General Fund Summary
For FY25, the City adopted a budget of$165.2 million in total revenue including transfers and
$165.4 million in total expenditures. The difference will be made by use of fund balance
($175,000).
As of 6/30/2023, the General Fund balance is $29.66M, with $2O.9M unassigned. This a 13.9%
fund balance ratio.
The administration continues to monitor expenditures and seek necessary savings to maintain
vital services while also making strategic investments to grow the City's economy and
strengthen the quality of life for residents, workers, business owners, and visitors.
The general fund budget report is presented in several formats for informational value as
follows. After a separate revenue summary, the City's general fund is presented as formally
adopted in appropriation detail showing personnel vs. operating expenditures.

General Fund revenue collected through the first quarter of fiscal year 2024-2025 were over
$63M, 38.1% of the budget.

• Property Taxes (32.6% of GF revenue budget) are largely collected at the beginning of
the fiscal year. They were initially estimated to be $53.9M. At the end of the first
quarter, tax billings were roughly $54.1M.
• Income Tax (25.8%of GF revenue budget) collections were $6.7M (15.6% of its
budgeted $42.7M). Accruals are being processed in the ledger but are manually
estimated and incorporated into the report.
• Licenses and Permits (1.1% of GF revenue budget) are estimated to be $1.85M. The
City has received 5.6% of the budgeted amount.
• State Grants (15.6% of GF revenue budget) are budgeted to be $25.8M in revenue.
Quarter 1 YTD is trending with the three-year average. The first payment for revenue
sharing is to be received in October (no change from previous years) and we are
watching for whether the State will formally create a revenue sharing trust fund to
provide additional stability going forward, with legislative activity presumed to occur on
this topic after the upcoming election.
• Return on Equity (ROE) (16.8%of GF revenue budget) represents payment to the City
from the Board of Water & Light. The contract is 6% of budget and we will receive the
full payment budgeted by BWL. We received the first payment of$7,185,378.76 in
October.
• Charges for Services (6.2% of GF revenue budget) are trending lower than the three-
year average for the first quarter.
• Fines and Forfeitures (1% of GF revenue budget) are budgeted to be about $1.6M.
Quarter-to-date, they are trending above expectations.
• Interest and Rents (0.4%of GF revenue budget) are budgeted to be $660,000 in FY25.
The quarter-to-date amount is almost$38,000.
• Other Revenues (0.2%of GF revenue budget) are a very small percentage of the
General Fund budget and below the three-year average due to the city creating a
separate fund for the opioid settlement money.

General Fund expenditures are slightly above the 3-year average by 0.7%.
Human Resources
• Expenditures are higher than prior year averages due to the department catching up
with internal vacancies.
City Supported Agencies
• Higher expenditures are due to timing of individual initiatives including the racial justice
equity alliance and the charter commission.

Vacancy Factor
There are a total of 39 vacancies in the General Fund and 69 in other funds. This totals over
$1.65M in estimated vacancy savings in the first quarter. Total vacancies are down by 51
compared to FY24 Q1.
15 vacant police officer positions were adopted as part of the Public Safety Fund, contingent
upon Michigan Senate on HB 4605 &4606 to formally approve this funding. These vacancies
are not counted towards the vacancy factor as funding is reliant on these bills.
Positions that were filled after 9/30/2024 include the Commercial/Industrial Appraiser, arborist,
two maintenance workers, two premise officers, and a WWTP Laboratory Supervisor.
