PUBLIC COMMENT-Agenda Items Jim Heyden, former LPD Deputy Chief, commended the Mayor on his selection of Teresa Szymanski to be the Chief of Police. ADDITIONS TO THE AGENDA Without objection, a vote on Mayor Bernero's selection of Teresa Szymanski to be the Chief of Police was added to the agenda for immediate discussion. REVIEW OF RECOMMENDATION FROM MAYOR BERNERO Commissioner Sims gave a brief overview of the selection process as conducted by the Board and the Mayor. She announced the Mayor's recommendation of Teresa Szymanski to be the Chief of Police. A motion was made to concur with the Mayor's recommendation and was passed by a vote of six yeas and one abstention. The meeting was recessed for approximately ten minutes to allow members of the press to interview those present. When the meeting reconvened, Commissioner Sims extended her congratulations to Chief Szymanski and thanked both Jerry Ambrose and City Human Resources Specialist, Regina Wilson for their assistance in the process. It was the consensus of the Board that a certificate of appreciation be awarded to Regina Wilson. Commissioner Sims and Jim DeLine agreed to coordinate that endeavor. Chief Szymanski then extended her appreciation to the Mayor and the Board and recognized Jim and Pat Heyden for their support and assistance throughout her career in the Lansing Police Department. APPROVAL OF MINUTES - Commissioner Sims In separate votes, the minutes of the regular meeting of November 16, as well as the minutes of the special meetings held on November 30, December 13, 14 and 16 were approved as presented and Board of Police Commissioners Meeting Minutes of January 18, 2011 Page 2 placed on file. EDUCATION PRESENTATION Commissioner Sims introduced Jerry Ambrose, Chief of Staff and Director of Finance, and commended Jim DeLine, and Commissioners Carnegie and Renfrew, for their work with the Board on the LPD budget. Mr. Ambrose expressed his appreciation to the Board for their work in the selection process and began his presentation on City finances by declaring that we are in a"challenging time." He discussed the shared financial dynamics occurring in Michigan cities and noted the decrease in recent years in the number of City employees. He noted that, even with fewer City employees, the public has seen little decline in the provision of City services. In a discussion of revenues, Mr. Ambrose reported that assessments, revenue sharing and income taxes have all declined in recent years. Revenues budgeted for fiscal year 2010 were $117 million but only $108 million was actually received. Several cost cutting steps were invoked as the year progressed, but even with them, the City dipped into reserves exhausting them by 50%. The current budget is $109 million and, though we appear to be on track, State cuts in revenue sharing and multiple tax appeals may create a lessening of budgeted revenues. With a declining number of State employees, even income taxes might be negatively impacted. City revenues in fiscal year 2012 are projected to be only$103 million. Expenses could rise to $118 million. This potential $15 million gap has already been made public. What if the LPD budget was $29 million and not$34 million? Board members expressed their appreciation to Mr. Ambrose for his leadership and frank discussion. In response to Commissioner Farhat's comment about a tax increase, he noted that Mayor Bernero has commented that he would only consider requesting a tax increase if it was necessary to maintain public safety services. A discussion followed on the possibility of increasing income taxes paid by commuters and also on the value of cost saving initiatives mentioned in the recent resource allocation study conducted by Alexander Weiss. ADMINISTRATIVE REPORT— Chief Szymanski On the occasion of the Board approving the Mayor's recommendation of Teresa Szymanski to the position of Chief of Police, the Board excused the Chief for the rest of the meeting. The Chief thanked the Board and accepted the invitation to leave the meeting early. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Commissioner Sims reported for Dr. Joan Jackson Johnson on the monthly mobile food pantry and Bernard Brantley reported on the new detoxification center, the City's MLK celebration in City Hall, and the one-church one-family initiative. Budget Committee—announced that they will soon be meeting with Budget Control Supervisor, Jim DeLine to discuss the LPD fiscal year 2012 budget proposal. Complaint Committee— has a meeting forthcoming. Commission Investigator— had no additional comments. OTHER REPORTS Recruitment Task Force—had no report. Precinct Consolidation Steering Committee—had no report. Ad Hoc Committee on Board Policies and Rules—had no report. COMMISSIONER'S COMMENTS Commissioner Kolp— had no further comments. Commissioner Renfrew — appreciates the support he receives from Board members as his family deals with Ellie's recovery. "It is an honor to work with you great people." Commissioner Carnegie — extended congratulations to Chief Szymanski. He appreciates the work Commissioner Sims did in the selection process. She gave a tireless effort and showed great sensitivity. She is a good leadership example. He also appreciated the patience, leadership and guidance from Michael Mathis. Commissioner Kowalk-Thompson — commended Commissioner Renfrew for his devotion to Ellie's recovery. She congratulated Chief Szymanski and remarked that, in the selection process, "we acted honorably." She also commended Commissioner Sims for her leadership as well as Jim DeLine for his help and patience. She commended Capt. Ray Hall for his leadership in the PEACE initiative. Commissioner Kolp suggested that an update on the PEACE initiative would make for a good education presentation. Commissioner Noordhoek — expressed his appreciation to Board members for their support upon the passing of his father. He also mentioned that he thought the selection process was honorable and expressed his appreciation to Commissioner Sims for"making it happen." Commissioner Farhat— remarked: "Ditto!" She feels we are lucky that we have good people at the helm including Dr. Joan Jackson Johnson, Chief Szymanski, Mayor Bernero and Jerry Ambrose. Commissioner Sims — expressed her appreciation to Michael Mathis for his counsel and accessibility, particularly on questions regarding the City Charter as well as on the workings of the process in general. She commended Regina Wilson, Human Resources Specialist, for her invaluable assistance and Board of Police Commissioners Meeting Minutes of January 18, 2011 Page 4 suggested the administration may wish to reevaluate the decision to move Regina to HR rather than retain her as an LPD employee. She commended the Chief for using text message technology for communicating information on a recent homicide. This is a very efficient communications mechanism and useful to those who are "text friendly." She commented that the Board is a dynamic one with many areas to address including the budget process. She also expressed her admiration for Commissioner Renfrew and all he does for his wife. She expressed her appreciation to Bernard Brantley for special assistance this evening and also extended greetings from Commissioner Mejorado who has much going on and expected to return to Michigan in March. OTHER BUSINESS I DISCUSSION ITEMS Approval of 2011 Meeting Schedule — The proposed calendar was accepted as submitted and will be provided to the City Clerk. Future meeting to include meal — Board members missed the meal previously planned for the December meeting. Commissioner Kowalk-Thompson suggested a potluck meal would be fun and appropriate given the tight budget times. She will also be in contact with members of City Council to discuss a possible joint meeting which may include a meal. PUBLIC COMMENT None. The'-ininutes of the regular meeting of January 18 were approved as amended and placed on file. c_:y EDUCATION PRESENTATION Due to the presentation of the FY 2012 LPD Budget Proposal (see below), there was no education presentation. ADMINISTRATIVE REPORT—Chief Szymanski Chief Szymanski expressed her appreciation to the Board for their support of the Department in general, and of her specifically. She appreciates their diligence and their dedication to running a thorough and fair selection process, particularly that of Commissioner Sims who was overseer for the process. The Chief reported that it has been a busy month. The budget situation is taking a great deal of her time. This past month has also seen a great deal of good police work. Soon the public will be privy to a major crime related announcement coming from the Mayor's office. She also reported on a recent trip to New York City to attend the Vera Institute where much of the presentation was centered on budgets for law enforcement. Things all over are changing. Old business models no longer apply. At this year's Michigan Association of Chiefs of Police conference in Grand Rapids, the talk among attendees was also mostly focused on budget issues. The Chief expressed her appreciation to Commissioner Kolp for her attendance at the Bea Christy awards dinner. She also expressed her appreciation to the Professional Development Committee on which Commissioner Kowalk-Thompson and Jim DeLine served. Though, by necessity, the committee's presentation was a quick one, the ideas presented were worthy of consideration. She will follow-up with former members of the ad hoc committee to gather more information and work toward implementation. She reported on a recent meeting with Mayor Bernero, Capt. Yankowski and Neighborhood Watch officers in which the Mayor reiterated his support for the program. He would like to see the number of Neighborhood Watch areas grow from 200 to 400. A "spring fling" is planned in this area which will not only include the Police Department, but all City Departments and members of the Mayor's cabinet. Commissioner Farhat commended the Mayor for his support of this important program. Chief Szymanski also announced a meeting which will focus on under aged drinking in response to the recent accident in East Lansing in which three Holt high school teens were killed after drinking at a party in Williamston. She also announced the recent arrest of nine armed robbery suspects in a case where LPD and the feds were partners. She announced the forthcoming return of Administrative Secretary, Michelle Reddish, who will be returning to work next week on a part time basis. Michelle sends her greetings to the members of the Board. The Chief reported on a recent meeting with area chiefs where regional partnerships were discussed. She feels there are opportunities to work together on training, detention and other issues. She discussed issues related to Michigan's Open Carry law, specifically problems at the Capitol Area District Library where they have rules against firearms. Currently, State law supersedes their rule but a legal battle may decide differently. LPD continues to respond to the library when called. The Chief asked Board members to confirm receipt of information on the upcoming "Breaking the Cycle of Incarceration" event and also announced the upcoming "polar plunge" fundraiser for Special Olympics. Given budget realities, she also announced that, though officers generally are in good spirits, there is apprehension and concern about the future. In response to a question from Commissioner Kowalk- Thompson, the Chief reported that there are several leads to a recent crime concerning an abused dog. County animal control unit is handling the case. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Bernard Brantley reported for Dr. Joan Jackson Johnson on the red-tagging of a facility on Hosmer Avenue where 13 families were displaced due to landlord negligence. The HRCS Department is working hard to find housing. The mobile food pantry will be at Tabernacle of David this weekend. In the recent snow storm, the City supported the Volunteers of America by agreeing to fund local housing for workers who were stranded. The VOA did increase capacity for the storm. He also reported that bedbugs were recently found to be a problem at a Lansing shelter. So far just one shelter is involved. Commissioner Sims reported that a local women's shelter is expanding with more beds. Commissioner Renfrew noted his experience during the recent snow storm. He passed along his appreciation to Dr. Jackson Johnson for shoveling help. FRATERNAL ORDER OF POLICE No representative present. UNFINISHED BUSINESS None CORRESPONDENCE SENT AND RECEIVED Commissioner Kowalk-Thompson commented on the favorable letter from a citizen whose wife received assistance from Officer Jason Pung. The commissioner commented that this sort of helpfulness from an LPD officer probably happens often. Correspondence for the month of January was accepted and placed on file. DEPARTMENT REPORTS A discussion was held on Board preferences for the Patrol and Investigations Division reports. Captains Yankowski and Hall will continue to fine tune the reports and appreciate feedback. Commissioner Renfrew asked for clarification on a term used by Ofc. Windom which the Chief explained is a drug offense code. Commissioner Kowalk-Thompson noted her appreciation for the incident report on page 12 produced by Craig Anderson. Commissioner Sims noted the disparity in B&Es among team areas and the Chief remarked that the eastside has experienced more lately. Department reports for the month of January were accepted and placed on file. BOARD COMMITTEE REPORTS Gov't / Community Liaison Committee — Commissioner Kowalk-Thompson reported that she has been in touch with City Council members and gotten a positive response about getting together with the Board. She requested that Board members give some thought as to a gathering and report back next month. She also noted that a joint meeting with the Board of Fire Commissioners would be beneficial. Awards & Incentives Committee—had no report. Budget Committee — Chief Szymanski gave opening remarks concerning the fiscal year 2012 budget proposal which includes comments on using a regional detention center, maintaining core services of the Department, and the Weiss study on allocation of resources. She distributed a handout reflecting staffing levels at various budget levels and noted that we will probably be compiling two budget alternatives, one which would be in effect should a public service millage pass, and one which would be in effect should the millage fail. Discussion continued and dealt with areas of concern and areas of change including the motorcycle unit, the legal advisor, the introduction of a City-wide customer service center, the frequency of our racial profiling study, on-line crime reporting, the possibility of regional law enforcement training, the option of having a human resources specialist back on LPD staff, and the transition of certain positions from sworn to civilian personnel. Commissioner Carnegie noted that it is very beneficial having a Chief with a broad range of experience within the Department. He expressed his appreciation to the Chief and to Jim DeLine for their work on the budget. He made the following motion which was approved by the Board: "The Budget Committee moves the acceptance of the Lansing Police Department's FY 2012 budget proposal as presented and direct that it be forwarded to Mayor Bernero for his consideration. We further voice our support of Chief Szymanski and her staff in discussions with the Mayor as a final proposal is prepared for presentation to the City Council. We are confident they will protect the core services provided by the Department as they progress through the budget process." Complaint Committee — met recently with Bernard Brantley and Lt. Daryl Green from Internal Affairs. Commissioner Sims noted that the quality of the command staff assigned to Internal Affairs has been exceptional recently. Commissioner Carnegie — appreciated sitting at the Police Department table while attending the annual Martin Luther King, Jr. luncheon. Commissioner Renfrew — expressed his appreciation to Chief Szymanski for "putting up with me" during budget discussions. He said that he started with LPD in 1957 and is a strong supporter of the Chief and the LPD officers, but decreased police budgets create concern for the future. Commissioner Kowalk-Thompson —expressed her appreciation for the hard work that is necessary when tight budgets demand that difficult decisions be made. She feels that the Board's budget discussion was a very good one this evening. Commissioner Farhat—expressed her appreciation to those present for bringing food to the potluck. She brought greetings from Commissioners Noordhoek and Mejorado who were not in attendance this evening. She reminded the Board that she could not be present during next month's meeting but is hopeful she can join the discussion via Skype. Commissioner Sims — expressed her appreciation to everyone for the time they gave to the selection process for the Chief, and to Jim DeLine and Chief Szymanski for the work put in the preparing of a budget proposal. It is understandable that the proposal includes some difficult decisions. She also expressed her appreciation to those present for the potluck food which they all contributed. She also asked that anyone interested to come to Tabernacle of David to volunteer in the mobile food pantry. OTHER BUSINESS/ DISCUSSION ITEMS Annual election of officers — Commissioner Sims asked that Board members give consideration to moving up the date for the election of Board officers this year and also consider whether the Board should establish an attendance expectation of the leadership and the members. APPROVAL OF MINUTES-Commissioner Sims Commissioner Sims requested she be allowed to meet with the secretary to suggest some semantic changes to the minutes. The minutes of the regular meeting of February 15 were approved with the allowance of semantic changes by Commissioner Sims and placed on file. EDUCATION PRESENTATION Interim 911 Communications Center Director Bruce Gaukel presented information on the new consolidated 911 facility which is being built by the County to meld the present communications center at the Lansing Police Department with the one in East Lansing. He expressed confidence that the new center is "well thought out" and that the path to get this far included working out plans in many areas: politics, finance, employee and technical (CAD system, phones, recorder, etc.). Director Gaukel also explained the four-county consortium of 911 service providers which, though not physically housed together, will be "virtually" combined via common software and other technology. Should a 911 center in any of the four counties be made inoperable, personnel can relocate to any other consortium center and continue operations unabated. He also shared slides of artist' renderings and floor plans of the new facility, and he explained security measures and FEMA standards. In answer to questions from the Board, he explained how the melding of employees would be accomplished and the equipment which will move from the present centers. The new facility is scheduled to begin operations on April 1, 2012. It was Board of Police Commissioners Meeting Minutes of March 15, 2011 Page 2 the consensus of the Board that they send a letter to the County in support of Mr. Gaukel for the position of director of the consolidated center. ADMINISTRATIVE REPORT—Chief Szymanski Chief Szymanski began her report by discussing technology changes imminent at LPD including the move to on-line activity sheets which the officers currently hand write. LPD is also moving to the Visionair series of products for detention, records management and patrol car CAD, as well as new on-line mapping and on-line citizen crime reporting. She discussed the recent retirements and expressed her appreciation to Board members who attend retirement receptions. A reception for retiring lieutenant, Frank Medrano, will be held this Friday at headquarters from 11:00 a.m. to 1:00 p.m. Board members are encouraged to attend. She also expressed her appreciation to Lt. Medrano for the coordinating the recent local "Breaking the Cycle" program featuring prisoners as public speakers. The Chief also announced several upcoming events which may require mutual aide including CedarFest (April 1-2), the final four weekend (also April 2), and St. Patrick's Day. She announced an upcoming three-on-three basketball tournament coordinated by Capt. Hall has a component of "Stop the Silence," a PEACE initiative project. Regarding budget issues, Chief Szymanski confirmed media reports that up to sixty each of police and fire personnel could be laid off in fiscal year 2012. It will help if the millage passes, if the State increases the expected revenue sharing, and if labor unions agree to some concessions. But even if all three occur, it would not be enough to avoid layoffs completely. She updated the Board on a recent fatal shooting by officers investigating a late night alarm at a Lansing bank. This tragic event is very difficult on the officers involved. The Chief met with area community leaders to brief them and she expressed her appreciation to Commissioner Sims for assisting with that meeting. In answer to questions from the Board, Chief Szymanski discussed the balance of releasing information soon and the danger of having the information be incorrect. She also discussed the makeup of a shooting review board, the review of policies and procedures, the order in which various investigations will occur, and why multiple squad cars may have been present during the day following the incident. Board members also discussed the use of deadly force in general. A discussion was held on communications with the Chief and the media. It was noted that, on occasion, it may be necessary for the Chief to call the Chair of the Board, who would then communicate to other Board members. Board members with questions should always feel they can call the Chief directly. Concerning inquiries which Board members receive from members of the media, they should be referred to either the Board Chair or to the Chief. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Bernard Brantley reported for Dr. Joan Jackson Johnson and updated the Board on Dr. Johnson's return to work. She is presently working half days. In addition to budgetary issues the HR&CS Department is involved in the upcoming Cesar Chavez dinner, the March 31 Cesar Chavez program, this Saturday's mobile food pantry (WILX erroneously reported that it was occurring last Saturday.), and the three homes now ready in the One Church / One Family endeavor. He also updated the Board on bed bugs being discovered in the Lansing area. A training is being held on this issue for those interested. FRATERNAL ORDER OF POLICE No representative present. DEPARTMENT REPORTS Commissioner Renfrew noted the report table from the Investigations Division and requested more narrative be supplied. The Chief agreed with his comment and assured the Board that both the Investigative Division and the Patrol Division are working to improve monthly reports. Commissioner Kowalk-Thompson commented that Board members are cognizant of the many demands on the time of LPD command staff. Department reports for the month of February were accepted and placed on file. BOARD COMMITTEE REPORTS Gov't / Community Liaison Committee — Commissioner Kowalk-Thompson is hoping to develop a mechanism by which the Board of Police Commissioners can meet with the Board of Fire Commissioners. Awards & Incentives Committee — Commissioner Noordhoek announced that the awards have been scheduled for May 18. He will report more as progress is made on the program. Budget Committee — The Budget Committee had nothing to add to the budget comments made by the Chief in her report. Complaint Committee—Commissioner Farhat announced the April meeting. Commission Investigator—had no additional comments. OTHER REPORTS Recruitment Task Force — had no report. It was the consensus of the Board that, due to possible forthcoming layoffs,this item be removed from the monthly agenda. No task force activity is anticipated. Precinct Consolidation Steering Committee—had no report. Ad Hoc Committee on Board Policies and Rules—is expected to meet in May. COMMISSIONER'S COMMENTS Commissioner Kolp—had no further comments. Commissioner Farhat — appreciated the successful use of Skype which allowed her to be present at the meeting. She mentioned that the use of "tif" files for transmission of packets was not successful and suggested that"pdf"files be used instead. Commissioner Renfrew— expressed his appreciation to Chief Szymanski for the information shared with the Board and for the difficult work she is doing crafting a budget. He supports her efforts. She is doing a "marvelous"job. Commissioner Kowalk-Thompson — expressed her appreciation to the Chief for recent telephone communication and noted that text messaging would also work well. She expressed her appreciation for the frank discussion this evening. She noted that Lt. OTHER BUSINESS/DISCUSSION ITEMS Review of Administrative Procedure - Awards and Citations Program — A motion was made and passed approving the revised procedure. It was noted that a typo on the last page needs to be corrected indicating the proper year of the Board's passage. Support of the 2011 PAL Golf Outing — Attention was drawn to the flyer included in the Board packet. A motion was made and passed that Board members contribute individually to a tee sponsorship at the $100 (or current equivalent) level. Ray Hall gave a PowerPoint presentation on the PEACE (Police Enforcement And Community Engagement) initiative. He noted that the effort is a combination of the many proactive community policing activities done by LPD on an ongoing basis, but concentrated in two distinct neighborhoods and using a combination of several grants. In addition, this initiative utilizes Michigan State University to conduct an analysis of the program. Other partners include the Boys and Girls Club of Lansing, the Ingham County Prosecutor's office and several faith-based organizations. After several highly visible neighborhood arrests, mentors and programs were offered to lower-level offenders. A "Stop the Silence" campaign is currently underway to encourage people to contact the police with information on illegal firearms and other illegal activity being observed. Parents of children killed by neighborhood violence are strong supporters of this effort. A march and basketball tournament are scheduled as public support. Capt. Hall was able to provide a handout and showed slides regarding outcomes and other activities. Board of Police Commissioners Meeting Minutes of April 19, 2011 Page 2 Commissioner Sims noted the Visitor's and Convention Bureau's support of the basketball tournament and Commissioner Carnegie commented on the vital role played by community policing officers in establishing a positive relationship between people in high risk neighborhoods and the police. Commissioner Noordhoek suggested a PEACE lapel pin would be a good visible symbol of support for this initiative. In addition to the scheduled education presentation, Capt. Hall updated the Board on the investigation into a homicide of a woman placed in the trunk of a car. He noted that the investigation has revealed involvement by many persons and there is a strong possibility that this will become a federal case / capital punishment case. ADMINISTRATIVE REPORT—Chief Szymanski Chief Szymanski expressed her appreciation to Capt. Hall for his great efforts at coordinating the PEACE initiative. She welcomed Commissioner Mejorado back from her stay in Texas and expressed her appreciation to those Board members who attended the public budget meeting at Pattengill Middle School. She also expressed her appreciation to Dr. Jackson Johnson for her work in coordinating meals to students during this year's spring break period. She thanked Commissioner Kolp for attending the training offered on bullying. The Chief announced that April is Reading Month and noted that several officers read to students in the Lansing School District. The Chief noted that the Department is looking to go to 14 team areas instead of the current 16. This will match the number of patrol sergeants and will be more efficient with reduced staff. She announced the move of Lt. Jim Kraus to the detention assignment as well as the resignations of Officers August Krymis and Rhonda Mensch. She announced the shooting death of Kalamazoo Public Safety Officer Eric Zapata. In answer to questions from the Board, Chief Szymanski noted that reading in the schools was done by invitation. She also commented that several recommendations from the resource utilization study conducted by Alexander Weiss are being implemented. Implementation is being done gradually. Planning is still going on and not all recommendations will be adopted. The budget which is finally adopted for fiscal year 2012 will greatly impact resource utilization. Several possible scenarios need to be planned for. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Dr. Joan Jackson Johnson reported that her Department received good feedback from the spring break food distribution program and she expressed her appreciation to personnel from the Police and Fire Departments for assisting. Unfortunately, the program ran out of food as the week progressed. Dr. Jackson Johnson updated the Board on the One Church / One Family program saying another home was recently completed and occupied by a family. The key to the program's success, she noted, was in the mentor component. She also updated the Board on the most recent mobile food pantry event held at Cristo Rey and on the bed bug training event. The use of heat treatments and dogs are proving useful in addressing the problem of bed bug infestation. She noted the impact of having Bernard Brantley within the HRCS Department and requested permission to work on a revision of his job description. She would bring a revised job description to next month's meeting for the Board to discuss. It was the consensus of the Board that this was acceptable. FRATERNAL ORDER OF POLICE Tom Krug, FOP Executive Director, addressed the Board concerning the May 3 millage vote to be held in Board of Police Commissioners Meeting Minutes of April 19, 2011 Page 3 Lansing. He noted the decrease in the number of sworn officers at LPD and around the State. He expressed concern that the Lansing police force will be markedly less diverse should the layoff of newer officers occur. He urged Board members to embrace their leadership responsibility and "don't sit back" as Election Day approaches. UNFINISHED BUSINESS Bernard Brantley reminded the Board of a previous discussion on chocolate cake and invited all to enjoy one which he provided. Jim DeLine reminded the Board of a previous vote to support the annual golf outing of the Police Athletic League. PAL has confirmed that tee sponsorships are once again offered at the $100 level. BOARD COMMITTEE REPORTS Gov't / Community Liaison Committee — Commissioner Kowalk-Thompson led a discussion on possible dates for use of the City suite in Cooley Law School Stadium for a Lansing Lugnuts game. A first, second and third choice was determined which Jim DeLine will communicate to the Mayor's office. It was suggested that the Board's monthly meeting be changed to whatever night the suite is made available to us. It was also suggested that, due to budget concerns, the menu be kept to a minimum. Awards & Incentives Committee—Commissioner Noordhoek reminded all to attend on May 18. This year food will be served in the lobby of City Hall and the award ceremony will take place in Council chambers. He feels that the decreased number of awards this year reflects officers' higher standards. Budget Committee—Jim DeLine noted that the Budget Committee had not needed to meet recently as all LPD budget issues have been very public. He and the Chief described the revised Council budget hearing and noted there were no LPD budget questions asked by Council or by the public. Complaint Committee—Commissioner Farhat announced a May meeting. No April meeting is being held due to the amount of time being spent on promoting passage of the May 3 millage. Commission Investigator—had no additional comments. OTHER REPORTS Precinct Consolidation Steering Committee—had no report. Ad Hoc Committee on Board Policies and Rules —is expected to meet in May. COMMISSIONER'S COMMENTS Commissioner Farhat — gave an outline of efforts being made to promote passage of the May 3 millage including the Mayor's involvement and the many police officers and firefighters volunteering to make Board of Police Commissioners Meeting Minutes of April 19, 2011 Page 4 phone calls and knock on doors. Volunteers are reporting generally favorable feedback from people with whom they have contact. Commissioner Farhat is "cautiously optimistic" on the millage passing. Commissioner Sims — attended a recent patrol line-up to thank officers for their volunteer efforts in reaching voters on the May 3 millage. She expressed her appreciation to Commissioner Farhat for her energy and drive in managing the campaign. Commissioner Noordhoek — welcomed Commissioner Mejorado back to Michigan and congratulated Commissioner Sims on a recent community service award. He expressed his appreciation to Commissioner Farhat for her "focused" attention to the millage campaign and also to the chiefs, police officers and firefighters who are working in support of the effort. Commissioner Kowalk-Thompson — expressed her condolences to the family of the slain Kalamazoo officer and asked that we keep them in our prayers. She welcomed back Commissioner Mejorado from Texas, Commissioner Farhat from Florida, and Joan Jackson Johnson from her leave of absence. She commended Dr. Jackson Johnson's work with the spring break food distribution and Capt. Hall for his work with the PEACE initiative. She also congratulated Commissioner Sims on the community service award. Commissioner Renfrew — requested that Board members not rely on e-mail as the sole method of communication with him. He wishes to be made aware of Board issues and volunteer opportunities. He will join in when available depending on Ellie's condition. He suggested that the Board start an ongoing fund for cards, flowers, sponsorships, etc. rather than take up separate collections. After a short discussion, it was the consensus of the Board that a decision on this issue not be made tonight. Commissioner Carnegie — was pleased by a recent article in the Lansing State Journal on local female chiefs of police. He expressed his appreciation that we had a full Board meeting this evening. He noted that the team is a strong one. Regarding the May 3 millage vote, he has faith in the City to come through. LPD has the respect of the public. He commended the Chief for her hard work. Commissioner Kolp — noted that Tom Krug was "preaching to the choir" and the Board is fully supportive of the May 3 millage. Commissioner Mejorado — expressed her pleasure at being back in Michigan. Chief Szymanski expressed her appreciation to Commissioner Farhat for the hard work she did on the campaign supporting the recent millage proposal. She was also appreciative of Commissioner/Chaplain Carnegie for his attendance at line-up and staff meetings after the millage defeat. She and Captains Hall and Yankowski also attended and offered to be available to employees. The Chief feels that the defeat was not a referendum on the Police Department, but on the economy. Last night, the City Council approved the Mayor's austere budget. Union concessions are still a possibility and could result in decreasing the number of layoffs. She is hopeful on that front. The position of Administrative Assistant to Special Operations has been spared as it will shift from the general fund to Board of Police Commissioners Meeting Minutes of May 17, 2011 Page 2 being financed with forfeiture money. We will now go forward with layoff notices. The layoffs will be effective July 1. Four were already sent out to sergeants who have the option of returning to the nonsupervisory unit of the FOP. A total of approximately fifty LPD employees will receive notices. This means officers with as many as eight years with LPD could be laid off. Morale is low but many officers are still giving their all. Two informational sessions for FOP members have been scheduled with a variety of resource people available including chaplains, Tom Krug, the Chief and Captains plus people from Michigan Works, retirement firms, MCOLES, and MESC. An informational session for Teamsters is planned but no date has been set. In answer to questions from the Board, Chief Szymanski reported that LPD is applying for a grant which could fund as many as eleven officers. The caveat is that we must agree to retain the level of staffing for a year after the grant concludes. Commissioner Sims noted that the Greater Lansing Visitors and Convention Bureau is checking into grants that would help to fund coverage during events. Commissioner Farhat asked about the possibility of Council authorizing a tax increase within its limit to do so. The Chief replied that she is doubtful that would happen. Commissioner Kowalk-Thompson noted that once the public sees the impact of having a smaller police force, they may be more inclined to vote to increase funding. In answer to other questions, the Chief noted that approximately 14% of those laid off are minority. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Bernard Brantley reported for Dr. Joan Jackson Johnson that the mobile food pantry is scheduled to be held at Plymouth Congregational Church this weekend. Commissioner Sims reported that a family of five has moved in to a home on Risdale in the One Church / One Family program. She also announced that the Project Homeless Connect will be expanded this year to serve the working poor. It will be named, "Project Community Connect." She admires Commissioner Farhat for her tireless hard work on the campaign and is devastated on its defeat. She also congratulated Chief Szymanski on being nominated in the Woman of the Year recognition. It was a good night and fun event. Commissioner Renfrew— apologized to the Board for not being able to assist in the millage campaign as he continues to aide his wife extensively. Board members were completely understanding and supportive of this effort. In light of the millage's defeat, he suggested several things including the possible use of a closed fire station for police use and the increased importance of a strong Neighborhood Watch program. Commissioner Noordhoek—had no additional comments. Commissioner Farhat — expressed her appreciation to all who assisted in the millage campaign and congratulated Commissioner Carnegie on being named Pastor of Friendship Baptist Church. She also discussed the MATS presentation to the public where no one showed up. That reflects positively on the Department as it is a report on racial profiling. Commissioner Kolp — expressed deep sorrow at the defeat of the millage and is glad that people are not giving up on exploring options to more fully fund the Police Department. She noted that many of the officers being laid off will leave and not be available if/when they can be recalled. Commissioner Sims—expressed her appreciation to Commissioner Farhat for putting her"heart and soul" into working on the campaign to pass the millage. The effort was extremely well organized and "everything that could have been done, was done." She also expressed her appreciation to Chief Szymanski for being on her cable television program on election night and to Commissioner Kolp for the follow-up on Board member attendance matters. The ad hoc committee will include this issue as they discuss rules and procedures. She noted that it is always good to see the number of firefighters that assist with the mobile food pantry. She also commended Chief Szymanski on her leadership at this difficult time for many of the officers and she noted the successful Stop the Silence march. EDUCATION PRESENTATION Lt. Judy Horning of the LPD Technical Services Section gave a PowerPoint presentation (attached as an addendum to these minutes) on technology at the Lansing Police Department. She noted that our current records management system (RMS) will become obsolete in 2014. Our plan is to replace the system with an RMS product from Visionair due to its use by neighboring agencies. It is important that we be able to share information "across borders." She also noted that the systems currently based on Microsoft Access products including PSU and HR data bases are in danger of collapsing and she is eager to get them replaced. Lt. Horning has been told that our current PSU information will transfer and be retained by the new system. Features of the new VisionJail include the ability to book a prisoner while still reroute and also to have a barcode on the prisoner's wristband which will serve to quickly transmit all pertinent information when initiating a transfer. Other highlights of her presentation are found in the PowerPoint addendum. ADMINISTRATIVE REPORT—Chief Szymanski Chief Szymanski reported that she is excited about the new technology and is looking forward to the interoperability it promises. She passed out a draft of a proposed organization chart noting that there are Board of Police Commissioners Meeting Minutes of June 21, 2011 Page 2 also pending personnel transfers in order to accommodate the reduced budget and forthcoming layoffs. She announced the resignation of Legal Advisor Michael Mathis and said that his position will remain vacant as she explores options with City Attorney Brigham Smith and the Mayor's office. The Chief announced the alignment of the City into fourteen team areas, down from the current sixteen. Much research and thought has been given the determination from her, Capt. Yankowski, Craig Anderson and several officers. A system of five sectors will aide in assuring that the City is covered as best as can be. The intention is to have every team area covered by patrol every shift of every day. She reported that the various unions are still discussing concessions with the administration and not all layoffs are a certainty pending the outcome of the negotiations. The Chief also updated the Board on the Touch-a-Truck activity, and noted that the PAL golf outing will be held tomorrow. She expressed her appreciation to all who attended the awards ceremony. It was well done this year and the new refreshment configuration worked well. Chief Szymanski reported that Officer Brian Rendon has been cleared by the prosecutor's office in the shooting of a woman found in a bank after hours. The LPD internal review is wrapping up as well. Stuart Dunnings will post his findings publically and, in order to address concerns, Chief Szymanski plans to meet with a group of Black pastors. A discussion followed on the Department being open with community groups. Finally, the Chief reported that the investigation into yesterday's shooting is continuing though people are not being very cooperative. The victim's injuries are not considered life threatening. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Dr. Joan Jackson Johnson reported that Bernard Brantley is not in attendance as he is home with his wife tending to a health problem which came up at the recent Mobile Food Pantry. Reports are that she is doing okay now. The Saturday event was held at St. Casmir's and a good job was done by the volunteers. Three hundred seventy-four families consisting of two thousand individuals were supported. She noted that they are making use of the good attendance to pass on advice about starting a garden. Encouraging people to eat fresh fruits and vegetables is also a goal of a program which permits food stamps to offer a 20/20 match for fresh food. She announced the 2011 Ramadan Dinner to be held on August 26. This year, the City of East Lansing is getting involved as well as Michigan State University. Again, funds will be raised for area food banks. Dr. Jackson Johnson also reported on the detox center, now six months since its opening. It is estimated that the center has saved $1 million in hospital and other expenses by assisting people there rather than the emergency room. Other areas in her report included the development of a mental health protocol with input from a multitude of varying agencies, an incoming elder abuse grant involving the Police Department with a "train the trainer" mechanism, the recent Mayor's Drug Free Task Force golf outing which was enjoyed by twenty golf teams, and a new youth group initiative held at Otto Middle School which features camping and leadership skills. Sadly, she announced that the Rescue Mission's back-to-school backpack giveaway will not occur this year. A discussion followed on various needs within the community. Ad Hoc Committee on Board Policies and Rules —Commissioner Noordhoek reported that the committee met earlier today and is expected to meet again next month. They are including the topic of legislative review in their discussions. Commissioner Kolp mentioned that legislation at the State level concerning limits on local income tax rates may be open to discussion considering the number of City employees who pay lower income taxes due to residing outside the City. COMMISSIONER'S COMMENTS Commissioner Kolp —gave a positive report on the Touch-A-Truck event. It is good to see such a positive family event. Commissioner Farhat — commended Lt. Horning and Sgt. Brian Ellis for overseeing a great awards ceremony. She expressed her appreciation to Chief Szymanski for clearly explaining the sector delineation and for her efforts in the recent food pantry. EDUCATION PRESENTATION No education presentation was held in July. ADMINISTRATIVE REPORT—Chief Szymanski Chief Szymanski expressed her appreciation to those Board members who attended police line-ups in the time period preceding layoffs. It was very thoughtful to show this support. She informed the Board that, due to concessions from the FOP, eight of the officer layoff notices were rescinded. The Chief announced that both the City's Fourth of July celebration and Common Ground festivals were very successful events this year. She commended Lt. Lisa Phillips for her ability to organize police coverage and instill positive community spirit among the officers at special events. She will be greatly missed as she is expected to retire from the Department next April. Board of Police Commissioners Meeting Minutes of July 19, 2011 Page 2 She also announced that she participated in both the PAL Golf Outing and the YMCA Mayor's camp which were very successful. In the annual Battle of the Badges blood drive however, the Police Department once again lost out to the Fire Department. Chief Szymanski expressed her appreciation to Commissioner Sims for her attendance at Officer Don Bey's retirement party and she also announced the Neighborhood Watch event, National Night Out, which will occur on August 9. Ofc. Theresa Mironiuk will coordinate the event, as one of the Community Services Officer positions was retained due to the FOP concessions. Finally, the Chief announced the application for the JAG 2011 grant. A total of approximately $118,000 will be spent toward the technology presented by Lt. Judy Horning in last month's Education Presentation. Commissioner Noordhoek suggested that the Board prepare a certificate commending Lt. Phillips for excellent work coordinating LPD's coverage of Common Ground through the years. Commissioner Sims informed the Board of her "shadowing" of officers during Common Ground which included an experience with the Dive Team. She was very impressed with the professionalism displayed by the officers in a variety of circumstances. Commissioner Sims also requested information on the status of staffing in the 911 communications center. The Chief responded by saying that the new Director has not yet been named, but is expected to be named prior to the new center's utilization. As far as Emergency Communications Technicians, two of the laid off LPD officers have already been hired and anther five are expected to be hired soon. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Dr. Joan Jackson Johnson reported that, due to the extreme heat, cooling centers are open and will remain so through the week. A list of centers can be found on the City's web site and many other efforts are being made to get the word out. Seniors and the homeless are particularly being targeted. Trent Atkins and the media are assisting as we also educate on the necessity of staying hydrated. The mobile food pantry was held this past weekend at Pilgrim Rest Baptist Church. Approximately 600 households representing 1,900 individuals were served. Dr. Jackson Johnson also reminded Board members of the upcoming Ramadan dinner which this year is a joint venture with East Lansing and MSU. The event will occur at the Lansing Center on August 26. Proceeds will again go to fight hunger in the Lansing area. She also reported on the new detox center noting that it is working well and soon area judges will use it in sentencing and a mental health piece will be worked out. She also reminded Board members of the September 23 Community Connect event which was previously known as Project Homeless Connect. To be held at the South Washington Street armory, the event will serve a wider range of people affected by the bad economy. Dr. Jackson Johnson discussed the Land Bank program with the goal of 25 homes being sold this month to those who qualify. They are working with lenders in this "hands up, not out" program. Commissioner Sims added that Lee Hladki is working to distribute more bus passes to those in need. Commissioner Carnegie — apologized for joining the meeting late. His duties as a pastor needed to take precedence when he received a call from a church member in need. Commissioner Carnegie reported on his family's experience at the City's Fourth of July concert and fireworks noting the "exceptional"job done by officers in a tactical sense, handling traffic, and relating one-on-one with attendees and their children. He was also complimentary to the Parks & Recreation Department for their great use of summer camp volunteers who orchestrated various activities. She announced an upcoming fundraiser for City Councilmember Derrick Quinney's reelection campaign and she suggested that possible future locations for Board meetings might include the Accident Fund historic location and the Patrol Division headquarters on May Street. Commissioner Sims — expressed her appreciation to Board members who attended the line-up meetings prior to layoffs and the Board discussed the whereabouts of several laid off officers including Afghanistan and Alaska. She commended LPD command for the continued reminder to "keep the community safe" and also noted that, during her line-up visits heard many varied ideas for the City on cost savings. Finally, Commissioner Sims encouraged the Department to continue searching for grant funds in order to return some officers from layoff. It is sad to see the many years and resources spent on training these people only to have to un-employ them. Jones read from a prepared text and presented the Board with an analysis of the occurrence at the PNC bank branch, as well as questions for the Board and a copy of the letter received by Commissioner Sims prior to the start of the meeting. In response to questions of the Board's representation of the community, Commissioner Sims explained the ward / at-large designations. She also informed those present that questions which were directed to the State Police, the prosecutor's officer or the officer of Internal Affairs would not be answered by the Board. She explained the Board's role in reviewing policies and procedures, and on the complaint committee. She agreed to refer questions to the complaint committee. A public meeting may or may not be called depending on the report of the complaint committee. The remainder of the public comment time allotted to Rev. She cited the lieutenant's many contributions to LPD over the years including the successful coordination of special events and mobile field force management. The certificate presented to Lt. ADMINISTRATIVE REPORT The Chief expressed her condolences to Jim DeLine on the recent loss of his father and to Commissioner Renfrew on the recent loss of his wife, Ellie. She reported that LPD did not win a previously mentioned grant centered on technology for which we had applied. We hope for better news when awards are announced in September for the COPS grant which would fund police officers. That grant would be put to good use as Jerry Ambrose announced to City Council last night that the City is looking at another$12-15 million dollar gap between anticipated revenues and anticipated expenses in fiscal year 2013. Chief Szymanski announced a PEACE initiative walk to be held this Saturday at 11:00 a.m. which will start at Wainwright Elementary School. The Boys' and Girls' Club will assist. She also announced a visit to Lansing by controversial Rev. Terry Jones scheduled for September 7. Lt. Phillips and Capt. Hall will work with the Michigan State Police to ensure a peaceful event. In addition, the Mayor is working with the faith based community to plan a counter-event which would be a very positive alternative. She discussed a new training simulation system now in operation at the firing range. This shoot/no shoot mechanism is very advanced. She suggested that the September Board meeting could be held at the range and Board members could see, first hand, how it works. The Chief announced that the consolidation of the Investigations Division into the May Street facility is on track. She also announced that the City of Lansing recently honored Capt. Mike Yankowski with an Employee of the Year recognition. Training on the mobile CAD system began today and an Operation School Safety campaign will begin next week. In answer to questions from the Board, Chief Szymanski noted that, though construction on the consolidated 911 Communications Center has not yet begun, permits are being initiated and it is hoped that a "shell" will be in place this fall so that the internal work can proceed during the winter. She discussed the impending on-line reporting system soon to be unveiled and noted that the LPD protocol will not be the same as the county's. Also in answer to a question from the Board, she noted that due to union concessions, four traffic officers are on motorcycles currently, but the future of that unit is still uncertain. She commended Commissioner Kowalk-Thompson for coordinating the reception as a function of the Board's Liaison Committee. Board of Police Commissioners Meeting Minutes of September 20, 2011 Page 2 She announced that the Department has won a Byrne Memorial grant of $68,000 which will fund a part time Crime Analyst position. A grant has also been announced for LPD which will fund victim advocate expenses in the amount of$1,000. The COPS grant application to fund as many as eleven officers is still pending. We hope to hear within the next ten days. Commissioner Sims expressed her appreciation to LPD staff members working to acquire grant funds. The Chief announced the recent retirements of Sgt. Charles Janeski and Police Technician Dan Abercrombie. Dan has been an important part of the Property & Supply Unit for several years. Lt. Jim Kraus is doing a good job of ensuring that the selection process proceeds quickly as we look to replace Dan. As for the seven laid-off officers who are now working as 911 Communications Technicians, the Chief reported that they are doing well. Commissioner Farhat reported that she got an email from former officer Kyle Schlagel now working in Afghanistan. He and his brother, Kevin, are doing well. She expressed her regret that officers who were laid off had to go to Afghanistan to find employment. Chief Szymanski announced that LPD Administrative Assistant. Michelle Reddish, will be going in for surgery soon. Board members are requested to call the Chief directly if they need to reach her. The Chief expressed her appreciation to Capt. Ray Hall and Lt. Lisa Phillips for their successful efforts in coordinating the Department's plans to ensure that the visit from Rev. Terry Jones was peaceful. The Chief called both Rev. Jones'visit to the Capitol and to Hunter Park, "non-events." She expressed her appreciation to those who have expressed concerns over the well-being of Officer Billy Windom who is on administrative leave following the fatal shooting in which he was involved. She announced that the 911 consolidation is proceeding. They have broken ground for the new facility and the target date remains April, 2012. The conversion to VisionAir computer aided dispatch (CAD) is under way and the plan is to go live on Thursday. Two years of data has been transferred from the Motorola system. An automated vehicle locator (AVL) system is also being introduced. The Chief suggested that the new technologies in the patrol vehicles would make a worthwhile education presentation. Board members would be able to visit both the building's parking garage in the basement and the 911 Communications Center during a Board meeting to view the new technology and have it explained to them. This new technology will also include on-line city maps with touch screen capability. The Chief expressed her appreciation to Commissioner Farhat for once again taking a leadership role in promoting passage of a millage proposal. She reported that Sgt. Sue Baylis is working on a project to evaluate calls to which officers respond. It is hopeful that a system can be devised to reduce the number of unnecessary calls. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Dr. Joan Jackson Johnson reported on the recent mobile food pantry event at St. Casmir's church with over 400 families receiving food. Food remaining after the event ended was taken to the Mt. Vernon housing complex. Next month's event will be at Friendship Baptist Church. She announced that changes to the food stamp/ Bridge card system could result in as many as 220,000 households having benefits reduced or cut off. Changes in the State's welfare system could result in over one hundred people in Ingham County being without shelter as of October 1. She is concerned that many of those losing benefits need to apply for emergency aid by a deadline of September 30. She announced Lansing Community Connect to be held this Friday at the South Washington Office Complex (SWOC). Previously called Project Homeless Connect, the event is now more preventative in nature. The event will provide a number of services and there should be plenty of food. She will have Jim DeLine distribute information on this program to Board members. She noted that the rotating shelter program is once again being researched. Commissioner Farhat — discussed plans to promote passage of the upcoming millage. She noted that members of the Board of Fire Commissioners plan to assist, she is in need of a point-person for October 1 when she needs to be out of town, and she feels that the campaign is off to a good beginning due to an early start. Donations are being accepted. She discussed her attendance at the August PEACE initiative call-in. It was very eye opening. She also expressed her appreciation to Sgt. Joe Brown for his assistance on the Silver Bells float as well as making phone calls regarding the millage. Finally, she announced that new officers at the UAW are reporting to the office. For the first time, a woman is among the officers. Commissioner Noordhoek — expressed his appreciation to patrol officers who, even if morale is low, do not show that to the public. They are very professional. He echoed the welcome back to Commissioner Kolp and, regarding the millage campaign, is hopeful that absentee voters will help to pass it this time. Commissioner Sims —commended those responsible for the September 11 reception. She expressed her appreciation to the Chief for her work during a "tough year" and thanked her for the personal calls on important events. Commissioner Kolp — expressed her appreciation for all of the well wishes and led a discussion on millage signs. EDUCATION PRESENTATION Dr. Jackson Johnson updated the Board on the state of human service needs in Lansing, particularly in light of cutbacks by the State of Michigan in food and cash assistance programs. The cuts in cash assistance are the most devastating due to the impact on peoples' ability to pay for housing and utilities. At the end of September, seventy letters regarding reductions went out to families in Lansing affecting a total of 256 children. While a court order has delayed implementation of cuts for a month, Dr. Jackson Johnson sees this delay as a postponement only and, when the cuts hit in December or January will affect a larger number of households as the October and November letters will be added in. Currently, area shelters are at capacity with rumors of people camping out as an alternative form of shelter. It may be possible to bring back a "rotating shelter" system with area churches. Those people attempting to stay in their homes with no utilities are in unsafe conditions and in violation of City housing codes. The most recent mobile food pantry saw an increase in senior citizens and the number of households were so great that they ran out of food. Dr. Jackson Johnson gave several real-life examples of households in need. Her concern is that "people with no voice" are the victims of the reductions and that Board of Police Commissioners Meeting Minutes of October 18, 2011 Page 2 they can "fall through the cracks"without human service agencies being aware of the particular need. She distributed a "Profile of Homelessness in Greater Lansing/ Ingham County" with the expectation that numbers will increase. She appreciates LPD's efforts to keep the homeless out of harm's way, but noted that that needs to be balanced with keeping the community safe. She also distributed information from the Department of Human Services on changes to the cash assistance program and questioned if in this time of peak need it is the best time to experiment with changes. A discussion followed with members of the Board on topics including backpack programs, use of venison in food programs, teens going hungry, and the good response to the Community Connect day held earlier this fall. Dr. Jackson Johnson noted that she is working with the City's Human Resources Department to refine the job description of Bernard Brantley and will present a draft to the Board when one is done. ADMINISTRATIVE REPORT Chief Szymanski announced that the Department had been awarded a grant in the amount of$2.4 million over the next four years to re-hire eleven police officers and gave a list of those officers whom have accepted the offer to return to LPD. She is "cautiously optimistic" that they will be able to stay without there being another round of layoffs due to the continued poor economy. Two of the returning officers (Angela Matthews and Stephanie Bokovoy) had been employed in the 911 Communications Center and interviews were held earlier today for new employees in the center. She also announced the retirement of Property and Supply Technician, Dan Abercrombie, who is being replaced by former officer Kedrick Doezema. We have also been awarded a grant which will fund a part time Crime Analyst position. The Chief expressed her appreciation to Commissioners Sims, Kowalk-Thompson and Renfrew for attending visitation and / or the funeral of former LPD Captain Bill Cochran. She announced that all LPD personnel have been relocated from the South Cedar facility into the North Precinct on May Street. We have also created a reporting writing area and property unit at the South Washington Annex Complex (SWAC). Board members may wish to tour SWAC but, due to lack of meeting space, we would not be able to hold a monthly Board meeting there. Chief Szymanski briefed the Board on police response to the Occupy Lansing occupation of Reutter Park and their protest at the downtown Chase Bank. She expressed her appreciation to Lt. Lisa Phillips and to Captains Hall and Yankowski for their preparedness which helped tremendously. Both events turned out to be less than anticipated. The protesters remain at the park. She reported that approximately 200 hours of officer overtime were involved in the initial occupation. She expressed her appreciation to Board members who have experimented with the new on-line crime mapping system. Things are looking good and we will soon "go live" with the system. We are already using the new computer aided dispatch (CAD) system and are working through the transition and its "bugs." We are moving forward with on-line crime reporting, but are behind the schedule that we had mapped out for ourselves. The Chief reported on the homicide occurring earlier in the day as well as each of the three occurring in the past few weeks. The motive for today's homicide is yet unknown. The employee killed during a robbery was not wise in pursuing the armed thief. The Chief also announced the return of School Resource Officers as part of the above grant. Officers Robert McBride, Brent Erk and Remson Jack have reported for duty within the three area high schools. She noted that she had the honor of attending the Consecration of Deacons at Mt. Zion Missionary Board of Police Commissioners Meeting Minutes of October 18, 2011 Page 3 Baptist Church for Officers Dale Person, Robert McBride and Damian Manson. She announced that she had extra tickets for this week's Cesar Chavez dinner. She also pointed out an article in the Lansing State Journal regarding High Point, North Carolina, as a law enforcement model which we studied and used in our formulation of the PEACE initiative. A member of the High Point command staff came to Lansing and helped us adapt many components of their system to our use. With a 40% reduction in crime in High Point and low recidivism, we will also look to target cells of crime using whatever diffusion methods are deemed appropriate. The Chief announced that the Ingham County Sheriff's Department has been awarded a grant for traffic enforcement and has approached us for our cooperation as they propose to operate with grant funds within the City. Issues needing to be addressed include reaction from the FOP and possible impact on voter decision making. She announced that Capt. Yankowski will be organizing sworn supervisor training and is hoping to utilize past LPD command staff Andy George and Kim Lawrence. She announced that Silver Bells in the City is scheduled for November 18. Board members are invited to view the parade from HQ second floor. She also announced the naming of Dr. Renee Canady to the position of Ingham County Health Officer, the position previously held by Dr. Dean Sienko. Commissioner Kolp inquired as to the availability of yard signs in favor of the millage. The Chief assured her that some were available and promised to be sure she got one. EDUCATION PRESENTATION Former LPD Chief and now Senior Director at Emergent BioSolutions, Mark Alley, gave a PowerPoint presentation on bioterrorism in general and anthrax dangers specifically. Emergent BioSolutions is the only manufacturer of an FDA approved anthrax vaccine. The firm has 800 employees worldwide and the anthrax vaccine is manufactured at the Lansing plant. Mark explained that 6.5 kilograms of anthrax could cause the same amount of damage as a one megaton nuclear device. He explained how the body can be damaged by anthrax and how the vaccine (biothrax) works. He also.noted that 2.5 million service people have received the series of vaccinations at a cost to the government of$27.00 per dose. The current U.S. stockpile of vaccine dosages is set at 75 million. The company is hoping to increase manufacturing in order to make the vaccine available privately at $150.00 per dose and for export at a price to be determined. Persons exposed to anthrax whom have not been vaccinated need to be treated with antibiotics as soon as possible. Board of Police Commissioners Meeting Minutes of November 15, 2011 Page 2 ADMINISTRATIVE REPORT Chief Szymanski expressed her appreciation to Commissioner Farhat for her good work on the millage proposal. She said it was a "big boost" to the Department and the emails to officers were very good. The Chief also briefed the Board on a recent training day held for sworn supervisors. She said it was eight hours well spent and former LPD captain, Kim Lawrence, gave a good presentation. He will also speak to officers at the annual "30-hour"training. The Chief discussed recent interviews held for the new part time LPD position of crime analyst. They went very well with several good candidates, mostly interns from Michigan Intelligence Op Center (MIOC). She anticipates that a conditional job offer will soon be made. She also noted that six vacant positions in the 911 Communications Center are expected to be filled soon. The incoming employees should include two officers who are currently laid off from LPD. Chief Szymanski expressed her appreciation to Capt. Yankowski for hosting a luncheon for the many City employees instrumental in helping to consolidate the LPD Investigations Division into the facility on May Street. Commissioner Farhat noted that the office configuration appears to be very efficient. The Chief thanked Detectives Elizabeth Reust and Mark Lewandowski for their input in establishing a workable arrangement. She noted that Silver Bells in the City will happen this Friday. Dr. Joan Jackson Johnson will be hosting children from the Boys and Girls Club and they will be watching the parade from the LPD administrative offices. Board members are also invited to watch from there. The Chief updated the Board on the introduction of crime mapping on the Internet saying it is going well and she has received positive feedback from those using it. She updated the Board on crime reporting via the Internet saying it is not going as well as she had hoped. She has heard from Eric Tumbarella who manages the City's information technology unit that it should be up and running soon. The Department continues to explore other tools as alternatives to officer call response. She announced that the County Sheriff is receiving money for increased traffic enforcement and they are looking to do so at designated intersections within the City. There are concerns being discussed with the LPD FOP leadership, but the Sheriff's Department has a right to patrol anywhere within the County. This would be traffic enforcement only and they would not answer calls for service. Chief Szymanski also announced a March 3 Blue Light Players event which will honor the memory of Ofc. Julie Englehardt. The Chief is working with the Parks and Recreation Department for a permanent memorial, perhaps a statue, to the officer. In personnel matters, the Chief announced the resignation of Det. Scott Ellis who will be joining a private firm, and the December 26 retirement of Administrative Assistant Michelle Reddish. Board members suggested that they may wish to do something to recognize the many things that Michelle has done for them. In response to questions from the Board, the Chief discussed the value, cost and preferences of officers and command staff concerning twelve-hour shifts. A cost / benefit analysis would need to be conducted before the administration would recommend a change to the present shifts. HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON Dr. Joan Jackson Johnson announced this month's mobile food pantry to be held at the Church of the Nazarene on Holmes Road. A couple issues concern her including the growing tendency for people to arrive as early is midnight on the night prior and the shortage of turkeys available for distribution this year. She told of an incident of two couples in East Lansing in need of assistance and of the increasing number of people for whom cremation and burial expenses are out-of-reach. The "Occupy Lansing" movement which has been allowed to let people stay in tents in Reutter Park, is giving some homeless people a place to stay, but she is concerned about what may happen when / if that situation comes to an end. She discussed the Neighborhood Stabilization Fund and its support for rehabbing four or five homes. A family recently moved into a home on Climax Street through the program. She also discussed various backpack program / drops including the Boys and Girls Club and public housing complexes. Dr. Jackson Johnson explained the announced merger between the Greater Lansing Food Bank and the Mid- Michigan Food Bank, its expected leadership and its rationale. Finally, she alerted the Board to the possibility that they may be contacted by Regina Wilson regarding a revised job description for Bernard Brantley which has been discussed previously. EDUCATION PRESENTATION Bruce Gaukel, Interim Director of the 911 Communications Center, informed the Board that the consolidation committee for the new communications center had met earlier in the day and he showed some slides depicting the work in progress. Construction is one week ahead of schedule. He also pointed out that the facility will be able to withstand an F3 tornado, 100 mph winds and will have redundant power source and phone system. In answer to questions from the Board, Bruce noted that much of the present furniture will move to the new facility, that the minimum staffing level is projected to be eleven communication technicians, that he is hoping to have all six current vacancies filled before the consolidation takes place, and that the Center presently has the capability to zero in very near the source of incoming cell phone calls. He then took the Board members up to the Center for a tour and a briefing on the new Computer Aided Dispatch (CAD) system. ADMINISTRATIVE REPORT Chief Szymanski reported on a homicide which occurred earlier in the day at the CATA Transportation Center and on a juvenile who fired on an LPD officer soon after. The assailants are not thought to be the same person. She described the past month as a busy one with many activities including the Old Newsboys campaign. She noted the work that Commissioner Renfrew and Capt. Yankowski did on that campaign. She also talked of the Shop With a Cop program, noting it was slightly downscaled this year. Kudos to Ofc. Phil Bailey and Det. Michelle Bryant for their organizational contributions and to Commissioners Noordhoek and Sims for their participation. Another recent event was the Keystone Kops luncheon which the Chief attended. "It was a blast." The Chief also announced the return of Ofc. Kyle Schlagel who will fill the PO opening vacated by Mike Looney who has been promoted to detective. She told of her recent experience on an oral board in Livonia. She expressed her appreciation to Sgt. Traci Ruiz for her work with the Triad Christmas basket project. Over 300 seniors received food baskets this year. Drew Macon who is leaving LPD to work in the Attorney General's office. His vacancy will be filled by bringing Ofc. Brian Rasdale back from lay-off. Two more retirements / resignations include Fire Chief Tom Cochran and Finance Director Jerry Ambrose. Michelle Reddish promised to alert Board members if/when a retirement party for Chief Cochran is scheduled. Upcoming events announced by the Chief include a press conference to be held Wednesday acknowledging LPD's assistance in the Aah-Dee-Aah indictments and the State of the City address scheduled for January 30. He announced this month's mobile food pantry which served four hundred families and took leftover food to public housing. Additionally, there are turkeys being distributed to public housing on Wednesday. He discussed the recent fire to the St. Vincent Catholic Charities thrift store. The City will allow them to temporarily house the store at a closed fire station. He announced that Friday will be a move-in date for a family participating in the One Family/One Church program with another scheduled for next week. He expressed his appreciation to LPD for its participation in the Adopt-a-Family program in which baskets were delivered to twenty-five families. Finally, he announced the Christmas Day meal being served at the Advent House.All are welcome. Budget Committee — Commissioner Renfrew reported that LPD has begun asking supervisors for budget requests and work programs even though the administration has not published any directives for fiscal year 2013. Complaint Committee—Commissioner Farhat reported that this committee continues to meet on a regular basis. The Commission Investigator had no additional comments. OTHER REPORTS Precinct Consolidation Steering Committee—Commissioner Kolp reported that the committee is not being utilized.
