CALL TO ORDER
After establishing a quorum, Chairperson Macon welcomed everyone and called the meeting to order at 5:30 p.m.
Mayor Schor thanked Chairperson Macon for inviting him to the meeting. He stated he was looking forward to listening
and learning about the Board and how it functions. He mentioned he is working on finding a replacement for
Commissioner Sanchez-Gazella's position.

PUBLIC COMMENT ON AGENDA ITEMS—None
ADDITIONS TO THE AGENDA—None
APPROVAL OF MINUTES
Board Members reviewed the December 19th, 2017, Meeting Minutes and the Meeting Minutes from the Special Board
Meeting held on January 4th, 2018. A motion was made by Vice-Chairperson Kowalk-Thompson to approve the
December 19th and the January 41h Meeting Minutes; supported by Commissioner Renfrew; motion approved
unanimously.
EDUCATION PRESENTATION— None
KESHA MCKITTY, HR SPECIALIST HIRING OF P01 TENATIVE CANDIATES
Two P01 candidates were presented to be hired and begin work on February 12, 2018. One candidate passed all the
background phases and the MCOLES test and the other candidate is scheduled for the MCOLES test on January 29,
2018. Commissioner Noordhoek made a motion to approve both candidates with the contingency regarding the
candidate who is scheduled for the MCOLES test that if the candidate does not pass the offer of employment would be
withdrawn; supported by Commissioners Renfrew, Carnegie, Farhat, and Vice-Chairperson Kowalk-Thompson;
abstained by Chairperson Macon and Commissioner Coats; motion approved.
ADMINISTRATIVE REPORT by Chief Mike Yankowski
2017-2018 Crime Statistics were submitted to Mayor Schor.
Top 10 Accomplishments in 2017
11 out of 18 were minorities and females hired in 2017.
• One Community Policing Officer was added in the Reo-Risdale neighborhood.

• Lansing Police Department employees attended over 500 community engagement events.
• Shootings reduced by 28%from 2016 to 2017.
• The Secure City's Partnership with Michigan State Police began.
• Public Safety Partnership Program began.
• Truth in Racial Healing and Transformation partnership with the Kellogg Foundation began.
• The SRMS was launched.
• A Training Secretary is being added and continued training for department employees is ongoing. Over
32,000 hours of training was conducted.
• There were 13 homicides in 2017, 11 have been solved.
• There were 239 heroin overdoses in 2017, with a 65% increase from 2016 to 2017. Narcan was used by LPD
over 19 times in 2018.
• FOIA's— Employees are trying to keep up with requests.
• Hired 3 PO1's who will begin working on January 81h, 2018.
• Attended: Mayor Schor's Inauguration, Promotional, and Retirements, MLK Luncheon, PERF Homelessness
Seminar, visited the Detroit Police Department's Real-time Crime Center, the Arab-Muslim American Town
Hall, spoke at the Lansing Rotary Club regard the Opioid Crisis. Will be attending the State of the City
address, Annual Training, and ALPAC meeting.
LEGAL ADVISOR REPORT—Joe Abood, City Attorney
Joe Abood stated the City Attorney's office is working on a training plan to inform officers about City Ordinances. He
thanked Mayor Schor for keeping Jim Smiertka, City Attorney, and Chief Yankowski.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT—Dr. Joan Jackson-Johnson HRCS
Director
• Renee Freeman has been hired as the HRCS Department Coordinator
• The homeless shelters have been full due to the cold weather. The VOA Women's Shelter lost power. She helped
make sure the children were properly clothed.
• Mayor Schor is working on doing a clothing drive in one of the schools.
• The Mobile Food Pantry will be Gerard and St. Thomas next month.
• Utilities are a challenge during the winter months.
HUMAN RESOURCES REPORT
No report given. No representative was present from the Human Resources Department.

Meeting of January 16th, 2018
• Recruitment/Hiring Task Force
Chairperson Macon stated he is still working on Bernard Brantley's position. He informed Mayor Schor that the
position needs to be filled because Bernard retired and is working as a contract employee.
• Complaint Committee
Commissioner Farhat stated a meeting next month.
COMMISSIONER'S COMMENTS
• Commissioner Renfrew thanked Mayor Schor for keeping Chief Yankowski because he keeps the board informed
regarding activity in the department and is doing a great job training the officers.
• Commissioner Noordhoek commended Mayor Schor for keeping Chief Yankowski. He stated he believes Chief
Yankowski has one the best-trained group of employees in the State of Michigan. He thanked Mayor Schor for
attending the meeting.
• Commissioner Farhat thanked Mayor Schor for attending and thanked him for allowing her to serve on his transition
team. She stated it was nice to see a police presence at the Mayor's inaugural event.
• Vice-Chairperson Kowalk-Thompson thanked Mayor Schor for attending the meeting and stated she looks forward to
working with him. She also thanked Mayor Schor for retaining Chief Yankowski as he is well respected by the
Neighborhood groups and his employees. She also thanked Commissioner Carnegie for his budget report. Chief
Yankowski is doing a great job with respect to hiring. She thanked Dr. Joan-Jackson Johnson for all her work. She
thanked Bernard Brantley for his commitment to the City of Lansing.
• Commissioner Coats stated it is an honor and a privilege for her to serve on the board. She attended the MLK event
at the Lansing Center and the MLK events held at City Hall. She is very glad Chief Yankowski is still in his role as
Police Chief.
• Commissioner Carnegie thanked Mayor Schor for keeping Chief Yankowski as he relates to high-level executives
and struggling members of the community. He stated Chief Yankowski has brought transparency to the department
and he appreciates that.
• Chairperson Macon stated he looks forward to working with Mayor Schor in 2018 and thanked him for attending the
meeting. He thanked Chief Yankowski for his hard work and thanked board members for all they do.

After establishing a quorum, Chairperson Macon welcomed everyone and called the meeting to order at 5:30 p.m.
Councilmembers Brian Jackson and Peter Spadafore thanked Chairperson Macon for inviting them to the meeting. They
stated they were interested in observing the Board Meeting and told Board Members if they ever needed anything to give
them a call.

EDUCATION PRESENTATION—None
ADMINISTRATIVE REPORT by Chief Mike Yankowski
• One drowning occurred during the flood.
• Approximately 50 employees worked during the protest at MSU on March 5tn
• There were many promotions, transfers, and retirements during the months of February and March.
• Blue Courage training is finalized.
• Annual Training began in February.
• A Women's' Self-Awareness class was held on March 10, 2018.
• Training for safety at churches and places of worship is scheduled on May 10.
• ALPACT—The Hate-Bias Task Force is being led by Oscar with Action of Greater Lansing and Emily with
LGBTQ Alliance.
• NC4 Street Smart goes before the Ways and Means Committee and then will go before City Council.
• The Mobile PD App is close to being finalized
• The AXON partnership is being expanded.
• Chief Yankowski will assist Joan Jackson-Johnson on the Lansing Catholic Diversity Task Force.
• Awards Ceremony is May 4 and the 125th Historical Celebration is May 5tn

• Commissioner Coats thanked Bernard Brantley for setting up the tour at the Detroit Police Department. She found
the Real Time Crime Center very interesting. They attended a Detroit City Council meeting. She congratulated
personnel on their promotions and retirements. She welcomed Harold Leeman to the meeting.
• Chairperson Macon stated the next meeting will be held at the Greater Lansing Convention and Visitors' Bureau.

Board Members reviewed the March 20ih, 2018, Meeting Minutes. A motion was made by Commissioner Noordhoek to
approve the March 20th Meeting Minutes; supported by Vice-Chairperson Kowalk-Thompson; motion approved
unanimously.
EDUCATION PRESENTATION—Lieutenant Robert Backus spoke about the Violent Crime Initiative (VCI). The initiative
was started due to the murders of Amaya Edmunds and Shayla Johnson and rapes that were taking place. Lieutenant
Bakus stated this has been the vest thing he has been involved in during his career with the department. Five officers
and one detective make up the unit. The officers look at"hot spots" places and "hot most violent" people obtained
through data. Since 2014 a five-person team took 190 guns of the streets of Lansing. The VCI team has made 745
arrests.
ADMINISTRATIVE REPORT by Chief Mike Yankowski
• An update was given on the officer-involved shooting.
• The Budget Hearing was held. There will be one follow-up with City Council on 5/7/18 at 5:00 p.m., to answer
questions. Chief invited all Councilmembers to attend.
• The fourth Citizens' Police Academy ended on April 14'h, 2018.
• Officers Frank Mobley and Gregory Parrott received the 100 Club Award.
• A new K-9 was added to the K-9 Unit"Fiery".
• Annual Training Lecture ended. Annual Training Practices will begin again in the fall.
• The week of April 9ih was 911 Telecommunicators Week& Crime Victims Week
• Over the past month Chief attended several events.
• On 4/24/18 the Exchange Club Awards will be held. Detective Shannon Thielen is receiving an award.
• The Lansing Promise Dinner will be 4/26/18

• Commissioner Renfrew asked about the hiring status of Detention Officers. Chief stated there were three openings.
• Commissioner Carnegie asked if Lansing has a Youth Teen Center. He also would like a presentation to be given
on Sex Trafficking and asked if there is any information in the schools to this regard.
• Vice Chairperson Kowalk-Thompson stated Lieutenant Robert Backus did a nice job on his presentation about VCI.
She asked for everyone to keep the Quinneys' in their prayers. She stated she was sorry she missed the last few
retirements.

review. Two candidates are eligible for hire and ready to begin work on Monday, May Th, 2018. She asked board members
if they had any questions regarding these two candidates to which no one responded.
Chairperson Macon asked board members if they had any questions. No one did.
Commissioner Noordhoek made a motion to approve the two P01 candidates for hire; seconded by Commissioner Carnegie;
motion carried unanimously 7-0.

problems in society regarding racism and bigotry. She suggested everyone read it.
ADDITIONS TO THE AGENDA—Vice Chairperson Kowalk-Thompson made a motion to renew Drew Macon as the
Board Chairperson; supported by Commissioner Noordhoek; motion approved unanimously. Chairperson Macon made
a motion to renew Sandra Kowalk-Thompson as the Vice-Chairperson; supported by Commissioner Noordhoek; motion
approved unanimously. Commissioner Noordhoek made a motion to close the nominations; supported by Commissioner
Farhat; motion carried unanimously.

• Attended the Public Safety Committee. The Public Safety Committee asked the board to make sure they are
allowing comment from the public before and at the end of their meeting and to make sure Board Agendas and
Minutes are posted on the website. City Attorney, Amanda O'Boyle stated she reviewed the rules and public
comment could be allowed before the meeting, after the meeting or both but it wasn't necessary to allow the
public to speak before and after the meeting. Michelle Reddish stated the Agendas and Minutes are posted on
the City's website, per training from the City Clerk's office in 2017, every month. Chairperson Macon stated he
spoke with Council President Carol Wood who reviewed the Board's rules and regulations and she has no
concerns.
• ALPACT Meeting is scheduled for Wednesday at 1:00 p.m., at the Foster Community Center.
• Use of Force, Hands-on Scenarios are scheduled on Thursday at 6:00 p.m., at the Operations Center.
• LPD Officers will be taking a Police Memorial Ride on Thursday and visiting the five sites of our fallen officers.

• The HRCS Department has been involved with the Beasley family.
• Working with VOA to have a smooth transition after the death of Mark Bozzo.
• GAP Feeding Program and the Mobil Food Pantry was held.
• There has been drug activity in front of the Advent House. Chief assigned Officers Boswell and Lopez to the area.
• Working with the Parks and Recreation Department to provide services to Mt. Vernon and Hildebrant to reduce fights
this summer.
HUMAN RESOURCES REPORT—Director Linda Sanchez-Gazella
Thirty-seven candidates interviewed for PO1 positions, 26 passed oral, 14 were selected to proceed, 3 withdrew, 5 were
found unfavorable and 6 candidates passed pre-employment and psychological testing. Two individuals will begin
working as PO1's on Monday, June 4th, 2018, The Mid-Michigan Police Academy begins on July 31, 2018.
Commissioner Noordhoek made a motion to approve these new hires; supported by Vice-Chairperson Kowalk-
Thompson; motion carried unanimously. Oral interviews will be coming up and she will provide Chairperson Macon the
dates. Chairperson Macon asked how things are progressing with Commission Investigator Brantley's position. She
stated they have located the job description and she would be discussing the matter with Mayor Schor.

• Government/Community Liaison Committee—Vice-Chairperson Kowalk-Thompson stated she plans on attending
the Public Safety Committee meetings, periodically.
• Awards & Incentives Committee—Commissioner Farhat stated the 1251h Historical Celebration and the Awards
Ceremony was the best she's ever celebrated.
• Budget Committee—Commissioner Carnegie stated the budget deadlines were met and the budget was approved.
• Recruitment/Hiring Task Force -Chairperson Macon stated Lieutenant Kreft is doing an outstanding job.
• Complaint Committee Commissioner Farhat stated the Committee met on May 30, 2018 and will meet again in
August.
COMMISSIONER'S COMMENTS
• Vice-Chairperson Kowalk-Thompson stated she appreciates all the work performed by department employees on a
daily basis.
• Commissioner Farhat thanked Chief Yankowski for including the photo of the statute of St. Francis that
Commissioner Renfrew donated.
• Commissioner Noordhoek stated, after hearing the reports, it has been a wonderful week for the department.
• Commissioner Rodocker stated she is happy to be part of the Board. She attended MSP's Citizen Policy Academy
and she enjoyed it. She said there was a lot of interest in people wanting to attend LPD's Academy in the fall. She
will be attending Human Trafficking Awareness by Lieutenant Rodney Anderson. She stated she toured the Ingham
County Jail.
• Commissioner Carnegie stated it was wonderful to see officers at the Food Pantry because they have an impact on
the community. He stated he supports Chief Yankowski's views in his position as a leader. He welcomed Amanda
O'Boyle from the City Attorney's office. He stated the 4th of July Parade and events are coming up and the
department always does a great job keeping people safe. Commissioner Carnegie thanked Chairperson Macon for
his leadership over the past two years. He also thanked HR Director Sanchez-Gazella for her ease in explaining
hiring issues.
• Chairperson Macon thanked Board Members for allowing him and Vice-Chairperson Kowalk-Thompson to lead the
Board. He stated the Explorers won the State Competition and letters congratulating them were sent from the Board.
A letter thanking Tyler Carach was also being mailed.

did they think about the book and did anything surprise them? Dr. Joan Jackson-Johnson stated she read the book and
nothing surprised her. Ann Owen stated heard of a program called "Wash they Neighbor where citizens help wash
homeless people's clothing. She believes this program would be good for the Lansing community.
Nancy Mahlow reminded board members about the Police Advisory Board meetings which begin in September. She
welcomed everyone to attend. The meeting will be held on the 1st Tuesday of every month at 5:30 p.m., at the
Operations Center.

APPROVAL OF MINUTES
Board members reviewed the June 19th, 2018, Meeting Minutes. A motion was made by Commissioner Noordhoek to
approve the June 19th, 2018, Meeting Minutes; supported by Commissioner Renfrew; motion approved unanimously.
EDUCATION PRESENTATION—Robert Merritt, Public Information Director spoke to board members about social
media. The department utilizes the LPD website, Crime Stoppers, Facebook, and Twitter and Instagram will soon be
going live. These media sources are a tool to disburse important information and safety tips to the public. The
department also receives many crime tips through Facebook and Twitter which are forwarded to the Investigations
Division. A recruiting video will be publicized soon on social media along with a calendar of upcoming events. LPD will
be starting a mobile app in 2019. LPD does have a You Tube channel.
ADMINISTRATIVE REPORT by Chief Mike Yankowski
• July 4 parade and fireworks and Common Ground was extremely busy. There were 56 medical runs on
Sunday, the last day of Common Ground due to the temperature and other issues.
• On July 4 there was a barricaded gunman which was resolved peacefully. There was also a domestic violence
homicide.

• FY19 Cycle began on July 15t, 2018
• The Operations Center lease expired. A temporary contract agreement was entered into with the Lansing
School District. Some issues are being worked out.
• Gave an overview of some facilities issues
• The ALPACT, Use of Force Seminar was held. Commissioner Noordhoek attended. Commissioner
Noordhoek recommended if there is another chance to attend, everyone should.
• The Citizens Police Academy will be held in the fall. The Mayor's Office is holding a Citizen Academy. LPD
will not be a part of the Citizen Academy because LPD is holding their own Academy
• The first Memorial Bike Ride was held to honor LPD's fallen officers. Officers rode bikes to each memorial
location where an Honor Guard member was stationed and had a moment of silence.
• Captain Cherie Ballor and Captain Tom Fabus completed the their Professional Develop program and
Lieutenants Spoelma and Diehl completed MSU Staff and Command School
• The Youth Leadership Academy was held with 22 teens in attendance
• LPD participated in Walking Wednesdays and Midnight Basketball which is held every Friday and Saturday.
• LPD has extra resources in the Pleasant Grove and Holmes area
• Terry Gainer of the PSP Program came and met with staff members. He evaluated LPD and will provide
recommendations in the future
• RMS continues to present challenges that are being worked on
• National Night Out will be held on August 14th, 2018
• The Public Safety Committee asked that Board Agendas and Minutes be placed on the LPD website

PUBLIC COMMENT ON AGENDA ITEMS—None.
ADDITIONS TO THE AGENDA—Rules were drafted in regards to public speaking at the board meetings. Board
members reviewed the rules. Commissioner Bob Noordhoek made a motion to accept the rules which will be posted on
the Board's page on LPD's website and copies will be available for public speakers at board meetings; seconded by
Commissioner Renfrew; motion approved unanimously.
APPROVAL OF MINUTES
Board members reviewed the July 171h, 2018, Meeting Minutes. A motion was made by Vice-Chairperson Kowalk-
Thompson to approve the July 17th, 2018, Meeting Minutes; supported by Commissioner Renfrew; motion approved
unanimously.
EDUCATION PRESENTATION—Sergeant Kevin Schlagel gave the Educational Presentation about START and Range
operations. He stated thirty officers have been trained in two days regarding firearms. Approximately 1,000 individuals
have been trained in civilian response to active violence incidents. There are no vacancies, at this time, for START, the
team is solid. There were 100 incidents as of July 251h that START responded to. A mobile command bus will be
purchased soon for use by START. Sergeant Schlagel took questions from board members. The tactical team will be
wearing body camera in the future.
ADMINISTRATIVE REPORT by Chief Mike Yankowski
• FY19 budget is in effect.
• A traffic accident occurred at Fairview School. Three individuals lost their lives, two survived the incident.
There was significant damage done to the school.
• A body was found in the sewer system in the 1600 block of Herbert Street. It is not known whether foul play
was involved at this time. Investigators are working on the case.
• National Night Out was held on August 141h, 2018. Twenty-seven parties were attended.
• Thirty GREAT Program events have been beheld over the summer.
• A welcome program was held for the Football League at the Willard Walker Stadium.

• PSP: A meeting was scheduled with the Chief Consultant to review his report later in the week. In September
the annual meeting will be held in Birmingham, Alabama. Chief Yankowski was asked to speak along with the
FBI Director.
• JAG Grant 2017: The federal government released FY17 money. Gas masks will be purchased and
upgraded.
• JAG Grant 2018: Solicitation has been sent in the amount of$106,000.
• NC4 Street Smart is in the testing phase.
• AXON Fleet is being updated. AXON body cameras are validating officers'work displaying de-escalation and
appropriately handling situations. It also shows good work on crime evidence, following procedures, and
prosecuting cases.
• Facilities: No change from last month.
• ALPACT—Recruiting and Hiring was the topic at the meeting. Lieutenant Matthew Kreft spoke.
• On Thursday, August 23rd, there is a Chief's Forum from 6 pm to 8 pm. Nine agencies will talk about
community outreach. It will be held at the Unitarian Church.
• First day of school starts on August 27th
• The POI category is up six positions.
• Retirements will take place in October.
• The Operations Center lease expired. A temporary contract agreement was entered into with the Lansing
School District. Some issues are being worked out.
• Chief Yankowski sent condolences to Pastor Nicholson's family as he passed away. He attended his
memorial.

Amanda O'Boyle reported there were no significant updates.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT—Director Dr. Joan Jackson-Johnson
• Connect the Kids will be held on August 201h, 2018. Connect the Kids has been renamed to the Pat Babcock
Connect the Kids, in his honor.
• The Mobile Food Pantry was held at Tabernacle of David Church.
• There is one vacant position in the HR Department for an Administrative Secretary Level 28.
HUMAN RESOURCES REPORT— Director Linda Sanchez-Gazella
The Human Resources Department is busy with Lansing Police Department. The second process is taking place to fill
three Detention Officer vacancies. There is one vacancy and one is expected in the future for Police Technicians which
will be going through a second hiring process. Police Recruit applications have been screened for 2019. POI
Certified/Certifiable applications have been screened and interviews are scheduled for 8/28 and 8/28/18. Police Cadets
are being interviewed on 9/17 and 9/21/18.

• Commissioner Farhat thanked everyone who came out for National Night Out.
• Commissioner Rodocker stated she enjoyed taking part in the recruiting process and she felt the employees involved
were very strong.
• Chairperson Macon thanked Commissioners for sending a sympathy card for Sergeant Eric Pratl and his family.

PUBLIC COMMENT
Mark Brown stated he attended the Use of Force training. He is advocating for other groups to attend. He stated during
ALPACT a great video promotion was shown on behalf of the department. The NAACP is interested in the hiring of
individuals of color. He asked Director Sanchez-Gazella to submit a report including statistics. He spoke with Officer
David Burke at the Mayor's Midnight Basketball Program.

EDUCATION PRESENTATION—Director Andrea Crawford of the Department of Neighborhoods and Citizen
Engagement gave the Educational Presentation. She explained her department connects Lansing residents with City
services. She does not have a large staff so she utilizes other departments' staff which creates a collaborative effort
among City employees. Question and answer took place after the presentation.
ADMINISTRATIVE REPORT by Chief Mike Yankowski
• Update regarding the criminal investigation at Eastern High School regarding former School Resource Officer,
Priebe. Michigan State Police is conducting a criminal investigation. Internal Affairs will also conduct an
investigation. The officer resigned on June 22"d, 2018.
• Attended the Chief Forum on August 25th, 2018.
• 911 Ceremony was held.
• Primefest took place at Riverfront Park.
• Old Town has many festivals coming up.
• Over 500 overtime hours were spent in Sectors 3 and 4 to address neighborhood complaints.
• Crime Statistics show homicides went from 10% in 2017 to 4 % in 2018, violent crimes were reduced by-13%,
robberies were reduced by-40%, petty crimes were reduced by-15%with an overall reduction in crime at-
17%. Non-fatal shootings also down. Heroine overdoes increased by 20%.

regards to Grants was very helpful. The next Neighborhood Watch Coordinator's meeting will be held at the SWOC.
• Commissioner Renfrew stated he appreciates Chief Yankowski keeping everyone up-to-date.

EDUCATION PRESENTATION—Chief Yankowski spoke about Coplogic. Coplogic is a system the department began
using in 2011. It is an online reporting system that gives the public another option to file a police report. Chief
Yankowski walked board members through how to file a report online.
ADMINISTRATIVE REPORT by Chief Mike Yankowski
• The FBI 2017 crime statistics are in. Violent crime is down by-1.5%, property crimes are up by+7%. In 2018
January—August 31 violent crime is down by-14%, Property Crimes are down by-10% and overall crime is
down by-11%.
• Detective Darren Blount retired, Lead Detention Officer Robert Davis retired, Lieutenant Hung Tran retired,
Officer Beth Frazier was promoted to Sergeant, Sergeant Justin Moore was promoted to Lieutenant and Hazel
Bethea celebrated 20 years of volunteer service to the department. A promotional/retirement ceremony will be
held on October 24th, 2018, at 11:00 a.m.
• Public Safety Partnership—Lansing is the fourth Michigan city to participate in the Public Safety Partnership.
Because of the good work Lansing has done the FBI asked the department to present the "Lansing Model"at
the Public Safety Partnership Conference.
• The NC4 product is close to be utilized providing real time information.

• The AXON fleet program is on track.
• 911 will be replacing the radios at a cost of$30M. A surcharge proposal will be on the ballot in November.
• Extra resources have been provided to the Youth Football games at Willard Walker Stadium.
• The use of E-Scooters in the City of Lansing is being reviewed.
Medical marijuana use is still being reviewed.
• LPD has been busy participating in many events. Upcoming events are Trick-or-Treat on the Square and
Silver Bells in the City.

• One Detention Officer began on October 15th, 2018.
• Two Police Technicians were hired on October 8th, 2018.

are working on finalizing the Commission Investigator's job description.
COMMISSIONER'S COMMENTS
• Commissioner Renfrew is proud of the department for being asked to participate in the Public Safety Partnership
presentation and he is proud of the work Chief Yankowski is doing.

• Commissioner Coats apologized for not being able to attend last month's meeting. She has a meeting scheduled
with Andrea Crawford to discuss her presentation she gave to the board at the September meeting. She attended
an event put on by MI-MI.
• Chairperson Macon thanked Vice-Chairperson Kowalk-Thompson for handling the meeting in his absence and he
apologized for being late to the meeting.
• Commissioner Rodocker thanked Officer Julie Thomas for attending the Forest View Neighborhood meeting. She
attended the NAACP event and the Police Advisory Board meeting on October 2nd, 2018. The Board welcomes any
board member that wants to attend. She also attended the 50'h anniversary of Cristo Reye.
• Commissioner Carnegie stated Director Crawford gave an outstanding presentation. He thanked Director Sanchez-
Gazella for sending Kesha McKitty to last month's board meeting. He stated she did an excellent job in her absence.
He believes the Chief is giving a lot to the human aspect of policing and he thanked him. He also believes the public
respect is growing.
• Commissioner Farhat thanked Chief Yankowski for Officer Kasha Osborn remaining in her Community Services role.
• Commissioner Kowalk-Thompson stated 90% of crimes being solved by the department is outstanding and the VCI
Initiative is good police work.

• Officers participated in Trick Or Treat on the Square
Attended the Westside Neighborhood Meeting and spoke about an incident that took place on Halloween
about a citizen who hired a private security company to keep them safe on Halloween
• Officers participated in the Silver Bells Parade. The only incident that occurred was a fight between several
juveniles at the CATA bus station
• Recreational marijuana was legalized on election day. It should be in effect around the second week of
December
• The annexation of property in Eaton County was approved
• The 911 Surcharge was approved

CALL TO ORDER
After establishing a quorum, Chairperson Macon welcomed everyone and called the meeting to order at 5:30 p.m.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Rodocker.
PUBLIC COMMENT ON AGENDA ITEMS— None.
ADDITIONS TO THE AGENDA—Commissioner Noordhoek made a motion to move Regina Wilson's new hire roster to
the beginning of the meeting; supported by Commissioner Renfrew; approved unanimously. Regina Wilson attended the
meeting on behalf of Linda Sanchez-Gazella, Human Resources Director. Regina passed out information pertain to the
cadets that were interviewed. She stated that 18 candidates were vetted for hire and eligible for an interview. Ten
passed the initial hiring stage and seven of the ten were selected for interviews. One of the seven candidates did not
pass the background investigation and was dropped. Six candidates passed all phases of the hiring process. The
proposed start date for the six candidates is Monday, December 17tn, 2018. Commissioner Noordhoek made a motion to
approve hiring the six cadets; supported by Sandra Kowalk-Thompson; approved unanimously.
APPROVAL OF MINUTES
Board members reviewed the November 20tn, 2018, Meeting Minutes. A motion was made by Commissioner Noordhoek
to approve the November 201n, 2018, Meeting Minutes; supported by Commissioner Renfrew; motion approved
unanimously.
EDUCATION PRESENTATION— Lieutenant Matthew Kreft spoke about the Explorers Program. This year a new logo
was designed which is more in line with the LPD logo. The program offers mentorship, leadership development and
hands-on skills to help develop a career path for youth. In 2019 the Explorer Program will celebrate its 501n year in
existence. Currently there are 32 members. Many Explorers are, eventually, hired as LPD Officers.

The City Attorney's office has been busy working on the new recreational marijuana law.

recommended awards from Sgt. Spoelma.
• Budget Committee—Commissioner Carnegie passed out a budget update, phases four and five have been
completed.
• Recruitment/Hiring Task Force—Chairperson Macon stated he has not received interview dates for January and
February but when he does he will be contacting board members to sit in on the interviews.
Ad Hoc Committee on Board Policies and Rules—None.
Complaint Committee—Commissioner Noordhoek stated the committee will be meeting in January.
COMMISSIONER'S COMMENTS
• Commissioner Bill Renfrew wished board members a happy and safe holiday.
• Commissioner Carnegie thanked Jim DeLine and Chief Yankowski for their work on the budget. He wished board
members a safe and happy holiday season. He thanked Chairperson Macon for his leadership of the board. He
stated he is thankful to be a part of the Board of Police Commissioners.
• Commissioner Coats echoed Commissioner Carnegie's statements. She thanked board members for their work
along with department heads.
• Commissioner Rodocker stated she appreciates her position on the board and wished everyone a safe and happy
holiday season.
• Vice-Chairperson Kowalk-Thompson stated she has been on the board for 18 years. She thanked prior
Commissioners for their hard work and leadership. She thanked board members for a great year.
• Commissioner Noordhoek wished board members happy holidays. She asked board members to keep the officer
involved in the car accident in their thoughts and prayers.
• Chairperson Macon thanked Willard Walker for attending and asked him to attend more meetings in the future. He
thanked board members for mentoring him. He wished everyone a safe and happy holiday season.
PUBLIC COMMENT—Willard Walker thanked board members for inviting him to the meeting and for their kind words.
He stated he hopes to attend more meetings in the future. He thanked Chief Yankowski for the positive way he handled
the shooting at his park. He is looking forward to working with the department in the future.
ADJOURNMENT -A motion was made by Chairperson Macon to adjourn the meeting at 6:30 p.m.; supported by
Commissioner Renfrew; motion carried unanimously.
