Howard Lutz made a motion to accept the minutes as read, seconded by Walt Smiley. Motion carried. Old Business: None New Business: The Electrical Board welcomed new board member, Rowland Cornish. Rowland filled the Electrical Contractor's vacancy on the Board. The evening was used to discuss new code changes in the 2002 National Electrical Code. Howard Lutz made a motion to accept the minutes as read, seconded by Walt Smiley. Motion carried. Old Business: Mel Ott presented the topic of the Board of Water and Light's"OPL(Outdoor Protective Lighting) Program". It was decided by Mel Ott that a permit would not be required for this type of lighting which is installed by the Board of Water and Light. The National Electrical Code does not cover this type of installation if it's outdoors on private property by established rights such as easements. If the NEC does not regulate this work, then the City of Lansing is not required to inspect it and no permit is required. New Business: Mel Ott announced to the Board that John Morris was not re-appointed by the City Council to the Electrical Board of Appeals. Mel Ott recommended Rowland Cornish as a replacement for the position previously held by John Morris. There was further discussion on the use of knob and tube wiring being encapsulated in insulation. It was agreed that this wiring method is not approved to be covered with insulation, but is only permitted to be installed in the hollow spaces of walls and ceilings. There was additional discussion on manufactured home wiring and the method used to connect the circuits of both halves of this home together. The Board examined a plastic connector that is commonly used to splice the circuits of the two sections of manufactured homes. The board was not impressed with this wiring method. The November 20, 2001 meeting is canceled due to the conflict of dates for the deer hunters. Walt Smiley made a motion to accept the minutes as read, seconded by Howard Lutz. Motion carried. Old Business: None New Business: Mel Ott requested the Board's advice on an outside stairway that was built in front of an electrical service at 625 Barnard St. The stairway prevented the Board of Water and Light from being able to service their meter and the meter, which projected onto a step, presented a trip hazard. After looking at the pictures, The Board was unanimous that the service had to be relocated to the front of the house. There was discussion of a UL warning on some halogen ceiling fixtures where the halogen bulbs generated high temperatures that resulted in scorching and deterioration of wire insulation and melting of nonmetallic boxes. UL reports that these fixtures do not comply with their safety requirements and are not authorized to bear the UL mark. Their use should be discontinued. These fixtures are manufactured by PLC Lighting. The remainder of the time was used to discuss the new Residential Code, Section R105 regarding permits. Old Business: None New Business: Mel Ott advised John Morris that his Electrical Contractors License had expired and since he was the contractor representative to the Electrical Board, he needed to renew his license immediately. John Morris indicated he would contact the State of Michigan and have his contractor's license renewed as soon as possible. The remainder of the meeting was used to discuss the following code items: 1. The inter-change-ability of circuit breakers in listed panel boards and load centers. 2. The requirement for separation of electrical boxes in rated walls. 3. Receptacle requirements for hot tubs and swimming pools. 4. Joe Peters shared some electrical safety requirements when working with high voltage. Joe Peters led a discussion on Article 347-9 that pertains to the requirement of expansion fittings for rigid non-metallic conduit. It was agreed that expansion fittings were only required for exposed runs of rigid non-metallic conduit where (1) the run is long, or (2) the run is subjected to large temperature variations during installation or afterward. It was further agreed that expansion fittings were not required when rigid non-metallic conduit is used as mechanical protection for conductors emerging from the ground. The Board also had a discussion on pool pump requirements regarding GFCI protection for the pump motor in a dwelling unit. Brian Carter indicated that a document was being created by the Building Safety Department — Electrical Division pertaining to the Electrical requirements for Storable Swimming Pools. This document will hopefully help homeowners and reduce the problems associated with Pool installations. Also there was discussion on Data Cabling and Permit Requirements relating to this issue. New Business: Jack Nelson gave a report regarding Lester Morgan's appeal to the Electrical Board of Appeals for 701 Isbell. The Board heard Mr. Nelson's report. Lester Morgan then requested the Electrical Board of Appeals to hear his appeal for relief from the GFCI requirement made by the Code Compliance department for his Rental Property at 701 Isbell. There was discussion by the Board and a motion was made by Howard Lutz and seconded by Joe Peters that Mr. Morgan's request be denied since the Code Compliance ordinance requires any Electrical appeal be presented to the Building Board of Appeals. Motion carried by a unanimous vote. Old Business: The Board received a written request from Mark Demana, P.E., representing Clark, Trombly, Randers Consulting Engineers. The request was for a variance from the 1999 National Electrical Code, articles 517-30(c)(1) and 517-17(a). This request for variance is for an existing electrical installation at Ingham Regional Medical Center located at 401 W. Greenlawn. After visiting the hospital and inspecting the electrical service equipment, the Board discussed this request for variance. A motion was made by Walt Smiley and supported by Howard Lutz to grant the variance for Article 517-30(c)(1). Motion carried by a unanimous vote. A motion was made by Walt Smiley and supported by Howard Lutz to deny the request for variance from the requirements of Article 517-17(a). Motion carried by a unanimous vote. The Board requested the Chief Electrical Inspector to send a copy of these minutes to Clark, Trombly, Randers and Ingham Regional Medical Center. Old Business: None New Business: Mel Ott presented a variance request from Clark, Trombly and Randers, Consulting Engineers. Ingham Regional Medical Center recently installed 3,000-amp switchgear at the Greenlawn Campus. Somehow, the required GFI protected feeders were installed on the load side of an essential system transfer switch. This is in violation of Article 517-17 (1) of the 1999 N.E.C. Due to the difficulty in making this installation code compliant a request for variance was made in writing. Mark Demana the Electrical Engineer, requests that the GFI protected feeders remain on the load side of the transfer switch as opposed to the line side of the transfer switch, which would satisfy the electrical code. There was discussion from the Electrical Board, regarding this request and a motion was made by Howard Lutz and supported by Walt Smiley that more research is done from the Code and possibility contacting the Code making panel to get input from them to help with this decision.
