CALL TO ORDER—Commissioner Noordhoek
After having established a quorum, Commissioner Noordhoek called the meeting to order at 5:35 p.m.
and led those present in a moment of silent meditation in order to reflect on the health matters of
Commissioner Maria Mejorado and on the challenges facing incoming President Barak Obama.
Commissioner Kowalk-Thompson introduced Lauren Miller, an MSU student majoring in Criminal Justice
and serving the Boys and Girls Club as an intern.

APPROVAL OF MINUTES -Commissioner Noordhoek
Commissioner Kolp noted that an adjective reference her surgery was incorrect and requested it be
deleted from the approved minutes. The minutes of the regular meeting of December 16 were approved
as amended and placed on file.
EDUCATION PRESENTATION
None.
ADMINISTRATIVE REPORT—Chief Alley
Chief Mark Alley reported a change in leadership in the FOP Supervisory unit. Sgt. Brian Ellis is now
serving as president, with Sgt. Dan Zolnai serving as representative.
He updated the Board on the Administration's fiscal year 2010 projections, noting that a $4-6 million gap
is anticipated between projected revenues and anticipated expenditure requests. In an effort to reduce
this ongoing "structural" deficit, Mayor Bernero has cut approximately 115 City employees from the payroll
in his tenure as Mayor. Binders containing an LPD budget proposal for FY 2010 were distributed to

Board members. A special meeting of the Board is being called for January 26 to discuss the request
and approve its submission to Mayor Bernero.
Chief Alley announced that the Lansing Lugnuts organization has agreed to be a sponsor of the HOPE
scholarship program. This will be a great boost to the program. The Chief also announced a new
educational initiative coming out of the Governor's office (the Michigan Promise Scholarship program)
which will offer high school graduates from ten Michigan cities paid scholarships to a Michigan public
college. This program will be available to cities on a competitive basis based on residents' poverty levels
and abilities to raise seed money. Kalamazoo already has a similar program and has experienced
increased economic development as a result. It is a great incentive for people to raise children in the
community. Chief Alley thinks that it is possible that the HOPE scholarship program could evolve into the
Promise program in Lansing.
He also discussed the new Ingham County Initiative rolled out to the press yesterday. With Clarence
Underwood and Willard Walker taking the lead, the Ingham County Initiative will address the challenges
faced by young men of color, specifically in the areas of juvenile and criminal justice systems, education
and health. Community leaders involved in the endeavor include representatives from Michigan State
University, Michigan Works!, Lansing Police Department (Chief Alley), and the prosecutor's office (Stuart
Dunnings).
The Chief announced the retirement of LPD Payroll Technician, Ann Cutler. He informed the Board that,
given budget restrictions, LPD is fortunate in that we have received authorization to refill the position.
Chief Alley informed the Board that he will not be present at the March 17 meeting due to a scheduling
conflict. He will be in Illinois that day as he has been asked to address a class of new Chiefs of Police.
In answer to a question from the Board, the Chief discussed his recent involvement with an article printed
in the Ft. Wayne Gazette, where he was quoted concerning the use of technology in law enforcement /
criminal justice. Though the impetus for the article was not made clear and the reporter was adamant
about speaking with Chief Alley rather than the LPD Public Information Officer, the resulting article came
out well,
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson was unable to be in attendance due to a scheduling conflict. She sent her
apologies via Bernard Brantley who reported that two mobile food pantries had been held since the last
Board meeting. Even though over 700 people were accommodated at the most recent pantry distribution
held at Pattengill Middle School, there were leftover food items which were donated to Advent House and
other outlets. He also reported that all area shelters are now at capacity.

Liaison Committee— no report.
Awards & Incentives Committee— no report.
Budget Committee — The committee met with LPD Budget Control Supervisor, Jim DeLine, last week in
preparation for the forthcoming submission of a fiscal year 2010 budget request. A special meeting of the
Board is being called for January 26 to discuss the request and approve its submission to Mayor Bernero.
Complaint Committee -- Commissioner Farhat reported that the committee is scheduled to meet on
January 28.
Commission Investigator Report—no report.
OTHER REPORTS
Recruitment Task Force — Commissioner Kolp reported that, though she will be unable to attend, the
Task Force is scheduled to meet on Thursday.
Precinct Consolidation Steering Committee—no report.
COMMISSIONER COMMENTS
Commissioner Kowalk-Thompson — expressed her appreciation for the invitation to this evening's
reception for new officers and canines. She congratulated Chief Alley on the honor of being asked to
speak to new chiefs. She expressed he best wishes to those members of the Board having health
issues.
Commissioner Kolp — expressed her appreciation for the support of the Board shown by their attendance
at tonight's reception and commented how excited she was that the reception would included canines.
She expressed her appreciation to everyone for their positive expressions regarding her upcoming
surgery.
Commissioner Farhat — expressed her appreciation to Commissioner Kolp for all her efforts toward
tonight's reception. Best of luck to Commissioners Kolp and Renfrew on surgeries.
Commissioner Renfrew — congratulated the Chief of receiving the honor to address new chiefs and
expressed his regrets for opting out of tonight's reception due to his surgery scheduled for tomorrow. Its
good to have Commissioner Farhat back around the table after her recent health concerns.
Commissioner Noordhoek — expressed his appreciation to Chief Alley for "keeping us in the loop"
between Board meetings. He welcomed Commissioner Farhat back to monthly meetings and wished
Commissioners Kolp and Renfrew well on their upcoming surgeries. He reported that he recently spoke
with Commissioner Mejorado and she passes along her greetings to all. Commissioner Noordhoek also
noted that it would be appropriate for canine Chesty and for Ann Cutler to receive certificates of
appreciation from the Board. Jim DeLine agreed to work on them.
OTHER BUSINESS/ DISCUSSION
As a courtesy, Chief Alley distributed copies of his annual report required by City Charter. Traditionally,
this report does not come to the Board's attention.

After having established a quorum of those physically present and those present by proxy, Commissioner
Noordhoek called the meeting to order at 4:30 p.m. Commissioner Carnegie led those present in the
Pledge of Allegiance.

PRESENTATION OF FY 2010 BUDGET PROPOSAL -Commissioner Carnegie
Commissioner Carnegie introduced the Department's FY 2010 budget proposal noting that the
Budget Committee, consisting of he and Commissioner Renfrew, had met with the Department's
Budget Control Supervisor, Jim DeLine, and was satisfied that the document submitted to the
Board was sufficient to maintaining the Departments' critical public safety role in the City of
Lansing. He introduced Jim DeLine who commented on the operating portion of the budget
proposal. Chief Alley explained items requested in the Capital Improvement Program (CIP)
section of the document. Jim discussed the difficulties inherent in reaching a budget target
established by the administration, noting increasing contractual salaries, fringe benefits, vehicle
costs and uniforms for new personnel. He noted that the Department is likely to lose 8 sworn
officers in FY 2010 and 15 in FY 2011 due to retirements alone.
Commissioner Carnegie expressed his appreciation to Jim DeLine, Chief Alley, the three LPD
captains and to all LPD supervisors contributing to the budget proposal. On behalf of the Budget
Committee, he made the following motion: "The Budget Committee moves the acceptance of
the Lansing Police Department's FY 2010 budget proposal as presented and direct that it
be forwarded to Mayor Bernero for his consideration. We further voice our support of
Chief Alley and his staff in discussions with the Mayor as a final proposal is prepared for
Board of Police Commissioners

presentation to the City Council. We are confident they will ensure the integrity of the
Department and its mission at whatever funding level is ultimately deemed appropriate."
Based on those physically present and those voting by proxy, the motion passed unanimously.
Commissioner Noordhoek expressed his appreciation for the Mayor's and City Council's adherence to
keeping public safety a priority in the budget and is confident this proposal will be given the attention it
deserves.

After establishing a quorum, Commissioner Noordhoek called the meeting to order at 5:30 p.m. and
welcomed Commissioner Mejorado back. Commissioner Mejorado led those present in the Pledge of
Allegiance.
PUBLIC COMMENT-Agenda Items
Mr. Joseph Burt addressed the Board, giving a brief review of his credentials and expressing concern, in
general, about police "unbridled" power. Specifically, he was involved in a case where he suspects sworn
officers were in a conspiracy with the judge. He recommended that Board members read the
Encyclopedia of the American Constitution.

APPROVAL OF MINUTES -Commissioner Noordhoek
Minutes of the regular meetings of February 17 and March 17 were approved and placed on file.
EDUCATION PRESENTATION
Det. Gomez was scheduled, but was not in attendance. Jim DeLine will follow up and attempt to
reschedule.
ADMINISTRATIVE REPORT—Chief Alley
Chief Alley reported that he has been participating in the oral boards for police officer candidates. The
process will proceed into May and will incorporate a hundred applicants. He has already noted that some
are outstanding. We currently have six police officer openings and the current cadre of candidates will be
placed on a roster for one year for other openings which may occur during that time.
He urged members of the Board to seek out a new radio spot featuring the Lansing Lugnuts and the
HOPE scholarship fund. He is excited about that partnership this year.

The Chief announced that there is a move to twelve-hour shifts being considered for the detention officers
(Teamster bargaining unit). So far, research of similar centers with twelve-hour shifts does not indicate
that fatigue has been a problem. There is potential for savings related to overtime expenses.
Chief Alley discussed Governor Granholm's town meeting at the Cristo Rey Community Center. She will
express hope that federal stimulus money will soon be available. For LPD, the stimulus money is
available via grants and we are making several applications. We are hoping for four officers from the
CHRPs (Cops Hiring Recovery Program) grant. These officers will work in community policing. Two will
replace officers previously funded by the CDBG (Community Development Block Grant) and two will
focus on working with /monitoring parolees.
He reported on a community forum held to address the recent data collection report from Dr. Carter which
addresses racial profiling. The fact that the forum was not well attended indicates that concerns over the
issue have subsided.
The Chief recently attended a detective training session (Reid Technique of interviewing and
interrogating) in order to "see what training our detectives get." He was very impressed and commented
on the issue of false confessions. Later this evening, he will be assisting the RAD (Rape Aggression
Defense)class. The current class has sixteen students.
He announced the upcoming police budget hearing before City Council's Committee of the Whole and
also noted the public budget hearings being held by the Mayor and Council. He gave members of the
Board a review of the recent fatal accident involving Juanita Porter and her son, Major Washington, Jr.
noting that she is the daughter of Grady Porter.
In answer to questions from the Board, Chief Alley discussed the information provided on police reports,
noting information is traditionally included on reports for the defense and prosecution which is not
available to the public. Recently, the prosecutor's office gave their copy to someone which resulted in the
press expressing concerns over right-to-privacy and identity theft. In the future, LPD will restructure the
reports to suppress witness information and additionally work with report providers to suppress as well.
Commissioner Sims pondered if this issue was one which the Board should take a position.
Chief Alley invited members of the Board to avail themselves of the City suite at Oldsmobile Park for the
August 18 Lugnuts game. Game time is 7:05 p.m. The August Board meeting is scheduled for that night
so we could make it brief and get right to the game. Commissioner Sims noted that the Greater Lansing
Convention and Visitor's Bureau's suite would also be available to us that evening. Jim and Linda will
coordinate the invitations and food.
Commissioner Kolp inquired as to whether there is an expected time frame for a hiring decision on the US
Marshall position. Chief Alley said that one has not been set. Commissioner Sims inquired as to whether
there were any updates on prisoner reentry programs. Dr. Jackson Johnson reported that 121 newly
released people are expected in the Lansing area in approximately six weeks. She and Lt. Medrano will
ensure that we are prepared. Commissioner Sims noted the support of the Lighthouse for Men program.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson announced that the budget hearing for HR&CS is this Thursday. She noted
that there is new interest in using the Oliver Towers facility to assist in helping the homeless population.
This is partially driven by a group out of Kalamazoo. She maintains her position that other alternatives
are better. She also reported on an expected influx of $1.4 million in stimulus money for homeless
prevention and neighborhood stabilization.
She reported on last Saturday's food pantry held at two sites and on the sack lunch program held during

the school district's spring break. Helped greatly by the Boys and Girls Club and by Bernard Brantley,
10,000 lunches were distributed.
Dr. Jackson Johnson updated the Board on staff shortages in her Department noting that "hiring hit a
glitch" and she hopes things progress soon. She also updated the Board on an upcoming human
services summit offering a variety of services. The goal is to offer "one stop shopping." She noted that
she is now getting assistance from the City Attorney's office on problems related to irresponsible /
unresponsive landlords.
Commissioner Kowalk-Thompson commended HR&CS noting that, in her employment experience with
the Lansing Housing Commission, 92% of the feedback she received was positive toward the agency. In
response to questions from the Board, Dr. Jackson Johnson discussed concerns that the closing of
several schools will result in "borderline" kids being displaced.

DEPARTMENTAL REPORTS
Commissioner Renfrew noted that in March the City experienced two murders ending the peace of
January and February which had zero murders each. Commissioner Kolp asked for clarification
concerning a "tree girdler" (p. 31) and it was explained that this is a person removing essential bark from
a tree. Commissioner Renfrew led a discussion on situations where the CSO project creates blocked
driveways mandating people park in the street (p. 31). Chief Alley explained that officers usually take this
into consideration. He asked Jim DeLine to contact the Parking and Transportation supervisor on the
issue. Departmental reports for the months of February and March were accepted and placed on file.
BOARD COMMITTEE REPORTS
Liaison Committee — Commissioner Kowalk-Thompson expressed her appreciation for the August
Lugnuts event and it was requested that Board members RSVP to Jim DeLine by July 1.
Awards & Incentives Committee — Commissioner Kolp encouraged everyone to attend the Award
Ceremony on May 14.
Budget Committee— no report.
Complaint Committee-- has a meeting scheduled for April 30.

COMMISSIONER COMMENTS
Commissioner Sims — related her recent experience "shadowing" Bernard Brantley. It was a great
experience that re-enforced the notion that he has an important role to play. She reported on the recent
Diversity Day noting that there was a good turnout and commended Mayor Bernero for his continuing
support of the event.
Commissioner Carnegie — noted how blessed we are to have Commissioner Mejorado back with us. He
expressed his appreciation to Chief Alley and to LPD officers for their fair treatment of the public as
evidenced by another positive MATS report. Surely this positive approach is reflected in all LPD does
and not just in traffic stops. He noted that having the study conducted annually instead of twice per year
is sufficient. He commended the employees of the detention center and 911 communications center for
their ability to handle a great deal of activity. He supports the administration's work with the Teamster
members at adjusting their schedule. He also reviewed the EEOC report and feels we are in good shape
as we conduct another hiring process.
Commissioner Kowalk-Thompson — echoed the joy expressed at having Commissioner Mejorado back.
She gave a "hats off'to the Department for its ability to apprehend criminals and solve crimes.
Commissioner Mejorado — expressed her appreciation to the Board for continuing prayers related to her
health and thanked everyone for the floral arrangement she received. She reported on the recent Cesar
Chavez memorial observance. It was a great event.
Commissioner Renfrew — expressed to Commissioner Mejorado that she always has all of our support.
He commended Chief Alley for his ability to juggle a busy agenda and gave the Board an update on his
ongoing ankle rehabilitation.
Commissioner Noordhoek — expressed his appreciation to Chief Alley for his continuing updates and
noted the positive article in the Lansing State Journal relative to LPD surveillance cameras. He echoed
Commissioner Carnegie's comments on the MATS studies, related reports and generalizable nature.
OTHER BUSINESS/ DISCUSSION
Commissioner Sims noted that Joe McDonald, in the Mayor's office, is working hard to fill vacancies on
City Boards. Members were encouraged to contact him if their terms were scheduled to end soon. Jim
DeLine agreed to e-mail an updated Board roster giving each member's term expiration.

Commissioner Chair Noordhoek called the meeting to order at 5:35 p.m.,after having established a quorum and reciting the
Pledge of Allegiance.
PUBLIC COMMENT—Agenda Items
Rick Budden stated he had a complaint with LDP Sergeant Daryl Green and the way his case was handled. He pled guilty in
court to the charge. He spoke before the Board to ask for help and any suggestions. Chief Alley stated he met with Mr.
Budden approximately a year ago and it is Chief Alley's opinion that nothing has changed regarding this matter since the last
time they spoke. Chief Alley stated when they met he gave Mr. Budden some good advice as to how to move forward. It was
determined by the Board that Mr. Budden needs to seek redress with the courts. Bernard Brantley added that he also has
spoke to Mr. Budden, in the past,and his issue is with the court since he pled guilty to the charge.
ADDITIONS TO THE AGENDA
The 2008 Annual Report for the Lansing Police Department was passed out to each Board Member. Chief Alley stated the
report was ready to be printed in it's final form.
APPROVAL OF MINUTES—Commissioner Renfrew
The minutes of the regular meeting of May 19,2009,were approved with one change in the North Precinct Team Highlights,
May 2009 report. On page 22 under problems the address of 1209 Climax Street be changed to 1201 Climax Street.
EDUCATION PRESENTATION—Karen Chadwick 911 Update
Karen Chadwick, Director of 911 handed out 911 Annual Statistical Comparison Information and an overview of the
Lansing/Ingham County 911 Center. Karen gave a brief description of how the 911 Center operates and answered questions.
After the Board Meeting Members were given a tour of the 911 Center. Karen Chadwick also announced she has take a job at
the Grand Rapids Police Department and will be leaving the Lansing Police Department in the near future.
ADMINISTRATIVE REPORT—Chief Alley
Chief Alley reported the Lansing Police Department participated in the Safety Patrol Picnic at Hawk Island. Officers along with
Chief Alley served hotdogs. Chief Alley and Mayor Bernero attended a lunch that was provided by the South Precinct
Advisory Board for Dwight Rich,Gardner and Everett students. Chief Alley attended the Memorial Day Parade along with
Commissioner Renfrew. Chief Alley also attended the City of Lansing's Twenty Year Employee Recognition Ceremony at the
Lansing Center where a number of Lansing Police Department employee's were acknowledged. Chief Alley was a Judge at
the Board of Water&Light Chili Cook-off where one third of the proceeds will be donated to the H.O.P.E. Scholarship Fund.
Lieutenant Larry Klaus graduated from MSU School of Staff and Command. Chief Alley spoke about the revised Complaint
Procedure and the changes that were made. The changes were mostly wordsmith changes. Chief Alley asked for Board
Members to review the procedure,discuss same and then authorize.

HUMAN RELATIONS&COMMUNITY SERVICES LIAISON—DR.JOAN JACKSON JOHNSON
Dr.Joan Jackson-Johnson stated the United Way is discontinuing their long-standing contribution for housing homeless and
food. Citizens'needs are continuing to rise. Volunteers of America may split the responsibility with some other agencies to
help the homeless. Dr.Jackson stated stimulus dollars are coming on September 30,2009. The Mobile Food Pantry will take
place over the weekend on Jolly and Pleasant Grove Road. Dr.Jackson stated three houses have been refurbished and are
ready to close.

Commissioner Farhat spoke about page 23 Community Policing and the fact that six bundles of heroine was recovered by the

Officer Sarah Nolen has received approximately$2,000 in donations from local businesses. Discussion took place by Board

Commissioner Farhat congratulated Maria Mejorado and Bill Renfrew on their reappointment to the Board.
Commissioner Sims stated how nice the Chili Cook-Off was and reminded Board Members that Common Ground was taking
place. On September 5,2009,the Lansing 50th Labor Fest will take place. Commissioner Sims thanking Commission
Investigator Brantley for his timely reports. The Board Meeting on 8/18/09 will be at the Convention Bureau in the Convention
Bureau Chambers.
Commissioner Kolp stated the Mayor,Chief Alley and Lieutenant Tony Nettles spoke at the luncheon for the students from
Dwight Rich,Gardner and Everett students.
Commissioner Mejorado spoke about the trouble in her neighborhood recently.
Commissioner Renfrew thanked the community and Mayor Bernero for his reappointment to the Board. Commissioner
Renfrew stated the 911 employees were doing a great job.
OTHER BUSINESS
Administrative Procedure: Document Definition and Issuance was presented to the Board for their review by Chief Alley.
Chief Alley stated this procedure would allow memos not to expire within 30 days after issuance. If orders are issued on a
memo they will stand as is through time. The Complaint procedure was presented to the Board for their review by Chief Alley.
Discussed ensued regarding this procedure. The language in this procedure was cleaned up with few modifications. Chief
Alley stated he is comfortable with the way the procedure is written. Commissioner Renfrew moved and the board passed a
motion to approve the Document, Definition and Issuance Procedure as well as the Complaint Procedure as amended.
Election of Chair/Vice Chair: Motion was made by Commissioner Farhat to nominate Commissioner Mejorado for the
position of Chairperson. Motion passed unanimously. Commissioner Renfrew made a motion to nominate Commissioner
Sims for the position of Vice Chair. Motion passed unanimously. The term for both positions is 2009 to 2011.
Commissioner Noordhoek suggested the Commissioner Mejorado draft a procedure regarding adopting the terms of the Chair
and Vice Chair as two years with the Vice Chair automatically move to the Chair position at the time of expiration.

EDUCATION PRESENTATION
Lt. Lisa Phillips, North Precinct, discussed her role as Department liaison on matters of homeland
security. In that capacity, she will be participating in a multi-agency exercise tomorrow in the Lansing
area. Agencies, including the FBI, LFD, and Michigan State Police will conduct simulation / response
scenarios. Lt. Phillips noted that cooperation among agencies is at a very good level. She is a firm
believer that "it is only a matter of time" until another terrorist attack on the United States occurs and "next
time, it will occur in the heartland." Preparedness is critical for schools, families and hospitals. She
offered to provide Board members with a CD of the seven signs of terrorism. AVI (active violent incident)
preparedness is now integrated into all levels of policing and all LPD officers receive AVI training.
Lt. Phillips discussed regional efforts and the impact of grant funding. She also discussed downtown
security and "TEEX"training which serves to test individual building security effectiveness.
ADMINISTRATIVE REPORT-Chief Alley
Chief Alley expressed his appreciation to Commissioner Carnegie for his assistance in the Officer of the
Year awards presented by the local Elks organization. He also thanked those who attended the

retirement reception for Capt. Edward Forrest. It was well attended and recognition from the Board of
Police Commissioners was appreciated.
The Chief noted his attendance at the American Indian Conference at Michigan State and at the African-
American parade with Commissioner Sims. He also was in attendance at the annual Cesar Chevez
dinner along with Commissioner Mejorado and at a recent Staff& Command presentation on patrol shifts
of eight, ten and twelve hour length. Research shows that shifts of twelve hours are safer provided that
days off are granted after a maximum of three working days.
He also remains active in the State-wide Promise Zone movement, attending a meeting of the ten zones
located in Michigan. He announced the recent ending of his term as chair of the Capital Region
Community Foundation. He was presented with a very nice memento. He also noted that the
Neighborhood Watch Appreciation Desert held recently at the Lansing Center went very well.
Commissioner Farhat expressed her pleasure with the event. The speaker was just great.
Chief Alley noted that negotiations with the FOP bargaining units continue ... and are time consuming.
The Chief briefed the Board on a press conference held earlier in the day. It was announced to the press
that one of the perpetrators in a recent home invasion was, in fact, a law enforcement officer from
Indiana. The thugs erroneously entered the home of a couple in their sixties thinking it was a drug house.
Officer Parrot did a traffic stop on their vehicle following the incident and correctly persevered when his
fellow officer identified himself and expected a professional courtesy.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson announced a mobile food pantry event this coming Saturday at Temple
Church. There will also be a mobile food pantry event at Friendship Manor which is not being announced
to the general public, but is designed to particularly serve the needs of seniors.
She announced that her Department will soon initiate the Rapid Re-housing Stimulus Grant, but day-to-
day demands regarding food, utilities, etc. continue to grow. Food bank supplies are down due to the
reduction in food donations from Meijer reported last month. Watch for upcoming food drives, some of
which will be sponsored by area unions. A coat drive is expected soon as well.
Local shelters remain full. Hopefully, a new shelter located in the former Maplewood School will soon
open. Her Department is working with CMH on the establishment of a sobering center. She has become
aware of some transitional housing available for prisoners reentering the community which is being
established unannounced.
Dr. Jackson Johnson discussed new leadership at the Lansing Housing Commission. She is encouraged
that additional families are being saved from eviction, that 44 units are expected to be rehabilitated by
Thanksgiving, and that a resolution might be found for the controversy surrounding Oliver Towers.

Commissioner Farhat — reported on a recent Neighborhood Watch Coordinator's meeting with Sgt.
Southworth as speaker. He did a great job and several people signed up for RAID training. She
expressed her appreciation to Chief Alley and Mayor Bernero for hosting the Neighborhood Watch
Appreciation reception at the Lansing Center. She also expressed her appreciation to Marty Riel from the
City of Lansing Operations and Maintenance Department for his assistance on the Neighborhood Watch
float being prepped for the upcoming Silver Bells in the City parade. Finally, she asked that all those
present keep Council President Derek Quinney in their prayers as he recently lost two very dear family
members. She attended the services and found them to be very uplifting.
Commissioner Kolp — expressed her appreciation to the Chief for his continuing "good news" messages.
She often marvels at what things our officers are capable of. She also reiterated her support of
community surveillance cameras. They do make a difference.
Commissioner Renfrew — expressed his appreciation to Chief Alley for approving the homeland liaison
assignment given to Lt. Phillips. He is a strong supporter of inter-agency cooperation. He brought the
violent man mentioned in the monthly report (p. 42) to the Board's attention. At 101 years old, his
disposition is unfortunate. Finally, he announced the Veteran's Day observance scheduled for November
7 (10:00 a.m.) at the Johnson Fieldhouse. Mayor Bernero will be present to honor both young and older
veterans.
Commissioner Mejorado — expressed her appreciation to all for the cards and good wishes following the
death of her mother-in-law. She was also appreciative of the nice retirement reception for Capt. Forrest
and for the great ceremony conducted by the Elks Lodge honoring Ofc. Hudak and Det. Gill.

EDUCATION PRESENTATION
Lt. Frank Medrano presented information on the LPD Trauma Team, which he and Lt. Larry Klaus
administer. The team was founded in the seventies as a mechanism to offer support to sworn officers
under stress. With increased training as well as increased demand, the team has increased in size and
service. Detention officers and 911 technicians are now members of the team and team support is
available to them. He noted that support is offered for both work situations and also family crises. The
support offered by the Trauma Team is confidential and members deal with the emotions of the event, not
the facts. Most all of the services are offered by team members on a volunteer basis and is usually
offered as a result of a request from LPD command staff. Lt. Medrano noted that support is available, not
only to LPD employees who are the primary participants in the traumatic event, but to those on a
secondary level as well. They have professional resources available to them should they feel psychiatric
help is needed. Board members commended Lt. Medrano and the Trauma Team for the important work
that they do.
ADMINISTRATIVE REPORT—Chief Alley
Chief Alley informed the Board that discussions with the FOP supervisory and non-supervisory units are
being held reference a possible move to 12-hour shifts. If they are enacted, they will begin on December

26. In answer to a question from Commissioner Farhat, the Chief noted that this schedule would result in
patrol officers having one more day off every two weeks. Renewal of the bargaining unit agreements are
also continuing.
He discussed the City budget commenting on the loss of State revenue sharing and the reduction in City
tax revenues. In the current fiscal year, it is anticipated that the City will miss its budget by $3.0 million.
Cuts in personnel expenses will be necessary to reduce the deficit. In answer to a question from
Commissioner Renfrew, the Chief noted that a move to 12-hour shifts would allow for City-wide coverage
with fewer officers on staff.
The Chief noted that the City is in arbitration concerning the dismissal of Ofc. Eric Frechen. He discussed
the Bread House community meeting attended by he, Dr. Jackson Johnson and Commissioner Kowalk-
Thompson. He also noted his participation in the "Movember" campaign headed by Jim DeLine
encouraging City employees to raise funds for, and increase awareness of, prostate and testicular
cancer.
Chief Alley updated the Board of the decision to suspend Ofc. Ryan Smith for two weeks without pay.
Though no criminal charges are warranted, Officer Smith did violate LPD policy / procedures. The Chief
alerted the Board that a video of this taser incident was released per a Freedom of Information Act
request.
He discussed a recent shooting outside of the Venue nightclub. A surveillance camera in the area
captured some of the activity. The victim is not being cooperative and his wounds are not life threatening.
A new session of RAID (Rape Aggression Defense) classes begins this evening. It is a large class with
thirty members. Silver Bells in the City is this Friday evening. Board members are invited to view the
parade from the LPD building's second floor if they wish.
HUMAN RELATIONS AND COMMUNITY SERVICES LIAISON
Dr. Joan Jackson Johnson reported on the increased activity in her Department. It is very busy and the
staff is overwhelmed. Bernard Brantley is working with people facing foreclosures, but the banks are not
very cooperative. Utility companies are also not very helpful in working with people facing shut-offs.
She noted scheduled community events including this Saturday's mobile food pantry, an event at Black
Child & Family Institute, and a Thanksgiving event at Advent House. Thanks to Bernard Brantley for the
donation of a thirty-five pound turkey. The "root beer" summit was held today and soon a follow-up to the
Bread House summit will be held with the Community Youth Violence Coalition.

Liaison Committee — Commissioner Kowalk-Thompson noted her participation in a recent Design
Lansing workshop. This is an interesting and very involved project. She and Commissioner Kolp were
present at the "Bread House" summit.
Awards & Incentives Committee— Commissioner Noordhoek has met with Lt. Horning and Sgt. Stevens.
Things should go well this year. Meetings are being held early, ground rules are being established, the
venue remains in tact and awardees will be encouraged to attend.
Budget Committee — Jim DeLine noted that he has not yet proposed that the budget committee meet
due to the budget calendar running later under the current administration. He is hopeful that an LPD
budget will be ready for the Board to review and approve at its January meeting.
Complaint Committee -- Commissioner Farhat reported that the committee is scheduled to meet
tomorrow.
Commission Investigator Report— Bernard Brantley had nothing additional to report.
OTHER REPORTS
Recruitment Task Force — Commissioner Kolp reported that Regina Wilson, staff contact for this group,
has recuperated and the task force is expected to increase its activity soon. She noted that she and
several of the newly hired officers attended the career fair. The officers seemed very enthusiastic.

COMMISSIONER COMMENTS
Commissioner Renfrew — believes the Department has come a long way since the fifties and should
share in a recognition award based, for example, on the concerted effort to recover a stolen car as
reported in the letter (pps. 6-7) in this month's packet. The compassion shown by the Department is way
beyond the call of duty.
Commissioner Carnegie—had no additional comments.
Commissioner Kolp — requested an update on the condition of Ofc. Kacmarsky. Chief Alley noted that
there are accommodations being made to his parents' home and he hopes to move there soon.
Commissioner Sims — reported that she and Commissioner Mejorado visited Ofc. Kacmarsky and he
expressed his appreciation to the Department for its support. She alerted the Board to increased funding
opportunities from the Kresge Foundation, noting they are supportive of innovative programs. She will e-
mail Chief Alley with details. She expressed her appreciation to the administration for the "good news"
sent out weekly. It is gratifying to see how quickly many situations are resolved. She also noted that the
Convention & Visitors' Bureau continues to work with Aramark on bringing a school of hospitality to the
area. An exciting announcement is expected soon on this regional project. She invited those present to
attend the grand opening of the Convention & Visitors' Bureau's new office location this Friday.
Commissioner Kowalk-Thompson — acknowledged the compassion exhibited by officers in the incident
involving the stolen car recovery. She said it was an example of their day-to-day compassion.
Commissioner Farhat— expressed her appreciation to Chief Alley for his role in getting the assistance of

Mary Riehl in putting together a Neighborhood Watch float for the Silver Bells parade. The float is ready
to go. Marty did a fabulous job. She encouraged those present to support the Police Athletic League by

Commissioner Mejorado — reported on her attendance at the NAACP award dinner. It was a very nice
affair with a talented trio performing for those in attendance. She announced that she would be leaving to
spend the winter in Texas on Friday. She wished all a Happy Thanksgiving and, as her grandson plays
high school football, said "Go Rams!"

Administrative Procedure 300-25, Police Personnel Files — Chief Alley pointed out that the two
procedures being reviewed are both new and formalize routines that have been being used successfully
for some time now. They were developed jointly by management and labor and approved by legal
authorities. Procedure 300-5 was moved and passed.
Administrative Procedure 300-26, FOIA Requests for Personnel Files of Police Personnel --
Commissioner Renfrew requested more information on the position of FOIA coordinator and Chief Alley
explained how this function is performed by the LPD Legal Advisor. Commissioner Renfrew also asked
for assurance that certain information is not easily accessible. Procedure 300-26 was moved and
passed.
In other business, Commissioner Sims requested an updated LPD employee directory. Jim DeLine will
see that she is supplied with one.
