Chairman Joe Peters called the meeting to order at 7:00 p.m. The minutes of January 20,
2004 were read. Rowland Cornish III made a motion to approve the minutes. Motion
seconded by Howard Lutz. Motion carried.
Old Business: NONE
New Business: NONE
The Board discussed a safety alert from Underwriters Laboratories regarding GFCI
receptacles manufactured by Shanghi Meihao Electric located in China. U.L. warns of
potential shock hazard with these particular GFCI receptacles. They may not trip when a
ground fault current occurs.
It was reported that the new arc fault detector requirement will be a part of the 2002 Michigan
Electrical Code. It was a real struggle between the Home Builder's Association and the
Electrical Industry, but the Electrical Code prevailed.

MEETING CANCELLATION NOTICE
The regularly scheduled Electrical Board of Appeals Meeting for Tuesday,
November 16, 2004, has been cancelled.
The next regularly scheduled meeting will be Tuesday, December 21, 2004,
at 7:00 pm in the Conference Room at 316 N. Capitol Ave., Suite C-3,
Lansing, Michigan.

Chairman Joe Peters called the meeting to order at 7:00 p.m. The minutes of September 21,
2004 were read. Walt Smiley made a motion to approve the minutes. Motion seconded by
Howard Lutz. Motion carried.
Old Business: Due to Brian Carter's absence at the September 21, 2004 meeting there
was a short discussion on the appeal submitted on May 20, 2003 by Michael Tobin, President
of the Group 5 Management Company.
New Business: Mel Ott handed out an updated (June 27, 2003) "Requirements for a
Construction Board of Appeals". This document was reviewed by the Electrical Board
Members. There was no discussion.
The November 16, 2004 board meeting has been cancelled because members will be absent
due to the opening of deer season.
The Electrical Board decided to hold the December 21, 2004 meeting at the Texas Road
House at 6:00 p.m.
The remainder of the meeting was used to discuss the recall of arc fault circuit breakers
produced by Square D company.
There was also discussion on the use and requirement of series rated circuit breakers in
regard to downstream protection of panelboards against available short circuit current at the
supply terminals.

Old Business: The Board reviewed an appeal that was submitted May 20, 2003, Case
No. BBA-001-2003 by Mr. Michael Tobin, President of Group 5 Management Company. The
appeal was regarding GFI protection of kitchen counter top receptacles. Apparently this
appeal should have been heard by the Building Board of Appeals before being heard by the
Electrical Board of Appeals. The Electrical Board discussed this matter and tabled it pending
further information from Code Compliance.
New Business: None
The remainder of the meeting was used to discuss new 2002 NEC requirements.

New Business: Mel Ott asked the Board for advice regarding non-licensed electricians
(custodians or maintenance people) replacing fluorescent ballasts that are 277 volt.
The Board discussed this issue and Howard Lutz made a motion that this Board recommend
that only licensed electricians replace ballasts that operate at 277 volts.
There was further discussion regarding unlicensed people working under a permit of a
contractor they do not work for. This practice is in violation of State of Michigan Electrical Law
and will not be tolerated.

Re: 2003 Electrical Board Evaluation
This report is to evaluate the effectiveness of the board and analyze the statue and priorities for
services and activities of the agencies it advises.
The Electrical Board continued it's efforts to advise homeowners, developers and contractors on
new standards and procedures required by City Ordinance and the National Electrical Code.
The attendance record to the board meetings is as follows:

The February, August and November meetings were cancelled.
The March, April, & September meetings were cancelled due to lack of quorum.
