The meeting was called to order at 7:00 p.m. by Chairman Joe Peters. The minutes of the meeting
of September 19, 2000 were read. Walt Smiley made a motion to accept the minutes as read,
seconded by Howard Lutz. Motion carried.
Old Business: None
New Business:None
The remainder of the meeting was used to review the meeting dates for this Board for the year
2001.
There was also discussion on Article 800-11 requiring underground telephone conductors to enter
a building within 20 feet of the electrical service equipment.
There was further discussion on Article 354-6 requiring a 4 inch high curb to be placed around bus
duct when the bus duct passes through floors.

The meeting was called to order at 7:00 p.m. by Chairman Joe Peters. The minutes of the meeting of
January 18, 2000 were read. Walt Smiley made a motion to accept the minutes as read, seconded by
Howard Lutz. Motion carried.
Old Business: None
New Business: None
There was a discussion on when Electric Utilities need to obtain electrical permits. The question was
asked - Can electric utilities install parking lot lighting on private property with the utility owning and
maintaining the lights?
There was also a discussion on Article 110-26 regarding working space around electric equipment.

that is a part of the office walls. After some discussion it was agreed by the board that an
electrician must be the person to connect the wiring to these walls.

Industries, Inc. and discuss various code questions.

required in dwelling units.

electrical distribution outside the City of Lansing.
The remainder of the meeting was used to discuss article 770 of the N.E.C. installation of fiber
optic cable.

Mel Ott presented the new 2000 International Residential Code for one and two family dwellings. The
Board discussed when this code may be implemented and how it will effect inspections in the City of
Lansing.
There was also some discussion on the Board of Water and Light's service drop height requirement and
how it differs from the National Electrical Code

December 21, 1999 were read. Howard Lutz made a motion to accept the minutes as read, seconded

New Business: There was a discussion on Senate Bill 463 which requires all municipalities to
enforce the Michigan Electrical Code. This bill was signed into law by Governor Engler on December 28,
1999. This law will promote uniformity among inspection agencies. There is no option, every
municipality will have to enforce the Michigan Code or not be in the business of code enforcement. This
bill amends the State Construction Code Act, No. 230 of the Public Acts of 1972, as amended. The
Senate bill creates one State Code for Building, Plumbing, Mechanical, and Electrical.
The remainder of the time was used to discuss the grounding of ranges and dryers, discussion on the
requirement for two ground rods, and the problem of unlicensed people working without supervision by
licensed electricians.
