The Electrical Board continued it's efforts to advise homeowners, developers and contractors on new standards and procedures required by City Ordinance and the National Electrical Code. Howard Lutz made a motion to accept the minutes as read, seconded by Walt Smiley. Motion carried. Old Business: The Board reviewed the changes for the 2003 Fee Schedule. After some discussion a motion was made by Walt Smiley to accept the new Fee Schedule for 2003, seconded by Howard Lutz the Motion carried. New Business: The remainder of the meeting was used to discuss grounding requirements for 480 Volt ungrounded systems and the hazards that may be present if the utilities rules aren't followed. The Michigan Residential Code requirement was also discussed. Also, there was an update concerning the work at Greenlawn Campus. Mark Demana, Electrical Engineer, is responsible for the service gear(GFI) at the hospital. New Construction/New Churches were discussed as well as new Permit Fees. Old Business: Mel Ott reported to the Board that Clark Trombley Randers, Consulting Engineers requested a Variance regarding the corrections being made to the Electrical Switch Gear at Ingham Regional Medical Center, Greenlawn Campus. The request was to leave the Orange-Yellow Bus as is and not provide the required GFI protection as provided for in Article 517-17 of the N.E.C. Since the Orange System supplies the Equipment Branch and not the Critical Branch I granted the hospital the variance. The Board agreed. New Business: Mel Ott asked the Board's opinion on the location of a required Emergency Shutoff Switch for a Spa in a Fitness Center. The Executive Development Center at 3535 Forest Road has 2 Spas and the Emergency Switch is located only 3ft away from the Spa. The Code requires a distance of at least 5ft and in sight of the Spa. After reviewing the Code the Board could find no exceptions to the rule, therefore, the Emergency Shutoff Switches must be relocated to the 5ft distance as per Article 517-17. Rowland Cornish III asked could an Electrical Service Panel be installed in a bedroom? The only room a Service Panel cannot be in is a bathroom or a clothes closet. Installing an Electrical Panel in a bedroom is not a Violation. The Board also reviewed the International Property Maintenance Code. Old Business: Mel Ott reported the corrections to the Ingham Regional Medical Center's electrical switch gear are now in the design stages and the hospital is going to move forward with the repairs as soon as possible. New Business:Rowland Cornish discussed the requirement for a disconnecting means to be in sight of the motor controller as per article 430-102 of the 1999 N.E.C. There was additional discussion on Article 310-15(b) 2(a) regarding the adjustment factors for more than three current-carrying conductors in the same raceway or cable. This requirement is in addition to the conduit and tubing fill tables for conductors and fixture wires found in Appendix C. The question was asked, "Does the Code require receptacles located in doctor office exam rooms to be hospital grade?" The Electrical Board determined that only the receptacles located in patient bed locations need to be hospital grade as per Article 517-18(b). Capitol Ave. at 7:00 pm FEBRUARY 19, 2002 Members present: Howard Lutz, Joe Peters, Walt Smiley, Rowland Cornish Members absent: Staff Present: Mel Ott, Chief Electrical Inspector Brian Carter, Electrical Inspector Chairman Joe Peters called the meeting to order at 7:00 p.m. The minutes of the meeting of January 15, 2002 were read. Walt Smiley made a motion to accept the minutes as read, seconded by Howard Lutz. Motion carried. Old Business: Mel Ott reported the corrections to the Ingham Regional Medical Center's electrical switch gear are now in the design stages and the hospital is going to move forward with the repairs as soon as possible. New Business:Rowland Cornish discussed the requirement for a disconnecting means to be in sight of the motor controller as per article 430-102 of the 1999 N.E.C. There was additional discussion on Article 310-15(b)2(a) regarding the adjustment factors for more than three current-carrying conductors in the same raceway or cable. This requirement is in addition to the conduit and tubing fill tables for conductors and fixture wires found in Appendix C. The question was asked, "Does the Code require receptacles located in doctor office exam rooms to be hospital grade?" The Electrical Board determined that only the receptacles located in patient bed locations need to be hospital grade as per Article 517-18(b). Old Business: There was a discussion on the status of the electrical corrections at Ingham Regional Medical Center. The corrections were in regard to Article 517-30 (c)(1) and 517-17 (a). The hospital is still working with the engineer and F.D. Hayes Electric to determine the best way to make the correction to the switchgear. New Business: The Board discussed the completion dates of the new Lowe's Store and the new Menard's Store. Mel Ott asked the Boards advice on the best way to re-ground existing electrical services when the Board of Water & Light changes all the old lead water services in Lansing. There was some concern by the Board of Water & Light in regard to who was going to be responsible for the re-grounding to the new water service. It was determined that the homeowner would have to be responsible for having the re-grounding done.
