CALL TO ORDER -After establishing a quorum, Chairperson Macon welcomed everyone and called the meeting to order at 5:30 p.m. Chief Mike Yankowski led the Pledge of Allegiance. PUBLIC COMMENT ON AGENDA ITEMS -None. ADDITIONS TO THE AGENDA- Chief Yankowski stated that Joan Jackson-Johnson and Bernard Brantley would not be present. SPECIAL PRESENTATION - None. APPROVAL OF MINUTES -The Board reviewed the Meeting Minutes for December 20th, 2016. A motion was made to approve the meeting minutes for December 20th, 2016, by Vice-Chairperson Kowalk-Thompson; supported by Commissioner Noordhoek; approved unanimously. EDUCATION PRESENTATION -Walter Doherty from the Electronic Equipment Maintenance Unit gave a presentation in regards to body cameras. He discussed how they work and informed board members of the benefits to the officers and the public. There are, currently, 158 body cameras that are available, 130 of which are in use. Walter answered board members questions and showed an example of a recorded video. ADMINISTRATIVE REPORT from Chief Mike Yankowski • A Promotion Ceremony was held for Captain Cherie Bailor. There are now four Captains and eight Lieutenants. • Captain Daryl Green is scheduled to be back to work on February 131h, 2017. • Officer Brian Whitsitt retired after 22 years of service and one employee resigned from the Field Training Officer Program. • There are four individuals in the police academy which began January 91h, 2017. They are being sponsored by the Lansing Police Department. • Officer Steven Brooks was hired. • There are no police officer vacancies, at this time. • Abby Vanderlaan will be leaving the department for another job. • There are 19 marked cars that were replaced in 2016 with Ford Explorers. • Chief Yankowski stated he sits on multiple task forces that address the heroine epidemic. He gave a comparison of heroin overdose fatalities in 2015 and 2016. • A TRUTH-Truth Racial Healing and Transformation program is being held,tonight, as it is the national day of healing. This event will be held at the Lansing Center. 2-Page Board of Police Commissioners Meeting of 1/17/2017 • Chief Yankowski stated he was contacted in by the State of Michigan to serve on the MCOLES Board for hiring and the Mental Health Review Team for Kevin's Law. • The first Blue Courage Training took place on January 11th and 121h, 2017. Howard Powers conducted the training with LPD Trainers. • The Citizens' Police Academy began on January 121h, 2017. • Lieutenant Rodney Anderson organized a gift donation to the Sparrow Pediatric Center over Christmas. • Old Newsboys raised record sales of$181,000. • Attended the Martin Luther King, Jr., event at the Lansing Center. • A flyer was passed out regarding the Community Service Unit workshop for Neighborhood and Business Watches. • Chief Yankowski shared a story about a couple of officers who helped a citizen after a check welfare call. LEGAL UPDATE— Billie J. O'Berry- Billie J. O'Berry introduced Brandon Waddell a new City Attorney. Brandon gave a short bio of himself. Mark Dotson remains the legal advisor to the board and Brandon will fill in when he can't be present. A new Neighborhood Specialist was hired. HUMAN RELATIONS & COMMUNITY SERVICES - Dr. Joan Jackson Johnson - No comment, not present. HUMAN RESOURCES - DIRECTOR MARY RILEY • The Police Officer positions are all filled. The position is still posted and they will continue to recruit. • The HR Department is working on filling the civilian positions. • The Applicant Tracking System is being used and there was a 64% increase overall in City hires in 2016 for permanent employees. • Chairperson Macon thanked Mary Riley for her hard work in filling open positions in the department. FRATERNAL ORDER OF POLICE - No comment, no representative was present. UNFINISHED BUSINESS:-None. CORRESPONDENCE SENT AND RECEIVED-Vice-Chairperson Kowalk-Thompson made a motion to receive and place on file correspondence for the month of December;supported by Commissioner Farhat; carried unanimously. DEPARTMENT REPORTS-Vice-Chairperson Kowalk-Thompson made a motion to receive and place on file department reports for the month of December;supported by Commissioner Renfrew; carried unanimously. BOARD COMMITTEE REPORTS • Gov't/Community Liaison Committee-Vice-Chairperson Kowalk-Thompson thanked the department for her ticket to the MLK Luncheon. She thanked the City of Lansing for their assistance in scheduled the 2017 away meetings. • Awards& Incentives Committee-There is a meeting scheduled at the Operation's Center on January 26th, 2017. • Budget Committee-Commissioner Carnegie-No report. • Recruitment/ Hiring Task Force: -Chairperson Macon stated Director Riley covered the updates in her report. • Ad Hoc Committee on Policies and Board Rules-No Report. • Complaint Committee-Chairperson Farhat stated the Committee will be meeting on January 181h, 2017. • Commission Investigator Report-No Report(Not Present). COMMISSIONER'S COMMENTS Vice-Chairperson Kowalk-Thompson welcomed Brandon Waddell and wished everyone a Happy New Year. Commissioner Farhat wished everyone a Happy New Year and encouraged board members to attend the Neighborhood Watch and Business Watch workshop. Commissioner Coats stated she attended the MLK Luncheon which was a great event. She congratulated the new hires and retirees and thanked them for their service to the Lansing community. 3-Page Board of Police Commissioners Meeting of 1/17/2017 Commissioner Sanchez-Gazella wished everyone a Happy New Year and welcomed Brandon Waddell. She thanked Director Riley for her work with the department. Commissioner Renfrew stated he learned a lot during the Education Presentation and he likes the way the department is progressing. Chairperson Macon wished everyone a Happy New Year and thanked the board members for their work in 2016. Commissioner Noordhoek stated he is very pleased with Director Riley's interaction and communication with Chief Yankowski to get people hired. PUBLIC COMMENT- No comment. No public present. CALL TO ORDER -After establishing a quorum, Chairperson Macon welcomed everyone and called the meeting to order at 5:30 p.m. Commissioner Farhat led the Pledge of Allegiance. A moment of silence was held for the father of Michelle Reddish, Mr. Raymond Borghi. PUBLIC COMMENT ON AGENDA ITEMS -None. ADDITIONS TO THE AGENDA-Approval of three new hires. HR Specialist, Kesha McKitty five individuals passed interviews, during the last process. Three individuals were selected to move forward and passed all phase of employment. Two individuals have military backgrounds. These candidates were not residents of Lansing but were viable candidates. They are scheduled to begin working on Monday, February 271h, 2017, after the Board and Mayor Bernero approves the hiring resolution. Kesha asked if anyone had questions,there were none. SPECIAL PRESENTATION - None. APPROVAL OF MINUTES - The Board reviewed the Meeting Minutes for January 171h, 2016. A motion was made to approve the meeting minutes for January 17th, 2017, by Commissioner Renfrew; supported by Commissioner Kowalk- Thompson; approved unanimously. EDUCATION PRESENTATION -Captain Darin Southworth gave a presentation on the Tri-County Crisis Intervention Team training. The training was built from the Memphis model that includes strategies on how to identify the mentally ill and how to deescalate encounters. Best practices were followed in regards to the behavioral health crisis. Stakeholders from the community attended a forum and started to join the team, which developed into the Tri-County Crisis Intervention Team. A 40-hr curriculum was built. The goal is to reduce unfavorable outcomes of citizen encounters. The first training was held and 40 officers were trained. The second training is scheduled in April and board members were invited to attend. ADMINISTRATIVE REPORT from Chief Mike Yankowski • Chief introduced Anthony Dean, a new hired,who was present at the board meeting. • Crime date shows there is a 19% increase in crime, primarily in the area of robberies and shootings with many arrests being made. National crime trends are also up. • Captain Daryl Green returned to work on February 131h,2017. • Randy Davis and Abby Vanderlaan retired. • Two officers resigned. • Nicholas Gatt was hired as the new Crime Analyst, Dennis Rouhier was hired as a Radio Lab Technician and Diane Hunnicutt and Laura Dixon were hired as Senior Clerk 26. 2-Page Board of Police Commissioners Meeting of 2/21/2017 • An ALPACT meeting was held on February 15'h, 2017. The next meeting is scheduled for March 22"d, 2017. • Planning is taking place for the Truth and Racial Health event scheduled on March 25'h, 2017, at the Union Missionary Baptist Church. • On February 15t,2017,the Neighborhood and Business Watch workshop was held. The workshop was very well attended. The goal was to get every neighborhood established with a watch captain. • Captain Darin Southworth headed up the Polar Plunge for Special Olympics. A record amount was raised this year. • Kevin's Law is being worked on. LEGAL UPDATE— Mark Dotson- Mark Dotson stated the medical marijuana ordinance is still being worked on and City Council wants an ordinance regarding Lansing being a sanctuary city. HUMAN RELATIONS & COMMUNITY SERVICES - Dr. Joan Jackson Johnson - No comment, not present. Bernard Brantley stated the Food Bank will be held at the Plymouth Congregational Church in March. HUMAN RESOURCES - DIRECTOR MARY RILEY • The civilian hiring process is moving along very well. • The HR Department continues to receive seven to ten applications on a regular basis. • She thanked Officer Dean because he is a fine example of the quality of employee that is being hired. • The Detention Officer process is closed and they received over 120 applications. • The target date of July 1s', 2017, has been set to hire the first Cadet. BOARD COMMITTEE REPORTS • Gov't/Community Liaison Committee-Vice-Chairperson Kowalk-Thompson thanked the City for allowing us to utilize the Foster Community Center for the meeting. She asked board members to keep Michelle Reddish and her family in their prayers regarding the passing of her father. • Awards& Incentives Committee-Commissioner Noordhoek stated the committee reviewed the awards for the upcoming ceremony in May. Budget Committee-Commissioner Carnegie-Not present. Chief Yankowski stated the budget books would be distributed on March 101h, 2017,with a meeting between Chief, Commissioner Carnegie and Denis Prisk. The budget will be on the March agenda for approval. • Recruitment/Hiring Task Force: -Chairperson Macon stated Director Riley covered the updates in her report. • Ad Hoc Committee on Policies and Board Rules-No Report. • Complaint Committee-Chairperson Farhat stated there will be a meeting in March. • Commission Investigator Report-No Report. COMMISSIONER'S COMMENTS Commissioner Coats welcomed the new hires and Captain Daryl Green back to work. She thanked Chief, Captain Southworth and Mary Riley for their reports. Commissioner Farhat stated she would not be at the March meeting but would be calling in. She thinks Captain Southworth did a great job on the Awards Committee. Commissioner Renfrew thanked Captain Southworth for his report. Vice-Chair Kowalk-Thompson stated it is her hope that the Governance and Community Liaison Committee will attend a Public Safety Committee meeting occasionally. PUBLIC COMMENT-Betsy Riley stated she wanted to attend the Board meeting to see what the board does. She found the meeting very informative and wished more citizens would attend. A motion was made to approve the meeting minutes for March by Commissioner Noordhoek; supported by Commissioner Kowalk-Thompson,Vice- Chairperson; approved unanimously. EDUCATION PRESENTATION - Lieutenant Rodney Anderson spoke regarding the G.R.E.A.T. Program. He gave board members an overview of upcoming events for the Spring and Summer and passed out an Events schedule for the Youth Leadership Academy. The team is launching a multi-media campaign advertising the Youth Leadership Academy. There are a number of initiatives this year, such as, a Public Safety Aviation Experience being held on June 20. This will include many interactive activities and competitive games. There are also many new partners this year. Lieutenant Anderson stated Sergeant Katie Diehl is one of the longest standing G.R.E.A.T. Officers on the team and she does a fantastic job. She is in the process of planning the first after school G.R.E.A.T. Program at Mid-Michigan Academy. The recruitment for G.R.E.A.T. Officers begins May 15S 2nd and V. Commissioner Macon, Chairperson stated Lieutenant Rodney Anderson is doing a great job leading the team. ADMINISTRATIVE REPORT from Captain Cherie Ballor on behalf of Chief Mike Yankowski • Homicides 2017 YTD 6 compared to 2 at this point in 2016 • Clearance Rates 2017 6 (86%) 2016 8 (86%) 2015 9 (77%) • LPD Crime Fighting Plan, MSP Secure Cities Partnership will be announced on April 241h. More information will be reported by Chief Yankowski next week. • Immigrations Issues: A policy/procedure is being worked on regarding the Mayor's Executive Order. However, the department and Ingham County remain ahead of the curve. • Next step is more community education, outreach, rapid response teams and treatment. • Chief Yankowski and Captain Ballor attended the Kellogg Foundation"Truth Racial Healing and Transformation"event on Saturday, March 25th, 1-3 p.m., at Union Missionary Baptist Church. • Captain Darin Southworth was named the Capital Area United Way Lifetime Volunteer of the Year for his work with the Special Olympics. COMMISSIONER'S COMMENTS Commissioner Kowalk-Thompson, Vice Chairperson congratulated Captain Darin Southworth on receiving the Capital Area United Way Lifetime Volunteer of the Year award. Commissioner Noordhoek had no comment. Commissioner Coats thanked Lieutenant Anderson for is educational presentation. She congratulated Captain Darin Southworth on receiving the Capital Area United Way Lifetime Volunteer of the Year award and for the patrol updates. Commissioner Farhat stated April 271h, 2017, is the Neighborhood Watch Coordinator's meeting. Sergeant Kevin Schlagel will speak about Violence Awareness. Commissioner Renfrew stated Lieutenant Anderson's presentation was very good. Chairperson Macon asked Kesha McKitty to give board members an overview the P01 candidates for hire. Kesha McKitty three candidates passed all phases of the hiring process. She stated, if approved by the Board and the Mayor, they would begin work on May 22nd, 2017. She asked if Board Members had any questions. No questions were asked. Commissioner Carnegie stated Chief Yankowski does a great job at keeping Board Members informed about the hiring process and he is very appreciative of that. Chairperson Macon asked Board Members if they had any questions, Board Members responded, "no." Commissioner Noordhoek made a motion to approve the three POI candidates for hire; seconded by Commissioner Carnegie; motion carried unanimously 6-0. ADMINISTRATIVE REPORT from Chief Mike Yankowski • City Council adopted the FY18 budget. $200,000 was added to the budget for overtime,training and reorganization. A clerical position is added for to assist the Training Sergeant. Each CPO will have a budget to pay for community events. A CPO will be added to the Reo/Risdale CPO area. Additional money will be used for technology. • Michigan State Police Secure Cities Partnership-Five uniformed troopers and three detectives will be added to focus on VCI issues. This partnership could expand in the future. • There will be one large scale regional partnerships coming up. • The VCI Unit was invited to Washington DC by the US Attorney's Office to discuss VCI's partnership with the Federal Government and the VCI Unit. • LPD is partnering with the Department of Justice on a real time crime center. • One of the cameras was relocated from Cedar Street and Long Boulevard to Baker and Lyons Streets. The camera will be using a wireless access to connect to the cars. • Three officers graduated the Mid-MI Police Academy. Two officers need to retake tests on May 181h; one out of the four didn't pass the MCOLES Agility test. • Interviews were held on May 3rd, 2017,for Police Recruits. • Four certified/certifiable officers will begin on May 22nd, 2017. Seven will be sworn in on May 22"d, 2017. Seven individuals will go to the background phase of the recruit process. LEGAL UPDATE— Brandon Waddell, City Attorney Brandon Waddell stated that he was asked if the Board of Police Commissioners needed to sign a resolution when approving new hires for City Council. In reviewing the City Charter there is no need for a resolution. The City Charter requires approval of new hires by the Chief Personnel Officer,which would be the Human Resources Director and Mayor Bernero. The minutes from the Police Board of Commissioners' meetings will be sufficient to reflect board members'approval or denial in regards to hiring, as these minutes are placed on file in the City Clerk's Office. Board Members signed a resolution, at past board meetings, was because the past HR Director,Janene McIntyre, created that process. HUMAN RELATIONS & COMMUNITY SERVICES - Dr. Joan Jackson Johnson • The Feed the Baby-Keep Them Dry event was held. Officer Lance Leiter made gave a presentation and did an excellent job. 217 babies were present. • LPD has been helping with the homeless. • The Mobile Food Pantry will be held at St. Casmir Church. • The Veterans Stand Down event will be on Thursday. • Bernard Brantley is not present because he is out sick. HUMAN RESOURCES - DIRECTOR MARY RILEY • POI Certified/Certifiable interviews will be held in early July. • The department is working on keeping the Detention Unit positions filled. • The department is working on keeping the Recruit positions filled. • The Cadet interview process will begin in July. • The Data Administrator position is reposted. COMMISSIONER'S COMMENTS 3-Page Board of Police Commissioners Meeting of 5/16/2017 Commissioner Kowalk-Thompson, Vice Chairperson congratulated Chief Yankowski and everyone who worked on the Awards Program. She recognized Michelle Reddish and Chairperson Macon for the awards they received. She stated that Chief Yankowski did a wonderful job. She hopes Bernard Brantley feels better. EDUCATION PRESENTATION - LPD Chaplain Damon Milton presented to the board. He has been a LPD Chaplain for 3 years. He discussed the Chaplain program, working with officer both on and off duty, other activities including ride alongs, police and community events, and participating interview panels. Chaplain Milton has seen a positive change in the engagement with the community. It was noted that July would be Chaplain Bill Renfrew 25"' year as an LPD Chaplain. He was appointed by Chief Jerry Boles. ADMINISTRATIVE REPORT from Chief Mike Yankowski • Report was presented to the Board by Captain Bailor. Chief was absent from the meeting. His role is to engage more landlords and protect citizen's rights. • May Community Connect took place. • Mobile Food Pantry took place. • 400 cases of Girl Scout cookies were donated and went to the food pantry and Boys and Girls Club. • Working in partnership with Meijer for summer feeding programs. • August 21 Annual Connect Kids, looking for volunteers at the Lansing Center. • Thank you to Bernard Brantley for all his help in HRCS. The Board will be send a thank you letter to Meijer's, thanking them for their partnership and helping families in need. The letter will be sent to the Meijers on Lake Lansing road. Commissioner Noordhoek discussed the portion of the streamlining recommendations that stated the board no longer had to approve new hires which included presenting a resolution to Mayor Bernero. Commissioner Macon made a motion that the Hiring Committee should meet with Mayor Bernero to discuss the Board's role in the hiring process; supported by Commissioner Noordhoek; motion approved unanimously. Mary Riley will facilitate this meeting with Mayor Bernero. ADMINISTRATIVE REPORT by Chief Mike Yankowski • A press conference was held regarding an assault on a Hispanic male who was the victim of a Hate Crime. • Board members received a copy of the 2016 Annual Report. • Board members received a copy of the 2016 MATS Report. Analysis has been done annually for the past 16 years by Dr. David L. Carter, Ph.D. and Joseph Schafer, Ph.D. of MSU. According to the report, data showed there is no evidence that officers are systematically using traffic stops as a pretext for biased policing practices. • Eight officers and troopers are participating in the Secure Cities Partnership. The partnership is going very well. A public forum is scheduled on August 291h, 2017, at 5:30 p.m. • There were no major incidents to report from July 41h. • The SRMS Project went live on June 191h, 2017. • Captain Green and Lieutenant Backus attended the PERF Executive Management Forum. • CPO informational cards were made for each officer. The target start date for this group is October 2, 2017. Detention Officer interviews are being conducted next week.A candidate has been recommended for the System Administration position and an offer of employment has been made. The Secretary 26 and Police Technician 26 positions are currently in the hiring phase. The Commission Investigator position is being reviewed by the Mayor and Director Joan Jackson-Johnson.
