Justice and Equity Alliance Task Force(MRJEA): Chief Green has met multiple times with
Criminal Justice/Public Safety workgroup which includes Pastor Melvin Jones, Ph.D., Pastor Stanley Jenkins,
and Attorney Pamela Davis. The group has expressed the desire to understand how the city of Lansing can
increase oversight and accountability concerning police officers. Specifically,Pastor Jones would like to
research a civilian oversight board for city of Lansing. Chief Green is a member and liaison on the group from
department and city, and will help produce a plan that they are comfortable with.
• COVID-19 Update: All should be aware of Governor Whitmer's new measures. The department has
experienced COVID exposures: 6 positives and 4 waiting for results of testing. A total of ten people are out of
work.
• Chief Green appreciates the reinstatement of the Recruitment Committee and welcome them to assist Human
Resources and LPD.
Questions for Chief Green:
o Commission McDermitt asked if the increase in homicides was in concentrated area of Lansing?
■ Per Chief Green,the data and Crimemapping.com will give an idea of where the homicides are
occurring throughout the city however most seem to occur in south end of Lansing.
O Commissioner Jones asked if the person recording on the Baker Street incident was viewed as an
impediment to the arrest and was there a necessity of the officer to ask the recording person to move?
In regards to the research on civilian oversight committee, what role would they play in either addition
or in-lieu of Board of Police Commissioners?
■ Per Chief Green,negative to the videographer. Citizens have the 1st Amendment right to record
anything specific to police response. Police are instructed on public right to videotape whatever
they want to in a safe capacity. With this being an ongoing investigation, this is all he can speak
on this case.
■ The MRJEA is a committee created by the mayor and are looking for input from this board on
those particular subjects. Any commissioner wanting to volunteer to be on that workgroup you

• With the pandemic, the City Attorney's office is paying attention to the guidelines and requirements from the
state of Michigan. City Hall will be closed to the public for the next three weeks to follow those guidelines this
also effects the courts in terms of the types of hearings and any requirements. For the misdemeanor cases,
information has been received from the court administrator that not as many court appearances are being
required as in the past. For felon matters, the courts are limiting the amount of in-person appearances. Officers
should pay attention to any notices to appear and they should receive updates for many court dates being
rescheduled
HUMAN RESOURCES COMMUNITY SERVICES: Director Kim Coleman(Excused)

• Commission Investigator: The job description had been modified and this resulted in more applications being
received. HR had a total of 52 applicants of these 27 have been screened, contacted and are out for review with

• Detention Officers: Have currently two female vacancies, have 14 that are----------with eight that are currently
in the job shadowing processes. Three interviews, one female and two males, are scheduled for November 18"
One male is pre-employment physical results and he has a tentative date of November 23ra
• FOIA Anal —One vacancy and working to post this position.
• Police certified certifiables: LPD is accepting positons. Had three interviews both on October 271h and October
291h Three applicants passed the first interview and three that did not. HR is awaiting on approval on who will
move forward to background check.
• Police Recruits: Six recruits are recommended to 2021 police academy,they have passed all phases of the hiring
process. Will need a vote from the commissioners to proceed. Chairperson Farhat called for a vote.

from the commission to administration is December 4`h; however,the department budget must be approved by
the Board prior. The Budget Committee will meet to review the budget on December 7`h (Commissioner Jones,
Chairperson Farhat and Vice-Chair Renfrew, Chief Green, Commissioner Carnegie and budget director)prior to
the books being distributed to the commissioners. Action item for the approval of the budget is requested to be
placed for December.

BOARD COMMITTEE REPORTS:
There are few committees needing board representation. Chairperson Farhat is working on placement of commissioners
on the subcommittees as the following;
• Government/Community Liaison Committee—Commissioners Rodocker,Jones and Carnegie.
• Awards and Incentives Committee—Chairperson Farhat and Vice-Chair Renfrew.
• Budget Committee—Commissioner Carnegie and Jones.
• Ad Hoc Committee on Board Policies and Rules: Corrunissioner McDermitt
• Complaint Committee—Chairperson Farhat,Vice-Chair Renfrew and Commissioner McDermitt
• Commission Investigator Report: Position currently is not filled.
• Recruitment and Hiring Committee-
Budget Committee Report:
• The department finance officer has received the city's instructions for developing the budget for fiscal year
2021. Line items will remain status quo including decision packages. The original date for submitting budget
from the commission to administration is December 41; however, the department budget must be approved by
the Board prior. The Budget Committee will meet to review the budget on December 7`I'(Commissioner Jones,
Chairperson Farhat and Vice-Chair Renfrew, Chief Green, Commissioner Carnegie and budget director)prior to
the books being distributed to the commissioners. Action item for the approval of the budget is requested to be
placed for December.
COMMISSIONERS COMMENTS:
Commissioner McDermitt: No comment.
Commissioner Jones—No comment.
Commissioner Milton: No comment.
Commissioner Carnegie: Inquires on when the critical incident meeting will be scheduled to be briefed by
Chief Green. Commissioner Carnegie reviewed the virtual 2020 Awards Ceremony and thanked all for a good
ceremony.
Chairperson Farhat: Thank you all for being here tonight and giving Mary Bowen attention to her presentation
and expressed a safe happy holiday.

PUBLIC COMMENT: None.
OTHER COMMENT: Commissioner Carnegie voices concern about the teen report and arrest report. He asked if the
officers will carry the LPD Complaint Process to give to citizens? Chief Green has spoken to command officers
regarding this suggestion and the cost. There is already a pamphlet for the complaint process, however this will
be reviewed for the best and most cost effective way to distribute. Commissioner Carnegie requests the
pamphlets be placed in the schools. Chief Green will reach out to his contacts at the school district to keep
pamphlet on hand. The juvenile arrests report will be updated and distributed.

CALL TO ORDER: Quorum was established by roll call. Each member also established they are residing in Lansing,
Michigan for this special meeting. Chairperson Farhat welcomed everyone and called the special meeting to order at 5:00
p.m. The purpose of the special meeting is to approve by vote the FY22 Budget and the Lansing Police Department
policy 600.07 Response to Resistance.
PLEDGE OF ALLIGIANCE: The Pledge of Allegiance was led by Commissioner McDermitt.
FY22 BUDGET:
The proposed FY22 Budget had been previously distributed to all commissioners for review. Chairperson Farhat
entertained a motion for approving the budget. Commissioner Carnegie made the motion for approving the budget as
presented with Commissioner McDermitt seconding the motion. Roll call was taken and all present commissioners
approved the budget unanimously(5-0).
600.07 RESPONSE TO RESISTANCE POLICY:
The proposed policy 600.07 Response to Resistance is presented for final approval. Chairperson Farhat entertained a
motion for approving 600.07 Response to Resistance. Commissioner McDermitt made the motion for approving with
Commissioner Carnegie seconding the motion. Roll call was taken and all present commissioners approved 00.07
Response to Resistance policy unanimously(5-0).
