After the establishment of a quorum, Commissioner Noordhoek called the meeting to order at 5:30 p.m.

The minutes of January 19 were approved as presented and placed on file.
ADMINISTRATIVE REPORT—Chief Alley
Chief Alley expressed his appreciation to Board members who attended the reception for newly hired
officers and to Commissioner Kolp particularly for her organization. It was a great event. He also
updated the Board on the precinct consolidation study. The firm of c2ae has been chosen to conduct the
study and a meeting of the committee will occur tomorrow.
He reported on the State of the City address noting that it went well in its location (Southside Community
Center at Harry Hill High School) and he noted Commissioner Sims' attendance at the event. In an
update of the Lansing Promise scholarship program, he reported that Chris Hollister will be managing
fundraisers with the goal of$4 million.
The Chief reported on being interviewed by a law student from Korea and on the recent commemorative
party held in memory of Ruth Hallman. Donations from the event will be handed over to LPD for use
toward team /community problem-solving activities.

Chief Alley announced the review of the Department's "use of force" procedure in response to a request
from Sgt. Southworth. In discussing the need for an update with Atty. David Otis, Mr. Otis was able to
refer the matter to Audrey Forbush who agreed to assist. A new procedure is expected to be more
concise. Commissioner Kolp requested that the Board be updated as this initiative proceeds. The Chief
suggested that, at the appropriate time, it would behoove us to have Sgt. Southworth as our education
presentation.
He announced the completion of an interview with the Lansing State Journal regarding regionalism. Let's
hope when it is published, it comes out well. Speaking of the Lansing State Journal, its Executive Editor,
Mickey Hirten, has requested access to a feed from LPD surveillance cameras in order to offer a live feed
from them on the LSJ web site. The Department is adhering to its position that the public not have
access to live feeds due to concerns that a live feed could be useful to both child predators and to thieves
looking to determine the daily patterns of potential victims. The State Journal does not agree with that
stance and may take action to further pursue its position.
The Chief also notified the Board of a recent interview with an MSU professor as part of a national look at
law enforcement staffing levels. A local examination of appropriate staffing levels is scheduled to be
conducted by Alexander Weiss.
Chief Alley informed the Board that he attended the LCC State of the College address and also that
negotiations with the Fraternal Order of Police are moving along.
In answer to questions from the Board, the Chief informed them that, even with twelve-hour shifts, officers
often require end-of-shift overtime. Every one of the overtime slips is reviewed by command as some
overtime is controllable and some is not.
EDUCATION PRESENTATION
Jerry Ambrose, Chief of Staff and Director of Finance, spoke to the Board in reference to the City's
budget. As the administration prepares to present a proposal to City Council for fiscal year 2011, there
will be many rumors as to what that proposal will contain. He warned that, up until the proposal is
presented, the rumors are just that. While a myriad of potential options are being explored, none have
been decided upon.
The fiscal problem is a result of lower revenues (property taxes and State revenue sharing) and higher
expenses (personnel, utilities, etc.). The gap between projected revenues and projected expenses in the
next fiscal year is estimated to be $12 million if no changes are proposed. This equates to approximately
11.5%, and 11.5% of the police budget is $3.9 million. Though public safety continues to be of the
highest priority, it has been held relatively exempt from budget cuts in the past. In fiscal year 2011, the
changes coming to public safety will be significant. The City, however, will continue to provide basic
services. Law enforcement and fire calls for service will be answered, roads will be plowed, trash will be
picked up and the basic maintenance of our parks will be continued. Mr. Abrose commented to the Board
that there are no plans to raise taxes or dip into reserves.
In answer to questions form the Board, Mr. Abrose noted that the recycling program is running at a lower
cost than in the past and the garbage collection program breaks even. He noted that the financial
problem is not a "one year dip" but a structural problem. Even an increase in taxes would not make a
significant long term impact. An increase of the income tax rate to non-residents is not possible without
legislation. On a positive note, the Teamster 580 bargaining units recently agreed to a contract which
delays retirement healthcare to those with twenty-five years of service rather than fifteen which is the
standard for those presently in the employ of the City.

Bernard Brantley reported for Dr. Jackson Johnson, who is recovering from surgery. He reported that the
one church / one family initiative should unveil its first home project by the end of the month. He also
reported that the "point in time" homeless count has concluded and, with the adjustment for a problem
with the count at a library, the number is up from last year to approximately 612 in the Lansing area. The
mobile food pantry is scheduled for this Saturday at the Cristo Rey Church on Miller Road. With the
withdrawal of Meijer from the program, produce has been somewhat scarce. Meat items, however, are in
good supply. In response to a question from Commissioner Farhat, Mr. Brantley noted that ID cards are
required and that food is available from varied sources on non-Food Pantry days. A list of sites is readily
available.

DEPARTMENTAL REPORTS
Commissioner Farhat noted the Team 9 report (p. 26). Be sure to keep doors locked and report
suspicious activity in your neighborhood. Departmental reports for the month of January were accepted
and placed on file.
BOARD COMMITTEE REPORTS
Liaison Committee — Commissioner Kowalk-Thompson reported her attendance at the State of the City
address and her plans to attend tomorrow's meeting of the consolidation committee. She will report on
that meeting next month.
Awards & Incentives Committee — Commissioner Noordhoek reported that the committee had a good
meeting and he is impressed at how the officers take the award process seriously. The awards that get
bestowed will truly be for exemplary actions and not for actions which, while noteworthy are "just doing
your job." The next committee meeting is scheduled for April.
Budget Committee — Commissioner Carnegie reported that the committee has been meeting in earnest
and has reviewed documents wherein the Department management has prioritized programs and
suggested possible cuts. He emphasized that "there will be cuts." The traditional budget books will be
distributed prior to the March meeting, at which time a resolution will be passed forwarding the budget
document to the Mayor. Any proposed programmatic cuts will be formulated as an addendum to the
budget book. Michael Mathis noted that the Board needs to be mindful that its meetings are open to the
public and the Board may not wish to inadvertently disclose something which otherwise would or should
be disclosed at a later time.
Complaint Committee -- Commissioner Farhat reported that the committee's January meeting was very
productive and that things are "rolling along."
Commission Investigator Report— Bernard Brantley had nothing additional to report.

COMMISSIONER COMMENTS
Commissioner Renfrew — expressed his appreciation to Chief Alley for his continuing support of the
Sunday communion sessions held at the LPD lock-up. His goal is that the participants not be repeat
offenders whom he sees in the lock-up again. Commissioner Renfrew also noted that he has budget
reduction suggestions that will be introduced at the appropriate time.
Commissioner Kowalk-Thompson — appreciates the Monday quotes from Chief Alley. She is also
thankful for e-mail updates received from Patty Farhat and Michelle Reddish. She reiterated that she
continues to be astounded at the Department's ability to solve crimes quickly. Great job by the frontline
officers and detectives.
Commissioner Kolp — asked Mr. Brantley to pass along her best wishes to Dr. Jackson Johnson. She
also noted how impressed she is with our newly hired officers. They are "very sharp and articulate with
positive attitudes."
Commissioner Carnegie — expressed pleasure in seeing Commissioner Kolp present given her recent
surgery. He commended her for her work and leadership on the "New Hire" reception. It was a great
event with a wonderful program. It is good to see the excitement and anticipation displayed by the new
officers. He is certain that they were appreciative of the reception. He also noted that he is impressed
with the officers who attend neighborhood meetings. They seem to be very comfortable in doing so and
that is a trait which clearly develops from the top down in an organization.
Commissioner Noordhoek— expressed his appreciation to Commissioner Kolp and the advisory board for
the successful reception. It was a "great event." He also commented positively on the presentation by
Mr. Abrose. His frankness was greatly appreciated.
Commissioner Farhat— suggested that, assuming we are going to be granted use of the City suite again
this year for a Lugnuts game, we make a request early and attempt to, once again, have the outing
coordinated with our monthly meeting. Jim DeLine will coordinate with the Mayor's office. She also noted
that the Ruth Hallman birthday event was well done and it was good to see LPD people there supporting
the event. Finally, Commissioner Farhat echoed others in their commending Commissioner Kolp for a job
well done in sponsoring the New Hire reception. It was wise to work with the officers in advance to ease
their comfort level and help them prepare.

Commissioner Sims added an announcement from Mayor Bernero to the agenda to occur as soon as Jim
DeLine arranges Commissioners Mejorado and Farhat to join via speakerphone.
ANNOUNCEMENT FROM MAYOR
Mayor Virg Bernero commended Chief Alley for his contributions to both the Department and to the City
and wished him the best in his retirement. He noted that he had gotten input from several sources, and
that the Department was `blessed" to have quality leadership and a good staff from which to select an
interim chief. He then announced that Capt. Teresa Szymanski was being appointed to the position of
interim Chief of Police. She has both breadth and depth of experience. He distributed a letter to the
Board affirming his appointment and said that he looked forward to working with the Board as the process
to determine the selection of a new permanent Chief of Police is established. He hopes to have a
candidate for the position by the end of the calendar year.
Newly appointed Chief Szymanski thanked the Mayor. She said that she is looking forward to the
challenge and that she is up to the challenge of leading the Department in the months ahead. She
expressed her appreciation to Chief Alley for his leadership. Commissioner Sims expressed her
appreciation to the Mayor for moving the Department forward by making this important decision at this
time.

After a break, Chief Alley gave a summary of the everts which led to him being offered the position with
Emergent Biosolutions and discussed what the position would entail. "LPD is a difficult place to leave,"
he declared.
He then discussed many of the projects currently underway at the Department including the precinct
consolidation study, the staffing (resource allocation) study, the 911 consolidation, budget constraints,
review of policies and procedures addressing high risk areas as well as the use of force review which is
currently underway. He assured the Board that incoming Chief Teresa Szymanski would do a good job at
making sure all of these initiatives would move forward.
Chief Alley expressed to the Board that it has been a pleasure and honor to serve the Lansing Police
Department. If needed, he is available to consult but will not"meddle" reference any LPD related matters.
COMMISSIONER COMMENTS
Commissioner Mejorado—expressed her appreciation to Chief Alley for his years of service. Lansing has
been fortunate to have him as our Chief of Police. We will miss you and wish you the best in your new
venture. She noted that she is expected to be back in Michigan on March 22 or 23.
Commissioner Farhat— recalled the appointment of Chief Alley ten years ago. He has been a wonderful
leader. Everyone has benefited from his leadership. Now, as we move forward, it is worth noting that
Chief Szymanski will be the first woman to hold this position. Congratulations to her.
Commissioner Kolp—told Chief Alley, "We hate to see you go." She wished him the best and noted that
he will surely be successful in his exciting new position. Congratulations to incoming Chief Szymanski.
Commissioner Noordhoek — expressed his appreciation to Chief Alley for his leadership. He has done a
great job and will be missed. We were lucky to have you as our Chief. Welcome to new Chief
Szymanski. We know you are up to the task and look forward to working with you.
Commissioner Kowalk-Thompson — echoed the comments given by the prior speakers. Chief Alley is
leaving the Police Department in a better condition than when he started. Congratulations to Chief
Szymanski, whose quiet leadership has earned her the respect of the Board and also the frontline officer.
Commissioner Kowalk-Thompson noted that it shows respect for the Board that the Mayor chose their
meeting as a forum for the announcement of the appointment of Chief Szymanski.
Commissioner Renfrew — noted that he has worked for several Chiefs of Police and particularly admires
Chief Alley for his foresight and initiative in developing the HOPE scholarship program. Please keep
involved in that program. Commissioner Renfrew recalled his good working relationship with Capt.
Clarisse Young, a former female pioneer at LPD. He is looking forward to working with Chief Szymanski
as well.
Commissioner Sims— noted that Chief Alley served to put the Lansing Police Department on the"national
map." While his retirement announcement was a shock, she is very happy for him. She is very proud
that Chief Szymanski was chosen as interim Chief. Chief Szymanski will have much to do, but she will do
a fine job. Commissioner Sims was appreciative that Commissioners Mejorado and Farhat were able to
join this meeting via telephone. She reminded everyone of the retirement reception for Chief Alley on
March 11 and of the next Board meeting on March 23.
OTHER BUSINESS/DISCUSSION
Commissioner Sims promised to send a copy of the Mayor's letter to those Board members attending the
meeting via phone and to Commissioner Carnegie.

Incoming Chief Teresa Szymanski noted that she has worked with the Board for several years and feels
that the "comfort level" is high in that working relationship. She alerted the Board that she does plan on
leaning on them from time to time and they should feel free to call her or stop by her office as needed.

REPORT OF BUDGET COMMITTEE
Commissioner Carnegie explained that the budget books distributed to Board members were a result of
input from sections as well as command. It is inclusive of "wishes" with a nod to current budget
constraints. He noted that the primary charge to the Department of maintaining public safety is core to
the budget and is assured no matter what cuts may be necessary as the budget is passed from the Board
to the Mayor to Council
Commissioner Carnegie also noted that 1) the general fund budget does not include grant projects and 2)
the resource allocation study soon to be conducted at LPD may result in personnel changes in fiscal year
2011 which cannot be predicted at this time so are not reflected in the budget proposal.
The Board considered the Department's budget document section-by-section with Chief Szymanski and
Jim DeLine answering questions or promising to contact the section's author for a response in cases
where the answers were not readily available.
The board passed the motion below with four voting in favor and one abstention.
"The Budget Committee moves the acceptance of the Lansing Police Department's FY 2011
budget proposal as presented and direct that it be forwarded to Mayor Bernero for his
consideration. We further voice our support of Interim Chief Szymanski and her staff in
discussions with the Mayor as a final proposal is prepared far presentation to the City Council.
We are confident they will ensure the integrity of the Department and its mission at whatever
funding level is ultimately deemed appropriate."

After a break, Commissioner Carnegie distributed a document prepared by LPD administration with input
from the Budget Committee that delineated 38 different programs inherent to LPD with suggestions for
each should budget cuts be necessary to that particular program. The programs were listed in order by
priority with the patrol function being number one.
Chief Szymanski remarked that each and every cut noted in the document would be "painful" to do.
Board members requested to be kept informed as to cuts which are decided upon as the Mayor prepares
for a presentation to City Council.

OTHER BUSINESS/ DISCUSSION
Commissioner Sims requested that Michael Mathis research whether the Board was under rules /
guidelines as to attendance requirements, to check the City Charter for "any language" that may apply to
the Board. Mr. Mathis agreed to do so.
Commissioner Kowalk-Thompson noted that, given the Board's two recent special meetings, the regular
meeting of March 23 could likely be canceled. Commissioner Sims agreed noting that it would give staff
a break as well. It was moved and passed that the March 23 meeting of the Board of Police
Commissioners be canceled.
Chief Szymanski announced the promotions of Michael Yankowski to the position of Captain (assigned to
the South Precinct) and Daryl Green to the position of Lieutenant (assigned to Internal Affairs).

Commissioner Renfrew—expressed his appreciation to Chief Szymanski for her input tonight. He felt she
was "in the hot seat" and is doing a good job.
Commissioner Carnegie — expressed his appreciation to Budget Control Supervisor Jim DeLine and
noted that, with Jim's longevity within the Department, the continuity is very helpful.
Commissioner Sims — expressed her appreciation to all those in the Department who contributed to the
budget proposal preparation.

The minutes of February 16 and March 15 were approved as presented and placed on file. The minutes
of March 2 were amended to accurately reflect attendance. The amended minutes of March 2 were
approved and placed on file.
EDUCATION PRESENTATION
Heidi Williams, Executive Director of the Police Athletic League, introduced LPD Detective Michelle
Bryant, PAL president. They gave a PowerPoint presentation on aspects of the PAL organization
including history and mission. The LPD PAL organization began in 1992. Currently emphasizing "quality
over quantity," the group serves primarily kids from kindergarten through fifth grade offering sports
programs including dodge ball and basketball. Additionally, PAL's "Kid's Program" offers a non-athletic
program for kids on a continuing basis. Some kids have been in the Kid's Program for four years. In
answer to questions from the Board, Heidi and Det. Bryant discussed parental involvement, officer
involvement and work with community organizations including the Boys and Girls Club, Michigan State
University, the Lansing Housing Commission and Black Child and Family Institute. They also discussed
recruitment of participants and the annual golf outing fundraiser.

ADMINISTRATIVE REPORT—Chief Szymanski
Chief Szymanski congratulated Commissioner Mejorado on her successful team effort in the recent
Susan G. Komen Race for the Cure. Commissioner Mejorado's team won third place in the t-shirt
competition and sixth place in the team fundraising effort. She also acknowledged the Cops for the Cure
team which included Jim DeLine.
The Chief noted that her first six weeks as Interim Chief have been "fun." She listed several celebrations
including Administrative Professionals Day, National Telecommunications Week and Volunteer Week.
She also announced Sgt. Dan Zolnai being awarded the Voiture 946 Officer of the Year award (Forty &
Eight club). Commissioner Renfrew commended the selection. Sgt. Zolnai was instrumental in the
successful Ahh Dee Ahh drug bust.
She announced the upcoming Homerun for HOPE event on May 15. Chief Szymanski has assumed the
chair of this worthwhile organization. She also noted the recent Bluelight Players performance honoring
Ofc. Dean Whitehead who died in the line of duty on May 5, 1985. It was a "great event" showcasing
some very talented young people. The Department will pay tribute to Ofc. Whitehead on May 5.
Chief Szymanski announced the Department's award ceremony to be held May 12. She has reviewed
the list of honorees and is looking forward to a "fantastic" night. She also noted the Seventeenth Annual
State of Michigan Law Enforcement Officers Candlelight Memorial to be held May 3 at the Capitol as well
as a commemorative ceremony to be held at the Ingham County Sheriffs Department on May 11 during
National Police Week.
The Chief announced that Detective Mark Lewandowski has been successful in obtaining a warrant for
the arrest of a suspect in the August 2009 homicide on Barnes Avenue. She is most proud of Det.
Lewandowski and others who worked the case.
She expressed her appreciation to those Board members attending the summit on violence held recently
at Union Missionary Baptist Church. Some "disturbing" things were said at the summit as well as several
expressions of support for the Department. Members of the Board discussed the value of open forums
allowing members of the public to be heard, to "blow off steam." Commissioner Kowalk-Thompson noted
that using a summit as a forum for people is a service to officers as they may now experience less pent-
up emotions in the course of their patrols. The Chief was commended for her ability and willingness to be
honest with the public.
She noted that to have five or six homicides in Lansing this early in the year is "alarming." However, she
pointed out, crime overall is down. The Department continues to diligently pursue solutions to these
crimes and our relationship with community partners remains strong. She plans to relay this message to
community leaders in an upcoming correspondence.
Chief Szymanski announced the beginning of the PEACE initiative. Utilizing grant funds, this endeavor
will use a proactive approach to address crime in two "hot spot" areas. Offenders may be offered
alternatives to prosecution through faith-based programs, the Boys and Girls Club and a mentor program.
Michigan State University will assist in the program with coordination, monitoring and reporting results.
The Alexander Weiss resource allocation study has also begun. Dr. Weiss will be present at the May
Board meeting to discuss the study and get feedback. The results of the study are expected by August 1.
The Use of Force/ High Risk Area study has concluded and results are expected soon.
The Chief reported that the Department's budget hearing before City Council went fairly well. She
expressed her appreciation to Jim DeLine for his "outstanding" work as Budget Control Supervisor. She
noted the importance of the Board's input in preparing the budget document. Commissioner Carnegie, on

behalf of the budget committee, commented that the LPD leadership did a good job. Jim DeLine pointed
out that the budget which the Mayor presented to Council contained no program cuts for the Department,
but instead relied on employee concessions and other savings to reach the necessary budget target.
Commissioners commented favorably on the presentation to Council, on the FY 2011 budget document
and on Council's support for law enforcement. In answer to questions from the Board, it was pointed out
that reductions in service hours proposed by the administration will impact civilian employees but not
members of the Fraternal Order of Police.
Chief Szymanski noted the passing of Rev. Lester Stone as well as concern for the Glover family and the
Brown family. Commissioner Sims commended the Chief for visiting these families.
The Chief announced that a tentative agreement has been reached with the non-supervisory unit of the
Fraternal Order of Police, and an agreement is expected soon with the supervisory unit.
The Chief discussed the $1.9 million in employee concessions expected from the FOP which will be
partially met by leaving vacant several positions opened when officers and supervisors take advantage of
the City's early retirement incentive. In forming a plan to save money and reduce staff, plans are being
looked at which would consolidate the precincts and thus require fewer supervisors. Because we plan to
honor present leases, the patrol division would likely operate out of the building on the north side and the
investigations division would likely operate out of the building on the south side. It is expected that the
consolidation could save as much as $900,000 of the $1.9 million which the administration is counting on.
This plan has not yet been formalized nor announced to the public. Input is still being gathered, costs are
being calculated, and options and challenges are being explored. Board members commended the Chief
for being proactive and "thinking outside the box" regarding the current fiscal challenge being faced by the
Department.
She also announced that the Mayor has approved the Board's request to utilize the City suite at Cooley
Law School Stadium for the June 15 home game of the Lansing Lugnuts. Commissioner Sims will
attempt to allow the Board meeting to be held in the offices of the Lansing Visitors and Convention
Bureau even though she will not be able to attend.
Per a request from Board, Chief Szymanski gave updates on issues involving Ofc. Burkhardt and Ofc.
Williams.

BOARD COMMITTEE REPORTS
Liaison Committee — Commissioner Kowalk-Thompson led a discussion of the Board's upcoming
Lugnuts outing. It was the consensus of the Board to invite LPD staff members to join them this year and
to plan a liaison activity with City Council for later in the year. Suggestions included a breakfast,
luncheon, Blues on the Square, or the BWL Chili Cook Off.
Awards & Incentives Committee — Commissioner Noordhoek expressed his appreciation to Lt. Horning
and Sgt. Ellis for doing a "yeoman's" job on coordinating the awards ceremony coming up next month.
They keep the committee focused and dispense information in a timely manner. He also commented how
good it is to hear the input of the officers on varying nominations.
Budget Committee— Commissioner Carnegie had nothing further to report.
Complaint Committee -- Commissioner Farhat reported that the committee will be meeting in May with
incoming IA lieutenant, Daryl Green.

COMMISSIONER COMMENTS
Commissioner Kolp — expressed her concern that cars in the fleet are not being replaced due to budget
constraints. Chief Szymanski reported that many new cars are currently being added per funds from prior
years and Jim DeLine noted that Special Operations should be able to fund new cars with an increase in
forfeiture dollars currently in the pipeline. Commissioner Kolp also expressed concern with the state of
communications equipment used in Special Operations. Chief Szymanski reported that Lt. Klaus is "on
top of it" and is doing what is necessary to ensure that officer safety is not compromised.
Commissioner Sims —welcomed back Commissioner Mejorado and reported her involvement in a recent
debate at Pattengill Middle School reference rap music. She was very impressed with the research done
by the students. She distributed information on the upcoming "Over the Edge" activity which supports
destination development and educational opportunities within the local hospitality industry. Ofc. Walt Kim
and several other people from LPD are participating. She noted that "Be a Tourist in Your Own
Hometown" will be held on June 5 this year and she commended Chief Szymanski on recent promotion
choices.
Commissioner Noordhoek — welcomed back Commissioner Mejorado and commended Chief Szymanski
and staff for a smooth budget hearing before City Council. The Chief has had a very good first six weeks
on the job.
Commissioner Kowalk-Thompson — echoed the accolades reference the budget hearing and is
appreciative that Chief Szymanski has chosen to continue communicating "good news." The Chief
acknowledged Michelle Reddish for her work in that endeavor. Commissioner Kowalk-Thompson
commended the Chief for her ability to seek solutions to challenges facing the Department.

Commissioner Carnegie — noted that is was good to see Commissioner Mejorado back in Michigan. He
commended Commissioner Sims for the job she did filling in as chair. He also commended Chief
Szymanski for her quick jump to establishing a high profile in the community. This is an endeavor which
requires personal sacrifice. He expressed his appreciation to Jim DeLine for the hard work done on this
year's budget process.
Commissioner Mejorado—expressed to the Board that it is "good to be back." She commended the Chief
for her productive first six weeks and reported on her attendance at the HOPE Scholarship ceremony.
Over 900 kids were involved in the program. She reported on several upcoming community events
including the Latin American Softball league in which Chief Szymanski will be tossing out the first pitch.
Commissioner Farhat — expressed her condolences to Commissioner Carnegie on the loss of his fellow
pastor, Rev. Lester Stone. She is excited to hear of the Chiefs organizational proposals and feels that
the Chief is a real trailblazer in Lansing law enforcement. She commended those involved in the budget
process and announced the date of August 10 for this year's National Night Out event in Lansing. She
commended Craig Anderson and Michelle Reddish for working to make her attendance via telephone
possible.

A revision of procedure 300-15, Precinct / Duty Captain Notification was discussed and a motion
was passed accepting it.
A motion was also passed supporting the Board's sponsorship of a tee flag at the PAL golf

EDUCATION PRESENTATION
Chief Szymanski introduced Dr. Alex Weiss and Dr. Jeremy Wilson, who have been retained to perform a
resource allocation study. Dr. Weiss gave a presentation based on the PowerPoint slides contained in
the Board packet. The question faced by municipalities is, "how many police officers are needed" to
handle the workload and perform the functions desired by the community and the administration. He
noted that LPD has taken a big step toward being more efficient by moving to a 12-hour shift for its patrol
personnel. He has gathered a great deal of workload data and will have some preliminary information to
share soon. He continues to "ride along" with patrol officers and will also take a look at administrative
staffing. A final report is expected in August.
ADMINISTRATIVE REPORT—Chief Szymanski
Chief Szymanski asked Board members for feedback on Dr. Weiss's endeavors and also discussed the
impact of expected retirements which will occur before his recommendations are received. She expects

ten to fifteen retirements to occur in mid to late June and is compelled to make some organizational
changes at that time, rather than wait for the results of Dr. Weiss's study. She distributed a confidential
proposed organizational chart showing a consolidation of the patrol and investigation functions within the
Department and the proposed staffing for each. A discussion was held on the necessity and value in
making the proposed changes.
The Chief announced that the LPD detention center/ lock-up will be staffed using a 12-hour shift system
also beginning in late June. This is per a vote of the Teamster 580 employees working in the center as
detention officers. The FOP non-supervisory bargaining unit is scheduled to vote on the acceptance of
12-hour shifts in the patrol function on Friday.
Chief Szymanski also announced that she will be starting a professional development initiative which will
go hand-in-hand with required performance evaluations. She announced a new Justice Assistance Grant
(JAG) which will provide LPD with $119,600 over the next three years. She expressed her appreciation
to those Board members in attendance at the annual awards ceremony and spoke of LPD's participation
in the National Law Enforcement Memorial event in Washington, D.C. during National Police Week.
The Chief noted the deployment of Officer Jimmy Garcia and Detective Cathy Farrell to duties in
Afghanistan. Finally, she distributed information on the upcoming program sponsored by LPD along with
the Michigan Prisoner ReEntry Initiative and other organizations titled, "Breaking the Cycle of
Incarceration: A Prisoner and Youth Conversation."
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson reported on the continued heavy workload in her Department due to the
increased needs in the community. Requests for utility assistance are on the rise and DHS is out of
money in that area. She noted that the number of homeless people has increased and she will have an
annual report for each Board member with more detailed information. She expressed her appreciation to
Bernard Brantley for his assistance.
She continues her efforts, along with those of Chief Szymanski, to establish a "detox center" in the area.
A successful center would save LPD, the Fire Department, local hospitals and CMH in the provision of
resources presently utilized. These organizations along with Mid-South Substance Abuse Commission
and PHP have supplied funding for the effort. Presently, they are having difficulty finding an affordable
location in the right geographic location. In answer to a question from Commissioner Farhat, Dr. Jackson
Johnson gave specifics on facility needs.
Dr. Jackson Johnson gave an update on the most recent mobile food pantry event. She expressed her
appreciation to Bernard Brantley for his assistance and noted that over five hundred households were
served. She also commended Mr. Brantley for his leadership in the Department during her recent
absence.
In anticipation of the summer months, she reported that efforts are underway to establish programs for
older youth in a addition to those for younger people which include programs at the Boy's and Girl's Club.

Liaison Committee — Commissioner Kowalk-Thompson reported that she was in attendance at the MI-
Cops ceremony held a the capitol and commended Commissioner Renfrew for his participation in the

Boards lent great support to the event and she expressed her appreciation to Commissioner Renfrew for
his participation.
Awards & Incentives Committee — Commissioner Farhat reported for Commissioner Noordhoek
expressing his appreciation to all Board members in attendance at the annual ceremony.

Complaint Committee-- Commissioner Farhat reported that the committee recently met with incoming IA
Lieutenant Daryl Green and is looking forward to working with him. Capt. Yankowski is aiding in the

consolidation efforts. Her report was clear and sensible. He looks forward to Dr. Weiss's report.
Commissioner Kowalk-Thompson — congratulated Chief Szymanski on her initiatives which allow the
Department to "move forward." She very much appreciates her efforts and those of Michelle Reddish as
they continue to resolve issues both big and small.
Commissioner Farhat — echoed the positive comments made by Commissioners Renfrew and Kowalk-
Thompson and noted that the Chiefs years of experience with LPD are extremely beneficial in performing
the duties of Chief of Police. Commissioner Farhat also announced an upcoming food festival to be held

ADMINISTRATIVE REPORT—Chief Szymanski
Chief Szymanski expressed her appreciation to Commissioner Sims for providing the location for this
month's Board meeting. She presented Commissioner Carnegie with a certificate of appreciation from
the Department. (He was unable to attend the award ceremony.)
She provided an update on Detention Officer Tim Sample's passing including funeral and visitation
specifics. The sheriffs department and the East Lansing Police Department will assist in operating our
detention facilities during the funeral so that all LPD detention officers may attend. As an accommodation
to the Saturday funeral, the basketball game versus the Fire Department will be played on Thursday,
June 24. The Touch-a-Truck event scheduled for Saturday will be held as planned.

The Chief announced a retirement party to be held at the Radisson for six of LPD's employees retiring
this month. Members of the Board were aware of a few other retirement parties and that information was
shared with those present.
Chief Szymanski noted the consolidation discussion held at City Council's Public Safety Committee. She
expressed her appreciation to members of the Board who attended and gave support. She thought it
went well. Commissioner Farhat said that the Chief did a great job at answering questions during the
session.
In answer to a request from the Board, Chief Szymanski discussed the City of Lansing situation in dealing
with Michigan's legalization of medical marijuana. She noted that the law is "challenging for law
enforcement"to enforce. It is very ambiguous. The Chief is working with code compliance officers as pot
is increasingly being consumed in red-tagged and foreclosed homes. Other chiefs of police are also
confronting the problem. Some are trying to adjust zoning ordinances to accommodate problems and
some are considering asking the legislature for additional legislation that would clarify the present statute.
Board members commented on the issue being addressed by City Council's Public Safety Committee
and the "caravan" coming to town this weekend.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson announced a mobile food pantry event to be held on Saturday at the Letts
Community Center. She noted that requests for assistance are still on the rise and she is hopeful that her
Department will succeed in helping people to stay in their homes. She also announced that the first four
homes in the one church/one family initiative are expected to soon be occupied.

Commissioner Farhat— reported on a meeting regarding surveillance cameras. A decision was made to
move one camera. She expressed her appreciation to Chief Szymanski for attending a recent meeting of
Neighborhood Watch coordinators. The City of Lansing is now up to 200 Neighborhood Watch units.
She reminded everyone that National Night Out will be held on August 10 this year.
Commissioner Sims — expressed her appreciation to the Chief and her office for providing information on
a timely basis. She is particularly pleased with the information sharing and "good news" which often
recognizes officers doing exemplary work. She also reported on her attendance at a community meeting
centered on honoring Cesar Chavez by naming a Lansing street after him. There are many different
cultures in Lansing deserving of recognition. She announced that Diversity Day will be celebrated this
year over Labor Day weekend. She also noted that the Radisson is donating used furniture in a "give-
away"which will continue this week and occur again next month.
Commissioner Noordhoek — commended the Chief on her presence at the Public Safety forum and
commended her for the "good news" reports. He asked to whom the e-mails went and Chief Szymanski
listed those on the list of recipients.
Commissioner Kowalk-Thompson — requested that those present keep the family of Tim Sample in their
thoughts and prayers.
Commissioner Carnegie —echoed the sentiments of Commissioner Kowalk-Thompson and noted his visit
to the detention facility where he offered his thoughts and led many in prayer. He felt that the session
"helped us all."
Commissioner Renfrew — echoed the sentiments on Detention Officer Tim Sample. He also expressed
his belief that the City might consider once again utilizing commercial drivers of CATA buses, utility
vehicles and garbage trucks as "eyes and ears"alerting LPD to situations needing attention.

EDUCATION PRESENTATION
Lt. Larry Klaus presented information on enforcement of the new Michigan medical marihuana legislation
using a PowerPoint series of slides originally developed by David Taney for the Michigan State Police.
He discussed what marihuana is and the history of legislation concerning it. The current legislation, he
pointed out, has some unintended consequences. The establishment of a system of identification cards
for patients and caregivers is flawed as it is absent of a picture and privacy issues are being used as an

excuse not to release information on the number of patients and caregivers in any given area. He
informed the Board that established criminal marihuana distributors do not like having these new amateur
operations nearby and can act violently against them. The new grow operations often exceed the number
of allowable plants and may not be aware of the hazardous black mold which is often present unless
monitored carefully. He also pointed out that, while smoking marihuana is prohibited in public areas
under the legislation, they do not define "public area." He also pointed out that OWI ordinances still apply
to patients on their medical marijuana medication. Lt. Klaus noted that there are several states which
allow marihuana for medicinal purposes and some have more restrictive, better delineated statutes than
Michigan. Commissioner Noordhoek pointed out that, due to the popularity of the vote legalizing medical
marihuana in Michigan, elected law enforcement personnel are reluctant to take stands which may be
viewed as opposed to the legislation. There is, however, a consortium of non-elected law enforcement
personnel forming to offer suggested revisions to the legislation. Lt. Klaus discussed revisions coming
about due to case law situations, which can be expensive to the law enforcement agency involved. While
enforcing the law is "what we do" per Lt. Klaus, LPD does so with caution when the legislation is
ambiguous. "We don't want to get sued."
ADMINISTRATIVE REPORT—Chief Szymanski
Chief Szymanski expressed her appreciation to Board members for their support for, and participation in,
the PAL golf outing. The event raised approximately $10,000 for this worthy endeavor. She
acknowledged the hard work Det. Michelle Bryant puts in for the Police Athletic League. She also
announced the Senior Prom being held by Triad this Friday. She acknowledged Sgt. Traci Ruiz for her
many efforts towards this organization. The Chief expressed her appreciation to the Board for their
expressions of support and specifically to those who attended the funeral of Detention Officer Tim
Sample.
The Chief reported that Common Ground and the Fourth of July festivities went very well this year. Capt.
Mike Yankowski and Lt. Lisa Phillips did an excellent job at managing the LPD end of things. She noted
that the biggest crowd at Common Ground was present the evening of the Ludacris concert with over
14,000 in attendance. An "after party" was also held. LPD did a great job that and every evening of the
festival and, for the first time, did so without any patrol officer overtime though some overtime was
experienced in the 911 center and due to a problem solving effort on the evening of the Ludacris concert.
Commissioner Sims commented on how well the officers presented themselves at the festival. They were
very visible, yet came across as friendly and helpful. They mixed well with the public.
Chief Szymanski announced her participation in a new initiative from the Ingham Regional Healthcare
Foundation which will honor tri-county "heroes" at their Annual Gala and Concert to be held on
September 11 and feature Lee Greenwood. Nominations of emergency services personnel are available
on line or through the Chief's office. She also reminded Board members that National Night Out will be
observed on August 10.
She discussed the transition from precincts to Patrol and Investigations Divisions saying that the move
went well and feedback has been positive. Commissioner Farhat commended the Chief for consolidating
the Neighborhood Watch officers. Things will operate more smoothly now. Adjunct to the consolidation is
the consolidation of the precinct advisory committees into a new Uniform Patrol Advisory Board. There is
some disappointment that the South Cedar facility is now closed at 5:00 p.m. An effort will be made to
accommodate groups who meet there in the evenings as well an effort to keep the facility open until 8:00
p.m. with light-duty officers and volunteers if available. She stated that she has not received any
complaints on the gym being less available.
Regarding the consolidation of the 911 Communications Center, the Chief assured the Board that the
process is "alive and well." The issue of legacy costs has been settled and soon the search for a
contractor and director will begin. Estimated date of project completion is now 2012.

Chief Szymanski announced that a hiring process for police officer positions will begin soon. The
Department has thirteen police officer openings and she expects the administration will agree to fund
some of them; however the Department does not currently have a roster from which to hire. The other
factor in timing will be receipt of the results of Dr. Alex Weiss' resource allocation study expected in
August. A hiring process for communications technicians in the 911 center will also begin soon.
Finally, the Chief announced an internal committee which will review and offer recommendations on
employee evaluations and professional development. The group is a diverse one and is chaired by Jim
DeLine. Commissioner Kowalk-Thompson has also agreed to serve on it.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson announced that her Department is now operating on a 36-hour work week by
being open weekdays 7:30 a.m. to 5:30 p.m. and closing every other Friday.
She requested that the Board work with her at possibly formalizing a reallocation of Commission
Investigator's time. Bernard Brantley reports to Dr. Jackson Johnson and is budgeted in her Department.
He also provides leadership in Dr. Jackson Johnson's absence and assists HRCS on a great many
issues. Commissioner Kowalk-Thompson advised caution as the position is routinely scrutinized by City
Council. Dr. Jackson Johnson agreed to draft a revised job description and submit it to the Board for
review and input. She feels strongly that the position should be reclassified to a higher pay level.
Dr. Jackson Johnson reported that HRCS continues to experience increased demand for services. Many
citizens are angry and desperate. They need assistance in paying utility bills as well as in avoiding
foreclosure and / or eviction. She expressed her appreciation to LPD officers for the times when their
assistance is necessary in dealing with members of the public. Our officers demonstrate a good level of
understanding for the frustrations which people need to vent.
She announced the location of the detox center which has been in the works for some time. The center
will be located at 810 West Saginaw and is expected to open on or before October 1. Funding partners
include the Mid-South Substance Abuse Commission (contributor of"hundreds of thousands of dollars"),
the City via HRCS and LPD, and even a group of emergency room physicians contributing out-of-pocket.
The center will be open 24 / 7, have eleven beds and have a two year lease on the facility. Operating
costs for the first year are $575,000.
HRCS is working with Trent Atkins, LFD Emergency Management Chief, to educate citizens on the
dangers of dehydration in times of extreme summer heat. They will also be closing soon on the first one
church /one family home. HRCS also held a successful mobile food pantry event last weekend with 598
households participating. They were able to distribute more food vouchers thanks to the Greater Lansing
Food Bank.

Ad Hoc Committee on Board Policies and Rules —Commissioner Noordhoek reported that the committee
met a week-and-a-half ago. They are presently reviewing materials and making notes individually and
will, as a committee, offer suggestions for changes. Commissioner Kowalk-Thompson noted that an
editorial in the Lansing State Journal pointed out the need for this sort of work and she suggested it may
be appropriate to conduct a review annually at a regular Board meeting in lieu of an education
presentation.
COMMISSIONER COMMENTS
Commissioner Noordhoek— passed along his condolences to Commissioner Sims regarding the passing
of her sister. He encouraged Chief Szymanski to keep up the good work. He feels that the consolidation
of patrol and investigations is an opportunity to emphasize to the public that we are concentrating on our
core services. The Chief reported that the patrol function is currently staffed well, they work hard and,
hopefully, will get through the summer without any major incidents.
Commissioner Farhat — suggested that in lieu of an education speaker, the Board observe a line-up
during one of their monthly meetings. Line-ups start at 5:30 p.m. and 6:30 p.m. She reported that she
visited the command center during Common Ground and was very impressed with its organization. She
feels that Lt. Lisa Phillips and Emergency Management Chief Trent Atkins worked very well together.
She also reported her attendance at the retirement function for Sgt. Frank Koenigsnecht and she
expressed her condolences to Commissioner Sims.
Commissioner Renfrew — expressed his condolences to Commissioner Sims. He appreciates the
summary from the Investigations Division (p. 37) and requested a map of CPO areas. Chief Szymanski
assured him that one would be created and included in next month's Board packet. He also suggested
that hearing from an LPD CPO would make for a good education presentation. He commended the Chief
on the recent patrol and investigations consolidation.
Commissioner Kowalk-Thompson — enjoyed the Board's Lansing Lugnuts game and appreciated the
Greater Lansing Visitors and Convention Bureau's loaning us a meeting space prior to the game. She
expressed her condolences to Commissioner Sims and reported that her father's health has improved.

Thanks to those who extended prayers and good wishes. She noted that Bernard Brantley often goes
above and beyond his job description and believes the Board should support efforts to have his position
reclassified to a higher pay grade. She commended patrol officers for the positive way in which they
presented themselves at Common Ground. She also requested that the LPD administration provide an
update on the PEACE initiative to the Board at an upcoming meeting.
Commissioner Sims — expressed her appreciation to all for their kind expressions of condolences and
informed the Board of the recent passing of former Capt. Edward Forrest's mother-in-law. She also
reported on her experience doing a "ride-along" with the Dive Team during Common Ground. She was
impressed with Sgt. Joe Brown and the team, particularly in the way they dealt with the public. They have
excellent communication skills. She reported that the Larry Mitchell Trice Senior Center now has human
resources assistance and the prisoner reentry office has been awarded an MPRI grant. She provided
information on the upcoming Mosaic Festival which will combine the Diversity Day celebration with Labor
Day activities in Lansing. City Council Member Derrick Quinney will coordinate a youth basketball event
during the festival. Grand Avenue will close. Volunteers are needed.

Preceding the meeting, Capt. Mike Yankowski conducted a tour of the Patrol Division building. After the
tour and an establishment of a quorum, Commissioner Mejorado called the meeting to order at 5:45 p.m.
Commissioner Sims led those present in the Pledge of Allegiance. Commissioner Mejorado led those
present in a moment of silence in memory of Commissioner Sims' sister who recently passed away.

Sgt. Tom Fabus spoke of his background (fifteen years with LPD, three of which was spent as Detective
Sergeant) and presented information on the consolidation of North Precinct and South Precinct Detective
Bureaus into a single Investigations Division. He noted that, as consolidation was planned, the detective
sergeants were asked to recommend how the new detective bureau should be structured. The new
structure consists of three sections: Crimes Against Property, Crimes Against Persons, and Crimes
Against Children. The last of these is new and works very closely with Child Protective Services including
providing CPS with a cell phone number in order to reach a Crimes Against Children detective at any
hour of the day.
Sgt. Fabus discussed the recent difficult cases and noted that the consolidation immediately proved
worthwhile in working these cases. He noted that the organization of the division is still evolving, and he
discussed how cases get received, reviewed and assigned. He gave an update on the Lenore Street
homicide where, so far, eight people have been charged. He also discussed new investigative
challenges posed by the Internet via sites like CraigsList.

He was very complimentary of LPD detectives and said they are always willing to tackle cases quickly
and intensely. When referring to detective bureau successes, he noted, "It's not me, it's not the Chief, it's
the detectives. They care. They work hard."
ADMINISTRATIVE REPORT—Chief Szymanski
Chief Szymanski expressed her appreciation to Sgt. Fabus and noted how rewarding it is to have his
professionalism and calm demeanor at LPD, particularly because she remembers being his Field Training
Officer shortly after he was hired. He will soon report to his next assignment as Internal Affairs Sergeant.
She echoed his comments on the consolidated detective bureau commending the leadership and the
team effort which is present.
The Chief expressed her condolences to Commissioner Mejorado, whose brother passed away recently
and also announced the passing of Holly Martin, wife of former Lansing Fire Chief, Greg Martin.
She congratulated Sgt. Traci Ruiz on the successful Senior Prom event held recently which she and
Commissioner Kolp attended. This is a fun event and Chief Szymanski recommended it to the Board.
She also discussed the successful National Night Out event with 28 neighborhood parties held this year.
It was the best year yet and she expressed her appreciation to all those who organized and participated
in the event. She noted that LPD will have two new Community Services Officers taking the assignments
this September as well as a multitude of new motorcycle officers rotating into that assignment as well.
Chief Szymanski announced promotions to be made soon. They include Sgt. Darin Southworth to the
position of lieutenant, Det. David Sileo to the position of sergeant, and Officers Paul Creger and Lee
McCallister to the position of Detective 1113. She also announced the commemoration of the 100`h
anniversary of LPD's motorcycle unit to be held on Friday and will include events at both the capitol and
in Lansing's Reo Town.
The Chief noted that the past month has been a busy one and included a meeting with the black pastor
consortium addressing their concerns on the placement of Ofc. Lorien Williams on administrative leave
and other issues. Chief Szymanski believes the group is committed to partnering with LPD on several
new initiatives. She invited Board members interested in attending the annual Ramadon dinner and sit at
the LPD-sponsored table, to contact Michelle Reddish.
She announced that City Council has passed legislation which will move the consolidation of the 911
Communications Center further to fruition and that Alexander Weiss will soon have a draft of his research
available for her review. A discussion followed on ways to communicate the research to both the Board
and the public.
Chief Szymanski recognized Jim DeLine and Commissioner Kowalk-Thompson for their contributions to
the Professional Development Committee. A discussion of the committee's purpose and use of a "blog"
to communicate and get feedback from employees was discussed. The Chief asked that Jim
communicate to Board members how to access the blog and he agreed to do so.
The Chief updated the Board on the PEACE initiative noting target areas, partnership with the Boys and
Girls Club, the first "call in" session, faith-based efforts and problem-solving initiatives. She is very
pleased with the success to date and credits Captains Hall and Yankowski for it. With 87 arrests and 14
narcotics investigations resulting from the initiative so far, she declared, "It's working."
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson informed the Board that proceeds from the upcoming Ramadan dinner will
benefit area food banks. She announced this fall's Project Homeless Connect to be held September 24

at the South Washington complex and she recognized several of this year's sponsors. She updated the
Board on the ongoing mobile food pantries noting that $5.00 coupons were distributed last month
courtesy of the Lansing Food Bank. They are now spreading out with several "mini" mobile food pantry
events.
She discussed several efforts in the area which will be distributing backpacks and school materials to
children in need. The Boys and Girls Club is assisting and food will be added to the school supplies in an
expanded program this year. She noted that the strain on resources continues among service agencies
which partner with HRCS. She is appreciative of Bernard Brantley's dedicated assistance.

bars. The administration of the Principle Shopping District is very pleased with downtown patrols in
general, and Ofc. Merritt specifically. Commissioner Sims noted the situation on Fred Street (p. 20) and
asked if arrests were made subsequent to Ofc. Windom's initial visit. The Chief will find out and report

work continues and may be ready to issue a report in the fall.
COMMISSIONER COMMENTS
Commissioner Carnegie — (Dr. Carnegie's comments were given earlier in the meeting as he needed to
leave early, but are recorded here in the appropriate section.) Commissioner Carnegie expressed his
appreciation to the Chief for her participation in the African-American parade. He complimented the
Special Events Unit for their joyful demeanor. The LPD motorcycle patrol members were waving to the
crowd and having a good time. In fact, Commissioner Carnegie noted that LPD officers this summer at
the Fourth of July celebration, the riverfront Pow Wow, and many other events did a fantastic job. They
and their supervisors are to be commended. He also noted the passing of Rev. Del Gregory's wife.
Reverend Gregory is a former LPD chaplain and has always been an advocate for the Department.
Finally, he expressed his appreciation to Chief Szymanski for her leadership.
Commissioner Sims — expressed her condolences to Commissioner Mejorado on the passing of her
brother. She extended her appreciation to the Department for its presence via the Suburban in the
African American Parade. Commissioner Sims noted several opportunities for those needing school
supplies to access distribution sites. She also noted the September Mosaic Festival. This new Labor
Day festival will celebrate Lansing's diversity and labor both and will include a basketball tournament,
children's activities, food and entertainment. The commissioner gave an update on activities at the
Tabernacle of David including the prisoner re-entry program.
Commissioner Kowalk-Thompson — expressed her condolences to Commissioner Mejorado on the
passing of her brother. She congratulated LPD on its "amazing"job at solving some recent crimes. How
nice to witness detectives celebrate success. They care very much about the job they are doing. She
also noted witnessing positive effects of the PEACE initiative working with young people at Hunter Park.
Commissioner Renfrew — expressed his condolences to Commissioner Mejorado on the passing of her
brother. He also expressed his support for the new Crimes Against Children unit within the Investigations
Division and noted that he is looking forward to his new role as mentor in the Tabernacle of David
prisoner re-entry program.
Commissioner Kolp — enjoyed the recent Senior Prom. Her friend, Emly Horn and she appreciated the
participation of other law enforcement agencies but, of course, LPD personnel were a "cut above" the
rest. She also inquired as to the cost of the Staff and Command school noting that Lt. Nettles was
sponsored by LPD and resigned shortly thereafter. The Chief promised to get this information to her in
the near future.
Commissioner Farhat—expressed her appreciation to all who helped make National Night Out a success.
The coverage on WLNS —TV6 was very good. She also noted how much she liked the African American
Parade noting the participation of Councilmember Derrick Quinney. There was a big crowd and it was a
great day.

ADMINISTRATIVE REPORT—Chief Szymanski
Chief Szymanski announced the passing of retired LPD personnel Danny King and Ken Ruppert. She
also discussed the passing of Hortense Canady and noted that a police escort will be provided for the
services.
The Chief announced a federal recognition given to members of the Special Operations Section for their
work in the Holiday Express endeavor which resulted in the successful prosecution of several gang and
drug related criminals. She noted Community Services Officers Teresa Mironiuk and Penni Glenn and
their participation in a recent meeting of the Neighborhood Watch coordinators, and her attendance at the
CrimeStoppers breakfast held earlier in the day.

The Chief discussed the City of Lansing United Way drive noting that, in its first week, seven out of nine
winners of prizes for participation were awarded to LPD employees. She is proud that our personnel give
to this worthy cause. She expressed her appreciation to Sgt. Dave Emmons and Ofc. Katie Diehl for
heading up the LPD United Way donation drive. Commissioner Farhat noted that the Police Athletic
League could be named as the recipient of donations if designated on the pledge form.
Chief Szymanski also recently attended a 10-year anniversary luncheon for Lansing Area Teen Court and
expressed her appreciation to Jim DeLine for his service on the Teen Court advisory board.
She announced that soon a transport van will be put into service to aid in the transportation of detainees
from the LPD lock-up facility to the Ingham County jail, and she announced a pending $19,000 grant
project focused on technology updates with security measures within the Lansing School District. She
also announced the completion of a grant project which allows officers to download electronic patrol video
data at City Hall in addition to the facilities on South Cedar and May Streets. This was accomplished by
our Electronic Equipment Maintenance Unit, where Jeff Kludy is working solo. His co-worker, Walter
Doherty, was injured in a motorcycle accident and the recuperation is likely to take months.
The Chief noted that Sgt. Brian Ellis is currently putting together the annual "30 Hour Training"for officers.
This year two new components will be added regarding bullying and customer service. Additionally, she
announced that officers will now have business cards which can be handed out in an effort to make
citizen contacts more personalized.
The LPD Professional Development Committee continues to work toward its February 1 deadline for
submitting recommendations on employee evaluations and performance development tools. The
committee will hear from former Chief Mark Alley and Adam Havey from Emergent BioSolutions on how
professional development is addressed within their firm.
Chief Szymanski announced a new recruitment / retention study being conducted by MSU's Dr. Jeremy
Wilson. She noted that the newly initiated monthly technology meetings are continuing. She also
discussed the article in today's Lansing State Journal concerning the county medical director having an
increasing number of autopsies conducted in Flint, where they are conducted at a lower cost. It is hoped
that the local hospitals will offer competitive pricing.
In response to a question from Commissioner Kolp, the Chief noted that the Administration has not yet
made a decision on how many of the current PO1 vacancies will be funded. It was mentioned that the
annual new hire reception may skip a year.
Commissioner Farhat expressed her appreciation to the Chief for the City's participation in the
Neighborhood Watch coordinator's meeting. In addition to community policing officers, community
services officers, and Captains Yankowski and Hall, Bob Johnson, Director of Planning and
Neighborhood Development, and code compliance officers were also in attendance.
Chief Szymanski excused herself from the meeting at this time in order to attend an event at the Boys
and Girls Club of Lansing.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson announced the awarding of a new grant in the amount of $389,000 from the
Department of Justice which will focus on abuse in later life. Key leaders will attend a conference in
Washington, D.C. so that they may train Lansing first responders including all police officers and
firefighters to be aware of abusive situations.
She also announced the opening of Lansing's new detoxification center. Already, they are close to their
daily capacity. She is hopeful that MSU will soon be an active participant given the student population

which makes use of the center's services.
Dr. Johnson also discussed the inauguration of the first home in the One Church One Family program.
The family of nine was very excited to be moving in. She expressed her appreciation to Capt. Hall for the
donation of a portable basketball hoop for the home. More large families are in line for future homes in
the program. One family in need has thirteen members.
She noted the success of this year's Project Homeless Connect. Chief Szymanski and the Police
Department, in general, had an important presence. An ongoing "project connect" is being looked at.
She also discussed today's threatening wind storm and the City's preparedness to offer assistance to
homeless people, if needed. She assured the Board that the City of Lansing offers assistance and not
just eviction to people living out of tents and boxes. She noted the increasing demand for food at the
monthly mobile food pantry event and the increasing need for utility assistance. Some residential bills
can be as high as$3,000 -4,000.
In response to questions from the Board, Dr. Jackson Johnson discussed how families are referred for
the One Church One Family program and noted that the participating churches offer continuing support to
the family well after they have moved in to the home.

Commissioner Kolp — commented on the situation of autopsies being conducted in Flint. She noted that
detectives are charged for telephone consultation, this is an excessively long drive for families and the
prosecutor is not pleased. She is expressing her displeasure with the situation to County Commissioner
Andy Schor. Board members suggested that these comments would have been more appropriately
made while the Chief was present and discussing this matter in her report.
Commissioner Mejorado — reported that her recent surgery was successful. She apologized for her
absence at the last meeting, but was pleased to read in the minutes of Ofc. Windom's activities as a
community policing officer. She also announced her husband's softball team's gold trophy at a
tournament in Utah and the birth of a new granddaughter being named in her honor.
OTHER BUSINESS/DISCUSSION
Commissioner Sims led a discussion on factors being considered in the search for a permanent Chief of
Police including a proposed time line from the Human Resources Department. She noted that the
administration had previously requested that she represent the Board in the selection process, but as of
today is interested in every Board member participating. Per a request from the Board, Michael Mathis
distributed information from the City Charter on the Board's role in the selection process. Essentially, the
Board is directed to consult with the Mayor, who makes the selection. He suggested that the Board
discuss how it wishes to define its consultation role and present that to the Mayor. There are also
concerns on the implications of the Open Meetings Act in reference to the Board gathering in its totality,
but in a different organizational structure. Commissioner Sims asked Board members to review a draft of
the job description. She and Commissioner Mejorado will be in touch with them as a date and time is
determined for a special meeting.
PUBLIC COMMENT
Mr. Wilkes expressed his appreciation to Board members for their service to the community. He also
expressed a concern that meeting changes are difficult for the public to ascertain and suggested they be
noted on the LPD web site.

Upon the arrival of Commissioner Sims, a quorum was present. Jim DeLine noted that the comments
from Commissioner Farhat were inadvertently left out of the minutes of August 17 and he promised to
amend those minutes to include them. The minutes of August 17 were approved as amended and placed
on file.
EDUCATION PRESENTATION
Officer Billy Windom presented information on his role as Community Policing Officer noting the physical
boundaries and demographic makeup of his area. He discussed strategies used to police the community
which include walking and biking the entire area. He feels that strict enforcement of quality-of-life issues
is important and will issue a noise summons without first giving a warning. Ofc. Windom often meets with
community leaders and also sits with people on their porches to get feedback. He also visits prisoners
before they are released to review expectations and offer his support. He flexes his work hours as
needed to address specific situations in the community. In answer to questions from the Board, he noted
that he often contacts Meijer about stray shopping carts, that he often meets with other CPOs to discuss
strategies and issues, and that the length of the assignment is thirty months. Officer Windom termed the
community policing assignment as a "fun job" where he "can see a difference" on an ongoing basis.

ADMINISTRATIVE REPORT—Chief Szymanski
Chief Szymanski expressed her appreciation to those Board members who attended the Ramadan dinner
as well as those who attended the August 25 promotion announcement, the administrative luncheon for
Sgt. Cherie Bailor and the August 27 commemoration of the 100th anniversary of LPD's motorcycle unit.
She announced the Department's participation in the annual pistol shoot and in the annual Torch Run, an
event coordinated by Lt. Southworth benefiting the Special Olympics.
The Chief updated the Board on a recent flash flood and on the preliminary hearing scheduled for Friday
for the eight defendants in the Lenore Street homicide. She also gave an update on a homicide occurring
on Glasgow Street noting that two arrests were made by the Michigan State Police.
She announced that, in October, LPD would begin the transition to a .45 caliber firearm. All sworn
officers will receive four hours of training in this regard. It was suggested that Range Sergeant, Eric
Eichenberg, would be a good education presentation speaker in the coming months to provide
information on the advantages to this change. Chief Szymanski also announced the forthcoming move to
electronic logs. Presently officers must record their activity for each segment of the day by hand.
At this point, Captains Hall and Yankowski joined the meeting. Commissioner Sims expressed her
appreciation to Capt. Hall for his assistance in the acquisition of backpacks for distribution to needy
school children. Chief Szymanski gave kudos to the captains for their efforts in the successful PEACE
program which has, to date, netted in over 100 arrests, 18 miscellaneous investigations, 14 narcotics
investigations, and the removal of 3 handguns off the street. She commended the Boys and Girls Club
for its "fantastic" involvement and recent picnic. The t-shirts that were distributed were particularly cool. It
is great to see this pro-active grant-funded initiative and its success.
Members of the Board inquired as to the present leadership of the Canine Unit and were informed that
the unit is now headed up by Sgt. Chris Baldwin. When Board members expressed their appreciation for
past visits to canine training activities, Capt. Yankowski promised to get them a schedule of upcoming
training.
Chief Szymanski announced the formation of an advisory team which will meet periodically to discuss
developments in the field of technology and LPD's status on technology issues and acquisitions. She
also commended Jim DeLine's work with the Professional Development Committee and he provided the
Board members with an update.
The Chief gave updates on the charges against Officer Lorien Williams and on a charge of excessive
force against an officer on Labor Day. Michigan State Police is investigating both these cases.
She announced that the Education Presentation at next month's meeting would be dedicated to hearing a
report from Dr. Alex Weiss. Earlier, she had predicted that Dr. Weiss' study would be concluded in
August, but it was decided to delay until he had studied the Detention Unit, Technical Services and
Central Records and could include them in his report.
The Chief also announced that the Zonta Club in which she participates would be holding a special event
to honor the late Lucille Belen. Members interested in attending should contact her directly.
In answer to questions from the Board, the Chief noted that when Ofc. Windom referred to a "3500 user"
that was a reference to a drug user. She also discussed her role in the local medical marijuana
controversy, noting that City Attorney Brigham Smith is doing a very good job at taking the lead for the
City on this issue, but she is meeting with other chiefs of police and with Prosecutor Stuart Dunnings.
A discussion was held on the new Commercial Motor Vehicle Officer position and local business reaction.
Chief Szymanski noted that we will attempt to use the web site to better educate businesses on how to

Commissioner Sims presented an overview of the recent Tier One meeting and will share tonight's
information with them.
A. Board's Consultation Role — Following discussion, a motion was made and passed that the
attached Addendum A be adopted as the Board's suggested consultation role in the current
selection process for the position of Chief of Police.
B. Job Description — Commissioner Sims distributed the current position description. A motion was
made and passed that the Board accept the proposed job description from the Human
Resources Department with the change of the word, "jail"to the phrase "lock-up facility."
C. Qualifications — Packets compiled by Commissioner Sims of suggested qualifications from
individual Board members were distributed by Commissioner Mejorado. Board members
were encouraged to use these documents as a basis from which to suggest interview
questions.
D. Interview Questions — Commissioner Sims shared proposed items for consideration of questions
and Board members were requested to suggest interview questions in the each of eight
subject areas. They were asked to send these suggested questions in an e-mail to
Commissioner Sims prior to the next Special Meeting.

minutes of the special meeting of November 9, it was noted that the copies which were distributed had
the wrong date on them. Additionally, it was noted that Commissioner Noordhoek had an excused
absence. The minutes of November 9 were approved as corrected and placed on file.
EDUCATION PRESENTATION
Alexander Weiss distributed copies of a PowerPoint presentation and discussed the findings of his recent
resource allocations study. Patrol staffing needs to be based on executive decisions on the desired ratio
of proactive activity to responding to calls for service. Dr. Weiss' study measured average length of time
spent on calls and average calls per team area over a year. He also noted several instances where the
employee's work hours did not necessarily correspond to when citizens need them the most. The detail
of his study and recommendations are being released to employees via the LPD intranet and the Chief
plans to make herself available to answer questions. Jerry Ambrose noted that the study and
recommendations need to be "sorted through" before and of the recommendations are acted upon. Chief
Szymanski noted that any changes will be incremental.

ADMINISTRATIVE REPORT—Chief Szymanski
Chief Szymanski invited Board members to watch the Silver Bells in the City parade from the LPD
headquarters second floor. She announced the retirement of Kathleen Evans from the 911
Communications Center and noted that Ofc. Marcus Johnson is leaving the Canine Team and rejoining
the regular patrol ranks.
The Chief announced the December 12 Shop with a Cop event as well as the forthcoming Old Newsboys
campaign. She commended Capt. Yankowski for his leadership in the Old Newsboys effort. She noted a
recent meeting with the administration at Sparrow Hospital which is facing a potential nurses' strike.
Finally, she announced the annual officer training sessions coming up and the inclusion of a new training
area dealing with bullying.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson announced that this Saturday's mobile food pantry will be hosted by
Friendship Baptist Church. She also noted that preparations are underway for the coming cold weather
and the challenges it presents. The Advent House day shelter will have flu shots available for free.

Members of the Board and staff introduced themselves to the public. Jim DeLine noted that comments
should be kept to three minutes in length and will be summarized in the minutes. Written comments are
welcome and will be addendums to the minutes.
Commissioner Sims welcomed everyone and read a memo from Board Chair Maria Mejorado. A motion
was passed that the memo be included as an addendum to the minutes.
Commissioner Sims gave an overview of the process being used for the selection of a new Chief of
Police and noted that the final decision rests with Mayor Bernero. She welcomed Councilmembers Wood
and Quinney.
PUBLIC COMMENT -Agenda Items
Loretta Stanaway commented on the importance of naming a Chief of Police with leadership skills and a
willingness to expand community policing and neighborhood problem solving. She mentioned several
current employees by name, spoke reference relationships of the Chief to underlings and hoped that the
next Chief would "not be political."
Cole Bouck read from his written comments which are attached as an addendum to these minutes.
Desirae Kelley-Kato favors a Chief of Police who will continue the Department's support of the CARE
program, will collaborate well with local agencies, and will hold officers to a "higher standard," being

supportive of them should they experience turmoil in their personal lives.
Jason Wilkes expressed his appreciation to the Board for seeking input from the public prior to
interviewing candidates for this position. He noted that the Chief of Police needs to be supportive of
officers, a coach / mentor and someone who has earned the respect of employees in order to maintain
morale. He noted that a Chief should not be overly political bending to the will of either the Mayor or
members of Council. They also should support community policing.
With no other members of the public wishing to comment, Commissioner Sims asked if either of the
members of City Council present wished to address the Board.
Councilmember Quinney noted that he is a former member of the Board of Police Commissioners and
was there to hear from the public and support the Board in its role in the selection process.
Councilmember Wood also noted that she was present at the meeting to listen to the public. She
expressed the importance of public input and expressed her appreciation to the Board for their hard work.
Emly Horne requested to comment and noted that a Chief of Police needs good communication skills,
both oral and written. The style with which a Chief of Police works with the public needs to be different
from that which they use to work with members of the community.
