After establishing a quorum, Commissioner Farhat called the meeting to order at 5:35 p.m. Commissioner Carnegie led the Pled; of QNiance. A
moment of silence was held for Reverend Michael Murphy and police officers around the country that have died in the Ilne-of-dy4y. commissioner
Farhat welcomed and introduced Commissioner Sanchez-Gazella who will be representing the 2^d Ward. Everyone preserjt_at the-meeting;in trod uced
themselves. Commissioner Sanchez-Gazella gave a brief overview of her experience and background.

APPROVAL OF MINUTES
The Board reviewed the December, 2014 Minutes. Commissioner Macon made a motion to approve the December Minutes, supported by
Commissioner Renfrew; approved unanimously. The minutes of the regular meeting of December, 2014, were approved and will be placed on file with
the Lansing City Clerk's Office.
EDUCATION PRESENTATION
Chief Mike Yankowski gave the Education Presentation which focused on issues happening in the country and President Obama's Law Enforcement
Task Force and how the Lansing Police Department is involved at the national level. Chief Yankowski explained the President,at the State of the Union
speech, would probably speak about 21st Century Policing and how to improve police and community relations. Community policing is based on nine
principals developed by Sir Robert Peel as follows:
PRINCIPLE 1 "The basic mission for which the police exist is to prevent crime and disorder."
PRINCIPLE 2"The ability of the police to perform their duties is dependent upon public approval of police actions."
PRINCIPLE 3"Police must secure the willing cooperation of the public in voluntary observance of the law to be able to secure
and maintain the respect of the public."
PRINCIPLE 4"The degree of cooperation of the public that can be secured diminishes proportionately to the necessity of the use
of physical force."

PRINCIPLE 5"Police seek and preserve public favor not by catering to the public opinion but by constantly demonstrating
absolute impartial service to the law".
PRINCIPLE 6"Police use physical force to the extent necessary to secure observance of the law or to restore order only when
the exercise of persuasion,advice,and warning is found to be insufficient."
PRINCIPLE 7"Police,at all times,should maintain a relationship with the public that gives reality to the historic tradition that the
police are the public and the public are the police;the police being only members of the public who are paid to give full-time
attention to duties which are incumbent on every citizen in the interests of community welfare and existence."
PRINCIPLE 8"Police should always direct their action strictly towards their functions and never appear to usurp the powers of
the judiciary".
PRINCIPLE 9"The test of police efficiency is the absence of crime and disorder,not the visible evidence of police action in
dealing with it."
President Obama formed a Task Force chaired by Charles Ramsey. The President assigned the following tasks:
• Expand 21s1 Century Community Policing
• Equip local law enforcement with military style equipment through the 1033 Program
• Advance the use of body-worn cameras for all officers
• Training
Chief Yankowski serves on the task force and is focusing on the following topics regarding the connection between the federal government
and the local level:
• Police legitimacy and community policing philosophies
• Obtain federal grants
• Training-Implied bias,procedural justice and ethics
• Body-worn cameras
• Expanding Community Policing
• Restart the Citizens Police Academy
• Recruiting

• Officer Pedro Valdez was involved in a traffic accident and is recovering
• Three officers were injured in the course of their duties after a B&E arrest
• Lee McCallister, Cold Case Detective obtained a warrant on a 2'Y2 year old unsolved homicide
• Tri-Tech, a new 911 system,will go live on April 15,2015
• Lieutenant Cherie Ballor will attend MSU's School of Staff and Command
• Lieutenant Tom Fabus will attend the FBI Academy
• Attended the Martin Luther King,Jr.,event at the Lansing Center
• The New Hire Reception will be held on February 25,2015,at the LPD Op's Center
• The FOP Non-Supervisory Union is the process of trying to ratify their contract

HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORTfrom DR.JOAN JACKSON-JOHNSON
• The fire at Friendship Manor was a challenge with five buses of individuals that were housed "temporarily" at the Lansing Center. The
collaborative effort from local leaders was wonderful.
• Officer Matt Salmon helped out with the Mobile Food Pantry and did a great job.

CALL TO ORDER
Commissioner Ko walk-Thompson: After having established a quorum,the meeting to order at 5:35 p.m. Commissioner Macon led the Pledge of
Allegiance. Commissioner Kowalk asked for a moment of silence for Commissioner Macon's father.
PUBLIC COMMENT ON AGENDA ITEMS
Commissioner Kowalk-Thompson: None.
ADDITIONS TO THE AGENDA
Commissioner Jan Kolp asked Chairperson Kowalk-Thompson to add to the Agenda discussion of purchasing Commissioner business cards and
the City of Lansing L-HOPE Program.
Commissioner Kowalk-Thompson stated she contacted the Mayor's office to check the status of the L-Hope Program and was told that it had
been discontinued. The board discussed whether they should ask the Mayor to reinstate the Lansing L-Hope Program. After further discussion
by the board, Commissioner Noordhoek stated he would support a motion to contact the Mayor's office, if the correspondence or email stated the
board wanted to convey their support for the L-Hope Program concept for LPD personnel as a way to encourage new LPD personnel to live in
the City of Lansing. Commissioner Kolp made a motion that Chairperson Kowalk-Thompson send a correspondence or email to Mayor Bernero
stating the Board supports the L-Hope Program concept for LPD personnel as a way to encourage new LPD personnel to live in the City of
Lansing.;supported by Commissioner Noordhoek; approved unanimously. Chairperson Kowalk-Thompson said she would provide an update at
the next Police Board Meeting.
Commissioner Kowalk-Thompson stated she checked with two former longtime Board of Police Commissioner members,one who wanted to
remain anonymous and former Commissioner Derrick Quinney regarding the purchase of business cards for board members. Both
Commissioners stated there were never business cards for Commissioners and they would not have supported the purchase of same.
Commissioner Kolp stated,while serving on the interview panel,she would have liked to have been able to hand out a business card to the
other panel members. Commissioner Kolp stated she would be willing to pay for her own cards. Commissioner Kowalk-Thompson asked if any
board members would support this request,none was shown. Commissioner Kowalk-Thompson reminded commissioners that our contact
information is available on the City of Lansing—Lansing Police Department website.

APPROVAL OF MINUTES
Commissioner Kowalk-Thompson: The Board reviewed the December Minutes. Commissioner Noordhoek made a motion to approve the
December Board Minutes;supported by Commissioner Macon;approved unanimously. The minutes of the regular meeting of December
17th,2013,were approved and placed on file with the Lansing City Clerk.

ADMINISTRATIVE REPORT
Chief Mike Yankowski:
• Condolences to Commissioner Macon regarding his father's passing.
• Storm Response Report-LPD was very active through the ice and snow storms. Deputy Fire Chief Trent Atkins and Chief
Yankowski have been appointed by Mayor Bernero to lead the review of the ice and snow storms. Many officers spent extra
hours working the storm.
• Special thanks to Dr.Joan Jackson Johnson and her staff who worked many hours making sure the citizens of Lansing had a
place to stay and were safe.
• The 2013 official crime stats aren't in, but it appears that homicides are down 23%and B&E's are down 11%. In 2014 the goal
is to decrease homicides.
• The Department of Justice Audit took place in 2013. The audit had not been performed for five years. The time frame the
auditors reviewed was 2008-2012. There were no major findings and a few things that can be improved such as set up
separate accounts for federal and state dollars and attach receipts to logs.
• Officer John Prince retired.
• K-9 Recon retired. Two additional dog teams will be brought on this year.
• New Officer Eric Boswell was hired.
• The New Hire Reception will be held on February 19,2014.
• Post Academy is the week of January 27th-315t, 2014. Twenty-three individuals were scheduled. Out of 23 most will be in the
process for backgrounds.
• Thanks to Commissioner Kolp for sitting on the interview panel for P01's.
• The Promotional process is getting ready to begin in February and March for Sergeants, Lieutenants, Detectives and Captains.
On April 15t,2014,a list will be put in place which will be good for two years.
• The Budget& Payroll Supervisor and Radio Technician positions are still not filled but are being worked on.
• The Shift Study is close to being finalized. The study will improve scheduling efficiency.
• Social media has been launched through Twitter and Facebook. A press release will go out in the near future.Twitter and
Facebook will be a useful informational tool. Officer Matt Salmon and Public Information Officer Bob Merritt are in charge of the
project with Captain Daryl Green overseeing everything.
• The budget process will begin soon.
• A final decision hasn't been made regarding whether or not to renew the lease at the North Precinct.
• Attended the MLK luncheon which was also attended by Dr. Clyde Carnegie and Sandra Kowalk-Thompson.
• The State of the City Speech is January 30,2014.
LEGAL ADVISOR UPDATE
Bill Kim, Legal Advisor. The administrative copy fee is being reviewed. A mock trial will be held for post academy which will include City Attorney
personnel, Prosecutor's Office personnel in Judge DeLuca's courtroom.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson:
• Special thanks to Officer Rick Thomas who has been working the food pantry.
• On December 25, 2013,the Advent house served over 2,000 individuals breakfast.
• Adopt-a-Family was held at St.Thomas.
• Three food drops were held last week.
• All shelters were over capacity during the storm except for the Mens'shelter at the Mission.
• Mark Bozo's place is open due to the cold temperatures.
• The Annual MLK Celebration in City Hall took place. Two teachers brought in students who performed at the program.
• Attended the MLK Celebration at the Lansing Center and MSLI.

Officer Rendon and Recon. Attended the Mayor's Inauguration and the MLK Celebration at the Lansing Center.

A meeting will be held on February 2, 2014,to review the awards that have been submitted. There are several officers that have been nominated.

COMMISSIONER'S COMMENTS
Commissioner Kowalk-Thompson gave her condolences to Commissioner Macon regarding his father's passing and wished him safe travel.
Commissioner Kolp asked the Commissioners to check the expiration date on their ID cards.
Commissioner Farhat no comment.
Commissioner Dr. Clyde Carnegie gave his condolences to Commissioner Macon in regards to his father's passing and stated that he is very
appreciative to the department and Chief Yankowski for their efforts during the two storms.
Commissioner Noordhoek no comment.
Commissioner Macon thanked everyone for their thoughts and prayers in regards to his father.
Commissioner Renfrew stated that he appreciates what the officers do to apprehend individuals.

APPROVAL OF MINUTES
Commissioner Kowalk-Thompson: Commissioner Kolp asked for correction to page 2 of the minutes,specifically,the sentence that reads:
Commissioner Kolp stated,while serving on the interview panel she would have liked to have been able to hand out a business card to
the applications. Commissioner Kolp requested the minutes be change to the following statement: Commissioner Kolp stated, while serving
on the interview panel she would have liked to have been able to hand out a business card to other members on the interview panel.
Commissioner Farhat stated that herself along with Commissioners Noordhoek Kolp attended the retirement ceremony for Recon. The Board
approved the minutes for January with those changes. Commissioner Noordhoek made a motion to approve the January Board Minutes with the
above-noted corrections;supported by Commissioner Kolp; approved unanimously. The minutes of the regular meeting of January 215t,2014,
were approved,corrected and placed on file with the Lansing City Clerk.
EDUCATION PRESENTATION
Sergeant Chris Baldwin and Officer Jimmy Garcia came in to discuss their duties, in the K-9 Unit. Sergeant Baldwin gave the board statistics
regarding the unit's activities for 2013. Officer Garcia stated he has been employed with the department for eleven (11)years and that he became
partners with Duke in March of 2013. He introduced Duke to the board and had Duke act out commands that were given by Officer Garcia. Duke
lives with Officer Garcia and his family and is a family pet,at home. Duke prefers women to men.

ADMINISTRATIVE REPORT
Chief Mike Yankowski
• The Lansing Police Department participated in the Presidential visit to East Lansing. Twenty-five officers worked three
hours performing traffic control duties from the airport to the venue.
• Deputy Chief Atkins and Chief Yankowski were appointed by Mayor Bernero to chair the After Action Review
Committee for the 2013 ice storm.
• Year-to-date crime stats show a 24%decrease in crime.
• Lieutenant Noel Garcia will retire from the department on February 28th,2014. Lieutenant Garcia's retirement
celebration will be held on February 27th,2014,at the North Precinct Gym at 11:30 a.m.
• The New Hire Reception is scheduled for February 19,2014.
• Officer Robert Dingwell and Officer Mark McAleer will be pensioned out for medical issues.
• Ramone Gude is a new hire in the Detention Unit.
• The Budget Control Supervisor position was filled by Donnarie Woods. Ms.Woods contacted Chief Yankowski, by
phone,and withdrew her acceptance of the position. The hiring process will start over.
• The promotional process for Detective, Sergeant, Lieutenant and Captain is currently being held. Thank you to
Commissioner Kolp and Chairperson Kowalk-Thompson for participating.
• The first initial budget will be submitted on Monday. Chief Yankowski will keep the board updated.
• Social media, Facebook and Twitter accounts are up and running.
• A shift study was conducted as to how Road Patrol can become more efficient and effective. Ten hour shifts have
been proposed to the unions and platoons.
• The VCI Unit will have five officers,a detective and a sergeant. The unit's work will be sector based problem-solving
which will begin on May 3,2014.
• The main department goals for 2014 are as follows: Reduction in violent crimes, increase neighborhood watches, use
a data-driven approach to reduce part one crimes and homicides,while improving the clearance percentage.
• Reduce youth crimes,utilizing the GREAT Program and the School Watch Program.
LEGAL ADVISOR UPDATE
Bill Kim,Legal Advisor:
• The post-academy mock trial was a success. The participants were myself,Judge DeLuca, Magistrate Millmore,
Anethia Brewer, Sherrie Guess and Billie O'Berry.
• Taking a proactive approach to reviewing the policies and procedures of the Department,more frequently,checking to
make sure they are up-to-date for language,clarity and prioritizing operational procedure review.
HUMAN RELATIONS AND COMMUNITY SERVICES
Dr. Joan Jackson Johnson:
• The Mobile Food Pantry was held on Saturday, February 15,2014. The need continues to grow.
• There are still challenges getting citizens'utilities turned on. Mayor Bernero is helping to resolve the issue.
• The Annual Policy Forum is scheduled for March 12,2014.
• Thank you to Chief Yankowski and the officers who work the Mobile Food Pantry.
• A count of Lansing's homeless persons was held.

Gov't/Community Liaison Committee
Commissioner Kowalk-Thompson reported that she and Commissioners Farhat, Noordhoek and Kolp,attended the retirement ceremony for
Officer Rendon and Recon. She thanked Commissioner Farhat for initiating the Lugnuts Ball Game and the City Suite. Commissioner Kowalk
stated that she drafted and sent a letter to Mayor Bernero regarding L-HOPE. She contacted Renee Freeman to make sure the Mayor received
the letter. Commissioner Kowalk-Thompson stated she had a chance to speak with the Mayor and he said the money comes out of the general
fund and it was that time of year for budget. We'll have to wait to see how things fall into place.
Awards&Incentives Committee
Commissioner Noordhoek stated the committee met and there were several officer and citizen awards submitted.

A draft copy of the 2014 Annual Report was passed out to board members. Commissioner Kolp stated the commission date for Commissioner
Kowalk-Thompson should be changed to 2015. Commissioner Kowalk-Thompson stated she would email Michelle the changes to her letter.
Chief Yankowski asked the board for any comments regarding the lay-out and format of the report. Discussion ensued regarding leaving
Commissioner Macon's photo in the report or to take it out. Commissioner Macon made a motion to give board members two weeks to
review the report and submit their changes to Michelle Reddish;supported by Commissioner Renfrew;approved unanimously.

Commissioner Kowalk-Thompson: The Board reviewed the February 18th,2014, Minutes. Commissioner Drew Macon made a motion to

Investigations(CSI) Unit. CSI is called out to high-profile crimes. Officer David Lowndes also works in the unit. In 2013, 100 crime scenes were
processed, 60 vehicles, 550 fingerprints were lifted,53 search warrants,and 100 swabs for DNA were prepared and taken. Question and answer
ensued. The board thanked him for a very informative presentation.
ADMINISTRATIVE REPORT
Chief Mike Yankowski:
• Condolences were passed on to Commissioner Kowalk and her family.
• Thank you to the board for their input on the Annual Report.
• Thank you to Commissioner Kolp for her work on the New Hire Reception.
• Promotional ceremonies were held for Sergeant Katie Diehl and Lieutenant Ryan Cressman. Good byes were given to Officer Mark
McAleer and Officer Robert Dingwell, along with a Retirement gathering for Lieutenant Noel Garcia.
• Attended the 1-96 shooter sentencing in Livingston County.
• Life O'Riley-The department has been working in a"peace-keeper"capacity.
• Attended the South Lansing Business Association Lunch as the Keynote Speaker.
• The Shift Study is completed. Negotiations were held with the union. Effective May 3,2014 the new shift schedule will begin. The
highest peak time for service is 3:00 p.m. to 5:00 p.m.
• A Captain position will be added to the Staff Services Division and a Lieutenant position will be added to Road Patrol. Resources will be
focused in the most dangerous areas of the City.
• Community Policing Officers will be expanded from six to ten.
• Budget books were passed out. Budget instructions were followed from the Finance Department to form a budget which will maintain
services"as is"and to form a decision package which includes: School Watch Program, Parking Officer position and Cadet Program.
The biggest cost is at$38 million dollars which maintains 235 employees.
• Facilities-The lease for the North Precinct expires in August,2014. Discussions are being held regarding leasing the Hill Center from
the Lansing School District. There are a few more options that are being reviewed.
• Officer Aaron Terrill suffered injuries while on a call. He is home resting for a couple of weeks.
• Snow Ordinance-The department has been charged with enforcing the Snow Ordinance. Tier one roads were targeted with over 370
snow notices and two civil infraction tickets being issued.
• Ice Storm-The committee is still in the process of reviewing procedures.
• Potential flooding-There is a thread of potential flooding. Planning and preparation is taken place ahead of the event.
• Work is being done to fill open positions.
• Attended the Bea Christy Awards Dinner and the Crime Stoppers Breakfast.
LEGAL ADVISOR UPDATE
Bill Kim, Legal Advisor. Bill Kim addressed various issued from the Chief and Patrol Officers.

board will meet at 5:30 p.m.to discuss the budget. Five members are needed to have a quorum.

EDUCATION PRESENTATION
Officer Matt Salmon, Lansing Police Department: Officer Salmon spoke about his background with the Department,including his
previous postings with S.T.A.R.T.,and focused he presentation on the duties of the Community Policing Officer in the Downtown
district. Officer Salmon presented several case studies including his response to issues in the downtown area, including Rudder Park,
CATA, and the unique issues faced as the Downtown CPO as opposed to those faced by the neighborhood CPOs. Officer Salmon
also spoke about the value of his S.T.A.R.T.training in regular police work, and thanked the Board of Police Commissioners for its
support during the preceding years of budget challenges.

Bill Kim, Legal Advisor. Legal Advisor Kim updated the Board on legal issues facing the Department, particularly the rise in panhandling
complaints.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson: Thanked the Board for LPD assistance in food distribution through the mobile food pantry,provided updates on the
challenges faced by both LPD and Human Relations in regards to the closure of the Life O'Reilly trailer park,and also updated the Board regarding
upcoming challenges with P.A.615 Utility Assistance programs. She also updated the Board on the EEO review for the Cadet Recruitment process
and informed the Board about the next Mobile Food Pantry at Lansing Catholic Central in May.

Awards&Incentives Committee: Commissioner Noordhoek provided the update for the Awards and Incentive Committee. Invitations for
the annual LPD awards ceremony have been sent out. The 2014 awards ceremony is scheduled for 6:00 PM on May 14.
Budget Committee: There was no report from the Budget Committee. Chairperson Kowalk-Thompson and Commissioner Carnegie plan
to attend the budget meeting as representatives of the Board.

Commission Investigator Report: Bernard Brantley reported that a closed case report has been forwarded to Internal Affairs,with a
meeting to be scheduled at a later date. Investigator Brantley also responded to a question from Commissioner Noordhoek regarding
changes in his procedures due to systems changes implemented by the Department.

ADMINISTRATIVE REPORT
Chief Mike Yankowski:
• FYI Budget-Thank you to Commissioners Carnegie and Renfrew for their help with the FYI Budget. The FYI Budget proposal was
submitted in the amount of, a little over,$38 million dollars. The Hill Center proposal was accepted. The North Precinct operations will be
moved by August 31, 2014. The Lansing School District will begin the bid process for renovations. The Cadet Program and the School
Watch Program was also included and approved.
• Double Homicide-A double homicide occurred on May 12,2014, at the Rite Aid in Lansing and East Lansing. The first homicide occurred
at the Rite Aid in Frandor and the second homicide occurred in East Lansing. It was quickly determined by Lansing Police Department
officers that the two homicides were related. The accused was taken into custody 4'/z hours after the homicides. The Violent Crime
Initiative Team was on the scene within ten minutes. Mr.Ado's memorial is scheduled for Wednesday. The second victim's memorial was
held last week.
• Awards&Recognition Program-Thank you to Commissioner Noordhoek and Commissioner Farhat for their support of the Awards
Ceremony. There was a great turnout and the program was a success. There was a nice mix of citizens and officers.
• Promotions-The following individuals were promoted: Darin Southworth to Captain, Kyle Schlagel to Sergeant, Ryan Cressman to
Lieutenant, Hung Tran to Lieutenant, Sue Baylis to Lieutenant, Katie Diehl to Sergeant,Justin Moore to Sergeant, Billy Windom to Sergeant,
Jeff Winarski to Sergeant, Nate Osborn to Sergeant and Ellen Larson to Detective. A few more promotions will take place in June. Good
Bye's were held for Officer Dingwell,Sergeant Thornburg and Officer McAleer.
• Personnel/Hiring-There have been 19 new hires since September and two more are scheduled to begin on June 2,2014. Interviews for
police recruits will begin soon.
• Events Attended: MI COPS Memorial Service, 100 Club Awards where Officers Eichenburg and Johnson received recognition from the 100
Club. The Honor Guard attended the National MI COPS Memorial.
• Reorganization-A press conference was held regarding reorganization. A huge decrease has already been noted in calls for service
holding,after the switch to a ten-hour schedule change.
• GREAT Press Conference-A press conference was held regarding the GREAT Program, last week. Shaheen Chevrolet donated a van
and CMG donated the design for the van. Commissioner Macon's first class of students will graduate from the GREAT Program. A
ceremony will be held on May 281h, 2014,at 8:30 a.m. Commissioner Macon thanked Chief Yankowski for bringing the program back.
• School Watch-A press conference scheduled for the School Watch Program was cancelled. The program will be launched with Sexton
being the pilot.
• Self-Defense Classes-50 individuals signed up for the May 20th,2014,class and 38 individuals have signed up for the June 2, 2014,class.
• The 34th annual Cristo Rey Festival is this Friday through Sunday.
• The Explorer Pancake Breakfast will be held this Saturday between 8:00 a.m.and 10 a.m. near the Lansing Mall.
LEGAL ADVISOR UPDATE
Bill Kim, Legal Advisor. Bill Kim explained there were two training bulletins in the packets which were sent to the officers. Bill stated, he was is
the lead counsel on a few lawsuits involving the department. One of the lawsuits has been dismissed. Commissioner Noordhoek asked Bill Kim
to email him all the training bulletins he has produced. Bill Kim will forward the bulletins to Michelle Reddish who will email them to Commissioner
Noordhoek.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr, Joan Jackson Johnson:
• Working on the Life O'Riley issues in regards to housing.
• The homeless numbers are rising.
• Mobile Food Pantry is at St.Casmir.

Commissioner Farhat stated she attended the School Watch press conference that was cancelled shortly after she arrived. She enjoyed visiting
with Officer Sandoval.
Commissioner Renfrew thanked Chief Yankowski for his work and appreciates listening to Joan Jackson Johnson, Bill Kim and Bernard Brantley.
Commissioner Macon echoed Commissioner Noordhoek's sentiments and thanked Chief Yankowski for the GREAT Program and his
sponsorship.
Commissioner Noordhoek thanked Chief Yankowski for doing a remarkable job. He has noticed that officer's enthusiasm and morale is up.
Commissioner Mejorado reminded everyone about the Cristo Rey Fiesta this weekend.
Commissioner Carnegie attended the Awards Program and thought it was well done. He also enjoyed the reception. A lot of thanks goes to the
City for the caliber of people being hired. He also thanked all of the School Resource Officers and the manner in which they perform their tasks.

PAL Golf Outing Tee Sponsorship-Commissioner Kowalk-Thompson asked the board if they wanted to sponsor a tee for this year's PAL Golf

EDUCATION PRESENTATION
Commissioner Ko walk-Thompson: Dr. Knight with Eaglevision Ministries at Michigan Works and students working towards their GED gave a
presentation on Human Trafficking. Commissioner Noordhoek thanked them for their interest on this subject. Chief Yankowski gave Dr. Knight a
business card and offered his help to the group.
ADMINISTRATIVE REPORT
Chief Mike Yankowski:
• Budget Wrap-Up-The budget was accepted and passed by the City Council and is effective on July 1,2014. The department has 197
sworn officers with a total of 239 positions including civilians and support staff. The Cadet Program was added. The cadets will work at the
department, attend school and then be sponsored,by the department.in the Mid-Michigan Police Academy. There are 100 open positions
that need to be filled, by the City,ten are within the Lansing Police Department.
• The Hill Center was approved as the,temporary, location for the North Precinct with$475,000 approved for 2014 and$475,000 approved
for 2015 to cover moving and expenses.
• Officer Matt Kreft was promoted to Sergeant, Officer Paul Beasinger was promoted to Sergeant and Officer Jeremy Wonnacott was
promoted to Detective. Officer Brent Listerman resigned.

• Out of the new hires, 20 out of 21 remain in the program.
• Officers Adam Booth and Nick Zuber have started work.
• The restart of the GREAT Program has ended and was a big success. The GREAT Program will host at least six events this summer.
• The Wainwright Park Neighborhood Picnic will be held tonight.
• Sergeant Rob Backus completed the gth class of Staff&Command at MSU. Sergeant Backus was elected Vice President of the class.
• Attended the PERF Conference in San Diego, California. There were 500 executives in attendance from all over the world. Some of the
topics covered were violent crimes,domestic terrorism, personnel hiring and domestic terrorism.
• Captain Darin Southworth was selected as the Michigan representative for the Special Olympics Law Enforcement Torch Run.
• The Sunset Market investigation wrapped up and led to some convictions and over$100,000 in forfeiture money.
• The School Watch pilot program was launched in the area of Sexton with five volunteers during the last two weeks of school.
• During the last two weeks of school,extra resources were in place. No major issues occurred on the last day of school.
• Events that took place: Cristo Rey, Board of Water&Light Chili Cook-off, Fish Rodeo, Festival of the Sun&Moon. Common Ground and
4th of July are coming up. Extra resources are in place regarding Common Ground and the 4th of July Fireworks. The curfew for fireworks is
July 3,4th and 5th 12:00 a.m. and 8:00 a.m.
• Police Recruit interviews were held over a six-day period,thirty-three individuals were interviewed.
• Crime reports show there was a 13%decrease in crime and a 21%decrease in property crimes.
• Aggressive investigations are taking place regarding homicides and shots fired.
• Cold Case Detective, Lee McCallister spent a considerable amount of time organizing information regarding cold cases from 1963 to
present.

subject to FOIA if personal email is used for work purposes? Essentially,emails that involve City business for the board are subject to FOIA.

Dr. Joan Jackson Johnson: -Absent. Bernard Brantley stated the Food Pantry will be held at the Pennway Church of God and he and Dr.Joan

EDUCATION PRESENTATION
Commissioner Farhat: Sergeant Rob Backus and the Violent Crime Impact Team Members,Officers Ford, Lomakoski, Matthews and Cosme
spoke about the Violent Crime Initiative(VCI). The VCI Team consists of Sergeant Rob Backus, 14 years with the department,Officer Cedric
Ford, 10 years with the department, Officer Angie Matthews,9 years with the department, Officer John Cosme, 17 years with the department,
Officer Dave Lomakoski, 10 years with the department and Officer Greg Parrott, 13 years with the department.
The idea to form the VCI Team came from Dr. David Kennedy. The goal of the VCI is to identify offenders,identify hot spots and target and focus
on specific offenders and areas. Once contact is made with an offender,they are notified that are being watched and offered help. If the offender
chooses not to take advantage of the help given and continue with criminal behavior,they will be apprehended. Boston began utilizing the VCI
and they showed a 60%decrease in homicides. Many other cities are utilizing the VCI. Lieutenant Tom Fabus runs the Ingham County VCI
Team.

ADMINISTRATIVE REPORT
Chief Mike Yankowski:
• Police won Battle of the Badges. Another battle/blood drive will be held on July 29th,2014, between 10:00 a.m. and 4:00 p.m.
• GREAT is holding summer activities. A Leadership event is scheduled on July 17th,2014 and a Basketball Clinic will be held on July 24th,
2014.
• July 4th-140 employees worked the fireworks detail,the evening was uneventful. Citizens reported it wasn't as bad as it has been in the
past with regards to fireworks. Officers wrote 18 tickets, 15 misdemeanors,7 traffic tickets, 10 reports taken and 31 warnings issued.
• Common Ground was held over a six night period. Approximately 38,000 attended the event. There were 4 arrests,39 alcohol-related
offenses, and a few issues involving drugs.
• The Hill Center project is progressing with a move by date of August 31It, 2014.
• The Color Run event was very nice.
• The VCl/Capital Area Teams took two handguns off the street by targeting stolen mopeds.
• Detective Cathy Farrell resigned
• Lieutenant Judy Horning's last day is August 1,2014. A retirement ceremony will be held at 11:00 a.m., at the North Precinct on July 31st,
2014.
• Attended Retired Chief Jerry Mills'funeral.
• The City Picnic will be held on August 7th,2014,at the Cooley Law Stadium.
LEGAL ADVISOR UPDATE
Bill Kim, Legal Advisor. Bill Kim stated he has been representing the department, in court,on lawsuits, addressing departmental questions and
explained the latest training bulletin.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson:The HRCS Department has been busy addressing citizens'needs.
• Kids'Connect sponsored by the City of Lansing in conjunction with TK Duckett will be held on August 18,2014, at the Lansing Center.
• Community Connect will be held on September 8,2014, at the Lansing Center.
• The Mobile Food Pantry will be held at Trinity Church this weekend.
• Issues are still being addressed in regards to the Life O'Reiley Mobile Home Park.

EDUCATION PRESENTATION
Commissioner Farhat: Abby Vanderlaan gave a presentation on her job responsibilities along with a report on all of computer systems she is
responsible for. Abby has worked for the department for fifteen years in October. She is responsible for the Records Management System. She
handles the FBI audits and meets with vendors. She is currently working on a homicide project inputting all the homicides since 1958 in one place
on the system. She prepares several reports for anyone who might need information in the department. The department is reviewing a new

to Maria and apologized for not singing Happy Birthday as he was sitting in a conference.
OTHER BUSINESS/DISCUSSION ITEMS
Commissioner Macon stated he spoke with the Blue Light Players and told them he would ask the Board if they were interested in sponsoring an
Ad for$50. He made no commitment one way or the other. Commissioner Noordhoek stated he was not against sponsoring an ad, although, he
felt there should be discussion about creating a structure of how much,when and for who donations could be made and/or could donations
possibly be shared or in conjunction with LPD administration. He also suggested finding out what donations LPD Administration makes so as not
to duplicate donations. Michelle Reddish stated the administration placed an ad for the Blue Light Players once in the amount of$100.00 when
Chief Szymanski was here,that was the only time. Commissioner Kowalk-Thompson stated she would be agreeable to sponsor an ad and stated
because Board Members donated to PAL they could switch to the Blue Light Players and rotate donations in the future. Commissioner Kolp
suggested sponsoring donations by purchasing tickets to the functions. Board members were agreeable to purchase tickets and asked
Commissioner Macon to convey to the Blue Light Players that the Board would not be making a donation,this year, but would discuss it for the
future. Commissioner Farhat asked Commissioner Macon to check into purchasing tickets. Tickets are$8.00. Commissioner Kowalk-Thompson
stated the Government Committee could discuss different options for donations in January and report back to the board. Joan Jackson-Johnson
stated the HRCS Department would purchase an ad in the amount of$50.00.

My regrets but I will not be able to attend the September Board meeting due to the fact
that I will be in Chicago attending a special Police Executive Forum (PERF) National
Summit on How Chief's Deal with Crisis and current state of policing in America in 2014.
1 will report back on my findings.
In my absence for today's meeting, I have provided the following report for the Board. I
would be more than happy to address any further concerns as needed.

Commissioner Farhat: The Board reviewed the July, 2014, Minutes. Commissioner Renfrew made a motion to approve the July Minutes;
supported by Commissioner Kowalk-Thompson;approved unanimously.The minutes of the regular meeting of July,2014,were approved
and will be placed on file with the Lansing City Clerk.
EDUCATION PRESENTATION
Commissioner Farhat: Chief Mike Yankowski gave a presentation on Rebuilding LPD. It began with a Shift Study where ten hour shifts(4 shifts)
(a six week work cycle-42 days)was put into effect. Officers pick their shifts based on seniority. There are 92 patrol officers,4 lieutenants and
18 sergeants which was based on response times,crime statistics and many other factors. There are four platoons,one officer per car with
Community Policing Officers added for Moores Park, Genesee and Potter/Walsh,one sergeant and five officers added for VCI and 1 captain
added. There are 197 authorized sworn personnel and 197 actual sworn personnel. Eight recruits are in the academy and will graduate
December 12,2014. The Lieutenants are responsible for calls for service and ultimately in charge of all the crime issues. Sector 1 covers the
northeast area of the city,sector covers the northwest area of the city,sector 3 covers the southwest area of the city and sector 4 covers the
southeast area of the city.

Chief Mike Yankowski:
• Attended National Night Out on 8/12/14. The weather wasn't the greatest but it got better later in the evening. The event was well attended.
• The Police Academy graduates December 12,2014.
• Dennis Prisk was hired as the Budget Control Supervisor. Fred Kracker's last date is Friday,August 22, 2014.
• Jeremiah Lane was hired as the new Parking Enforcement Officer. One Parking Enforcement Officer will be working the night shift.
• Lieutenant Judy Horning retired on August 2,2014.
• Kyle Schlagel was promoted to Sergeant,Scott Polhemus was promoted to Detective and Eric Eichenberg was promoted to Lieutenant
• Employees are moving into the Hill Center. The remodeling is 90%done. The Hill Center will be fully operational on Friday,August 22,
2014.
• GREAT Program had 18 summer events. GREAT reached over 500 kids during the summer programs.
• LPD has been authorized to get 15 new patrol vehicles by December 15t,2014
• Regarding Sexton,four arrests have been made.
• Unfortunately Mark Luplow who was missing was found deceased.
• Kids Connect took place at the Lansing Center

Bill Kim,Legal Advisor. Bill Kim stated he has been assigned another lawsuit and has been working on the latest training bulletin.

EDUCATION PRESENTATION
Commissioner Farhat: Sergeant Rodney Anderson passed out an activity report and program concepts information. Sergeant Anderson is the
Team Coordinator for the GREAT Program. Sergeant Anderson answers to Captain Daryl Green. He handles the planning and logistics for the
program. The GREAT Program partners with the Lansing Police Department, Parks and Recreation Department,Shaheen Chevrolet and Central
Michigan Graphics. The GREAT sportsmobile was donated by Shaheen Chevrolet and painted by Central Michigan Graphics. The sportsmobile
has proven to be a big draw at many events. The GREAT Program numbers are growing with each scheduled event. GREAT was recognized by
the National GREAT Program by placing a photo with twenty students from Lansing on their Facebook page. Mayor Bernero and Senator Mike
Rogers honored GREAT with proclamations on National GREAT Day. GREAT is working with the Parks and Recreation Department to develop
an application that can be filled out by service clubs and organizations to have speakers at their events. (See attached reports provided by
Sergeant Rodney Anderson). Commissioner Kowalk-Thompson stated that it has been wonderful having the GREAT Program involved with the
Boys and Girls Club of Lansing.

ADMINISTRATIVE REPORT
Chief Mike Yankowski stated:
• The Department of Justice, COPS Grant,was submitted in May. The grant was to hire five officers no later than April 1,2014. The grant
will pay 75%and the City will pay 25%to hire five SRO's and/or CPO's. Mayor Bernero approved the grant award which will be sent to
City Council,for approval, in the near future. A new P01 roster will be in place by mid-November.
• A 10-hr.model has been in place for the past six months. An official review of response times will be done. At this time it appears
response times have improved by 58 seconds.
• It is week ten in the police academy and there are still eight recruits in place. The academy should be finished on December 12th,2014.
• The Operations Center Open House was held and was well attended. There are a couple of items on the punch list that need to be
completed.
• Three Detention Officers will start work on October 27th,2014.
• Officer Bryan Curtis was promoted to Sergeant, Officer Angie Matthews resigned,and Sergeant Dave Ellis retired.
• 13 SUV's should be operational by the end of January.
• Information on Ebola was sent to employees. Michigan is in the low-risk category for Ebola.
• Captain Daryl Green and Chief Yankowski attended a Men's Summit sponsored by the Greater Lansing Clergy Forum which focused on
anti-violence seminar. The LPD recruiting team also was in attendance.
• Bill Kim will be rotating out of LPD and moving on to another City Department. Kristin Simmons,from the City Attorney's Office will be
working with LPD. It is not sure how long each attorney will serve before they are rotated out. Bill's last meeting will be in December.
Kristin will attend the November meeting to begin transitioning into her new role.
LEGAL ADVISOR UPDATE
Bill Kim, Legal Advisor stated he will bring Kristin Simmons to the November board meeting. He has enjoyed working with the department and the
board. He also mentioned that a Human Trafficking bill has been backed by the legislature and should be passed in the house within two weeks.

• Joan Jackson Johnson was not present because she hurt her knee.
• The Mobile Food Pantry was held at the Tabernacle of David Church and was well attended. The next Mobile Food Pantry is at South
Church of the Nazareen on November 3rd,2014.
• Joan Jackson Johnson began a Feed the Babies Keep Them Dry program a couple weeks ago and there were 30-40 families in
attendance.

Commissioner Farhat wished Maria a wonderful winter.
Commissioner Kowalk-Thompson stated she, along with several other board members, attended the promotion and retirement celebration. Chief
Yankowski's format for promotions and retirements has helped with attendance at the events and it is a different environment than in the past.

Commissioner Farhat: The Board reviewed the October,2014 Minutes. Commissioner Kowalk-Thompson made a motion to approve the
October(Minutes;supported by Commissioner Noordhoek;approved unanimously.The minutes of the regular meeting of November,2014,
were approved and will be placed on file with the Lansing City Clerk.
EDUCATION PRESENTATION
Commissioner Farhat:-Public Information Officer, Bob Merritt was scheduled to give the Education Presentation. Officer Merritt couldn't attend
due to a conflict with his schedule. He is scheduled to give the Education Presentation for the December 16th,2014, meeting.
ADMINISTRATIVE REPORT
Chief Mike Yankowski stated:
• The Internal Review Board compiled their report regarding the death of Joseph Manning. Joseph Manning hung himself in the Detention
Facility on August 23rd,2013. The review board members consisted of Captain Daryl Green, Captain Jim Kraus,Captain Darin
Southworth, Lieutenant Sue Baylis, Lieutenant Hung Tran, Sergeant Guy Pace, Lead Detention Officer Brian Kelley and Don Kulhanek,
Chief Deputy City Attorney. The report was sent to Commissioners via email and a copy was provided at the board meeting. Detention
Officers tried to revive Mr. Manning to save his life. The Lansing Fire Department was called and they transported Mr. Manning to the
hospital where he was taken of life support.

• The bridge card investigation is completed. The Ingham County Prosecutor did not issue criminal charges. The Lansing Police
Department Office of Internal Affairs investigated this matter over 8'/2 months. The internal investigation resulted in 17 sustained
complaints, 12 current employees and 5 retired employees received discipline. LPD supervisors were held to a higher standard regarding
accountability. Corrections have been made regarding deficiencies in this matter.
• Trick-or-Treat on the Square was held on October 27th,2014. The event was well attended with the largest crowd since the event began.
The GREAT van was present.
• Officer Matt Salmon has been working with Dr.Joan Jackson Johnson on a grant which provides housing for the homeless. Officer
Salmon did a great job! There are 11 individuals that will be relocated to permanent housing for the winter.
• The FBI Crime statistics for 2013 were released on November 10th, 2014. In 2013 there was an increase of 11.6%in violent crime and a
4.9%increase in property crimes, homicides were reduced by 4%, arsons were reduced by 20%, robberies increased by 26%and CSC's
increased by 38%,with the change being 98 to 127 from 2013 to 2014.
• The VCI Impact Team made over 270 arrests.
• On October 215t, 2014,there was a murder/suicide at McClaren Hospital. LPD Officers did a fantastic job handling this situation. The
department received many positive comments from the public.
• There was a homicide which involved a domestic situation. The individual is in custody.
• A thirteen year shot himself while playing with a loaded firearm. Unfortunately,the injuries were fatal.
• Three new Detention Officers started on October 27th, 2014.
• Thank you to the Commissioners that attended the retirement ceremony of Detective Rich Reust and the promotion of Officer Eric
Janzen.
• Seven individuals are progressing through the police academy with one individual resigning. The graduation will be held on December
12th,2014.
• A new P01 process will begin soon which affords the department the opportunity to hire 20-25 more officers in 2015.
• The annual Neighborhood Watch Coordinator's Meeting was held. The topic of the meeting was Emergency Preparedness.
• New patrol cars are on the streets. They replaced vehicles that had over 100,000 miles. Fifteen new 44 Explorers will be out on the
roads soon.
• Silver Bells in the City will be held on Friday, November 21, 2014.
LEGAL ADVISOR UPDATE
Bill Kim, Legal Advisor stated: He provided information regarding Ebola to the appropriate officers. Detention Officers received a brief legal
update on a variety of matters. Kristin Simmons was introduced to the board.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr.Joan Jackson Johnson stated:
• Eleven individuals were cleared out of an encampment near Olympic Broil. The City of Lansing received the only pilot program in the
State to provide permanent housing to homeless individuals.
A food pantry was held on Saturday at the Church of the Nazarene.
• Officer Matt Salmon is an easy person to work with. He relates well to the homeless and they seem to respect him.
• The HR Department is facing challenges regarding shut-off notices that the citizens of Lansing are receiving early in the season.

is looking forward to working with Assistant City Attorney, Kristin Simmons and wished Bill Kim Good Luck and Happy Holidays! Go Green, Go

After establishing a quorum, Commissioner Farhat called the meeting to order at 5:43 p.m. Commissioner Macon led the Pledge of Allegiance.
PUBLIC COMMENT ON AGENDA ITEMS
Lilton Montgomery stated he lives in the first ward. On September 16th, 2014, his brother, Christian was shot and killed. His family wants his belongings
back. He stated, he and his family want information about the case. He believes the detective's communication with his family hasn't been very
positive. Mr. Montgomery, and his family, do not believe Christian's death was justified. Chief Yankowski expressed his condolences to Mr.
Montgomery, and his family, and stated they have spoken several times. Chief Yankowski explained the information will be provided in the future but
because the case is an open investigation, it can't be provided at this time and the Department is limited on the type of information that can be shared.
Chief Yankowski offered to meet with Mr. Montgomery and his family. Chief Yankowski stated that Stuart Dunnings, Ingham County Prosecutor makes
the final determination on whether criminal charges will be issued.

Public Information Officer, Bob Merritt, gave the Education Presentation. Officer Merritt gave an overview of his career over the past 24 years and
stated he is scheduled to retire May 1,2015.

• Introduced Kristin Simmons,Assistant City Attorney
• Asked for a moment of silence for Ingham County Deputy Whittaker who lost his life in the line-of-duty. An arrest was made this week.
• Officers assisted Lansing Township with an officer-involved shooting. The case has been turned over to Michigan State Police for
investigation.
• A Community Forum was held on Tuesday, December 9th, 2014, at Union Missionary Baptist Church. There were several hundred citizens in
attendance along with many other law enforcement agencies. This forum initiated dialog between City officials, citizens,and law enforcement,
The forum provides the department with an opportunity to educate the public in conjunction with a format for sharing information. The
Department's presented a plan, at the forum, which includes data tracking and body cameras. Mr. Charles Ramsey is the Chair of a
committee assembled to discuss these types of issues. Chief Yankowski knows Mr. Ramsey and has worked with him in the past.
• Eight individuals attended the Police Academy with seven graduating.
• On Monday,another hiring process will begin. This process allows twenty officers to be hired.
• The Operations Center is up and running. There are a few issues that need to be addressed such as the heating and cooling system, and the
installation of a fence in the Northeast parking lot.
• Some of the new vehicles are on the road. Approximately fifteen cars will be replaced with Explorers,in the near future.
• Janene McIntyre,City Attorney and Human Resources Director spoke about the hiring process. Several changes have taken place which will
provide transparency to the process. The Board will now be involved in providing recommendations regarding hiring. More information will be
provided at the next board meeting. She believes these changes will help the department stand out from other cities and this process will
produce candidates who represent the community they will serve.
LEGAL ADVISOR UPDATE
Bill Kim, Legal Advisor thanked the board and stated he enjoyed the time he has worked with the department.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON REPORTfrom DR.JOAN JACKSON-JOHNSON
• Family boxes will be delivered during the week of Christmas by the Feed the Kids Program.
• Last Friday,officers assisted in deliveries at St.Thomas Aquinas Church in East Lansing and will also help during the week of Christmas.
• The Mobile Food Pantry will be at the Bread House Church next week. Food is provided through a partnership with Meijers and MSU.
• The process is being narrowed in regards to filling Guillermo Lopez's position.
• The shelters are on overload. A meeting took place with the State of Michigan to get help with housing.
• Thank you to Janene McIntyre, City Attorney for vacating the 4th floor and giving the space to her department. The Human Resources Division
will share space on the 8th floor with the Finance Division.
• Volunteers are needed to help with deliveries on Christmas morning.

Commissioner Farhat hopes everyone has a very safe Holiday Season and a Happy New Year.
Commissioner Kowalk-Thompson introduced herself to Lilton Montgomery and invited him to share the mail. She stated how impressed she is with
Chief Yankowski by the way he conducts himself with everyone he comes in contact with. She wished everyone a Merry Christmas and is planning on
baking some cookies to deliver to the officers at the Operations Center.
Commissioner Renfrew wished everyone a Good Holiday. He explained he is doing well with the jail ministry.
Commissioner Carnegie wished everyone a safe and Happy Holiday Season. He stated it was a pleasure working with Bill Kim and thanked Chief
Yankowski for providing transparency within the department through his Chief Updates. He admires Chief Yankowski's ability to go anywhere in the
public and be recognized with respect. He believes Chief Yankowski has helped the City tremendously and his communication with the Board is
excellent. Commissioner Carnegie expressed what an honor and a pleasure it has been serving on the Board.
Commissioner Noordhoek thanked Bill Kim for his work on the Board and welcomed Kristin Simmons, Assistant City Attorney. He stated, Janene
McIntyre's news about being involved in the hiring process was very important. He wished everyone Happy Holidays and looks forward to 2015.

Commissioner Noordhoek stated he wanted to have a discussion, with board members, about body cameras. After discussion, board members agreed
to support a motion in favor of body cameras. Commissioner Noordhoek made a motion that the Board of Police Commissioners supports the use of
body-worn cameras as an important resource/tool for establishing evidence and ensuring public safety; supported by Commissioner Farhat and
Commissioner Carnegie;carried unanimously.
