Specialist II Vice-Chairperson Sandra Kowalk-Thom son Jim DeLine, Budget Control Supervisor, LPD Joan Jackson-Johnson, HRCS Director CALL TO ORDER After establishing a quorum, Vice-Chairperson Kowalk-Thompson welcomed everyone and called the meeting to order at 5:30 p.m. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Vice-Chairperson Kowa Ik-Thompson. Vice-Chairperson Kowalk-Thompson asked for a moment of silence for fallen officers. PUBLIC COMMENT ON AGENDA ITEMS—None. ADDITIONS TO THE AGENDA—None. APPROVAL OF MINUTES Board members reviewed the December 4th, 2018, Meeting Minutes. A motion was made by Commissioner Noordhoek to approve the December 4th, 2018, Meeting Minutes; supported by Commissioner Renfrew; motion approved unanimously. EDUCATION PRESENTATION—Lieutenant Rob Backus spoke about the new laws and appropriate use of Recreational Marijuana. ADMINISTRATIVE REPORT by Chief Mike Yankowski • On January 241h, 2019, the Detroit Tigers organization will be at the Operations Center to honor the department's 125th Anniversary. The ceremony will begin at 2:30 p.m. • Informed the board results in regards to the March 31st, 2018, Officer Involved Shooting from the Shooting Review Board. Updated the board on crime statistics. • Informed the board that the Burnway homicide suspect was arrested. • Informed the board that warrants were obtained for the Bayview homicide subject. • Informed the board that an officer was terminated for inappropriate comments. • Six individuals graduated the Police Academy and nine are currently attending. Thirty-one officers, twelve civilians were hired in 2018, along with Officer Tori Klewicki-McNutt. • In December the department participated in Shop With A Cop, Old Newsboys, Sparrow Day of Giving, and No Senior Without Christmas. 2-Page Board of Police Commissioners Meeting of January 15th, 2019 • Annual Training is being held and the dates will be forwarded to board members. • Detective Skaggs is visiting LPD to see if processes can be improved in relation to homicides. • Passed out 2019 Goals. LEGAL ADVISOR REPORT—Amanda O'Boyle, Assistant City Attorney No report. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT—HRCS Director Joan Jackson-Johnson • The Mobile Food Pantry will be held Saturday, January 19, 2019. • HRCS has received several requests for help paying utility bills. • In December fed over 1,000 citizens. • Bridge card money will be disbursed for February(during the government shut-down). • The City Rescue Mission purchased Mark Bozzo's property and will be opening on January 21, 2019. • Holy Cross took over the VOA. She stated she will serve on their board. • The Martin Luther King, Jr., luncheon will be held on January 181h, 2019, box lunches will be served. Director Sanchez-Gazella recommended three Cadets for hire. Commissioner Noordhoek made a motion to approve the Cadet hiring roster; supported by Commissioner Kowalk-Thompson; approved unanimously. HUMAN RESOURCES REPORT—Director Linda Sanchez-Gazella • 1 Detention Officer vacancy • Quartermaster is being reclassed • Secretary 26 interviews are being conducted • Two candidates are being recommended for Certified/Certifiable and two are in the academy • Joe McClure was hired to fill the Budget Control Supervisor position UNFINISHED BUSINESS— None CORRESPONDENCE SENT AND RECEIVED No correspondence received. DEPARTMENT REPORTS Commissioner Renfrew made a motion to receive and place on file department reports for the month December; supported by Commissioner Noordhoek; motion carried unanimously. BOARD COMMITTEE REPORTS • Government/Community Liaison Committee—Vice-Chairperson Kowalk-Thompson stated the board approved the August 20, 2019, Lugnuts game day. • Awards & Incentives Committee—Commissioner Farhat stated a meeting will be held January 25'h, 2019, at 9:00 a.m. at the Operations Center. • Budget Committee—Commissioner Carnegie passed out a budget update, phases six, seven, and eight have been completed. Board Members reviewed the FY19-20 budget. Commissioner Carnegie stated he is confident core services are being provided by the department as they progress through the budget process. He voiced his support for Chief Yankowski and his staff in discussions with the Mayor as a final proposal is prepared for presentation to the City Council. Chief Yankowski and Jim DeLine answered board member questions. Commissioner Carnegie made a motion that the board accept the Lansing Police Department's Fiscal Year 2020 budget proposal as presented, and directs it be forwarded to Mayor Andy Schor for his consideration; supported by Commissioner Noordhoek; accepted unanimously. • Recruitment/Hiring Task Force—None. • Ad Hoc Committee on Board Policies and Rules—None. COMMISSIONER'S COMMENTS 0 No comments were recorded, the recording secretary left the room. 3-Page Board of Police Commissioners Meeting of January 15th, 2019 PUBLIC COMMENT— Harold Leeman stated he was recently assaulted and spoke about the assault. Chief Yankowski stated he would look into the matter and contact Mr. Leeman. EDUCATION PRESENTATION—Lieutenant Rob Backus spoke about NC4. NC4 is a platform for communication which includes all things crime. It communicates information in real time. ADMINISTRATIVE REPORT by Chief Mike Yankowski • On January 241h, 2019, the Detroit Tigers organization visited the Operations Center to honor the department's 125th Anniversary. A Detroit Tigers jersey was given as a gift and is hanging on the wall at the Op's Center. • Played a video of 2018 A Year in Review. • MSP concluded their report and issued six counts of illegal activity against former Officer Matthew Priebe. The School Resource Officer policy was passed out to board members. • Shoots have reduced approximately 50% over the years. • There is a group of kids ranging in age from 13-23 that have been committing several crimes in the Lansing and surrounding area. Thirteen individuals have been apprehended. • The new Mobile PD Application is very close to launching. • Smart phones will be given to all road patrol officers. • State Records Management System is being worked on. • The Citizens' Police Academy began on January 241h, 2019, and is completed in April. • Participated in National Day of Healing on January 22nd, 2019. • A Press Conference was held at Baker Street to discuss accomplishments. • Annual Training in the classroom is completed. • Attended the 30th year Crime Stoppers Breakfast. 2-Page Board of Police Commissioners Meeting of February 19th, 2019 • SCRAM Program is launched. Sparrow and CATA discussed hiring a CPO for their entities. Sparrow is willing to fund the position. Negotiations are being held, at this time. • Detective John LaCross slipped and fell and incurred a serious injury in the Op's Center parking lot. • A community business donated $10,000 for community engagement. • Officers Norman Armstrong and Norman Naimy, along with Detention Officer Rebecca Kopf retired. • Officer Frank Mobley was promoted to Detective, Laura Dixon was promoted to Supervisor, and Officer Mandi Brunner was promoted to Sergeant. These promotions will become effective on March 2"d. The ceremony was held February 21st, 2019. • Budget Review for the community will begin on March 51h, 2019, at Fenner. • Policing the Police has been reset to March 20th, 2019. LEGAL ADVISOR REPORT—Amanda O'Boyle, Assistant City Attorney Officers were trained about several potential situations at Annual Training. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT—HRCS Director Joan Jackson-Johnson • The Mobile Food Pantry was held at Pennway Church. • Mark Bozo's place was utilized during the cold weather. • There is a record number of utility shut-offs occurring. HUMAN RESOURCES REPORT—Director Linda Sanchez-Gazella • Possibly 18 individuals could retire in 2019. Sixteen individuals would need to be frontloaded. • PO1 Interviews will be held the week of February 251h, 2019. • Joe McClure, Budget Control Supervisor was hired. • Police Social Worker hiring process has begun. • Detention Officer interviews are coming up. Only 11 out of 16 Do's can work, at this time. • 1 Detention Officer vacancy • Quartermaster is being reclassed • Secretary 26 interviews are being conducted • Two candidates are being recommended for Certified/Certifiable and two are in the academy • Joe McClure was hired to fill the Budget Control Supervisor position UNFINISHED BUSINESS—None CORRESPONDENCE SENT AND RECEIVED No correspondence received. BOARD COMMITTEE REPORTS • Government/Community Liaison Committee—Vice-Chairperson Kowalk-Thompson stated she attended the Police Explorer Fundraiser Breakfast. • The Public Safety Committee meets the 1st and 3rd Thursday, monthly. She plans on attending a meeting in the near future. • Awards & Incentives Committee—Commissioner Farhat stated she attended two meetings and the Awards Program Ceremony will be held May 16th, 2019, at 6:00 p.m. • Budget Committee—Commissioner Carnegie spoke with Joe McClure, Budget Control Supervisor and the budget has been submitted to Mayor's Office. • Recruitment/Hiring Task Force—None. • Ad Hoc Committee on Board Policies and Rules—None. She also attended the Citizens' Police Academy as a refresher. • Commissioner Renfrew stated he is thankful for Chief Yankowski and is proud of sixty-three years of service to the department. EDUCATION PRESENTATION—Jane Bidwell, Social Worker and Joe McClure, Budget Control Supervisor introduced themselves to board members and spoke about their backgrounds and their new jobs in the department. ADMINISTRATIVE REPORT by Chief Mike Yankowski • Retired Police Officer, Stephen Jex passed away. Attended the funeral on February 2611, 2019. • Thirteen young adults and a group of nineteen young adults have been on a crime spree in the Lansing and surrounding areas. Progress is being made in apprehending the youths. • Shootings are up 43 shootings, 15 not fatal. • NC4— Finishing up the final round of trainings. NC4 will be fully live the first week in April. • Captain Daryl Green graduated from the FBI Academy. • Lieutenant Rodney Anderson and Sergeant Chris Baldwin went to the Grand Rapids Institute. • Lieutenant Rob Backus is now in the Patrol Division and Lieutenant Michelle Spoelma is in Special Operations. Sergeant Leith Curtis is in Patrol and Sergeant Don Porter is in the Traffic Unit. • On March 14th, 2019 the Women's' Self-Defense class was held with 31 participants. • The CCLP contract expires on July 30th and July 15th, 2019. • The Trunarc Grant, the Michigan Office of Highway and Safety Planning and the JAG Grant were signed off by City Council. 2-Page Board of Police Commissioners Meeting of March 19th, 2019 • The budget is due to City Council on March 25th, 2019. April 22"d, 2019, at 5:00 p.m. LPD's budget will be before City Council. • The Youth Leadership Academy Program will begin on June 17th, 2019 and end on June 21st, 2019. • Lansing Promise Dinner is April 25'h, 2019. • GREAT Outreach Program events are beginning. • Commissioner Kecia Coats will not renew her commission in June. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT—HRCS Director Joan Jackson-Johnson • Working with the Parks and Recreation Department to develop programs for youth. • The Mobile Food Pantry was held at Tabernacle of David. • Cesar Chavez was held last week. • GAP Feeding Program will be on April 2"d, 2019. • Struggling because the shelters are full. • Bernard Brantley's position will be filled and she asked the board to start the process. HUMAN RESOURCES REPORT—Director Linda Sanchez-Gazella • Retirement Ceremony will be held on April 11, 2019, at 11:00 a.m. Retirements: Detective Brad Carey, Detective Joel Mires, Sergeant Kenneth Callison, Parking Enforcement Worker, Tina Cruz and Detective Terry Blount. Promotions: Officer Rick Thomas will be promoted to Sergeant, Officer Joe Riedel will be promoted to Detective, and Officer Ryan Smith will be promoted to Detective. • As of today we are plus 6 in the category of hiring with zero vacancies and no front loads. Out of Sixteen candidates, seven were selected to move to the background phase. • Police Recruit interviews will be held 4/8-4/10/2019. There are three Detention Officer vacancies, nine have been sent to backgrounds with 15 interviews. • Attending the Policing the Police at LCC. A motion was made by Commissioner Noordhoek to approve the March 19th, 2019, Meeting Minutes; supported by Commissioner Renfrew; motion approved unanimously. EDUCATION PRESENTATION—Sergeant Eric Pratl spoke about the Police Athletic League (PAL). He has been assigned as the PAL Committee Chairperson. He has formed the committee and they met for the first time last month. PAL is being rejuvenated and reinvented. He explained to the board PAL will be holding some fundraising events, in the near future. At this time, PAL has$15,000 to begin the program. ADMINISTRATIVE REPORT by Chief Mike Yankowski • Two officers had accidents, they both were rear ended by other drivers. Both officers are on light duty status. • Information was shared regarding the 2018 Shooting Report. There was a 49% decrease over the past five years of shots fired. In 2018 there was 104 shooting incidents and in 2017 111. July was the most active month followed by September and December. Forty-seven percent of shots fired happened at midnight and 5:00 p.m. • Chief spoke about the Ghafari Facility Study that began this week. LPD employees are being interviewed. • Several ways have been developed to help officers regarding officer wellness and Backing the Badge. LPD has partner with Robertson Brain Health Explorers won the 2018 and 2019 State Championship back-to-back. 20 individuals graduated from the Citizens Police Academy. • Chief attended Policing the Police event and was on the panel. • On 4/18 attended Policing with Autism event held by Xavier DeGroat. Xavier is working on legislation for people with autism to be identified on a license plate. • The Youth Leadership Academy will be held on Jun 17-21. 2-Page Board of Police Commissioners Meeting of March 191h, 2019 • The Retirement/Promotional Cerement will take place on May 15 at 11:30. Captain Ballor, Officer Brad Sampson and Officer Terry Blount will retire and Sergeant Nate Osborn will be promoted to Lieutenant, Officer Anthony Sandoval will be promoted to Sergeant. Captain Eric Eichenberg will retire in July. • The Budget Presentation will be held on Monday, 4/22 at 5:00 p.m., in the City Council Chambers. LEGAL ADVISOR REPORT—Amanda O'Boyle, Assistant City Attorney A new defender's office is being created. She feels there will be an increase in FOIA requests. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT—HRCS Director Joan Jackson-Johnson was absent. Bernard Brantley gave the report for HRCS. • The food pantry was held. • The Spring Break Feeding Program was held. • Joan Jackson-Johnson attended the Marcella Wilson Seminar on Friday. HUMAN RESOURCES REPORT—Director Linda Sanchez-Gazella was absent. Regina Wilson gave the report for HR. • Ninety three applications were reviewed for the Detention Officer positions. Nine individuals were held on April 12. Five of three failed the background phase. One male will begin work on April 29 and six are moving forward. Four females and two males. • The Quartermaster position is going through a reclassification. • The Secretary 26 interviews were held and the applicant will begin on April 21. • One person was hired for Police Recruit and will begin on April 29 and one candidate is set to graduate. • Interviews for POI were held on February 25, 26 and 27'h, 2019. Six individuals are pending backgrounds. Five out of 11 were selected to move forward to the background stage. UNFINISHED BUSINESS—None CORRESPONDENCE SENT AND RECEIVED No correspondence received. COMMISSIONER'S COMMENTS • Vice-Chairperson Kowalk-Thompson stated she will be attending the Promise Dinner and thanked he department for providing her a ticket. She is keeping officers in her prayers and thanked the Awards Committee and Budget Committee for their work. • Commissioner Rodocker explained how her name is pronounced and stated several individuals have been pronouncing it wrong. • Commissioner Farhat stated the interviews that she sat in on were good. She thanked Vice-Chairperson Kowalk- Thompson for filling in for Chairperson Macon. HR Specialist, Kesha McKitty passed out information regarding the hiring of five P01 candidates for board members to review. She stated Candidates: 8 out of 15 passed, 7 passed backgrounds, and 6 passed and are fully vetted. Two will begin work on May 6, 2019, and the other 4 will begin in June. Pending approval, orientation will be Monday, May 6, 2019. There are two female candidates, 1 resident of Lansing and 2 minority candidates. She asked board members if they had any questions regarding the candidates, to which no one responded. Vice Chairperson Kowalk-Thompson asked Kecia to change the headings in the columns to match up with first name and last name. Commissioner Noordhoek made a motion to approve the P01 candidate's for hire. Vice-Chairperson Kowalk-Thompson asked that her comment in regards to attendance at Councilmember Adam Hussain's Fund-raiser be changed to Neighborhood Community Meeting. A motion was made by Commissioner Noordhoek to approve the April 161h, 2019, Meeting Minutes with corrections; supported by Commissioner Renfrew; motion approved unanimously. Michelle Reddish reviewed the change and determined that this should be struck from the May Minutes as it should have been noted in the March, 2019, Meeting Minutes. EDUCATION PRESENTATION—Chairperson Macon presented a congratulatory plaque to the Explorers who competed in the 2019 State Competition. The Explorers spoke about their competition wins and how they are proud to be a part of the Lansing Police Department Explorer Post. They also spoke about what the program teaches them. Lieutenant Matthew Kreft spoke about his time leading the Explorer Program. Board Members told the Explorers they were very proud of their representation in the department. Sergeant Jason Spoelma spoke to Board Members about the Awards Program and the improvements that were made by adding the Civilian Employee of the Year award, Officer of the Year award and the Glen Erin Pipe Band. The program had well over 300 people in attendance and went very smoothly. Board Members commented on how nice the program is and thanked Sergeant Spoelma for his work. ADMINISTRATIVE REPORT by Chief Mike Yankowski • The City passed the FY-20 budget. LPD got a sworn CPO position which makes 11 CPO's now and PAL got $10,000 to begin the program. LPD also will be getting MSU interns who will work on crime analysis. Thank you to 2-Page Board of Police Commissioners Meeting of May 215t, 2019 Dr. Carnegie for all his work on the budget. Funding was approved for the Townsend Ramp project. Public safety cameras will be improved by using $250,000 and an additional $300,000 was set aside for real time crime center software. • The 2019 MATS Study was received from Dr. David Carter who reported there was no signs of racial profiling or bias on behalf of LPD officers. An overview of the report was given. Dr. Carnegie credits Chief Yankowski for continuing to use the MATS Forms and monitoring LPD's activity because things are changing in the way officers do their job. The board has been behind the MATS Study 100%. • A new officer Community Meet and Greet will be held on Wednesday, May 22"d, 2019, at the Foster Community Center. This Meet and Greet is by invitation only and all board members are invited to attend. Commissioner Carnegie stated he credits Chief Yankowski for staying in touch with the community because a lot of things are changing in how officers do their job. Commissioner Carnegie suggested that a check box be added to the MATS Form as to whether the person stopped is a resident of Lansing. He believes this may help the report. Events: Promotions—Detective Sarah Willson, Lieutenant Chris Baldwin, Captain Ellery Sosebee, and Sergeant Jimmy Garcia. Retirements: Sergeant Leith Curtis and Detective Tracy Jones. This Ceremony will take place on June 111h, 2019. Captain Eric Eichenberg will retire in July and his ceremony will be held on July 11th, 2019. • Attended the Career Center Graduation, MI COPS, and Union Contract Negotiations, Policing Autism Event, Exchange Club of Lansing, Lansing Promise Dinner, Love Lansing, and the Safety Patrol Picnic. • The Space Needs Study should be completed soon. • Nine individuals have been sponsored in the Academy and thirteen are sworn in. • The Leadership Academy is in June 17th, 2019. LEGAL ADVISOR REPORT—Amanda O'Boyle, Assistant City Attorney Attorney O'Boyle stated it has been a busy week in the City Attorney's Office. She congratulated officers who participated in three jury trials this week. They won all three. The jury trials involved a DWLS, trespassers and OWL Thank you to Officers Dillion Zehr, Corey Crenshaw, Sam Fearnow and Dustin Moore. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT—HRCS Director Joan Jackson-Johnson (Vice-Chairperson Kowalk-Thompson gave the report as Director Jackson was absent) • May was a very busy month for the HRCS Division. • The City received the Veterans Zero Count award. • The Feed the Baby event was held. • Diagnosis Poverty training is completed by Dr. Marcella Wilson. • The Mobil Food Pantry was a Mt. Hope Church this past weekend. • Mark Bozo's place was utilized during the cold weather. • There is a record number of utility shut-offs occurring. HUMAN RESOURCES REPORT—Director Linda Sanchez-Gazella • The HR Department hired 1 male and 1 female Detention Officers on May 6th, 2019. Currently there are no vacancies but the hiring process will continue. • Police Technician positions are all filled, hiring processes will continue. • Quarter Master position is being reclassed. • A Secretary 26 has been hired for the Investigations Division. • Payroll Technician 27 position was posted. Four applicants were interviewed. Candidates are in the background phase. • PO1 Certified/Certifiable— Four have a start date of June 3rd, 2019 and one candidate will start on June 3rd, 2019, pending final approval. A sheet was passed around for board members to sign in regards to hiring this officer. She thanked Chief Yankowski for giving her a ticket to the Lansing Promise Dinner. • Awards & Incentives Committee—Commissioners Farhat and Noordhoek thanked everyone for their work. • Budget Committee—Commissioner Carnegie thanked HR Director Sanchez-Gazella for the excellent work she has done on behalf of the department. The board has a great deal of confidence in her work. He thanked Chief Yankowski and Joe McClure for their work on the budget. COMMISSIONER'S COMMENTS • Commissioner Renfrew stated he felt fortunate to meet the Explorers and hear their stories. He also thanked Chief Yankowski for keeping the Explorer Program going. • Commissioner Farhat stated the Cadets and Explorers are excellent and reminded board members about the upcoming Lugnuts Game on May 23rd, 2019. • Commissioner Rodocker stated the Explorers are very impressive. She also stated the LPD Advisory Board had a dinner for students from the Lansing School District. Detective Frank Mobley did an excellent job speaking at the event. • Vice Chairperson Kowalk-Thompson stated the Chiefs MATS Report was excellent and he has a lot of support from the community and the rank and file at LPD. She thanked Commissioner Carnegie for his work on the budget and stated HR Director Sanchez-Gazella's work is commendable. She spoke about the Awards Program and her involvement with a life-saving event with someone at the Boys and Girls Club. Officers involved in events such as this should be recognized. • Commissioner Carnegie stated children in the schools are amazed with LPD officers because they interact and get along. He thought maybe school children could give their opinion on officers in the schools. He stated that Chivon Kloepfer did a great job announcing at the Awards Ceremony. • Commissioner Robert Noordhoek stated the budget came out well and he is pleased LPD is getting recognition for the work that is being done. • Chairperson Macon stated he took GREAT kids to a Tiger's game and it was a lot of fun. • Chief Yankowski stated that Commissioner Coats was not present and this would be her last meeting. She conveyed her best wishes to board members. PUBLIC COMMENT—Daniel Arnold stated he was happy to be at the meeting. He thought the MI-Cops event was special. He spoke about mental health and wants to be involved in the department. He has been work with Social Worker, Jan Bidwell. At the time of the press conference he had limited information, As a follow up to the information shared during the press conference on Friday, June 14t",the Lansing Police Department had the opportunity to review body worn camera video and obtain additional facts of the case. On Tuesday,June 18`h, 2019, 911 audio and police reports were released. 3-Page Board of Police Commissioners Meeting of June 18`h,2019 The body worn camera footage was released on June 15u', 2019. On Saturday,June 15th,Lansing Police Chief Mike Yankowski placed Officers Lindsey Howley, a 1-year department employee, and Bailey Ueberroth, a 6 month department employee, on administrative leave while an Internal Affairs investigation is conducted regarding their actions during the arrest of a 16 year old juvenile on June 14th. These allegations are taken very seriously. The Internal Affairs Investigated is being conducted. There is no timeline to date. He hopes the investigation will be completed in 90 days or less. Chief Yankowski thanked Assistant City Attorney O'Boyle for working with LPD staff to redact the body worn camera video and police reports to ensure FOIA laws were followed. EDUCATION PRESENTATION Lieutenant Rodney Anderson spoke about the GREAT Program. He passed out dates for outreach initiatives and spoke about the Youth Leadership Academy. Forty-Six applications were received, with 30 participants graduating. The participants were from very diverse backgrounds. Lieutenant Anderson thanked officers, firefighters and community stakeholders. On June 27 PAL partnered with GREAT for the GREAT Triathlon. Forty kids participated. Upcoming events are the 3 on 3 Basketball Tournament at the 6`h Summer Jam Classic on July 25`h. There will be a Police v Fire Rib-Off. Mayor Schor will judge the event. Commissioner Clyde Carnegie thanked Lieutenant Anderson for all the work he has done for the community. Chief Yankowski stated the Police and Fire Leadership Academy's Keynote Speaker was a prior graduate of the Youth Leadership Academy. ADMINISTRATIVE REPORT CHIEF MIKE YANKOWSKI • Welcomed Commissioner Bishop Aaron I. Milton to the board. • Spoke about an officer that was injured on a call. The officer fighting with a subject and fell of the porch severely injuring his leg and was kicked in the head. Another officer was injured in a car accident. • Common Ground was a 4-night event and there were no problems or issues. • On July 4"over 130 police officers worked. There were no issues or problems. • In the 800 block of LOA Street there was a homicide investigation being conducted because human remains were found in the backyard. A press conference was held to announce this information to the public. • July 1"the new fiscal year began utilizing the FY20 budget. • A new CPO was added. • Smart phones will be given to the police officers on the road. • A Mobile PD App will be launched. • Project Faith Based Neighborhoods will be looking at getting to the root causes of issues in the neighborhoods. Judge Thomas Boyd,parole officers,probation officers and case workers will be involved in this Court to better assist the client instead of going to jail. • Jan spoke highly of the LPD Crisis Intervention training she received and found the training useful. Commissioner Carnegie inquired if public safety officers in schools are aware of Jan's services especially when it pertains to human-trafficking and? • Ms. Bidwell spoke to the Lansing School District Public Safety training in August. She indicated would be interacting with the school resource officers on cases of trafficking. She further explained that these cases are extremely complex. Ms. Bidwell is in the process of obtaining a trauma certification from Michigan State to better assist in these types of cases. Chief Green thanked Jan for her tireless work and being proactive in this new position. ADMINISTRATIVE REPORT CHIEF DARYL GREEN Promotions, retirements and resignations within LPD: • Sgt. Lee McCallister retired after 24'/z years. Sgt. McCallister was the first detective assigned to Cold Cases unit, worked many violent crime cases and later was promoted to a patrol sergeant. • Detention Officer Lorri Ridenour retired from Detention after 26'/z years and FTO for 20 years. Lorri did an outstanding job in her career. • Officer Penni Elton was promoted to Sergeant. Sgt. Elton has worked all three shifts while at LPD, involved with past neighborhood watch programs and was a past D.A.R.E. instructor. • Officer Yansel Lopez resigned his position as patrol officer to relocate to Florida to be closer to his family. Officer Lopez started as an LPD Explorer, was a valued officer and had excellent language skills. His last day will be September 27, 2019. • Chief Green reported that the staff levels are being monitored and hiring recommendations are made when appropriate. Presently, there are 205 patrol officers—three positions are front-loaded; more retirements are expected in the upcoming few months. • Officer Joseph "Zeke"Bacigal is the new CPO for Old Town/Walnut neighborhoods. This is a larger community policing area than normal but Zeke has the experience and wherewithal to engage with these communities and assist with problem solving. He began his new assignment on September 10h. • The Ferris Park community engagement event is occurring tonight at 5:30 p.m. CPO Jacob Schmidt helped to bring community together to connect and problem solve. • City Life Lansing Church has an event on September 21 from 11:00-3:00 p.m. with live music, basketball and food. The church is trying to engage the Jolly/Waverly Rd neighborhood in wake of a recent homicide (4880 S Waverly. Mayor Schor, Chief Green and CPO VanBeek will be involved in this event. • LPD presented Dennis Harrington of Lansing Schools and Graphics Division a certificate of appreciation for assisting the Department multiple years in the capacity as a Graphic Design Teacher. • Several Command participated with Michigan State Police New Police Vehicle Evaluation this past week. The training and insights regarding part vehicle research was presented by GM, Ford and Dodge. This will help for future purchases of vehicles. • Chief Green extended his condolences to the family of Bryan Burgess who was killed in a motor vehicle accident on MLK near Shiawassee Street on September 14`h, 2019. Sean Mills conducted an informational educational segment of the K-9 Unit. Sgt. Mills has been with Lansing Police for 17 years, 8'/2 of those with the K-9 unit. In 1983 the K-9 unit started with the dogs riding in minivans and other vehicles until some police vehicles were modified to hold the K-9's. The number of dogs with the department has fluctuated over the years. Currently the K-9 staffing is 6 handlers and 6 German Shepherds. Three German Shepherds are trained for narcotic detections and the other three are trained for explosives. The K-9's also assist in covering large social events such as: Silver Bells, State-of-the-State events,political events and another event needing extra security. The dogs assigned to explosives are trained to recognize fifteen various types of explosives. The narcotic dogs are typically trained for methamphetamines, crack cocaine, cocaine, ecstasy and marijuana. Now with the laws of marijuana shifting the newer dogs are not being trained so much in detecting marijuana. However, there still is the need for detecting marijuana within schools and the jails. The K-9 unit currently has two positions for tactical trainer's open. The dogs train with the S.T.A.R.T. team as tactical dogs. The S.T.A.R.T. K-9's must meet stringent requirements and standards than the patrol K-9's. The dogs are trained 2-Page Board of Police Commissioners Meeting of October 15,2019 to work with the entry team with and near the heavy equipment and also to be able to adapt to confusing, crowded areas and sometimes tense escalating environments. Currently, there are thirteen teams from the surrounding agencies training K-9's at the Operations Center. The K-9's typically train either in narcotics or explosives but nation-wide K-9's are also being trained to assist with human trafficking by using the body smell, sweat and hair scents. The K-9's have fun in their job until their handler is hurt then they are extremely protective of them. Over the years, the K-9's have come from all over the United States however the handlers have noticed a decline in the quality of breeding and pre-training. This change in breeding conditions has been noticed in German Shepherds showing an increase of hip conditions and thyroid issues. The European German Shepherds have stronger blood lines for breeding and are better in performance. The costs of a German shepherd ranges from the initial school of$5,000 to $8,500. The cost for a fully trained K-9 is estimated to be $13,000. Sgt. Mills explained each K-9 has a different personality and training is adjusted to fit that personality. The handlers observe and test the skills of the dogs before buying. The dogs are trained for officer safety and every dog should be approachable by citizens/children as this helps the dogs adjust to larger crowd events. ADMINISTRATIVE REPORT-Chief Daryl Green Lansing Police welcomed and sworn in Police Officer Meykale Fomby on Monday, October 14", Officer Fomby is a Lansing native and served for two years with the Detroit Police Force before relocating to Lansing. Officer Josh Oldham resigned to relocate closer to family. He will join the Grandville Police Department. Tamara Underwood, the new FOIA Coordinator/Central Records Supervisor, started this week and will be training with Laura Dixon. Tamara Underwood is a paralegal assistant and comes from the Lansing City Attorney's office. Chief Green extended his sympathy to the families of the five souls lost as a result of the small engine airplane accident that occurred on October 3Td at the Capital Regional International Airport. The incident occurred approximately 350 yards away from the LPD Range where approximately fifty people were in training that day and were unharmed. Chief Green is working with Airport Chief Eric Patrick to review incident and how the response was handled. Currently incident planning is being conducted for Silver Belles scheduled to occur on November 22"d Chief Green reported a good meeting with Commissioners Carnegie and Macon as they begin the 2020 budget review. Chief also reported Lansing's push for the "Priority Based Budgeting Process"to assist in planning for the city, public safety and preparedness. Community Events: The Chief attended the Boys and Girls Club event and the NAACP dinner. Chief mentioned an upcoming event on October 19`h, Basketball Skill and Drills Clinic with Coach Carlton Valentine. This is a good event and already 75 children have signed up to attend. Chief Green expressed gratitude for the Board's support and leadership. Mayor Schor has suggested having three Board meetings in 2020 held in three different locations. Those locations will be determined. LEGAL ADVISOR REPORT-Mary Bowen Assistant City Attorney—Ms. Bowen reported gratitude with Officers Zuber and Tocco's testimony last month in an OUIL case in court. The courts have experienced a quick turnaround when officers make sure all information for cases are prepared and ready for the courts. Dr. Jackson expressed her gratitude to Investigator Bernard Brantley for his years of service,the excellent job he performed each day and professionalism he brought to the city. It is bittersweet but she wishes the best in his retirement. Dr. Carnegie asked if the hours on special events will be adjusted due to the cold weather so they are not standing in that environment very long. Dr. Jackson indicated some people do arrive early to events and they are trying to accommodate this. Dr. Jackson also reported receiving assistance through United Way for$40,000 which will help about thirty people, UAW, and sub suppliers. They are also trying to educate the public under assistance with better money management skills. HUMAN RESOURCES -Human Resource specialist, Regina Wilson reported the FOIA Coordinator has started her new position. From the Detention job posting from 08/20/2019—9/23/2019, one male and one female was hired. Human Resources is moving towards a shadowing job experience prior to an actual hire. The applicants shadowing must meet all requirements before hire to shadow. This gives the applicant a chance to evaluate the job as well as they will provide an evaluation of the lead detention officers. In this new process HR will be reviewing the types of questions and comments made from the evaluations. The Sponsorship program had twenty candidates interviewed. Eight of those have moved forward, one had to be released due to an unfavorable background check. HR has granted an extension to Mr. Thelen who was injured after the interview. He has until November I"to take the MCOLES test to move forward. Along with the hire of Officer Fomby, there are two pending hires in the August academy and will move from a recruit to an officer. Applications for cadet positions closes on November 1S` For police technicians, no positions. Human Resources routinely conducts exit interviews for all positions held and reviews any comments and/or suggestions that would help in hiring in the future. Dr. Carnegie expressed his thanks to Director Linda Sanchez-Gazella for the excellent work in HR is doing and having great representatives to the Board meetings. Commissioner Carnegie was pleased with the meeting and feels good progress is underway. He will be working with Mr.McCabe also in the months to follow. • Recruitment/Hiring Task Force Chairperson Macon was not present but reported to Commissioner Kowalk- Thompson there was no report. • Ad Hoc Committee on Board Policies and Rules Commissioner Noordhoek stated no report. • Complaint Committee Commissioner Farhat stated the next Complaint Committee meeting is scheduled for October 2151 at 9:00 a.m. • Investigator Reports—Investigator Bernard Brantley had no additional reports. HR Specialist Ashley Banks presented the summary: Twenty(20) candidates were interviewed, twelve (12)candidates passed the oral interview, and eight(8) candidates were selected from the list by LPD Chief Daryl Green to proceed to background. Six(6) candidates cleared background investigation. Of the six (6) candidates, one(1) candidate became ineligible due to failure to pass MCOLES Agility Test. Five (5)passed the psychological evaluations and pre-employment physical examinations. Of the five (5) candidates, one (1)candidate became ineligible due to failure to pass MCOLES Agility Test. A total of four (4) candidates passed all phases of the hiring process. In addition, two (2)LPD Police Cadets cleared psychological evaluations and pre-employment physical examinations. The six(6)candidates being presented today will graduate the Academy on 5/8/2020. Proposed start date Monday December 16 2019 The candidates will begin training at the Mid-Michigan Police Academy at Lansing Community College and graduate on May 8, 2020.
