We only started meeting quarterly as of 2021. This was passed in the January 2021 meeting. Prior to this, we were meeting like once/twice a year. It was brought to our attention in the late summer 2020 that the by-laws say we need to be meeting monthly so we started meeting monthly. This is one reason you don't have consistent minutes also I was not aware that I was supposed to be sending them to the Clerk's office. At any rate, I will talk to Jim and see if I should be sending the minutes that you are missing if in deed I have them. You replied to an email from Brian, stating they are quarterly meetings. (Mar,Jun, Sept, Dec). On the Agenda Center for year 2020 1 have all except Nov and Dec. FYI: October minutes are not uploaded. Year 2019 there an no approved minutes loaded. Only draft minutes for September. When you are able may you please upload all missing minutes? Thanks! i MINUTES OF THE MONTHLY MEETING OF THE CITY OF LANSING BUILDING AUTHORITY HELD ON TUESDAY OCTOBER 27 2020 AT 3:30 P.M. Members Present: Andy Kilpatrick, Public Service Director, Chair Robert Widigan, Finance Director, Treasurer James D. Smiertka, City Attorney, Secretary Others Present: Venus Kumar, Recording Secretary, City Attorney's Office The physical meeting was held, with public access via Zoom and called to order by Andy Kilpatrick, at 3:33 p.m. Andy Kilpatrick, Robert Widigan and James D. Smiertka were virtually present, with Zoom open for public attendance. 1. Approval of minutes of September 29, 2020 meeting. Andy Kilpatrick began the meeting by introduction of agenda item#1. Robert Widigan made the motion to approve the minutes of the September 29, 2020 meeting. James D. Smiertka supported the motion. Motion carried unanimously. 2. Other Business: Jim Smiertka made a motion to amend the by-laws to modify the frequency of meetings. Robert Widigan supported the motion and suggested a quarterly meeting instead of a monthly meeting with the understanding that the LBA can meet more if the need arises, Jim Smiertka agreed. Jim Smiertka will research state statutes and any other law then draft the amendment to meet quarterly. All in favor. Motion carried unanimously. 3. Public Comment: None 4. Adjourn: Motion made by Robert Widigan, seconded by James D. Smiertka. The meeting adjourned by unanimous vote at 3:38 p.m. I, James D. Smiertka, City Attorney, Secretary Others Present: Holly Elie, Recording Secretary, City Attorney's Office 7C�CXX x�C]C The physical meeting was held in the City Attorney Conference Room, 5th Floor, City Hall, with public access via Zoom, and was an in-person/Zoom meeting, called to order by Andy Kilpatrick, at 11:36 a.m. Andy Kilpatrick and James D. Smiertka were physically present,with Zoom open for public attendance. 1. Approval of minutes of May 20,2020 meeting. Andy Kilpatrick began the meeting by introduction of agenda item#1. James D. Smiertka made the motion to approve the minutes of the March 20, 2020 meeting. Andy Kilpatrick supported the motion. Motion carried unanimously. 2. Review and consider approving the Block 100 First Amendment to Parking Implementation Agreement. James D. Smiertka and Andy Kilpatrick stated they had already had time to review the Amendment. There was some discussion that the Amendment had already been reviewed and executed by all other parties. James D. Smiertka made a motion to the Lansing Building Authority to approve the Amendment, and Andy Kilpatrick supported the motion. Motion carried unanimously. 3. Other Business: None 4. Members Present: Andy Kilpatrick, Public Service Director, Chair Shelbi Frayer, Finance Director, Treasurer James D. Smiertka, City Attorney, Secretary Others Present: Venus Kumar, Recording Secretary, City Attorney's Office Jarrod Smith, Dykema Brian Lefler, Robert W. Baird & Co. The physical meeting was held in the City Hall lobby, 1 st Floor, City Hall, and was an in-person meeting, called to order by Andy Kilpatrick, at 10:04 a.m. All were physically present. 1. Approval of minutes of September 3, 2019 meeting. Andy Kilpatrick began the meeting by introduction of agenda item#l. James D. Smiertka made the motion to approve the minutes of the September 3, 2019 meeting. Shelbi Frayer seconded the motion. Motion carried unanimously. 2. The LBA will review and consider a resolution; for the issuance of refunding bonds. Brian Lefler presented the bond issue and spoke about refunding of the bonds. Jarrod Smith explained the attached resolution and stated that they are open ended until a buyer is found. There is no underwriter at this time, but an RFI will be issued to search for an underwriter. James D. Smiertka asked a few questions regarding the Lansing Center and if it is involved. Brian Lefler clarified that the Lansing Center is not involved in this matter. There was some discussion regarding the status of the financial markets today. James D. Smiertka made a motion to the Lansing Building Authority to move the resolution and Shelbi Frayer second the motion. Motion carried unanimously. 3. Other Business: None 4. Public Comment: None 5.
