was called to order by Vice-Chairperson Robert Egan at 7 :42 a.m. on
Thursday, November 16 , 1995 in the Human Relations and Community
Services Conference Room, 3rd Floor, City Hall Annex.

APPROVAL OF AGENDAA
MOTION Board Member Dorothy Nichols moved that the agenda of
November 16, 1995 be approved, supported by Board Member
Anne Smiley. Motion carried unanimous.
APPROVAL OF MINUTES.
Minutes were approved after a quorum was obtained.
MOTION Board Member Anne Smiley moved that the minutes of
October 16, 1995 be approved with corrections, supported
by Board Member Joanne Pohl. Motion carried unanimous.

nTRFC'TORS REPORT
Art discussed the memo, dated November 15, 1995, from City
Attorney James Smiertka, to Councilmember Paul Novak regarding
the relationship between the proposed Civil Rights ordinances,
Chapters 296 and 297 . Board Member Robert Egan requested that
a copy of Councilmember Novak' s memorandum dated November 2 ,
1995, to the City Attorney, be obtained and mailed to all
board members .
Art informed the Board Members that he had not received an
updated Board Consolidation ordinance draft. He assured the

board that if he received any information in regards the
ordinance, they would receive copies, for review, before their
next meeting.
Art informed the board that he attended the Mid Michigan Unity
Coalition meeting on Wednesday, November 15, 1995 . The
Coalition expressed concerns about community groups coming
together to collectively discover each groups role (s) . Board
Member Robert Egan suggested using the Human Relations Dinner
as an opportunity to establish a kickoff for getting community
groups together. The Coalition also discussed the use of
Dialogue Circles to discuss race relations issues .
Art informed the board that the Martin Luther King, Jr.
Observance will be held on Friday, January 12, 1996 from
12 : 00-1: 00 p.m. in the City Council Chambers, 10th Floor, City
Hall .
Art informed the board the Coalition for Community Concerns
has expressed concerns with the diverse participation on
public projects . A meeting will be held on Tuesday, November
28 , 1995 in Dennis Sykes , Director of Planning and
Neighborhood Development, office to address this concern.
Kip Gomoll gave a brief report on the Audit he conducted in
regards to Civil Rights Claims and the EEO-4 report.
Guillermo Lopez gave a brief report about the Purchasing
Ordinance and the Combined Sewer Overflow project. He also
announced to the board that the Housing Fair will be held on
April 20 and 21, 1996 . Art informed the board that the Sunset
for the Housing Ordinance is in March of 1997 not 1996 .

1) Board Member Smiley drafted a letter to Mayor
Hollister stating the Human Relations Boards
support in reference to City employee residency
requirements . The letter will be placed on city
letterhead for the signature of all Board Members .

1) Board Member Dorothy Nichols reported that the 16th
Annual Hugo B. Lundberg Award, Human Relations
Dinner, will be held on Thursday, February 22 , 1996
at the Lansing Center. Tickets will be $30 . 00 this
year. The theme is "The Human Touch-Reach out and
Serve" .

EEOC No. 230-94-1813 dismissed.
OT.D BUSINESS
Board Member Sam Johnson inquired about the sale of the Annex
Building. Art responded informing the board that two (2) bids
have been confirmed.
NEW BUSINESS
Due to the Christmas Holiday, the regularly scheduled December 28,
1995 meeting of the Human Relations Board has been canceled and a
special meeting will be held on Thursday, December 14 , 1995 .

DIRECTORS REPORT
Art reported that negotiations are being held between the City
and the Fire Department and one of the issues being discussed
in the continuation of the Labor Management Affirmative Action
Committee. He informed the Board that diversity training for
the Fire Department will take place beginning Monday, October
30, 1995. Art reminded Board Members of the Thursday, October
26, 1995 Human Services Summit .

a) Employment
1) No report. Anne Smiley did inform the Board that
the City of East Lansing has approved employee
residency.
b) Housing
1) No report.
c) Public Relations
1) Dorothy Nichols discussed the Human Relations
Dinners setting a tentative date of Thursday,
February 22, 1996 . This date is hold pending the
availability of the Mayor and City Council members .
Dorothy also informed the board that the 1996 Hugo
B. Lundberg award should go to a group and
recommended advertising for resumes from groups for
nomination.
d) Police Community Relations
1) Robert Egan stated the he met with Captain Don
Dawson. Captain Dawson informed Robert that he met
with Mr. Todd Haywood regarding the assault at Club
Paradise. Captain Dawson did take a report from
Mr. Haywood. On the issue of placing an answering
machine at the south sub station, this issue was
resolved promptly and an answering machine has been
installed at the south sub station.
Anne stated that she has had continuing dialogue
with the Community Mediation Department and feels
that the department should utilize the Community
Mediation Department to get formal training in
Mediation.
Captain Jim Cook discussed the C.A.R.E. program.
Within this program are a group of individuals that
meet to discuss Family violence. There are
approximately 20-25 individuals associated with the
main committee. Within this group are
subcommittees . Captain Cook stated that he was
involved in the Response Team committee. This

committee was responsible for recruiting, providing
training and finding funding for Coordinators for
the volunteers . Forty (40) hours, at Lansing
Community College, and a police ride-a-long are
required to successfully complete the training,
there is no cost for the training. Applications
can be obtained at the Network Center, the Mayors
office, the front desk at the Police Department,
Hospitals and the Prosecutor' s office. All
application must be returned to the Prosecutor' s
office. Those that pass the training will be
needed to respond to the scenes of family assault
related arrests . These individual ' s will be on-
call .
e) Ad Hoc Committee (Civil Rights)
1) No report
f) Ad Hoc Education Committee
1) Rev. Melvin Jones reported that this committee met
on October 5, 1995 to discuss the five (5) points
that were presented to the board at the September
meeting. Rev. Jones stated that the committee
tried to define the boards role. The committee
discussed creating an alliance of Inner City
Pastor, the Mid Michigan Unity Coalition and the
Coalition for Community Concerns . This alliance
will open dialogue on social issues . Rev. Jones
stated that he spoke with Linda Sanchez and she
agreed to check on the availability of the City
Council Chamber for the alliance to conduct a
meeting. The committee raised questions as
regarding the financial resources and the Human
Relations and Community Services Director' s
administrative work for the committee.
g) Ad Hoc Board Consolidation Committee
1) Robert Egan distributed copies of this committees
comments in regards to the Board Consolidation.
Anne Smiley reported stating the language in the
Draft of the proposed Human Relations and Community
Services Advisory Board is technically correct.
Three issues of concern were addressed, they are as
follows :

1 . This committee felt that a meeting of
representative from both Human Relations
and Human Resources Board meet.
2 . This committee suggested the proposed
ordinance not be forwarded to the City
Council until the proposed Comprehensive
Civil Rights Ordinance is passed or voted
down and if passed, the language to
appear in the language of the newly
consolidated board.
3 . This committee suggested that upon
completion of the first two items, the
Human Relations Board would officially
vote its support for merging the two
boards .
Art responded to the concerns of the committee informing them
that the board consolidation is part of an administrative
reorganizational efficiency process and will not directly
effect any decisions regarding the proposed Civil Rights
Ordinance. He assured the board that in the event the Civil
Rights Ordinance does pass in the future, the language would
automatically be added to the language of the board
consolidation ordinance. He, along with Attorney "Burt"
Burleson assured the board members that any language in the
ordinance can be changed by them or the Director of the
department when following the proper procedures and they will
be given a defined process for the merger.
"Burt" Burleson informed the Board the Affirmative Action
language will be excluded from the proposed ordinance and
written on a separate draft.
MOTION Board Member Dorothy Nichols moved to recommend that the
Human Relations and Human Resources Board merge,
supported by Board Member Sam Johnson, motion carried
unanimous.

MOTION Board Member Bob Ruffin moved that the Human Relations
Board meet on Thursday, November 16, 1995 and not on the
regularly schedule date of Thursday, November 23, 1995
due that date falling on the Thanksgiving Holiday,
supported by Board Member Dorothy Nichols. Motion passed
unanimous.
ADJOURNMENT
MOTION Board Member Rev. Melvin Jones moved that the meeting be
adjourned, supported by Board Member Dorothy Nichols.
Motion carried unanimous.
The meeting adjourned at 9 : 15 a.m.

MOTION Board Member Robert Egan moved that JoAnne Pohl's absence
from the September 28, 1995 board meeting be excused,
supported by Board Member Dorothy Nichols. Motion
carried unanimous.
DIRECTORS REPORT
Art informed the Board that a meeting was held with the
Affirmative Action Committee and the Lansing Fire Department
Affirmative Action Committee. The meeting was positive and
all agreed that the workforce in the Fire Department 9iould be
more diversified.

Art informed the board that the youth RFP awards were
presented as follows : $15, 000 awards went to the Black Child
and Family Institute Youth Resources Assistance Program, Youth
Development Corporation Spartan Friends Program and the
Salvation Army Student Skill Support Program. $12 , 000 awards
went to the Boys and Girls Club of Lansing Grand River School
Outreach Extension Unity, Lansing Street Ministries (Harvest
House) Success Club and Gateway Community Services Project

A. SUBCOMMITTEE REPORTS:
a) Employment
1) None report - Board Member Anne Smiley inquired as
to the Boards role in terms of union issues which
make residency an issue and she would like to meet
with Sharon Bommarito on this issue. She also
stated that East Lansing is working on residency
requirements for their City employees .
b) Housing
1) No report

d) Police Community Relations
1) Board Member Bob Egan informed the board that he
received a written letter/complaint from Mr. Todd
Heywood. Mr. Heywood was assaulted at Club
Paradise on Washington Ave. His complaint was
against the Lansing Police Department ' s
procedures/responses for reporting a crime.
Captain Dawson responded by answering the questions

that Mr. Heywood submitted to Bob Egan. Captain
Dawson informed the Board that Mr. Heywood was
given an alternate way to report the crime and in
doing so ran into a communication problem within
the Police Department in regards to the South sub
station. Captain Dawson submitted, to Bob Egan,
the police procedure for responding to certain
classes of calls . It was suggested, due to the
shortage of manpower at the South sub station, that
an answering machine be placed there.

f) Ad Hoc Education Committee
1) Rev. Jones informed the board that the education
committee dialogued and worked through some
concerns . The outcome was five (5) recommendations

Attorney' s office . Burt answered Board members questions
regarding the draft Board Consolidation Ordinance, Chapter 273
"Human Relations and Community Services Advisory Board" . The
Board members requested copies of the old Human Relations and
Human Resources Board ordinance in an effort to compare the
language . Discussion of Chapter 273 will take place at the
Human Relations Board meeting on Thursday, September 28, 1995 .

Art discussed the letter that he sent to President Flourry of
the Lansing School Board. The letter indicated the Human
Relations and Human Resources Board support of the Proposed
Revisions to Policy No . 8420 "Commitment to Human Diversity &
Multicultural Education" . The school Board passed the
proposal unanimously. He also indicated the Human Relations
Boards willingness to participate in the selection of
candidates for a multicultural committee .
Robert Egan stated that he extended an invitation to the
School Board in an effort to have another joint meeting in
October or November of 1995 . The agenda item would be to
discuss how the Human Relations Board could work with the
School Board on the issue of diversity and multicultural
education.
Art stated that Guillermo Lopez spoke at a principal' s meeting
on August 16, 1995 . Discussion took place regarding the Human
Relations and Community Services staff to indicate what
services the department had to offer in an effort to
coordinate services with the Lansing School District .
Theophilis Harvey discussed the Request for Proposal process .
Theo informed the board that thirteen (13) proposals were
received. The RFP committee is currently evaluating those
proposals . The committee will forward a recommendation to Art
by September 1st .
Art informed the Board that Jim Smiertka drafted a letter
transmitting the Civil Rights Ordinance back to City Council .
Copies will be mailed to all board members upon receipt by the
department .
Kip Gomoll informed the board that Civil Rights has reopened
the case regarding Antoinette Parrish. Ms . Parrish filed a
complaint in 1992 based on age and race .
Marylou requested that the Ad Hoc Committee members, for the
proposed Civil Rights Ordinance, handle the proposed Human
Relations and Community Services Advisory Board draft
consolidation.

Art stated that he sent a letter to City Council, regarding
the Human Relations Boards position on the Civil Rights
ordinance, encouraging City Council to take action on the
ordinance.
Robert Egan recommended that the Ad-Hoc Committee (Proposed
Civil Rights Ordinance) members meet on June 5, 1995 at 5 : 30
p.m. to discuss the outcome of the Committe of the Whole' s
meeting as it pertains to the ordinance.

Art stated that the Affirmative Action Plan is being updated
and both Kip and himself have met with Mary Pollack of the
Michigan Civil Service Department and Chuck Roul of the
Michigan Department of Civil Rights . He stated that internal
discussion will taken place regarding the workforce analysis
data, which is the basis for determining underutilization.
This demographic study may be handled internally or by an
outside contractor.
Art informed the board that the Personnel Services Department
hired a Recruiter, Donna Rainey. He stated that she will of
great assistance to the City particularly in areas that will
require specialized recruitment .
Art stated that he contacted Judith Brown, Office of the
Lansing Public School Board. He stated that because the
Lansing Schools are dealing with their budget crisis it is not
feasible for the Lansing Public School Board to meet jointly
with the Human Relations Board at this time however, a July
meeting may be possible. Art stated that he will keep the
Board informed of a possible meeting date.
Art stated that the Human Resources Board agreed to have a
joint meeting with the Human Relations Board on June 15 or
June 23 , 1995 at 7 : 30 p.m. June 15, 1995 at 7 : 30 p.m. is the
date that was agreeable for both boards . Location has not
been selected as of yet .
Art stated that he has had informal conversation with the
City ' s Attorney' s office in regards to the consolidation of
the Human Resources and Human Relations Advisory Board' s .
Art discussed and dispersed copies of a summary of
departmental positions that were approved for hire as well as
a Female/Minority Employment Report.

Beth Bogue, Ed Eckhart, Carol Preston and Ron Callin of the
Coalition for Community Concerns were present. The Coalition
for Community Concerns did a presentation on the Proposed
Revision to Policy No. 8420 on Commitment to Human Diversity
and Multicultural Education. The Coalition asked for the
support of the Human Relations Advisory Board for Policy No.
8420 .
MOTION Board Member Robert Egan moved that the Human Relations
Advisory Board draft a letter of support for Policy No.
8420 currently before the Lansing School Board and in the
letter also state the Board' s willingness to assist the
School Board in recommending candidates for the
Multicultural Education Advisory Committee and any other
support the Human Relations Board can provide to the
goals of the Policy, supported by Board Member Anne
Smiley. Motion carried unanimous .

Art Walker stated that the Human Resources and Human Relations
Advisory Boards met jointly with the Lansing School Board and
stated that the meeting provided a good dialogue between the
two Boards on issued of mutual concern to both the school
district and the city. He stated that the Superintendent of
the Lansing Schools wants the Human Relations and Community
Services Department to make a presentation at the Principals
meeting indicating support our department could provide in
resolving problems in schools that begin in the neighborhoods .
A follow-up meeting will take place in October to continue the
dialogue.
Art informed the Board that the department has released a RFP
(Request for Proposals) for after school programming. The
proposals are expected to be returned by Friday, August 4 ,
1995 . The monies are to target primarily Middle and High
Schools, for activities that will enhance social and life
skill development.
Art informed the Board that he is working, with William "Burt"
Burleson of the City Attorney' s office, on a draft proposal on
the merger of the Human Relations and Human Resource Advisory
Board' s . A draft of the proposed merger will be available at
the August 24 , 1995 board meeting.
Art informed the Board that the department is proceeding on
the update the Affirmative Action Plan. Kip Gomoll is the
member of the staff who is working on this project.
Art informed the Board of the Human Services Summit . The
Summit will be held on Thursday, October 26 , 1995 at the
Lansing Center from 7 : 30 a.m. - 4 : 30 p.m.

discussing residency requirements and she would

projects in an effort to find out what they are
doing in terms of having minority representation on

Anne Smiley inquired about the letter that was supposed to be
drafted to the Mayor for the City picnic. The picnic will be
on Wednesday, August 16 , 1995 at Francis Park.
Marylou Mason informed the board of the draft letter for
Councilperson Novak regarding the merger of the two boards .
She stated each board member will receive a copy of the
letter. She stated that Robert Egan and herself will meet in
regards to letter and report back to the board before a final
letter is sent .
NEW BUSINESS
Anne Smiley stated that given that the Coalition for Community
Concerns has been in this City for a long period of time, it
and the Mid-Michigan Unity Coalition is interested in
discussing relations within the City. She stated that she is
concerned about what the Boards relations in the City are.
She stated that the Board needs some active involvement in
relations to one another in the City. She stated that the
Board needs to re-examine their role and what it means in
terms of Affirmative Action and intolerance levels in the
city.
Rev. Melvin Jones stated that some of the Boards time could be
used for planning, focus and strategy development to identify,
prioritize and address important issues in the community.

and Multicultural Education. The Coalition asked for the
support of the Human Relations Adisory Board for Policy No.
8420 .
MOTION Board Member Robert Egan moved that the Human Relations
Advisory Board draft a letter of support for Policy No.
8420 currently before the Lansing School Board and in the
letter also state the Board's willingness to assist the
School Board in recommending candidates for the
Multicultural Education Advisory Committee and any other
support the Human Relations Board can provide to the
goals of the Policy, supported by Board Member Anne
Smiley. Motion carried unanimous .

Arthur Walker stated that he would draft a letter, to
Councilperson Paul Novak, for Chaiperson Marylou Mason' s
review and signature to include the boards history involving
inquiry into, board' s support for and the consolidation of,
the Human Relations and Human Resources Advisory Boards since
the merger of the Human Relations and Human Resources
departments . In addition, Mr. Walker will inform
Councilperson Paul Novak of the City Attorneys office review

of the historical_ aspect of the two boards, and the current
action of trying to consolidate them.
MOTION: Board Member Robert Egan moved that the Human Relations
Advisory Board respond to Councilperson Paul Novak's
letter with a historical perspective on discussions that
have taken place with the Board over the past few years
with the recommendation that City Council pursue the
merging of the two boards and communicate with the City
Attorneys office as well as sharing a copy of this letter
with the Human Resources Board, supported by Board Member
Anne Smiley, motion carried unanimous .

Art stated that City Council has discussed the possibility of
combining City Boards . He stated that he has had discussion
with the Mayor regarding this merger and he is expected to

Art informed the board members that the Human Services Summit
will be held on Thursday, October 26, 1995 at the Lansing
Center from 8 : 30 a.m. - 4 : 30 p.m. The summit will be
sponsored by the City of Lansing.
Art informed the boards members that the Lansing School Board
of Education has agreed to meet with the Human Resources and
Human Relations Board. The dialogue for this meeting will be
on Community Issues that affect the Schools as well as the
City. This meeting will take place on Thursday, July 13, 1995
at 5 : 30 - 7 : 00 p.m.
Art distributed copies of and discussed the 1995-96 Budget
Allocations breakdown for the continuation of our budgeted
programs .
Art stated that he is hoping to get information out to the
Community for attendance at the Request for Proposals meeting
in an effort to evaluate the proposals and have the Request
for Proposals program on-line by mid September.
Art stated that the Mayor's office is still in the
deliberation stage of which new positions they will decide to
fund.

Art informed the board that the City Budget Hearing was held
on April 26 , 1995 . He stated that all requests for new
positions were put on hold until the completion of the
hearings .
Art distributed information to board members regarding a
meeting a New Jerusalem Church, the topic for the meeting is ,
Reducing Juvenile Violence. This meeting will entail a panel
discussion at which Mr. Walker will give a presentation on
behalf of Mayor Hollister. All board members are encouraged
to attend.

Art informed the board of the 5th Annual Symposium Celebration
of Cultural Diversity. This event will be sponsored by the
City of Lansing and the Lansing School District. The
celebration will be held on Thursday, May 18, 1995 at the
Lansing Center. Art will give a presentation and all board
members are encouraged to attend.
Art stated that he has attended meetings with the Ad-Hoc
Committee for the Civil Rights ordinance. He also attended
meetings with the Housing sub-committee.
Art informed the board that due to the demands of the
community, more networking involvement with the community from
the Human Relations and Community Services staff is necessary.
He will still have a presence in the community but he feels
that both the staff and board could represent the department
in the community.
Fawn Jones, Director of the Neighborhood Youth and Parent
Partnership Prevention Program (N.Y.P.P.P. ) gave a summary of
her organization.
Art made the board aware that he is participating with the
recruitment committees of the Lansing Police and Fire
Departments . He also discussed the possibility of the Human
Relations Board networking with the Human Resources Board,
Lansing School Board and the Police Commission Board. Art
will take the initiative in setting up meeting times .

will meet in May and work on City employment
issues . She stated that the issue with the
bargaining units to encourage employee residency
will be continued.

1) Joanne Pohl informed the board that a Town Meeting

will take place on Thursday, April 27 , 1995 at 5 : 30
p.m. in the City Council Chambers . The meeting
will be a Fair Housing Forum and Joanne will be the
moderator. This meeting will be televised on
Channel 28 .

1) Robert Egan stated that the committee met and
discussed Captain Dawson doing a presentation, for
the Human Relations Board, on Community Policing.
Robert also stated that he attended the Police
Commission Board meeting.
e) Ad Hoc Committee (Civil Rights)
1) Kip prepared a supplemental report that states the
recommendations made after meeting with the City
Attorney. The MOST organization submitted a report
to be submitted as part of the Ad-Hoc committee .
The committee also suggested that the proposed
ordinance be placed back on the agenda for the
Committee of the Whole. Anne Smiley drafted a
letter to Howard Jones and Antonio Benavides
requesting that the proposed ordinance be placed on
the agenda. The Lansing Equal Rights Task Force
submitted a letter that included draft substitute
language for the definition of "HARASSMENT" . Anne
stated that the Ad-Hoc committee will decide what
to do about the language to define harassment and
sign the cover letter and forward it to the City
Council .

Robert Egan expressed his concern in regards to the three ( 3)
vacancies on the Human Relations Board. Marylou stated that
now that the department has a permanent Director the Mayor' s
office will work towards filling the three ( 3) vacancies .
Robert Egan also expressed his concern towards encouraging
board members who have not been attending meetings on a
regular basis to do so. Marylou agreed to send a letter to
board members stating the commitments and requirements of
serving on the Human Relations Board.
Anne Smiley stated that the Lansing Eastern High School PTSA
group would like to provide a Forum on May 22 , 1995 at 7 : 00
p.m. , for closure to the incidents that happened at Eastern
High School .
Robert Egan stated that he would like to encourage the Board
Members representing the Human Relations and Community
Services Department when community activities are taking place
and staff is unable to participate due to their workload. Art
supported Robert Egan, stating that in cases where it is
appropriate he would be appreciative of the Board' s
representation.

was called to order by Chairperson Marylou Mason at 7 : 37 a.m. on

Linda Sanchez distributed copies of the Human Relations and
Community Services Department budget. She stated that the
budget will go before Council on Saturday, April 8, 1995 .
Linda Sanchez informed the board that the Equal Opportunity
Specialists staff attended a seminar at Lansing Community
College sponsored by the Michigan Department of Civil Rights .
Linda Sanchez thanked the Human Relations Board for their
cooperation during her time as Interim Human Relations and
Community Services Director.

1) Joanne Pohl circulated a brochure that was
developed by a student intern, input from the
Housing committee, and Guillermo Lopez . She
stated that the brochure would be widely circulated
and available in the Human Relations and Community
Services Department at no charge. She stated that
in addition, banners will be placed in City Hall as
well as at community centers around the City of
Lansing. Joanne stated that the committee met with
the State Journal editorial staff who offered to do
an editorial, the committee drafted a point of view
that would also be added to the editorial . She
stated that the committee is still working with the
Mayor to try and get access to Channel 28 for Fair
Housing Informational purposes .
Guillermo stated that a Fair Housing Fair will take
place in the Lobby of City Hall . He stated that
agencies will set up their displays of information.
The Fair will be during the week of April 3, 1995 .

1) Anne Smiley reported that the Ad Hoc committee is
currently reviewing the recommendations received by
City Attorney Jim Smiertka. She stated that
committee continues to meet with Mr. Smiertka in an
effort to try and "fine tune" the recommendations .
She stated that the committee hopes to have a
dialogue session with opposing views to the
ordinance to include the Committee of the Whole.

OLD BUSINESS
1 . Discussion of Human Relations Board' s response, input,
involvement, and feedback to the Mayor in regards to the
Director of the Department.
Marylou stated that all Board members have a copy of the
by-laws and that the by-laws state that the board is an
Advisory Board and the role is not to do the
administrative portion of the department. The
administrative portion of the department, in regards to
the Director, is handled by the Mayor and the Personnel
Department.
Marylou stated that in her personal opinion the letter
that is being circulated, for Yvonne C. Christopher,
poses a conflict because it is on City stationary and
comes from the Human Relations Board and it also poses a
conflict to the Mayor' s role as it pertains to the
Director of the Human Relations and Community Services
department. She stated that the Board Members are
appointees of the Mayor, and she felt that the Mayor did
what he felt he had to do. Marylou stated that it would
be better for those members of the Board who wanted to
send Ms . Christopher a letter of thanks and appreciation
to do so individually.

Joanne Pohl stated that at the February 23, 1995 Human
Relations Board meeting the members voted unanimously to
send Ms . Christopher a letter of thanks acknowledging her
work with the Human Relations Board.
Marylou apologized for her absence from the February
Board meeting stating that if she were able to attend she
would not have agreed to send Ms . Christopher a letter
because of the aforementioned conflicts .
Linda Sanchez informed the Board members that an opinion
would have to come from the City Attorney, because the
letter is on City stationary, as to whether or not the
letter could be sent to Ms . Christopher.
MOTION Board Member Robert Egan moved that the letter that was
circulated, for Yvonne Christopher, be removed and that
the same letter be printed on plain stationary with the
Board members names, minus titles, and Marylou Mason' s
name, expressing the Board's appreciation for Ms .
Christophers support and work on the comprehensive Civil
Rights Ordinance, supported by Board Member Melvin Jones .
Motion carried unanimous .
MOTION Board Member Robert Egan moved that he will work with
Joanne Pohl on Thursday, March 23, 1995 to re-draft the
letter for Yvonne Christopher, to bring the letter to a
point where it will not mention the board to speak
individually to the appreciation for her work on the
comprehensive Civil Rights Ordinance. Also, the he will
personally see to it that the letter gets all the
signatures of the Board members and is sent out by the
end of the week, supported by Board Member Anne Smiley.

2 . Discussion of the relationship between as well as set up
a joint committee meeting with, the Human .Relations and
Human Resources boards .
Marylou stated that a discussion will take place,
regarding a joint committee meeting, when Mr. Art Walker
is the Full-time Human Relations and Community Services
Department Director.

NEW BUSINESS
Anne Smiley discussed utilizing the volunteers at the
Community Mediation Center due to the fact that the Human
Relations and Community Services staff is overwhelmed and the
volunteers at the Center are not and could lend tremendous
support to the department.
Anne Smiley expressed her concerns about the race relations in
the City of Lansing. She stated that the Human Relations
Advisory Board needs to be much more active in trying to bring
some healing about.
Joanne Pohl supported Anne Smiley' s concerns and ask that the
issue be on the agenda for discussion at the April Human
Relations Board meeting.
Robert Egan expressed his concern about the activities
occurring at Eastern High School . He stated that he also has
a concern that although there is a recent poll in the Mayor' s
office in regards to and acceptance of a comprehensive Civil
Rights Ordinance, the City is still negatively responding to
Cesar Chavez Avenue as well as Martin Luther King, Jr.
Boulevard.
Rev. Jones suggested that the Board of Education needs take a
more pro-active social role in recognizing that there are
social as well as educational problems that need a well
thought out approach to deter any type of negative outcome
from the community. Rev. Jones stated that he has been
working with a cross denomination and cross racial group of
religious leaders . He stated that this group might be capable
of engaging the community in some type of dialogue. Stating
that since this group does represent a broad cover of the need
and they do cross racial lines . Stating that if the community
sees this group together asking for healing to some extent
this may ease some of the racial tensions .
Art Walker stated that the community will need to come
together. He stated that he would like to see the Human
Relations Board take the lead because he would like to see
every public body of leadership in the community take a
position in support of this issue.
Robert Egan asked for a listing of all City Boards that are
part of the City and stated that he would draft a letter, in
regards to a resolution, from the Human Relations Advisory
Board for approval by the Board members to send to the City
Boards as well as a resolution from the Human Relations Board

in support of Cesar Chavez Avenue.
MOTION Board Member Sam Johnson moved in agreement with the
request of Board Member Robert Egan to draft a letter in
regards to a resolution for approval by Board Members and
with the support of all City Boards in support of Cesar
Chavez Avenue, supported by Board Member Joanne Pohl .
Motion carried unanimous .
Rev. Jones requested that Board Chairperson Marylou Mason
appoint an Ad-Hoc committee to do some work in regards to
exploring with directives how the Human Relations Board can
take a pro-active position in regards to the Lansing crisis .
Marylou Mason appointed Board Member Rev. Melvin Jones,
Chairperson of the Ad-Hoc Race Relations in the Schools
committee. The members of this committee are: Robert Egan,
Sam Johnson, Joanne Pohl, and Anne Smiley.

CITY OF LANSING HUMAN RELATIONS BOARD
The regularly scheduled February meeting of the Human Relations
Board was called to order by Vice-Chairperson Robert Egan at 7 :40
a.m. on Thursday, February 23, 1995 in the Human Relations and
Community Services Conference Room, 3rd Floor, City Hall Annex.

MOTION Board Member Dorothy Nichols moved that the agenda of
February 23, 1995 be approved, supported by Board Member

DIRECTORS REPORT
Linda Sanchez stated that she is continuing work on the budget
and will meet with the Mayor on the morning of February 23,
1995 to do the first budget presenter i011. She stated that the

on the budgets c a._s;rant --standing to include a comparison
between the pr_evso_i. year and current year budget. Sh.e stated

after the City Attorney' s opinion. Linda introduced Mr.
Arthur Walker who will official start his position as the
Human Relations and Community Services Director on April 3,
1995 .
Art Walker discussed his background as it related to his
previous employment. He stated that he is looking forward to
being the Director of the Human Relations and Community
Services Department . He stated that he has been getting
involved with staff and getting acquainted with the
responsibilities of the department. He stated that his is
very pleased with the calibre of staff currently in the
department.
Joanne Pohl stated that she would like the Human Relations
Board to send a letter to Yvonne Christopher acknowledging her
hard work, thanking her for her work and wishing her well in
the future. Joanne agreed to draft a letter for Carol to
circulate for signatures .
Dorothy Nichols inquired as to why Yvonne Christopher was
dismissed.
Linda Sanchez responded stating that all new cabinet and staff
members are on probation for one ( 1) year. She stated that
Yvonne was with the City for four (4) months and Mayor
Hollister' s decision was based on her performance. She stated
that Yvonne' s dismissal was based on a personnel issue and
that those details could be not discussed. She stated that,
the Mayor had held four (4) counselling sessions with Yvonne.
She stated that everyone was hoping that things would work out
but, they didn't.
Joanne Pohl stated that she had two (2) issues of concern.
1 . Does the Human Relations Board have any responsibility in
evaluating the Director.
2 . If any of the board members approach the Mayor and talk
to him personally, it should be made clear that the
conversation is a personal one and should not reflect on
other members of the Board. The exception being, if the
comments were the entire Board's decision and are
reflected in the minutes .

B. SUBCOMMITTEE REPORTS :
a) Employment
1) Kip Gomoll reported distributed a comparison sheet
showing where the City was December 31, 1993 and
where it was December 31, 1994 . He stated that the
committee discussed the Baseball Stadium stating
that the, City has established goals that
contractors are expected to meet which includes
19 . 1% minority employment and 17 .5% female
employment on the construction of the baseball
stadium. The Human Relations and Community
Services Department and the Union will be
monitoring the contract to ensure that attempts are
being made to meet the minority and female hiring
percentages .
b) Housing
1) Joanne Pohl stated that the Housing committee is
currently working on the April Fair Housing Month
program. She stated that the committee will
attempt to provide information regarding Housing
during the entire month of April instead of just
one day. The information will be made available at
the Community Centers as well as in the lobby of
City Hall . She stated that the committee will be
trying some media types of events with the Lansing
State Journal, an editorial with an article on Fair
Housing issues and some television coverage.
c) Public Relations
1) Dorothy Nichols informed the Board that thank you
notes were sent to Marshall Music Company for the
use of the Piano, to Trinity A.M.E. Chorus who
provided the entertainment and Marylou Mason who
provided the flowers . Dorothy stated that for the
1996 dinner an information sheet that describes

what the Hugo B. Lundberg, Jr. and well as Mr.
Lundberg himself, are about.
d) Police Community Relations
1) No report
e) Ad Hoc Committee
1) Robert Egan informed the board members that the
City Attorney submitted their opinion, regarding
the proposed Civil Rights Ordinance, to the General
Services Committee who referred the Ordinance,
along with the City Attorney' s opinion, back to the
Human Relations Board Ad Hoc Committee.
Joanne Pohl stated that the Ad Hoc Committee should
discuss the City Attorney' s opinion with Art Stine
or any Attorney who is familiar with Civil Rights
to get a better understanding, direction on how to
proceed, as well as to answer any questions Ad Hoc
Committee members and/or Board members have.
Robert Egan stated that when the Ad Hoc Committee
presented the proposed Civil Rights Ordinance to
the Human Relations Board it was then submitted to
General Services, it was thought that a panel
should be constructed to further educate and
provide further information through channel 28
access and possibly by holding meetings at
Community Centers around the City. Due to a
conflict of interest with particular councilpersons
this idea was temporarily set aside.
Kip Gomoll suggested that the Ad Hoc Committee as
well as the Board meet as soon and as quickly as
possible in an effort to get the Ordinance back to
City Council and let Council take some action and
not allow the Ordinance to "bounce back" between
the Board and the City Attorney' s office.
Mayor Hollister expressed his concern in regards to the June
vote of Cesar Chavez Avenue as well as Martin Luther King, Jr.
Blvd. He stated that he is currently working on the baseball
stadium with a community group and the Human Relations and
Community Services Department to get a project agreement. The
project agreement will get the unions and contractors to agree
on affirmative action, minority hiring, local contractors and

local preference. He stated that the Coalition for Community
Concerns has been asked to partake in this effort. Mayor
Hollister has also asked the Coalition for Community Concerns
to participate in the collective bargaining arguments to raise
the issue of residency. Mayor Hollister stated that he is
concerned that individuals do not understand the purpose of
the proposed Civil Rights Ordinance, which is not intended to
create a special class of people but to prohibit
discrimination for any reason. Mayor Hollister discussed
institutionalizing Community Policing.
Rev. Jones asked about the dismissal of Yvonne C. Christopher.
Mayor Hollister replied stating that Rev. Stone submitted a
letter to City Council asking them to take some action on
behalf of Ms . Christopher. He stated that City Council has
the option of reversing his decision to dismiss Ms .
Christopher. He stated that it is his assumption that there
is no support from the Council to reverse the decision and the
decision will stand. Mayor Hollister stated that he worked
very hard to create a team approach and it was his
observation, early in the process, that Ms . Christopher was
not as much as a team player as he had hoped and expected. He
stated that he received negative feedback from both cabinet
members as well as the community regarding Ms . Christopher.
He stated that based on the aforementioned he made his
decision to either terminate Ms . Christopher or offer her the
opportunity to resign.
Joanne Pohl inquired as to the role of both the Human
Relations and Human Resources boards as it pertains to
evaluating the Director. She stated that in the future she
feels that both boards should have that role.
Robert Egan suggested to the Board members that they re-read
the by-laws of the Human Relations Board because the role of
the board is clear in that document. He stated that the
dialogue should be placed on the agenda for the next meeting
and discussed then.
Robert Egan inquired at to what the relationship between the
Human Resources Board and the Human Relations Board. Art
Walker stated that this will be addressed at some point and
time in terms of restructuring and reorganization.
Mayor Hollister replied stating that one of things he does
when hiring his cabinet is to write into their contracts,
expectations . He stated that he will judge his cabinet on
this criteria. He stated that he had criteria in Ms .

Christopher ' s contract that were not met to include meeting on
a regular basis with City Council . He stated that he would be
delighted to sit down with the Human Relations and Human
Resources boards and discuss their expectations .
Joanne stated that if one member of the Board goes to the
Mayor, to make a complaint or discuss issues, not to interpret
it as the whole Board.

HUMAN RELATIONS ADVISORY BOARD" for the meeting held January 26,
1995 . These minutes were approved unanimously by a quorum of the
Human Relations Advisory Board at its regularly scheduled meeting
of February 23, 1995 .

CITY OF LANSING HUMAN RELATIONS BOARD
The regular scheduled January meeting of the Human Relations Board
was called to order by Chairperson Marylou Mason at 7 : 45 a.m. on
Thursday, January 26 , 1995 in the Human Relations and Community
Services Conference Room, 3rd Floor, City Hall Annex.
CALL TO ORDER
Present: John Beltran, Robert . Egan, Sam Johnson, Rev. Melvin
Jones, Marylou Mason, Dorothy Nichols and Anne Smiley
Absent: Joanne Pohl and Robert Ruffin

APPROVAL OF AGENDA
MOTION Board Member Anne Smiley moved that the agenda of January
26, 1995 be approved with corrections (addition, election
of officers) , supported by Board Member Robert Egan.
Motion carried unanimous .
APPROVAL OF MINUTES
Minutes were approved after a quorum was obtained.
MOTION Board Member Robert Egan moved that the minutes of
December 5, 1994 be approved, supported by Board Member
Anne Smiley. Motion carried unanimous .
ELECTION OF OFFICERS
Yvonne Christopher opened the floor for nominations for the
Chairperson of the Human Relations Board. Anne Smiley nominated
Marylou Mason, Robert Egan supported the nomination. No other
names were presented for nomination. John Beltran moved to close
the nomination for Chairperson of the Human Relations Board,
supported by Robert Egan. Marylou accepted the nomination.
Marylou Mason opened the floor for nomination for the Vice-
chairperson of the Human Relations Board. Anne Smiley nominated
Robert Egan, Dorothy Nichols supported the nomination. No other
names were presented for nomination. Marylou entertained a motion
to close the nomination. Melvin Jones moved to close the
nomination for Vice-chairperson, supported by Sam Johnson. Robert

DIRECTORS REPORT
Yvonne distributed copies of and discussed the updated
Affirmative Action plan, revised departmental budget, five
year history of Human Relations and Community Services
Department positions, the Mayor' s Report Card for crime and
neighborhoods, as well as his report card for economic
development. She also distributed copies of the State of the
City Address giving on January 23, 1995, a report on the Civil
Rights letters (compiled by the departments interns) , both for
opposition and support. She distributed informational flyers
regarding Greater Lansing Community for Cesar Chavez Avenue
(June 12 vote to retain Cesar Chavez Avenue) and Dialogue in
the City - Racism - Creating Dialogue Circles in the Greater
Lansing Area. She also distributed a copy of the City
Charter.
Yvonne thanked the board members who attended the Martin
Luther King, Jr. Commerative Program on Friday, January 13,
1995 in the City Council Chambers . Dorothy stated that the
program should be held at a time other than the 12 : 00 to .1 : 00
lunch hour to allow participants enough time to enjoy the
program without feeling. rushed.

a) Employment
1) Ann Smiley commended Mayor Hollister on his attempt
to encourage employment through the State of the
City Address . She stated that the committee would
like to continue dialogue with the unions in
reference to employment and residency requirements .
She stated that the committee is also interested in
searching out businesses that have residency
requirements .
-b) Housing
1) Bob Egan stated that the committee discussed the
April Fair Housing Month program and how they were
going to work with the Human Relations and
Community Services staff as well as the Mayor' s
office in reference to the events planned for a
June forum on housing.
c) Public Relations
1) Dorothy Nichols informed the board that the Chamber
of Commerce was having their dinner on the same
night as the Human Relations dinner. She stated
that the program is in draft form. She stated that
the cost of renting a piano from the Radisson was
to expensive therefore, Carol gave me information
on how to obtain a piano through Marshall Music
Company. Marylou stated that she would make
arrangements for flowers .
d) Police Community Relations
1) No report
e) Ad Hoc Committee
1) Ann stated that the committee met Monday after the
State of the City address and worked on trying to
obtain more public information regarding what the
proposed Civil Rights ordinance is about. She
stated that the committee has an interview set up
on "Minority View-Point" , with Maria Garcia and she
is looking for someone who could share the
information regarding the ordinance with her. She
stated that the committee has been communicating

with Michael Murphy regarding doing a presentation
of "Common Ground" . She stated that the committee
has asked for City Council approval to use channel
28 for information regarding the Civil Rights
ordinance with no success . She stated that she has
asked the Mayor if the committee could get his
support in terms of using the access cable station.
She stated that the Human Relations Board should
take leadership in trying to promote the passage of
the ordinance.
MOTION Board Member Bob Egan moved that the Human Relations
Board support Anne Smiley's recommendation to approach
the Mayor for his assistance to access Channel 28 through
City Council for public informational meetings on the
Civil Rights ordinance, supported by Board Member Melvin
Jones . Motion passed.
MOTION Board Member Melvin Jones moved to retain the previous
motion and send a letter to the Mayor and a copy to City
Council regarding access to Channel 28 for information on
the Civil Rights ordinance, supported by Board Member Sam
Johnson. Motion passed.
