CALL TO ORDER-After establishing a quorum,Vice Chairperson Noordhoek welcomed everyone and called the meeting to order at 5:30 p.m. Commissioner Drew Macon led the Pledge of Allegiance. PUBLIC COMMENT ON AGENDA ITEMS - None. ADDITIONS TO THE AGENDA- None,there were no additions to the Agenda. SPECIAL PRESENTATION - None. APPROVAL OF MINUTES - The Board reviewed the November, 2015, meeting minutes. Commissioner Kowalk-Thompson made a motion to approve the November Minutes, supported by Commissioner Renfrew; approved unanimously. The minutes of the regular meeting of November, 2015, were approved and will be placed on file with the Lansing City Clerk's Office. EDUCATION PRESENTATION - None, no education presentation at this meeting. ADMINISTRATIVE REPORT from Chief Mike Yankowski • Nine individuals graduated from the police academy. • There are fourteen vacancies. Another hiring process is beginning. Chief passed out a job posting and information regarding a recruiting event. There have been recruitment events held at Foster Community Center, City Hall and SWOC. There are two Detention Officer openings and one Lead Detention Officer opening. • Walter Doherty was promoted to Chief Radio Engineer. • One hundred and twenty body cameras will be purchased from Taser Axon. There will be an education presentation for the board at a future meeting. • Passed out Pursuits and Emergency Run procedure which will be reviewed by the Procedures Committee. Officers will only engage in felony pursuits. • The court and police facilities project continues. • The in-custody death report of Chris Phillips will be released this week. • The Crisis Intervention Team is being pursued. • The tracked armored rescue vehicle has been turned in to the federal government. Michigan State Police will assist the department with their tools and tactical team. • Captain Green will be leaving the department for a year, beginning January 22, 2016, as he has been assigned to a new duty for the military. • LPD will be getting two response vehicles for START. They will be on the road next week. • The Citizens Police Academy is beginning in January. Chief Yankowski encouraged members of the board who haven't attended to sign up. He also encouraged board members to spread the word to the citizens. There will be another academy held in March. • Three officers are being trained as GREAT Officers. 2-Page Board of Police Commissioners Meeting of 12/15/2015 • Participated in My Brother's Keeper. Chief will be chairing milestone six in regards to reducing gun violence and providing youth a second chance. • Silver Bells was a success, attended Keystone Kops, Shop With a Cop,and No Senior Left Without Christmas. • Wished everyone happy holidays. LEGAL ADVISOR UPDATE from Kristen Simmons-Kristen stated the City Attorney's office received two lawsuits involving the department. One of the lawsuits will be kept in-house and the other is being reviewed to determine whether it will be kept in-house or sent out. Kristen stated she completed the end of the year update,which contains reminders to department personnel in regards to new case law. This report will go out before the end of the year. A new attorney has been hired, Robert Burke. Kristen will continue as the LPD Legal Advisor during 2016. She participated in training the new hires on legal updates and in-house training issues. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT from BERNARD BRANTLEY FOR DR. JOAN JACKSON-JOHNSON • The mobile food pantry will be at Bethlehem Temple Church. Over the holidays there will be a food drive for Christmas at Meijer's on Lake Lansing Road. • Dr. Joan Jackson Johnson took the lead on the Beechfield closing and is working with the Lansing Housing Commission. She is still running the program for residents slated for eviction due to non-payment of rent. She has been able to waive some of the fees. The residents must work with a financial response counsel. • Bernard wished everyone Happy Holidays and Merry Christmas. FRATERNAL ORDER OF POLICE- No comment,no representative was present. UNFINISHED BUSINESS- None. CORRESPONDENCE SENT AND RECEIVED - Commissioner Kowalk-Thomson made a motion to receive and place on file correspondence for the month of November;supported by Commissioner Renfrew;carried unanimously. DEPARTMENT REPORTS - Commissioner Renfrew made a motion to receive and place on file department reports for the month of November; supported by Commissioner Kowalk-Thompson;carried unanimously. BOARD COMMITTEE REPORTS • Gov't/Community Liaison Committee - Commissioner Kowalk-Thompson passed out a handout which contained a proposal for four board meetings, annually, in the community. The proposal contained two options for the meeting locations. She asked the board to review the proposal as she would like to see these locations nailed down and placed on the calendar and website. This will be discussed at the net board meeting. Commissioner Kowalk-Thompson suggested the Lansing City Council be invited to the February board meeting for a meet and greet. • Awards&Incentives Committee-None. • Budget Committee-None. • Recruitment/Hiring Task Force: -None. • Ad Hoc Committee on Policies and Board Rules-None. • Complaint Committee-None. 1. Commission Investigator Report-None. COMMISSIONER'S COMMENTS Commissioner Kowalk-Thompson stated she is sorry she missed the swearing in ceremony for the new hires. She stated she is glad the Legal Advisor will be working with the board for another year. She thanked Chief Yankowski for the meal he provided at the meeting and wished everyone a Merry Christmas. Commissioner Linda Sanchez-Gazella wished everyone a Merry Christmas. She has attended a couple recent LPD events. She thanked the department for the escort at her father-in-law's funeral. Commissioner Macon wished everyone a Happy Holiday Season. He stated he was in the Silver Bells Parade and also attended LPD's graduation and swearing in ceremony. Commissioner Renfrew thanked Chief Yankowski for his reports and wished everyone a blessed Christmas and New Year. He also thanked Michelle Reddish for her work as the Recording Secretary. Commissioner Coats echoed everything that was said by other commissioner's, prior to her comments. She attended Silver Bells and wished everyone Happy Holidays. Commissioner Carnegie stated this last meeting represents the culmination of the year. He stated, Chief Yankowski shared information from the President's Task Force and he believes Chief Yankowski is ahead of the game with his forward thinking. He believes Chief Yankowski has done an 3-Page Board of Police Commissioners Meeting of 12/15/2015 excellent job moving ahead in regards to where the department is going. He feels the Chiefs reports reflect a job well done by LPD personnel. Commissioner Carnegie asked if LPD has trained personnel to deal with the needs of the community in regards to housing. He wants to ensure the community is getting the support they need from the department. He thanked the Legal Advisor for her participation in the board meetings. He also thanked Commissioner Brantley for his work and his reports. He also thanked Dr. Joan Jackson Johnson for her work. Commissioner Carnegie wished everyone Happy Holidays. He thanked board members and Chief Yankowski. He wished the best for everyone. Commissioner Noordhoek wished everyone Happy Holidays and thanked everyone for everything they do. He thanked Chief Yankowski for his leadership. Michelle Reddish stated all board members have a new email address in the City's email system using Outlook. The email addresses will be added to the website. Commissioners should begin using this email address by the end of the week. OTHER BUSINESS/DISCUSSION ITEMS- None PUBLIC COMMENT- None. PUBLIC COMMENT ON AGENDA ITEMS - Sein Benavides stated it was difficult to find the meeting location,this evening. He said it wasn't clear on the website where the meeting was being held and it was confusing when you entered the building as to how to get in and what floor the meeting was on. He suggested the monthly meetings be held at a different location such as a community center. ADDITIONS TO THE AGENDA- None,there were no additions to the Agenda. SPECIAL PRESENTATION - None. APPROVAL OF MINUTES - The Board reviewed the October, 2015, meeting minutes. Commissioner Noordhoek made a motion to approve the October Minutes, supported by Commissioner Carnegie; approved unanimously. The minutes of the regular meeting of October, 2015, were approved and will be placed on file with the Lansing City Clerk's Office. EDUCATION PRESENTATION - Dr. Joan Jackson Johnson gave the Education Presentation regarding the HRCS budget, programs and overview of duties her department handles. She stated Christmas and the beginning of the school year is when the community needs the most help with food. Her department consistently works on issues such as Beechfield Apartments and Life O'Riley. The Kids Connect Program grows larger every year. She really enjoys Mayor Bernero because of his creativity,wit and his nature of allowing her to help individuals living in the City of Lansing. ADMINISTRATIVE REPORT from Chief Mike Yankowski • The department is offering free Self Defense classes beginning on December loth,2015. • Thanked Commissioner Renfrew for attending the Veterans' Day Ceremony. • An incident occurred on Cavanaugh Street regarding a shooting during a home invasion. The was a target of the individuals that broke in. Eight individuals were arrested and six were charged. Many of the individuals were juveniles. There was a great response between our regional partners. • The federal government reviewed the 1033 Program and ordered law enforcement agencies to return their tracked armored vehicles by November 30th,2015. • P01 Interviews were finalized on October 291h, 2015. The next phase is coming. • The Police Academy will be completed on December 11th, 2015. • Taser/Axon is the company selected to purchase body cameras. The proposal has been submitted to Mayor Bernero. • A Crisis Intervention Team is being formed regarding the mentally ill. The kick-off is November 241h,2015. • Heroin is an issue across the country. There have been many deaths in the area related to heroin. • Random drug testing and physical ability testing of sworn officers has begun. • Attended Shabazz Academy and spoke to Mrs. Rowley's class. • Spoke at the Mid-Michigan Kappas Banquet. • The promotional process will begin in January or February. • Silverbells in the City is Friday, November 20,2015 2-Page Board of Police Commissioners Meeting of 11/17/2015 • Silverbells in the City is November 20,2015 • Old Newsboy Sale is December 3, 2015 • Shop With A Cop is December 5, 2015 • No Senior Without Christmas is December • Citizens Police Academy is January 28,2015 to April 21, 2015 • The 911 Advisory Board voted that they will continue to use and support the Harris Radio System until 2021. LEGAL ADVISOR UPDATE from Kristen Simmons-Kristen stated she followed up on Commissioner Macon's question from last meeting and it is illegal to sell, use, and manufacture marijuana. The law is governed by each state. Commissioner Noordhoek asked if she had information as it pertains to the City issuing email addresses to Commissioners. She stated she would follow-up with Janene McIntyre. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT from BERNARD BRANTLEY FOR DR. JOAN JACKSON-JOHNSON In light of the Education Presentation,there is nothing to report. FRATERNAL ORDER OF POLICE - No comment, no representative was present. UNFINISHED BUSINESS -None. Commission Investigator Report-None. COMMISSIONER'S COMMENTS Commissioner Noordhoek thanked Dr. Jackson-Johnson for her report. He thanked Sein Benavides for attending the meeting and explained that the location, time, and date of each meeting is listed on the website for the public to review. He also mentioned that the public has questions about the board meetings,they can call LPD or City Hall. Commissioner Carnegie thanked Dr. Jackson-Johnson for her report. He is grateful for her efforts and her staff along with LPD's help during the holidays. He thanked Chief Yankowski for his high profile in the City. He wished everyone Happy Thanksgiving. Commissioner Renfrew thanked Dr.Jackson-Johnson and stated she amazes him with all her work helping other individuals. Commissioner Coats thanked Chief Yankowski for leading by example. She also thanked the employees for all the work they do. She stated that she and Commissioner Sanchez-Gazella attended the NAACP 50th Anniversary event. Commissioner Coats stated that Dr. Joan Jackson Johnson is the recipient of a community award. Commissioner Farhat stated the parade has been taking place for 31 years and for the past 30 years, Neighborhood Watch has had a float in the parade. Commissioner Noordhoek remarked that even though the month's meeting was held at Fire Station#46, no one from the public was present. Commissioner Sanchez stated if she would have had more notice in regards to the meeting location,she would have spread the word. Commissioner Macon stated he wasn't aware of the meeting location. Commissioner Farhat stated the meeting location was on the Agenda and an email,sent to all board members,a week before the meeting. Commissioner Noordhoek suggested placing the next meeting date and location at the bottom of the Minutes and highlight it. ADDITIONS TO THE AGENDA - None,there were no additions to the Agenda. SPECIAL PRESENTATION - None. APPROVAL OF MINUTES - The Board reviewed the September, 2015, meeting minutes. Commissioner Farhat made a motion to approve the September Minutes, supported by Commissioner Noordhoek; approved unanimously. The minutes of the regular meeting of September, 2015, were approved and will be placed on file with the Lansing City Clerk's Office. EDUCATION PRESENTATION - Lieutenant Cherie Ballor gave the Education Presentation regarding the Trauma Team and their responsibilities. She spoke about how the trauma team helps City employees deal with moments of crisis. Chief Yankowski stated the Trauma Team is a resource that is available for employees involved in a stress-related incident. He thanked Lieutenant Ballor for giving the Educational Presentation. ADMINISTRATIVE REPORT from Chief Mike Yankowski - Chief Yankowski: • Part III of the hiring process began on Monday, October 191h, 2015, and will continue to October 28th, 2015. • There are ten members in the academy and will be finished in December. Three officers are in the FTO Program. • The review process for body camera vendors is being finalized. Two of the grants that were applied for have been denied. • The Ingham County Courts/Detention Regionalization Assessment Study is progressing. Recommendations should be ready by December 315t,2015. • The 911 Advisory Board voted that they will continue to use and support the Harris Radio System until 2021. • A training was conducted by Kevin Gilmarten who spoke to LPD employees about stress-related incidents. Many employees, including 20 year veterans stated this was the best training they've ever attended. Chief Yankowski allowed the spouses of the employees to attend. • Attended a two-day training at the MSU Staff and Command School regarding Police Executive Development Series along with four other command staff members. • Attended the Ad-Hoc Diversity Committee regarding hiring,training, and recruiting. • Crisis Intervention Teams will be implementing a three-prong approach between law enforcement, mental health, and advocates. Individuals will be trained on how to de-escalate situations involving the mentally ill. • Twenty-two overdose deaths have taken place relating to heroin since January 1,2015. • Attended my Brother's Keeper event and chaired the 61h Pilar which was related to reducing violence in the community. 2-Page Board of Police Commissioners Meeting of 10/20/2015 • The FOP Supervisory Contract was ratified by the Lansing City Council. LEGAL ADVISOR UPDATE from Kristen Simmons-Kristin stated she has received requests from the officers about interpreting certain ordinances. The next group of ordinances that are being addressed are Panhandling,the Marijuana Provision Ordinance,which will be aligned with the State ordinance, and the Parking Enforcement Ordinance. In regards to the Parking Ordinance,the City Attorney's office is checking to make sure Parking Enforcement Officers can site people on private property for parking violations and the code violations and visa-versa for Code Enforcement Officers in regards to writing parking tickets on private property. The Cabaret Cost Recovery ordinance is also being worked on. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORT from BERNARD BRANTLEY FOR DR. JOAN JACKSON-JOHNSON • There is a meeting on Friday, October 23, 2015, regarding opiate abuse and she will attend. • Bob Sheehan, Director of Community Mental Health retired. • The Mobile Food Pantry was at St. Casmir's Church last Saturday. • The HR Department has worked with 19 individuals that needed help paying their utility bills. • HR is dealing with Beechfield,which is going bankrupt. • Thirty-eight citizens have attended the HRCS"Pre-Eviction Program". • Magic Johnson is doing a Thanksgiving Program in conjunction with the HRCS Department for 200 kids. She also stated the board will meet quarterly in each of the four wards. • Awards& Incentives Committee-None. • Budget Committee-None. • Recruitment/Hiring Task Force: Commissioner Macon stated he is uncomfortable giving this report without someone present from the HR Division. A meeting was held on Tuesday, October 13th, 2015,with the HR Sub-Committee,and Chief Yankowski,where dialog took place regarding the hiring process and what needs to be done to meet the goals in regards to getting individuals hired. He has met with several law enforcement agencies regarding their hiring processes, including MSU, MSP, and Eaton County. He should have a report ready to present to the HR Division on Friday,this week. ADMINISTRATIVE REPORT from Chief Mike Yankowski • Chief Yankowski welcomed Kecia Coats to the board and stated she would be participating in an Orientation Session regarding LPD Operations. He also invited Kecia to participate in the next Citizens Police Academy. • Board members received a copy of the 2014 Annual Report.The report is also on LPD's website and social media outlets. • The funerals for Firefighter, Dennis Rodeman and Pat Heyden are this week. Commissioner Farhat asked that any witnesses to the death of Dennis Rodeman be submitted for an award. Chief said that was already being worked on. • Stuart Dunnings, Ingham County Prosecutor, released that no criminal charges would be filed against LPD employees in regards to the Christopher Phillips In-Custody Jail Death. The cause of death was a drug overdose. An internal investigation is almost completed and when that is finished, Captain Daryl Green will head up the Internal Board of Review. • Three new P01's were hired on August 24, 2015, Ten individuals are in the Police Academy. The academy graduation dated will be on December 11 1h, 2015. There are thirteen vacancies to fill and phase three of the hiring process will take place soon. • Officer Pete Scaccia was promoted to Detective, Officer Eric Pratl was promoted to Sergeant and Sergeant Traci Ruiz was promoted to Lieutenant. • Chief Yankowski stated he attended the 9/11 Ceremony along with Commissioner Kowalk-Thompson. • Analysis of three vendors for body cameras is still underway. • The 911 Advisory Board Meeting is on Thursday, 9/17/15. ADMINISTRATIVE REPORT from Chief Mike Yankowski • Passed out a copy of the COPS article and photo of Officer Mandi Brunner and participants at the Michigan Special Olympics games in 2014. This photo was selected to be in the calendar, being published by the Department of Justice, for the month of August. This will be produced at the national level and will be released, nationally,through social medial. • The 2014 Annual Report is scheduled for the Public Safety Committee's review. After the City Council approves it, the report will be placed on the department's website and some hard copies will be produced. • The hiring process continues. Two out of three process have been completed. Three officers will begin on August 24th, 2015. The second group of ten officers being sponsored by the department, began on August 17th, 2015. They should graduate on December 111h, 2015. The Certified Certifiable process is pending scheduling interview dates. • The Citizens Police Academy class of twenty-one graduated. There was a good mix of individuals. The classes met for eleven weeks, three hours a session. The goal of the department is to hold one academy per year. The cost of the program is$5,000. • The department completed the body camera pilot program. Proposals, policies, and procedures are being worked on along with the RFP process. There is one leading company that would turn into a yearly cost versus all the money at once. The department is waiting to get word on two grant applications. All the vendors are already upgrading their equipment. • The GREAT Program has had a lot of events and community outreach over the summer. A lot of thanks go to Captain Daryl Green and Sergeant Rodney Anderson for their leadership. • National Night Out was held on August 11,2015. Attended a variety of block parties. • Attending part one of a five part series called "Everybody Matters"which will be taught by Lashaun Erby. Commissioner Renfrew stated he echoed Commissioner Kowalk-Thompson's sentiments in regards to retired officer Gary Masseau. He appreciates everything Chief Yankowski has done. Commissioner Carnegie stated the Labor Day holiday is coming up and he is sure the department has plans to keep the citizens safe. The purchase of three K-9's is included in the FY16 budget. • There are 25 vacancies in the department. The next slated retirements aren't until June of 2016. The hiring process is currently happening. Commissioner Sanchez-Gazella is sitting on the interview panel. There are five openings for police recruits. • There are currently 21 individuals attending the Citizen's Police Academy which will end in August. • Redstone was hired to prepare a report as to the Courts/City Consolidation Project. • The GREAT Program continues,over the summer,with approximately 22 events. EDUCATION PRESENTATION Kristen Simmons, Legal Advisor gave the Education Presentation on body cameras. Kristen stated most of her research information came from the Police Executive Research Forum(PERF)website. Some of the benefits of body cameras are as follows: A. Transparency to the public; B. Would help to resolve questions about the incident; C. Individuals are less inclined to act out; D. Reduction in complaints; E. Identifies areas of deficiency in an agency and can help as a training tool within the department; F. Preservation of evidence; G. Would possibly reduce use of force reports. H. Policies and procedures need to be developed. Commissioner Carnegie asked if the lock-up staff would wear body cameras in conjunction with the cameras operating in the Detention Unit? It would be helpful if data could be gathered every three months. He stated that personnel wearing the body cameras should be certified and trained periodically. He also asked if the School Resource Officers would be able to wear body cameras or if it would impact school operations in regard to juveniles? I 2-Page Board of Police Commissioners Meeting of 4/21/2015 Chief Yankowski stated in September 2013, LPD was ahead of the curve because LPD and MSU put in for a grant to collect stats as it relates to body cameras. Chief Yankowski stated when to turn the cameras on or not to turn them on.... Such as a sexual assault victim wouldn't be an instance where the camera would be turned on. The FOIA process is currently in the state legislature to be reviewed. The Policy and Procedure Committee is tasked with developing the procedure. Some of the answers to questions will be addressed through the pilot program. Mayor Bernero is very supportive of body cameras. The department's goal is to get every officer a body camera. Commissioner Farhat asked about the mobile video cameras. Chief Yankowski stated the 911 Center doesn't monitor them anymore. The cameras are utilized when crimes occur. The cameras are at the end of their lifecycle and they may need to be upgraded. Commissioner Kowalk-Thompson stated the grant will be stronger because of the research component. ADMINISTRATIVE REPORT from Chief Mike Yankowski • In regards to Lilton Montgomery's concerns, all were addressed. The cell phone was returned. Mr. Montgomery asked that the hand gun be tested. The hand gun was evaluated and tested by LPD and the MSU Crime Lab. LPD addressed Mr. Montgomery's concerns with the prosecutor's office and had been communicating with the Montgomery family. • The CAD system went live on Tuesday, April 14, 2015 in the 911 Center. LPD is working on issues as that pertain to the CAD System. Ingham County hired a consultant to look at the 911 Center systems and will go out for a request for proposal. • The Final Four Regional partnership took place. The department sent fifty officers to East Lansing and it turned out to be a non-event. • LPD Officers along with the Lansing Eastern High School and the Mayor's Office collected $1,200 to replace the stolen Girl Scout money. The individual that stole the money was caught. • Lieutenant Tom Fabus and Detective Michelle Bryant received an award from the One Hundred Club. • The Budget Hearing for LPD was held. LPD's budget addressed our policing philosophy and our mission statement. Thank you to Lansing Commissioner Carnegie for his help as the Chair of the Budget Committee. • There are 19 vacancies and there are 25 anticipated vacancies effective June 14, 2015. Six out of eight passed the FTO Program and they are in the shadow period. • A schedule of the Police Recruitment Informational Sessions was passed out. • Union negotiations began with FOP Supps. • Attended a Race Relations Summit which was a three-part program. • A meeting was held at the Jewish Center to discuss possible threats and emergency planning. • The ACLU Roundtable,discussing body cameras,was very productive. • Chief and Captain Darin Southworth attended the Bullying meeting in the Mayor's Office. • There has been an increase in heroin usage in Lansing. LPD and the Public Health Department are meeting, monthly, as a result of the increased heroin use and the deaths that have resulted. • City Hall on the Road is scheduled for Thursday to discuss budget. • The Sikh Parade is this coming Saturday. PUBLIC COMMENT ON AGENDA ITEMS Littleton Montgomery stated he spoke at the December 2014, board meeting regarding the death of his brother and those issues were resolved. He stated he is present at this month's meeting because he has some general concerns, as it pertains to homicide cases. 1. The department's practices, protocols, and policy as it pertains to homicide cases. He stated he spoke with the lead detective, on his brother's homicide, over six months ago about his brother's cell phone that was tagged into evidence. He would like to get the cell phone back and hasn't heard from the detective. 2. He believes the case should be based more on physical evidence and not heavily on narratives. He felt there was a general lack of curiosity about the case. Mr. Montgomery stated he came before the board because he thought the board needed to hear is concerns so the procedures could be tightened up which would impact community trust. Commissioner Noordhoek thanked him for taking the time to come and speak. Chief Yankowski asked if Mr. Montgomery talked to Captain Darin Southworth,which he hadn't. Chief Yankowski told him that he would pass the information along to Captain Southworth on his behalf. ADDITIONS TO THE AGENDA None. SPECIAL PRESENTATION None. 2-Page Board of Police Commissioners Meeting of 3/18/2015 APPROVAL OF MINUTES The Board reviewed the February, 2015 meeting minutes. Commissioner Mejorado asked the word baseball be changed to softball under her comments. Commissioner Kowalk-Thompson made a motion to approve the February Minutes,with corrections,supported by Commissioner Carnegie; approved unanimously. The minutes of the regular meeting of February 2015, were approved and will be placed on file with the Lansing City Clerk's Office. EDUCATION PRESENTATION Captain Daryl Green gave the Education Presentation on Recruitment. Captain Green handed out three documents in regards to Recruiting. He gave an overview of the Recruitment Fact Sheet. He stated there is a data base of 180 individuals that he is keeping updated for upcoming recruitment events. Since 2001 the state has lost 4,000 police officer positions. From 2001-2013 the department didn't do any recruiting. Part of the strategic plan is getting as much information out on social media which includes, Facebook, Twitter, Linkedln, National Magazines and the Veteran's Administration and Michigan Works. Captain Green stated there are short and long term strategies in place. Part of the long-term strategy is having the School Resource Officers talk to Lansing School District students at a young age, consistently, about working for the Lansing Police Department to try to capture some of those students by the time they graduate. He also stated the Lansing Department is the premier agency as it pertains to training and we are nationally recognized for the training we offer. There are many informational sessions coming up and the recruitment team has been in touch with some of the military bases to try and bring individuals in for job interviews. The team is looking at ways to better engage the community such as making a recruiting video in conjunction with TV-47. ADMINISTRATIVE REPORT from Chief Mike Yankowski • Wished everyone a Happy St. Patrick's Day • Lieutenant David Emmons retired, Officer John Hallett is being pensioned out on a duty disability; Sergeant Brian Bakos resigned; Sergeant Joe Brown is retiring in March; Tracy Jones was promoted to Detective, Sergeant Sosebee was promoted to Lieutenant, Officer Hughett was promoted to Sergeant and Officer Mills will be promoted to Sergeant. By June 14th, 2015,there will be 25 vacancies. • Five days of interviews were held. Twenty-three individuals were interviewed. Many individuals that applied didn't pass the background process or were not eligible. Six or seven out of the twenty-five will be moved onto the background stage. Three more processes will take place and the Cadet process will be held. • Nineteen individuals are out on injuries. • Attended the New Hire Reception. • The Polar Plunge raised$62,000 in donations. • Attended a Community Forum for my Sons of Allen. • The Citizens Police Academy will begin in May. • Post Academy was conducted. • The department in partnership with MSU applied for a grant to research body cameras. • New lap tops have been installed in the patrol cars. • On April 15th,2015,the new CAD system will be up and running. • The President's Task Force on 215t Century Policing is being worked on and many meetings have taken place. • Attended the HOPE Scholarship Program • Strategic Planning is being put together • The Budget will be presented to the Lansing City Council on March 23rd,2015 • The Public Service Committee held a meeting regarding automated license readers. They will be evaluated. Crowd Recovery was also discussed as well as 2 to 5 am parking. • A feasibility study is being done between the department and Ingham County in regards to facilities and the possibility of housing the county, the city and the courts together. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORTfrom DR.JOAN JACKSON-JOHNSON • The Mobile Food Pantry is Saturday. • Kids Connect will be held and will be sponsored by MSU and Meijers. • Forty-three individuals were in Sparrow Hospital's waiting room to keep out of the weather. • Cesar Chavez Ceremony is on 3/27/15 at the Kellogg Center. 3-Page Board of Police Commissioners Meeting of 3/18/2015 FRATERNAL ORDER OF POLICE No representative was present. DEPARTMENT REPORTS Commissioner Kowalk-Thompson made a motion to receive and place on file department reports for the month of February;supported by Commissioner Renfrew;carried unanimously. BOARD COMMITTEE REPORTS GovtCommunity Liaison Committee Commissioner Kowalk-Thompson attended the Blue Light Players to support Officer Whittaker. She stated the New Hire Reception was nicely done. Awards&Incentives Committee Commissioner Noordhoek stated the Awards Program will be held on May 12, 2015, at the Lansing Center at 6:00 p.m. He anticipates a great turnout. BudgetCommittee None. COMMISSIONER'S COMMENTS Commissioner Mejorado stated she would be back in town and be able to attend the April meeting. Commissioner Farhat stated she misses everyone and wished everybody a Happy Easter. Commissioner Sanchez-Gazella thank everybody for the reports. She will have knee surgery on April 20th,2015. Commissioner Kowalk-Thompson wished everyone Happy St. Patrick's Day and asked everyone to keep the officers in their prayers. She wished safe travels to Commissioner Mejorado and Commissioner Farhat. She also wished Commissioner Sanchez-Gazella good luck with her knee surgery. Commissioner Carnegie appreciated the reports that were given. Commissioner Renfrew appreciated the Education Report on recruiting. He is appreciative of Chief Yankowski, the officers and Commissioner Macon for supporting the Chief. He wished everyone Happy Easter. Commissioner Macon thanked Chief Yankowski for allowing him to attend the recruiting meetings and stated he was doing an outstanding job. Commissioner Noordhoek though the Education Presentation was great. OTHER BUSINESSIDISCUSSION ITEMS Chief Yankowski stated Mayor Bernero suggested putting together a temporary work group to bring individuals to the table to develop a protocol and educate all parties involved about critical incident handling. All parties should come up with an agreeable plan so everybody is on the same page with how,what,and when information will be released. Commissioner Noordhoek asked the board to review and support the following language: The Board of Police Commissioners hereby supports the recommendation of Mayor Virg Bernero to establish a temporary, independent panel of law enforcement, citizens and media in order to determine the most effective protocol for dissemination of pertinent information regarding specific Lansing Police Department activities. Further, the Board of Police Commissioners encourages that any information distributed by law enforcement, citizens or the media is conveyed in a factual and unbiased fashion. 4-Page Board of Police Commissioners Meeting of 3/18/2015 Commissioner Kowalk-Thompson stated she was in support of the language. She made a motion for the board to accept the language, supported by Commissioner Carnegie. Commissioner Renfrew asked for stronger language. Commissioner Kowalk-Thompson made a motion to open up discussion in regards to the language;seconded by Commissioner Sanchez-Gazella;supported unanimously. Commissioner Sanchez-Gazella suggested replacing the word encourages with the word expects. Commissioner Kowalk-Thompson asked that Commissioner Sanchez-Gazella sit on the panel. Commissioner Sanchez-Gazella accepted. Commissioner Kowalk-Thompson made a motion to amend the wording of the original motion as follows: replace the word encourages with the word expects;seconded by Commissioner Sanchez-Gazella; motion carried unanimously.
