PROCEEDINGS OF THE LANSING
HUMAN RELATIONS BOARD
DECEMBER 12, 1991
The December 12 , 1991 regular meeting of the Human Relations Board
was called to order by the Chair, Marylou Mason, at 7 : 30 A.M. in
Lansing City Hall - 7th Floor Conference Room.
ATTENDANCE
Present : Bryanton, Hicks , Jenkins, Johnson, Jones, Mason, Nichols,
Riley,Truscott
Absent : Dunnings , Heard, Porter-Bradford
Staff : Letts, Milett
APPROVAL OF MINUTES
MOTION by Nichols, second by Johnson, that the minutes of
November 14, 1991 be approved. Motion passed.
COMMUNICATIONS
1) Letter received from Margie McNutt, Court Investigator,
Prosecutor ' s Office, in appreciation for providing
translations assistance through staff member Guillermo Lopez .
2 ) Copy of letter from the Mayor to City Council re : the creation
of a Special Committee Appointment .
3 ) Correspondence from C.A.T.A. regarding assistance provided by
department in providing security on buses .
Mr. Riley inquired as to why the Board was left out of the
process regarding the Torres incident.

the Human Relations Board. It was the consensus of the Board
mat the Board Chair be delegated to contact the Mayor to
;quire as to how the Human Relations Board may become

from the Human Relations Board. Reverend Jones confirmed that
the Human Relations Board was represented through his
appointment and that the Mayor had approached him in that
manner.
Reverend Jones stated that the "Special Committee" has just
decided how it wants to approach analyzing the report . There
has been a suggested meeting planned for December 16 at Cristo
Rey for 5 : 30 - 7 : 30 P.M. , to hear the thoughts of everyone,
not to re-investigation, as much as to determine the
professionalism of the investigation itself and to see if it
answers all the questions that are being raised. The

2 ) SUBCOMMITTEE REPORTS -
1 ) Employment Subcommittee : (Report Attached)
Mr. Johnson deferred to Mr. Hicks for purposes of reporting
the activities to be recommended to the Board from the
Subcommittee;
Recommendation: Educational Training for the general
public regarding rights and responsibilities in dealing
with police officers . It is felt that many community
members do not know the law and how to deal with the
police . That seminars and or training be set up to
implement such training.
There was discussion regarding the racial attitudes and
perceptions within the community and the lack of understanding
of the law,
Mr. Riley suggested checking-out the existing programs , such
as the citizenship program in the high schools . Also, that it
might be appropriate to do an analysis of complaints based on
protected areas and develop the training to a specific target
population that reflect those areas most affected.
Captain Dawson noted that the Mayor' s PCR Committee is also
discussing providing training, after the first of the year,
relative to the same issues .
Mr. Letts stated that he felt that these recommendations were
timely and the staff would respond according to the Boards
direction.
In reference to Tax Abatements Monitoring, there was concern
regarding buildings that are empty or are warehouses and
action that the Board might take relative to affirmative
action requirements . There was further concern regarding a
policy, or lack of policy, regarding the recipient including
the tax abatement provision in their lease to tenants of the
building for reporting and/or compliance with affirmative
action. It was further suggested a possibility of posting a
property as a recipient of a tax abatement. It was suggested
by the Director that it might be appropriate for the Board to
have Emerson Ohl, Director of Economic Development, or Alan
Tubbs., Planning & Municipal Development Director attend a
meeting to respond to questions on tax abatements .

It was the consensus of the Board that the Police
Community Relations subcommittee and other appropriate
subcommittee chairs convene a meeting with
representatives from the Board of Police Commissioners ,
and Mayor ' s Police Community Relations to develop a
strategy to begin a process for focused results for an
total community education program relative to police
community relations .
OLD BUSINESS
1 ) Joint Meeting with Board of Police Commissioners .
This item will be put on the January Agenda for further
discussion.
NEW BUSINESS
1 ) 1992 Human Relations Board Calendar (Posting)
The Board approved by consensus the 1992 calendar of meetings
for posting.
Mr. Riley requested that discussion of the location of Human
Relations Board meetings be placed on the January agenda .
2 ) 1992 Human Relations Budget Submission
It was recommended by the Board Chair that copies of the
budget be provided to each member. It was further recommended
that a process or tool be develop for use by the Board in
evaluating the established goals and priorities of the
department . It was noted by the Chair that in doing an
evaluation that it was necessary that the Board be honest in
its evaluation of their own initiatives and participation.
MOTION - by Jones , secon by Johnson, supporting the 1992 Human
Relations Budget, as submitted. Motion passed

MOTION by Riley, second, that the meeting be adjourned.

EMPLOYMENT SUB-COMMITTEE REPORT
The Employment Sub-committee of the fluman Relations Board met
at 8 : 00 a .m. on December 11 , 1991 . Present were sub-committee
chairperson Sam Johnson, committee members Steve Hicks and Willie
Jenkins and staff Kip Gomoll .
Staff reported that the monthly update of City employees eras
not yet available, but it would be provided as soon as possible .
staff dial indicate that six ( 6 ) new positions full-time regular
employees were hired by the City in November . This included four
individuals who were previously Seasonal Laborers and who were
hired into Solid Waste Operator positions ( green bag and
recycling) . Of the six new hires three were identified as
Hispanic . Only one full-time regular employee was terminated in
November . 'Phis was a Hispanic female in the Police Department .
The sub-committee discussed "awareness" training of Police
Officers and the possibility of providing some training to the
general. population . Since this is not within the scope of the sub-
committee , it was recommended by staff that this issue be discussed
at the regular board meeting .
The issue of tax abatements was discussed . One of the issues
involved is compliance of tenants occupying property that has an
abatement and whether the equal opportunity requirements for
recipients extends to the tenants . It is the belief of the sub-
committee that any tenant that benefits from a tax abatement is
under the same obligation as the recipient .
The sub-committee also recommends that recipients of tax
abatements be required to conspicuously post a notice indicating
that the property has a tax abatement . Such notice should include
notification that the owner of the property, as well as , any
tenants must provide equal opportunity in employment .
The sub-committee did not set a date for its next meeting, but
plans to meet in January.

COMMUNICATIONS

It was recommended by the Chair that a meeting be arranged
with Probate Court Judges, if necessarj-.
2 ) Letter of aopreci.at-.on from Black Association of State
Emolovees (BAST:) for assistance with Ca .-Can Charity
Basketball Game.
PETITIONS
1- SH#10-92 - A complaint received alleging sexual harassment
( language) based on sex. This comp-La nt was not
substantiated, as the alleged statement was made over the
telephone and between two parties . However, letters were
issued to both the respondent and complainant indicating that
the language used, as alleged, was unacceptable in the
workplace. This complaint has been closed according to the
Sexual Harassment Policies and Procedures of the City.

Mr. Hicks asked what the position of the Board was
regarding tax abatements? Is the Board going on record
staying that the companies that do not comply with an
affirmative action plan should or should not be put on
the tax role? Mr. Dunnings stated that the issue is
difficult, because we need jobs, but if the jobs are not
being offered fairly and equally cross the community than
that causes concern. He further stated, we certainly do
not want business to leave. However, it is necessary
that we take all reasonable steps to try to prevail upon
the business to adopt an affirmative action plan or put
one in place and define to them the necessity to do so,
within time limits . Further, if a company threatens to
move elsewhere and there is a loss of jobs, in contrast,
are going to stay here if they get a tax abatement, then
employment ought to be across the board and equal or have
an affirmative action program in place. If ultimately it
comes to that, then the equality of employment is most
important. It is necessary that we stand up for the
principles of equality. We ought to do everything
possible to keep the company in place, and only as a last
resort remove them from the tax role.
Mr. Riley recommended, with consensus of the Board, that
the Subcommittee develop, a policy or standard for
measuring the affirmative action and equal opportunity
posture of a tax abatement company, with time lines, and
bring back to the Board for approval .
b) HOUSING SUBCOMMITTEE- Mike Bryanton reported for
Reverend Jones , acting subcommittee chair. The
subcommittee met on November 7 . Present were: Reverend
Jones, Willie Jenkins and Mike Bryanton and staff person,
Guillermo Lopez . The subcommittee exchanged ideas
regarding a Landlord/Tenant Rights and Responsibilities
workshop. There was discussion regarding the population
at risk and resources available to assist in the
distribution of information. It is felt by the committee
that more than presenting information on Cable Channel 28
needs to be done in order to reach the community at risk.
The subcommittee will continue to work on these programs .
The next meeting of the subcommittee is December 5 at
1 : 00 P .M. at Union Missionary Baptist Church.
Mr. Dunnings stated that, based on articles recently in
the paper, regarding the pattern of discrimination in
purchasing and renting ' of housing 'in the Lansing
community, it might be appropriate if the Housing
Subcommittee devise a method which we could communicate

OLD BUSINESS
1 ) Meeting with the Mayor - The Board met with the Mayor some time
ago regarding the • issues of the 1991-92 budget and subsequent
letters from the Board to the City Council . It was the consensus of
the Board that had the original plan of action, as recommended by
the Human Relations Board, occurred the misunderstanding may have
been avoided.
2 ) Comments of School Board Member, Bill Carter: It was reported
that the NAACP had agreed with the action taken by the School Board
that he resign from the Board position as Treasurer . There was
discussion regarding information relative to an office holders
expense account .
NEW BUSINESS
There was discussion regarding the fatal shooting involving the
police and Cipriano Torres . Mr. Letts advised the Board that the
Chief of Police, as well as himself, have attended and
participated in many meetings held throughout the community
relative to the shooting. Ms . Mason indicated that a member of the
Michigan Commission on Spanish Speaking Affairs from the Pontiac
community has been in attendance at many meetings regarding this
issued, on her behalf, and had stated that she was impressed with
the professionalism of the Lansing Chief of Police in handling this
very sensitive issue. The Chief stated that this was a vary tragic
incident, which involves the police department and specifically
the Spanish community, but also for the whole community in general .
He stated that every attempt is being made to make the process of
investigation as open as possible. The police department,
accompanied by Mrs . Valdez, police commissioner, went to the home
of the victim, the morning following the shooting, to advise the
family of what was going to happen, and to explain the process and
offer whatever they could. He stated that the police department
initially released that several shots had been fired, twenty-six is
the number that has been published. He further stated that it
could be more and could be less . He stated that officers are
trained to shoot until the threat is removed. All shots were fired
while the victim was in a standing position.
The Chief stated that the forums held have provided a sounding
board for many frustrations within the community, not all involving
the police department, some education, housing, discrimination
jobs . The FBI is involved in the investigation. The Police
Department has been in contact with the U. S . Department of Criminal
Justice Community Relations Bureau for this areal, as well as the
National Council of LaRaza. Chief Boles stated that the department
has and will continue to be as open as possible. All investigative
reports are and will continue to be turned over to the FBI

There were 2 Formal, 1 Informal, and 12 Service Complaints received
for the period of September 1-30, 1991 .
FORMAL
1-- EEOC :23P_917932R - A complaint received alleging employment
discrimination based on race. An interrogatory is currently
being prepared by staff for response to the Michigan
Department of Civil Rights .
2- EEOC: 23A918063R - A complaint received alleging discrimination
based on race. An interrogatory is currently being prepared
by staff for response to the Michigan Department of Civil
Rights .

INFORMAL
1- HR#5-91 - A complaint received alleging denial of promotion
based on sex and national origin. This complaint continues
under investigation
1- RC/LPD#11-91 A complaint received alleging excessive force by
the Lansing Police Department. Continues under investigation.
Mr. Dunnings requested that the Police Community
Relations Subcommittee meet with police personnel
regarding the alleged harassment of Blacks in the
confiscating of money. Captain Dawson agreed to
secure a copy of the legislation relative to
confiscating of property. Mr. Dunnings requested
that staff member R.L. Hester contact him to
arrange a meeting with Captain Rapp of LPD ' s
Organized Crime Unit to discuss this issue with the
subcommittee.
MOTION by Bryanton, second by Jones, that the police Community
Relations Subcommittee be involved in the investigation
process of formal complaints involving the police
department. Motion passed.
The twelve service complaints were in the following areas :
Police 4 ; Neighborhood Tension 6 ; Housing 1; Employment 1
A complaint alleging that the police department used selective
enforcement when the complainant stopped to talk to friends in
front of Radisson Hotel . The complainant did not follow-up to
file a formal charge .
A complaint alleging problem with neighbor harassing family.
This complaint has escalated to the neighbor breaking windows,
and an arrest . staff continues to work with the complainant
in relieving the tension between these neighbors
'A• complaint alleging discrimination by their landlord based on
-- the different treatment they are receiving compared to other
tenants who are not "Mexican" . The complainant did not
follow-up to file a formal charge .
A complaint alleging that the neighbor has been dumping dog
"waste" into catch basin, also that the neighbor ' s dog has
attacked .two people and carries away the neighborhood children
toys . The complainant did not follow-up with a formal
charge .

A complaint received by a police department indicating that a
complainant alleges that the respondent has continually
harassed them for some time including calling LPD and accusing
them of letting off a bomb on the 4th of July, at which point
the complainant alleges that the "swat team" responded with
guns drawn. This complaint continues under investigation.
A complaint received regarding neighbor driving onto property
( joint driveway) and destroying decorative works . Complainant
requested assistance of a language interpreter (Vietnamese) to
explain the need to respect property. A translator was
obtained from Refugee Services and the situation has been
resolved.
A complaint received concerned about the response time to
breaking and entering call for assistance. Staff met with the
.complainant and Internal Affairs to provide additional
information after review of the 911 tape . The complainant was
satisfied with information received.
A complaint received alleging that officer used profanity and
abusive language toward him. The complainant was to contact
the office to schedule a meeting with Internal Affairs . The
complainant has not returned to this office .
A complaint received alleging that a previous employer or
employee provided a bad reference which caused complainant to
be released from her job. This complaint was resolved by the
respondent placing the complainant on call for employment.
. The complainant was satisfied with the resolution
- A complaint alleging loud noise and disruption of the quality
of life in the neighborhood by the respondent. The staff
worked cooperatively with the police department and have
resolved the matter to the satisfaction of the complainant.
A complaint received alleging racial problems in the
neighborhood involving two neighbors . A mediation conference
was held with the two families which resulted in a positive
resolution and understanding.
MOTION by Stuart Dunnings second by Mike Bryanton, that the
Employment subcommittee ' s become involved in the
investigation process of formal employment complaints
filed with the department. Motion passed.

REPORTS
1) Director' s Report
Copies of the Director ' s Report were mailed to members .
The Director acknowledged the contributions that have been
exhibited by Stuart Dunnings as a role model, in the law
profession, for young people within the community of Lansing
and beyond.
MOTION by Dunnings , second by Jenkins , that the Director ' s
Report be received. Motion passed.
2) Subcommittee Reports
a) Employment Subcommittee: This committee met on October
2 , 1991 . Discussion included: Mayor ' s proposal for
privatization of some City programs and servicers . The
Subcommittee recommends that, if and when privatization
of City services and/or programs occurs , affirmative
action and equal employment opportunity monitoring and
reporting systems be established with standards of
accountability.
Staff provided committee members with a copy of the
monthly update report of full time City employees .
Committee members requested census figures for 1980 and
1990 . Staff informed the subcommittee that the
Department has met with Enprotech, a tax abatement
applicant, to review the progress in developing an
affirmative action plan. This is pursuant to an
agreement between Enprotech and the City. After some
discussion regarding an alleged zoning violations and
Affirmative Action Plan documentation, it was requested
that staff provide the Board with a copy of tax abatement
legislation and/or statute.
The Employment Subcommittee agreed to met every month
during the week preceding the regular meeting of the
Board. The next meeting is scheduled during the week of
November 4-8 , 1991 . (Copy of Report on file)
b) Housing Sub-committee - Acting Chair, Reverend Jones
inquired as to whether the staff could provide
information regarding the impact of general assistance
' reductions on low income
The Director advised that he has personally received
several calls from individuals who are being evicted due
to elimination of funding. Mr. Bryanton stated that
Representative Hollister may have documented information
regarding the impact.

MOTION by Riley, second by Bryanton, that a letter be sent to
the Lansing Police Department Acting Police Chief in
appreciation for the response provided by Captain Dawson.
Motion passed.
d) POLICE COMMUNITY RELATIONS - A meeting was held with
Lansing Community College regarding the cultural
diversity program. There continues to be concern that
the group of consultants working on the project are of
one cultural group. However, it was stated by the
consultants that they would involve other cultural groups
within their research. The grant that is currently being
developed, regarding cultural diversity training for
criminal justice personnel statewide, is only part of an
on-going grant funded project. Captain Boles and Captain
Dawson stated that the Lansing Police Department will
continue to dialogue with all resources until a quality
training program is in place for the Lansing Police
Department.
OLD BUSINESS
There was discussion regarding the new law, effective March 28,
1991, covering bonding on domestic assault/abuse arrest. The Chair
requested Captain Dawson provide a copy for the Board.
Reverend Jones inquired about developing a long range plan in
reference to the continuation of the Human Relations Department and
the Director. This long range plan would include strategies and
the development of a plan of action to prepare for a meeting with
the Mayor. The Board Chair appointed Reverend Jones to chair a
committee to develop a plan of action regarding the future plans
for the department and discussion with the Mayor. A representative
group from the Board volunteered to work on this committee. Jack
Riley, Sam Johnson, Mike Bryanton, and Mary Lou Mason. A meeting
will be arranged through the office by Reverend Jones regarding
this issue .

MOTION by Johnson, second by Riley, that the meeting be
adjourned. Motion passed.

Mr. Dunnings inquired regarding clarity of the cuts being
applicable only to single able-bodied people. This was
confirmed by Mr. Truscott who also indicated that a
single person who was disabled could contact their local
DSS . office and reapply for assistance . Mr. Truscott
further stated that a lot of problems occurred due to the
budget not being signed. However, the budget will be
_signed by the weekend. There was also discussion
regarding the job training dollars that are being
returned due to lack of use in the Detroit and Flint
areas . There was discussion regaring a need for
mentoring programs throughout the community to assist
young people.
c) Public Relations - The Board Chair indicated that this
committee has not met but will do so in order to begin
plans for the Human Relations Dinner.
d) Police Community Relations - Mr. Dunnings deferred the
report of the subcommittee meeting to Mr. Bryanton. An
.update was provided regarding the sensitivity training of
LPD Officers and that it was beginning with Chief Boles
and moving down through the ranks . Also, staff attended
FBI training regarding the reporting of hate/violence
crimes . Staff has been working with the Lansing Police
Department in the development of reporting procedures for
hate/violence and ethnic intimidation crimes . There was
also discussion at the subcommittee meeting regarding
having police complaints reported through committee prior
to being reported at the Board meetings (see previous
motion) . The subcommittee also discussed the validity of
the incident Linwood Street area and remarks by the
Lansing Police Department. Captain Dawson reported that
the electronic media reported and interviewed people in
the -area and verified that the complaint was erroneous .
However, the print media has not retracted any of their
statements, at this time. The Chief of Police did write
a letter to the editor expressing his opinion regarding
this issue. A press conference was called but the print
media did not attend.

for a term beginning in 1987 to July 1991 .
PETITIONS
It was noted by the Director that staff has been receiving a number
of referrals from the Police Department requesting
various neighborhood disputes . follow-up on
Twenty one individuals were
assisted by staff through mediation efforts-.
There was discussion regarding the need to coordinate neighborhood
complaints between other departments rior to communictions of
violations and/or accusation being sent to either party involved.

1 - EMP#13-92/MDCR117068-EM: Received notification from the
Michigan Department of Civil Rights that Employment complaint
filed by City Employee against Planning & Municipal
Development Department, Building Safety Division Director,
based on Michigan Handicap Civil Rights Act 220 had been
withdrawn by the complainant . This complaint has been closed
by the Human Relations Department.
1 - EMP#2-92 - Complaint received from employee of Cooley Law
School based on race and conditions of employment. This
complaint was not signed by the complainant and has been
conciliated and closed.
1 - HRD#4-92 - Complaint received alleging unwanted "offensive
material" based on religion from City Employee. This
complaint has been mediated and corrective action taken by the
Department.
REPORTS .
1) Director' s Report - Copies of the Director ' s Report were
provided. The Director reported that a follow-up meeting is
being convened by the Mayor' s office, on August 15 , 1991, 8 : 00
P .M. . at Bethlehem Lutheran Church regarding community
problems in the Baker and Lyons Street area. The Director
noted that the Human Relations had not received an invitation
to the initial meeting, but has received and mediated several
complaints in this area.
It was also reported that R.L.Hester, Equal Opportunity
Specialist, will be attending FBI training regarding Hate
Groups/and Violence at the invitation of the Lansing Police
Department in Chicago, August 21-23, 1991 . Previously, the
Director and Chief Boles attended a tele-conference on
Hate/Violence and felt this to be a good opportunity for both
departments .
There was discussion regarding the meeting that Reverend Jones
was to arrange with the Mayor on behalf of the Board. The
Chair indicated that to her knowledge it had not been
arranged, but that she would do so following this meeting.

a) Housing - Jacqueline Bradford reported that the Housing
Subcommittee was scheduled to meet at 8 : 15 A.M. on August
15, 1991 in the Human Relations Department

OLD BUSINESS
Mike Bryanton inquired if the letter had been written to the Mayor
commending him for the appointment of Jerome Boles as Chief of
Police . It was reported that it had not been sent, but would be
prior- to the next Board meeting.
NEW BUSINESS
Mary Lou Mason advised that Hispanic Heritage Celebration will
begin on September 15 . As Executive Director of the State of
Michigan Commission on Spanish Speaking Affairs, she invited
members of the Board to participate at 11 : 30 A.M. on the 16th at
the beginning ceremonies and lunch Also, there will be an Awards
Banquet on September 20 at 6 : 00 P .M. at the University Holiday Inn.
Proceeds from the banquet provides scholarships to students
throughout the State . Ms . Mason also encouraged members to attend
the Michigan Festival, August 9-18 , 1991 .

The Human Relations Board held a picnic at Frances Park on July 25 ,
1991 . No official business was conducted at this social event .
Participants included members of the Mayor ' s PCR Committee, past
employees of the Human Relations Department Field Representative
program, City Council members , Community Policing officers , other
members of the Lansing Police Department, as well as Human
Relations Staff members and families .
The next meeting of the Human Relations Board will be Thursday,
August 8, 1991, at 7 : 30 A.M. in Lansing City Hall .

REPORTS
1) Director' s Report - A copy of the Director' s Report was mailed
with the notice to this meeting.
The Chair stated that she along with other Board members attended
three City Council meetings . The purpose of attending the meetings
was to discuss the deletion of the Human Relatins Director ' s
position from the FY91-92 budget . City Council recommended that
$70 , 000 4e put back into the budget and that the next position to
be vacated in the Human Relations Department would be removed from
the table-.of organization.
It was noted by Mike Bryanton that at the May 2 , 1991 meeting of
the Board it was recommended that representatives from the Board
meet with the Mayor to discuss future plans for the department. It
was recommended that Reverend Jones continue to pursue a meeting
with the Mayor.
The Director introduced Kelly Whitney. Ms . Whitney is a volunteer
student intern in the Employee/Labor Relations program Michigan
State University.
There was discussion regarding a date for the annual picnic. July
17th was suggested as a possible date. It was determined that the
next meeting of the Board would be held at the picnic held at
Frances -Park. Notices will be sent to members regarding the date
and time of the picnic and next meeting.

NEW BUSINESS
The Director also announced that Captain Jerry Boles has been
promoted to the position of Chief of Police. It was recommended

commending him on his selection of the Chief of Police.

The Chair thanked the Housing Subcommittee Chair, Jacqueline
Porter-Bradford and the Human Relations staff for efforts made in
putting together the Fair Housing Program on April 17 , 1991 .

individuals in the State of Michigan to receive the 1991
Minuteman Award presented by the Michigan Minuteman
Committee, May 24 , 1991 at the Lansing Center.

to recall based on handicap vs . the City of Lansing. This
complaint continues under investigation.
2 ) HR#35-91 Complaint received requesting mediation regarding
language use over CB by City employee. This complaint was

3) HR/LPD#36-91/MDCR 226612-LE60 Request received from the
Lansing Police Department requesting department to assist with
Michigan . Department of Civil Rights Resolution Conference
alleging Physical Abuse by Lansing Police officer.
4 ) EMP#31-91 Complaint continued under investigation alleging
discriminatory treatment in employment by a supervisor. A
conciliation hearing was held with the complainant and
respondent resulting in a resolution to the alleged
violations . This complaint has been closed.

REPORTS
1) Director' s Report - (Director' s Report Attached)
The Director advised the Board of an affirmative action review
relative to the application for a tax abatement from Emprotech
Corporation. It is the recommendation of this department,
which was communicated to the Mayor, that Emprotech be
required to develop an affirmative action plan within six
months , at which time they will again be reviewed.
Mr. Letts announced that Ms . Preston, Assistant Human
Relations Director is in the hospital .
The Director advised the Board of the Mayor' s recommended
FY91-92 budget submitted to City Council relative to the Human
Relations Department . The Director advised that due to the
City' s budget deficit each department head was requested to
submit recommendations to the Mayor to reduce their budgets .
In the Mayor' s submission of the budget to City Council the
Human Relations Director' s position was taken from the table
of organization within the department and placed in the office
of the Mayor under a new title,
Executive Assistant to the
Mayor for Human Relations . After a discussion with the Mayor
and Budget Director regarding their recommendation of the
change in title, retaining the office in its present state
with staff, and the offer of the Director returning to the new
position after retirement, as a consultant for $1 . 00 a year,
with no benefits, the Director decline to retire . It was
further stated that a subsequent budget meeting was held with
City Council regarding the recommendation. Council did not
appear to favor the plan.
The Board discussed the proposed budget recommendations . The
question was raised as to what long range plans the Human
Relations Board can take to plan for the future of the
department. There was concern regarding the enforcement of
affirmative action, contract compliance (Fair Labor Standards)
and other human relations issues . It was also noted that the
issue of the Director' s Retirement was separate from the issue
of the budget and existence of the Department.
There was discussion regarding the manner and what appears to
be an unfair process of determining the elimination of the
Human Relations Director' s position from within the Human
Relations Department budget and table of organization.

1- EI/RC#27-91 - Complaint received alleging ethnic intimidation.
There was an investigation conducted by the Human Relations
staff, however, cooperation was not received by the primary
witness . Information was provided advising this individual to
contact the Human Relations Department.
2- LPD#20-91 - Complaint concluded alleging improper treatment by
a Lansing Police Officer based on race. Investigation found
that this alleged complaint could not be substantiated from
the evidence provided. Witness did not appear on. behalf of
the complainant. This complaint has been closed.
3- LPD#28-91 - Complaint received alleging excessive force by a
Lansing Police Officer based on race. Continues under
investigation.
4- LPD/RC#24-91 - Complaint concluded alleging derogatory actions
by a Lansing Police Officer based on national origin. This
complaint was investigated by Human Relations staff and
Internal Affairs . The officer was exonerated from
allegations . This Complaint has been closed.
5 EMP#31-91 - Complaint received alleging discriminatory
treatment in employment by a supervisor at Meijers/South
Pennsylvania based on race. This complaint continues under
investigation.
6- LPD#33-91 - Complaint received alleging improper remarks by a
Lansing Police Officer based on race. This complaint
continues under investigation.
7- LPD#34-91 - Complaint received alleging excessive force and
racial slurs by a Lansing Police Officer based on race. This
complaint continues under investigation.
8- LPD#26-91 - Complaint concluded alleging conduct unbecoming a
Lansing Police Officer. Allegations were unable to be
substantiated. This complaint has been closed.

MOTION by Bryanton, second by Jones , that a letter be sent to
City Council stating that the Human Relations Board
request that the position of Human Relations Director be
funded and returned to the table of organization in the
91-92 fiscal year budget for the Department . It was
requested that the letter speak to the salary increases
that were passed by City Council for the Mayor and City
Clerk. Motion passed.
The Board recommended that the position of Assistant Director be
considered for removal from the table of organization in the event
it is necessary to reduce the department budget.
The Chair requested that Board Members plan to attend the City
Council meeting for the next three Monday' s May 6 , 13 and May 20 ,
1991 .
2) SUBCOMMITTEE REPORTS
a) EMPLOYMENT - No Report
b) HOUSING - Jacqueline Bradford reported that the Housing
Subcommittee Fair Housing presentation had approximately
40 people in attendance. Food that was left from the
event was taken to the Mission and the Senior Center on
South Washington
c) PUBLIC RELATIONS - Jack Riley reported that Public
Relations committee had asked Captain Dawson to respond
to questions regarding Police Recruitment and the
complaint process . Mr. Riley indicated that the process
of screening applicants is very intensive. The complaint
process also appears to be very thorough. There were
13, 333 arrest in 1990 . Forty (40) of the 99 complaints
received from citizens involved an arrest . Three
complaints were made by police officers against other
police officers . The ratio of citizens complaints
between male and female officers is fairly equal .
The 99 complaints did not include those that were
received by the Human Relations Department. (There were
13 complaints filed and investigated by the Human
Relations Department in 1990)
It was also noted that the cooperative efforts on the
part of the police department with citizens complaints
and other events that occur within the community have
been excellent. It was further noted that it was
necessary to be vigilant with community relations
efforts, as well as to maintain contact with the Lansing
Community College Cultural Diversity training efforts .

Mr. Dunnings inquired whether there had been an increase in
complaints against the police since the incident in Los Angles .
The response was affirmative .
There was discussion regarding the intake process in receiving
complaints . It was suggested that complainants be offered the
choice of personally writing their own statement of complaint. It
was stated that the procedure of having internal affairs and a
human relations staff person interviewing, at the initial intake of
a complaint, may make the complainant feel intimidated as the odds
were two on one . It was suggested that complaints should be taken
at the initial contact with the Human Relations Office and not have
the individual come back several times before documenting the
complaint.
It was noted by the Director that the intake procedure is only part
of the complaint taking process . Also, it was noted that the
Police Board and Human Relations Board have mutually agreed on a
procedure of investigation relative to complaints filed against the
Lansing Police Department.

b) Housing - Jacqueline Porter-Bradford presented a copy of
the Fair Housing Proclamation presented by the Mayor at the
City Council meeting April 8 , 1991 . It was also reported that
a Fair Housing Month Observance Program will be presented on
Wednesday, April 17 , 1991 in City Council Chambers . A
reception will be held at 5 : 30 P.M. , with the program
beginning at 6 : 30 P .M. The Program includes participation by
Mayor McKane; Lucile Belen, Council President; Mary Lou Mason,
Human Relations Board Chair. Guest Speaker, Cliff Schrupp,
Executive Director Fair Housing Center of Metropolitan
Detroit. Responding with comments : John Roy Castillo,
Executive Director Michigan Department of Civil Rights; Rose
Norwood, Executive Director, Lansing Housing Resource Center;
Robbyne Jones, Equal Opportunity Committee, Greater Lansing
Board of Realtors; with closing remarks by Richard Letts ,
Human Relations Director.

c) Public Relations - Jack Riley, Subcommittee Chair expressed
appreciation to Captain Dawson for responding to questions
provided at the last meeting of the Board. It was requested
that each Board Member be provided with a copy of the report
and that it be placed on the agenda for the May Board meeting
for discussion.
Ms Preston reported on the Human Relations Dinner held, March
20 , 1991 : Dinners Paid: 169 ; 154 Served, WLNS Channel 6 and
the State Journal provided media coverage.
d) Police Community Relations - Mike Bryanton reported on
meetings with the Lansing Community College and the
development of the Multi Cultural Awareness Program. It was
noted by the Director that the Board Chairperson was in
attendance at the first meeting and has expressed concern that
the consultants from the various universities are not
representative of the multi cultural community to be addressed
by the proposed training program. A second meeting is
schedule for April 11, 1991 at 10 : 00 A.M.
The Director reported that he attended a Teleconference for
Police Personnel, at the invitation of Captain Don Dawson,
regarding hate crimes presented by the FBI . This tele-
conference was arranged by the FBI for Police Departments .
It was reported, at the teleconference by the FBI, that hate
crimes have accelerated throughout the country. There was
discussion regarding ethnic intimidations complaints and
documentation. Captain Dawson stated that a procedure is
being written, as well as training for officers should provide
more information.

Mr. Dunnings inquired whether there had been an increase in
complaints against the police since the incident in Los Angles .
The response was affirmative .
There was discussion regarding the intake process in receiving
complaints . It was suggested that complainants -be offered the
choice of personally writing their own statement of complaint. It
was stated that the procedure of having internal affairs and a
human relations staff person interviewing, at the initial intake of
a complaint, may make the complainant feel intimidated as the odds
were two on one . It was suggested that complaints should be taken

The meeting was called to order.
Captain Donald Dawson presented to the boards a proposed draft for the
Multi Cultural Awareness Training Program. The purpose of the meeting
between the boards is to talk about what could be accomplished in training
Lansing Police Officers in areas that we have mutual concerns.
The Lansing Community College would like the boards input as representatives
of the community, to tell them what is needed in terms of training.
They will in turn take the grant money they have and then implement
a training program. They will develop a program to meet our needs based
on the criteria that we submit to them. Wayne State University, Michigan
State University & Lansing Community College will be the three (3) academic
consultants.
The Lansing Police Department and Human Relations Department has spent
many hours in meetings and arrived at this proposed. draft that points
in the direction where the need is. Once we have the joint boards
recommendations we will transmit this to the college and them you can
meet with the college or have them meet back with us as a board with
their recommendations.
The question was raised if this was to be a one time program or an
on going training program. Captain Dawson said this would be a decision
made by the Police Administration and the Boards. Personal preference
would be to have an annual training session.
The question was raised as to what type of Multi Cultural Awareness
Training is received at the time of hire.
Time is spent with the Human Relations Department beyond this the Supervisors
and Field Training Officers over see the Officers reactions while training.
Assistant Chief Sinclair apprised board members on the coach program
where the new officer spends 14 weeks with a seasoned officer with a
coach. Each day the senior officer is required to write a report concerning
the officers conduct and how he handled certain situations.
Captain Dawson suggested that a Sub-Committee be developed from each
board and the boards meet with the Lansing Community College and approve
the program first hand and Capt n Dawson also indicated that he would
arrange the meeting with the cons ijg Wjfrm G 47jec'�g,move forward.
Assistant Chief Sinclair apprised board members that command as well
as officers would be involved in this training.
Captain Dawson apprised board members that we would like to do a pilot
program in June and then evaluate the program doing a full implementation
in the fall and winter when we can tradtionally train more officers
as calls for service will be down.
Commissioner Owen suggested that the F.O.P. Supervisory and Non-Supervisory
be involved also or at least consulted.
Captain Dawson suggested that with the funds available we should located
an instructor who's delivery is readily accepted by all.
Commissioner Johnson apprised the boards that the personnel at Wayne
State that are working with L.C.C. are people who are well versed in
diversity training.
Commissioner Jewell suggested that stress reduction training be incorporated
into the diversity training. This would help the officer in all aspects
of their lives.
Captain Dawson indicated that L.C.C. , M.S.U. and Wayne State will be
conducting a survey of the officers as to the attitudes and perceptions
and how they interact with the community.

The regular scheduled February 14 , 1991 meeting of the Human
Relations Board was called to order by the Chair, Mary Lou Mason,
at 7 : 30 P .M. in Lansing City Hall

APPROVAL OF MINUTES
MOTION by Jones , second by Truscott, that the minutes of January
10 , 1991 be approved. Motion passed.
PRESENTATION
Captain Donald Dawson introduced Sergeant Andy George, Defensive
Tactic ' s Trainer for the Lansing Police Department, who made a mini
presentation on procedures, including verbal skills when putting on
handcuffs . The demonstration included discussion regarding three
types of individuals an officer may come in contact with:
1) cooperative; 2 ) potentially uncooperative (intoxicated or have
to be asked 2 or 3 times to put their hands behind their back) ; 3 )
totally uncooperative . Board members Dunnings and Jones
participated in the demonstration along with Captain Dawson.
Captain Dawson reported that the Police Department will be
completely restructuring their cultural diversity training program.
It is recommended that the Human Relations Board and staff meet
with the Police Board of Commissioners and staff to discuss
concerns and provide direction in the development of a Cultural
Diversity Training for Lansing Police Officers . This meeting is in
preparation for a meeting with Lansing Community College regarding
the same issue.
The Human Relations Board Chair informed Captain Dawson that the
Board made a motion at their last meeting to support and assist in
the development of a training program in cultural diversity or
sensitivity training relevant to the Lansing community.
Captain Dawson will communicate to the Police Board of
Commissioners the desire of the Human Relations Board to meet with
them for the purpose of discussing a training program in cultural

Captain . Dawson also reported that the Police Department will
continue to pursue their plans for an affirmative action
recruitment program.
The Chair expressed appreciation on behalf of the Board for the
presentation by the Police Department.
COMMUNICATIONS
1 ) Letter of congratulations to Guillermo Lopez , Equal
Opportunity Specialist for his selection as Support Person of
the Month by Gary W. Bredahl , Principal of Everett High
School .
2 ) A copy of letter received from Black Fire Fighters was read by
the secretary.
The Director provided information from the
Personnel Director who responded to the Fire
Fighters letter.
3) Letter of appreciation to Director received from Emily Horne
and Dr. Patricia Edward regarding assistance on literacy
research.
REPORTS
1) Director ' s Report - copies of the report was distributed to
members present. The Director advised the Board of a letter
received from the Mayor requesting the Department to organize,
with the assistance of his staff member, Pam Fowler, a
reception acknowledging the accomplishments of Arab Americans
in Lansing. The Board acknowledged that, at this time, it
may be more appropriate to advise the public that there is a
vehicle within the City of Lansing, The Human Relations
Department, available to receive complaints from persons of
Arab ancestry who may feel that they are being harassed or
discriminated against based on their national origin. The
Director advised that he would be meeting with the Mayor in
the next week regarding this matter.

b) Housing - It was reported that the Housing program will
will be on Cable Channel 28, March 26 , 1991_at 12 : 00
noon.

c ) Public Relations - Mr. Riley reported that the dinner
preparation are proceeding - Dinner Tickets were
distributed for March 20th, Senator Debbie Stabenow will
be the guest speaker. Mr. Riley also presented
biographical sketches for each of the candidates being
considered for the Hugo B. Lundberg Human Rights Award.
Copies of the award criteria were also provided. Nominees
include: Leonard McConnell, Fred Porter, Reverend Joseph
Graves , John Roy Castillo, and Archie Fraser
The Public Relations committee provided a list of questions
for response by the police department in preparation for
meetings relative to cultural diversity training. Mr . Riley
requested that Board members review the questions and contact
him, if they desire further inquiry. It was also noted that a
letter would be drafted to the Chief of Police . Further
information will be provided at the next meeting of the Board.
OLD BUSINESS
Selection of the recipient of the Hugo B. Lundberg Human Rights
Award was completed by secret ballot. The ballots were counted by
the secretary. Based on the ballots counted, it was the consensus
of members present that the recipient of the Hugo B. Lundberg Award
at the Annual Dinner would be announced at the dinner.
NEW BUSINESS
It was the consensus of the Board that the .next meeting of the
Board be held on March 20, 1991, which would be the date of the
Annual Human Relations Dinner. The regular scheduled meeting of
March 14 , 1991 will be canceled.
ADJOURNMENT
NOTION by Riley, second, that the meeting be adjourned. The
meeting was adjourned at 8 : 45 A.M.

There was discussion regardino the force used in
putting handcuffs on individuals by police
officers . Captain Dawson stated that the u ` ficers
go through a training every three months relative
to the use of handcuffs . The Chair requested that
Captain Dawson provide a demonstration at the next
meeting regarding the procedure used in putting on
handcuffs .
There was discussion regarding the development of specific in-
service training for Lansing Police Officers that will
incorporate modules in regards to the insensitivity of the
treatment within the community of Lansing .
It was suggested that Board Members consider participating in the
Ride-Along Program with the Lansing Police Department . Captain
Dawson stated that arrangements could be made through his office .
Captain Dawson stated that 261 officers were going through 16
hours of sensitivity training at Lansing Community College . The
program has been temporarily- suspended and will be restructured
to be more effective . The Chair requested that the Board be
notified when the next training program is offered .
MOTION by Jones , second Johnson, that the Human Relations
Board construct a program of sensitivity for the
Lansing Police Department in cooperation with the Board
of Police Commissioners . Motion passed .
A letter is to be written to the Lansing Board of
Police Commissioners indicating that the Human
Relations Board is willing to assist , with the staff ,
in developing a sensitivity program relevant to the
Lansing community . It is understood that this project
will be a major commitment of time by both departments .
The Chair requested that the Police Community Relations
Subcommittee begin working on a format for this project
and report back at the next meeting .

investigation alleging employment discrimination based on
race and handicap pending review by the Michigan Department
of Civil Rights .
Received "Order of Dismissal " from Michigan
Department of Civil Rights indicating that the
investigation did not reveal evidence of unlawful
discrimination against the claimant and that there
were " Insufficient Grounds to Issue A Charge" .

1 ) Director ' s Report -

present . The Director reported that he and Mr . Hester were
meeting with the East Lansing Police Department to. develop a
prevention program relative to the problems encountered with
youth during the summer .
It was also reported that the City Attorney ' s office is now
referring individuals to the office to mediate neighborhood
complaints prior to se.nding out notification of a violation
of a city ordinance .
The Board was advised on the health status of the Assistant
Director . Ms . Preston has returned to work , with no
restrictions , however , due to morning radiation treatment is
working half days .
2 ) Employment - No Report
3) Housing - It was reported that the subcommittee did tape the
program on the Capitol Loop Project . Staff will notify the
Board when the program scheduled for viewing on Channel 2B .
Inquiry was made as to the current status of the project
based on the Governor ' s program priorities . It was noted
that if there were no State funds involved that the project
would probably continue.
4 ) Public Relations - Mr . Riley reported that the Human
Relations Dinner is scheduled for March 20 , 1991 at the
Lansing Center 6 : 00 - 7 :00 social ; 7 : 00 dinner . The dinner
will be catered by Tarpoff ' s . Speakers are currently being
contacted for confirmation. The theme is : "Human Rights -
The Keeper of Equal Opportunity" . It was noted that this
meeting was the deadline for the Board to provide
recommendations for the Hugo Lundberg Human Rights Award .
The subcommittee chair voiced concern regarding the various
candidates and feels that there is not sufficient
information available regarding candidates "active"
involvement in human rights issues . The Board Chair
recommended that the subcommittee secure additional
information by comparing the achievements of the candidate
with the criteria of the Lundberg Award , as well as make
contact with other sources, for presentation at the February
Board meeting . The Board will make their selection of the
recipient of the Hugo Lundberg Award at the February
meeting .

Members were also reminded of the Martin Luther King , Jr .
Program, developed by staff , for the Mayor to be held in the City
Hall Lobby on Friday , January 18, 1991 , - 12: 00 Noon to 1 :00 P . M .
A reception will be held at 11 :30 in Room G-36 . All Board
members are invited to attend . Reverend Jones will be the
speaker .
