1- (EEOC/23A907248R) HR Complaint #10-90 (Formal ) - A complaint
received from the Equal Employment Opportunity Commission
alleging employment discrimination based on race . This
complaint was conciliated with documentation forwarded to
the Michigan Department of Civil Rights .
1- HR Complaint #11-90 (Service) A complaint received alleging
unfair labor practice based on race . This complaint has
been conciliated .
1- HR Complaint #12-90 (Mayor Referral ) A complaint received
alleging discrimination by two unnamed City Department Heads
based on race . Continues under investigation

There were 16 police and neighborhood complaints conciliated in
November .
REPORTS
A copy of the Director ' s Report was distributed to members
present . It was reported that the Budget has been submitted .
The Director , Richard Letts , Board Chairperson , Mary Lou Mason ,
and NAACP President , Fred Porter met with representatives of the
Lansing Elks Club . The purpose was to received an update
regarding the Elks Club protected group membership recruitment
since the complaint was filed against them . The Elks have
written letters and personally contacted minorities throughout
the community to encourage membership in the Lansing
Elks Club . They have sent over 75 letters to minority leaders
throughout the community and they have not received any replies
or cooperation regarding these letters . They would like to see
prominent Black leaders join so that they can then communicate to
others regarding what the Elks has to offer .
The Board Chairs noted that The Lansing Elks Club has sponsored
many events for the community . At Halloween they set up a
simulated neighborhood and invited the handicapper community to
come in for trick and treat . Ms . Mason emphasized the difficulty
that handicappers have participating in Trick and Treat at
Halloween, particularly those in wheelchairs , because of their
inability to get to doorbell and this event allows handicappers
the experience of this activity . The Elks also provide clothes
to needy young people in a special Christmas Project . The names
of the families are provided through the Boys and Girls Club .
Elks members pick up the children from home and take them to the
store and help them shop for clothes . They also provide a dinner
for the children . Many minority youth participate in the various
projects sponsored by the Lansing Elks .
The Chair advised the Board that the Secretary has the material
regarding the Lansing Elks Club Programs provided at the time of
the complaint if members wish to review it . It was also reported
that the Elks Club has completed a great deal of renovations in
order to make the building accessible .

d ) Police Community Relations
Stuart Dunnings reported that
the committee met , prior to the mameting with the Board of
Police Commissioners , to review and update the Complaint
Procedures for- Investigating Police Complaints .
Richard Jewell , Police Commissioner , advised that the joint

Board meeting provided an opportunity for unification
efforts , particularly with the investigation of police
complaints . Mike Bryanton said he was disturbed at the tone
of the meeting , particularly with the questioning of the
authority of the Human Relations Department involvement in
the complaint process . A follow-up meeting with the two
Boards is planned for 1991 .
Captain Dawson offered an invitation to Human Relations
staff to attend a Defense Tactics Training on Monday ,
December 18, 1990, 8:30 - 9 :30 A .M . Lansing Community
College . Richard Jewell advised that the Police Department

City ' s Observance . The Board Chair , who will also be
participating in the Program, encouraged all members to
participate, as the Human Relations staff coordinates this
program for the Mayor .

Due to the lack of a quorum the minutes of October 11 , 1990 were
not approved.
COMMUNICATIONS
1 ) Letter from Assistant Fire Chief requesting an update on the
composition of Fire Department personnel
2) Letter to Director thanking him for input on "Make It Count"
Task Force during census count .
3) Letter from State Journal thanking Director for leading
discussion group of minority community representatives.
4) Copy of letter to Director of Finance regarding equal
opportunity provision is securing bids for products and
services.
Mr . Dunnings requested that staff follow-up
the statement in the letter relative to
receiving "misleading information"
5) Letter of appreciation to the Director from the Traverse
City Human Relations Commission regarding presentation at
their meeting.

The Director 's Report was distributed to members present . The
Director reminded the Board of the meeting scheduled with the
Board ❑f Police Commissioners on November 151 1990 at The
Governor's Inn and Conference Center (formally the Ramada Inn) at
5:30 P.M. It was suggested that the two Hoards rev net two
Procedure for Investigation Complaints developed by
Boards, as amended in 1971 .
SUBCOMMITTEE REPORTS
a) Employment Subcommittee - No Report
b) Housing Subcommittee - Jacqueline Porter-Bradford submitted
a report stating that this subcommittee met on November 7 at 5:00
with Kevin Wilson, Ombudsman for the Capitol

of residents from the Capitol Loop area. Members of the Board

c) Public Relations - Ms Preston reported on behalf of the
subcommittee regarding pending project of this subcommittee.

d) Police Community Relations - Mr. Dunnings scheduled a
meeting of the subcommittee at 5:00 P.M. at 530 S. Pine Street.

as referenced in the budget.

submit a continuing Budget with goals and priorities as stated in
the 1991 budget.

HUMAN RELATIONS BOARD
AND
BOARD OF POLICE COMMISSIONERS
NOVEMBER 15 , 1990
A joint meeting of the Human Relations Board and the Board of
Police Commissioners was held on November 15, 1990 at the
Governor ' s Inn and Conference Center in Lansing . The meeting was
chaired by Mary Lou Mason , Chairperson of the Human Relations
Board .
ATTENDANCE
Police Board : Johnson, Kellogg , McConnell , Osborn, Valdez , Walker
Staff : Sinclaire, Boles , Dawson
Human Relations Board : Bryington , Heard , Jenkins, Jones , Mason,
Riley , Truscott
Staff: Letts , Hester , Milett
Richard Letts, Human Relations Director and Captain Don Dawson,
extended appreciation to both Boards for their attendance and
participation .
Ms . Mason opened the meeting by stating the Police Community
Relations Subcommittee of the Human Relations Board met and
recommended that discussion for this meeting include:
1 ) The Joint Procedure for Investigating Police Complaints ,
adopted in 1969 and revised in 1976, be revisited and
brought up- to-date with the current procedure.
2) Public Act 371 , Ethnic Intimidation Law be reviewed .
Willard Walker , Chair of the Police Board of Commissioners
acknowledged that they also were interested in having this joint
meeting . He stated that the Police Board has refocused their
attention to the internal operations and procedures of the
department , particularly with Affirmative Action, Training , and
how the Department actually works, as well as to open.

Mr . Letts distributed copies of the up-dated Procedure for
Investigating Police Complaints . It was noted that the procedure
was changed to reflect current language, such as , changing
gender , and identifying the Internal Affairs Unit as the contact
from the Police Department to investigate complaints involving
police actions .

It was further recommended that at a future meetina of the Police
Board of Commissioners a representative from the Human Relations
Department should attend , to explain the procedure used to
investigate complaints . This recommendation was concurred with
by both Boards .
Copies of Public Act 371 , Ethnic Intimidation were distributed .
It was recommended that an education program needs to be
developed based on the Law and not on individual actions .
After some discussion regarding publicity and dissemination of
information regarding violations of ethnic intimidation, it was
agreed that both Boards would further review this Public Act .
Copies of a procedure adopted by the City of Cleveland were
provided .
NEXT MEETING
By consensus, a joint meeting of the Human Relations Board and
the Board of Police Commissioners was scheduled for February 18,
1990 .

The Director advised the Board that all alleged complaints ,

against the City of Lansing with the Equal Employment

Civil Rights will now be forwarded directly to the Human
Relations Department .

The Director advised that a summary and/or comparison of 1989 and
1990 police and neighborhood concerns has revealed that :

Neighborhood Concern are incidents where staff has been

dispute , which has been referred by the Mayor , City
Attorney , Police, other City Departments or an
individual has made a direct allegation about a
neighbor .
REPORTS
1 ) Director 's Report — copies of the report were distributed to
members present .
It was acknowledged that Board Member , Joeann Heard had
received a promotion to program manager of the Community Service
and Volunteers in Probation Program at the Lansing Area
Sentencing Enhancement and Rehabilitation Center . By consensus ,
it was agreed to send Ms . Heard a letter of congratulations .
The Board was also advised , by the Chair , that Board Member ,
Jacqueline Bradford has been selected to be honored by the Ingham
County Women ' s Commission for her contribution to improving the
quality of life for residents of the County . A reception will be
held on Thursday , October 18 , at the Y. W. C.A at 5 :30 P . M.
Members of the Board are welcome to attend .

The Director presented the Quarterly affirmative Action
Report received from the Lansir-lg Police Department .
A letter regarding drug raids and actiGns a police ' s
officers receiveded from a community individual , was read to the
Board . It was noted by Captain Dawson that this letter has been
circulating for some time and has been investigated by the
Lansing Police Department/Internal Affairs regarding any
relationship to the Lansing Department . The allegations in the
letter do not indicate the name of any particular police
department .
The Director advised that he has been asked to address the
Traverse City Council , October 11 , 1990 regardinq activities of
the human relations department . There was discussion regarding
various elements of the Traverse City community .
2) SubCommittee Reports
a) Employment - Sam Johnson, subcommittee chair reported
that the committee met on October 9, 1990 . In Attendance :
Sam Johnson, Willie Jenkins , Kip Gomoll-staff . (Copy
made the
Report Attached ) . The Employment subcommittee
following recommendations :
-The Human Relations Department for FY91 /92
incorporate in their work plan a revision of
the City, s Affirmative Action Plan goals and
timetables to reflect new goals and
timetables based on the 1990 U . S . Census
figures .
-That the Human Relations Department , as part
of its work plan for FY91 /92 include
provisions for assessing the number of
handicappers employed with the City . This
would be done through a survey of employees .
-That agencies ( i .e. Board of Water & Light ,
Lansing Housing Commission, Lansing
Exhibition Authority , CATO, and other
agencies established by the City ) submit or
report employment figures to the Human
Relations Department . to the

MOTION
by Sam Johnson , second , that the recomme^dations of the
Subcommittee to incorporate in the depar --,eit work plan
for FY91 /91 a revision of the City ' s Affi -,mative Action
Plan goals and timetables to reflect 199 ' United States
Census data ; and , to include provisions for assessing
the number of handicappers employed with the City . This
would include a survey of employees . That staff ma�:e
contact with the various agencies of the City
requesting copies of their EEO-4 or employment reports .
Motion passed .
It was recommended that this committee look: into the
possibility of developing a Handicapper Accommodation
Poster .
b ) Housing - Jacqueline Porter-Bradford , subcommittee chair
reported that the Housing Subcommittee met on October 4,
1990. In Attendance : Jacqueline Porter-Bradford , Mary Lou
Mason, Guillermo Lopez-staff . The following plan of action
is recommended for approval by the Board .
-To have a program in December 1990, to focus
on the Capitol Loop Relocation program . This
program to be televised through Channel EB .
-To sponsor a workshop during February on
Landlord/Tenant Rights and Responsibilities
and City of Lansing Code Compliance
-Sponsor a Fair Housing Month Program in
April 1991 .
MOTION by Bradford , second , to approve the re_ommendations ,
as stated in the subcommittee report . Motion passed .
c ) Public Relations - It was reported that a meeting is
schedule following this meeting of the Board .

NEW BUSINESS
The Chair advised that a joint meeting of the Police Board of
Commissioners and the Human Relations Board is scheduled to be
held at the Newsmakers at 5 : 30 P .M. on November 15, 1990.
The Human Relations Board will hold their regular meeting
on Thursday , November 8, 1990 at 7 : 30 A.M.
The Chair requested that each Subcommittee meet and review the
priorities of the department as stated in the budget and prepare
to make comment and recommendations at the November 8th meeting .
The secretary was requested to provide the Board with the
committee assignments , as noted in the September 13, 1990
minutes .

Rabbi Frankel was the first chair of the Lansing 's Citizens '
Committee on human relations established by Mayor Bowerman in
1962, prior to the establishment of the Human Relations Ordinance
of 1963. A special recognition dinner was held on September e,
1990, at which Sam Johnson, Board Vice Chair , presented the Hugo

The Director- informed the Board of several ethnic intimidation
complaints that have been received , as well as alleged complaints
involving the police . It was 8.150 noted that the number of
rieighborhood/community complaints have significantly increased in
the past; monI:hs . It was suggested that Public Service
ArinoLrncements be developed indicating that Ethnic Intimidation is
against the law.
The Chair- recommended that; the Public Relations Committee work an
the development of PSA ' s regarding Ethnic Intimidation.

The Director informed the Board of the cooperation received from
Fir=rgearits Reid and Clevenger of the Police Department Internal
Offai.rs Unit . He stated that their immediate response to the
rrque-tsts from staff to respond to citizens complaints against the
Police department has contributed to defusing complaints about
Police actions . Mr . Letts recommended that a letter- be written
to Fhe Chief of Police and Mayor commending Sergeant Lynn Reid
and Sergr=ant Ron Clevenger for their coopr_iration.
OLD BUSINESS

incident by a police officer . Captain Dawson explained that the
Pr-osecut: irlg Attorney was the chief investigator- in this case and
th,:It a report should be made within the next week . Also that
i;here is an independent; internal investigation, as well as an
investigation by a Shooting Review Board .
There was also inquiry regarding the drowning at the RiverFest .

The August 9, 1990 meeting of the Human Relations Board was
called to order by the Chair , Mary Lou Mason at 7 :30 A.M. on the

APPROVAL OF MINUTES
Due to the lack of a quorum the minutes of June 7 and July 12,
1990 were not approved .
PETITIONS
HR#7-90EI - Lopez vs . City of Lansing/Planning & Municipal
Development/Building & Safety Division . A
complaint filed alleging ethnic intimidation and
sexual harassment based an sex and ethnic origin.
Staff Investigation concluded that the allegations
of sexual harassment and ethnic intimidation were
unsubstantiated . Request for an Appeal Hearing was received from
Thomas Bengtson, Attorney on behalf of complainant for the August
9 , 1990 meeting of the Human Relations Board .
Thomas Bengtson, Attorney and Irma Lopez ,
Complainant appeared before the Human Relations Board on August
91 1990 for the purpose of reacting to the denial of the
complaint by the Human Relations staff . Mr . Bengtson suggested
that there be counseling for the respondent and other city
officials that have contact with citizens. During the hearing
additional information was provided . At a court proceedings , on
another issue involving the complainant , it was revealed by the
attorney that the respondent made the statement : " I will except
nothing less than guilty from these guys because they have an
ethnic harassment complaint against me. " It was stated by the
complainant that this may be a form of retaliation because of the
complaint filed with the Human Relations Department .
BY CONSENSUS: It was the consensus of the Human Relations Board ,
with the concurrence of the City Attorney, that the information
provided at the appeal hearing did not provide any additional
information to substantiate the alleged violations and that the
Board concurs with the staff' s decision that the allegations were
unsubstantiated and that the complaint be closed .

The Director advised that a letter would be sent
to the Director of the Planning and Municipal Development
Department and the Director of the Building/Safety Division
regarding the findings and recommendations of this complaint .
Also , a letter would be directed to the complainant from the
Human Relations Board that the allegations of the complaint are
unsubstantiated .

1 ) Director ' s Report - copies of the Director ' s Report were
distributed to members present . The Board was advised that the
East Lansing Police Department requested the assistance of the
department relative to the youth problems they have been
encountering . Also , a letter has been received from the Michigan
Department of Civil Rights re: police response at "Zippers" .

Captain Dawson announced that the Police Department was
developing a two day workshop on cultural diversity at
Lansing Community College . The program is directed toward
police officers but may be of value to other city personnel .
NEW BUSINESS
It was recommended by the Board that staf , re-initiate
educational training sessions for all city employees regarding
the legal ramification of sexual harassment and ethnic
intimidation with emphasis on employees who have direct
involvement with the public .

Complaint #14-90 Daniel Perrone vs . City of Lansing Personnel
Department : The complainant requested an Appeal Hearing before
the Human Relations Board . The Appeal Hearing is scheduled for
July 12, 1990 .
Daniel Perrone appeared before the Human Relations Board to
appeal staff decision regarding a complaint alleging unfair
hiring practices against the City of Lansing Human Relations
Department .
RECOMMENDATION - It was the recommendation of the Board Members
present that based on information provided by the complainant and
a review of the investigation report by staff that a letter be
sent to the complainant indicating that : The Human Relations
Board members present concurred with the recommendation of staff,
as the allegations of this complaint are not based on any
discriminatory practice. It is recommended that the members of
the Board not present at this meeting be poled regarding their
conclusions and recommendations on this complaint .

EMP#6-89 MDCR #102920-E1RA Dorothy Dungey vs. City of Lansing
Complaint alleges discrimination in employment based on race and
age. A Conciliation Hearing has been held with the
Conciliations & Hearing Division of the Legal Affairs Bureau of
the Michigan Department of Civil Rights . This complaint
continues under investigation by the Michigan Department of Civil
Rights.
HR#20-90 Restainer vs . City of Lansing/Kzeski , Building Division
Received a complaint alleging unfair treatment/harassment based
on handicap . Complaint continues under investigation
HREI#9-89 - Lopez vs. City of Lansing Building Safety
Division/Eberbach
A complaint received alleging ethnic intimidation based on sex
and national origin . The investigation has been concluded by
staff with the conclusion sent to the complainant . An Appeal
Hearing has been requested by the complainant through their
attorney for August 8, 1990 . Staff provided an overview of the
complaint to the Board . This complaint remains open pending an
Appeal Hearing before the Human Relations Board .

d ) Police Community Relations - An announcement was made
re: two tentative community meetings being planned by
the Mayor ' s PCR Committee. The Chair requested
information relative to rumors of ' gangs ' . Captain
Bales stated that they are having problems with groups
of youth wandering around and congregating at various
places. The police department , however , is not
categorizing them as "gangs" in the sense that they are
organized in larger cities .
OLD BUSINESS
The Director advised that department ' s annual picnic will be
scheduled with August 22, 1990 at Frances Park . Everyone will
bring a dish to pass . Invited participants include : Mayor ' s PCR
Committee, Mayor ' s office staff , and City Council .

at Board meetings.

A six month review of the Lansing Elks Club is now due. It was
concluded that the Director and Board Chair would conduct this
review.
Captain Dawson and Captain Boles advised of various incidents in
the area of Allegan and Martin Luther King/Logan Streets that
have been on-going .

There was an announcement about the community tribute to Richard
Letts scheduled for June 21 , 1990 at the Lansing Civic Arena at
$25.00 per person. The chair recommended that the Board go as a
group and to contact Cathy Milett at 4B3-40B8 for tickets .

The Chair expressed appreciation to the Board for attendance at

The Chair advised that she has a conflict with the next meeting
to be held on June 14 , as she would be participating in a Sister
City Program with Guadalajara, Jalisco , Mexico and the City of
Lansing .
MOTION by Johnson, second , that the June meeting be changed to
the . first Thursday, June 7th at 7:30 A.M. Motion
passed .
The secretary will post the meeting in accordance with
the Open Meeting Act .
Reniero Araoz advised that the Midwest Hispanic Unity Conference
is being held at Michigan State University, June 13-16, 1990 .
Board members were invited to participate in the Unity March on
Friday, June 15, which will start at Michigan State and end at
the Capitol Building . Cesar Chavez , United Farm Workers, along
with other leaders will be participating .
Jacqueline Porter-Bradford announced that the N.A.A.C.P . Freedom
Fund Banquet will be held at the Clarion, Friday, June 8th . The
speaker will be noted journalist , Tony Brown .

Mrs. Warr informed the Board of the meetings held with human services
agencies that were targeted for possible reductions in
funding, as well as, the outcome of these meetings. She explained
the changes in the '90- '91 budget.
She, also, reported on the Departments efforts to find funds to deal
with the substance abuse problems in the community and to implement
the strategies of the "Fighting Back" proposal for Zero Tolerance
Task Force. Mrs. Warr also presented information on meetings
with the Presidents of M.S.U. and L.C.C. as well as Don Reisig,
the newly appointed Drug Czar of Michigan.

The Board Evaluation and Human Services Budget were reviewed by
the Board with comments provided by the Director. At the request
of the Chair, Mrs. Warr gave the amounts each agency would receive
for the fiscal year '90- '91 as projected.

Mrs. Nixon: Seconded the motion. Motion carried unanimously.

NEW BUSINESS
Due to the resignation of Duncan Wyeth a vacancy occurs in the
position of Board Chairperson. Therefore, the following action
was taken by consensus.
That Mary Lou Mason, current Vice Chair , move to the
position of Board Chair and that Sam Johnson be elected as the
new Vice Chairperson. Unanimous by members present .

The regular scheduled February meeting of the Human Relations
Board was called to order by the Vice Chair , Mary Lou Mason at
4 :00 P .M.
ATTENDANCE
Present : Araoz „ Jenkins , Heard , Mason
Absent : Canady, Casola, Dunnings , Johnson, Jones , Bradford-
Porter , Riley , Wyeth
No regular meeting was held due to the lack of a quorum.
The chair requested the assistance of members present regarding
arrangements for the annual dinner .
Mrs . Preston advised that reservations were made at the Lansing
Center , with the financial assistance of Mr . Letts . Mr . Dunnings
will be the Master of Ceremonies and ensure that the Lundberg
Award recipient is present . Dinner content was decided by Board
members present . Ms. Milett is preparing the printed program.
NEXT MEETING ,
The next meeting of the Board will be March 8, 1990 at 4 :00 P . M.
in the 7th Floor Conference Room, Lansing City Hall .
Board members are asked to provide their dinner ticket sales at
that time .

The regular scheduled January 11 , 1989 meeting of the Human
Relations Board was called to order by the Vice Chair , Mary Lou
Mason at 4:00 P.M. in Lansing City Hall .

APPROVAL OF MINUTES
MOTION by Dunnings , second by Araoz , that the minutes of
November ? and December 14 , 1989 be approved . Motion
passed .
COMMUNICATIONS
1 ) Letter of appreciation received from Southside Community
\Kitchen for staffs participation in Christmas program
REPORTS ,
DIRECTOR'S REPORT - The Director reported that a meeting has been
scheduled with the Chair of the Police Commission and the
Michigan Department of Civil Rights to discuss the incident at
Tango ' s . It was also reported that the budget has been submitted
and that a series of meetings are scheduled with the Budget
Director and Mayor .
SUBCOMMITTEE REPORTS -
1 ) Employment (Chair , Sam Johnson; Staff, Kip Gomoll ) No Report
2 ) Housing (Chair , Lee Canady; Staff, Guillermo Lopez ) No Report
3) Police Community Relations (Chair , Stuart Dunnings, Staff ,
R.L. Hester ) Captain Bales reported that the Police
Department received three (3) ethnic intimidation complaints
in 1989.
4) Public Relations Committee (Chair , Reniero Araoz , Staff ,
Vivian Preston)
1 ) Speaker Confirmed : Representative David Hollister will be
speaker for the Dinner .
2) Hugo B . Lundberg Dinner : - - The Board reviewed the
nominees: Leonard McConnell , John Roy Castillo , Fred
Porter , Hondo Hargrove.
NEW BUSINESS
1 ) Selection of Recipient of Hugo B. Lundberg Award
MOTION by Dunnings, second by Jenkins, that Hondo Hargrove
receive the Hugo B. Lundberg Jr . , Human Rights Award .
. Motion passed .
It was the consensus of the Board that the selected recipient
remain confidential until the presentation. Also , that those
individuals nominated continue on a continuous list of
perspective recipients .
The Human Relations Dinner is scheduled for March 13, 1990 at the
Lansing Center 6:00 Social - 7:00 Dinner : Cost $15 .00. The
Master of Ceremonies for the event will be Stuart Dunnings.
The Dinner Theme will be : "THE 90' S : THE DECADE TO END
DISCRIMINATION . "
The Chair reminded members of the Martin Luther King Holiday
Program co-sponsored by the Board to be held on Friday, January
12 , 1990 from 12:00 Noon to 1 :00 P.M . in the City Council
Chambers .
The Holiday Commission Luncheon will be held on Monday , January
15, 1990 at the Lansing Center . The Director has reserved two
tables for Human Relations in his name. At this time, all 16
places have been. reserved .
